Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE
CEDARVILLE — The Surprise Valley Community Hospital will stay open thanks to a coordinated rescue effort involving Modoc County, the Last Frontier Health Care District and the Surprise Valley Health Care District itself. Together, the three public agencies secured more than $2.6 million in emergency funds this month, allowing the hospital to meet a critical state deadline and unlock federal Medi-Cal reimbursements. Without that support, the hospital faced a real risk of payroll failure, program loss and eventual closure.
The county contributed more than $1.6 million from its treasury pool. Another $822,000 followed for basic operating costs. The Last Frontier Health Care District also stepped in with $500,000 to help front part of the payment on the county’s behalf. Loan documents show the money must be repaid by 2026, with interest, and county officials will be monitoring the district’s progress closely.

The money allows the district to access an estimated $6 million in federal MediCal payments and continue operations, and the fix is temporary. The hospital now enters a window to stabilize its finances and rebuild public trust.

The California Department of Fish and Wildlife has confirmed a new wolf family in southern Plumas County, bringing the state’s total number of active wolf packs to 10. The newly named Grizzly pack consists of two adults and a pup and was formally designated after months of consistent detections in the region.

The Surprise Valley Chamber of Commerce will host its annual Christmas tree lighting on Sunday, Nov. 30, bringing a festive start to the holiday season in Cedarville. The Cedarville 4-H Club will welcome families with hot chocolate and cookies at 5 p.m., and the tree lighting will follow at 6 p.m.

Tribally Led Forest Stewardship Continues in Fort Bidwell
The Northern Paiute Gidutikad Band of the Fort Bidwell Indian Community and Lomakatsi Restoration Project are advancing a long-term forest health partnership across tribal and ancestral lands in Modoc County. The effort focuses on improving forest conditions, reducing hazardous fuels, and strengthening wildfire resilience across the Tribe’s 3,500-acre Reservation and adjacent public lands.
The partners are updating the Tribe’s Forest Management Plan, which outlines ecological forestry practices, sustainable timber goals, wildlife habitat enhancement, and wildfire risk reduction for the Reservation and the nearby town of Fort Bidwell.
Over the summer, tribal corpsmembers surveyed 2,800 acres through Lomakatsi’s Regional Indian Youth Service Corps. This fall, tribal members received training in cultural and heritage survey methods with support from
tribal cultural resource specialists and Native-X, Inc. Archaeological Services. These surveys are required before restoration can begin.
In September, 31 members of Lomakatsi’s inter-tribal and Rogue Valley crews completed fuels reduction work across 56 acres and treated eight miles of forest roads for wildfire access and future prescribed burns. Treatments included ecological thinning, hand piling, and clearing woody shrubs.
The work is funded by the Bureau of Indian Affairs’ Indian Youth Service Corps, the U.S. Fish and Wildlife Service Partners for Fish and Wildlife Program, and the Sierra Nevada Conservancy in partnership with the Modoc Resource Conservation District.

Big Valley Basin Advisory Committee Reviews Groundwater Sustainability Plan Progress
Local officials and residents met on November 17 for an update on the Big Valley Basin Groundwater Sustainability Plan. The committee reviewed several ongoing projects that aim to protect long-term water supplies for the region.
The surface water storage study received significant attention. Early findings show that expanding Roberts Reservoir is more realistic than pursuing the long-discussed Allen Camp Dam project. Allen Camp would require major land acquisition, could cost around a billion dollars, and would take more than fifteen years to complete.
Raising Roberts Dam appears more achievable and would move forward more quickly if approved.
Officials also outlined progress on the feasibility study for a community water system in Adin. Work
is underway to identify a well site, size pipelines, and determine storage and pumping needs. Cost estimates are being developed, and the study is scheduled to continue through next year.
The committee received an update on the Domestic Well Mitigation Plan, which is being prepared to address wells that could be affected by future groundwater declines. Fifteen permitted domestic wells are at risk if water levels reach the basin’s minimum thresholds. The plan will define eligibility, provide a clear application process, and outline shortterm and long-term support for affected households.
A draft adaptive management trigger system was also presented. This system uses monitoring well data to indicate when groundwater levels fall


into conditions that require additional management actions. These actions could include more outreach, short-term drinking water support, or long-term mitigation steps.
The meeting closed with a timeline of ongoing GSP work through 2026. This includes continued monitoring, recharge efforts, community engagement, and preparation of the required GSP periodic evaluation. Officials noted that the projects discussed at the meeting represent steady progress toward maintaining water reliability in the Big Valley region.

The funding also shields more than 50 jobs in the Surprise Valley region and helps maintain access to 24/7 emergency care, skilled nursing beds and a rural clinic.
Court records show the district is still operating under its 2018 Chapter 9 bankruptcy case, according to a status report filed Nov. 12 in federal court. The filing says the district is still recovering from Medicare payment withholdings, major infrastructure costs and system upgrades. It also notes the hospital has expanded services, including seeking access to a CT scanner, wound care and therapy programs, but that long-term stability depends on continued cooperation with Modoc County and access to IGT funds.
Many residents and health officials point out that without the current staff, the hospital would likely not be operating at all.
In an interview, Frances Hannah detailed where she stepped into the CEO role on April 28th, 2022 after years of internal instability. During a prolonged staffing shortage, she filled multiple roles — including drawing blood and driving the ambulance


— while working to rebuild internal systems. She has been credited with reversing audit failures, improving compliance and keeping the facility eligible for key federal reimbursement programs. Under her leadership, the hospital has rebuilt essential systems, met state inspections and maintained a small operational reserve.
Community members have also spoken in support of the hospital. More than one longtime resident, whose spouse received care after visiting several other facilities, said the staff in Surprise Valley provided more personal attention and genuine care than anywhere else they had experienced.
The IGT deadline was just one hurdle. Long-term recovery will depend on whether the district can strengthen billing systems, repay its debt and attract new clinical partnerships.
For now, the outcome is clear: the doors are open. The lights are on. And Surprise Valley Hospital lives to fight another year.


Obituary volunteered as a gift shop clerk, and active member of the local gun and quad clubs. Bruce faced monumental life challenges for 55 of his 79 years, with unmatched success against all odds. This was partially due to the love and support of many local residents. He wants all Modoc residents to know how grateful he was for all their patience and support.

James “Bruce” Sallee
James “Bruce” Sallee, 35year resident of Alturas, has gone home to be with the Lord on Thursday, November 13, 2025. His father was John “Johnnie” W, Green, and his mother was Louise “Marge” Smith. Bruce was also preceded in death by his sister, Linda Louise Huckeba, and survived by his brother Darryl “Kevin” Sallee.
At 7 years old, Bruce suffered from debilitating polio. Through hard work and determination, he fully recovered.
He enjoyed scuba diving in many fresh and saltwater locations.
He enlisted in the Army National Guard for New Mexico, then California, right out of high school, serving for 6 years as a communications technician.
Bruce worked for the Southern Pacific Railroad as a signal maintainer in the Indio and Palm Springs areas installing and repairing the gates that crossed roads in front of railroad tracks, and the railcar safety monitoring equipment too. He loved the desert and warm climates.
Bruce’s son Jon, his daughter-in-law Kim, and their two sons Bruce and Ryan live in El Cajon California.
Bruce was preceded in death by his daughter Tammy, and her daughter Aurora. Tammy’s living children and grandchildren are: daughter Natasha and her children Amina, Uri, and Aurora (niece to Aunt Aurora). Her only son is Vincent. Her daughter Lindsey and her children Teshawn, Brody, and Emilio. Her youngest daughter Michelle and her daughter Yesilin. Granddaughter Eternity is from Tammy’s daughter Aurora.
Bruce’s loving nieces and nephews from his brother and sister are too numerous to mention by name. Some of which are making a tremendous effort to come to his funeral and graveside services to show their love and support.
Bruce has led an inspiring but difficult life. He was critically injured in a motorcycle accident in 1970. He sustained permanent brain injuries causing 85% impairment to the entire right side of his body. He was tasked with learning, as a right-handed person, to do everything one handed with his left hand and do it the best he could. His commitment to a “can do” attitude even led him to drive two stick shift vehicles over an 18year period before accepting the use of an automatic transmission vehicle.
He would like everyone to know, very few devices are made in left-handed versions making lefties’ lives more difficult.
Before he was re-issued a driver’s license, his only mode of transportation was a 49cc moped scooter. Bruce rode his scooter nearly 4,000 miles before he was licensed to drive a car again after his injuries and recovery.
Bruce found rewarding employment as a maintenance technician of a 125-unit apartment complex, where he was loved by many tenants in his 5 years there.
It was Bruce’s dedication to freedom and accomplishment in his life that made him an inspiration to all those who knew him, especially his brother Kevin.

When he turned 70, he chose to move in with his brother Kevin, and sister-inlaw Lisa for his final 10 years in Lake Mathews, California.
A viewing will take place at Kerr Mortuary, Friday December 5, from 4 p.m. to 7 p.m. Funeral services will be performed at Kerr Mortuary Chapel December 6, at 10 a.m. His final resting place will be the Alturas Cemetery next to his mother Louise “Marge” Smith with graveside interment on December 6, 2025, directly after the chapel service.
His hometown came to fame by national advertising of the Modoc Recreational Estates and Cal Pines Estates, marketed as affordable, buildable home sites.
Obituaries were especially important to Bruce. As they passed, he even paid tribute to his beloved dogs, and cat, with obituaries for each of them in the Modoc Record. We can only hope we have done justice to his memory.
Drivers Urged to Use Caution as Icy Conditions Hit Mountain Passes
Winter weather returned to Modoc County and nearby regions early this week, creating slick roads and difficult travel across several mountain passes. Highway crews and morning commuters noted patches of ice across the area.
A layer of stubborn ice has been forming along roadways due to a combination of cold valley air, lingering fog, and moisture that freezes the moment it hits higher elevations. This type of buildup is often associated with hoarfrost, which forms when supercooled fog droplets cling to trees, guardrails, road surfaces, and power lines. In Modoc and Lassen counties the same conditions can also create the phenomenon locals call “pogonip.” When warmer, moist air moves upslope and meets freezing temperatures near the ridge, the droplets attach to anything they touch and build into a thick, icy coating.
Safety officials are reminding drivers to slow down, maintain extra distance, and avoid sudden braking or sharp steering.
Stopping distances increase significantly on frozen pavement, and many slide-offs occur when drivers try to correct too quickly. Drivers should keep headlights on, clear all windows, and watch for black ice on bridges and curves.
Those traveling around North East California are encouraged to carry winter essentials. A blanket, gloves, scraper, traction materials, and a fully charged phone can help in the event of a delay on remote roads where services are limited. Fourwheel drive can help a vehicle start moving on snow but does not improve the ability to stop on ice.
Motorists who encounter worsening conditions are advised to pull over in a safe location and wait for plows. Weather can change quickly at higher elevations, and crews are working throughout the week to maintain priority routes.
Travelers should check road reports before leaving home and plan for longer travel times until temperatures rise and conditions improve.

According to the cooperative, the automated system sends notices about planned outages, tree-cutting work, pastdue balances and other reminders. Staff say that when these calls go out, the office often receives a wave of return calls, which can tie up phone lines needed for regular service.
SVEC is encouraging members to answer the call or listen to the voicemail if they miss it, as the message may contain information about work in the area, power outages or account details.
The cooperative also emphasized that its automated calls will never request payment. The
reminder comes amid an increase in utility-related phone scams statewide, including fraudulent demands for immediate payment. SVEC said these scam calls are not associated with the cooperative in any way. The automated system is intended solely to keep members informed, the utility said.

Modoc Feline Humane Society was busy last week humanely trapping fifteen community cats and bringing them to Modoc Veterinary Center to be fixed and vaccinated. Our volunteers do this every month and we are seeing positive results in bringing the outdoor cat population under control. It is important to note that the cats must be returned to the place where they were trapped. If cats are re-homed to a barn home or elsewhere, they need to be confined for a couple of weeks. This is a necessary step for them to acclimate to their new home and so they stay put and don’t run away. Modoc National Forest Christmas tree permits available November 14th through December 25th

The Modoc National Forest Christmas tree permits will be on sale at various local businesses from November 14 through December 24, 2025.
As the holiday season rolls around, many families love to add a special touch to their Christmas tree hunt. Instead of choosing a precut tree from a lot, why not head out to the national forests to cut down your very own?
This fun adventure can help kick off a new holiday tradition or keep an old one alive, all while making lasting memories and supporting a healthy forest!
“National forests offer exceptional recreation experiences for local communities to enjoy the outdoors,” said USDA Forest Service Chief Tom Schultz. “These experiences create lasting memories that persist through generations. Visiting a national forest to select a tree that will serve as the centerpiece for the holiday season establishes a meaningful connection between the local forest and a family’s story.
Christmas tree permits will be available for purchase at the Modoc National Forest Supervisor’s Office, and on Rec.gov starting November 14th. Permits are $10 each, with a limit of two permits
per household. Permits should be in possession when cutting down trees. Permits are also available for purchase at the following local businesses:

Through Every Kid Outdoors Fourth graders may be eligible to receive a free Christmas tree permit. Fourth grade students who get the Every Kid Outdoors Pass can use that pass for one free Christmas tree from the Modoc National Forest, just take that pass along when harvesting a family tree. This pass also allows free access to federal lands and waters for a full year. To get started, the fourth

grader can visit https:// everykidoutdoors.gov/pass and follow the instructions to print an outdoor pass. Again, this pass will serve as the Christmas tree permit for participating fourth graders and their families this year.
You can cut your Christmas tree up until December 25th, but we suggest starting early in the season to avoid snowy conditions at higher elevations. Once your tree is cut, it can stay fresh for several weeks if stored properly, just remember to get it into water as soon as possible to keep it hydrated!
While you’re out in the forest, please be sure to follow all Travel Management Rules for motor vehicles. Be prepared for unpredictable weather and colder temperatures as you venture into higher elevations. What starts as a fun family outing can take a turn if you’re not ready for changing conditions! Make sure to plan by checking the weather and road conditions. It’s a good idea to let someone know your plans and expected return time, keep your vehicle filled with gas, and bring along warm clothing, water, some emergency snacks, tire chains, a shovel, a saw or an axe, and a tarp and rope for securely transporting your

It’s important to cut your tree from the National Forest lands, and when you do, make sure the stump is no taller than six inches. Also, avoid topping trees, as it’s not allowed. Here are a few more tips: please steer clear of cutting within a 200-foot radius of sensitive areas like lakes and

streams. This also goes for roads, campgrounds, picnic areas, and other designated spots shown on tree-cutting maps.
Christmas trees may not be cut from administrative sites, wilderness, research natural areas, active timber sales or within 200 feet of any building, campground, state highway, river, stream, pond, lake or other water body.

Big Valley Basin Advisory Committee Reviews Groundwater Sustainability Plan Progress
Local officials and residents met on November 17 for an update on the Big Valley Basin Groundwater Sustainability Plan. The committee reviewed several ongoing projects that aim to protect long-term water supplies for the region.
The surface water storage study received significant attention. Early findings show that expanding Roberts Reservoir is more realistic than pursuing the long-discussed Allen
Camp Dam project. Allen Camp would require major land acquisition, could cost around a billion dollars, and would take more than fifteen years to complete. Raising Roberts Dam appears more achievable and would move forward more quickly if approved.
Officials also outlined progress on the feasibility study for a community water system in Adin. Work is underway to identify a well site, size
pipelines, and determine storage and pumping needs. Cost estimates are being developed, and the study is scheduled to continue through next year.
The committee received an update on the Domestic Well Mitigation Plan, which is being prepared to address wells that could be affected by future groundwater declines. Fifteen permitted domestic wells are at risk if water levels reach the basin’s minimum thresholds. The
plan will define eligibility, provide a clear application process, and outline shortterm and long-term support for affected households.
A draft adaptive management trigger system was also presented. This system uses monitoring well data to indicate when groundwater levels fall into conditions that require additional management actions. These actions could include more outreach, shortterm drinking water support, or long-term mitigation steps.
The meeting closed with a timeline of ongoing GSP work through 2026. This includes continued monitoring, recharge efforts, community engagement, and preparation of the required GSP periodic evaluation. Officials noted that the projects discussed at the meeting represent steady progress toward maintaining water reliability in the Big Valley region.
Northern Lights Glow Over Northern California
A geomagnetic storm lit up the night skies across Northern California last week, giving residents an unexpected chance to see the northern lights. The National Oceanic and Atmospheric Administration reported that a series of strong solar flares sent charged particles toward Earth, triggering a severe magnetic storm and pushing the aurora farther south than usual.
The display was visible on the nights of early November, with streaks of red, green

and pink appearing above parts of the Modoc, Lassen and Shasta region. Many viewers noted that the colors showed up more clearly on cellphone cameras than with the naked eye. .
Along with the visual spectacle, weather officials noted that events of this strength can also affect radio signals and satellites. If the solar cycle continues to strengthen, similar opportunities may appear again over the next year.














Honkers Close Season After Playoff Test Against Hayfork
TULELAKE – The
Tulelake Honkers varsity football team closed their 2025 season on November 16 with a playoff matchup against undefeated Hayfork. The Honkers fought throughout the night but fell 68-0 to a Timberjacks squad that has dominated opponents all year.
Reaching the postseason was a major accomplishment for Tulelake. The team entered the playoffs with momentum from a highscoring win the previous week, and their appearance reflected months of steady growth and strong teamwork. Players continued to compete hard in Hayfork despite the early lead built by the Timberjacks.
Hayfork’s offense was led by Levi Cavalli, who rushed for 178 yards and five touchdowns on eight carries and added another touchdown through the air. Teammate Tatem Wiley contributed 111 rushing yards, helping the Timberjacks remain perfect at 11-0.

The Honkers finished the season with a 5-5 record and earned the respect of their school and community through their determination and sportsmanship.
Tulelake now looks ahead to building on this year’s experience as the program prepares for future seasons.

Modoc Braves Fight Hard in Playoff Showdown
The Modoc Braves varsity football team closed their season on November 15 after a challenging playoff matchup against the undefeated Redding Christian Lions. The Braves pushed throughout the night but fell 42-0 to a dominant Lions squad that improved to 11-0.
The game marked the only time this season Modoc’s offense was held scoreless, yet the team continued to compete with grit on both sides of the ball. With no individual statistics reported, the emphasis remains on the collective effort that carried the Braves through a demanding schedule.
Modoc finished the year with a 4-7 record, a season defined by growth, perseverance and strong team chemistry. Redding Christian advances to face Los Molinos at 7 p.m. Friday as they continue their postseason run.

Alturas remains proud of the Braves and the determination they showed throughout the season. The community looks forward to what these student-athletes will achieve next.

Federal Wildlife Officials Step Back From Developing National Wolf Recovery Strategy

The U.S. Fish and Wildlife Service announced earlier this November that it no longer intends to issue a nationwide recovery plan for gray wolves; a shift that environmental groups called unlawful and dangerous, and one that is likely to sharpen tensions in rural counties already struggling with wolf conflicts.
The announcement is tied to federal “Recovery Planning Exception Findings,” finalized Nov. 3, 2025, which state that a recovery plan is no longer required because the Service believes gray wolves in both the 44-State entity and the Minnesota entity “no longer meet the
definitions of a threatened or endangered species,” and that federal protections are “no longer necessary” under the Endangered Species Act.
Environmental advocates condemned the decision.
“I’m appalled that Trump wants to strip gray wolves of federal protections and turn their management over to states that are dead set on killing them,” said Collette Adkins, senior attorney with the Center for Biological Diversity. “Courts have repeatedly made it clear that our country’s gray wolves have not recovered… We’ll challenge the Trump administration’s unlawful decision and we’ll win.”

Adkins argues that wolves in regions including the West Coast continue to require federal protection and dedicated recovery planning.
In Modoc County and neighboring rural regions, the reaction to the federal announcement was far different. Residents who have watched wolf activity move closer to highways, homes and livestock say the policy shift is right on point.
Jess Harris, rancher from Grass Valley, said the situation is worsening and more visible to the public than ever.
“I know many people have seen what’s happening with the wolves near Grass Lake by Highway 97,” Harris said. “The rest area is about a mile away, and it’s in direct sight of where the wolves were attacking cattle. Highway 97 is less than 250 yards from that spot.”
“These wolves pursued cattle within close proximity of humans and infrastructure,” he said. “This is not normal behavior for wild animals. The California Department of Fish and Wildlife refused to manage the wildlife, and these are some of the results. These wolves are a risk to public safety, and something needs to be done before someone is injured or killed.”
Harris said the combination of recent kills, visible carcasses, open public access, and wolves running livestock in daylight underscores how quickly the situation has
escalated.
The federal findings cite increasing wolf numbers in the Northern Rockies, Great Lakes region and expanding populations in the West as evidence that a nationwide plan would not “promote the conservation of the species.”
The agency emphasized that while recovery plans will not be developed, wolves remain listed in many states
and other ESA protections — including prohibitions on unlawful take — still apply. Environmental groups are expected to file legal challenges, and Western rural counties are preparing for another round of policy battles as wolves continue to expand into agricultural regions.

typically involves stabilizing infrastructure, addressing safety hazards, or preventing further roadway damage. The agency said the delay is “indefinite,” meaning no estimated completion date is available.
Drivers will move through the area under flagger control or temporary signals. Caltrans District 2, which oversees highways in Lassen, Modoc and Siskiyou counties, recommends allowing extra travel time and checking real-time conditions before departing.
State Route 36 is a key east-west connector for Northern California’s rural communities, and even short delays can significantly affect commuters, freight traffic and local businesses. Caltrans is asking drivers to use caution in the work zone and follow posted traffic controls for worker and traveler safety.

The event follows a series of earlier workshops held in Sacramento, both in-person and online, as CDFW works to develop a comprehensive plan that will guide deer management across California. The Bishop meeting is intended to give Eastern Sierra residents a chance to participate in the process and talk directly with regional staff.
Local biologists will share the same presentation given at the Sacramento meetings, along with information specific to deer herds that migrate through and inhabit the Eastern Sierra.
According to CDFW, the evening will be informal and will end with a question-andanswer session to allow the public to raise concerns, offer local knowledge and learn more about ongoing deer research and management efforts.
The statewide deer plan is being developed shortly after CDFW released two major wildlife planning documents earlier this year. The Black Bear Conservation and Management Plan for California and The Conservation and Management Plan for

Bighorn Sheep in California were both published in April and outline long-term strategies for those species based on habitat needs, population trends and regional challenges.
CDFW plans to follow a similar structure for the deer plan. Once completed, it will serve as a statewide framework that outlines management goals, conservation strategies, population monitoring, habitat needs and local considerations across California’s diverse deer zones.
Outdoor recreationists, hunters, landowners and interested residents are encouraged to attend the Bishop meeting and share their perspectives. CDFW staff say they look forward to









hearing from Eastern Sierra communities and continuing an open dialogue about deer management in the region.
