Alturas, along with Weaverville, has been selected as a “demonstration city” for this project. As part of the initiative, officials are conducting a detailed inventory of 51 buildings in the downtown core, stretching along Main Street between 8th Street and Carlos Street.

Richardson emphasized that the project comes at no cost to the city, with the Wells Fargo Foundation covering the expenses for research and development. The resulting playbook will offer policy options and incentive models based on successful strategies from other communities, providing a roadmap for local officials to pursue if they choose.
Starr explained that the project would identify the types of services currently available, assess the specific needs of local entrepreneurs, and help create a business assistance network.
“We’d like to be able to have an opportunity to start working directly with the businesses and our community, focusing very acutely on downtown Main Street,” Starr said.

I agree with Jeff Middlebrook’s comments last week. We have been sold a false narrative in regards to our oil. Forever we have been given the narrative “drill baby drill” as a solution to our country’s energy needs. What “drill baby drill” really means is oil companies can do anything they want including polluting our environment, and then charge whatever they want.
Today they make record profits while we pay thru the nose for our energy. Every year the US Government subsidizes the oil industry a sum of$35 billion. Why do we subsidize a highly profitable business? There are alternatives, Norway nationalized their oil industry and now use that income to fund their government. So that energy income becomes the benefit of all the citizens of Norway. Here that income goes to the CEO’s and stockholders.
We need solutions that benefit the majority, not the few.

weakness in 2024 related to account reconciliations, and said no material weaknesses or significant difficulties were identified in the 2025 audit. The letter also notes that the 2022 audit included separate internal control and compliance findings under Government Auditing Standards and federal grant rules.
But the Wipfli letter is narrowly focused. By its own language it covers only the Grants and Contracts Fund, a pool of designated grant and contract money, not the tribe’s wider revenues from gaming, the Desert Rose Casino, the Azuma Corporation, or other tribal businesses. It does not address how non-designated tribal funds are used, how major assets are recorded, or whether any tribal money helped finance the Hawaii property. Tribal officials say casino operations are audited annually and that CARES Act and Paycheck Protection Program funds were reported to the U.S. Treasury as required, but they have not released those reports for public review.
Central to the current dispute is a beachfront house on Maui, with an estimated value of about 4 million dollars, that is tied to Chairman Del Rosa and Vice Chair Rose. In their recorded interview, Del Rosa twice described the home as a personal purchase, stating that it was bought with “personal funds” and a bank loan and that “no tribal funds were used.” After documents from Hawaii confirmed that Del Rosa and Rose put down roughly 1.2 million dollars and financed another 2.8 million through a mortgage in their names, those comments were
included in early reporting. In subsequent emails, however, spokesperson Sarah Del Rosa offered a different description. She wrote that the Hawaii house “is a Tribal investment,” intended as an asset for the tribe to fix up and use for residual income. According to her explanation, the only reason Phillip Del Rosa and Darren Rose appear on the deed is that “the bank would not finance to the Tribe directly,” and the loan therefore had to be taken in their personal names. When asked directly whether any tribal funds of any kind— gaming revenues, revenue sharing, non-grant accounts or matching funds—were used for the down payment or mortgage payments, she said the tribe is willing only to verify that no designated grant or CARES/PPP funds were used, and emphasized that a tribe may spend its undesignated money however it sees fit.
Those explanations leave a gap that tribal officials so far have declined to close. The Record formally requested three types of documentation: any tribal resolution or council action authorizing the Hawaii property as a tribal asset; accounting records showing how, if at all, the property is recorded on the tribe’s books; and any written agreement clarifying who is ultimately responsible for the 2.8 million dollar mortgage obligation. Del Rosa responded that she would have to ask the council whether they were willing to release what she described as proprietary information. As of deadline, no such records had been provided.
The financial fight is playing out against a backdrop of long-running intra-tribal conflict and federal scrutiny.
In May, the California Globe published a lengthy article quoting Wendy Del Rosa and others who accuse the current leadership of running a “criminal enterprise” and diverting more than 25 million dollars in federal and state funds, including Revenue Sharing Trust Fund payments, federal “638” contract dollars, and COVID-era relief money. The story alleged that millions intended for tribal members and essential government services instead flowed to Del Rosa, Rose, and entities they control, including the Hawaii property.
In response, attorneys for Phillip Del Rosa and Darren Rose sent the Globe a detailed cease-and-desist and retraction demand on June 22. The six-page letter, from Peebles Bergin Schulte & Robinson LLP, accuses the Globe of publishing “false and defamatory” statements implying fraud, embezzlement, tax evasion and “illegal activities,” and warns that their clients will pursue defamation and related claims if the article is not corrected. The letter walks through specific Globe passages about alleged misuse of Revenue Sharing Trust funds, 638 contract funds, CARES and PPP relief, and casino revenues, and asserts that each is false. At press time, no defamation lawsuit had yet been filed, and the Globe’s original article remained online.
While tribal leaders prepare to challenge the Globe in court, they are also facing renewed attention from federal regulators. On June 10, the Bureau of Indian Affairs’ Northern California Agency issued a “Notice of Continue on page 8

Robert “Bob” Gordon Baird passed away peacefully on June 14, 2026, at the age of 85, leaving behind a lifetime of memories, accomplishments, and love.
Born on April 29, 1941, Bob lived life fully and on his own terms. He was a man of vision, determination, humor, and kindness. To those who knew him, Bob was more than a businessman or rancher—he was a friend, a storyteller, and someone who could always be counted on to greet you with a smile.
Bob graduated from Arcadia High School and proudly served six years in the United States Marine Corps Reserve. The values of service, discipline, responsibility, and perseverance that he learned during those years remained
with him throughout his life and were reflected in everything he did.
The greatest love of his life was his wife, Dawn. Married on December 6, 1969, Bob and Dawn shared more than 56 years of marriage, building a life filled with love, hard work, adventure, and family. Together, they created and operated numerous successful businesses throughout California and Oregon, helping contribute to the growth and vitality of the communities they called home.
Bob was an entrepreneur at heart. Alongside Dawn, he built and operated businesses including Big Bear Marina and Marina Ace Homecenter in Big Bear Lake, Rancho Marina at the Salton Sea, Dawn’s Paperclip, Bear Creek Mall, Alturas Mini Storage, and numerous commercial properties throughout Alturas, California, Lakeview and Klamath Falls, Oregon, and Woodland, California. He took pride in creating opportunities, supporting local economies, and helping communities thrive.
Yet the people who knew Bob best will likely remember something much simpler: his ever-present rubber boots. No matter how hot
the summer day, there was a good chance Bob would be wearing them. It became part of who he was. Friends and family knew him as a hardworking man who was always ready for whatever the day might bring. Bob had a deep love for animals and the outdoors. He enjoyed horseback riding, hunting, golfing, water skiing, and snow skiing. He embraced adventure and appreciated the freedom and beauty found in nature. Music was another passion throughout his life. Whether listening to his favorite songs or playing the guitar and accordion, music brought him joy and allowed him to share that joy with others. Many happy moments were filled with music, laughter, and the company of family and friends.
What people will remember most about Bob is not only what he built, but how he treated others. He was polite, welcoming, and genuinely kind. He had a wonderful sense of humor and an easy smile that made people feel comfortable. He enjoyed a good laugh and brought warmth wherever he went.
Above all, Bob cherished his family. He is survived by his beloved wife, Dawn Baird; his daughters, Dawn Marie Armstrong
and Wendy Baird; and his treasured grandchildren, Tyler Armstrong, Johny Armstrong, Sean Chapman, Allie Chapman, and Jude Baird.
Bob’s legacy lives on in the family he loved, the businesses he helped build, the communities he supported, and the countless memories shared by those fortunate enough to know him. Though he will be deeply missed, his laughter, kindness, work ethic, and love will remain in the hearts of family and friends for generations to come.
As we remember Bob, we celebrate a life well lived—a life filled with adventure, service, music, hard work, laughter, and love.

Born on March 25, 1933, in Alturas, California, Bev was the daughter of Walter Harden and Emma Dollarhide Harden.
On June 30, 1948, Bev married the love of her life, Ernest “Duane” McGirr, in Lakeview, Oregon, beginning a lifelong love story that would endure despite the many turns their lives would take.
Bev and Duane shared a lifelong bond that began in their youth. Although life took them on separate paths for many years, they remained connected through the family they created together: Marvin McGirr, Camay McGirr Kennedy, and Dean McGirr.
A woman of remarkable strength and perseverance, Bev celebrated 33 years of sobriety. Recovery became one of the great passions of her life, and she generously sponsored and supported countless others seeking sobriety, offering encouragement, wisdom, and hope drawn from her Continue on page 14

The Rocky Fire, which was reported shortly after 3 p.m. Monday, is burning west of the community near the Delta Reservoir.
Fire crews from the Bureau of Land Management, U.S. Forest Service and CAL FIRE have responded to the blaze, supported by air operations. No evacuations, warnings or orders have been issued. The letter alleges that a gas station, smoke shop, and “batch plant” operating on the Jim Benter California Public Domain Allotment are doing so without required BIA-approved leases or permits. It cites a history of trespass findings dating back to at least 2005, a 2014 cease-and-desist order, subsequent Interior Board of Indian Appeals decisions, and a 2019 settlement agreement under which trespass damages were paid and the parties agreed to negotiate a business lease.
During site visits in February and June of this year, BIA staff reported seeing continued extraction, hauling, stockpiling and construction activity on the allotment. The June 10 notice directs the named parties to cease operations, remove unauthorized equipment and materials,
hazards such as debris, disabled vehicles and collisions to ensure public safety. Occasionally, those duties include assisting animals found along the roadway.
Caltrans officials commended the employees for their actions, noting the team’s commitment to community and motorist safety.

The Record has provided Del Rosa, Rose and their representatives with multiple
written deadlines to supply resolutions and accounting records related to the Hawaii home and the use of tribal funds. They have supplied the Wipfli audit confirmation, internal tribal documents accusing former officials of misusing money, and a copy of their demand letter to the California Globe, but have declined to release the specific records that would show how the Hawaii property is financed and classified.
The Record will now seek on-the-record responses from Wendy Del Rosa, Wayne Smith, and other critics of the current leadership before publishing follow-up coverage. In the meantime, readers are left with a picture that is both clearer and more complicated than any single side suggests: a small tribe with millions in federal and gaming revenues, a leadership facing both internal rebellion and federal oversight, a political news site that fired the first public volley, and a small-town newspaper trying to follow the documents, not the rumors, wherever they lead.

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

New Partnership Brings Professional NBA Basketball Training to Modoc Youth
Strong Family Health Center, the Modoc County Child Abuse Prevention Council and First 5 Modoc hosted the inaugural NBA Dallas Mavericks Texas Legends Basketball Camp on June 22 and 23 at Modoc High School. The two-day event offered local youth specialized athletic instruction and mentorship from professional-level coaches, marking a significant milestone for
youth programming in the region.
The collaboration brought a unique athletic opportunity to the area, with support from various community prevention agencies that hosted resource tables to engage with families.
Corporate support for the camp was provided by Gatorade and Bombas, which supplied participant items and athletic gear.
The camp accommodated a
wide range of ages, featuring specialized instruction tailored to three distinct grade levels. The youngest group, comprising students in grades three through five, saw participation numbers rise from 21 on Monday to 23 on Tuesday. Middle school students in grades six through eight maintained a steady attendance of 26 participants each day. High school athletes, spanning

and essential life skills. Dorsey-Walker, who serves as an assistant coach for the Dallas Mavericks, brings eight years of professional playing experience from Europe and Poland to his coaching. Before his professional career, he played at Iowa State and Oakland University in Michigan. Dorsey-Walker has coached in ND42 camps, a program designed to provide professional instruction and mentorship to youth in rural and underserved areas. Price, who has played professionally in Europe for nine years and currently competes in a top Bulgarian league, joined Dorsey-Walker to assist with the camp. Throughout the sessions, the coaches focused on teaching participants how to maintain a positive attitude and effectively navigate life’s obstacles. Dorsey-Walker emphasized the importance of seeking help and utilizing available support systems, both on and off the court.

Through both her profession and her recovery community, Bev dedicated herself to helping others during some of life’s most important moments. Later in life, Bev and Duane reunited and retired together in Klamath Falls, Oregon, where they enjoyed their remaining years.
Bev was preceded in death by her mother, Emma Harden; her father, Walter Harden; her brother, Ronald Harden; her grandson, Todd Kennedy, who passed away in November 2011; and her great-grandson, Tony McGirr, who passed away in November 2019.

Modoc Feline Humane Society Conducts a Fundraiser
Modoc Feline Humane Society is participating with a booth in the Surprise Valley First Fridays Street Festival in Cedarville this summer! The Festival kicks off on Friday, July 3rd at 5 p.m. We will have fun freebies when you spin our wheel and test your knowledge about cats! Low-cost spay/neuter & vaccination vouchers will be available. We are also conducting a fundraiser to pay for the medical costs to fix and vaccinate un-owned, free-roaming community cats. If, and only if, we raise $2,000 in donations, we will receive a $2,000 matching grant from United Spay Alliance. The funds must be raised by August 16th to
