Far northeastern California is heading into Thanksgiving week with mostly dry but cold conditions, giving travelers a clearer holiday window across the region’s main passes. Forecasts for the Modoc–Lassen area, along the borders of Washoe County and southern Oregon, show daytime highs in the 40s and 50s through midweek and nighttime lows dropping well below freezing.
Highway 395, Highway 139 and Highway 299 are expected to remain open and dry, though early morning ice is possible as overnight lows fall into the teens and 20s. Monday starts the week with sunshine and a high near 49
The CAL FIRE Lassen Modoc Unit, in collaboration with the Modoc Fire Safe Council and Alturas Elementary School, recently led a vital Fire Prevention Week program for local students. Focusing on this year’s theme, “Charge into Fire Safety: Lithium-Ion Batteries in Your Home,” students received handson training inside the

The City of Alturas is welcoming a familiar and respected face back into leadership. Longtime law enforcement officer Ken Simon, who announced his retirement in March, has agreed to come out of retirement to serve as Acting Chief for the next three months while the city conducts its search for a permanent replacement.
Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.
The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties.
The Modoc County Sheriff’s Office shared their appreciation for Simon upon his retirement earlier this year, noting:

Now, Simon is once again stepping up for the community—putting his retirement on hold to ensure continuity, stability, and experienced leadership during the transition period.
Simon brings decades of experience and a deep commitment to public service. Before joining Modoc County, he retired from the San Diego County Sheriff’s Office, where he served in multiple roles, including K-9 handler and detective. After relocating to Modoc County, he continued his service as a bailiff and background investigator, earning recognition for his professionalism, expertise, and consistently positive attitude.

Simon will serve as Acting Chief for approximately three months, giving the City time to carefully select a permanent candidate who can lead the department into its next chapter.

THE MAIL service between Reno and Alturas comes mighty near to being no service at all. The mail reaches Madeline, lays overnight there, then comes to Likely and once in awhile reaches Alturas. As now arranged, our mail is from 10 to 15 hours later than when it comes by stage to Madeline. Better to send by way of Redding on the stagecoach, as we could then depend on getting it once in awhile. It just proves the government doesn’t care a continental about the rights of people in Modoc and Lake counties.

Modoc High School students were treated to a unique cultural and educational experience last month as the Star Lodge, a large portable planetarium, made its way onto campus.
The Star Lodge—operated by RISE, members of the Pit River Tribe, and cultural educators Laura and Lisa Craig—offered students a chance to explore Native American perspectives of the night sky.
The inflatable dome

serves as an immersive classroom, where traditional stories, celestial knowledge, and cultural teachings are projected overhead.
According to Mr. Eddy, Modoc High history teacher, who helped bring the event to campus, the Star Lodge plays a significant role in preserving and sharing Indigenous knowledge.
“It allows young people to learn about Native American culture and beliefs,” he explained. “It helps preserve




native culture, promote cultural understanding and goodwill, and fosters a sense of awe and enchantment for the night sky.”
Students were deeply engaged throughout the experience, offering overwhelmingly positive feedback. Many left the







planetarium moved by the stories, visuals, and the opportunity to learn directly from Native educators.
One of Mr. Eddy’s favorite moments involved a traditional story explaining the creation of the Milky Way through an animal race—one of several constellations that
highlight how Indigenous cultures interpret the stars.
The collaboration between RISE, the Pit River Tribe, and Modoc High aims to continue building bridges of understanding while celebrating the rich cultural history of the region.

A small gathering took place in September near the historic Infernal Caverns to honor Lt. John Madigan, a U.S. Army officer killed during the 1867 Battle of the Infernal Caverns. Though nearly 160 years have passed since the conflict, a new tombstone marker now stands among those of seven U.S. Cavalry and Infantry soldiers who also fell during the threeday battle, held September 26–28, 1867.
The presentation, organized to acknowledge the placement of Lt. Madigan’s marker, was led by Devin Snyder of the Bureau of Land Management’s Applegate Field Office in Alturas and Cedarville, alongside historian Fergus Madigan Bordewich, Lt. Madigan’s great-grandnephew. Bordewich traveled from Washington, D.C. to attend the event. Representatives from the California Veterans Historical Association in Redding and several members of the Modoc
County Historical Society were also in attendance.
Although Lt. Madigan was not buried at the site, organizers emphasized that placing his tombstone alongside his fallen soldiers was both symbolically and historically appropriate. The effort to secure and install the marker stemmed from work by the late Claude Singleton, a longtime BLM employee remembered for his dedication as a recreational planner, archaeologist, and steadfast advocate for public lands in the region.
The Modoc County Historical Society expressed its gratitude to Snyder, Bordewich, and the California Veterans Historical Association for their roles in bringing this recognition to fruition, calling the presentation an important moment for local history and remembrance.

The CAL FIRE Lassen Modoc Unit recently celebrated a significant local honor, announcing that Glen Schall was named the VFW Fire Fighter of the Year. This prestigious award was presented at the Veterans Memorial Hall in Susanville on November 12, 2025, recognizing Schall’s outstanding contributions to community safety. According to a post from CALFIRELMU, Glen brings extensive experience, having served as their Vegetation Management Program (VMP) Forester since August
2019, following a career as a Forester in private industry. In his role, Schall has been instrumental in organizing and coordinating vital fuels reduction projects across Lassen, Modoc, and Plumas Counties, significantly helping to protect our local communities from wildfires. His deep knowledge of the region and expertise in heavy equipment operations also make him an invaluable asset as a Heavy Equipment Boss during emergency incidents. The Goose Lake Fishes Working Group (GLFWG) met on October 23 for a field tour and workshop that brought together members and guests to visit two upgraded irrigation diversions in the Goose Lake Basin. Both sites featured newly implemented fish passage solutions designed to improve connectivity for native species. Following the tour, participants convened for a workshop where researchers from Oregon State University (OSU) presented the latest findings from ongoing native fish studies. Modoc Extension also shared results from its 2025 water quality monitoring efforts.
Formed in 1991, the bi-state coalition spans northeastern California and south-central Oregon and has spent more
than 30 years working to conserve the basin’s unique native fish species. The GLFWG was created in response to the 1987–1994 drought, when petitions were filed to list the entire Goose Lake fish fauna under the Endangered Species Act. In lieu of waiting for regulatory action, local landowners, agencies, and conservation groups united around a collaborative, communitydriven approach that balanced habitat protection with the needs of working agricultural lands. Since publishing the Goose Lake Fishes Conservation Strategy in 1995, the group and its partners have completed numerous restoration projects benefiting both native fish and working lands. These efforts include culvert
and diversion upgrades, riparian restoration, the installation of off-channel livestock watering systems, and ongoing habitat and population monitoring across the basin.
With four new ESA listing petitions recently submitted—for the Goose Lake sucker, lamprey, tui chub, and Northern Pit Roach—the GLFWG agreed during the October meeting that the 1995 strategy should be updated to reflect current watershed conditions and guide future restoration priorities. The group will reconvene in January to outline next steps.

The Sheriff’s Office released the following statement: The Modoc County Sheriff’s Office is aware of an inappropriate video circulating on social media involving two of our dispatch personnel. As the Sheriff, I understand that some members of the public may have already seen this video and I sincerely apologize for the concern it has caused.
The behavior displayed in the video is unacceptable and does not reflect the mission, values, or professional standards of the Modoc County Sheriff’s
Office. Sheriff’s Office personnel are held to a high level of professionalism and conduct both on and off duty and I take this matter extremely seriously. Without stating the obvious, I am disappointed in the conduct of the involved personnel. Due to the inappropriate nature of the video, the Sheriff’s Office will not be releasing or reposting the video. I ask the community to respect the privacy and dignity of all individuals involved.

An internal investigation is actively underway in cooperation with the Modoc County Human Resources Department. Appropriate personnel actions are being taken in accordance with county policy and applicable law to prevent any such recurrences. As this is an ongoing personnel matter, no further details can be provided at this time.

The Modoc County Board of Supervisors and the Office of the Treasurer-Tax Collector announced a series of coordinated actions approved during the Board’s special meeting on November 10, 2025, aimed at supporting Surprise Valley Healthcare District (SVHCD), safeguarding taxpayer resources, and refining the County’s investment practices.
The special meeting of the Modoc County Board of Supervisors was held following a request for help from SVHCD to obtain funding that would allow them to participate in a supplemental reimbursement program called the Voluntary Rate Range Program (VRRP). This is a program that most district hospitals in the State of California participate in, that utilizes funding from hospitals to draw down federal funds to help supplement or enhance the reimbursement that those hospitals receive for providing services to MediCal beneficiaries in our community throughout the year.
Funding for the VRRP has to be sent on November 21, 2025 for hospitals to participate in the program. Once this program is funded by hospitals, those funds are used by the State to access federal funds and those
federal funds are sent back to the hospitals along with most of their initial funding within approximately 90 days. The State charges an admin fee to administer this program, but most of the initial funding and the federal dollars that are accessed come directly back to the hospital participants within 90 days from the initial funding. In the case of SVHCD, about $2.54 million must be funded on November 21, 2025 so they can participate in the program. Within 90 days of funding this program, they will receive about $5.08 million back from the program.
Over the past few weeks, members of Modoc County’s leadership team, elected officials, and the Board of Supervisors has worked in collaboration with SVHCD and Last Frontier Healthcare District (LFHD) to develop a coalition of governmental agencies that could execute a plan that would provide SVHCD with the funding necessary for them to participate in the VRRP. A failure to participate in this program would result in a loss of a little over $2.5 million in funding for healthcare in Modoc County.
Funding to SVHCD will be provided through the following sources:
• SVHCD Tax Anticipation Note on Regular Tax Assessment $ 121,030
• Modoc County Treasury Pool Promissory Note
$1,600,000
• Modoc County General Fund Promissory Note
$322,012
• Last Frontier Healthcare District Promissory Note $ 500,000
Total Funding
$2,533,030
The Modoc County Treasury Pool will lend $1,600,000 to SVHCD in the form of a short-term promissory note. LFHD will lend Modoc County $500,000 in the form of a short-term promissory note. Modoc County will then utilize that $500,000 plus some money from their general fund, as indicated above, to help extend an additional loan of $822,012 to SVHCD in the form of a shortterm promissory note. These promissory notes will all bear interest and transaction costs. It is anticipated that these notes will be fully paid off by February 2026, after federal funds are drawn down and disbursed to the participating hospitals. Federal funding for this program is not impacted by the federal government shutdown. This funding has already been given to the State to disburse to participating hospitals per its approved supplemental reimbursement program.
Following the Board’s special meeting on November
10, 2025, Treasurer-Tax Collector Macey VonRader expressed gratitude for the interagency collaboration noting, “This unified approach ensures that our rural health districts remain financially stable while upholding the County’s commitment to transparency, compliance, and fiscal responsibility. It reflects what can be accomplished when local government entities work together to protect vital community services.”
Chair of the Modoc County Board of Supervisors and District I Supervisor Ned Coe added, “The Board’s actions today reflect our dedication to maintaining healthcare access in every part of Modoc County. These agreements are a testament to the strength of local partnerships and the importance of proactive fiscal management.”
Several conditions have been placed on this funding and resolutions have been adopted by SVHCD’s Board of Directors to memorialize their commitment to those conditions, including the establishment of an Intergovernmental Transfer (IGT) reserve account, a resolution directing the Modoc County Auditor to pay off all promissory notes with funds that come back to SVHCD through this program prior to disbursing




funds to SVHCD, and the establishment of a funding plan for the IGT reserve account.
In addition to these conditions, the agencies that collaborated on this funding, discussed the formation of a local healthcare coalition that would collaborate to identify opportunities for healthcare providers in Modoc County to become more sustainable through sharing resources, joint planning, and developing a more comprehensive approach to healthcare delivery within the local region.
In response to the joint effort and collaboration that occurred to help SVHCD fund the VRRP, SVHCD Vice Chair, Randy Hall, stated, “On behalf of the SVHCD Board of Directors, our CEO, and staff we would like to express our appreciation for the funding and support of this coalition in making this possible.” The funding that will come back into Modoc County as a result of participation in this program will provide critical resources to support healthcare in Surprise Valley and in Modoc County as a whole.



The Alturas Police Department is undergoing a significant leadership change that took effect November 17, 2025, following the termination of Police Chief Marc Muller’s contract with the City of Alturas.
According to official minutes from a November 13, 2025 Special Meeting of the Alturas City Council, Mayor Pro-Tem was authorized in closed session to send a letter terminating Chief Muller’s contract, effective Monday, November 17. The council also authorized signing a contract with Uptegrove to serve as a hearing officer should the former Chief appeal the decision.
Following the termination, the council voted 3–1 to appoint Ken Simon as Interim Chief of Police, also effective November 17, for a period noted on the November 18 council agenda as lasting three

months.
In a statement, the Modoc County Sheriff’s Office emphasized that cooperation between agencies will continue without disruption.
“The working relationship between the two agencies is good. We look forward to continuing to work with and support the Alturas Police Department under the new leadership… we want a strong and balanced law
enforcement partnership that works together to support the needs of our community, no matter what patch is on your sleeve,” the Sheriff’s Office said.
The Record reached out to the Alturas Police Department for comment but did not receive a response.

Beef prices across the United States continue to climb, reflecting one of the tightest cattle supplies the industry has seen in decades.
The national cattle herd has dropped to its lowest level in more than 70 years, a decline driven by drought, high feed costs and ranchers cutting back on herd sizes. With fewer animals entering the market, wholesale and retail beef costs have risen steadily through the past year.
Consumers are seeing the impact at the grocery store, where popular cuts such as ribeye, New York strip and even ground beef have
reached record or near-record prices. Analysts say demand has remained strong despite the increases, which has kept pressure on supplies and contributed to the continued rise. Many shoppers report shifting to different cuts or buying smaller quantities as prices climb.
Industry experts note that rebuilding the U.S. cattle herd is a slow process, often taking several years. Even if producers begin expanding their herds now, meaningful relief in the market may not arrive immediately. For families watching food budgets, that means elevated
beef prices are likely to continue through the coming year.
Ranchers, meanwhile, are navigating higher operating costs and limited grazing conditions in many parts of the West. Some producers say improved weather patterns and lower feed prices would help stabilize the market, but those factors remain uncertain.
For now, economists expect beef to remain one of the most expensive protein options in the grocery aisle, a trend that reflects both long-term production challenges and steady consumer demand.

PepsiCo will release new versions of Doritos and Cheetos without artificial colors or artificial flavors beginning December 1, 2025. The new line, called Simply NKD, will not replace the original products. Stores will continue carrying the classic bright orange chips alongside the updated versions.
The NKD launch includes four flavors. Doritos Simply NKD Nacho Cheese, Doritos Simply NKD Cool Ranch, Cheetos Simply NKD Puffs and Cheetos Simply NKD Flamin’ Hot will all use a simplified ingredient list. The chips will appear lighter
because the synthetic coloring used in the traditional line is not included in the reformulation.
PepsiCo said the goal is to keep the texture and flavor consistent while meeting an increasing demand for snack foods with fewer artificial additives. Cleaner ingredient lists continue to gain attention in rural counties throughout Northeast California, where families are choosing products with simpler labels and shopping local through options like the Modoc Food Hub and regional farmers markets. Locals can expect to see
both the original varieties and the new NKD versions in the future. Cameron, grocery manager at Holiday Market in Alturas, said the store has seen customers buying more across many categories. He said interest in healthier options is present, but shoppers also continue to purchase longstanding favorites. Many customers remain attached to familiar products, even as the selection grows.
PepsiCo said the NKD line is intended to give consumers more choice rather than replace traditional formulations.

The Modoc Turkey Trot will be held on Thanksgiving morning at the Modoc National Wildlife Refuge. This three-mile walk/run starts at the refuge headquarters at 9:00 AM.
For over 15 years, this annual event has successfully raised funds to provide gifts and other needs for local children in foster care. Due to this success, the event is shifting its focus this year to support another vulnerable population in Modoc County: our seniors.
All funds raised will benefit the TEACH Senior Services Program, which works diligently with limited resources to provide essential assistance to our vulnerable senior citizens. Your contribution will make a significant difference in their lives.
To participate in the Modoc Turkey Trot, the registration fee is $25 per person. You can preregister at the TEACH Inc. office, located at 112 East 2nd Street in Alturas. If you register by November 17th, you will receive an event t-shirt and a goodie bag. Registration will also be available right up to the start of the event.
Awards will be given in several categories, including fastest overall male and female, fastest 40–59-year-old, fastest over 60, fastest teen, fastest 9–12-year-old, and fastest under 9-year-old.

California voters passed Proposition 50, which shifts the job of drawing the state’s congressional districts from the independent redistricting commission to the Legislature for the 2026 and 2028 elections. The commission will return to its role after the 2030 census. The measure affects only U.S. House districts and does not change state legislative lines or county boundaries.

Proposed Maps at Election Time
For Modoc County, the main question is how the new congressional map will place the region. The county will remain rural, but the district lines could change which neighboring counties share representation with Modoc and whether the county keeps the same member of Congress. Local officials will not know the final shape of the district until the state releases complete maps.
Many residents have

voiced different opinions about Proposition 50. Some believe the change could help rural areas if lawmakers choose to group similar communities together. Others worry the new map may reflect the priorities of larger counties instead of places like Modoc, which depend on
clear federal land policies, grazing access, and reliable wildfire response. These differences have led to a split in local conversations, with people watching to see whether the new district supports or weakens rural influence.
The county elections office will update precinct maps,
voter guides and district numbers once the new boundaries are confirmed. These updates will require added work and some onetime costs. Voters will receive information about any district changes before the 2026 primary.
Proposition 50 begins a short-term shift in
The Lassen Community College Board of Trustees has voted 6–1 to discontinue the college’s historic Gunsmithing Program, bringing to a close one of the institution’s most distinguished and longstanding career technical offerings.
The decision follows a comprehensive, multiyear review conducted under Administrative Procedure 4021, which guides the revitalization or discontinuance of academic programs. The review incorporated feedback from faculty, advisory board members,
and campus leadership, and included an in-depth assessment of enrollment trends, Title V and California Education Code compliance, accreditation considerations, and overall fiscal sustainability.
Once a thriving program that generated 126.08 FTES at its peak in 2014–2015, Gunsmithing has experienced significant enrollment declines over the past decade, reaching 44.89 FTES in 2024–2025. Despite substantial revitalization efforts— including curriculum redesign, targeted recruitment, and major
investments in modernized equipment and facilities— enrollment challenges and compliance issues persisted.
In September 2025, the Program Review Taskforce formally recommended discontinuing the program.

The Modoc County Board of Supervisors voted at their November 18th meeting to bring back the Junior Chukar Hunt for further action, clearing the way for the Modoc County Fish and Game Commission to sponsor the event again this winter.
The commission plans tentatively to hold the youth hunt on Jan. 10 with more details to be released in December. The hunt is free and open to participants ages 9 to 17 who hold a valid California hunting license. The Board’s vote came as one of
several action items on the agenda and allows the Fish and Game Commission to move ahead with planning for the event.
The Junior Chukar Hunt uses pen-raised chukar that are purchased and released on-site, a method commonly used
in youth upland hunts throughout California and permitted under state game regulations. Additional information on registration, location and safety requirements will be made available once the commission finalizes the event schedule next month.
