Modoc County District Attorney Nina Salarno raised concerns about California’s Elderly Parole Program, which allows incarcerated individuals age 50 or older who have served at least 20 consecutive years in state prison to be considered for parole. The program applies to people convicted of serious and violent felonies, including murder and sexual
assault.
The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and
leadership, while event listings will provide information on parades, ceremonies and other gatherings. Readers will also find details on organizations offering assistance with health care, education and employment, as well as volunteer opportunities and donation drives.
Eligibility for consideration does not guarantee release. However, some recent parole decisions under the program have involved individuals convicted of violent and predatory crimes, prompting concern from some prosecutors.

A couple of telephone poles were knocked over and the hay scales in front of the Farmers Stale were demolished… J. E. Niles and Reuel Laird have announced plans to build a two-story building in Alturas… The NCO has announced a settlement on the Madeline Plains and it appears only a matter of years until the jackrabbit sage land will become a prosperous farming community.

We have four 4-H members that have earned a spot on the California State Shooting team and will be fighting for Gold this June in Grand Island, Nebraska. All four members are from Modoc County: Molly and Emily Engel from New Pioneer 4-H, Tanner Daly



Surprise Valley
The coaches also reign from Modoc; Bill Engel and Jim Worch. Their team will spend 5 days in Grand Island Nebraska this June. These 4-H members will be competing Muzzleloader. Joining 4-H youth from around the country competing in multiple disciplines. These ladies and gentlemen are well-rounded, hardworking, communityoriented, bright, kind and will represent California with pride. They will be practicing multiple times a week from now until June to gear up for the competition. Practicing in all different types of conditions. Having no idea what the weather will be like once they get to Nebraska, this team wants to make sure they are ready for anything.
Shooting sports is just
one of many projects offered in 4-H. This project’s participation and popularity have been strong for many years. With a tremendous amount of community support. Shooting sports teaches decision making, teamwork, self-discipline, self-confidence and problem solving.
These kids are very excited to be picked from all the other applicants in the State. They are proud to represent California and Modoc County.
The Modoc 4-H team will gladly present at local community club meetings and take donations and support from community business and members. All donations are welcome. Please contact Modoc County 4-H office 233-6416. All donations will go directly to the trip expenses.

Grafting is a time-honored way to combine the best qualities of two different trees, joining the most delicious fruit varieties with the hardiest rootstock. Modoc Harvest’s Heritage Fruit Tree Project will be guiding gardeners and farmers in two hands-on grafting workshops
held on Saturday, March 7th at the Veterans’ Hall in Cedarville. The workshops are designed to encourage preservation of old apple varieties selected from the county’s heritage orchards and to provide education about the history of heritage apples in



in Modoc County for over a century – will be available for participants to graft and take home. The $40 fee covers three grafted trees and lots of information. The morning workshop will be held from 10am-noon, and the afternoon workshop from 1-3pm. To register, e-mail HeritageFruitTreeProject@ modocharvest.org and

Registration for 2026 Season
Registration is now open for the 2026 Modoc County Little League season, offering baseball and softball opportunities for local youth ages 4 through 14. Children must turn 4 years old by April 30 to be eligible to participate. Players up to league age 14 may register, though families are encouraged to check the official Little League age chart online for baseball and softball eligibility.
Registration fees are set at $78 for one child, $133 for two children, $158 for three children and $183 for families registering four or more children. Online registration is currently open at www. modoclittleleague.org. Registration will close March 5.

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

WHAT IS PACIFIC POWER REQUESTING?
Pacific Power is requesting to recover wildfire liabilities and legal expenses associated with the catastrophic Slater (2020) and McKinney (2022) fires in the company’s service territory which is estimated to result in a revenue increase of $34.5 million resulting in a rate increase of $34.5 million (or 18.8%) PacifiCorp seeks to finance these costs through the issuance of recovery bonds. This would lessen the rate impact to customers compared to traditional utility ratemaking. These costs would be recovered over a 15-year period beginning in 2027. In California, utilities are required to pay for property damage and other costs resulting from a fire caused by utility equipment. This is required even if the utility operated in a prudent manner.
Total Estimated Rate Increase by Customer Class
HOW WOULD THIS IMPACT THE AVERAGE RESIDENTIAL CUSTOMER?
If Pacific Power’s request is approved, the estimated average monthly residential bill of a customer using 850 kilowatt-hours will increase by approximately $39.17 in 2027. The actual impact will vary based on terms of the bonds, usage and other factors.

Robert “Bob” N. Clark, 82, of Alturas, California, passed away on February 23, 2026. Born to Glen and Alfreda Clark, Bob grew up with a strong work ethic, a steady spirit, and a deep love for his community. Much of his life was shaped by the ranches of rural Northern California,
where he spent decades working cattle, mending fence lines, irrigating fields, and doing the kind of honest, physical work that keeps a ranch running. He was known for showing up before sunrise, staying until the job was done, and lending a hand to neighbors
without ever being asked. Those who worked alongside him remember a man who could calm a nervous horse, handle tough jobs without complaint, and fix just about anything with a piece of wire and a pocketknife. Branding was one of Bob’s favorite jobs on the ranch, and he took great pride in the teamwork, skill, and tradition that came with those long days.
In addition to his years on the ranches, Bob spent a significant part of his working life with the Modoc County Road Department, where he later retired. His steady reliability, practical skill, and willingness to help made him a respected and valued part of the crew.
In the last several years, Bob and his companion Tammy spent countless hours exploring the mountains of Modoc County on their side-by-side, enjoying the quiet country, the open views, and the simple time together. He also shared several memorable trips with his brother Dick, the two of them talking endlessly about old times and reliving the stories that shaped their lives.
He was a proud member of the Modoc Tribe Ride for 40 years and a dedicated member of the Elks Club
for 25 years, both of which brought him deep connection and community.
Bob is survived by his companion Tammy, his son Kevin Clark, his brother Dick (Sandy) Clark, and his three grandsons: Kyle Clark of Alturas, and Brian Clark and Tristan Clark, both of Minot, North Dakota. He is also survived by several nieces and nephews, including
Brook (Bill) Davis and their children Justin and Kaylee, and Brandi (Tom) Shinn and their son Tyler, along with many other extended family members.
He was preceded in death by his parents, his brother Art, and his son Tracy. Bob requested that no services be held.
He will be deeply missed by his family.

As February ended and March began, Modoc County experienced unseasonably early scattered thunderstorms. While thunderstorms are common in the area, they are more typical during the warmer months.
The storms were sudden and brief, but some were intense. On the afternoon of March 1, lightning struck within the city of Alturas near Carlos Street, followed by a loud clap of thunder. Residents reported seeing a bright flash and hearing thunder strong enough to shake their homes. The storm brought heavy rain. No damage was reported.
That same afternoon, lightning struck a tree in Lake City. A resident reported foot-long wood splinters scattered more than

100 feet along County Road 1, damaging a nearby fence.
Residents also described a bright flash and a blast loud enough to rattle windows.
Between storms, residents
saw a bright double rainbow between Cedarville and Eagleville and distinctive cloud formations over Alturas.

After four months of preparation, owner Marina Solorio and her husband, Gonzo, cut the ribbon at 7 a.m. March 3 at the shop’s location at 107 W. Second St. Community members gathered to welcome the new downtown business and show their support.
