Restroom Vandalism Across Modoc Schools Prompts District Warning

Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE

Modoc Joint Unified School District officials are raising concerns following a series of vandalism incidents and inappropriate behavior in student restrooms across multiple campuses.

According to a letter sent May 1 by Superintendent Beckie Lewis, incidents have been reported in recent weeks at Alturas Elementary School, Modoc Middle School and Modoc High School.

At Modoc Middle School, staff documented clogged toilets, students misusing restroom time during class, and damage caused by students standing on toilets and breaking sensor equipment. Additional concerns include outlets being stuffed with items such as pencils and paper, as well as reports of vaping in restrooms.

of the incidents. Cleanup and repairs require custodial labor, maintenance work and, in some cases, outside contractors. Officials said those costs are being diverted from funding intended for student programs, staffing and classroom resources.

At Alturas Elementary, reported issues include flooding caused by paper towels placed over motion sensors and drains, fecal matter smeared on walls, and toilet paper intentionally clogging toilets. District officials also reported soap dispensers being removed and a sink pulled from the wall, followed by repeated tampering with plumbing fixtures.

Cal Fire Lassen-Modoc Unit-Facebook

The CAL FIRE Lassen Modoc Unit, in collaboration with the Modoc Fire Safe Council and Alturas Elementary School, recently led a vital Fire Prevention Week program for local students. Focusing on this year’s theme, “Charge into Fire Safety: Lithium-Ion Batteries in Your Home,” students received handson training inside the

District leaders emphasized that maintaining safe and functional school facilities depends on cooperation from students, staff and families.

Veterans Day guide to honor local service members

Strong Family Health Center hosted a Family Awareness Night on April 22 at its Cultural Hall, bringing together families from across Modoc County to address the growing concern of youth vaping.

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.

The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties.

The event, open to families with students in third through 12th grade, focused on education, prevention and support for those struggling with nicotine addiction. Organizers emphasized that vaping is affecting children at increasingly younger ages, with some cases reported among elementary-aged students.

Letter to the Editor

Modoc County Record Letters:

Just as the Record published a long article back in April regarding geothermal power generation, now the monthly magazine Ruralite for May has an article about geothermal power generation.

In my college days (1967 to 1974) I chaired the Monterey Committee for Environmental Information (MCEI) for a year while its founder (and my friend, a nuclear energy physicist) Dr. Peter Besag took a year off. I already possessed a degree in geology and was working on a degree in engineering when I stepped in for Peter for that year. In that role I sponsored major names in the sciences to come to Monterey to give public presentations, such notables as Dr. Paul Ehrlich from Stanford and Dr. Garrett Hardin from UCSB.

I also sponsored one of the authors of the 1974 book “Energy Primer” to come to Monterey. His specific interests were in solar and geothermal. We had long discussions about geothermal. Needless to say, I’ve been up on that evolving technology for over 50 years, and I’m a huge fan.

I had recently invented the omni-directional passive solar tracker (I possess multiple patents) and I gifted the concept to that guy because I do that sometimes when I know I will never pursue some invention to the marketplace. Decades later I discovered he was a partner in a solar tracker company in Colorado and his company was marketing my invention from the early-1970s. That was a very cool discovery.

Anyway, back to geothermal. It’s a super “green” power source so anyone who wants us to move away as much as is rational from power generation with fossil fuels should be 100% onboard with geothermal.

Main Street Traffic Re-design

MCR – Thank you for the lead article last week about proposals to change the Main Street traffic flow. This is a really nice example of why we are fortunate to still have a local paper. I have to say, a little more public notice to the community beforehand would be appreciated. We didn’t see notices in FB or local media. We must have missed them, since there was a large attendance at the Council meeting. Perhaps the public agencies could do a better job at this? A project that impacts our community this significantly should have at least two public scoping meetings and plenty of lead notification and public discussion before CEQA begins.

Comments

If the proposal moves ahead, I hope we can expect a detailed Traffic Study Report by an independent Traffic Engineering firm as a part of the CEQA checklist.

My comments are as a long-time community member, not as a licensed engineer.

Dear Editor,

We publish letters from a wide range of perspectives because readers deserve the opportunity to express themselves and to hear differing viewpoints. We may not always agree with every opinion submitted, but we support respectful public dialogue and the free exchange of ideas.

Local journalism is not perfect, and no newspaper will satisfy every reader all the time. But in an era when many small-town newspapers are disappearing altogether, I still believe having a local paper committed to covering this community matters. I appreciate your readership and your willingness to participate in the conversation.

Sincerely,

Looking Back

118 Years Ago – 1907

The current four-lane configuration is the most efficient for thru-traffic. Our Main Street doesn’t only provide access for hometown shopping and merchants. It is more importantly part of the regional highway system. The most recent (2023) daily truck count on the Caltrans site shows 279 trucks daily at 1st and Main. That is considerable truck traffic passing through town. Two lanes in each direction helps separate the big rigs from the local auto traffic. It gives us choices when it comes to maneuvering amongst the trucks.

My wife and I just mailed off our ballots for the oneissue special election that will determine whether or not Modoc County and the other few far north counties are robbed of our political voices in Sacramento. The thought of being at the mercy of the far-left coastal population is way beyond unacceptable.

folk who have no idea of the challenges and problems and issues of ranchers, farmers, loggers, and so on. I bet that if a survey was done on the coast that asked where their food comes from they’d think that their food grows on the shelves of grocery stores.

A single lane will mean that ALL traffic will stop at the railroad tracks behind vehicles with required stop (school buses, fuel tankers, Sage Stage). It makes you wonder how traffic flow will be more efficient if Main is reduced to single lane in each direction.

Do we really need a left-turn lane along the entire Main Street? It would use up valuable corridor width. The longest queue for left turns that I encounter is at the North end of Main when turning onto WB 12th Street. And it’s seldom more than three vehicles.

If that same hypothetical survey asked coastal folk where the lumber comes from to build their houses they would not be able to answer that question.

THE BOARD of Supervisors has accepted the plans and specs for the $36,000 County High School building. That throws Cedarville’s $10,000 school in the shade, but what we lose in the price of the building is made up in the fill in, as Cedarville has between 60-70 students and Alturas has between 20-30.

108 Years Ago – 1917

Back-in diagonal parking needs more explanation to convince me that it would add to our traffic efficiency. Granted, it would replace some of the parking that we just lost with the Vehicle Code “blind intersection” rule, but this seems like it would increase traffic turbulence along Main Street. It would involve the least-practiced parking maneuver. It would involve constant interference with the adjacent traffic (or bicycle) lane. There might be several more insurance claims for side dents and door twangs.

THE OREGON Short Line has filed incorporation papers for the Goose Lake and Southern Railway Company. It’s obvious that a broad gauge railroad will be built from Goose Lake down Pit River to Redding within 2 years… Eddie Hill reports that there will be no mining activity on Hayden Hill this summer. E. P. Rathburn and Mr. Hufman have six men working claims today on Bald Mountain and expect a major strike there soon… Temperatures went up to 82 degrees in Alturas at the end of April, but then May came in with a furious snow storm.

the Alturas Grammar School this week and 200 students are absent from classes. . . John Kerr has been named student body president at Modoc High. . . The Modoc Braves bet Klamath Falls 40-6, to remain unbeaten for this season.

Let me tell you a true story from my childhood on the Monterey Peninsula. At age 10 just after my family moved back to Monterey from Lake Tahoe where we lived for two years while my dad helped develop Squaw Valley for the 1960 Winter Olympics, a family from New York moved in down the street from us. They moved to California because they thought the gold rush was still going on. Yep, I kid you not, that’s how ignorant they were of California history.

Some Modoc County folk were born-and-raised here so they had no choice in finding themselves here, but some of us came here from coastal urban areas and we came here to get away from all that madness. My wife and I are not clueless former coastal folk, and we cherish the unique character and issues of Modoc County.

THE MODOC boys who enlisted in the Grizzlies, California’s 2nd Artillery, are making good. Modoc furnished 22 boys, and 13 of them already hold ranks of non-commissioned officers. Such a showing, while remarkable, it is not unexpected in view of the fact that the boys were above the average in physical and mental qualifications.

Also, with respect to a proposed bicycle lane. Is that the best use of the corridor? Since the closure of the S.P.R.R. and the Mill, Alturas is largely a ranching community with locals coming into town for supplies. Our demographic is just not an abundance of local bicyclists using Main Street for in-town travel, although it might be fun to have a little of that vibe, We also have climate issues for bicycle travel with several months of uncomfortable temps or icy streets. There are side streets next to Main that allow for care free bicycling.

The “blind spot” for drivers with respect to pedestrians crossing Main Street is very real and is a huge concern. The entire community, I’m sure, appreciates the effort to address a potential nightmare accident. The idea of placing visual alerts at a few of the high-use crosswalks seems like a pretty good idea. What do Caltrans and Traffic Engineering say?

98 Years Ago – 1927

It would be nice to learn a lot more about the project. A public information article would be helpful. The statement saying that there is a very short window for comments is worrisome. We all just learned about it!

Please vote no on redistricting our state!!

Lastly, I am curious about the origins of the project. Is it a project already on a Caltrans Planning Schedule? In other words, is it a project that is almost certain to happen regardless?

This little true story applies to the clueless coastal

Dear Ms. Cullins,

Thank you for taking the time to write and share your concerns. I appreciate hearing from readers, even when they strongly disagree with coverage, editorials, or the role of the newspaper itself. Community discussion and differing opinions are part of what keeps local journalism relevant.

GENERAL manager of the NXO, S. H. McCartney, says that rail laying of broad-gauge track in Lakeview began Wednesday and 650 men are employed. Standard gauging of the line in Alturas is now complete, and the last narrow-gauge train pulled into Alturas at 2:20 a.m. Sunday. Ed Smith, a 43-year railroad veteran, was at the throttle. The first

I would respectfully disagree, however, with the idea that newspapers exist simply to manipulate or “sway” public opinion. Personally, I work very hard to avoid pushing one viewpoint or another. As a small local newspaper, I do not believe it is our responsibility to take strong positions on national political issues when there are countless larger outlets with far more resources, expertise, and reach devoted to those topics.

Our responsibility at the Modoc County Record is to focus on local news and the issues directly affecting the people who live here — our schools, local government, businesses, agriculture, public safety, community events, and the everyday concerns of Modoc County residents. That is where I believe local journalism serves its greatest purpose.

GOVERNOR Frank F. Merriman will visit Alturas on Oct. 20 and J. C. Jarman, president of the Alturas Chamber of Commerce, is in charge of the arrangements. The Governor will address high school students Wednesday and a reception for the Governor and his party will be held at the Niles.

a tri-tip dinner at 5:30 p.m., followed by a series of presentations highlighting the risks and realities of vaping. Community members from both the Native community and the broader Modoc area attended, reinforcing a shared message of collective responsibility.

Guest speaker Bill Engel delivered a presentation outlining current statistics, health risks and personal stories of addiction, emphasizing that vaping is not a harmless habit but a dangerous and increasingly common form of nicotine dependence.

Modoc High School Principal Kristen Budmark also spoke, presenting vapes collected on campus during the current school year. The number has tripled compared with last year, reflecting a significant rise in student use, she said.

A keynote address by Modoc High School graduate Kylie Beneventi provided a personal perspective. Beneventi shared her experience with vaping, her attempts to quit and the long-term medical diagnosis she now faces, offering a firsthand account of the potential consequences.

The program also addressed the cultural significance of traditional tobacco use

among Native people while distinguishing it from commercial nicotine and vaping products. Concerns remain, organizers said, as local sting operations have found multiple businesses in violation for selling vape products to minors.

Youth leadership was also highlighted during the event. Saige Townsend Brown, youth board chairwoman for Strong Family Health Center and a Modoc High School senior, was recognized for representing the community at the State Assembly in Sacramento, where she participated in discussions on tobacco and vaping policies.

The evening concluded with raffle prizes at 8 p.m.

Organizers said vaping continues to be a growing issue in Modoc County and stressed that addressing it will require a unified community effort. Resources are available through the Modoc County Office of Education and Strong Family Health Center for those seeking help with nicotine addiction.

Community members were encouraged to continue working together to educate and protect local youth. Those seeking help for vaping addiction can contact Strong Family Health Center at 530-233-4591.

I am NOT accepting any donations or contributions I will finance my own campaign. My opponent has been in Modoc County for 10 months and makes $240,000.00 a year and is asking for the citizens of Modoc County to donate to his retirement dream. Does anybody see anything wrong with that besides me? I am putting my money were my mouth is, not your hard earned money.

Modoc Shows Goodwill

Thank you to all the attendees at the Modoc

Indivisible Protest Rally and FOOD DRIVE this past Saturday, May 2, at the corner of HWY 299 and N Main St.

Many people generously donated enough food to fill the back of a van. Tanya Ramming from Surprise

Valley will be distributing the food to the Community Food pantry at the Ft. Bidwell Hotel, the Ft. Bidwell Community Center and the food pantry at the Community Church in Cedarville.

The Modoc Indivisible group enjoyed 2 hours of exercising their First Amendment rights with

signs and cheers along the highway.

Many more travelers greeted the group with honks, thumbs up and waves as they drove past. The group enjoyed music and songs provided by one of the members. It was an uplifting event.

Public Form on Friday Night Live Advocacy Day

On April 24, 2026, a team of Friday Night Live (FNL) East youth, members of the Surprise Valley Schools chapter, led a Town Hall Meeting at the Fort Bidwell Indian Community Center for Tribal and interested community members. The team selected the day for its meaning during the month of April, which is FNL Month.

A Town Hall Meeting is meant to be a catalyst for action against a public health problem. A FNL team in a mini-grant to prevent underage use of cannabis worked with FNL-East Advisors Tanja Ramming and Lisa Craig to conduct the event. Eugene Sam, Brady Linton and Tianna Horse were the presenters. Their goal was to bring awareness to risks of health problems they have learned is affecting millions of youth, families, and communities.

Craig introduced the youth leaders and presented the purpose to the participants, saying, “Marijuana is a new substance prevention project this year and this team will give you some facts they have learned. There will be time

for questions at the end, and they will show a new video the chapter completed on cannabis.”

The FNL-East team hoped to increase awareness about risks to youth using cannabis, which no longer resembles the Indigenous hemp plant.

A 2022 by the CA State Dept. of Public Health was used as evidence that nearly 77% of youth do not know that marijuana does affect the teen brain differently than the adult brain–in harmful ways.

Sam explained, “Everybody makes their own choices. It’s important for adults to know the facts about cannabis health problems that no one talks about.”

Ramming guided the Fort Bidwell FNL youth in a nutrition lesson focused on a meat-free meal. They prepared a meal of eggsalad on sandwich bread and romaine leaf wraps, with cauliflower, zucchini and snap peas. That was served to everyone at the meeting following the PSA on cannabis.

Horse introduced their public service announcement,

featuring well known consultant Magdalena Steele, and that video was very well received. Patricia Chico, MD and Director/ Family Medicine Physician of the Warner Mountain Indian Health Clinic, attended the Town Hall Meeting. Dr. Chico asked Ramming, “Can you send that PSA to our Wellness TV channel to play across TVs during business hours at the Warner Mountain Indian Health Clinic, the Wellness Center, and the Community Center?”

Participants were surveyed and everyone indicated that they had learned something new from the youth presentation. Requests for more presentations, and more videos by the youth, were made. If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER:
