To every reader who picks up the paper each week, who shares an article with a friend, who calls, emails, or stops us to offer ideas — we are deeply grateful for you. Your continued support, your thoughtful suggestions, and your photo submissions help shape what this paper is and what it continues to become. The truth is simple: we wouldn’t be who we are without you. This paper isn’t just printed pages — it’s a reflection of the people, places, and stories that make our community what it is. And because of you, we’re able to do the work we care so much about: reporting the news, highlighting local voices, preserving the moments that matter, and sharing the everyday stories that deserve to be told. With sincere appreciation, Chelsea Bacon Associate Publisher, Modoc Media A Christmas Miracle Last Monday was my “Alturas Day,” I am two hours away, so I try to get as much done as I can. My son Ty, called and asked me to pick up a package from him and mail it at the Eagleville post office. So, that was my first stop. In Cedarville I went to the post office and then fueled up at Rabbit Traxx. Over the hill I started on my list, Plumas Bank, Alturas post office, Ace Hardware, lunch, and then to Holiday Market for groceries. Halfway through my list I realized that my necklace was missing. One of my favorites, the little bison, was gone. I retraced my steps and asked the clerks to keep an eye out for it. I was going to put it in the paper, but holiday hours made me wait. I got home about six p.m., searched the car and cabinets at home. Nothing. Rather than panic, I affirmed its return or releasing it if it doesn’t. The next day, Tuesday, I went to the Eagleville post office to get my mail. When I hat home I found an envelope from the Cedarville post office, and inside it was my beloved Buffalo! I talked to the clerk, and they said somebody turned it in to them, and – they knew who it belonged to! My Christmas was made extra special by this miracle. How many places can you live and experience such honesty and concern. My mother-in-law Edyth told me “Kay, people here will fight for generations over fences and water, but in an emergency, they will risk their lives for others. I would like to give thanks for my Christmas miracle- to live in a small enough place where people still know and care about each other is so special. A friend of mine moved up here and after a couple of years said, “Now I know what the word ‘neighbor’ really means.” So I encourage everyone to look around you. Alturas Elementary Reminds Families of Morning Drop-Off Procedures Ahead of School’s Return

As Alturas Elementary School prepares to welcome students back, staff are asking families to keep a few important morning dropoff reminders in mind to help ensure campus safety and keep traffic moving efficiently. School officials emphasized that families should not enter
the school parking lot before 7:50 a.m. Staff members are not on duty prior to that time, and early arrivals can lead to unnecessary congestion and safety concerns. In addition, families are reminded to follow the dropoff line in order and avoid cutting in front of vehicles that have been waiting. The
school notes that turning in front of the line is not only unsafe, but also unfair to families who follow the established procedures each morning. Alturas Elementary thanked parents and guardians for their cooperation, noting that these simple steps play a
key role in keeping students safe and mornings running smoothly. “Thank you for doing your part to keep our students safe

Modoc County Public Health, First 5 Modoc and Early Head Start to Host Community Baby Shower Jan. 28 Modoc County Public Health, in collaboration with First 5 Modoc and Early Head Start, will host a Community Baby Shower for local expecting and new mothers on Wednesday, Jan. 28, 2026, from 4 p.m. to 6 p.m. at the Niles Hotel in Alturas. The free event is designed for expecting mothers who are at least four months pregnant and new moms with babies six months old and younger. Organizers say the community baby shower will offer families support during pregnancy and early parenthood, along with access to helpful resources and supplies. Attendees can expect snacks and refreshments, postpartum and newborn care items, and a variety of resources and educational materials. According to event organizers, participants who register will also be eligible to receive larger baby-care items and gear, including supplies such as car seats, strollers, pack ’n plays, activity centers, and more. Dr. William Rowland Hemsley Dr. William Rowland Hemsley, Jr., 94, passed away on December 11 in Yucaipa, CA. Dr. Hemsley worked occasionally at the Surprise Valley Hospital before retiring from the
practice of Family Medicine. He was the father of James Hemsley of Cedarville and the grandfather of Peter Hemsley (Reno). Interment will be in Colton, Ca. on December 31.

Fatal Accident Near Likely A 58-year-old man from Sparks, Nevada, was killed in a crash on U.S. Highway 395 in Lassen County late Dec. 26, according to the California Highway Patrol. The crash was reported at about 10:45 p.m. on Highway 395 South of Dry Creek near Likely. Authorities said the man was driving a 2006 Toyota Tacoma northbound at an unknown speed when he drifted from the northbound lane into the southbound lane and onto an inclining dirt-and-gravel shoulder. The truck struck a boulder and overturned, coming to rest on its right side in the southbound lane, CHP said. The driver, who was alone in the vehicle, was partially
ejected and died from his injuries. CHP confirmed he was not wearing a seat belt. Whether drugs or alcohol were factors remained under investigation. Anyone with information was asked to

New Year, New Laws – CHP Highlights Public Safety Laws Taking Effect In 2026 The California Highway Patrol (CHP) is committed to keeping the public informed so they can make the safest choices for themselves and their families. As part of this effort, the CHP is highlighting new public safety laws passed during this year’s legislative session and signed by Governor Gavin Newsom. Unless otherwise noted, these laws take effect January 1, 2026. CRIMES Assembly Bill 486 makes it a misdemeanor to possess a key programming device, a key duplicating device, or a signal extender with the intent to commit burglary. The offense can result in up to six months in county jail, a fine of up to $1,000, or both. This bill expands existing law by adding those three tools to the list of tools illegal to possess with the intent to commit burglary. ELECTRIC BICYCLE SAFETY Assembly Bill 544 mandates that electric bicycles must have a red reflector or a solid or flashing red light with a built-in reflector on the rear during all hours of operation, not just during darkness as the law previously required. The bill also allows the CHP-developed online electric bicycle safety and training program to fulfill the safety course requirement for minors who receive a helmet violation involving electric bicycles. Off-highway Electric Motorcycles (SB 586, Jones) Senate Bill 586 defines an “off-highway electric motorcycle” or “eMoto” as a vehicle that: Is designed primarily for off-highway use Is powered by an electric motor that does not require a motor number Has handlebars for steering, a manufacturerprovided straddle seat, and two wheels Is not equipped with manufacturer-provided pedals This bill also classifies an off-highway electric motorcycle as an off-highway motor vehicle (OHV), subject to the same rules and regulations. This includes a requirement that a person operating an OHV wear a safety helmet and that every OHV not registered under the Vehicle Code display an identification plate or device issued by the Department of Motor Vehicles. PEDESTRIAN SAFETY Pedestrian Safety: School Zones: Speed Limits (AB 382, Berman)
Assembly Bill 382 allows local authorities to lower the school zone speed limit from 25 to 20 miles per hour by ordinance or resolution through January 1, 2031. After this date, the speed limit will automatically decrease from 25 to 20 miles per hour in school zones when proper signage is posted. SPEED ENFORCEMENT State Highway Work Zone Speed Safety Program (AB 289, Haney) Assembly Bill 289 authorizes the Department of Transportation to establish a work zone speed safety system pilot program. The program will utilize a fixed or mobile radar or laser systems to detect speeding violations and capture a clear photograph of a vehicle’s license plate. Citations will be issued to the vehicle’s registered owner with specified requirements and procedures for program implementation, citation issuance, review, and appeal. Vehicles: Highway Safety (AB 390, Wilson) Assembly Bill 390 expands the “slow down and move over” law to include any highway maintenance vehicle or stationary vehicle using flashing hazard lights or warning devices such as cones and road flares. Drivers approaching such a vehicle must move into a lane that is not next to the stopped vehicle or slow down to a safe speed if changing lanes is not possible. Traffic Safety: Speed Limits (AB 1014, Rogers) Assembly Bill 1014 authorizes the Department of Transportation to reduce a speed limit by five miles per hour on a highway, and
mandates warning citations during the initial 30 days after a speed limit is lowered.
VEHICLE STORAGE Vehicle Removal (AB 875, Muratsuchi) Assembly Bill 875 authorizes a peace officer to impound a vehicle for at least 48 hours if the vehicle has fewer than four wheels but does not meet the definition of an electric bicycle, is powered by an electric motor capable of exclusively propelling the vehicle over 20 MPH on a highway and the operator is not licensed to operate the vehicle or is a class 3 electric bicycle being operated by a person under 16. A safety course may be required as a condition of release if the impoundment involves a child under 16 years old operating a class 3 electric bike as described in Section 312.5 of the Vehicle Code. 2024 LEGISLATIVE SESSION The following public safety laws were passed during the 2024 legislative session and will go into effect in 2026. Beginning January 1, 2026, Senate Bill 1271 focuses on improving the safety standards for electric bicycles, powered mobility devices, and related lithiumion batteries. It requires these devices and their components, such as batteries and charging systems, to be tested by accredited laboratories to meet specific safety standards. The bill also mandates labeling these products to show compliance with safety regulations, ensuring consumers are informed. Furthermore, it prohibits distributing, selling, or leasing e-bikes and

related equipment unless they meet these standards, aiming to reduce risks like fire hazards and electrical malfunctions. Beginning January 1, 2028, the bill would prohibit a person from renting or offering for rental an electric bicycle, powered mobility device, charging system, or storage battery unless it has been tested to the specified safety standard. Upon the Department of Motor Vehicles (DMV) adoption of necessary regulations, AB 1777 creates new authority for a law enforcement officer to issue a “notice of autonomous vehicle (AV) noncompliance”
to an AV manufacturer for an alleged traffic violation committed by one of their vehicles. Beginning July 1, 2026, AB 1777 establishes additional requirements for how AVs that operate without a human operator in the vehicle interact with first responders, including a requirement for manufacturers to provide a two-way device in the vehicles to communicate with first responders. The mission of the CHP is to provide the highest level of Safety, Service, and Security.

Lassen County Animal Shelter Issues Urgent Plea as Kennels Reach Full Capacity The Lassen County Animal Shelter issued an urgent public plea this week, warning that its dog kennels are at full capacity and staff are running out of space for additional animals. In a “courtesy post” shared on the shelter’s Facebook page on December 17, shelter officials said “every single run is occupied,” leaving staff with limited options as more dogs continue to arrive. “Our kennels are completely full,” the shelter wrote. “Every single run is occupied, and we are out of space for the dogs continuing to come through our doors.” The shelter is asking community members who may have lost pets to come in and check in person, emphasizing that reuniting animals with their owners helps relieve overcrowding and can prevent difficult outcomes. “If you are missing a dog, please come to the shelter and check in person,” the shelter stated. “If you know your dog may be here, please come claim them as soon as possible. Every reclaimed pet helps free up critical space.” Shelter staff also noted that local rescue partners are currently unable to take in additional dogs, compounding the problem. “At this time, our rescue partners are also full and unable to pull dogs from us,” the shelter wrote. “This leaves our staff facing the heartbreaking reality of having to make extremely difficult decisions due to lack
shelter; [and] come meet our adoptable dogs if you’ve been considering adding a new family member,” the post read. Shelter officials emphasized that adoptable dogs are ready for homes and encouraged anyone considering adoption to visit immediately.

Modoc Braves Basketball Teams Set to Open New Year with Road Test, Home Tournament Action The Modoc Braves basketball programs are set to ring in the new year with tournament matchups and an early league road trip, as all four teams prepare for a busy start to January. The Modoc varsity girls will be the first to tip off in 2026, hosting Redding Christian on Thursday, Jan. 1, with game time scheduled for 5:30 p.m. The matchup is listed as tournament play and begins a stretch of early-January competition for the Lady Braves. Following Thursday’s game, additional tournament contests are scheduled for Jan. 2–3, with opponents listed as to be announced. Also on Jan. 1, the Modoc JV girls will take the floor in
tournament play against Red Bluff, with tip-off scheduled for 11:03 a.m. Like the varsity schedule, the JV girls’ slate includes additional tournament games later in the week. Meanwhile, both Modoc boys teams are set to return to action the following week with a league road trip. The varsity boys will travel to face Weed on Tuesday, Jan. 6, with tip-off scheduled for 8:30 p.m. The JV boys will take the court earlier the same evening, beginning at 5:30 p.m. After the matchup at Weed, the Modoc varsity boys are also listed for the Corning Shootout scheduled for Jan. 8–10, though those
tournament pairings are currently listed as to be announced. With tournament games and league play both on the horizon, Modoc’s basketball teams are poised to kick off the new year with full momentum and plenty of action in the weeks ahead.

City of Alturas begins search for new Police Chief The City of Alturas is now accepting applications for a new Chief of Police, launching a recruitment process to fill the department’s top leadership role. Alturas, the county seat of Modoc County, is described in the city’s announcement as a small, tightknit community of 2,631 residents, located in the northeastern corner of California and appealing to those who enjoy an outdoorcentered lifestyle. The position is a fulltime management role that serves at will to the Alturas City Council, overseeing the administrative direction of the Alturas Police Department. According to the job posting, the department currently includes one Sergeant, five patrol officers, and one dispatcher/clerk. The Chief of Police is responsible for managing all police functions, including community-oriented policing, patrol, crime prevention,
investigations, traffic enforcement, school services, dispatch, and records. The city’s preferred candidate will have a fouryear degree in criminal justice, police science, public administration, or a related field, along with five years of command or supervisory law enforcement experience at a rank equivalent to lieutenant, commander, captain, or above—or an equivalent mix of education and experience. Applicants must also possess a valid California Class C driver’s license, maintain a satisfactory driving record, and hold California POST certificates through the advanced level, with the ability to obtain a POST Management level certificate within two years of hire. Salary for the position is negotiable depending on experience. Benefits include medical, dental, vision and GAP insurance at no cost to the employee, 14 paid holidays,
