Vegetation fire at Modoc District Fairgrounds remains under investigation
Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE
New details have been released regarding the vegetation fire at the Modoc District Fairgrounds that burned approximately 1 acre on July 18, causing minor property damage but no injuries, according to the California Highway Patrol.
The CHP’s Alturas Area office responded after receiving a report at approximately 4:58 p.m. July 18. Investigators discovered burned grass and hay in the center of the racetrack.
The fire destroyed a wooden sign and six large hay bales. No structures were damaged, and no injuries were reported.
The cause of the fire remains under investigation, and investigators have not ruled out arson.

Lassen County Sheriff’s Office to Host Public Meeting on Military Equipment Policy
The Lassen County Sheriff’s Office issued a public notice Monday regarding Assembly Bill 481. On Jan. 1, 2022, AB 481 became law, adding Government Code sections 7070 et seq.
Veterans Day is not only about honoring the past — it’s about recognizing the ongoing contributions of veterans in our neighborhoods, workplaces and families.
Community members are invited to help shape the guide. If you or someone you know has served, Modoc Media encourages you to submit a photo, name and years of service.
The guide aims to provide both inspiration and practical resources, ensuring local stories of courage and commitment are remembered and celebrated.
The law requires California law enforcement agencies to develop policies, list their equipment and obtain governing body approval before requesting or using military equipment. It also requires agencies to hold a public meeting where the
public can review the policy, learn about the equipment and ask questions about its use. A meeting is scheduled for 3 p.m. Aug. 13 at the Lassen County Sheriff’s Office.
The equipment described in this policy is used regularly to protect deputies and the public on patrol and in the county jail. Those interested in learning about this equipment or providing input are encouraged to attend.

Dear Editor, A follow up from last weeks letter
This week I decided to list 10 areas for improvement. Ideas are also okay.
1. In the Modoc County Record — on the letter to the editor dated July 23, 2026; I knew but did not include that color pencils and color markers are great gifts and so necessary along with teaching children to put supplies in their bin and pens will dry up without lids put on. Anyone, such as parents, can color too.
2. How can we initiate more jobs, part-time work, volunteer—especially needed because organizations have “run out of funds” and too many people are stealing as well from our businesses. The problem I believe is that due to human nature some choose to get away with crookedness.
3. Stop and smell the flowers—Do you try (not try-do) to get outside each day even in your front or backyard for 10 or 15 minutes?
4. Don’t worry, be happy. If things seem to take longer than usual to get done, call a friend or family member 15–20 minutes 1 day a week for example. It is so surprising what familiarity does.
5. A group of some sort really makes sense to me. Over and over I completed, attended workshops and such at Teach and College place and Workforce for Alliance and few people join or respond.

6. Stating facts, everyone today can work on their inner selves. It is unfair to rely on schools, businesses, other people to feed our hearts and minds with garbage and nonsense—too much gossip. You can make a difference, I do it for myself and do not find shame in helping others to the best of my ability.
7. Do what you say, say what you mean and don’t say it mean. Oftentimes I have found someone told me something and did not follow through. I try not to repeat that pattern.
8. Think about something that can benefit you and not harm others. One example, thankfully I have a vehicle, it can be washed some time. A niece of mine out of the area works 12 hour days and washes and details her car 3 times a week. How unbelievable.
9. Remember always to replenish, to refuel and show someone you (can) care about how to drink more water, press the pretend reset button to restart their day. Live each 24/7 in more balanced, practical days. We save others lives—Thanks Firefighters. by living one more day, one step at a time. Baby steps
10. Stop taking on more than I can handle and ask for more help. It’s okay. It’s been said; It takes a village to raise a child, where’s mine. This whole earth some may consider it the pits.
Overall anymore, I’m thinking maybe I am on Mars because if/when anyone mentions something most valuable in our lives — Moral beliefs and issues. It has become taboo — say that truly is not the case. We have rights as Americans, anywhere we go, we have freedoms... can be listed at the courthouse — Let’s see. Do people have brains, hearts, souls? What about me?
I am 1 single mom, struggling each day, I do not need nonsense, I have my private life to live, choices to make because Lord knows, not all have been great! I put my foot down, stomp my feet when I pray, now & then I make spectacle on walks in my community. Get it right people because I do not have any ‘extra time, resources’ in my back pocket any more. He says there is a great danger of an epidemic because of the low water and hot weather.

On local social media channels across Modoc County—from community boards like Rants and Raves and Raves and Rants to the Modoc County Classifieds—a familiar debate plays out in comment threads. One post welcomes a new boutique, artisan shop, or local service in Alturas or Cedarville; weeks later, another thread highlights rising local prices, shipping delays, bad services or disputes over unpaid work.
In a remote high-desert region where household budgets are pinched by inflation and residents routinely drive over 100 miles to Klamath Falls, Susanville, or Redding for bulk corporate shopping, consumer frustration is palpable. However, business owners and regional economic analysts point out that judging isolated rural businesses by corporate standards overlooks the severe economic mechanics of running a company in northern California.
For small businesses operating across Modoc County’s 4,200 square miles,
overhead involves costs that big-box retailers easily absorb.
Unlike national chains that negotiate volume discounts and leverage automated regional fulfillment centers, independent rural retailers pay nearretail wholesale prices.
Distributors frequently tack on steep “last-mile” freight surcharges to transport goods over mountain passes and along isolated stretches of Highways 299, 395, and 139.
Studies by Civic Economics show that for every $100 spent at an independent local business, $45 to $68 recirculates back into the immediate community through local payroll, local trade contractors, and municipal taxes. Dog-Friendly Fun: Cedarville Hosts ‘Dog Days of Summer’ Event on Aug. 7
Cedarville will celebrate the “dog days of summer” on Aug. 7, when the town’s First Fridays series returns with an evening of dog-friendly events, a scavenger hunt and a hot dog eating contest.
The event runs from 5 to 9 p.m. Organizers are inviting residents and visitors to bring costumed dogs for a pooch costume parade, scheduled to start at 5:45 p.m. Participants should line up near the CalVada Museum, where a sandwich board sign will mark the spot.
Parade participants will receive a free photo with their dog at the CalVada Museum. The parade is limited to costumed dogs, and organizers ask that attendees not bring dogs that are in heat, aggressive, without a collar and leash, or that they cannot control. A scavenger hunt will run from 5 to 7:30 p.m.

Traffic Alert: Extended Delays Coming to State Route 299 Near Burney
Motorists traveling on State Route 299 east of Burney should plan for extended delays beginning next week as work continues on the Pit One Grade Rockfall Mitigation Project.
Starting Monday, Aug. 3, crews will begin installing permanent rockfall mitigation cabling and drapery systems on the slope above the highway using a helicopter. This phase of the project will require longer traffic holds to ensure the safety of motorists and construction crews.
Traffic impacts are expected to include up to 30-minute delays on Mondays between 6:30 a.m. and 5 p.m., up to 70-minute delays Tuesday through Thursday between 6:30 a.m. and 5 p.m.,
and up to 30-minute delays on Fridays between 6:30 a.m. and 3 p.m.
These traffic impacts are anticipated to continue for approximately three weeks.
Motorists are encouraged to plan ahead, allow extra travel time and consider alternate routes. Travelers should also reduce speeds through the work zone and remain alert for construction personnel and equipment.
The Pit One Grade Rockfall Mitigation Project will improve safety along this section of State Route 299 by installing a protection system designed
to reduce the risk of rocks and debris reaching the roadway.

Modoc Feline Humane Society Expands Services To Help “Nobody’s Cat”

This is for the folks who ask for our help. If we’ve heard it once, we’ve heard it a 1000 times. Someone asks our volunteers for help with trapping feral or stray cats and says, “But, it’s not my cat!” Yes…. we know these aren’t cats you own. We quite likely couldn’t help you if they were your cats!
Modoc Feline Humane Society (MFHS) was founded and exists to help the cats that no-one owns. These are the cats that were born outside and survived an unvaccinated kittenhood (less than ½ of kittens born outside survive) and now make their home in your neighborhood. Or they were abandoned when someone moved and left their cat behind. These are the kittens that were born under your porch. Or they were from an “oops” litter because someone’s female cat had kittens at five months of age and they didn’t think a cat could get pregnant that early. Or worse yet, these are the cats that because someone wanted the fun of kittens, intentionally let their cat get pregnant and then opened their door once the kittens grew up. This is where these cats come from and why we have a cat overpopulation crisis in Modoc County.
Since November of 2020,
the volunteers running our Trap/Neuter/Return Program (formerly operating under the High Plateau Humane Society), our lowcost Voucher Program and our rescue Foster/Adoption Program has fixed and vaccinated over 1,000 cats. I’ll let you calculate how many unwanted pregnancies and the resulting suffering this has prevented.
Now we are expanding our Voucher Program to have lowcost vouchers available for
sale in Adin and Cedarville, along with Alturas. We also have traps available to loan.
A Community Cat Voucher covers the spay or neuter, FVRCP and rabies vaccines and any minor necessary treatment such as for ear mites, worms or abscesses. Your cost is a co-pay of $40 and MFHS subsidizes the balance with our fundraisers. Modoc Veterinary Center (MVC) gives us a substantial discount, but our monthly bills still average $3,300 a month.

MFHS conducts a Spay Day with the Alturas MVC clinic once a month on the 2nd Wednesday. Contact Karen at 760 898-4373 or modocspayandneuter@ gmail.com to be put on the list to participate. To take part, you trap the cat(s) on the Monday and Tuesday before the Spay Day. We then hold them before and after their
surgery and transport them to the veterinary clinic. You must make arrangements to participate before the Spay Day. We do not take unscheduled drop offs.
Managing the un-owned, free-roaming cat population in Modoc County cannot be done by one small grassroots volunteer-run organization alone. It takes a village. We know these aren’t your cats that are causing whatever problem you are having. Here’s the thing – they aren’t our cats either. But, here we are – willing to volunteer our time, work to raise money to pay (most) of the expense, provide guidance on how to trap and come up with a plan to fix the problem in your neighborhood. YOU are an essential part of the solution! The main things that need to be done to resolve the problem are 1) trap and fix ALL the cats in the colony. If any unfixed cats remain (yes, even the males) the population will rebound; 2) fix the kittens by five months of age before they breed and have kittens themselves; and 3) be on the lookout for any new cats showing up that haven’t been fixed already and have them altered right away. That’s it. That’s how it’s done.
There are many locations in Modoc County where there was once an out-of-control cat colony that now are stabilized and not breeding more kittens. Many thanks to the caretakers who have followed these guidelines for keeping their colony from rebounding. We can help, but you also must help.
Tribal Youth Connect with California’s Coast
On July 6-10, 2026 the Native Youth Water Protectors (NYWP) project, consisting of four Tribal partners with RISE (Resources for Indian Student Education, Inc.), spent a week learning and experiencing the Pacific coast. Fifty-four participants
marine plant and animal life, and conservation delivered in the outdoor, coastal setting. Skilled and wellknown consultants and an Elder taught the youth and their chaperones at each ocean site, and interacted during the meals and team activities.
All partners walked to an estuary with consultant Sal Martinez, who spoke about his Pomo culture, language and marine life traditions. Martinez showed the youth a variety of plants over twodays, with information on their uses along the coast field trip. “I really like
explored the element of water along the Point Reyes, Fort Bragg and Point Arena field trip route to expand their learning from a June Water Festival and training in Alturas.
The California Coastal Commission, WHALE TAIL Grants Program, and the Ocean Protection Council sponsored the fun-filled, educational, cultural, and service-based project. Youth teams, with a program adult, experienced the coastal journey to gain handson learning on hydrology through Indigenous history, environmental science and conservation career opportunities.
Traditions with story and song enhanced the water protection instruction on
Consultant Magdalena Steele guided NYWP teams in learning symbols used for water, which led into a scavenger hunt along the Big River shoreline. MESA student Vera Lee Philips commented, “The same three lines just have different shapes for the water body it stands for.”
A career awareness contest involved youth teams engineering the tallest sandcastle, with the firstplace group choosing that evening’s dinner location. Senior student JC Favela, spokesman for the winning team, explained their strategy. He remarked that, “We used elements of the land that already existed in building the tallest structure.”

On the final evening, a tasty and welcomed Indian Taco camp dinner prepared and served by Ann Sanchez.
Tribal partners from Point Arena, Placerville and Roundhouse Council in Greenville headed home after the meal, while the Modoc partners remained in Ukiah to travel home the next day.

Evacuation orders lifted as Biscar Fire nears full containment
Evacuation orders and warnings for the Biscar Fire were lifted Monday, July 27, 2026, as the blaze nears full containment.
The fire has burned 69,352 acres and is 97% contained, according to officials. The Lassen County Sheriff’s Office reported that zone LAS-553 returned to normal
status at 2 p.m. Monday.
While fire officials report light to moderate activity despite elevated fire weather conditions, crews continue to reinforce containment lines. Firefighters are using a process known as “cold trailing,” walking the perimeter to ensure no heat remains. The region
received additional resources recently due to the national preparedness level being at 5 and the issuance of red flag warnings.
About 200 firefighters were released Sunday, and an additional 200 were released Monday to be made available to other fires. Resources continue to be
reassigned as they finish their tasks on the Biscar Fire. National Preparedness Level 5, the highest level, indicates significant national fire activity with limited resources available for new ignitions.
California Interagency Incident Management Team 3 has demobilized from
the Biscar Fire and will be reassigned to the Castle Fire in southern Oregon. The team thanked residents and emergency management staff in Lassen County, California, and Washoe County, Nevada, for their support.
Woman seriously injured in unprovoked dog attack in Alturas
A 61-year-old woman was seriously injured July 15 when two dogs attacked her without provocation as she walked along West Fourth St., according to the Alturas Police Department.
Officers responded to a reported dog attack in the 500 block of West Fourth St. at about 8:11 p.m., police said.
The woman, who was walking eastbound, sustained injuries consistent with an attack by multiple dogs. She received medical treatment and has since returned home, where she continues to recover.
Both dogs were captured and placed in the custody of Alturas Animal Control. The incident remains under review, and police said
appropriate enforcement and administrative action will be taken in accordance with applicable law.
Police Chief Jonathan Morgan said aggressive and dangerous dogs will not be tolerated in Alturas.
“Members of our community should be able to walk through their neighborhoods, enjoy public spaces, and spend time outdoors without fearing an attack by an uncontrolled or vicious animal,” Morgan said.
Morgan said he would take action to ensure Alturas remains a safe place. He reminded dog owners of their responsibility to properly secure, control and supervise their animals, warning that owners may be held accountable when their failure to do so puts the public at risk.

Description of Project: The Applicant proposes to develop up to eleven geothermal test wells southwest of Upper Alkali Lake, and 1.85 miles north of Lake City within the Surprise Valley region of Modoc County. Specifically, the Project involves the development of up to eleven geothermal test wells on nine well pads drilled to a depth of 3,000-5,000 feet. During installation,
each well pad would accommodate a drilling rig, support equipment, portable bathroom, baker tanks, and project vehicles. Well testing would consist of flowing the exploration well into baker tanks stationed on the well pad and monitoring the captured geothermal fluid for temperatures, pressures, flow rates, chemistry and other parameters. Three new access roads would be developed to access well pads. The proposed access roads would stem off from Surprise Valley Road to the well pads. Existing access roads may require improvements to accommodate transportation of well and drilling equipment. Improved roads may be widened and surfaced as needed.
Primary access to the general Project area is provided by Surprise Valley Road which travels north and south through or adjacent to Project parcels. Existing agricultural roads stemming from Surprise Valley Road provide access to individual well pad development sites and will be improved as necessary to accommodate the proposed development. Up to 1.2 miles of new access roads would be developed to provide direct access to the well pads.

Dragon Lady Scholarship Honors 2025 Nursing Graduates, Announces New Application Cycle
The Carol J. Christiansen Annual “Dragon Lady” Nursing Scholarship proudly announced its 2025 recipients, continuing its annual tradition of supporting future nurses and strengthening the healthcare workforce in Modoc County and surrounding communities.
This year’s scholarship recipients include Kristy Sphar, Jennifer Insley, Megan Wright, and Julianna Minto. Sphar and Insley both graduated from Lassen Community College in December with an Associate Degree in Nursing. Insley was also recognized as the
valedictorian of her class, highlighting her exceptional academic achievement and dedication to the nursing profession. Following graduation, both Sphar and Insley secured employment in the healthcare field, with Sphar joining Modoc Medical Center and Insley joining Mayers Memorial Hospital.
Minto has completed her first year at Azusa Pacific University, while Wright has completed her third year at Saint Mary-of-the-Woods College and anticipates graduating in May 2027. Both Wright and Minto are currently pursuing a Bachelor of Science in Nursing.
The scholarship, established through a partnership between the Alturas Sunrise Rotary Club and Modoc Medical Center, honors the legacy of Carol J. Christiansen—known as the “Dragon Lady”—whose passion for nursing and strong advocacy for patients left a lasting impact on the community. The program is spearheaded by Alturas
veterinarian Dr. Joe Catania, along with members of the Christiansen family, whose continued involvement helps carry forward her legacy.
“The Dragon Lady Scholarship represents more than financial support,” organizers shared. “It reflects the community’s investment in future nurses who will go on to provide compassionate, high-quality care to patients and families throughout our region.”
The success of the scholarship program is made possible through the continued generosity of donors, community members, and local organizations who support fundraising efforts each year. Their contributions help reduce financial barriers for students pursuing nursing education and ensure a stronger healthcare system for the future.
The scholarship committee also announced that the application period for the 2026–2027 school year is now open. Applications will be accepted through
the beginning of August, allowing selected recipients to receive their awards prior to the start of fall classes.

Community members and visitors across Modoc County are invited to gather in downtown Cedarville as Surprise Valley hosts its 5th Annual “First Fridays” Street Fair.
Running monthly through the summer and early autumn, the familyfriendly event promises an evening packed with live music, local shopping, food vendors, refreshing drinks, and activities for all ages.
