Lookout Resident Helps Catch Burglary

in Rural Pursuit

A quiet afternoon turned into an impromptu hero’s moment on Feb. 9, when a Lookout resident discovered a burglary in progress at his uninhabited home on County Road 93. According to the Modoc County Sheriff’s Office, the homeowner arrived to find an intruder rummaging through the property. The suspect fled north on County Road 91 the moment he realized he had been spotted.

Rather than let the stranger slip away, the property owner followed in his vehicle, keeping the suspect in sight until Sheriff’s deputies were able to intervene on State Highway 139. Authorities identified the alleged intruder as Teddy Kie Khanchalern, 32, of Klamath Falls, who was arrested on suspicion of burglary and vandalism for forcing entry into the residence. When deputies searched Khanchalern, they reportedly found items believed to be stolen from the home.

While burglaries are not unheard of in such

remote locales, (Lookout, CA has a population of 68 according to the 202 census) the swift response from both the homeowner and local law enforcement serves as a reminder that even far-flung communities remain vigilant.

Authorities urge residents to keep an eye on vacant or seasonal properties and to contact law enforcement immediately if they notice suspicious activity..

Though formal hero status can be subjective, many locals say the homeowner’s quick thinking and determination made all the difference.

Khanchalern is in custody at the Modoc County Jail, with bail set at $55,000. No injuries were reported, and officials are still reviewing whether additional items may be missing. The Modoc County Sheriff’s Office encourages anyone with information or concerns about suspicious activity to contact them immediately.

Two Rescued After Vehicle Slides Off Road on Cedar Pass

Modoc County Sheriff’s Deputies assisted multiple emergency agencies in rescuing two individuals whose vehicle slid off the road on Cedar Pass late Friday night.

According to authorities, the Modoc County Sheriff’s Office responded to the incident alongside the California Highway Patrol, Cedarville Volunteer Fire Department, Lake

City Volunteer Fire Department, Alturas Rural Volunteer Fire Department, and Surprise Valley Ambulance. Emergency crews arrived at the scene and worked to safely extricate the occupants from the vehicle. Both individuals sustained minor injuries and were treated at the scene.

Officials have not

released details regarding the cause of the accident. However, law enforcement urges drivers to exercise caution when traveling through mountain passes, especially during winter conditions. No further information was available at the time of publication. The incident remains under investigation.

Winter Storm Approaching: CHPAlturas Urges Drivers to Prepare for Hazardous Conditions

The California Highway Patrol (CHP) in Alturas has issued a warning ahead of an incoming winter storm expected to impact the region Thursday and Friday. Officials are urging motorists to prepare for hazardous road conditions, emphasizing the importance of tire safety and winter driving preparedness.

“The condition and type of tires on your vehicle make a big difference,”

CHP-Alturas stated in a public advisory. “Be prepared and please drive safe.”

Cold temperatures, snowfall, and icy roads can significantly impact vehicle performance. Proper tire maintenance is crucial for maintaining traction and ensuring safe travel during winter storms. Drivers are encouraged to inspect their tires and follow these essential safety tips:

• Fill tires to the

recommended pressure.

Cold weather can cause air pressure to drop, reducing traction and efficiency.

• Check each tire’s age. Rubber deteriorates over time, and older tires become more prone to cracks and failure. Most manufacturers recommend replacing tires every six years.

• Inspect tires at least once a month and before road trips. Look for signs of wear, cracks, or embedded objects that could lead to blowouts.

• Examine tread and sidewalls for damage. Cuts, bulges, or weak spots can compromise tire performance on icy surfaces.

• Ensure tread depth is adequate. A minimum of 2/32 of an inch is legally required, but experts recommend 4/32 of an inch or more for winter conditions. The penny test can help determine if tires need replacement.

Learn to Graft Apple Trees with Modoc Harvest

Interested in learning how to graft apple trees? The Heritage Fruit Tree Project is offering two hands-on grafting workshops on Saturday, March 8th, at the Veterans’ Hall in Cedarville. Sessions will run from 10am-12pm and 1pm-3pm. These workshops are designed to preserve Modoc County’s heritage apple varieties by teaching participants how to graft local scion cuttings onto certified rootstock. What is Grafting?

Grafting is the process of joining a young branch (a “scion”) from a fruit tree onto a hardy rootstock to create a new

tree. Modoc County is home to many heritage orchards with apple trees that have survived for generations despite harsh weather, drought, and pests. These trees, planted by early settlers, continue to thrive with little intervention, making them valuable for future orchardists. Apple trees grown from seed won’t produce the same type of fruit as the parent tree, which makes grafting an essential technique for replicating prized varieties. What You’ll Get Participants will work with scions from historic local apple varieties (such as Wolf River, Winter

Banana, and Jonathan) which have been growing in Modoc County for over a century. $40 registration fee includes three newly grafted apple trees to take home along with valuable grafting knowledge.

Strong Work Force Collaborates with UC Davis

On Wednesday, February 5, 2025, the Modoc College Center in Alturas hosted Jobs First, a workshop by the University of California, Davis Institute of the Environment. The twohour session exposed RISE-MESA youth to new STEM (Science, Technology, Engineering, Mathematics) perspectives for career fields during an interactive workshop.

CA Jobs First is an initiative by the State of California that “seeks to center disadvantaged communities as part of California’s transition to a clean energy, carbon neutral economy, creating good-paying jobs and prosperous communities for all.”

Facilitators Dr. Alyssa Nelson and graduate student Paul Ronevich, both from UC Davis, brought “Thinking Spatially about Community through Participatory Modeling/ Mapping” to the Modoc Joint Unified project of K12 SWF. That initiative collaborates with RISEMESA to create a new career awareness pathway for Modoc and Surprise Valley Joint students. RISE and MESA youth have actively been learning about STEM careers in Healthcare Pathways.

With geographer guidance by Nelson and research by Ronevich, youth created a large floor model of the county area. The creation called for teams to “move to a place where…” based upon given prompts. Youth shared stories about

their knowledge and experiences of the places they ‘visited’ on the floor model. An example was asking them to identify their favorite place in Modoc County.

Lee Anne Craig said, “I chose my home, because that’s where I feel most comfortable.”

Sophia and Cali Preston jointly agreed that, “Our favorite place is Medicine Lake, because it is sacred and where we get to spend time with our family in summer, watching all the hawks fly over the lake”.

Nelson specializes in involving community members, including young people, in research and action. She showed a variety of professional digital and printed maps as examples for youth to contribute to and display Modoc information. They created spatial data for new understandings, analyzed information and used findings to consider positive community change.

RISE, MESA and Friday Night Live staff were on site with the UCD team. Staff were asked to express one word about the workshop that held the most meaning for them. Advisor Leah Mudron expressed the word “hope”, based upon the inspiring youth.

RISE Director Lisa Craig commented that the UCD Workshop was quite impressive. “Many of the youth took it seriously; all seemed to enjoy it. It was nice to watch youth really dig in and participate, and see others in the background become interested

to join in. There was great involvement and everyone was engaged.”

Nelson added, “We wanted to offer a fun ,experiential learning event with a real opportunity to provide input to the North State CA Jobs First initiative. We wanted to present topics relating to things youth care about, such as their communities, the region, the environment, climate, jobs, careers, and civic engagement.”

Ronevich reminded the participants that he will lead the next event, “Systems Thinking and Steps Toward Creating Systemic Change” at the College Center on March 5th from 4:00 to 6 pm. All interested middle and high school students are encouraged to attend, with pizza and incentives at the conclusion. Several of the youth will compete in regional MESA Day in April, and attend the César Chávez Youth Leadership Conference at UC Davis on May 10, 2025. Leave a Drip in your Faucet

A biting cold snap has once again settled over Modoc County, with locals reporting temperatures as low as -15 degrees on Wednesday morning. Residents of this high desert region are no strangers to harsh winters, but many say it’s the coldest they’ve experienced in years, coming right after significant flooding.

For some, the sudden freeze brought more than frosted windshields. Ranchers across Modoc are struggling to keep livestock safe, working to maintain unfrozen water troughs and adequate shelter in subzero conditions. In Alturas, households dealing with frozen pipes have found themselves temporarily

without running water. Over in Davis Creek, wife and mother of two, Deana Paul, was left without her primary heat source when floodwaters soaked her stockpile of firewood. “We had no wood left,” she said. “In a stroke of luck, we were able to shelter in our RV parked in the driveway just to stay warm.” Veteran residents recall that such extreme cold was more common in past decades. Some point to 1989’s famed freeze, when the mercury sank to -30 and hauling warm water to livestock became a daily necessity. Kate Barker, who has endured multiple Modoc winters, described breaking ice in horse troughs with an axe. “I had a pair of Norwegian Fjord horses

that got impatient and smashed through the ice themselves,” she said. “They did that on a regular basis —it was funny to watch.” She added that winter taught her plenty, including how to keep a truck running the way her dad did in Alaska.

The National Oceanic and Atmospheric Administration (NOAA) warns that strong plumes of moisture could bring more snow to higher elevations later in the week. Meanwhile, Modoc residents continue doing all they can to stay safe— checking on neighbors, bringing animals indoors, and bracing for whatever else the season may bring.

Lions Club Bingo Fundraiser

Focuses on starting plants from seeds and cuttings. We will start planting for our spring plant sale. Seed, high fence gardening, soil, and succulent will be available, so please bring whatever else is needed.

The Senior Citizens Valley 50 Club (SCV50C) Lunch

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. Hope to see you there soon.

Come out and show your support of our home teams! Games begin at 4:00 p.m. with the JV Lady Braves who have yet to lose a league game, JV Boys and both Varsity teams will follow.

Junior Varsity Lady Braves dominated the game on Sat., Feb. 8 against Weed there 50 to 18. Then on Feb. 11, traveled to Mt. Shasta took the win, the score had not been reported before press time. They will not have a game against Etna on Wednesday as Etna no longer has a JV girls’ team. They will play on Thursday at home against Fall River for the last league game.

Modoc Varsity Lady Braves lost to Weed on Feb. 8 with the final score 47-35, then bounced back on Feb. 11 against Mt. Shasta won 68-22. They played in Modoc on Wednesday against

Etna, but it was not over before this publication. Their next game before playoffs is here against Fall River on Thursday, Feb. 13.

Braves JV boys beat the Weed Cougars on Saturday, Feb. 8 there, 45-36. On Tuesday they traveled to Mt. Shasta and lost by ten, 36-46 to the Bears. Etna comes to Modoc on Wednesday and Fall River will be here on Thursday for the last game of the season.

Braves Varsity boys team fell to Weed on Feb. 8, with the score 42-78, then traveled to Mt. Shasta on Feb. 11 taking another loss 4374, will now play Etna on Wednesday at home. The Braves are hoping to come away with a couple of wins with Fall River coming to complete the league play on Thursday in Alturas.

Verdict is in! The Mascot Stays

The Modoc Joint Unified School District (MJUSD) has secured permission from the Pit River Tribe to retain two longtime mascots: the Braves at Modoc High School and the Warriors at Modoc Middle School. This consent complies with California Assembly Bill 3074, which permits school districts to continue using Native American imagery and names if supported by a federally recognized tribe.

The decision reflects a shared effort between district officials and Native student leaders, who worked closely to highlight the local cultural ties behind both mascots. While formal details of the arrangement were presented at a recent board meeting, much of the support stemmed from a petition led by Native students within

MJUSD, centered on maintaining school traditions alongside respectful portrayals of Indigenous heritage.

In granting approval, the Pit River Tribe acknowledged MJUSD’s commitment to culturally sensitive practices. In a district press release, Superintendent Tom O’Malley emphasized the importance of community involvement, noting that respect for tribal history and traditions remains a top priority. “This approval reaffirms our shared commitment to honoring Native American heritage in ways that reflect dignity and understanding,” he said.

The district recognizes the Braves and Warriors mascots as touchstones of local history. Although the imagery dates back many years, MJUSD has taken steps to ensure it accurately and respectfully represents

Indigenous culture.

According to district officials, the Pit River Tribe’s endorsement allows MJUSD to comply with state regulations and strengthens ties with the region’s Native populations that the district serves. With the mascots’ future now secure, attention turns to enhancing cultural awareness across campus activities and classrooms. MJUSD remains optimistic about the path forward, stating that collaboration with Native communities will be an integral part of any updates or changes to the mascots’ representation. As the district moves ahead, officials say they remain committed to fostering an environment that respects all backgrounds and ensures students have a voice in preserving local traditions.

Wyatt Valena is the frosh guidance/ health, world history, and senior seminar teacher. He is currently guiding the highschoolers of Modoc into and out of their highschool lives. When I asked Irvin Salazar what his favorite part of being in Mr. Valena’s class was, he said, “He is very helpful!”.

A new species of moth has been discovered in a mountain meadow within the Modoc National Forest and has officially been named and described in the most recent issue of the Journal of Lepidoptery, an international scientific publication dedicated to the study of butterflies and moths.

DETAILED SUMMARY OF THE MATTER THAT PLAINTIFF SEEKS TO VALIDATE:

The California Department of Water Resources (Department) operates facilities which conserve, store, transport and deliver water to urban and agricultural water agencies throughout the State. Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the State Water Project). Currently, State Water Project water is conveyed across the Sacramento-San Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years.

The Department has undertaken to develop a comprehensive plan for the effective delivery of State Water Project water across the Delta. The Department is currently undertaking planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to State Water Project export facilities at or below the southern edge of the Delta. These facilities would be a further modification of the Feather River Project authorized pursuant to the Central Valley Project Act, Water Code sections 11100 et seq.

The Department has established a proposed revenue bond financing to finance the cost of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta conveyance facilities. On January 6, 2025, the Department adopted a bond resolution authorizing the issuance of revenue bonds for those purposes. Under the bond resolution, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving, constructing, and operating Delta conveyance facilities.

On January 7, 2025, the Department filed a validation action to confirm the legal validity of the Department’s proposed bond financing. A validation action is a judicial proceeding in which a governmental agency, like the Department, can confirm the validity of a proposed financial transaction before it commits to or undertakes the transaction. The Department’s validation complaint, the bond resolution, and a copy of this Summons are available on the Department’s internet website at: https://water.ca.gov/Programs/ State-Water-Project/Delta-Conveyance/Public-Information.

Deputies Searching for Overdue Driver Near Modoc County Border

Modoc County Sheriffs Office Wednesday morning are searching for an overdue driver who was supposedly traveling from Utah to Washington and may be stranded in snowy conditions near the county’s northern border.

According to the Modoc County Sheriff’s Office, a family member reported the driver overdue and was able to ping their phone near County Road 1, between the Modoc County border and Oregon. Deputy Harris is actively investigating the situation. Officials said the area has experienced significant snowfall, which could impact travel conditions and delay response efforts. It remains unclear whether the driver has access to emergency supplies, the vehicle is stuck in snow, in a dead zone for cell reception. Authorities have not released the driver’s identity. The Sheriff’s office is coordinating with local agencies to locate the missing individual.
