Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE
Main Street to Close for Winterfest Parade
The annual Winterfest Parade will take place this Saturday evening, bringing holiday cheer — and a temporary road closure — to downtown Alturas.
City officials announced that Main Street will be closed from Carlos Street to 12th Street between approximately 5:15 and 6:30 p.m. to accommodate the parade and ensure a safe environment for spectators and participants.
The closure is part of a coordinated safety plan involving law enforcement officers and local volunteers who will assist with traffic control throughout the event.

During the closure, northbound traffic will be detoured from Carlos Street to Warner Street before reconnecting with Highway 299, while southbound drivers will follow the same route in reverse. Motorists are encouraged to plan accordingly and allow extra travel time.

The Harvey Pack has spent the past week moving toward Modoc County, appearing on local radar after first registering near Termo. GPS collar data from the California Department of Fish and Wildlife (CDFW) placed the wolves on the Surprise Valley in the South Warners late Tuesday night before they moved west toward Jess Valley Wednesday morning.
Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces.
The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and

Jess Valley was the area of last year’s confirmed wolf attacks, an incident that continues to shape local concerns as wolves move across open-range country. At the time of writing, the Modoc County Record has reached out to CDFW with questions about the recent movement and is awaiting comment. The collar data placed the wolf near Brooks Mill along the road to Blue Lake, a well-known area in the South Warners. Blue Lake is home to a longrunning children’s camp and sits roughly 10 to 15 miles south of Brooks Mill.

My wife and I just mailed off our ballots for the oneissue special election that will determine whether or not Modoc County and the other few far north counties are robbed of our political voices in Sacramento. The thought of being at the mercy of the far-left coastal population is way beyond unacceptable.
Many homes in Modoc and Lassen counties rely on wood heat, and the way a fire is built affects everything from indoor air quality to stove performance. Choosing the right starter makes fires easier to light and keeps smoke and soot to a minimum.
Newspaper is still a common choice, but it is one of the least effective. Modern newsprint burns too fast, creates a quick flare and sends light ash into the air before the firebox has warmed. That ash can drift into the room or settle in the flue, and the brief burst of flame rarely provides enough heat for larger wood to catch.
Dry kindling works far better. Thin pine sticks, juniper kindling, cedar shavings or small twigs burn long enough to raise the temperature inside the stove and support the next layer of fuel. Pine needles and other dry yard debris can be added
Let me tell you a true story from my childhood on the Monterey Peninsula. At age 10 just after my family moved back to Monterey from Lake Tahoe where we lived for two years while my dad helped develop Squaw Valley for the 1960 Winter Olympics, a family from New York moved in down the street from us. They moved to California because they thought the gold rush was still going on. Yep, I kid you not, that’s how ignorant they were of California history. This little true story
as well, as long as they are clean and fully dry.
Commercial fire starters made of wood fiber and wax provide a steady flame that lasts several minutes. They eliminate the flare-up of paper, produce minimal ash and give logs time to ignite without repeated relighting. They are useful during cold mornings when the stove is completely cooled.

I bet that if a survey was done on the coast that asked where their food comes from they’d think that their food grows on the shelves of grocery stores. A simple structure helps the fire succeed. Small kindling goes down first, followed by medium pieces, with larger logs added only after a steady flame develops. All wood should be kept dry and stored off the ground. Moisture is one of the most common reasons a fire struggles, regardless of starting method.
Some Modoc County folk were born-and-raised here so they had no choice in finding themselves here, but some of us came here from coastal urban areas and we came here to get away from all that madness. My wife and I are not clueless former coastal folk, and we cherish the unique character and issues of Modoc County.

Happy Five will play for a big Christmas dance at the Romero Lodge Christmas. Sugar is selling for $5.95 per hundred pounds in Alturas this week.

THE TOWN council is considering an ordinance that will prohibit the building of any more garages on Alturas’ Main Street. A fire completely destroyed the Modoc Garage. Sixteen Alturas residents had their cars stored there for the winter and only five were saved from the blaze. Beside the garage, the businesses of Armstrong Saloon, Warren Saloon, Rochford barbershop, and Arabold and Pit River Hardware warehouses and the Exchange Restaurant were either destroyed or badly damaged in the blaze. The fire started when Mr. Renshaw lighted a gasoline torch in a repair pit and set fire to nearby gasoline. Mr. Renshaw barely escaped with his life. The fire was the most damaging fire in the history of Alturas.

Magical Country Christmas to Light Up Historic Uptown Susanville on December 6
Historic Uptown Susanville will host its annual Magical Country Christmas celebration on December 6, bringing families and visitors together for an evening of holiday activities. The event is one of the town’s most popular traditions and transforms the Uptown district into a busy, festive gathering place.
This year’s celebration features a full schedule, including a Christmas parade, treelighting, fireworks, live entertainment and a Hot Toddy Walk for adults. Local shops and vendors will open their doors with seasonal displays, food options and holiday goods. Streets in the Uptown district become pedestrian friendly for the evening, allowing visitors to move through the area and enjoy each activity at their own pace.
The parade and treelighting draw large crowds each year, and the fireworks show provides a bright finish to the night.

SIDEBAR: What a Brady Violation Means
A Brady violation occurs when prosecutors fail to give the defense evidence that could help a defendant. The rule comes from a 1963 Supreme Court decision that requires the government to share any information that is favorable to the accused. The evidence can be many things. It may call a witness into question, reveal doubts about how an investigation was handled or support the defense in a way the court should know about. A violation can happen even when the omission is unintentional. If the missing information could have changed the outcome of a case, courts may overturn convictions or order new trials.

December’s Roman Roots
The name “December” carries a reminder of an older way of keeping time.
In the earliest Roman calendar, December was not the twelfth month, but the tenth. Its name comes from the Latin decem, meaning “ten,” a holdover from a calendar that once ended in mid-winter rather than beginning a new year on January 1.
The early Roman year, traditionally traced to the eighth century B.C., began in March, when farming cycles resumed, and ended in December. Winter was considered a quiet, dormant stretch that stood outside the calendar entirely. Only later were January and February added, shifting December to the end of the year while leaving its original name in place.
Though the Roman calendar may feel far removed from presentday Modoc County, the logic behind it can sound familiar. Much like ancient Rome, many in Modoc still recognize December as the point where the working year slows down and winter settles in. Cattle are moved off higher ground, irrigation is long finished, and the agricultural pace gives way to maintenance, planning and waiting for spring moisture. Even local traditions, from holiday gatherings to the winter pause in outdoor events, echo that sense of a year turning inward.
The Romans eventually updated their system through the Julian and later Gregorian calendars,

but the name “December” survived every reform. Today it marks the close of the modern year for Modoc residents, yet its meaning still connects back to a world where the calendar followed the land more closely. For a county defined by its seasons, open landscapes and agricultural footing, that older rhythm remains easy to recognize.

Camp Cinder Applications Open
CAL FIRE is inviting young women ages 15 to 17 to apply for Camp Cinder, a free firefighting and leadership program taking place June 22–25, 2026, at the CAL FIRE Redding Training Center, with lodging provided at Shasta College. The program introduces teens to fire service through hands-on, supervised training taught entirely by CAL FIRE personnel.
Campers participate in a variety of skills, including wildland and structural firefighting, water rescue, hands-only CPR, vehicle extrication and several additional activities designed to build confidence, teamwork and problem-solving. All equipment, meals and lodging

are provided at no cost. The camp is designed to encourage young women to explore careers in emergency response, a field where women continue to be underrepresented. For teens from rural communities such as Modoc and Lassen counties, the camp offers exposure to real fire-ground skills and the

16th Annual Modoc Turkey Trot
TEACH Inc. held the 2025 Modoc Turkey Trot on Thanksgiving morning at the Modoc Wildlife Refuge. It was a beautiful morning and a huge success. We had a great turn out for the 3 mile walk/run and raised nearly $2,600. Funds raised this year will benefit the TEACH Inc. Senior Services Program.
For many older adults in our community, the “golden years” are anything but golden. Rising costs of food, utilities, gas, and medical care are hitting fixed incomes hard. Social Security, the primary source of income for many seniors, was never designed to cover today’s cost of living. Too many elders are forced to make impossible choices each month: Do they pay for prescription medication or keep the heat on? Do they cut back on groceries so they can cover rent?
So what can we do? First, we can support the local programs already working to fill the gaps—whether that’s senior services, or the food bank. Every donation, every volunteer hour, makes a difference. Second, we can advocate—at city council meetings, with our county supervisors, and to state representatives—for policies that protect and support seniors in rural communities like ours. And finally, we can return to what Modoc does best: caring for each other. A ride to the doctor, a bag of groceries left at the door, or simply checking in on a neighbor can lighten someone’s burden more than we realize. Our seniors should not be forced into poverty after a lifetime of work. They built the foundation of the community we enjoy today.

It is our turn to ensure they are not forgotten. In Modoc County, no one should have to grow old alone—or in financial despair.

Surprise Valley Ag Teacher Received “Teacher of Excellence” award
Surprise Valley School District is very proud to announce that our Agricultural teacher, Maigen Scritchfield received the Teacher of Excellence Award for the Intermountain Section and also for the Superior Region. Mrs. Scritchfield attended the CATA fall meeting back in October, where she was presented with these two awards. Maigen is completely in charge of our ag department as she is the only teacher for this program and in her tenth year teaching in Surprise Valley. She is a very active participant in the school community, in the community of Surprise Valley, but also takes on leadership rolls among regional and state ag teachers. She attends conferences every year, and for 2024-2025 she was on the governing board for the state committee. She was a sectional office for four years and is currently a regional officer among the ag teacher community. In 2023-2024 school year Mrs. Scritchfield received Intermountain
Outstanding Single Person Agriculture Program and Outstanding Single Person Agriculture Program for the Superior Region, Maigen moved on and won the state award and in December of 2024 Mrs. Scritchfield was the winner of the NAAE National Program Award. During these 10 years of teaching, Mrs. Scritchfield has had 21 students receive their California State FFA Degrees, four students receive their National FFA Degree, has had 2 Regional Officer candidates and one student selected as a Regional Officer. Mrs. Scritchfield has had a student selected to be a National FFA Delegate, students have competed and placed in many regional and sectional speaking contests. Students have also participated on Farm Power, Livestock and Welding teams under Mrs. Scritchfield supervision. Mrs. Scritchfield has 3 state approved pathways for students at Surprise Valley, Agriculture Mechanics, Agriculture Business, and Agriscience.

Our small rural school has provided opportunities for students through a school farm (raising turkeys and chickens), greenhouse and now a hoop house full of opportunities, a welding shop and a wood shop.

Maigen is the first teacher in the history of the ag program at Surprise Valley to bring animals to the school to raise and sell. Maigen along with the 8th and 9th graders plant and grow plants and host a plant sale in May. Many opportunities are created and provided by our only ag teacher, Maigen Scritichfield. Congratulations on your Teacher of Excellence Awards.
I was born in Long Beach, I am a native Californian. I grew up in Orange County when there were strawberry fields and orange groves, and, oh yeah, lots of dairy cows. We lived in the rural country where we could play football, skateboard and surf. California thrived and everyone enjoyed freedom. We were a fairly poor family, didn't have new cars or fancy clothes, but life was good.
Modoc County is very much like the lifestyle my family enjoyed in Orange County sans the ocean. Life here in Modoc is simple, we have reasonably priced homes, good schools and a great community. Modoc has the 3rd smallest population of the 58 counties in California, but we should NEVER be misconstrued as a small populace. We ARE LARGE IN HEART and IDEALS.

‘Supermoon’ rises over Modoc Thursday
A supermoon will rise over Modoc County on Thursday night, offering one of the brightest and clearest fullmoon views the region will see this year. Because the moon will be at perigee, its closest point to Earth, it will appear slightly larger and noticeably brighter as it comes up over the mountains.
The difference is enough for many here to see without any special equipment. A supermoon can look up to fourteen percent larger than an average full moon and cast strong, silvery light across rangeland, hay fields, lakebeds and open sage country.
Weather models show a mix of cloudy and clear patches, but even thin breaks in the cloud cover can reveal the deep orange, larger-than-usual moon as it rises. The intense
color usually lasts only a few minutes. As it climbs higher, the moon cools to its familiar white but remains brighter than normal through the night.
Because Modoc County sits at high elevation with low light pollution, the supermoon often feels more dramatic here than in urban areas.Travelers along Highway 395, and early-morning workers will all see the effect well into Friday morning as the moon sets.
Supermoons occur several times a year, but each one is a chance for the region to show off the wide-open skies that make the high desert such a good place for night watching. For anyone with a clear view to the east on Thursday evening, the show begins as soon as the moon touches the horizon.





Federal Decision Deals a Blow to Future Nurses
A recent federal change to how nursing programs are classified for student loans comes at a difficult time for rural regions such as Modoc County. Local jobs data from the Northern California Economic Partnership shows that Health Care and Social Assistance is one of the county’s largest employment sectors. The report does not separate how many of these jobs belong to nurses or certified nursing assistants, but the size of the sector shows how much the area depends on the care economy.
National statistics underline that dependence. The Bureau of Labor Statistics reports about 1.35 million nursing assistants working across the United States. These workers support hospitals, clinics, long-term care facilities and rural health systems. In communities like Modoc County, these positions provide essential care and steady employment in a limited labor market.
Beginning in 2026, federal borrowing limits for graduate nursing students will change as the Department of Education phases out certain loan categories for programs that are no longer labeled as professional degrees.
Not included:
Nursing degrees (including MSN, DNP, NP programs)
Physical therapy (D.P.T.)
Occupational therapy (O.T.D.)
Students in nursing and other fields will have access to smaller loan amounts than those offered to traditional professionaldegree programs such as law or medicine. For rural areas, this could mean higher out-of-pocket costs for students, fewer residents who can afford to continue their training and more pressure on employers already working with small staff sizes.
These changes do not alter licensure requirements or the content of nursing programs. They do, however, create new financial obstacles at a time when rural providers often struggle to recruit and keep workers. In places where health care is one of the largest sources of employment, the cost of training future nurses may affect how well local services can be maintained.










Grizzlies’ Winning Streak Ends in Playoff Battle With Orland

The Lassen Grizzlies’ impressive postseason run came to a close on the 21st of November with a tough 2016 loss to the Orland Trojans. The matchup ended Lassen’s seven-game winning streak and capped a season defined by steady growth, strong leadership and a resilient roster that delivered week after week.
This playoff meeting was a
rematch of the teams’ earlier regular-season contest, when Lassen defeated Orland 49-35. Friday’s game had a different tone. Both defenses tightened, and Orland found just enough offense to slip past a determined Grizzly squad.
Despite the result, Lassen put together a performance that reflected the strength they displayed throughout
the year. Running back Dathen Moore was outstanding, rushing for 209 yards and a touchdown while averaging 9.5 yards per carry. His impact was clear all season. Lassen went 8-1 in games where Moore gained at least 80 rushing yards.
Lassen’s defense also battled to the end, but Orland leaned on strong

performances from Manny Martin and Luke Schager. Martin recorded 112 total yards and two touchdowns, while Schager added 152 rushing yards and a score. Their production proved just enough in a close postseason contest.
With the loss, Lassen finishes the season at 9-3. The Grizzlies entered the playoffs on a surge, including a commanding 49-9 win over Corning, and demonstrated throughout the fall that they could compete with the region’s best. A powerful ground game anchored by Moore and Dowan Stephens gave the team consistent momentum, and younger
players gained valuable experience along the way.
Although the postseason run ended earlier than fans hoped, the Grizzlies delivered a memorable season filled with highlight moments and hard-earned victories. The team now turns the page toward next year with a strong foundation and plenty to build on.
The Lassen community can be proud of the heart and effort shown each week. The Grizzlies gave everything they had, and their season will be remembered for its grit, growth and determination.
Modoc Braves Conclude Season After Playoff Battle

ALTURAS, CA –
The Modoc Braves varsity football team wrapped up their 2025 season on Friday, November 18, following a challenging playoff matchup against the undefeated Redding Christian Lions. The Braves fell 42-0, ending a year marked by steady effort and improvement.
The shutout was the only time this season Modoc’s offense was held scoreless, underscoring the strength of Redding Christian’s defense. The Lions also brought a commanding offense. Running back Conner Moore rushed for a career-high 158 yards and two touchdowns, averaging 8.3 yards per carry. Quarterback Wyatt Shaw added 300 passing yards and four touchdowns,
completing 80 percent of his throws.
The Braves continued to play with heart throughout the game, showing the persistence and sportsmanship that have defined their season. Modoc closes the year with a 4-7 overall record and the achievement of earning a place in the postseason. Players, coaches and supporters can take pride in the work that carried the team through the year.
Redding Christian advances with an 11-0 record as they continue their playoff run. The Alturas community extends its thanks to the Modoc Braves for an exciting and memorable football season.

DA Discusses Leak After Confidential Brady Letter on Former Chief Is Published
Lassen News on Monday published a September 24, 2025 letter written by Modoc County District Attorney Nina Salarno regarding former Alturas Police Chief Marc Muller. The letter was not released publicly by the district attorney’s office, and Lassen News did not disclose how it obtained the document.
The Modoc County Record was not provided the letter prior to its publication elsewhere. The Record routinely obtains government communications through formal California Public Records Act requests to ensure accuracy and legal compliance.
The letter, addressed to local defense attorneys, informed counsel that Muller had been designated as a “Brady officer.” Under state and federal law, prosecutors must disclose information that could be used to challenge the credibility of a peace officer who may testify in court.
According to the letter, the Modoc County District Attorney’s Office issued the designation after
reviewing an administrative investigation conducted by the City of Alturas. The City released its findings to the California Commission on Peace Officer Standards and Training, or POST, as required by state law.
The Brady letter specifically states that it was the City of Alturas investigation which concluded that Muller had committed Dishonesty. The document also stated that the investigation involved “alleged ‘Gross Misconduct’” in September 2025.
Because the investigation included confidential personnel material and witness information, Salarno wrote that the district attorney’s office was deferring to defense counsel to file any appropriate Pitchess motions. These motions are required under California law for accessing certain peace officer records.
The letter also said the district attorney’s office was conducting a records search to identify cases that may have involved Muller as a witness which then required Salarno to evaluate the cases for Brady consideration.



Salarno advised defense attorneys to conduct their own review of the case as part of their due diligence and to notify the office of any issues that may require evaluation under Brady obligations.
The letter additionally referenced a March 2021 ruling by Superior Court Judge David S. Hart that found Muller had “shown dishonesty during official duties.” That finding came from a prior, unrelated search-warrant matter.
After the letter was published, the District Attorney’s Office issued a press release stating that it “disapproves of the leak of an internal document concerning former Alturas Police Chief Marc Muller.”
The press release said the document was considered “confidential and sensitive information” and that it had not been publicly released by the district attorney’s office.
“Our office did not publicly release what we considered to be confidential and sensitive information concerning former Chief Muller,” Salarno said in the statement. “Matters of this



nature are subject to the rules of evidence and should only be released in judicial proceedings as governed by law.”
The press release said the letter was issued to defense attorneys to meet legal and ethical obligations, noting it was Salarno’s duty under state and federal law to notify defense counsel of information that could impact testimony.
Salarno said she “does not condone the release of the document or the actions of



the individual who leaked the document to the press.”
The district attorney’s office also stated that Lassen News did not contact the office for comment or clarification before publishing the letter.
The district attorney’s office said it is continuing to identify any cases that may be affected by Muller’s Brady designation. The office directed further inquiries to the Modoc County District Attorney’s Office.

Santa’s Magic Garden Opens for the Holiday Season

Families looking for a cheerful holiday outing will again find it at Santa’s Magic Garden, a free community event held throughout December at 100 East 14th Street in Alturas. The garden opens every Saturday and Sunday from 3 to 7 p.m., offering children a chance to visit Santa and his crew in a welcoming outdoor setting. Hot chocolate and candy canes are available while supplies last, and weekday visits may be scheduled by reservation. Organizers encourage families to plan ahead by emailing

Because the event is outdoors, visitors may be asked to take a number and wait in their vehicles if the weather turns cold. The goal, organizers say, is to keep the experience warm and comfortable for children while keeping the line moving smoothly.
Santa’s Magic Garden is held in memory of Addilynne Schibbelhut, whose family created the event as a way to




bring joy to the community and honor her life. The garden has continued to grow each year, supported by volunteers and local families who look forward to the tradition as the holiday season begins. The event is open to everyone at no cost.
