The Alturas Chamber of Commerce announced that the 2026 Fandango Days celebration will honor the nation’s 250th anniversary of independence. The festivities are scheduled for Saturday, July 4.

A California judge has ordered the release of a man facing multiple violent felony charges on his own recognizance, drawing sharp criticism from local prosecutors and law enforcement who argued the decision poses a threat to public safety.

Dier ordered the release of Jesus Alonso Beltran Lomeli over the explicit objections of the Modoc County District Attorney’s Office and local police. Beltran Lomeli was released on a promise to appear in court.

Now a beloved annual event, the Fire Prevention Week program is something that firefighters, staff, and students alike look an opportunity to learn, connect, and celebrate the shared responsibility of keeping their community safe.

The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and

leadership, while event listings will provide information on parades, ceremonies and other gatherings. Readers will also find details on organizations offering assistance with health care, education and employment, as well as volunteer opportunities and donation drives.

Beltran Lomeli faces multiple felony charges spanning two separate criminal cases. The allegations against him include child abuse, domestic violence, assault likely to produce great bodily injury, animal cruelty, resisting an executive officer resulting in great bodily injury, and interference with a wireless communication device.

My wife and I just mailed off our ballots for the oneissue special election that will determine whether or not Modoc County and the other few far north counties are robbed of our political voices in Sacramento. The thought of being at the mercy of the far-left coastal population is way beyond unacceptable.

ALTURAS is more crowded with people this week than ever. The races and the coming Fourth of July celebration have brought a large number of people to town, all with a seemingly good amount of money to spend. Every available place to sleep is occupied, as well as the eating places… Lakeview is putting up a $100 first prize in the baseball tournament next week and the Alturas boys think they have a good chance to claim it… A plan has been filed in the land office showing the proposed location of a railroad track along the eastern shore of Goose Lake for a distance of 38 miles from State Line to Alturas.

108 Years Ago - 1918

Let me tell you a true story from my childhood on the Monterey Peninsula. At age 10 just after my family moved back to Monterey from Lake Tahoe where we lived for two years while my dad helped develop Squaw Valley for the 1960 Winter Olympics, a family from New York moved in down the street from us. They moved to California because they thought the gold rush was still going on. Yep, I kid you not, that’s how ignorant they were of California history.

That throws Cedarville’s $10,000 school in the shade, but what we lose in the price of the building is made up in the fill in, as Cedarville has between 60-70 students and Alturas has between 20-30.

For a full year, 1982 to 1983, I lived and traveled throughout Europe. I was a foot-looseand-fancy-free young man, still a few years from becoming a father. Though I traveled through 18 European countries during that year, including through 4 countries behind the Soviet Iron Curtain, I made southern France my home base, specifically in a small village of the Dordogne River region. When a few of my fellow California friends showed up to the 300-year-old farm house that friends of mine in San Francisco let me live in for free, the group of us went for dinner at a country family-operated restaurant that was in the middle of nowhere.

GOVERNOR Frank F. Merriman will visit Alturas on Oct. 20 and J. C. Jarman, president of the Alturas Chamber of Commerce, is in charge of the arrangements. The Governor will address high school students Wednesday and a reception for the Governor and his party will be held at the Niles.

After several bottles of Bordeaux wine and seven courses of phenomenal French food, a huge mountain of different ice creams and pastries was delivered to our table. We had not ordered that. Then the wife of the married couple that owned the restaurant pointed over to a big table across the room where a large French family was dining. Immediately that entire family stood with their wine glasses held high, and their patriarch said in broken English, “Here is to America, you saved our country from the Nazis!”

Then they all said in unison, “We love Americans!” They had bought that gigantic dessert for us.

THE MODOC boys who enlisted in the Grizzlies, California’s 2nd Artillery, are making good. Modoc furnished 22 boys, and 13 of them already hold ranks of non-commissioned officers. Such a showing, while remarkable, it is not unexpected in view of the fact that the boys were above the average in physical and mental qualifications.

98 Years Ago – 1927

It was a humbling and emotional moment for our little group of Californians. We were led to believe that all French people hate Americans, but the Dordogne region was ground zero for the French Resistance during WWII, and American soldiers fought alongside those Frenchman to defeat the Nazis.

Modoc County Faces Critical Shortage of Volunteer Firefighters

Volunteer firefighters in Modoc County are often the first to arrive at the scene of fires and medical emergencies, serving their community without pay. Their efforts frequently determine the difference between life and death and can significantly minimize fire damage.

However, Modoc County faces a critical crisis as it grapples with a nationwide shortage of volunteer firefighters. The situation is particularly concerning following a mild winter, as dry vegetation creates conditions prime for the rapid spread of wildfires.

The U.S. volunteer fire service has lost nearly a quarter of its members since 2008, even as the number of emergency calls has surged.

According to National Fire Protection Association research, the nation’s volunteer fire service lost an average of 12,000 members annually between 2008 and 2023, dropping from roughly 827,000 to 635,000. Meanwhile, call volume increased about 70 percent

during that same period, climbing from 25 million to 42 million calls.

This decline places an immense strain on local departments. For generations, volunteers have formed the backbone of the nation’s emergency response system, serving more than 80 percent of U.S. fire departments. Without these responders, many communities would be left to fend for themselves during emergencies.

In Modoc County, numerous volunteer departments cover the vast, rural landscape, including Adin, Alturas City, Alturas Indian Rancheria, Alturas Rural, Big Valley, Canby, Cedarville, Davis Creek, Fort Bidwell, Lake City, Likely, Lookout, and Willow Ranch. The Cal Pines Fire Department is also partially staffed by volunteers.

Many of these departments operate with only a few active members, a situation that worsens during the summer months. Jeremy Wills, assistant chief of the Alturas Rural Fire Department,

said the number of active volunteers often drops in the summer as members transition to seasonal roles with CalFIRE or manage other commitments like ranch work.

PacifiCorp is requesting an increase in revenue of $242,645 or 0.1% from 2028-2033 to continue offering discounts to income-qualified customers through the CARE and ESA programs. PacifiCorp is not requesting a change in rates. Instead, any increase to fund these programs will be through surcharges which are updated annually. HOW WOULD THIS IMPACT THE AVERAGE RESIDENTIAL CUSTOMER?

If the request is approved, surcharges to fund the CARE and ESA programs are the only portion of your bill that will change with this request. The average residential customer using 850 kilowatt-hours per month would see a rate increase of approximately $0.31 per month. The actual impact will vary based on usage, baseline territory and other factors.

Romero Fire Near U.S. 395 in Modoc County Fully Contained After Burning 699 Acres

A wildfire that broke out June 28 near U.S. 395 in Modoc County was fully contained by 3:38 p.m.

Monday, officials confirmed.

The Romero Fire, which charred 699 acres of vegetation, remains under investigation as authorities work to determine the cause of the blaze.

The fire was first reported at 4:36 p.m. Sunday.

Firefighters arrived on the scene at 4:42 p.m., to discover a 1- to 2-acre vegetation fire near mile marker 6 on the highway. Dry conditions and wind fueled the blaze, causing it to spread rapidly and consume 10 acres by 5:28 p.m., according to the National Interagency Fire Center.

The fire’s aggressive growth triggered a large-scale,

multi-agency response that brought in aerial firefighting support to assist ground crews. The fire continued to spread rapidly, reaching 250 acres by 5:50 p.m. Sunday and growing to 280 acres by 6:20 p.m.

Ground crews credited the heavy aerial support with slowing the fire’s spread and quickly bringing the blaze under control. Firefighters

managed to halt the fire’s forward progress by 9:44 p.m. Friday. By 6:50 a.m. Sunday, the fire was 60%

contained, and officials officially finalized the total size of the burn at 699 acres by 12:24 p.m. on Monday.

California man ordered to stand trial for attempted murder, torture

A California man has been ordered to stand trial on multiple felony charges, including attempted murder and torture, following a violent assault, prosecutors announced.

Modoc County Superior Court Judge Harr ruled during a preliminary hearing that there is sufficient evidence to hold the defendant, Matthew Boldt, over for trial, according to Modoc County District Attorney Nina Salarno. Boldt faces a sweeping list of felony charges:

• Attempted murder

• Torture

• Sexual penetration by force

• Assault with a deadly weapon likely to produce great bodily injury

• Criminal threats

• Corporal injury to a spouse or cohabitant

• False imprisonment

The court also found sufficient evidence to sustain several aggravating factors and sentencing enhancements. These include the personal infliction of great bodily injury, domestic violence enhancements, and multiple judicial rules alleging the victim was particularly vulnerable, a weapon was used, the defendant abused a position of trust, and that his violent conduct indicates a serious danger to society.

The judge declined to hold

Boldt to answer on a single charge of mayhem and dismissed special allegations regarding interference with the judicial process and an increasing seriousness of prior convictions.

Following the hearing, Boldt was remanded into custody and is being held without bail.

“The preliminary hearing is an important step in the criminal justice process,” Salarno said in a statement.

“The court’s ruling confirms

that sufficient evidence exists for these serious felony charges to proceed toward trial.”

Salarno also credited investigating officers and first responders for their diligence in collecting evidence and assisting the victim during the investigation.

Boldt is scheduled to be formally arraigned on the charges on July 6, 2026, at which point he is expected to enter a plea.

The Senior Citizens Valley 50 Club (SCV50C) Lunch

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. Hope to see you there soon.

The Modoc Fire Safe Council invites community members to a free Defensible Space Workshop on Thursday, July 9 at

11:30 a.m. at the Alturas Garden Club.

Attendees will learn how to create defensible space around their homes and pick up emergency preparedness tips to keep their families ready. Staff from the Modoc County Sheriff’s Office of Emergency Services and CAL FIRE will be on hand to answer questions. Refreshments will be provided, and attendees can enter to win raffle prizes. UCCE Seeks SNAP Recipients for Research on Increasing Local Food Access

A new project is investigating how more Supplemental Nutrition Assistance Program (SNAP) benefits, known locally as CalFresh, can be spent within the community.

Each month, almost $2 million in CalFresh benefits are used across Modoc, Lassen and Siskiyou counties. While many local stores and farmers accept electronic benefit transfer (EBT) cards, only a small share of those dollars is spent on locally grown food.

This project aims to better understand why.

Led by the University of California Cooperative Extension (UCCE), the effort focuses on listening to the community. SNAP participants are invited to share their experiences through small-group conversations known as focus groups. The goal is to determine what makes it easy or difficult for people to buy local food.

“We’re not here to tell people what they should

do,” said Laurie Wayne of the UCCE Modoc office. “We want to hear directly from community members about what works for them and what would make a difference. We would love to hear from SNAP recipients who make the purchasing decisions in their household.”

Local residents who receive SNAP/CalFresh are encouraged to participate. Participation is voluntary, and all conversations will be confidential and focused on real-life experiences.

In rural areas, accessing fresh food often requires significant time and travel. Meanwhile, local farmers are producing food within the region. Researchers hope that finding ways to better connect those resources could help keep food dollars in the community, support small farms and increase access to fresh produce.

Groups are scheduled to meet June 27 in Alturas and July 11 in Cedarville. Additional sessions will be held July 20 or July 25 in Susanville, with more to come, including a Spanish-

language group in Tulelake in July.

SATURDAY, JULY 4

Road 54 in Modoc County

Fire crews responded to a hay fire on County Road 54 near County Road 70 on Sunday evening. Crews worked quickly to contain the fire, preventing it from spreading to an adjacent barn and surrounding vegetation. The blaze produced heavy smoke between California Pines and Canby. Heavy equipment was brought in to move unaffected hay bales to prevent further loss. While forward progress has stopped, the hay continued to smolder as of Tuesday morning.

Community Water Festival Makes A Summer Splash

On Saturday, June 27, 2026, RISE (Resources for Indian Student Education Inc.) hosted a highly anticipated community event titled ‘Water Festival’ on the lawn alongside the Alturas Municipal Pool. The lively gathering aimed to unite youth, families, and environmental experts under a theme of water awareness and protection through a variety of engaging, learning stations. The hands-on, outdoor science education was sponsored by a generous grant provided by the Ocean Protection Council, which was made possible by sales of the WHALE TAIL® License Plate and donations to the Protect Our Coast and Oceans Fund on the California state tax return.

Although rain, cold and thunderstorms threatened to keep folks away, and a baseball tournament and vendor event at the park competing on that Saturday, turnout was strong with over 110 people enjoying a weather change. A local initiative like the Water Festival shares core themes of purification, renewal, and community with Tribal partners, public agencies and organizations in collective goal to promote water stewardship.

This year’s festival featured a variety of fourteen interactive water science activities, including a demonstration with fresh and salt water for a difference in weight at a RISE station that gave a snow cone to each

person. Mike Bushey donated mini snow cone machines to everyone who participated in the activity. Advancing Modoc College Center offered a water chemist experience with virtual experiences on testing and analyzing water quality, and also donated a 7-inch Tablet to the drawing.

Additional agencies that offered learning stations with drawing donations were Modoc County Health Department, First 5 Modoc and Modoc County Road Department. MESA with complex hydrological science made accessible to young minds with an exhibit on environmental stewardship to foster interest in the next generation of scientists, engineers and water savers.

Youth who pledged as Water Protectors planned this year’s event over the course of ten days. They developed water lessons, a stations map for the gathering, and a Water Festival guide as a training resource for Tribal partners.

Water Protector Secretary Vera Lee Phillips welcomed participants as a water drop mascot. She was joined by the CAL Fire mascot, Captain Cal. CAL Fire provided a popular station of two fire trucks for ‘Water is safety’, sharing information on prevention and careers with an experience of holding a fire hose.

Water Protector Chairperson Rose Idrogo, one of the ten planning students, commented that,

“It was really nice seeing the community come together and learn about water science principles and for me to be a part of making this event happen.”

The water education initiative sought evaluation of the festival with a survey that welcomed comments and entered participants in a drawing for over 24 gift bags.

Dr. Marzetle from NIHB wrote, “Great engagement! The Water Festival really informed us on water from a scientific perspective in a traditional manner.” Another participant wrote, “I loved having all the community participation - but Maggie’s drumming water songs is always my favorite.”

Operations Manager from Sun Rays of Hope, Mary Schrank, donated bags that were used in the drawing prizes and wrote, “Had a wonderful time learning about water and the water cycle”.

“We were happy to bring the community together to inspire the next generation of water stewards,” said RISE and MESA Director Billie Austin. “Gatherings like this create awareness and expand understanding around conservation of our natural resources, and how vital water is to health and life.”

At the conclusion of the afternoon, prize bags were drawn and the Water Festival 2026 wristbands allowed participants free pool entry until 7:00 p.m. that evening.

A group of 31 Tribal partners participated in the Water Festival, with Point Arena Pomo traveling the furthest to learn about the community event and receive stewardship training. Description of Project:

The Applicant proposes to develop up to eleven geothermal test wells southwest of Upper Alkali Lake, and 1.85 miles north of Lake City within the Surprise Valley region of Modoc County. Specifically, the Project involves the development of up to eleven geothermal test wells on nine well pads drilled to a depth of 3,000-5,000 feet. During installation, each well pad would accommodate a drilling rig, support equipment, portable bathroom, baker tanks, and project vehicles. Well testing would consist of flowing the exploration well into baker tanks stationed on the well pad and monitoring the captured geothermal fluid for temperatures, pressures, flow rates, chemistry and other parameters. Three new access roads would be developed to access well pads. The proposed access roads would stem off from Surprise Valley Road to the well pads. Existing access roads may require improvements to accommodate transportation of well and drilling equipment. Improved roads may be widened and surfaced as needed.

The AB 2588 Annual Report provides an overview of the Modoc County Air Pollution Control District’s activities under the program, including the current reporting and evaluation status of tracked facilities. This report is required under California Health & Safety Code (HSC) Section 44363, and is part of the broader “Hot Spots” Program established by HSC Sections 44300–44394 and administered by the California Air Resources Board (CARB) in coordination with local air districts.

Permitting Issues Force Cancellation of California Pines Lodge Fireworks

The fireworks display at the California Pines Lodge has been canceled for the year due to unforeseen permitting issues.

James Forester, member of the POA Board for California Pines Property Owners Association, said the group could not secure the necessary legal permits to comply with California requirements in time for the holiday. Forester said the group is already planning for a professional display next year.

“I and the rest of the Board of Directors assure you all that we are already working on a phenomenal show next year with a professional fireworks company,” Forester said. “The California Pines Property Owners Association funds this event every year, and we did our very best to make it happen this year.”
