James Gallagher to Seek Election to Finish Doug LaMalfa’s Congressional Term Gallagher Announces Bid in Special Election California Republican lawmaker James Gallagher has announced he will run in the special election to fill the remainder of the late Congressman Doug LaMalfa’s term. Gallagher, who currently serves in the state Assembly, revealed his decision on Wednesday, Jan. 14, 2026, following LaMalfa’s sudden death earlier in the month. LaMalfa had represented California’s 1st Congressional District – covering much of the North State, including cities such as Yuba City, Chico, Redding, and Oroville – for more than a decade. A fourth-generation rice farmer and a staunch advocate for water resources and wildfire relief, LaMalfa died on Jan. 6 after suffering a medical emergency (at the age of 65). His passing created a vacancy that Gallagher now aims to fill; the current congressional term runs through the end of 2026. Tribute to Mentor Doug

LaMalfa In announcing his campaign, Gallagher paid tribute to LaMalfa, whom he considered a mentor and friend. “Doug LaMalfa was my mentor, friend and a representative of the People in the truest sense of the word,” Gallagher said in a statement. He praised LaMalfa’s dedication, noting that “Doug’s focus was always on his constituents and the American values he cherished so deeply.” LaMalfa’s death, Gallagher added, “was a shock to all of us, and leaves a great void of leadership here in the North State.” After much reflection and prayer with both his own family and the LaMalfa family, Gallagher explained, “I have decided I will seek election to serve out the remaining months of Doug’s term”. By stepping forward to continue LaMalfa’s work, Gallagher said he hopes to honor the legacy of public service that the late

congressman left behind. Jill LaMalfa’s Support and Statement Gallagher’s bid comes with the blessing of LaMalfa’s widow, Jill LaMalfa, who expressed concern about finding the right person to carry on her husband’s work in Congress. “In the midst of our sadness and navigation of such a profound loss, I find myself very concerned about who may replace Doug as our Representative in Washington, D.C.,” Jill said in a statement released by Gallagher’s campaign. She emphasized that “the tireless work and unimaginable hours spent away from family by Doug and his entire staff cannot be left to end in vain”. Jill LaMalfa indicated that through prayer she has come to see a way forward – one that changes very little “from how Doug would have done it, the way he would have cared for all of you in the 1st Congressional District of California”.

Human trafficking is the crime of compelling a person to provide labor or services, or to engage in commercial sex acts. Traffickers use force, fraud, and coercion to compel labor or services and commercial sex acts. Force can include the threat of and actual physical assaults and sexual violence to the victim or family members which makes the threat even more credible. Fraud is often false promises, of education, a relationship, a job, good pay and days off, paying off a debt, sending money home to support the family, or generally of a new more secure life, but the reality is something different and inescapable. Coercion can be subtle or obvious. Some common tactics include taking identity documents and threatening arrest and/or deportation, inhumane treatment, blackmail, shaming, isolation, addiction, and economic control, which can be taking advantage of existing debt or creating a debt. Exploitation of a minor for commercial sex is human trafficking, regardless of whether any form of force, fraud, or coercion was used.

Norman Gene “Spanky” Hawkins 8/31/1934- 12/16/2025

Norman took his last cattle drive in December- He knew he lived a great life. He was well loved and respected by all who knew him, an icon of the intermountain area which he loved dearly. He is one of a long line of descendants who settled here long ago. We will remember his legacy with a CELEBRATION OF

make a home for her family. A talented seamstress, she made clothes for herself and her daughter, as well as doll clothes and prize-winning Halloween costumes for her children. She cooked for the hay crew and provided lunches for brandings and cattle drives for many years. She often cooked Thanksgiving and Christmas dinners on the kitchen wood stove when the electricity was off. Joyce went on to become a much-loved cook at Sierraville Elementary School. There she delighted a generation of children with her beautifully decorated birthday cakes and elaborate table decorations at every holiday. Each summer her yard bloomed with hundreds of flowers. She also enjoyed painting landscapes. One of Joyce’s special skills was carpentry. She helped to remodel and expand the

family’s home. When she needed a greenhouse to help feed her family, she built one. She salvaged 12 x 12 wooden beams from an old barn to replace the existing uprights on her home’s front porch, adding a decorative flair Joanna Gaines would approve of. Following her divorce from Ken in 1976, Joyce moved to Reno and went to work for Saint Mary’s Hospital in the cafeteria and diet office. She retired from Saint Mary’s Hospital in 1993. Joyce is survived by her daughter Susan (Sean Curtis); son Casey; stepdaughter Judy Dillon; niece Cokie (Pitt Turner); great nephew William Wilks; four grandchildren: Jenacee, Cyle, Cole, and Bailey Torri, and seven great grandchildren. Her parents, stepfather, elder sister and grandsons, Devin and Chance, preceded her in death.

September 11, 1934 – January 12, 2026 Joyce (Betty) Torri passed away on January 12, 2026, following a long battle with dementia. She was born on September 11, 1934, in Starks, Louisiana to Melvin and Ruby Williams. There she joined older sister Evelyn (1932). Their father died in 1938, leaving the young family struggling to survive during the remaining years of the Great Depression. Her mother Ruby later married Harvey Patterson (Grandpa Pat) and moved to Portola, California where the

girls attended High School and Grandpa Pat worked for the railroad. Joyce met her future husband, Kenneth Anthony Torri, at a dance in Loyalton. The pair cut quite a rug at every dance they attended. Joyce was 19 and Ken was 29, when they married in Reno on September 27, 1953. Following their marriage, they lived on the Torri family ranch near Sierraville, welcoming a daughter Susan (1955) and son Casey (1957). Joyce worked tirelessly to

Theresa, ‘Terry’, Huston, died peacefully on January 10, 2026, surrounded in love by her son and daughterin-law. She was born on October 20, 1932, in Pawtucket, Rhode Island to her father, Raymond Coderre and mother, Helen Woods. Terry had resided in Massachusetts, New York, Nevada, Colorado, California, Wyoming, New Mexico, Utah, and Washington. While she always kept her New England accent, Terry loved her 30 years of living in Olympia, WA, which she considered home. Terry had worked many years as a nurse executive and during her career, she was an active member of Sigma Theta Tau, the American Organization of Nurse Executives, and was an advocate for nursing. In retirement, Terry was a member of the Olympia Unitarian Universalist church, a member of Tuesday Trotters, a local hiking group as well as Capital City Newcomers. Terry was an avid traveler, and she visited every continent and traveled extensively to many countries, to learn about the

culture, art, and history of the region. Terry led a life filled with adventure and diverse experiences. She was fiercely independent. She is survived by her son, David Huston, daughter-in-law, Ashley, and grandchildren, Alex, Ben, Alexandra, and Katelyn. Donations in her memory may be made to SafePlace of Olympia, Washington. However, preliminary timelines suggest the special primary election will likely be held in late March 2026 (potentially March 31), with the special general election coinciding with the statewide primary on June 2, 2026. This means voters in District 1 could be casting ballots twice in 2026 – once to fill the remainder of LaMalfa’s term and again in the regular midterm election for the next full term. Gallagher has not yet stated whether he will run for the full two-year term in the 2026 midterm elections. Modoc Veterinarian Reports Increase in Parvovirus Cases By: Staff Writer Modoc Veterinary Center has treated six cases of canine parvovirus since Jan. 1, a notable increase from the clinic’s typical average of one to two cases per month, according to Dr. Christine Russell. Parvovirus, commonly known as parvo, is a highly contagious and potentially deadly viral disease that primarily affects dogs, particularly unvaccinated puppies. The virus attacks the gastrointestinal tract and white blood cells, causing symptoms that include severe vomiting, bloody diarrhea, dehydration, lethargy and fever. Parvo spreads through contact with infected feces, contaminated objects or contaminated environments. The virus can survive for months — and in some cases years — in the environment. Russell said early symptoms often include lethargy and loss of appetite, which can progress to vomiting and diarrhea. Blood may also be present in a dog’s stool. Diagnosis is made using a SNAP test, a veterinary diagnostic tool that detects parvovirus antigen in a dog’s stool. Results are available in about eight minutes. Treatment varies

depending on the severity of symptoms. Many dogs require intravenous fluids and medications. Treatment can be provided in-house at the veterinary center or at home under a prescribed treatment plan. “In-house treatment generally yields a better prognosis because patients are closely monitored and complications can be addressed quickly,” Russell said. “That said, we have also seen success with at-home treatment.” Outcomes depend largely on vaccination history. Unvaccinated puppies or those that have not completed their full vaccine series tend to have a poorer prognosis. Certain breeds — including rottweilers, pit bulls, dobermans and French bulldogs — are more susceptible to parvo, Russell said. She recommends additional vaccinations for puppies in these higher-risk breeds. Proper disinfection is critical in areas contaminated by parvovirus. Commercial products such as Kennel Sol or Rescue Disinfectant are effective. A household solution of 1 part Clorox bleach to 30 parts water can also be used. The solution must remain on hard surfaces

for at least 10 minutes to be effective and should only be used on nonorganic surfaces such as floors and kennels, not soil or grass. Outdoors, the virus tends to survive longer in shaded areas that do not receive direct sunlight. “Prevention is more costeffective than treatment,” Russell said, emphasizing the importance of vaccination. Puppies should be vaccinated every three to four weeks beginning as early as 6 weeks of age and continuing until they are older than 16 weeks. Puppies are not fully protected until they have completed the entire vaccine series. Russell recommends avoiding travel, dog parks and areas frequented by other dogs until puppies are fully vaccinated. Pet owners concerned about parvovirus risk are encouraged to contact Modoc Veterinary Center to review vaccination history and receive recommendations.

Modoc County Sheriff’s Office Reminds Residents of Live Scan Procedure

The Modoc County Sheriff’s Office is reminding residents of requirements and procedures for Live Scan fingerprinting services, which are offered by appointment only on Tuesdays and Thursdays. Officials said individuals seeking Live Scan services must bring a valid, current photo identification, such

as a driver’s license, state identification card, passport or military ID. Applicants are also required to bring a completed Live Scan form, ensuring the correct ORI number and agency information are included. The cost for Live Scan fingerprinting is $25 per scan, along with a $25 rolling fee per card. Payments

are accepted by cash or check only, according to the Sheriff’s Office. Appointments are required and can be scheduled by calling the Sheriff’s Office. To help ensure accurate fingerprint results, officials recommend applicants prepare their hands ahead of time by washing and drying them before the appointment. Those with dry skin are encouraged to apply lotion the night before their scheduled visit. After completing the Live Scan process, applicants should keep their receipt and ATI number for tracking purposes. The Sheriff’s Office noted that results are sent directly to the requesting agency, not to the individual. Katie Erquiaga posted a career-high 22 points and added 12 rebounds for Modoc. Madelyn Moltzen also recorded a doubledouble with 11 points and 11 rebounds. As Federal SNAP Cuts Hit, State Budget Proposal Misses Opportunity to Keep Fresh Foods Affordable Federal HR1 cuts to SNAP (CalFresh) are reducing monthly nutrition benefits to an estimated 444,000 Californians. Market Match and the California Nutrition Incentive Program (CNIP) address this by doubling shoppers’ dollars when purchasing fresh fruits and vegetables directly from California farmers. At a time when need is skyrocketing, the Governor’s proposed January budget did not include allocations to sustain this critical program. Without inclusion in the 2026/2027 budget, the program will run out of funds next year. “California needs to ensure essential food resources are available for the thousands of Californians who rely on CalFresh and Market Match for fresh, healthy food at certified farmers’ markets. Market Match helps to nourish our most vulnerable populations while providing economic stimulus to our small-scale farmers who play a crucial role in our state’s agricultural landscape,” said Assemblymember Damon Connolly, who represents the North Bay’s 12th Assembly District. Market Match helps CalFresh shoppers follow the new dietary recommendations of the USDA by making fresh food more affordable, and

it can help close persistent crises in diet-related health issues like heart disease, diabetes, and cancer. CNIP also supports other programs, including CalFresh access to extra farm-direct fruits and vegetables at a select number of small corner stores in lowincome areas. “I have a 5-year-old daughter with autism. She is very picky, and this program has allowed me to buy things and explore new veggies and fruits with her. She has tried so many new things just because of Market Match, and I’m very thankful! Market Match helps me have more money to last through the month. I really depend on it,” said Iveliz Rodriguez of San Leandro, CA. The Market Match program helps small farmers to compete with bigger supermarkets. If the market were to lose the program, we would lose almost half of our income,” said Paul-Zen Lee, a farmer from Davis, CA. Market Match currently reaches 40% of California’s 650 farmers’ markets, with many more locations throughout the state interested in offering the program in their communities. Without renewed state funding, the program is projected to run out of funds in early 2027, jeopardizing a decade of progress in food access, public health, and farm viability.
