Final Tally Confirms Local Winners

Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE

Modoc County election officials certified the results of the June 2 statewide primary election on June 30, confirming local winners after a standard canvass of ballot verification and audits. Voter turnout reached 51.32 percent, with 2,779 of the county’s 5,415 registered voters participating. The vast majority of residents opted for mail-in ballots, totaling 2,612. In contrast, only 155 people voted at the polls on Election Day, and 12 cast provisional ballots.

with 846 votes (33.8 percent), followed by Gloria Romero with 398 votes and David Fennell with 338 votes.

For secretary of state, Donald P. “Don” Wagner secured a decisive victory with 1,877 votes, or 73.4 percent, compared to Shirley N. Weber’s 619 votes. Herb W. Morgan similarly led the controller race with 1,901 votes (73 percent) over Malia M. Cohen’s 607 votes.

Gallagher swept District 1 with 75.1 percent of the vote. In District 2, Jared Huffman led a tighter field with 436 votes (17.6 percent).

In the gubernatorial contest, Steve Hilton took the lead with 1,124 votes, or 41.5 percent. Chad Bianco followed with 817 votes (30.2 percent), while Tom Steyer and Xavier Becerra received 284 and 202 votes, respectively. All other candidates finished with less than five percent each.

YOU CAN MARK our word for it: the little community of Likely promises to be one of the largest-if not the largestcommunities in Modoc. The coming of the railroad has added a new bustle to the town. The swamp is now almost completely drained and the valley is an ocean of grain. In Likely this week we learned that the railroad should reach Alturas in about 90 days… Lassen County Sheriff Emerson took an auto machine out of Alturas to catch the NCO train that had left Likely an hour previously. It is reported that he caught up with the train in Purdy-which, if true, seems to make the train an obsolete travelling convenience even before it gets to Alturas.

108 Years Ago - 1918

A MEETING in the Empress Theatre was held this week for citizens to hear Mr. Kanaga, representing the California Irrigation Association, explain how money could easily be obtained from the government to dam up South Fork Canyon and make a huge reservoir out of Jess Valley. Albert Beans Smith will head the American Legion here and Fay Ballard is the Auxiliary president… The PWA will grant Modoc $76,000 to build a new high school in Alturas next year… Hoboes are crowded up and down the river banks searching for jobs in the hay fields. Two South Fork ranchers hauled off 100 of the men on Sunday, but seemed to hardly make a dent in the hobo camps.

THE FIRST REAL impact of the gas shortage was felt locally when at least four local stations were temporarily out of gasoline and others reported their supplies as “dangerously low”... Jack Stanton was selected from among 45 applicants for the job of principal at the Alturas Elementary School.

My complaint against Modoc County has been modified.

To the State of California

• The State of California has systematically denied Veterans access to the Hospital they are enrolled in and earned the right to go to six counties, Lassen, Placer, Modoc, Plumas, Sierra and Nevada.

When a Veteran is in crisis, and most vulnerable, in need of care at their VA Hospital they are denied access by the State. State Law Prohibits these patients from being transported across State lines.

Denying these Federal Patients access to the Medical Care that they have earned is a Clear Civil Rights Violation.

Per Congressman Gallagher’s office and State Rep Karen Hathaway’s office this is a real issue and needs to be looked at.

JC Moore, born September 29, 1939, in Rocky, Arkansas, passed away on June 25, 2026, at the age of eightyseven. He built a legacy not only in the work of his hands but in the strength of the family he built, the values he instilled, and the countless memories that continue to bring comfort, laughter, and gratitude to those who loved him.

JC was born to George Clinton Moore and Ethel Mae Moore. He was raised alongside his siblings: Dick “Oakie”, George, Ollie, Dewey, Orville, Raymond, and Anna. Although many assumed his name was short for something, “JC” was his complete given name, a fact that often sparked curiosity. The Moore family set off from Big Cedar, Oklahoma, during the Dust Bowl and traveled west to end up in Bieber, California. JC helped with the family-owned gas station, worked for the US Forest Service, spent time logging in the woods and worked in the sawmill, where he retired. He later dedicated himself to ranching, raising cattle, and growing alfalfa. He approached

every task with determination and pride. He believed honest hard work was among life’s greatest virtues and demonstrated that belief every day through his actions.

JC shared his life with his beloved wife Linda Ann Moore. For 60 years, their love has been the foundation of our family, the anchor in uncertain times and the example we all aspire to follow. Together they created a home where family always came first, friends were welcomed without hesitation, a warm meal and genuine conversations were never in short supply. Their home became a gathering place for generations, filled with laughter, stories, adventure, and the simple comforts that made everyone feel they belonged.

JC was the proud father of Jeanette Spillane, Lisa Brown, James Moore, and Allen Moore. Nothing brought him greater satisfaction than watching his family grow to include grandchildren, great-grandchildren, great-great grandchildren, nieces, nephews, and countless extended family members.

JC possessed a personality that was impossible to overlook. He was quick with a joke, never reluctant to offer his opinion, and gifted with a wit that could both entertain and keep those around him on their toes. His sense of humor was legendary among family and friends; his honesty was unwavering. If he had something to say, he said it. Those who knew him best understood that beneath his rugged exterior was a deeply caring man whose loyalty never wavered. He had a remarkable ability to judge character and believed deeply in standing by the people he loved. He was also remarkably resourceful. Few things were beyond his ability to repair, and while his solutions were not always elegant, they were dependable. He valued substance over appearance and believed that what mattered most was doing a job well.

Some of the family’s most cherished memories revolve around the small acts that quietly revealed his love:

hearty breakfasts of pancakes, bacon and eggs before the day’s work began, carefully packed snacks for long days of hunting and fishing, evenings spent sharing stories, and the familiar sound of his voice greeting loved ones as they walked through the door. Somehow, he always seemed to have a candy bar or a Twinkie tucked away in his pocket, making sure no one around him ever went hungry. These ordinary moments became extraordinary memories, leaving an enduring imprint on all who knew him.

Above all else, JC will be remembered as a devoted husband, brother, father, grandfather, great-grandfather, great-great grandfather, uncle, and friend. He taught those around him the value of hard work, self-reliance, honesty, and staying true to yourself. JC’s life was measured not by titles or accolades, but by the respect he earned, the work he accomplished, and the family he loved without reservation. His stories will continue to be told around dinner tables, in hunting camps, on fishing trips, and in workshops where something needs fixing. Though he is deeply missed, the lessons he taught, the laughter he inspired, and the example he set will continue to live on in the generations that follow.

JC was preceded in death by his parents, George Clinton Moore and Ethel Mae Moore; his brothers Suel “Dick” Moore, George Moore, Dewey Moore, and Orville Moore; and his sister Ollie Moore.

His memory lives on through his beloved wife, Linda Ann Moore; his children, Jeanette Spillane, Lisa Brown, James Moore, and Allen Moore; his brother, Raymond Dale Moore; his sister, Anna

Marie Zoellmer; his sister in law, Jill Moore; his grandchildren, Trisha Loeachea, Roxann Guthrie, Reannon Moore, John Guthrie, Austin Cardin, James Jr. Moore, Whitney Harwood, Alex Moore, and Brenden Moore; his great-grandchildren, great-great grandchildren; along with numerous nieces, nephews, extended family members, and dear friends who will forever treasure the time they shared with him.

A celebration to honor JC’s life will be held July 25, 2026, at the Lookout Fire Hall in Lookout California 1:00pm. A potluck to follow. In the meantime, our family invites those who knew him to remember him with warmth, share their stories, and hold close the moments that made him special.

Crews contained a 17-acre vegetation fire near Canby

Firefighters responded July 10 at approximately 3:23 p.m. to the blaze, dubbed the Canby Fire, on County Road 54 in Canby. The fire burned just over 17 acres before crews stopped its forward progress.

A coordinated response and quick suppression efforts contained the fire, minimizing damage to the surrounding area, according to CAL FIRE.

CAL FIRE thanked cooperating agencies for their assistance: the Canby Volunteer Fire Department, Alturas Rural

Fire Department, the Modoc County Sheriff’s Office, the California Highway Patrol and the Modoc National Forest.

Air crews were dispatched but were canceled once the fire was under control.

The cause of the fire remains under investigation.

A fire started at approximately 7 p.m. July 11 in the backyard of a residence on Northeast Street near 8th Street. The residents were inside at the time and unaware of the blaze until neighbors alerted them. The Alturas City Fire Department responded and quickly contained and extinguished the fire.

According to Fire Marshal Eric Hunter, the home sustained minor heat damage but no structural damage. No injuries were reported, and the fire did not spread to neighboring properties. The cause remains under investigation. The residents expressed gratitude for the prompt response from neighbors and the fire department.

Hunter emphasized the importance of maintaining lots to prevent the spread of fires, noting that the city has suspended all burning. The suspension includes residential burn piles, yard debris, agricultural burning within city limits and any other open outdoor burning not specifically exempted by

law. This measure aims to protect lives, property and natural resources during elevated fire conditions.

The Fire Marshal is conducting fire hazard inspections throughout Alturas. Residents are asked to assist by clearing properties of fire hazards, such as dry grass, weeds, excessive vegetation, combustible debris, rubbish and improperly stored flammable materials. Residents must maintain defensible space around homes and structures to

reduce fire risk. Enforcement is underway, and fines will be issued for noncompliance.

Residents are urged to use caution with any activity that could spark a fire, including equipment use in dry vegetation, improper disposal of smoking materials, outdoor cooking appliances and vehicles parked in dry grass. Fire season conditions can change rapidly, and community cooperation is critical to preventing wildfires.

The Alturas Fire Department encourages

all residents to create and maintain defensible space, remove dead vegetation, ensure address numbers are clearly visible and prepare household emergency evacuation plans. Residents who observe unsafe burning conditions or fire hazards should contact the Alturas Fire Department immediately. Illegal burning during the suspension may result in citations, fines and liability for fire suppression costs.

Our country just celebrated it’s 250TH YEAR OF BEING A DEMOCRATIC REPUBLIC! HURRAY!!!

I look at our communities however and see armed men, faces covered, in unmarked uniforms and unmarked vehicles operating with no apparent oversight harassing and killing people in our streets. These para-military forces target Democrat leaning areas rounding up “brown” people. This is un-American.

The administration claims it’s rounding up criminals, though a majority those men, women and children, literally grabbed off the street or pulled out of their homes are working taxpayers who contribute to society. These people do important work that very often will not be done by others.

I see corruption within our administration at every level. We no longer have 3 separate co-equal branches of government Congress and the Justice Department have ceded their responsibilities to curry favor with the president rather than the citizens of the US and the law.

The most critical departments are now headed by folks that don’t have the credentials or qualifications for that position. So what are they doing? They fire staff who have faithfully looked out for Americans’ needs. They now work at the behest of this administration for political retribution.

This is not how a Democratic Republic is supposed to work. This is how Authoritarian Countries operate.

It is the responsibility of citizens to be vigilant against those who would destroy our Democratic Republic. In the coming election

We need to vote for Representatives who stand up for American Democratic values. We need an informed citizenry dedicated to preserving Democracy at the polls this November. The midterm election in November is a chance to correct course and steer our country in a better direction. Please vote!

CAL FIRE Crew Rescues Six Puppies from 3-1 Pit Fire in Lassen County

I just finished the book “Truth Endures” published by the “Grace to You” church in Panorama City, CA. It is a compilation of landmark sermons given by Pastor John MacArthur over a period of 40 years, from 1969 to 2009.

The most powerful one, in my opinion, was given on Sept. 16, 2001, just days after the 9-11 attack on the World Trade Center. The message was heard by a solemn crowd of over 5,000 people. The Pastor laid out the Biblical and historical reasons for the hatred, persecution, and actual slaughter of Christians and Jews by followers of Islam, going back hundreds of years.

I’m in no way a religious scholar, but I believe the Bible. I may not always understand it, but I believe it.

President Trump is doing exactly what needs to be done in the Middle East, specifically targeting the evil regime of Iran, the number one sponsor of global terrorism. We should be praying for the President, not bashing his every move.

We seem to be allowing this radical ideology to take hold in some places of this country. These people make no bones about their intention to defund the police, abolish I.C.E., open up the prisons, confiscate our guns, do away with private property rights, tear down our borders, etc.

There is a group in this town demanding the truth. Well, here is a sample. We have not “lost our way” as Mr. Olsen claims. We have found it under the strong leadership of President Trump.

After discovering the litter near the active blaze, the crew secured the animals and transferred them to a Lassen County Sheriff’s Office deputy for transport to the Lassen County Animal Shelter.

The rescue sparked significant engagement on social media, with many users praising the crew’s compassion. While some commenters inquired about adoption, others suggested fire-themed names for

the puppies, such as Cal, Fire, and Smokey, in tribute to the firefighting efforts.

Wildfire Preparedness: Modoc Residents Learn Defensible Space and Emergency Planning

The Modoc Fire Safe Council hosted two wildfire preparedness workshops this week to educate residents on defensible space and emergency planning. The first session was held July 9 at the Alturas Garden Club, followed by a second workshop July 11 at the California Pines Deer Springs Fire Station. Representatives from the CAL FIRE LassenModoc Unit explained how defensible space measures assist fire crews during wildfire responses. The Modoc County Sheriff’s Office of Emergency Services provided instructions on emergency preparedness and registration for Genasys Protect alerts. Additionally, council staff presented the organization’s Defensible Space Program, which assists eligible residents with vegetation clearance and home hardening. The events also featured demonstrations on yard tool maintenance.

Defensible space is crucial for your home’s wildfire safety. It is the buffer zone you create between your property and the surrounding wildland area, and it is key to slowing or stopping wildfire spread while protecting your home from embers, flames or heat. This space also gives firefighters a safer area to defend your property.

To maintain a defensible space, residents should create a 5-foot emberresistant zone by removing all dead leaves, pine needles and other combustible debris from roofs, gutters, decks and around the foundation. Residents should avoid placing combustible mulch directly next to the home, using gravel, pavers or bare soil closest to the structure when possible. It is also important to keep firewood, propane tanks and other flammable materials at least 30 feet from the home. For the first 30 feet around the home, mow grasses to

a height of 4 inches or less, remove dead plants, weeds and fallen branches, and prune tree branches so they are at least 10 feet away from chimneys. Shrubs and small trees should be separated to reduce the chance of fire spreading.

When reducing fuels from 30 to 100 feet from the structure, create spacing

between trees and shrubs based on the slope and vegetation, remove dead or dying trees, thin dense vegetation to reduce fire intensity and dispose of vegetation debris promptly.

To protect a home from embers, screen attic and foundation vents with 1/8inch metal mesh, repair or replace damaged roofing

and siding, cover gutters with metal gutter guards if practical and keep decks free of leaves and combustible materials. It is also important to observe burn restrictions and local ordinances, which may have stricter instructions.

The council emphasized several key preparedness recommendations for residents. Officials

encourage residents to sign up for Genasys Protect alerts by visiting the Modoc County Sheriff’s Office website or completing a registration form at their office. Households should also maintain a “go bag” containing at least 72 hours of supplies for each family member. Residents are advised to identify and drive

Driver Unharmed After California Pines

Water Tender Overturns on County Road 60

New details were released regarding a July 7 accident involving a water tender that overturned on County Road 60. According to initial findings from the California Highway Patrol, Justin Ulrich, 41, of Alturas, California, was driving a 2006 Kenworth water tender southbound north of County Road 260 at approximately 11:30 a.m. when the front left tire blew. The vehicle crossed the northbound lane, struck a power pole and overturned. Ulrich was uninjured but was transported by ambulance to Modoc Medical Center as a precaution.

Ulrich, the vehicle’s sole occupant, said he was en route to assist CAL FIRE with training and was traveling at a safe speed when the tire failed. He said the weight of the vehicle made it impossible to maintain control. Ulrich, who was wearing a seatbelt, remained in the cab until power was shut off due to downed lines. Bystanders were the first to arrive on the scene, followed by a multi-agency response including the Bureau of Land Management, Modoc Medical Center, U.S. Forest Service, Alturas Rural Fire Department, CAL FIRE, the

California Highway Patrol, the Modoc County Sheriff’s Office, the Alturas Police Department and Surprise Valley Electric. After Ulrich was transported, a CAL FIRE dozer moved the water tender to allow crews to restore power.

California Pines Fire Department Chief Ryan Sherer said he is grateful Ulrich was unharmed. He expressed gratitude for the rapid response from neighboring agencies, many of which reached out to help following the incident.

Specifically, the Project involves the development of up to eleven geothermal test wells on nine well pads drilled to a depth of 3,000-5,000 feet. During installation, each well pad would accommodate a drilling rig, support equipment, portable bathroom, baker tanks, and project vehicles. Well testing would consist of flowing the exploration well into baker tanks stationed on the well pad and monitoring the captured geothermal fluid for temperatures, pressures, flow rates, chemistry and other parameters. Three new access roads would be developed to access well pads. The proposed access roads would stem off from Surprise Valley Road to the well pads. Existing access roads may require improvements to accommodate transportation of well and drilling equipment. Improved roads may be widened and surfaced as needed.

Primary access to the general Project area is provided by Surprise Valley Road which travels north and south through or adjacent to Project parcels. Existing agricultural roads stemming from Surprise Valley Road provide access to individual well pad development sites and will be improved as necessary to accommodate the proposed development. Protecting your health during a wildfire: What Northern California residents should know.

A wildfire can change daily life quickly in Northern California when residents face smoky skies, reduced air quality, and the possibility of evacuation during periods of elevated wildfire activity. While conditions may look different from one community to the next, smoke, poor air quality and sudden changes in fire activity can affect residents well beyond areas closest to active flames. A shift in wind, several days of lingering smoke or even a sudden evacuation order can affect anyone, but children, older adults, pregnant people and those living with conditions such as asthma, COPD, heart disease or diabetes may face added health concerns. While no one can predict exactly

when or where a wildfire will occur, taking a few steps now can help Northern Californians stay safer and better prepared if smoke or fire affects the community. Preparation is most effective before smoke appears or conditions worsen. Taking time now to plan for poor air quality, medication needs and possible care disruptions can help residents protect their health when wildfire conditions change, starting with these six steps. Protect your lungs from wildfire smoke – Wildfire smoke can irritate the eyes, nose, throat and lungs, and it may worsen breathing or heart conditions. During smoky days, check your local Air Quality Index using local news forecasts or AirNow.gov to see whether air is rated from “Good” to “Hazardous” and help determine when it is safe to be outside. When air quality is poor, limit

strenuous outdoor activity and keep windows and doors closed when advised to stay indoors.

Use the right mask if you must go outside – If you must go outside in smoky conditions, a well-fitting N95 mask can help reduce smoke exposure. Because children may have difficulty getting a proper fit, the safer approach is to reduce their exposure whenever possible by keeping them indoors in cleaner air or relocating away from smoke when conditions become unsafe.

Create cleaner air indoors –Keeping windows and doors closed can help limit outside air from entering. Consider using a portable air cleaner or a high-efficiency air filter, if possible, and avoid activities that can worsen indoor air quality, such as smoking indoors, burning candles or using fireplaces. Take extra precautions for

people at higher risk – Some people are more likely to experience health problems from wildfire smoke, including children, older adults, pregnant people and anyone with asthma, COPD, heart disease, diabetes or chronic kidney disease. These individuals should talk with a health care provider before wildfire season or early in the season about how to adjust medications, inhalers, oxygen, activity levels or evacuation plans if smoke becomes heavy. Seek medical help right away for chest pain, severe shortness of breath, confusion, fainting, symptoms that do not improve indoors or any other emergency warning signs. Prepare for the realities of living in a higher-risk wildfire area – Build a household emergency kit with essentials such as water, nonperishable food, a flashlight, batteries, phone

chargers, cash, personal hygiene items and copies of important documents. Be sure those documents include health insurance cards, identification, prescription information and contact details for healthcare providers. Pack health-related necessities as well, including prescription medications, over-the-counter medicines, eyeglasses or contact lenses, hearing aid batteries and mobility aids. If someone in your household relies on refrigerated medication, oxygen or a powered medical device, plan ahead by identifying backup power sources, transportation options and accessible shelter locations.
