The Alturas Police Department reported the seizure of approximately 1 pound of suspected methamphetamine and the arrest of an Alturas man following an investigation late May 10 at the Meadows Apartments.
According to police, Sgt. Cody Widby conducted the investigation shortly before midnight and arrested Marques Ramon Holman, 50, of Alturas.
Police said Widby located about 1 pound of suspected methamphetamine in Holman’s possession. Investigators also allegedly found drug paraphernalia and materials commonly associated with the packaging and distribution of controlled substances for sale.
The CAL FIRE Lassen Modoc Unit, in collaboration with the Modoc Fire Safe Council and Alturas Elementary School, recently led a vital Fire Prevention Week program for local students. Focusing on this year’s theme, “Charge into Fire Safety: Lithium-Ion Batteries in Your Home,” students received handson training inside the
Authorities said the investigation revealed Holman was under active judicial oversight and required to comply with terms of conditional release and pretrial supervision through Modoc County Superior Court.
Holman was booked into

The charges include violations of California Health and Safety Code sections 11378 and 11364(a), and Penal Code section 166(a)(4), police said.

By teaching these crucial lessons at an early age, the program helps build safer communities through increased awareness and preparedness. Residents are encouraged to follow the CAL FIRE Lassen Modoc event, the Fire Prevention Week program is something that firefighters, staff, and students alike look an opportunity to learn, connect, and celebrate the shared responsibility of keeping their community safe.
“One pound of methamphetamine represents a substantial quantity of dangerous narcotics that will no longer
make its way onto the streets of our city,” the association said. “It reflects the continued efforts of the officers of the Alturas Police Department who work tirelessly to keep
our community safe.”
The association also recognized Widby for his “hard work, dedication, and commitment to protecting our community.”
Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.
The Modoc Teachers Association, which represents teachers in the district, announced that Modoc Joint Unified School District could potentially lose 30% of its teaching staff because of a 25% increase in health insurance costs.
According to the association, the increase could create a financial burden that may lead some teachers to seek employment in districts offering more competitive
The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and

The association said the issue is affecting many rural California school districts, with some working toward solutions to retain teachers.

The Modoc Teachers Association said its primary concern is the potential impact on students.
Submissions can be emailed to info@modocmedia.com.
Community members are invited to help shape the guide. If you or someone you know has served, Modoc Media encourages you to submit a photo, name and years of service.
Additional information will be published in next week’s newspaper following the May 13 school board meeting.

Veterans Day is not only celebrated.
“War What Is It Good For?”
A quote by Edion Starr, from lyrics in a popular song from the 1970’s Vietnam era, and later re-quoted in a skit on “Seinfeld” in the 90’s; when character actor Elaine Bemiss asserts it was the original title chosen by Leo Tolstoy for his magnus opus, “War and Peace.” It’s true that those who don’t learn from history are doomed to repeat it. We ought to remember how little we’ve learned, or gained from initiating wars and interference in other countries: Vietnam, Iraq, Afghanistan and many other miscellaneous invasions, especially in light of later disclosures of misleading assertions from our leaders to some imminent danger. Where were (and are), the weapons of mass destruction? What is the actual threat of a nation with discontinued nuclear power going through a civil war? Why are we engaged with Israel to destroy and annihilate their perceived enemies in the Middle East? We, the taxpayers, can’t afford health care, insurance, taxes, groceries, or gas, while corporations and our leaders speculate on their gains from using our military, once again, for profits: Oil executives recently made over 1.4 billion on sales of their oil stocks.
We may have the largest arsenal in the world for defense, but why use it for destruction of cities and death of innocent civilians? Which, ultimately only reinforces hatred for the U.S. and inspires more conflict, i.e. 9/11. There are preferable ways to engage with errant nations: collaborations of world aid in defending human rights; respect for cultural customs and tolerance of religious beliefs; diplomacy and patient negotiations, before resorting to threats, and blowing things up.
Looking at the after-effects of that beleaguered country while going through civil unrest—in part brought on by stressful economic sanctions from the U.S.--and considering what’s none other than the illegality, (unapproved war consent by Congress), in attacking it with Israel, and viewing the terrible destruction and loss of life, something unimaginable in America, or our town of Alturas, we may well want to recall those lyrics: “War What Is It Good For?— ”Nothing”.

A Modoc County jury trial scheduled for May 5 was postponed after too few residents responded to jury duty summonses, further delaying a case that was originally set for April 14. According to court officials, Modoc County Superior Court issued 225 jury summonses for the trial. Of those, 90 people requested continuances, leaving a potential jury pool of 135. Only 26 prospective jurors ultimately appeared for service, leaving the court without enough qualified jurors to seat a panel and proceed with the trial.
Court officials said low
jury participation affects the ability of the criminal justice system to function efficiently and fairly. Failed appearances increase costs associated with postage, summons processing and staff time, while also delaying proceedings for attorneys, witnesses, defendants and victims. Jury trials require significant preparation from court personnel and attorneys, making lastminute postponements especially burdensome.
Officials emphasized that jury service is both a civic duty and a legal obligation. They noted that jury trials

are a constitutional right and rely on participation from local residents to ensure fair and impartial decisions.
California law strongly reinforces the importance of jury service. California Code of Civil Procedure Section 191 states, “Trial by jury is a cherished constitutional right, and ... jury service is an obligation of citizenship.” The statute further states that all qualified residents must have “an obligation to serve as jurors when summoned.”
State law also provides penalties for residents who repeatedly fail to respond to jury summonses.
Under California Code of Civil Procedure Section 209, courts may hold prospective jurors in

contempt or impose monetary sanctions for failing to appear. The law authorizes fines of up to $250 for a first violation, $750 for a second violation and $1,500 for third or subsequent violations.
Court officials said Modoc County has not enforced those penalties at this time but may evaluate whether enforcement becomes necessary if jury participation continues to decline.

Otto J. Littler and Joyce Flournoy Littler will be held Saturday, May 23, 2026. Graveside services will be at 11:00 at the Likely Cemetery. Please join us for a potluck after services at the Likely Fire Hall. Meat will be provided.

The United Nations General Assembly at its 76th session declared 2026 as the International Year of Rangelands and Pastoralists. Roughly half of the world’s land is considered rangeland, and they are home to unique biodiversity and pastoral communities whose livelihoods depend on them. In Modoc County, over 70% of the land area is considered rangeland and there is a rich history of pastoralism and caring for rangelands and livestock.
On May 12 the Modoc Board of Supervisors recognized the International Year of
Rangelands and Pastoralists. A traveling educational and artistic display of rangelands from across the world and throughout California will be placed in the Modoc Courthouse for viewing May 19 to 22. There will also be an activity at Modoc Ag in the Classroom May 18 for youth to learn about rangelands and their importance locally. Please take time to check out the display and learn more about rangelands in Modoc County and throughout the world.
“Recognizing the International Year of Rangelands and Pastoralists provides a timely opportunity to reaffirm Modoc’s support for sustainable livestock grazing, balanced public land use, and collaboration among producers, conservation partners, and land management agencies to ensure healthy working landscapes throughout the state,” Quoted from the resolution.

To learn more about the International Year of Rangelands and Pastoralists, visit https:// www.fao.org/rangelandspastoralists-2026/. Take an opportunity this year to visit with a local livestock producer, take a trip to public rangelands on the Modoc National Forest or Applegate Field Office Bureau of Lands Management, and learn what range management is all about.

Would wild horses drag the attention of teenagers away from their phones? University educators are offering 4-H summer camps for youths age 9 to 18 to experience the outdoors while learning about wild horse management and careers in natural resources.
To educate young people about healthy lands and healthy horses, Utah State University and University of California Cooperative Extension have developed mustang camps across the United States. The 4-H camps are funded through a U.S. Bureau of Land Management grant.
“Research shows that learning outside of the classroom is a great way for young people to grow their interests and learn to take care of the natural world and protect it for the future,” said California camp organizer Laura Snell, UC Cooperative Extension livestock and natural resources advisor.
For the third year of the Northern California camp, UC Cooperative Extension is partnering with the CalPac section of the Society for Range Management to expand the Mustang Camp into a three-day, two-night Range and Mustang Camp, Aug. 6-8, 2026. It will be held in Modoc National Forest in the northeast corner of California.
Range and Mustang Camps will also be hosted in Idaho, Utah, Colorado and Nevada with more locations

added throughout the year. Visit https://extension.usu.edu/utah4h/ events/mustang-camp to learn about all Mustang Camps offered this year.
Curriculum, materials designed for two age groups
“We split the camp into two groups for learning – an introduction and advanced group,” Snell said.
The curriculum and educational materials are designed for two age groups – 11 to 13 and 14 to 18. Both groups will learn about managing public lands, rangelands, wild horses and burros. Campers will be invited to:
Take a deeper look at the relationship between healthy lands and healthy horses
Participate in the Mustang Camp curriculum to learn about managing wild horses on the range and in holding facilities
Get close-up experience at a Bureau of Land Management Wild Horse Facility and see wild horses out on rangelands
“New this year, the youth will learn about natural resource career opportunities such as forestry, soils and hydrology,” Snell added.
Participants to enjoy camp experiences in Modoc National Forest
“We are moving camp to Blue Lake Camp in the Modoc National Forest,” Snell said. “This new location allows the young people to participate in traditional camp experiences such
as swimming, canoeing and toasting s’mores - along with making lifetime camp memories.”
Anyone aged 9 to 18 is eligible. Camp capacity is limited to 25 youths. Cost is $125 per camper and includes all meals from lunch on Thursday, Aug. 6, to lunch on Saturday, Aug. 8. Housing will be in bunk houses. Participants should bring a sleeping bag or bedding (e.g., sheets, pillow, blanket).
For anyone who is not already a 4-H member, the camp fees will cover 4-H registration for the 2026-27 program year. Register online by June 1 at https://link.ucanr.edu/ mustangcamp2026.
For more information, please contact Laura Snell at lksnell@ucanr.edu or (530) 233-6400.

The High Plateau Humane Society announced it will suspend its dog rescue program for the summer because of budget shortfalls, limited volunteer capacity and a lack of rescue partners.
The organization said fundraising efforts have not kept pace with growing expenses, while corporate grants have become increasingly difficult to secure. The suspension also comes as Dog Program Manager Jennifer Andersen, who has overseen the program since 2018, needs a break from fostering dogs. During her tenure, Andersen has helped rescue more than 1,000 dogs in Modoc County, many of which were fostered at her home. As of May 6, the HPHS has rescued 54 dogs this year.
The HPHS said its rescue efforts have depended heavily on partnerships with organizations outside Modoc County. However, many of those rescue groups have been overwhelmed with dogs from their own communities and have been unable to accept dogs from Modoc in recent years.
According to the HPHS, the only rescue organization that has provided substantial assistance during the past three years is based in Washington state. That organization will suspend its transfer program for the summer after a May 14 delivery because of construction at its facility.
“Budget restrictions, lack of volunteer staff, and a lack of rescue partners have come together in a perfect storm,” volunteers from the HPHS said.

the dog rescue and rehoming program Sept. 1, depending on the success of summer fundraising efforts. The organization said it must raise at least $10,000 to fund the program through the rest of the year.
Donations designated for the dog program may be made by writing “dog program” on checks, PayPal donations or Venmo contributions. Checks may be mailed to the HPHS, P.O. Box 1383, Alturas, CA 96101. Donations also
may be made through the organization’s website at HighPlateauHumanesociety. org, through Venmo at @ HPHSRescue, or in person at the Second Chance Thrift Store, 114 E. First St., Alturas.
During the suspension, the organization encouraged residents needing to rehome dogs to post on the “Modoc Dogs — Lost, Found and Available” Facebook page. Andersen said she will continue monitoring the page and offering advice when
possible, but will no longer foster dogs herself.
The HPHS also urged the city and county shelters to post photos of found and surrendered dogs on the same Facebook page to increase community involvement in finding homes for animals. These shelters cannot house dogs indefinitely and that euthanasia may occur if adoption or rescue options are unavailable.
Looking ahead, the HPHS said Modoc County needs a dedicated dog facility

The HPHS hopes to restart
with trained staff, adoption support and sustainable funding independent of local government budgets.
“Ultimately, the wellbeing of Modoc’s dogs cannot rest on the shoulders of one person,” the HPHS said.
Despite the suspension of dog rescue operations, the HPHS said it will continue cat adoptions and low-cost spay and neuter programs through the thrift store and welcomes additional volunteers and community support.

The thundering of hooves and a spirit of community filled the Livestock Complex on May 9 as the Modoc County Sheriff’s Posse hosted the annual Aimee Boulade Memorial Junior Horse Show.
The event, led by Posse member Gary Workal, maintained its long-standing tradition of charging no entry fees, ensuring that riders aged 3 to 18 could compete regardless of financial status.
Competition began at 9 a.m. across three age divisions: Senior, Junior, and Greenhorn (Peewee). Contestants tested their skills in various disciplines, including showmanship, Western pleasure, cloverleaf barrels, the keyhole race, and a specialized buckaroo class for emerging riders.
Award Recipients
The day concluded with the presentation of cash prizes and silver belt buckles. The High Point Overall winners, who each received a $100 prize, were:
Senior Division: Cheyenne Albertson
Junior Division: Jeslyn Harris
Greenhorn Division: Silas Flournoy
In addition to the division titles, two silver belt buckles were awarded in each age group to recognize outstanding performance throughout the show.
Community Contributions
The Sheriff’s Posse provided hospitality for the families in attendance, offering morning refreshments and a complimentary grilled lunch. The event relied on a

team of local volunteers and officials, including judges Amanda McKinney and Diane Boulade, announcer Kati Hallmark, and Robert Parlee, who performed the

national anthem.
During the ceremony, the Posse awarded a $1,000 educational scholarship to Melody Pritchett, the event’s photographer.
The scholarship honors Pritchett’s dedication to her education and her extensive volunteer work within the Modoc County community.
The Modoc County Sheriff’s Posse expressed gratitude to the families and volunteers who sustain the memorial event, which serves as a cornerstone for the region’s young riders.

2. The Primary Election for District 2 on June 2
Starting in January 2027, Modoc County will officially move out of District 1 and join District 2. Because of this shift, you are eligible to help choose who will represent our new district for the next full two-year term.
The November Slate:
The June 2nd primary will narrow the field down to the top two candidates.
The General Election: These top two names will appear on your ballot in November.
