A fast-moving wildfire in eastern Lassen County has burned nearly 70,000 acres and crossed the Nevada state line as firefighters face challenging weather conditions, state and federal emergency officials said Tuesday.
The Biscar Fire ignited Friday near Snowstorm Road and Vincent Canyon, about 40 miles northeast of Susanville. Burning through dry brush and grass, the blaze expanded rapidly over the weekend, growing by about 10,000 acres on Monday alone. By Tuesday evening, aerial mapping placed the footprint at 69,207 acres with 5% containment, making it California’s largest wildfire so far this year.

Focusing on this year’s theme, “Charge into Fire Safety: Lithium-Ion Batteries in Your Home,” students received handson training inside the

Emergency managers warned the firefight could become more difficult through midweek due to an increasing threat of dry thunderstorms, which could bring erratic wind shifts and lightning strikes.
Mandatory evacuation orders remain in effect for several rural Lassen County zones, including LAS-543, LAS-551-A, LAS-551-B, LAS-551-C and LAS-553.
Evacuation warnings remain active for surrounding areas in California and Nevada. An emergency shelter has been established through the Lassen County Office, and the Lassen County Fairgrounds is serving as the primary Incident Command Base Camp.
Residents are urged to remain vigilant and observe evacuation orders and warnings on the genasys alert system as fire behavior can quickly change.

The decision follows the upcoming departure of a key staff member who manages medical care and handles between 30 and 40 hours of operation per week. That departure is scheduled for mid-August, and the

In this fast-paced world, there are still many basics in life and with finances. Our children learn what is in schools, from their peers and friends and in society; the real world that is an eye-opener and sadly for some a rude awakening. Adults included. Are we doing our part as a community—Modoc County wide, even any worldwide work?
My idea while brainstorming over the weekend and realizing I cannot do this alone, and allowing myself to ask for help and attention throughout communities in Alturas, Teach Inc., one of our best resources, may take donations and I seen before, would request: Color books (Dollar Store) had it in stock. I found $3 or $5. This day and age I believe we can supply great ones. Free. So many donate but are out of County, so donate here. More food included. Many churches cannot keep supply.
What is this world coming to?
Over 3 times I was told I would get to work for several different people. Beyond getting the rug pulled from under my feet, I did not get contacted. Why?
If people changed their mind, then common courtesy would be to let me know, but when I have to keep asking them after 2 weeks, a month, on and on—how?
How strong of a person do I need to be? Prayer, meditation, self-examination. Every day I ask upstairs, way up in the sky, when will the madness end?
I want a better life and am capable of wonderful, helpful things.

U.S. Forest Service honors fallen Modoc firefighter
Thomas “TJ” Marovich
The U.S. Forest Service’s Modoc National Forest on Tuesday honored the memory of firefighter apprentice Thomas “TJ” Marovich, who died in a training accident on July 21, 2009, while assigned to the Backbone Incident. In a social media post marking the anniversary of his death, the Modoc
National Forest reflected on Marovich’s service and sacrifice, remembering the lasting impact he made during his time with the agency.
Marovich was a secondyear firefighter apprentice with the Modoc National Forest when he was killed in the line of duty during a training accident.
“His dedication and spirit left a lasting impact,” the Forest Service said in its post. “We continue to honor his memory and the contributions he made.”
The agency said Marovich’s legacy serves as a reminder of the importance of safety and vigilance in wildland
firefighting and encouraged firefighters to continue striving for excellence in his honor.
Each year, the Modoc National Forest recognizes Marovich’s service and sacrifice, remembering the commitment he demonstrated while serving the public and protecting natural resources.
The Forest Service concluded its tribute by expressing hope that Marovich’s memory continues to inspire those who serve in wildland fire management.

The bucks are huge and appear even larger because of the velvet on their horns… With the coming of the railroad and the working in the gold mines, Altura seems to be attracting more than its share of hard cases. The recent stagecoach robbery, the first in this community’s history, is proof that things are not improving much.

THE ALTURAS Council will pay off the twelfth and final bond in the amount of $500 on the Alturas bridge. No tax reduction is expected though, as the town must now redeem a $1000 water bond… Sagehen are everywhere in Modoc and gunners are anxiously awaiting the 15-day season that starts August 15… The assessed valuation in Modoc County has been placed at $8,318,220, an increase of $337,275 over 1917. Assessor F. A. Smith notes that there are now 483 automobiles and 48,272 head of cattle in Modoc County.

LOVENESS Lumber in Canby is completing ten miles of new road construction in the Warners that eventually will provide a roadway from Parker Creek in the north to Jess Valley in the south… Fish and Game has ruled that no forked horn deer may be taken this season in Modoc County. In fact, legislation by Pauline Davis
has prevented the DFG from making management laws in Modoc for the next two years… Stan Chace, a student at the University of California, has found a fossil bone at an elevation of 9,500 feet in the Warners… Temperatures went to near freezing, 35, in Alturas this week and the warmest day so far was a mere 89… Three buck deer were seen grazing on the lawn at Memorial Park this week. It was thought they had escaped from the Modoc deer zoo until someone remembered there was only one deer in the zoo.

The thought of being at the mercy of the far-left coastal population is way beyond unacceptable. Let me tell you a true story from my childhood on the Monterey Peninsula. At age 10 just after my family moved back to Monterey from Lake Tahoe where we lived for two years while my dad helped develop Squaw Valley for the 1960 Winter Olympics, a family from New York moved in down the street from us. Phyllis Harris Toney passed away peacefully in Fair Oaks, CA on June 28, 2026.
Phyllis was born January 3, 1933 in Cedarville, CA, the third of four children of Edgar and Ruby Harris. She graduated from Surprise Valley High School in 1950 and was valedictorian of her class of 13 students.
After high school, Phyllis was accepted into Highland School of Nursing in Oakland, CA at the age of 17. Phyllis married John Toney in 1952 and celebrated their 66th wedding anniversary before his passing in 2019.
Phyllis worked as a Registered Nurse in Cedarville, Alturas and several hospitals in the Sacramento area, ending her career in the 1980’s as a manager at Sutter General Hospital in Sacramento.
Phyllis is survived by her sister Pauline Vermillion, her three children: Kathryn (Michel) Etchebarne, Diane (Pete) Whitfield, John (Valerie) Toney. Grandchildren: Brett Etchebarne, Marc Etchebarne, Kristen Etchebarne-Murphy, Lauren Whitfield-Hellman, Robyn Whitfield, Kathryn ToneyShea, Jennifer ToneyWalters and Craig Toney. She is also survived by 12 great grandchildren-Dillon, Carson, Conrad, Charlotte, Bridget, June, Clare, William, Jackson, Brooke, Brogan and Callum.
Phyllis was preceded in death by her great grandson, Johnny, her parents Edgar and Ruby Harris, sister-Fern Heryford and brother Leale Harris.
Phyllis was a loving mother, grandmother and great grandmother and there was nothing she enjoyed more than spending time with her family.
She had fond memories of her time in nursing school in
Oakland and her many years in her nursing career.
Phyllis and John travelled extensively through America, as well as several trips overseas with family and friends.
Phyllis was always upbeat and cheerful to the end. She was always very thankful to her family and caregivers and will be truly missed.
Funeral services are to be held in Sacramento on July 21st at Presentation church.
Graveside services in Cedarville to be announced at a later date.
Nancy Louise Heard
Nancy Louise Heard, 85, of Alturas, California, passed away peacefully on July 10, 2026, in the town she loved and called home throughout her life.
Early Life & Family
Nancy was born on January 16, 1941, in Alturas, California, to Donald W. and Margaret “Peggy” Hicks. She graduated from Modoc High School in 1959, and that same year met the love of her life, Robert “Bob” Heard. After several years of dating, they were married on November 12, 1961, in Alturas. Together they built a beautiful life and family, welcoming their first daughter, Janice, in 1963, followed by their daughter Karen in 1965.
Nancy began her professional career with Bank of America before she and Bob purchased a local plumbing business, establishing Heard Plumbing. Together they faithfully served the people of Modoc County for more than 50 years. Their entrepreneurial spirit led them to build and operate several successful local businesses over the years, including Modoc Well Drilling, Stage Stop Pizza Parlor, California Market, and Modoc Steel. Many of these businesses operated simultaneously, and Nancy was the steady force behind them all. With remarkable organization, dedication, and quiet determination, she kept each business running smoothly while working side by side with Bob throughout their marriage.
Personal Interests & Legacy
More than any accomplishment, Nancy’s greatest pride was her family. She was the heart of her home, a woman of unwavering strength, wisdom, kindness, compassion, and grace. Whether someone needed a listening ear, thoughtful advice, or simply a comforting presence, Nancy always welcomed them with an open heart. Her calm nature, intuitive wisdom, and genuine love made her a trusted source of guidance for family and friends alike. Her grandchildren and great-grandchildren brought immeasurable joy to her life. She treasured every opportunity to spend time with them, listening to their stories, celebrating their accomplishments, and sharing in their adventures. Nancy also loved opening her home to family and friends. Her gatherings became treasured traditions, where laughter was plentiful and everyone knew they were in for some of the best home cooking in Modoc County. Her hospitality made every guest feel like family. An avid outdoorswoman, Nancy found happiness fishing, camping, hunting, and searching for unique rocks with those she loved. Her passion for conservation led her to serve for many years as President of the local Ducks Unlimited chapter, where she helped raise thousands of dollars to protect and restore the wetlands of Modoc County. When she wasn’t outdoors, Nancy enjoyed reading novels, arts and crafts, decorating her home, watching classic and Hallmark movies and game shows, and following Rodeos and Bull Riding. In fact, she loved watching bull riding so much, she and Bob bought a Bucking Bull called Modoc Mad! She especially loved dressing for every occasion and was known for her impeccable style. Shopping for clothes and shoes was one of her greatest pleasures, and she was always among the best-dressed wherever she went.
Nancy was also a devoted member of Eastern Star and St. Michael’s Episcopal Church.
Nancy’s legacy is one of unwavering love, hard work, generosity, and quiet strength. She built successful businesses, created a warm and welcoming home, and devoted herself wholeheartedly to her family and community. Karen Conlan
Karen Conlan was born on July 9, 1964 in Modesto, California and passed away surrounded by her family in Medford, Oregon on June 30, 2026.
Karen was born to James (Jim) and Vivian Leventon. She was raised with her siblings Jeanmarie, Renee, Jerry, Scott, and James. The family moved to Lookout in 1973 where Karen and
her siblings learned to work hard and extend kindness to those around them from the examples set for them by their parents.
After graduating from BVHS, Karen worked at Big Valley Market where she met her husband Rory while he was working in the area. Rory and Karen married on May 30, 1987 at the Bieber Memorial Hall. Shortly after they were married, the couple moved to Fallon, NV, Rory’s hometown. Karen and Rory welcomed their first daughter, Kayla, in 1990. Karen, Rory, and Kayla, moved to Denio where Karen worked alongside Rory, growing alfalfa hay for a local dairy.
While they were residents of Denio, they welcomed their second daughter, Jessica, to the family. Soon after the arrival of Jessica, the family of four moved to Bieber. Karen dedicated her time to raising her girls and cultivating her love of flowers. Karen and the family moved to Lookout in 1999 and a couple of years later they moved onto their farm. Karen instilled her work ethic and kind demeanor in her daughters over the years working and caring for the farm.
Once her girls were a bit older, Karen took a job at Big Valley Elementary. While she claimed to just like being home and caring for their farm, she genuinely loved her job. She touched many lives with her kindness and quirky methods of helping the students in her care. Karen eventually moved on from the school to resume her work caring for their farm alongside her husband. Karen worked tirelessly on their farm, maintaining fences, cutting firewood, and tending to their cows. Karen dove into gardening in the summers and produced an amazing collection of flowers. More recently, Karen found a new love, training her new pup into an incredibly loyal, well mannered guardian for herself on the farm.
Karen tackled each task with everything she had and didn’t know the meaning of the word quit. When she was diagnosed with pancreatic cancer in November 2025, she faced it with the same determination, strength, and stubbornness she had faced every other challenge in life with.
In her final days, she was surrounded by those she loved most, and fought with a stubbornness the likes of which her family had never seen. She will be remembered in every smokey sunset we get to watch, every silly dance we do in the driveway, and every smile we give. We miss you.

Fire restrictions enacted on Modoc National Forest
Effective at 12:00 a.m. on Thursday, July 23, 2026, fire restrictions will be implemented for the Modoc National Forest. These measures are designed to mitigate the risk of human-ignited wildland fires, safeguard natural resources, and ensure the well-being of both the public and personnel by reducing the potential for extensive wildfires.
While lightning remains the predominant cause of forest fires, humaninduced ignitions are also a substantial concern. The term “human-caused fire” refers to wildfires that originate from human activities rather than natural phenomena such as lightning. This broad category encompasses various sources, including but not limited to campfires, fireworks, vehicles (e.g., cars and ATVs), lawnmowers, and power lines.
“We thank our visitors and users for their compliance
with these restrictions. This order currently extends through Oct31. If we receive adequate fall moisture, we will consider ending the restrictions early to enhance hunting season.” Said Forest Supervisor Chris Bielecki. Alturas Police Officers Association Honors Local Child Forensic Interviewers
The Alturas Police Officers Association recognized July 6-10 as Child Forensic Interviewer Week, honoring local professionals for their vital contributions to the justice system and child welfare.
These specialized interviewers provide children with a safe,
supportive environment to share their experiences. By utilizing evidence-based, non-leading techniques, forensic interviewers help minimize further trauma to the child while ensuring that investigations are conducted with care, accuracy and dignity. Their expertise is
essential in gathering reliable information that serves as a cornerstone for both criminal investigations and social service interventions.
The association highlighted three forensic interviewers currently serving Modoc County. Frankie Widby of the Alturas Police Department has served in the role since May 2019, bringing years of experience to the field. She is joined by Niki Wolter of the Modoc County District Attorney’s Office, who began her service in May 2024, and Kirsten Easley of the Modoc Crisis Center, who joined the ranks in February 2025. While their work often occurs behind the scenes, these professionals play a critical role in supporting children affected by trauma and ensuring accountability within the community.
The association expressed its gratitude to Widby, Wolter and Easley for their unwavering dedication to protecting the children of Modoc County.

Lassen County Wildfires: Updates on Wagon, Loomis, and 3-1 Pit Fires
State emergency officials are managing three separate wildfires in northwest Lassen County, with crews making progress on containment for

The Wagon Fire is 35% contained after burning 205 acres. First reported July 16 as the 3-6 Fire near Little
Valley and Spring Gulch roads, roughly 12 miles southeast of Bieber, the blaze was renamed the Wagon Fire on July 18 by the California
Department of Forestry and Fire Protection’s LassenModoc Unit.
More than 300 personnel are assigned to the Wagon Fire, supported by 35 engines, 16 hand crews, six bulldozers and 20 water tenders. While mandatory evacuation orders have been lifted, officials advise residents to monitor local emergency alerts. The cause of the fire remains under investigation.
Meanwhile, the Loomis Fire, which ignited July 11 near Loomis Cabin and Spring Gulch roads in the Dixie Valley area, south of Bieber, has reached 80% containment. The 656-acre fire absorbed a smaller blaze, the Lumbee Fire, early in the response. Forward progress has been stopped, and emergency personnel
are conducting suppression repair work along control lines. No injuries or structural damage have been reported, and the cause remains under investigation.
The 3-1 Pit Fire, the oldest of the current incidents, is nearing full containment at 95%. The 1,055-acre fire began July 7 near Little Valley and Wilson Springs roads, southeast of McArthur. Firefighters have held the perimeter, and crews are patrolling along the Pit River Canyon to address remaining hotspots.
Evacuation orders and warnings for all three incidents have been lifted, and officials report no structural damage or injuries.

Existing access roads may require improvements to accommodate transportation of well and drilling equipment. Improved roads may be widened and surfaced as needed.
Primary access to the general Project area is provided by Surprise Valley Road which travels north and south through or adjacent to Project parcels. Existing agricultural roads stemming from Surprise Valley Road provide access to individual well pad development sites and will be improved as necessary to accommodate the proposed development. Up to 1.2 miles of new access roads would be developed to provide direct access to the well pads.

CHP Warns Modoc County Drivers: Prevent Wildfires by Avoiding Dry Vegetation
The California Highway Patrol’s Alturas office warns motorists not to park hot vehicles on dry vegetation. Drivers towing trailers should ensure connections are secure and no cables are dragging. With Modoc County at high fire danger, officials warn that heat from vehicles can quickly ignite dry grass. Authorities urge residents to help prevent wildland fires.
