Alturas Rodeo Winners, Highlights and Community Support

Organizer Manny Souza announced the winners and highlights from Souza’s Bucking Bulls and Broncs rodeo held Sept. 19 in Alturas. Local businesses, volunteers and residents rallied together to support the event, including seven youths who helped organize and sponsor the bronc riding competition. The rodeo also hosted a food drive collecting canned goods to benefit area food banks during the fall and winter, with a goal of gathering 650 to 1,000 cans. Organizers plan to expand the series to three rodeos next year, scheduled for May, July 3 and midSeptember. In the competitions, Delaney Price took first place in Mutton Busting with a score of 80, followed by Weston Paul in second with 65

points. Nehemiah Avalos won the Mini Bucking Bulls category for ages 10–13, while Xavier Valdez of Winnemucca, Nevada, earned the top spot in the ages 14–17 group. Ray Murillo, also of Winnemucca, won the Ranch Bronc event. No riders qualified for a win in Pro Bull Riding, although Gage Mortenson of Alturas posted a strong 7.5-second ride. A major crowd highlight included Samantha Sullivan, 21, of Atwater, California, who rode three separate bulls during the event. The event crew included pickup men Cody Conley and Derrick Magana; bullfighters Rollie Bonham of Alturas and Duane Mulhalder of Fallon, Nevada; announcer Felix; and sound technician Noah Solorio of

Alturas. Souza said issues such as arena lighting would be ironed out before the next event. He also said that many people entered the rodeo without purchasing a ticket. However, he expressed gratitude for community members who attended regardless. He asked that those who entered without a ticket consider donating canned food to the drive, which will continue for the next few weeks at Les Schwab Tire Center. “It’s about the community getting together and having a good time,” Souza said. “Instead of us just having a rodeo, we’re helping businesses, individuals and our community by supplying the needs of people for the next three or four months with canned goods. These prescribed fires are implemented to help manage healthier forests, and to help protect local communities, infrastructure and natural resources from wildfires. Fire Restrictions Were Lifted on the Modoc National Forest on September 27 Fall is here, and cooler weather conditions have allowed the Modoc National Forest fire restrictions to be lifted as of 12:01 a.m. on Sunday, September 27, 2026. This means forest visitors on the Modoc National Forest may once again have campfires outside of developed campgrounds and recreation sites, although California campfire permits are still required. Forest visitors are asked to

clear flammable materials from around your campfire, never leave it unattended, and make sure it’s fully extinguished before you leave your campsite. Though fire restrictions are being lifted, forest conditions remain dry, and visitors should continue to be vigilant and pay attention to fire safety. Always check with local authorities and land management agencies like the National Park

Service, U.S. Bureau of Land Management, USDA Forest Service, or CALFIRE for the most current information before starting your campfire. Berean Calvary Church Sunday Services Sunday School begins at 10 AM with a continued lesson on Building Thereupon. Modoc Crazy Quilters Modoc Crazy Quilters gather every Tuesday at the Federated Church from 9 am-3pm. Come and go as you can, bring a project or just come visit. The Senior Citizens Valley 50 Club (SCV50C) Lunch The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley. We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. At the Tuesday, October 6, 2026 meeting, we will be discussing the Big Valley Groundwater Basin (Basin) Annual Work Plan, Schedule, and Budget for Fiscal Year 2026/2027. What is the Big Valley Groundwater Basin Advisory Committee (BVAC)? The BVAC is the committee formed to advise the Lassen and Modoc Groundwater Sustainability Agencies (GSAs) during development and implementation of the Groundwater Sustainability Plan (GSP).

What is a Groundwater Sustainability Plan)?

A GSP is a detailed planning document, required by the Sustainable Groundwater Management Act (SGMA), that establishes a groundwater budget, minimum thresholds, and management actions to achieve long-term sustainability.

What has happened since the adoption of the revised of the GSP in April 2024?

On April 2, 2024, the GSAs obtained grant funding to implement the recommendations from the GSP and DWR approved the revised GSP in February 2025. During this meeting, the BVAC will make a recommendation to the GSA’s on the Annual Work Plan, Schedule, and Budget for Fiscal Year 2026/2027. TEACH Hosts Annual Modoc Alzheimer’s Awareness Color Run

The Modoc Alzheimer’s Awareness Color Run hosted by TEACH was held Sept. 19, bringing together local residents to raise support and awareness for Alzheimer’s disease. The event featured a 3-mile walk/run that began at 9 a.m. Participants who registered by Aug. 31 received an event T-shirt and goodie bag. Awards were given for

fastest male, fastest female, fastest runner older than 60, fastest runner younger than 12, and fastest team. TEACH organizers expressed gratitude to participants and sponsors following the event, noting that community support makes such gatherings possible and helps fund vital local programs.

Endorsed Ballot Initiatives 2026 Proposition

Recommendation

Proposition 1: The Veterans and Affordable Housing Bond Act of 2026. Authorizes $11.25 billion in general obligation bonds for affordable housing, homeownership, and veteran home-loan programs, including farmworker housing.

OPPOSE REASONING: California is already paying off billions in bond debt, all at a cost to the general fund to service the debt payments. While a critical need, the funding for farmworker housing is not enough to make this a worthy effort.

Proposition 2: Save for California's Future Act. Raises the state's rainy day fund cap from 10% to 20% of General Fund revenues and expands required paydown of state liabilities.

NO POSITION REASONING: CAFB does not have policy on this topic.

Proposition 3: California Children's Education and Health Care Protection Act of 2026. Makes permanent the 2012 voter-approved high-income tax rates, directing revenue to K-12 schools and community colleges.

OPPOSE REASONING: CAFB opposes income tax increases.

Proposition 4: California Fair Elections Act of 2026. Establishes a public campaign financing option for candidates for elective office, subject to expenditure limits and eligibility criteria.

OPPOSE REASONING: Funding for this program would come from the General Fund. It is an unwise use of revenue given our budget situation.

Proposition 5: Elections: Recall of State Officers. Eliminates the simultaneous successor election in a state officer recall; the office instead remains vacant and is filled per the Constitution and statute.

NO POSITION REASONING: CAFB does not have policy on this topic.

Proposition 37: Creates Loan Program for Middle-Income Buyers of Qualified New Homes. Authorizes up to $25 billion in bonds to offer middle-income buyers fixed-rate mortgages for a portion of the purchase price of qualified new homes.

NO POSITION REASONING: A self funded revenue bond differentiates itself from a general obligation bond. Because this bond is self funded, CAFB has no position on it.

Proposition 38: Authorizes Bonds for Immunology Research. Authorizes $8.4 billion in state general obligation bonds for immunology and immunotherapy research, repaid from the General Fund.

OPPOSE REASONING: Shifting government program costs from general tax revenues to additional public indebtedness through bond issuance to mitigate budget shortfalls is bad fiscal policy.

Proposition 39: Establishes Additional Voter Identification and Citizenship Verification Requirements. Requires voters to present government-issued ID at the polls, or the last four digits of an ID number by mail, and requires annual county reporting on citizenship verification.

SUPPORT REASONING: Policy supports safe and secure elections.

Proposition 40: Imposes One-Time Tax on Certain Individuals and Trusts. Imposes a one-time tax of up to 5% on individuals and trusts with covered assets over $1 billion, directing revenue to health care and food assistance.

OPPOSE REASONING: CAFB opposes income tax increases.

Proposition 41: Requires Audits of Programs Funded by New State Special Taxes. Requires audits of programs funded by new state special taxes and prohibits new state taxes from being excluded from the existing voter-approved spending limit.

SUPPORT REASONING: Fiscal responsibility, and transparency is critical with taxpayer money.

Proposition 42: Prohibits New State Personal Property Taxes and Certain Retroactive State Taxes. Prohibits new state taxes on the ownership of personal property, including business interests and intellectual property, and prohibits retroactive state taxes.

SUPPORT REASONING: California is already an expensive state to live in. There should not be another tax burden that will impact all Californians.

Proposition 43: Local Taxes: Limitation. Requires local special taxes, including those imposed by citizen initiative, to receive two-thirds voter approval, closing a court-created initiative loophole.

SUPPORT REASONING: Restores 2/3rd vote on local special taxes which must be protected.

Proposition 44: Requires Community Health Clinics Spend 90% of Revenue on Program Services. Requires nonprofit Federally Qualified Health Centers to spend at least 90% of revenue on direct program services rather than administration or overhead.

NO POSITION REASONING: CAFB does not have policy on this topic.

Proposition 45: Modifies Environmental Review for Certain Projects. To encourage investment in infrastructure and limit CEQA ligation abuse, sets deadlines, streamlines review, and limits litigation for housing, transportation, water, health, and clean energy projects; directs CEQA to give substantial weight to project approval and to prevail over conflicting state laws.

SUPPORT REASONING: CEQA reform is desperately needed. Prop 45 will assist in priority issues for Farm Bureau members – wildfire fuel reduction projects, water infrastructure. While there are members and policy on both sides of this argument, the overwhelming benefit that comes from Prop 45 outweighs the negatives and should be supported.
