Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE
Modoc County voters participated in the 2026 Statewide Direct Primary with a turnout of 51.17 percent, according to unofficial final results released by election officials updated June 9. Of the 5,415 registered voters in the county, 2,771 ballots were cast. The vast majority of voters opted to vote by mail, with 1,660 ballots returned by that method, while 944 were submitted via mail and 155 were cast in person on Election Day.
In the race for governor, Steve Hilton secured 1,124 votes, or 41.63 percent, leading the field. Chad Bianco followed with 813 votes, or 30.11 percent, while Tom Steyer received 284 votes, or 10.52 percent. Xavier Becerra trailed with 200 votes, or 7.41 percent.

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.
The race for secretary of state saw a clear leader in Donald P. (Don) Wagner, who captured 1,874 votes, or 73.49 percent, well ahead of Shirley N. Weber, who received 616 votes, or 24.16 percent. Similarly, Herb W. Morgan dominated the controller race with 1,897 votes, or 73.07 percent, compared to 605 votes, or 23.31 percent, for Malia M. Cohen.
The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties.

Stephanie Wellemeyer won the auditor/clerk/registrar of voters contest with 2,272 votes, or 99.30 percent, and Macey Von Rader earned 2,268 votes, or 99.47 percent for treasurer/tax collector. All 21 precincts have reported their results. These figures remain unofficial pending final certification.

Dear Editor,
For years we Americans have been told that the oil reserves under American soil are unequaled in the world. According to the scientific reports I’ve been reading for years there is roughly 4.7 trillion barrels of untapped oil within America’s borders. That’s trillion with a “T”. That dwarfs all the other oil reserves combined in the world.
We’ve been told for many years that America is now energy independent, that we don’t need oil from any other country on Earth. Well then why has the closure of the Hormuz Strait caused fuel prices in America to skyrocket? Are we being scammed? Are we being gaslighted? If our oil reserves are unmatched in the world then a gallon of gasoline anywhere in America should be under $2.00, period, no debate!!
During the last few months of the conflict in Iran the oil companies have made record profits. Nothing wrong with any company being profitable, but the Iranian matter should not be an excuse to fleece the American public.
This is not a Republican issue or Democrat issue, there’s nothing partisan about being ethical and honest, but we Americans are being lied to about this entire matter. Every Presidential administration for many years has lied to us regarding “energy independence”, the current administration no exception.

ALL OF THE Republicans appeared to have gathered in Alturas this weekend for a jolly round of speeches and orations Saturday evening for the ratification of Taft and Sherman… It always seems to happen. Alturas had a very good crop of flowers and vegetables underway the other evening when a killer frost came along and did everything in. Gardeners here will have to start over. But we learn from our neighbors in Surprise Valley that the frost did very little damage lending evidence to the statement that Surprise is the garden spot of Modoc.

It’s also been learned that Modoc’s first frog jump competition has received the official sanction of the capital of frog jumpers, Angels Camp… Temperatures have been in the 90’s all week in Alturas and the coolest temperature was only 44 degrees… Paul Steele, the first manager of the Modoc Refuge, has been transferred to the regional office in Boston, Mass.

Jerry A. Hemphill, DMV 90 years old
Jerry Allen Hemphill was born on November 27, 1935 in Herrington Kansas. Jerry passed away peacefully in his sleep on June 14, 2026 in the home he has lived in for 63 years. He was reunited with his beloved wife, Marka, who died in 2022. Jerry and his family came to Lassen County in 1938 arriving by train in Reno with his parents, Otho and Millie, and three older
brothers to begin ranching and a dairy business. He remembers riding a horse to the one room Missouri Bend Elementary School and when their house got indoor plumbing. The road to the ranch is named Hemphill Road after his family. From a young age he worked very hard. He milked cows, hauled hay, and drove the school bus while a high school student. He was able to earn enough to pay his own way through school. He was an outstanding student and varsity athlete, playing football and running track while still being responsible for many farm chores. He was a Lassen County 4-H All Star and a California FFA state farmer. Jerry graduated from Lassen Union High School in 1953 followed by two years at Lassen Junior College. He then decided he wanted to be a veterinarian and transferred to U.C. Davis. As a teenager, he was smitten by Marka Marie Davis and their first date was going to the Lassen County Fair. They wrote letters almost every day when Marka was sent to boarding school. After a long distance romance for many years they married August 29, 1959, in Susanville. The newlyweds enjoyed living
in Aggie Villa while Jerry finished veterinary school at U.C. Davis in 1960. Jerry then served two years (196062) in the U.S. Army as a Captain. They traveled around the country including a year in Madison, WI where he inspected meat and cheese factories.
Marka and Jerry returned to Lassen County to visit family with plans to open a practice in Fremont, CA. They were always happy they stayed to manage the Lassen 7-D Ranch, build a Veterinary Clinic and raise children. Every morning they started their day together with a cup of coffee while enjoying the view of Thompson Peak. Jerry was an early adopter of AI (artificial insemination) and introduced the Charolais breed into the registered Hereford herd he was managing. He ran his own solo small animal veterinary business for almost 50 years. In his lifetime he went from driving a derek cart with a team of horses to proudly buying a tractor with air conditioning and a radio that could manage one ton hay bales. Jerry loved Lassen County and rarely left it. He liked to drive around Honey Lake Valley remembering the people and places he knew.
The last time Jerry was hospitalized was in 1964 after falling from a horse. He spent several weeks in a coma before making a full recovery. In 1965, his children Eric and Audrey were born followed by Sonja and Craig in 1967. Eric passed away in 2015. Jerry is survived by his brothers Bob, in Janesville and Jack, in Sacramento. His daughter Sonja, son Craig and his partner Natalie
Moody, and Audrey and her husband Garry Gold. He had four grandchildren, Robert Hemphill and Evan, Allison and Rachael Gold as well as many nieces and nephews. Donations in Jerry’s memory may be made to the Lassen High School Alumni Association P.O. Box 471, Susanville CA 96130.
Alturas City Public Works to Begin Twice-Weekly Mosquito Spraying
The City of Alturas Public Works Department has announced that scheduled mosquito abatement spraying will begin this Tuesday evening, signaling the official start of the community’s seasonal pest control efforts.
According to an update published by city officials, crew members will be
out treating target areas twice a week throughout the remainder of the active mosquito season. Residents are reminded that all scheduled spraying operations are highly weather-dependent and may be delayed or rescheduled in the event of high winds or heavy rainfall.

Society are full. If you find kittens here is the order of go to rescue them:
1. Be sure that they need rescuing and that the mama cat isn’t going to return.
Are the kittens plump and clean and quiet? Chances are the mom will return to take care of them. Keep an eye on the situation. Are the kittens dirty, eyes oozing, crying, etc? These kittens need rescuing.
2. The first thing to do is warm up the kitten(s). Kittens under about 4 weeks of age cannot regulate their own temperature. Microwave some raw rice in a couple of socks or use a hot water bottle (not too hot.) Give them the room to crawl away from the heat if they need to.
3. If they are lethargic, put a little Karo syrup, honey, or some kind of sugar on a Q-tip and put it in their mouths. The sugar will stimulate them.
4. Stimulate them to urinate & defecate. Take a tissue and rub their privates the same way a mother cat would lick them.
5. Do they seem really ill, or you think there is something really wrong? They need to see a vet. Modoc Veterinary Center’s # is 530 233-4156.
6. Hydrate them. If they
can’t drink themselves, use a syringe (no needle of course) to put a few drops at a time into their mouths. Unexpired pedialyte is even better. If you are waiting to be seen by a veterinarian, hydrate them if you can.
7. Lastly, feed them. Kittens under about 4 weeks should drink Kitten Milk Replacer (KMR). In a pinch, goat’s milk will do short term. KMR is available at MVC or most feed stores. They can’t digest cow’s milk or other
types. Use a syringe or a bottle. VERY IMPORTANT: Kittens should drink tummy down as shown in the picture. Bottle feeding a kitten like a human baby, tummy up, can cause the kitten to aspirate liquid into their lungs and can cause pneumonia. When kittens begin to wean (when they get their pre-molars) to a canned meat diet, you can mix KMR and the meat into a slurry.
Gradually they will eat wet food and kibble.
8. Kittens should get their first FVRCP vaccine (for the most common cat diseases between 6 and 8 weeks of age. This vaccine is a series of 3 shots, 3 to 4 weeks apart in most cases. Follow your veterinarian’s instructions.

You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center.

Modoc County Sheriff Issues Drone Operation Guidelines and Privacy Reminders
Following recent reports of drone activity in Modoc County, the Modoc County Sheriff’s Office is reminding operators to review federal, state and local regulations before flying.
Operators are responsible for respecting the privacy of others. Flying over private property, capturing images without consent, interfering with emergency operations or violating Federal Aviation Administration regulations can lead to significant fines and penalties.
The FAA requires all drones weighing more than 250 grams to be registered. Registration costs $5 and is valid for three years. Failure to comply can result in civil penalties of up to $27,500 or criminal penalties reaching $250,000.
As of March 2024, all registered drones must also be equipped with Remote ID technology. Operators found in noncompliance may face civil penalties of up to $27,500. Additionally, recreational flyers are required to pass the free online TRUST test. While
there is no direct penalty for lacking the certificate itself, flying without it is a violation of federal drone rules applicable in California.
State laws further protect privacy and public safety.
Under Civil Code 1708.8, flying over private property to capture images without consent can result in $5,000 civil penalties per violation.
Penal Code 647(j) classifies drone-based privacy invasion as a misdemeanor, punishable by up to six months in jail, a $1,000 fine, or both.
Authorities also warned
against interfering with emergency responders.
Under Penal Code 402, such interference is punishable by a fine of up to $5,000, six months in county jail, or both.
Residents who observe suspicious activity should note the drone’s location and direction, document the activity with photos or video if safe, and report it to law enforcement. Do not approach the drone or its operator.

Modoc High’s MCORPS Program Celebrates Successful Year and Class of 2026 Graduates
As the 2025-26 MCORPS school year concludes at Modoc High School, Sheriff Dowdy and OES Deputy Director Renae Sweet have extended their congratulations to students for completing another successful year. Throughout the term, participants gained hands-on experience by earning certifications in public safety first aid, CPR, and the Incident Command System (ICS) 100. Additionally, students engaged in specialized training for ropes and knots, low-angle rescue, search and rescue operations, mock trials, and SIDNE Kart impaired driving awareness. Beyond these certifications, students attended instructional presentations from
local, state, and federal public safety partners, gaining insights into career opportunities and responsibilities within public service.

$2.9M Grant Targets Fencing Improvements in Modoc National Forest to Aid Wildlife Migration
The Mule Deer Foundation has secured a $2.9 million grant from the California Wildlife Conservation Board to overhaul fencing infrastructure across the Modoc National Forest. The initiative aims to improve big game connectivity for mule deer, pronghorn antelope and elk across the Modoc Plateau, a region where historic fencing has long presented obstacles to seasonal migration.
Working with the California Department of Fish and Wildlife and the U.S. Forest Service, the foundation will remove or modify 61 miles of fencing. These upgrades are designed to reduce entanglement risks and reconnect fragmented habitat, allowing wildlife to safely traverse critical winter ranges and migration corridors.
“We are grateful that the California Wildlife Conservation Board supports wildlife-friendly fencing needs that are directly tied to the long-term health of local mule deer herds,” said Randy Morrison, the foundation’s director of conservation operations for the West Coast. “Establishing this connectivity supports healthy wildlife populations while also meeting the working land needs of ranchers who rely on these public lands.”
The project, which runs through 2029, takes on added significance for the local ranching industry. While many fences are essential for active grazing allotments on the Modoc Plateau, these modifications align with ungulate movement patterns mapped by state wildlife officials, ensuring that conservation efforts support both the region’s wildlife and its agricultural heritage.
Zach Craft, a habitat project coordinator for the Mule Deer Foundation based in Alturas, said the grant marks a significant investment in the region’s landscape. A volunteer workday to support the project is scheduled for June 28 with time and location to be announced.
“Improving habitat connectivity is a key part of California’s broader conservation strategy,” said Jennifer Norris, executive director of the Wildlife Conservation Board. “By partnering with the Mule Deer Foundation, CDFW and the Forest Service, this project removes critical barriers and reconnects landscapes so mule deer, elk and pronghorn can move
freely. We are proud to support a cooperative effort that safeguards big game populations while respecting the needs of working lands.”
The foundation plans to seek additional funding to expand the project across the California-Oregon border. This work builds on the group’s 2025 efforts, which
resulted in the modification or removal of 149 miles of fencing and improved habitat across more than 537,000 acres in the West.
The Mule Deer Foundation is a nonprofit organization dedicated to ensuring the conservation of mule deer, black-tailed deer and their habitat. Through science-
based management, partnerships and community engagement, the group works to enhance wildlife populations and maintain healthy, connected landscapes for future generations.

Leadership of a Northern California tribe vehemently denied allegations of multimillion dollar financial misconduct during an interview with regional media, characterizing the claims as a smear campaign orchestrated by disgruntled former associates.
Speaking with Modoc County Record owner TJ Montemer and Regional Associate Publisher Chelsea Bacon, Tribal Chairman Philip Del Rosa and Vice Chairman Darren Rose presented a detailed defense against accusations that they misappropriated more than $20 million in state and federal funds. The leaders cited independent audits, banking documents, and ongoing commercial operations to argue that their conduct has been entirely proper.
“The allegations are entirely false,” said Sarah Del Rosa, a tribal representative. While noting that the specific contents of tribal audits cannot be made public due to confidentiality protocols, she stated that independent reviews found the funds were handled appropriately, with no adverse findings.
The controversy stems from reports published in the California Globe alleging that Chairman Del Rosa and Rose diverted $12.375 million in state revenue-sharing trust funds and over $8.6 million in federal contract funds for personal use.

Vice Chairman Rose also claimed that representatives for Wendy Del Rosa, the recognized secretary-treasurer of the business committee, recently approached him with a settlement offer in Reno that included financial incentives and organizational control in exchange for alignment against the Chairman. Rose stated that he rejected the proposal. Attempts to reach Wendy Del Rosa’s legal counsel for comment regarding this allegation were unsuccessful before publication.
Despite ongoing disputes, tribal leaders emphasized that their business operations remain stable and beneficial to the local economy. The tribe operates Palm White Trucking—a fleet of seven drivers hauling rock and aggregate—and the Desert Rose Casino.
“The casino is likely the largest private employer in Modoc County,” Sarah Del Rosa said. She noted that previous temporary closures were self-initiated to reorganize finances following what leadership alleges was an unauthorized removal of
funds by former associates, rather than court-ordered shutdowns.
The leaders also addressed standing civil contempt findings related to the distribution of unstamped cigarettes through Zuma Corporation, which resulted in separate court fines of $68,000 and $136,000. Vice Chairman Rose maintained that the tribe is actively disputing the application of California cigarette tax laws to their business model on tribal land, adding that the fines would be paid from personal funds.
Looking forward, the tribe is expanding its footprint by building a new casino facility. In a departure from standard industry practices, leadership confirmed they are funding construction incrementally through active cash flow rather than taking out a commercial loan.
“Our priority is focusing on these business operations to benefit the community,” Chairman Del Rosa said, adding that resolving these allegations will allow the tribe to redirect resources away from mounting legal fees and back into local sponsorships, schools, and community organizations.

Leadership stated that a formal response and a cease-and-desist letter have been issued to the California Globe.
