Lassen County Sheriff Declares Mountain Lions an Imminent Threat in Gold Run Area

Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE

Residents reported repeated mountain lion sightings near homes in the Gold Run area, prompting a public safety declaration from Lassen County officials.

According to Lassen County Sheriff John McGarva, the Lassen County Sheriff’s Office has received increasing reports of mountain lion activity in the Gold Run area since the summer of 2025, with residents expressing concerns about public safety near Gold Run, Amesbury Drive and Hill Creek Road.

multiple incidents reported throughout the area.

Residents said the lions have become increasingly comfortable around homes and no longer respond to traditional hazing efforts. One resident reported finding a mountain lion beneath his deck that had previously been scared away, but repeated encounters have made the animals more difficult to deter.

The CAL FIRE Lassen Modoc Unit, in collaboration with the Modoc Fire Safe Council and Alturas Elementary School, recently led a vital Fire Prevention Week program for local students. Focusing on this year’s theme, “Charge into Fire Safety: Lithium-Ion Batteries in Your Home,” students received handson training inside the

On Oct. 14, 2025, the Sheriff’s Office received a report from a Gold Run resident who said he encountered a mountain lion while outside with his two dogs the previous day. The resident said the lion emerged from beneath a tree about 15 feet away and appeared to approach him aggressively. He returned inside with the dogs and retrieved a shotgun because he feared for the safety of his family and animals. By the time he returned outside, the lion had moved toward a nearby creek bed.

Additional reports were received May 11, 2026, after residents submitted five videos showing as many as five mountain lions crossing private property and moving within feet of homes, including near entrances and beneath decks. Residents told authorities they feared

The Sheriff’s Office said deputies observed tracks and trails close to residences during a canvass of the neighborhood. Officials reported the lions appeared habituated to humans and were moving freely through residential areas despite the presence of lights, cameras and fencing intended to deter wildlife.

Residents contacted during the canvass said they had also seen black bears in the area, though many expressed concern about the increasing frequency of mountain lion sightings. One resident reported finding a deer carcass about 20 yards from a fence line, while another acknowledged caring for abandoned feral cats that could attract predators. Authorities said traditional hazing methods, including yelling, loud noises and chasing the animals away, have been ineffective for several months. The Sheriff’s Office said evidence suggests the lions have remained in the area through the winter and spring months.

On May 13, 2026, McGarva issued a declaration stating the mountain lions pose an imminent threat to public safety. The Sheriff’s Office said it is continuing to work with the California Department of Fish and Wildlife and the U.S. Fish and Wildlife Service to address the situation.

Modoc Teachers Raise Concerns

Veterans Day guide to honor local service members

Over Insurance Costs, Retention at MJUSD Board Meeting

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.

Modoc Joint Unified School District teachers voiced concerns over rising health insurance costs, teacher retention and financial stability during the May 13 school board meeting.

According to the Modoc Teachers Association, the district’s health insurance cap for teachers has increased just 0.9% over the past eight years, while insurance costs have risen 25% in the last two years.

Association President Katie Copp said teachers believe the district’s current

leadership, while event listings will provide information on parades, ceremonies and other gatherings. Readers will also find details on organizations offering assistance with health care, education and employment, as well as volunteer opportunities and donation drives.

Copp estimated that about 20 teachers and five residents attended the session, with three teachers and one community member speaking during public comment.

within the district. Several said new teachers cannot afford to work in Modoc County under current conditions, while others noted that when teachers leave the district, families often leave the community as well.

Submissions can be emailed to info@modocmedia.com.

Veterans Day is not only about honoring the past — it’s about recognizing the ongoing contributions of veterans in our neighborhoods, workplaces and families.

Teachers also stressed the importance of staff stability in supporting student success and maintaining consistency in classrooms.

Despite the discussion, teachers said the meeting did not produce a resolution to concerns surrounding rising insurance costs and their impact on take-home pay. According to Copp, the school board does not plan to adjust the budget at this time and intends to continue with the current proposal.

or seeking employment in other districts.

She added that the association appreciates the support of the community in helping teachers continue providing education for local students.

“We couldn’t do it without their help,” Copp said.

The guide aims to provide both inspiration and practical resources, ensuring local stories of courage and commitment are remembered and celebrated.

Copp said it was encouraging to see teachers unite in support of one another during the meeting.

Negotiations between the district and the Modoc Teachers Association are scheduled to continue May 20.

Copp said approximately 15 teachers are either retiring

Letter to the Editor

Dear Editor,

I read with interest the front page article in the May 14th Record regarding speculation that health insurance increases for Modoc teachers might result in some teachers seeking greener grass on the other side of the hill.

As one who grew up on the Monterey Peninsula, one of the premier tourist destinations in the world and a much-sought place to live, I have a unique perspective when contrasting Modoc County with a place like the Monterey Peninsula.

My first home that I bought as a young man was in Carmel Valley. It was a 4/3 home on 5 acres that fronted the seasonal Carmel River. It was $140,000 which seemed like a fortune to me. My next home I bought was a brand new never-been-lived-in two-story home in a private neighborhood. It cost $210,000. Again, I thought that was a fortune even though my 4 businesses were earning me 6 figures every year. I had four little kids at the time and I was constantly stressed out about the mortgage. But work, well-paid work, is abundant in the Monterey region. This is not the case in Modoc County.

But in 2026 a tiny one bedroom, one bathroom “shack” anywhere on the Monterey Peninsula now goes for over a million dollars, and most homes being sold are being bought by wealthy people who don’t live on the Monterey Peninsula. A studio apartment now goes for over $2,000/month. If Modoc teachers think they will get ahead by moving to where salaries are higher and benefits better they will most likely suffer “sticker shock” when they see what it will cost them just to survive in such areas.

In 1973 and 1978 I helped my dad build the two large custom homes he designed. Both homes were built along the Pacific Grove golf course. The 1973 home cost a total of $60,000 (lot and construction costs), and in 1978 he sold it for $250,000. The 1978 home (3,000 square feet and 3 stories) had an unobstructed commanding view of Monterey Bay. His total costs were $114,000. He sold it in 1989 for $800,000. Several years later it sold again for $2.6-million. Do you see what I’m getting at here?

My wife and I own a gorgeous spread and “real” home here in Modoc County. We paid well under $300,000 for it. If you could find a property like ours in the Monterey Bay region or San Francisco area it would be valued in the many millions. Bottom line, there’s a reason properties and rents are cheap here in Modoc County, and it’s all about jobs and decent pay. But is jumping from the frying pan into the fire the answer?

Lassen County Sheriff’s Office Responds to Concerns Over Flock Safety Cameras

The Lassen County Sheriff’s Office issued a statement on May 15, addressing concerns raised by some community members regarding the implementation of Flock Safety license plate readers in Lassen County.

The sheriff’s office currently operates 13 Flock cameras throughout the county as part of its ongoing effort to improve public safety and protect residents.

Some residents have expressed concerns about privacy, data retention, and how information collected by the cameras could be shared between agencies.

According to the sheriff’s office, the cameras are proactive investigative tools used to help combat serious crimes, including human trafficking, missing persons cases, vehicle theft and property crimes, drug and weapons trafficking, and other felony offenses.

Officials emphasized the cameras are not used for traffic enforcement, including speeding violations, expired vehicle registration, mechanical violations or other minor infractions. The cameras do not photograph vehicle occupants and do not use facial recognition technology. The sheriff’s office said the cameras are intended solely to provide investigative leads when crimes occur.

and vehicle characteristics that allow law enforcement to identify suspect vehicles, track vehicle movement connected to investigations, and respond quickly to alerts involving Amber Alerts, stolen vehicles and known threats.

Officials said the data is securely stored and accessible only to authorized law enforcement personnel for investigative purposes.

The sheriff’s office said it recognizes and respects constitutional protections and is committed to ensuring all investigative practices comply with the law, including Fourth Amendment protections

against unlawful searches and seizures.

Officials said legal advisers and partner agencies have reviewed and approved the use of the technology under state and federal guidelines.

Flock Safety technology is already used in cities and counties throughout California, from large metropolitan areas to rural communities, according to the sheriff’s office. Officials said the technology has provided critical leads in investigations that may otherwise have remained unsolved.

The sheriff’s office noted surveillance cameras are already widely used in

Modoc County Judge Releases Suspect Accused of Possessing 4,000 Doses of Methamphetamine

Modoc County District Attorney Nina Salarno spoke out following the release of Marques Holman after his

Continue from page 2

and possession of ammunition, along with multiple special allegations.

Garrison appeared alongside co-defendant Latasha Jackson, who was brought before the court after allegedly violating the conditions of her supervised release. Authorities said Jackson violated her release orders just hours after being released from custody.

During the hearing, prosecutors argued for remand and strict bail conditions, citing concerns over public safety and ensuring both defendants return to court if they post bond.

Presiding Judge Wendy Dier ruled that both defendants pose a potential flight risk.

In accordance with a recent California Supreme Court decision regarding bail affordability, Dier set the bail at a “reasonably attainable” amount of $15,000 for each defendant. The court also ordered that specific probationary conditions be imposed if either defendant posts bail.

A review hearing for both cases is scheduled for May 28, 2026.

Modoc County District Attorney Nina Salarno expressed appreciation to the Tulelake Police Department and Chief Tom Hoy for their work on the investigation.

“This office remains committed to protecting vulnerable victims and holding offenders accountable, while working in partnership with the courts to ensure fair and just outcomes,” Salarno said in a statement.

May 12 court appearance in Modoc County Superior Court on new drug-related charges.

Holman appeared before Presiding Judge Wendy Dier for arraignment on charges stemming from the alleged possession of nearly 1 pound of methamphetamine.

Law enforcement officials estimate the amount seized could equal more than 4,000 individual doses.

In a statement, the Alturas Police Officers Association said the seizure potentially prevented “4,000 overdoses” and noted methamphetamine is often linked to other criminal activity.

According to the Modoc County District Attorney’s Office, Holman currently has eight open cases pending in Modoc County Superior Court. Those cases include allegations of felony domestic

violence, possession of a firearm and ammunition by a felon, felony failure to appear, felony vehicle theft and multiple violations of court orders.

Court records show Holman has a prior criminal history that includes violent offenses, including murder. Prosecutors also filed a strike enhancement in the current case.

During the hearing, Assistant District Attorney Richard Cotta requested Holman be remanded into custody on all matters. Prosecutors alternatively asked the court to impose bail conditions requiring Holman to remain in Modoc County while the case is pending. The Modoc County Probation Department also recommended Holman be held in custody.

Judge Dier denied both requests, ruling Holman

did not pose a threat to public safety. The court ordered his release on his own recognizance under the supervision of the Modoc County Probation Department. The arraignment was continued to May 14.

Salarno said she disagreed with the ruling, citing the nature of the charges, Holman’s criminal history and his pending cases.

“The people of Modoc County deserve to know when serious offenders are released back into the community despite objections from law enforcement and prosecutors,” Salarno said.

“The Modoc County District Attorney’s Office, alongside our law enforcement partners, are working tirelessly to address the escalating drug issue in our community. Given the significant quantity of

methamphetamine involved, the defendant’s criminal history and his multiple pending cases, I find it shocking that the court does not view this as a serious public safety concern.”

Salarno also commended the Alturas Police Department, particularly Sgt. Cody Widby, for efforts to remove illegal drugs from the community.

Missing 2-Year-Old Found Safe After Large Search in Modoc County

A missing 2-year-old girl was found safe Thursday night after a large multiagency search in the Cal Pines subdivision near Alturas in Modoc County, according to the Modoc County Sheriff’s Office.

Deputies received a report of the missing child at about 7 p.m. May 14 and coordinated a large response involving local law enforcement, fire crews, medical personnel and aviation resources.

Agencies assisting in the search included the California Highway Patrol, CAL FIRE engine crews, Modoc Medical Center ambulance personnel, a SEMSA helicopter, a CAL FIRE helicopter and CAL FIRE drone support from Susanville.

Deputies located footprints near an intersection about a quarter-mile from where the child was last seen shortly after arriving at the scene.

At approximately 8:50 p.m., a member of the Modoc County Sheriff’s Posse and a CHP officer found the child about 1.5 miles from her residence in a heavily wooded area roughly 40 to 50 yards off the roadway.

The child was evaluated by Modoc Medical Center ambulance personnel, warmed and treated for minor injuries, authorities said.

“I want to thank all the men and women from the many agencies that assisted

with the search and the successful recovery of the child,” Sheriff Tex Dowdy said in a statement.

The sheriff’s office also thanked volunteers and community members who helped with the search.

Modoc National Forest Recreation Opportunities for Memorial Day Weekend 2026

As Memorial Day weekend approaches, please be aware that all U.S. Forest Service offices and ranger stations in the Modoc National Forest will be closed on Monday, May 25, in observance of Memorial Day. Normal business hours will resume on Tuesday, May 26.

If you’re planning to spend your holiday weekend in the Modoc National Forest, you can look forward to a variety of outdoor adventures. All campgrounds in the Warner Mountains and Devils Garden Ranger Districts are accessible and open for the season. Fees will apply to

Blue Lake Campground, Pepperdine Campground, and Howards Gulch Campground. For the health and safety of our visitors, please note that the water systems at these campgrounds are currently not potable. It is essential to boil water before use.

The Medicine Lake recreation area is currently closed for ongoing timber operations. Due to an increase in tree mortality caused by the Mountain Pine Beetle in the Medicine Lake Caldera Vegetation Treatment Project area, thinning and removal of hazardous trees is currently in progress. Visitors are encouraged not to visit the campgrounds in the Medicine Lake Recreation Area for their safety and the safety of the staff working in the Treatment Project area. The Forest projects to have it opened soon, hopefully by June 12th and it will be posted on our social media page and our forest web page... Stay tuned for more information.

Campgrounds in the Big Valley Ranger District are open and accessible for the season, with exception of Upper Rush Creek campground, which remains closed for maintenance. Please be aware that the same water safety precautions are in effect for the open campgrounds.

Obsidian collection at our Obsidian mines is still closed. The collection period will begin on July 1 and continue through September 1 this year. Permits will be available starting July 1and each visitor will be allowed up to three permits for the season. There will be a daily

Urgent Opportunity To Secure Expiring Federal Solar Incentives

The Center for Community Energy and partner C4GS-ZEDlife have launched the MOVE Solar NOW initiative to help businesses, nonprofits and faith organizations secure federal solar incentives before key deadlines expire.

Contrary to common belief, the “One Big Beautiful Bill Act” did not immediately end all solar incentives Dec. 31, 2025. Incentives for commercial solar arrays remain available for a limited time, though organizations must follow specific rules to qualify.

To qualify for incentives, projects must either begin before July 4, 2026, or be completed before Dec. 31, 2027. Projects that establish an early start date may qualify for “safe harbor” status, allowing until the end of 2030 for completion.

Organizations can establish safe harbor status by spending at least 5% of total project costs before July 4, 2026. Those that fail to meet the requirement risk losing incentives that begin at 30% of project costs. Additional bonuses of up to 10% are

permit limit with no exceptions so plan your trip accordingly. For more information, please contact the Modoc National Forest Office.

Currently, there are no fire restrictions in place; however, please remember that fireworks and explosives are prohibited on federal lands. For visitor safety, law enforcement officers, fire personnel, and recreation staff will be patrolling during the Memorial Day weekend.

We remind all visitors to follow campfire safety guidelines and adhere to the Leave No Trace principles of outdoor ethics. When driving on forest roads, exercise caution, especially on narrow mountain roads with high

recreational traffic. Be aware that there is still snow in some areas of the forest, such as the Medicine Lake recreation area and parts of the Warner Mountains. It is important to be prepared by bringing extra supplies, informing someone of your travel plans, having an alternate plan in case your intended route is damaged or impassable, and keeping an eye on the weather conditions. Find your next adventure in the Modoc National Forest! For information on recreational opportunities and open campgrounds this weekend on the Modoc National Forest, please visit: https://www. fs.usda.gov/r05/modoc/recreation

available for projects using domestic materials and projects located in designated “energy communities,” which include most California counties.

Eligible organizations receive the incentives as direct payments from the U.S. Treasury.

The MOVE Solar NOW initiative is designed to help nonprofits, faith organizations, multifamily housing leaders, commercial property owners and small businesses determine whether solar projects are financially viable before incentive deadlines pass.

The Center for Community Energy is a California-based 501(c) (3) nonprofit organization focused on distributed energy resources, decarbonization and energy justice. C4GS-ZEDlife develops justicecentered, net-zero projects aimed at reducing energy burdens and increasing economic mobility.

Rotary Club of Alturas celebrates 75th Annual Youth Fishing Derby at Pine Creek Reservoir

Despite cold and windy weather, children and their families bundled up and turned out for the Rotary Club of Alturas’ 75th Annual Youth Fishing Derby held Saturday, May 16, 2026, at Pine Creek Reservoir.

The longtime Modoc County tradition welcomed children ages 12 and under for a morning of fishing, prizes and family fun. Registration began at 8:30 a.m., with fishing starting at 9 a.m. and continuing until 11 a.m.

Throughout the morning,

young anglers competed for prizes awarded for first fish caught, biggest fish and most fish caught during the derby. Organizers said every child who participated went home with a prize.

Following the derby, participants and their families gathered for a free hot dog lunch and drinks provided by the Rotary Club of Alturas.

Although temperatures were chilly and winds swept across the reservoir, families stayed throughout the event,

continuing a community tradition that has brought local children outdoors for generations.

“Thanks to the community for always supporting us,” organizers shared after the event.

For 75 years, the annual fishing derby has remained a staple community event in Modoc County, encouraging youth outdoor recreation, family participation and local traditions centered around fishing and community involvement.

If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale.
