Letter to the Editor Dear Editor: The California Department of Fish and Game should be called the California Department of Fish and Predator Management. We have had major deer losses in the last twenty-five years due to NO Predator Control! You can’t hunt or trap mountain lions, black bear and bob cates. Coyotes are the only predator you can hunt and trap. Now you highly educated game managers introduce the wolf to help our previous predators out. The deer population is way down so wolves will have to eat cattle sheep and whatever they can get their teeth into. It is like a bad virus where if you don’t get your shots it will spread out of control. So that is why these predators should get their 150 grain shots to stop this government caused epidemic. Bill Reeves Surprise Valley Dear Editor, I saw in the December 11th Record the obituary for Ray March. I never met him in the flesh but we briefly corresponded in 2021 a few months after my wife and I moved to Modoc County. I grew up on the Monterey Peninsula where I created 4 businesses and raised several kids, but I was well known in that region as the most prolifically published contributor to the various newspapers, including three of the newspapers that Ray worked for during his tenure on the Monterey Peninsula: Monterey Herald, Carmel Pine Cone, and Salinas

Californian. I’m sure Ray March knew my name very well as over 300 of my letters were published before I left the Monterey Peninsula for good in 2012. I had a huge fan base as well as a few detractors, the price anyone pays when being a very public opinionist. Not sure if Ray was a fan. One of Ray’s books that I read (and is cited in his obituary) is “River in Ruin: The Story of the Carmel River”. I probably know the entire Carmel River from its source deep in the Ventana Wilderness to its mouth just south of the town of Carmel far better than Ray knew it because I spent 40+ years backpacking and doing trail data and geologic studies of the Ventana Wilderness. Indeed, I co-authored the

seminal treatise on the Ventana Wilderness in 1989. Upriver from the last remaining dam on the Carmel River (Los Padres Dam) the tiny incipient Carmel River is but a seasonal creek no wider than 20 feet at its widest part. If it was not for Los Padres Dam assuring river flow in the dry months most of the river’s aquatic and riparian species would cease to exist. So I sharply disagreed with Ray when he called the Carmel River a “river in ruin”. Regardless, it was quite coincidental that two former Monterey Peninsula authors would end up taking refuge from the insanity of the rest of California here in Modoc County. RIP, Ray March. Modoc Moves: Improving streets in Modoc County to make communities safer and healthier.

Would you like to be able to walk, roll, and bike more safely in Modoc County? Would you like to see improved access to trails and parks in the County? Funded through a Caltrans Sustainable Transportation Planning Grant, the Modoc County Roads Department is developing a countywide Active Transportation Plan through the Modoc Moves project, and community input is a critical part of that process. “Our participation in this grant is an opportunity for investment in our communities to better meet our current and future needs — helping us design safer streets, inspire everyday movement, and build a future that welcomes further investment in housing and economic development opportunities,” said Shane Starr, Modoc County Board of Supervisors, District 2. To support the project at this point, residents are encouraged to complete the initial public information-gathering survey available at bit.ly/ModocMoves. The goal of this project is to identify the needs, wants, and wishes of the entire community in terms of walking, biking, rolling, and transit — addressing all transportation needs outside of personal automobiles. For the plan to be successful and useful, broad community input is essential. As highlighted in the Modoc County Community Health Improvement Plan, improving transportation options is also an important public health strategy. “Expanding active and multimodal transportation is an important public health strategy,” said Kristy Sphar, CHIP Coordinator with Modoc County Public Health. “Improving safe transit options and creating environments that support walking and biking directly contribute to better physical health, reduce chronic disease risk, and strengthen mental well-being. These efforts also address key social determinants of health by reducing transportation barriers to medical care and essential services, especially for residents who cannot drive.” The final result of the Modoc Moves project will be a countywide plan that evaluates current conditions, summarizes the results of public engagement, and provides concepts and potential future projects to address identified areas of concern. While there are many steps between the completion

of the planning grant and any type of construction, the Modoc Moves project is intended to start important community conversations about how people move around the county. In addition to Modoc County Roads Department staff, the County is working with consulting partners CivicWell and Blue Zones. We have some exciting and heartwarming news from the Modoc County District Attorney’s Office. They’re welcoming a very special new team member this spring— and they’re asking the community to help name her. “This spring, the Modoc County District Attorney’s Office will be welcoming a new—and very special— member to their team: a facility dog for the District Attorney and Victim Services Office. This sweet puppy will play an important role in supporting victims of crime by providing comfort during what can often be a very difficult and emotional process. She’ll also be interacting with the public and helping create a more welcoming, supportive environment within the courthouse. Right now, the District Attorney’s Office is asking the community for help in choosing her name. Community members are invited to submit name suggestions, with the submission deadline coming up on Thursday, December

Obituaries

Terisa Chantele Stover Blessed are those who mourn, for they will be comforted (Matthew 5:4) Terisa Chantele Stover, beloved daughter, sister, mother, and friend, left this world suddenly on December 6, 2025. She was 56 years old, a feisty and vibrant woman determined to love fiercely, pray hard, and work tirelessly to heal her patients. Her passion for God, family, friends, and country drove her every action. She is survived by her treasured sons Riley and Zach (Dusty), her parents, Ginny and Mike Stover, her sisters, Angie (Chris) and Ali (Justin), her nieces and nephews Gwenny, Eddie, Powell, and Josey, her loving partner and best friend Dave, his family, daughters Ashley (Adam), Claire (Daniel), and their children Chet, Colter, Luke, Zeke, and a large community of aunts, uncles, cousins, friends, coworkers, and loved ones. We offer these words about her life to all those who are struggling with the loss of dear Chantele and in remembrance of the beautiful person she was and how she touched the lives of each and every one of us. Born in Hawthorne, California on June 12, 1969, her childhood was spent in Santa Clara, San Jose, and Milpitas, California. As a precocious, determined child she pursued every diverse interests her parents would allow - Bobby Socks, student government, cheerleading, debate, and sewing, just to name a few. Most importantly, she formed her first friendships that lasted throughout her life. As a young adult she lived in Southern California, attended Long Beach State, and spent time in Huntington Beach living with her sister, and best friend, designing fashion, learning to surf with her cousins, backpacking through Europe with Angie (and Grandparents…longstory) and of course, making more friends.

A lifelong learner, she graduated first from Chico State with a degree in exercise physiology which led her to working for the Shasta County Department of Public Health, developing a new program to improve children’s health and physical education in schools. Because she always had more than one job, she also taught the first water aerobics classes at the YMCA in Redding during this time. She later transitioned to working for the Women’s Refuge (now One Safe Place), and became an ardent supporter of the organization, sheltering and advocating for women in need. Later, she attended UC Davis to become a Physician’s Assistant, where she spent the rest of her career working in family practice, orthopedic surgery, rural clinics, as a hospitalist and in the ER, critical care, in hospitals in Eureka, Redding, Bieber, and Alturas. In addition to working full time, she quietly and proudly made time to serve her country in the Navy Reserves. She was pursuing a Master’s Degree in International Medicine this year. As a young woman, she received the greatest gift in her life: her children Riley (born in 1992) and Zach (1993). She moved back to Millville when Zach was a baby and Riley almost two. The boys attended Sacred Heart Catholic School in Anderson. Although she sometimes struggled as a single mother, like when she worked full time at Denny’s while trying to finish her first degree, Chantele rose to every life challenge with grace, supported by her family, friends, and her deep faith in God. Anyone who knew Chantele, knew she was a dynamo, kind, loving, and strong, but also that she had a deep sense of justice and the most generous heart. She had seemingly endless energy to mother, work, support friends, and volunteer. She

made life-long friends with her genuine caring and exceptional listening skills. She would volunteer at the church, in schools, with the Future Farmers of America, coaching the girls high school softball team at Bishop Quinn Catholic School - if anyone asked she would find a way to help. In this same way, she regularly gave to those in need. Many of us remember times she gave her last $20 to someone when she wouldn’t be paid in another week and when she gave her new coat to a person who was cold. She was wildly spontaneous. Her loved ones smiled when she showed up for a visit, a phone call with a funny story, a prayer to comfort, or a bucket of chicken. Although you might not know when she would arrive, you knew you were in for a treat. She had always dreamed of making a home in the country. She purchased a farm in Adin (hoping to raise feed for Exodus Farm). At the age of 49, she found what

was to become her final home in Alturas, working for the local hospital, finding a new community of friends, and the love of her life, Dave. She loved going out in a robe at 5 am to help Dave feed the horses, learned to play golf, and delighted in being “Papatele” to Dave’s grandchildren. She loved serving her community in Alturas at the Modoc Medical Center and will be greatly missed. We mourn the loss of Chantele and invite you to join us in grieving at any or all of the following events:. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. The Modoc wrestling teams delivered an impressive performance at the Shaun Wood Northeast Classic, held December 12–13. Dual matches took place on Friday, December 12, followed by the tournament competition on Saturday, December 13. The Modoc girls team captured the tournament championship, while the Modoc boys earned a fourthplace finish in the large schools division. In addition to the team success, Modoc wrestlers recorded an impressive 13 individual placers. First-place finishes were earned by Lauren (115 lbs) and Eliza (135 lbs). Second place went to Aaliyah (145 lbs), Olivia (170 lbs), and Vanden (190 lbs). Taking third place were Oliver (106 lbs), Gunner (126 lbs), Tallon (138 lbs), and Nick (285 lbs, Heavyweight). Modoc Braves Show Resilience at Tournament All four Modoc basketball teams competed in a recent tournament, with the boys varsity and junior varsity squads facing a full slate of games. The Modoc varsity Braves opened tournament play with a 59-50 loss to Hayfork. Ashton Lauppe led Modoc with 20 points and nine rebounds. The junior varsity Braves also dropped their opening game, falling 56-49 to Hoopa Valley. Jacob Sereno paced Modoc with 12 points, while Easton Knight added 11. Modoc’s varsity team rebounded in its second game, dominating Big Valley from the opening tip in a 6830 win. Nash McCulley led the Braves with 15 points, and all but one Modoc player scored in the game. The JV Braves responded in their second contest, defeating Tulelake 42-25. Search Warrant Issued Due to Former Alturas Police Chief Refusal to Produce Texts A search warrant has been issued for the cell phone of former Alturas Chief Police Marc Muller and the Alturas Police Station regarding a domestic violence incident involving Muller’s ex-wife and alleged co-habitant Cody Cockrell, according to a Dec. 9, 2025 news update published by Lassen News. In February 2025, Muller refused to surrender information requested by Modoc County District Attorney Investigator Ed Obayashi. Obayashi filed an affidavit to obtain a search warrant, citing Muller’s failure to provide information to the Modoc County District Attorney Office “violated both the law and his oath to uphold the criminal justice system,” and it “constitutes a dereliction of duty,” as well an “obstruction of justice,” Lassen News reported. “Significantly and disturbingly, (Obayashi) believes that APD’s integrity in the criminal investigation of the case at bar has been irreversibly compromised as (Obayashi’s) investigation demonstrates that there is a reasonable inference that Muller, is purposely, without any justification, withholding mandatory disclosable evidence related to the case.” Obayashi’s affidavit stated Muller became a “percipient

witness” in the case when he spoke with his ex-wife on the night of the incident after she had been allegedly beaten and strangled by Cockrell. On Feb. 10, 2025, Modoc County District Attorney Nina Salarno told Obayashi that Cockrell’s defense attorney Tom Gifford had submitted a discovery request for “any and all law enforcement communications regarding the incident, Lassen News reported. Modoc County Assistant District Attorney Courtney Hagge advised the Alturas Police Department about the discovery request in order to preserve any evidence subject to the request. According to the affidavit, on or about Feb. 5 after Hagge informed the APD about the request, Muller called her about the request and advised her he had spoken to the victim, his ex-wife, about the incident the same day she had allegedly been beaten and strangled by Cockrell. Hagge told Muller as the prosecutor in the case, she could not be a witness to his conversation with the victim and another investigator would contact him. On Feb, 11, 2025, Muller told Obayashi his ex-wife had called him from the Modoc Medical Center after the incident. Muller said

the conversation lasted about one minute, and they subsequently exchanged text messages “relevant to the incident.” While Muller said he did not recall the content of the text messages specifically, he told Obayashi his ex-wife’s texts “complained about APD officers trying to convince her that Cockrell was responsible for her injuries when he was not capable and that she was responsible for her injuries.” Muller’s ex-wife also complained about alleged conduct of the officers during a preliminary hearing. Muller said he “did not disclose the call or text messages to anyone because he did not want to ‘get involved.’” Obayashi told Muller, “You are involved,” and “reminded him of his peace officer’s lawful obligations regarding the production of potential inculpatory and/or exculpatory evidence. Page 15 - Modoc County Record Continue from page 14 as he then buried his face in his hands.” Obayashi asked Muller “to review his phone records and provide the texts to the MCDA as soon as possible.” During that interview, according to the affidavit, Muller claimed he did not ask his ex-wife how she was injured but he “suspected Cockrell had inflicted the injuries based upon his personal knowledge of Cockrell and his past history” with the victim. Muller said the victim called him because she is the mother of his children, and they stay in touch. The chief said they had exchanged text messages “relevant to the incident” after the phone call, but he had not disclosed that information to anyone. Obayashi asked Muller to review his phone records and provide the text messages to the MCDA’s Office “as soon as possible.” Nine days later, on Feb. 20, Obayashi contacted Muller

December 18, 2025 again. The police chief told the investigator he’d been too busy and would advise the investigator the next day. On Feb. 26, Muller had not provided the requested information to the MCDA’s Office and Modoc County Judge Wendy J. Dier issued the search warrant. According to the affidavit, Obayashi “recognized the obvious reluctance to provide this information and that he, by his own admission, is concealing relevant evidence related to the case. It is telling that Muller should have and could have easily produced the evidence in 1-2 minutes by simply copying and sending these text messages threads to (Obayashi) from his phone.” Obayashi noted “of further serious law enforcement concern, Muller had ignored repeated requests for this evidence,” and “the delay and failure to produce, by themselves, constitute obstruction of justice. Muller, as a police officer

and especially as police chief, knows that the production of such evidence is absolutely required by both Brady law and the APD policy. Such potentially inculpatory and/ or exculpatory evidence should have (been) immediately provided to the MCDAO. Muller, by his own admission, has failed to account and properly preserve such evidence.” Obayashi acknowledged “a myriad of reasons” why law enforcement witnesses are “highly reluctant” when they are personally involved with the subjects of such incidents and how “various personally and professionally embarrassing facts result in humiliation, damage to reputations and careers,” but “the reluctance is further amplified when a potential witness is a public figure and a peace officer such as Muller … Another significant reason for such reluctance is the desire to protect the involved subjects from the same public and criminal repercussions.”

“It is highly improbable that Muller as the (victim’s) former spouse and as the chief of the agency investigating the crime at hand, would not have asked (the victim) about the details of the incident, especially the cause of her injuries of which he informed (Obayashi) that he suspected Cockrell of inflicting the injuries. Such irresponsibility constitutes a dereliction of duty.
