Federal Shutdown Impacts CalFresh Benefits: Modoc County Rallies to Support Families

“We are very concerned about the halt or significant delay of CalFresh benefits due to the ongoing federal shutdown,” said Superintendent Mike Martin. “This critical federal food program is a lifeline for many families in our county, and its disruption, especially as we head into the holiday season, will place a severe and immediate strain on their ability to put food on the table.”

“Modoc County residents will be affected by the delay in CalFresh/SNAP benefits, and our community is responding quickly.”

Proposition 50’s Passage Raises Concerns for Rural Representation

California voters on Tuesday approved Proposition 50, a constitutional amendment that temporarily shifts control of congressional redistricting from the state’s independent citizens commission to the Legislature.

Commission — which has managed redistricting since 2010 — will regain its authority once the next census cycle begins.

Supporters say the change will help California respond to redistricting moves in other states and preserve fair representation in Congress.

infrastructure priorities.

“Our biggest concern is that Modoc and counties like ours will get swallowed up in larger districts that don’t share our needs,” one county official said following the vote.

But many rural leaders across Northern California warn that the measure could dilute the political influence of smaller, sparsely populated counties like Modoc and Lassen.

What Proposition 50 Does

Under Proposition 50, California’s congressional district maps will be redrawn under legislative oversight until after the 2030 census.

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces. The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and

According to the California Secretary of State’s office, Proposition 50 passed statewide with about 56 percent approval. In contrast, Modoc County voters strongly opposed the measure, with 77.5 percent voting “No” and only 22.5 percent voting “Yes.”

Neighboring rural counties including Lassen and Siskiyou recorded similar margins against the proposition.

leadership, while event listings will provide information on parades, ceremonies and other gatherings. Readers will also find details on organizations offering assistance with health care, education and employment, as well as volunteer opportunities and donation drives.

Community members are invited to help shape the guide. If you or someone you know has served, Modoc Media encourages you to submit a photo, name and years of service.

Local officials say the new process could lead to rural counties being combined with distant suburban or coastal regions, potentially weakening their ability to advocate for agriculture, forestry, land use, and rural

Analysts at the Public Policy Institute of California noted that while racial and population balances may stay relatively consistent under the new maps, geographic representation could shift significantly, leaving rural regions with fewer distinct voices in Washington.

Submissions can be emailed to info@modocmedia.com.

Veterans Day is not only about honoring the past — it’s about recognizing the ongoing contributions of veterans in our neighborhoods, workplaces and families.

What Happens Next

New district lines will be drafted in 2026 and take effect for the 2028 congressional elections. Public hearings are expected to begin in early 2026, offering residents opportunities to comment on proposed boundaries.

The guide aims to provide both inspiration and practical resources, ensuring local stories of courage and commitment are remembered and celebrated.

The Bottom Line Proposition 50’s passage marks a major shift in how California draws its political boundaries. For communities

like Modoc County, the longterm effects remain uncertain — but the message from rural leaders is clear: the state’s most remote regions must stay engaged to ensure their voices are not lost in Sacramento or Washington.

Dear Editor, I live in Marin County, in which Proposition 50 won by a huge margin. I voted no. I’m a very progressive Democrat but I don’t believe that we should be disenfranchising voters - such as many of you in Modoc County - who do not agree with us even though Texas is doing it. Two wrongs never make a right. I’m writing to you because I’m hoping people on all sides can begin to see the nuances in points of view and not make assumptions about people. I sincerely hope that your next representative will be able to fairly represent you in Congresssomething we all deserve. If it’s Jared Huffman, he’s a good listener with a good heart, so do give him a chance.

My wife and I just mailed off our ballots for the oneissue special election that will determine whether or not Modoc County and the other few far north counties are robbed of our political voices in Sacramento. The thought of being at the mercy of the far-left coastal population is way beyond unacceptable. Let me tell you a true story from my childhood on the Monterey Peninsula. At age 10 just after my family moved back to Monterey

folk who have no idea of the challenges and problems and issues of ranchers, farmers, loggers, and so on. I bet that if a survey was done on the coast that asked where their food comes from they’d think that their food grows on the shelves of grocery stores. If that same hypothetical survey asked coastal folk where the lumber comes from to build their houses they would not be able to answer that question.

Modoc County’s 60year perfect voting record was broken Tuesday when a big majority of Modoc voters sided with the losing candidate for California governor, Houston Flournoy. Locally, Gordon House won a near two-to-one victory over Lewis Foster for County Superintendent of Schools. Alturas city voters overwhelmingly defeated a proposal to fluorinate city water by a near four-to-one margin.

Some Modoc County folk were born-and-raised here so they had no choice in finding themselves here, but some of us came here from coastal urban areas and we came here to get away from all that madness. Jerry Parks was born a 4th generation rancher in 1943. He grew up on the family ranch on Willow Creek just south of Adin. From an early age Jerry took a strong interest in the ranch and worked with his parents Haskell and Devona. The ranch had a grazing allotment on the Modoc National Forest since the early days of the creation of the National Forest System. The ranch also had a permit with the Alturas Field office of the BLM. Just as these permits were integral to the operation of the ranch, they were an integral part of his life of riding horseback in the hills gathering cattle and gaining a lifetime of experience and knowledge in the cattle business.

THE BOARD of Supervisors has accepted the plans and specs for the $36,000 County High School building. That throws Cedarville’s $10,000 school in the shade, but what we lose in the price of the building is made up in the fill in, as Cedarville has between 60-70 students and Alturas has between 20-30.

Surprise Valley students enjoy a full month of fall fun

October was a busy and exciting month for students and families in the Surprise Valley Joint Unified School District, with a full calendar of school and community events.

The month kicked off with Pink Out Day, where students and staff showed their support for breast cancer awareness by dressing in pink at school and during

volleyball games. The energy carried through the season with Literacy Night, which encouraged reading and family participation through hands-on activities and takehome books.

Students also embraced the spirit of fall with a Pumpkin Carving event and joined the community for Cedarville’s Trunk or Treat, where decorated vehicles and candy

stations lined the street for a safe and festive Halloween celebration.

The always-popular Pig Swig Jig returned as another highlight of the month, adding laughter, competition,

and a sense of local tradition. Volleyball season wrapped up with strong community support from families and fans cheering on the local teams.

From classrooms to

community events, October was a reminder of how much the students, staff, and residents of Surprise Valley value creativity, connection, and school spirit.

Junior Bowling league where both of her sons participated. She loved watching Kevin play football and basketball. She also dedicated 21 years of her life on the Modoc District Fair Board. Jeannine was an avid bowler and bowled for at least 60 plus years. She held every position on the Alturas Women’s Bowling Association, as well as the Oregon State 600 Club. When Jeannine wasn’t working or bowling, she spent time with her horse on riding to help gather the herd off the range. Jeannine grew up hunting with her father and later teaching her sons. She was able to fill her tags more than once. The last buck she killed was in the North Warners, above Davis Creek.

Roger, Kevin and Jeannine sent out on the great hunt. She started singing “here bucky, bucky” and as they made the corner there stood her buck, a very nice forked horn standing 40 yards away. She drew up her 308 deer rifle and took the shot. Jeannine was damn glad to get him. Her proud sons field dressed him, loaded him up and in to town they headed.

Jeannine is survived by her son Roger, Grandson Christopher, Granddaughters Amanda and Jeannine, Great Granddaughters Mazilyn and Aramae; Her son Kevin and daughter in law Adele from Colorado and Granddaughter Katarina; Her brother Rick Potter (Vickie) from Red Bluff. And her best friend Nellie.

Services will be held Wednesday, November 21, 2025 at 11:00; graveside in Lookout. A potluck lunch will follow at the Lookout Firehall. You can mail the family a card at P. O. Box 52 Lookout, CA 96054.

Lorene enjoyed her life working for the American Telephone and Telegraph Company for a little over 30 years, where she made lifelong friends and more memories that can be shared. She is survived by her granddaughter, Sarah Frye and grandsons, Adam Johnston and Morgan Taylor. She is loved and missed by

many. Lorene also had many bonus nieces, nephews and grandbabies.

The community of the Faith Bible Church, where she had been a member for many years, is where she enjoyed hearing the Lord’s word.

She was preceded in death by her husband, Frank Dean Lowther, her daughter, Marie Herriera, and her great-grandson, Andrew Johnston.

In lieu of flowers, please donate to the Faith Bible Church.

There will be a celebration of life at the Faith Bible Church on November 23, 2025 at 10:00 a.m..

Braves Dominate Etna Lions, Prepare to Honor Seniors in Final Home Game

The Modoc Braves traveled to Etna, California, last Friday to take on the Etna Lions — and from the first snap, it was clear the Braves came to play.

Quarterback Gausp led the charge with 118 passing yards, while the Braves’ ground game racked up an impressive 261 rushing yards. If Etna hoped to avenge its previous loss to Modoc, the Lions found few openings against a tough Braves defense.

Sutton Cockrell led the rushing attack with 129 yards, while both Cockrell and Nash Benson crossed the goal line twice. Thomas Dolan and Gunner Kramer each added a touchdown of their own, helping to extend Modoc’s commanding lead. Landon Malcolm was perfect on special teams, converting five PATs with his “golden foot.”

On defense, Colin Jeffers snagged an interception, returning possession to the Braves offense. The Modoc defense held strong all night, putting up a steel curtain against every attempt

the Lions made to gain momentum.

The Braves would like to extend a special thanks to Preston & Alisha Romesha and Kevin & Steffanie Kramer for sponsoring the Braves team dinner at The Church of Jesus Christ of Latter-day Saints. The team is deeply grateful for the continued support from local businesses, families, fans, and friends.

This Friday, the Braves will celebrate their senior players in what will be their final game as Modoc Braves. Though their time on the field is ending, they will always be remembered as part of the Braves family and as lifetime alumni. Congratulations to all seniors on a fantastic season, and best wishes for the future — God bless you all on your journey ahead. Come out and support your Modoc Braves this Friday at home for their final league matchup against the Trinity Wolves. JV kicks off at 5:30 p.m., followed by Varsity at 7:30 p.m. Let’s pack the stands and show our Modoc pride!

Modoc Soccer Players Shine in Inaugural Fall All-Star Game

The first-ever Fall Soccer All-Star Game was held on Saturday, November 1, at University Preparatory High School in Redding, California, bringing together top studentathletes from across Northern California for an afternoon of competitive play and sportsmanship.

The All-Star event featured two mixed teams composed of standout players from area schools. Team 1—representing Fall River, Core Butte, Weed, Mt. Shasta, and Modoc—took the field in dark uniforms

under the leadership of Modoc Head Coach Rafael Sevilla. Facing them was Team 2, in white uniforms, made up of athletes from Tulelake, Trinity, Loyalton, Portola, and Quincy, coached by Miguel Alcala of Tulelake.

After two 40-minute halves of fast-paced play, Team 2 secured a 2–1 victory over Team 1.

A Milestone for Local Soccer

Coach Rafael Sevilla, who spearheaded the event’s organization, said the AllStar Game was designed to

give fall soccer athletes “one last platform to showcase their skills.” The success of the inaugural matchup marks the beginning of what Sevilla hopes will become an annual tradition for regional soccer programs.

Modoc’s All-Star Representatives Representing Modoc High School were seniors Mackenzie Diven, Sam McCandless, Cache Knight, and Axel Salazar, all of whom played key roles in Team 1’s performance.

It sounds good, but does Trap/Neuter/Return (TNR) actually work?

To help answer that question, Community Cats Podcast, a leader in outdoor cat management conducted nationwide surveys in 2024 and 2025 and compared the results.

The Numbers Tell the Story

In 2024, nearly two-thirds of caretakers (64%) reported their colonies were growing. By 2025, that number dropped to just 33%. Where did that growth go? It shifted to stability.

Caretakers reporting stable colonies jumped from 27% to 46%. Think about that for a moment: nearly half of colony caretakers are now seeing stable populations in their communities. We are seeing similar changes in Modoc County where TNR is used vigilantly as a management strategy.

What This Shift Means We’re seeing evidence of the TNR lifecycle in action. Colony management is a process, not an instant fix. For MFHS, this data validates everything we’ve been working toward for the past five years. Shifting from crisis mode to maintenance mode is exactly what successful TNR programs are designed to achieve. That’s a much more manageable (and costeffective) approach.

What About Those “Smaller” Colonies?

Here’s another interesting shift: caretakers reporting smaller colonies increased from 9% to 21%. Before you start worrying about cats disappearing, let’s think about what this likely represents. In many cases, smaller colonies are actually success stories. They might reflect:

* Long-term TNR success where populations are naturally declining through attrition

* Improved adoption and re-homing efforts

But here’s the crucial piece that every caretaker needs to understand: even as your colony gets smaller, the work is never truly “finished.” People move and abandon cats. Unaltered cats wander in from neighboring areas. Someone’s indoor cat gets out and isn’t fixed. This is

why vigilance is so critical. A colony that’s down to two or three cats can quickly become a colony of ten or fifteen if those new arrivals aren’t fixed immediately. As we head into 2026, MFHS is building on solid ground. The dramatic shift from 64% growing colonies to 46% stable colonies didn’t happen by accident. It happened because dedicated people understood that sustainable solutions require patience, persistence, and a strategic approach.

If you want to support our work, your donation will be matched up to $3,000 in our Giving Tuesday fundraiser starting now until December 2. Mail donations to MFHS, P. O. Box 1503, Alturas, CA 96101 or online at . Thank you for caring!

Haunted Farm Stand Draws Hundreds to Harris Family Homestead

The Harris Family Homestead Farm Stand was transformed into a spine-chilling, laughterfilled destination this past weekend, as nearly 500 visitors turned out for the community’s Haunted Farm Stand Event.

Families, thrill-seekers, and neighbors from across Modoc County gathered to experience the farm’s eerie transformation — complete with haunting scenes, jump scares, and plenty of laughter echoing through the night. The community response far exceeded expectations, leaving organizers both thrilled and a little astonished by the overwhelming turnout.

“We heard so many screams and laughter throughout the night and couldn’t have been happier with how things went,”

organizers said. “We’re still in shock at the turnout! What a whirlwind!”

The event’s success was made possible thanks to the dedication of volunteers, actors, and community donors, who helped bring the haunt to life. Organizers extended heartfelt thanks to everyone who contributed — from those who helped build and decorate the haunt, to those who donated materials, funding, and their time for setup and cleanup.

“We truly couldn’t have done it without our amazing volunteers and supporters,” organizers added. “We wish we could have gotten a big group photo of all the actors who participated!”

Attendees are encouraged to share their photos and videos from the night.

“Please post any pictures

or videos from the haunt — we’d love to see them!”

With the Haunted Farm Stand’s first year such a resounding success, planning for next year’s haunt is already underway. Organizers promise even more frightful fun to come — and can’t wait to welcome the community back.

Until next year!

WARNING – PROPERTY OWNERSHIP

INFORMATION (ADVERTENCIA –INFORMACIÓN SOBRE PROPIEDAD)

California law provides that property acquired during marriage or domestic partnership in joint form is presumed to be community property. If one party dies before the property is divided, the form of title (e.g., joint tenancy, tenants in common, or community property) will control. You should consult an attorney if you wish to have the community property presumption reflected in the title.

above. If no street address or other common designation is shown, directions to the location of the property may be obtained by sending a written request to the beneficiary within 10 days of the date of first publication of this Notice of Sale. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call or (888) 902-3989 or visit these internet websites or www.nestortrustee. com, using the file number assigned to this case 202515755-CA. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.

The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 702-659-7766 or visit this Internet Web site www. insourcelogic.com, using the file number assigned to this case 25-107. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site www.insourcelogic. com. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call 702-659-7766, or visit this internet website www. insourcelogic.com, using the file number assigned to this case 25-107 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate

professional immediately for advice regarding this potential right to purchase. The undersigned mortgagee, beneficiary or authorized agent for the mortgagee or beneficiary pursuant to California Civil Code 2923.5(b) declares that the mortgagee, beneficiary or the mortgagee’s or beneficiary’s authorized agent has either contacted the borrower or tried with due diligence to contact the borrower as required by California Civil Code 2923.5. 2923.54.
