Honoring Service, Community, and Commitment at the Northern California Peace Officers Association Event
The recent Northern California Peace Officers Association (NCPOA) luncheon in Modoc County was more than a gathering— it was a celebration of leadership, community spirit, and shared dedication to public safety. The event brought together law enforcement leaders, community members, and supporters from across the region to honor achievements, strengthen relationships, and reaffirm a commitment to service.
Recognizing Leadership and Partnership
The afternoon began with heartfelt acknowledgments of long-standing relationships. Modoc County Sheriff William “Tex” Dowdy recognized Former Modoc County Sheriff Mike Poindexter as both a friend and a law enforcement hero, praised for his leadership in Modoc County and for the solid foundation he and
his team built for future success. His ongoing support, alongside his wife Kelly, has been instrumental in advancing community initiatives—from supporting local sports and youth programs to standing behind first responders.
El Dorado County Sheriff Jeff Leikauf and President of NCPOA shared his deep connection to the region, from his family’s ranching history to his appreciation for Modoc County’s commitment to constitutional values and community. He also took the opportunity to honor leaders such as “Mama Salarno,” founder of Crime Victims United, and retired Sheriff Hal Barker, whose mentorship shaped the direction of the NCPOA. In deciding where to hold the meeting, Sheriff Jeff Leikauf recalled a conversation with retired Sheriff Hal Barker.
With a smile, he suggested, “How about we have it in
God’s Country?”—a heartfelt nod to his admiration for the beauty and spirit of Modoc County.
Sheriff Leikauf went on to say, “NCPOA has been around for 60 years and there are changes that I would like to make to the way we are doing the scholarship program?”
Expanding the Scholarship Program
One of the most significant announcements came from NCPOA Scholarship Manager Michael Michael Seligsohn, who detailed the expansion of the association’s scholarship program. In addition to existing awards for Sacramento State students, there are now four new categories that will now serve a broader range of recipients:
Legacy Scholarships – For the children and grandchildren of members pursuing higher education or trade school.

Self-Sponsor Academy Scholarships – For individuals funding their own way through police academies.
Community College Scholarships – For those studying criminal justice at the community college level.
Master’s Degree Scholarships – For active NCPOA members seeking advanced education in law enforcement leadership. These changes aim to
Modoc Judge Recall Petition Circulates
A group of Modoc County residents says it is circulating a petition to recall Presiding Judge Wendy J. Dier, citing concerns about how criminal cases are handled.
Shaney Crosby, a Modoc County resident helping gather signatures, provided this statement to the Record:
“I decided to join [the] effort to recall Judge [Dier] because there are far too many violent criminals that are on the catch and release list in our county. I have also seen good people requesting assistance from the judge and she denies them. … The final straw for me was when Emmanuel Pochylski
asked her for a restraining order against two people that ended up being his alleged murderers. I firmly believe that as a community, we have the ability to take control and change things for the better. We are a tiny community and should not be having the types of crimes that they have in the larger cities. … As citizens when we see people in leadership not performing to our expectations, we have the responsibility to change things.”
The Record could not immediately verify the claim that Pochylski sought a restraining order from Judge Dier. That assertion is the
organizer’s allegation.
Judge Dier has served as Modoc’s presiding judge since 2021, when she was appointed to the Superior Court by Gov. Gavin Newsom, according to the court’s website.
Public debate over the court’s decisions intensified after two recent cases drew attention. In August 2024, District Attorney Nina Salarno criticized Dier’s decision to release a defendant following a standoff with police, saying the release came over law enforcement objections. Separately, on Feb. 27, 2025, Dier dismissed a domestic-
violence criminal case, citing a prolonged shortage of judges in the county.
The dismissal preceded the appointment of a second Modoc County judge, Randall L. Harr, later that month.
The organizer also pointed to the June 2025 killing of 41-year-old Emmanuel Pochylski of Davis Creek.
Authorities said his body was found June 27 near the Plum Valley Campground, and on June 30 three people were charged with murder.
California law allows voters to recall local officials, including trial-court judges.

The Modoc County Elections Office administers recall petitions. As of Aug. 12, the county’s “Current and Upcoming Elections” page did not list a recall election for the Superior Court. Dier remains presiding judge of the Modoc Superior Court.

Dear Editor,
I feel we have a real treasure here in Modoc with our local Rock Shop. The owners have worked hard to present an interesting display of mechanical relics, old bottles, glassware, rocks, jewelry, etc. I think most of us as children were always looking for special rocks to add to our collection. The Rock Shop could be a learning experience for youngsters on a field trip.
Another site not visited often enough is our local museum. There is so much history in one location. The all-volunteer staff has done such a great job cataloguing and labeling all the antique items and pictures. Right before school let out there were two fifth grade classes that made a tour. I think it’s important for our young people to connect with the past and the museum is a good place to start.

Regarding the Big Beautiful Bill:
Informed by comments from major news outlets I see, there are going to be damaging cuts to many rural counties across our country, specifically rural medical support.
The recent update from our local hospital expressing financial stability for now is good news — but will it remain for long term?
My last County Property Tax Bill showed an approved tax charge of $195. While this is a regular tax, will it sustain our community needs?
Another concern is the impact of tariffs on our county.
Most economists say it will have inflationary results. Some have indicated possibly doubling the national debt within the next 10 years to $74 trillion.
The president expressed it will make the U.S.A. rich again, even great again. I question if this will really be the case. I am 87 years old and dependent on such concerns being favorably settled.

WM. LUNSFORD was in Ft. Bidwell this week campaigning for Sheriff when a fire broke out on the mountain. The forestry office in Alturas learned of this and telephoned Mr. Lunsford to take charge and recruit men as there are no forest men in that end of the valley. He at once hired an auto, filled it with good men and in a short time saved the day. . . many local folks are traveling down to watch Mt. Lassen erupt.

THE LARGEST voter turnout in history was cast this week, 2,100. Hallie Tierney was elected Superintendent of Schools. John Sharp and Pat McHugh will run off for Sheriff in the November election. . . A resolution has been passed by


the Supervisors asking that a drought area be declared in the Surprise Valley area, embracing all of the territory east of the Warner range. Stricken valley ranchers are hopeful that the government may purchase some of their starving cattle or that government loans may be secured when the area is officially declared a drought area.

A new grandstand that will seat 1,400 has been added at the Modoc Fairgrounds in Cedarville.

GOLD MINING activities has resumed at High Grade. . . Lt. Governor Ed Reinecke visited Alturas this week and was presented a cowboy hat by Mayor Neal Phillips. . . Lumber companies in the area have logs decked to the sky, but there’s no market for lumber since the prime interest rate jumped to 8.5 percent.

Michael ‘Micky’ Server
Sunday June 22, 2025, the Server family completed another chapter in their legacy with the passing of Michael “Micky” Server.
Micky was the third of four born to Ernest “Buck” and Maude Server on July 25, 1943, in Alturas, California. Big brothers Kenneth and Johnny were there to greet him when he came home. Little sister Susan would soon follow. Micky’s early years were spent like most little kids in small town America, hunting, fishing, baseball and school. Until the Polio outbreak. His mother was hit particularly hard. Micky was no longer allowed to go to school and was quarantined. This meant that he got to spend lots of time at the Modoc County Jail where Buck was the Modoc County Sheriff. He had many tales to tell about that period, especially the cook. She always had treats for him. He lived with the Derner family out in the valley during this time.
Micky attended Modoc High School, except for days missed for important things, hunting, fishing or cutting wood. It was here that he met the love of his life Dixie Vermillion. The younger sister of his good friend and future brother-in-law Dick Vermillion.
Micky and Dixie were married in June of 1962 in Reno, Nevada. They welcomed their first son Robert “Bob” Server later that year. Michael “Mike” and Richard “Dick” were to follow. Micky went to work for the local mill in ’62 and then in 1963 he went to work for the Modoc National Forest. He started in the carpenter shop but by the time they moved the family to the Dry
to the latest game. He also coached his sons in baseball, teaching them the tricks of the trade.
Widely known for his gardening, Micky’s roses were locally famous. Towns folk drove by just to enjoy them. He spent endless hours watering and pruning his plants. His yard was so beautiful it belonged on a magazine cover.

Lake Compound Micky was running the district Fire Cat, aD-4, on a tilt bed truck. After fire season he spent his time digging stock tanks and various other things. This was the beginning of a lifelong career.
In 1975 life changed again. With the Forest Service elimination of the Fire Cats, Micky, and his family returned home to Alturas. There he joined the Building and Maintenance Crew. He was classified as a heavy equipment operator, a career his oldest son would follow. He was a seasoned operator and much of his work is still visible to this day across the forest.
An outdoorsman above all, Micky hunted his whole life. With his brother Johnny they taught the younger generations, and what a bunch of squirrels they were! He knew Devil’s Garden like the back of his hand, from Dry Lake to Telephone Flat, he could plan the perfect hunt. He had the trophies to back it up. If you were lost and you heard “YO –HUUUUP” you knew he was looking for you and you were safe. Micky represented the best of the “old days”, when his family caught the most fish andwere a premier hunting clan bringing in the biggest bucks.
Micky’s love of baseball was legendary. His commitment to the Giants never wavered no matter where they finished in the standings. Every night in the summer would find him either watching or listening
Micky is survived by his brother Kenneth, Sons Robert (Julie) Server, Miles City, MT, Michael Server, Alturas, CA, Grandsons, Brandon (Melissa) Server, Evansville, IN, Kyle Server, Williston, ND, Collyn (Billie) Server, Deer Lodge, MT, Mathew (Sierra) Server, Alturas, CA, Grady Server, Alturas, CA. Granddaughter, Katie (Dakota) Weatherholt, Culloden, West Virginia. Great Grandchildren, Mia, Ireland and Griffin Weatherholt. Nickerson and Wrenly Server. Cora and Cooper Server. Micky’s many nieces and nephews, their families and children.
Micky was preceded in death by the love of his life, Dixie, his son Richard and his daughter in law Janet. His brother Johnny, his wife Mary, his sister Susan, and his parents, Buck and Maude Server.

Graveside services will be held Saturday, August 30, 2025, at 11:30 a.m., followed by a celebration of life at 12:30 p.m. at the Brass Rail in Alturas on Hwy 299.

Modoc National Wildlife Refuge Alters Schedule
Beginning Tuesday, August 5, visitors to the south entrance of Doris Reservoir will notice a change in hours as crews work to rebuild the popular fishing pier.
The construction project is expected to last two to three weeks. During this period, the entrance gates on the south end will open and close in accordance with the work schedule. Officials estimate gates will open around 7:15 a.m. and close at approximately 4:30 p.m. each day, though times may vary slightly depending on the pace of work.
The north entrance will remain on its regular
schedule, allowing continued access for those who wish to visit outside the altered south entrance hours.
The rebuild is part of ongoing efforts to improve recreational amenities at Doris Reservoir.
Once complete, the new pier is expected to provide a safer, more durable space for anglers and visitors.
“We appreciate the community’s patience during this project,” said a spokesperson. For now, visitors planning trips to the south end are encouraged to time their arrival and departure with the posted hours and be aware of possible adjustments.

Cowboy Poet and Entertainer, Larry Maurice
The Modoc County Library and the Friends of the Library are pleased to announce the return of Cowboy Poet and Entertainer, Larry Maurice to the Alturas Library. Larry Maurice has spent close to 47 years as a cowboy, horse wrangler, packer and ski instructor in the Eastern Sierra and the high deserts of Nevada. Mr. Maurice has hosted television specials for the FOX network, and his one man show, “Cowboy; The Spirit, The Lore, The Legacy” continues to keep him traveling around the country. Through poetry, song and stories, Larry is able to transport his audiences back in time, allowing them to experience the cattle drives, characters and critters of the old west. Larry has received the Academy of Western Artists coveted “Will Rogers Cowboy Award” for Cowboy Poet of the Year and the prestigious “American Cowboy Culture Award” presented by the Lubbock Cowboy Symposium for lifetime achievement in Cowboy Poetry.

This will be Larry’s third visit to the Modoc County Library. His performances are lively, entertaining, interactive and enjoyed by all ages. Join us on Friday, August 15, at 5:30 for this must-see event.

Modoc Vineyard Welcomes New Volleyball Coach Ahead of 2025 Season
The Modoc Vineyard Athletics program is gearing up for its 2025 volleyball season with fresh leadership and community spirit. On Tuesday, August 13, at 6:30 p.m., student athletes and their families will gather at Modoc Vineyard Church for the official season meeting, open to girls in grades 4–8 from Modoc Vineyard Academy (MVA), local homeschool programs, and Surprise Valley Academy (SVA).
The highlight of the upcoming season is the appointment of Lilly Toaetolu-Gonzalez as the team’s new head coach.
A Modoc County native, Toaetolu-Gonzalez grew up in Alturas, where she played both volleyball and softball before graduating from Modoc High School in 2006.
After living away from the area, she returned to Alturas with her husband, Richard, to raise their three
children and reengage with the community she calls home. Her community involvement has been farreaching — from leading beautification efforts at Veterans Memorial and Dorris Parks to helping secure funding for Cedarville’s sidewalk network project.
“We’re excited to have Coach Lilly on board,” program organizers said. “She not only brings athletic experience but also a strong
commitment to investing in local youth and making Modoc a better place for everyone.”
The August 13 meeting will serve as both a meet-and-greet with Toaetolu-Gonzalez and an informational session for players and parents.
Organizers say they hope to see a strong turnout as the program builds momentum for an exciting season ahead.

Patterson Lake was at its finest this past weekend, as local Dienamarie Thorne set out on a scenic hike to the alpine destination. Under clear, blue skies and with comfortable summer temperatures, the trek offered a perfect opportunity to take in the natural beauty of the region.
Upon reaching Warren Peak, Thorne was greeted with a sweeping vista of Patterson Lake shimmering in the sunlight. The lake, teeming with fish, appeared lively and vibrant — a
sign of healthy seasonal conditions. “The weather was beautiful and the lake was streaming with fish,” Thorne said. “It was just too lovely not to share.”

Lassen College hosted a full day of high school volleyball scrimmages on Saturday, August 9th drawing teams from across the region for preseason competition. Eight programs took part in the event, including Lassen, Modoc, Douglas, Galena, Lovelock, Manogue and
Westwood. Matches began at 9 a.m. on three courts, with each game consisting of two 20-minute sessions. Lassen’s schedule included several home-court appearances against Galena, Lovelock, Manogue and Modoc, giving the hometown fans plenty to cheer about throughout the day. Modoc

also played four matches:

Every participant received a tee gift for joining the tournament and team prizes. Green fees, breakfast snacks, a full lunch, and a beverage were all part of the event package, making for a complete day on the course. The tournament also offered special incentives: the first six
teams to RSVP by July 31st received a team mulligan — a single “do-over” shot that could be used strategically during play. Players without partners had the opportunity to be matched with others, ensuring everyone who wanted to participate had the chance.
Organizers thanked all players, volunteers, and supporters who made the event such a success. With competitive play, creative costumes, and plenty of laughter, the tournament was a true celebration of sport and friendship.

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.
We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. Hope to see you there soon.

Getts and Snell Celebrate 10 Years with UCCE
Tom Getts and Laura Snell are celebrating ten years of serving Northeast Californians with the University of California Cooperative Extension in 2025. Their combined service has made lasting impacts on agricultural producers, agency representatives and the general public as they complete research and outreach throughout the region.
Tom Getts started working for UC Extension as the area Weed Ecology and Cropping Systems Advisor covering Lassen, Modoc, Sierra, and Plumas counties in June of 2015. He is based out of the Lassen office which is headquartered in Susanville, but travels throughout the intermountain region to help diagnose and address agronomic issues. Before working for UC, Tom was born and raised on the Front Range of Colorado, spending his childhood doing many outdoor activities. Inspired by an interest in plants, he pursued studies at Colorado State university where he obtained a Bachelor’s Degree of Forestry Management form the Warner College of Natural Resources in, and a Master Degree of Weed Science from the College of Agriculture Sciences.
The position with Extension in NE California seemingly was written for him, providing the opportunity to pursue both his interests in agriculture, as well as weed management in natural systems. Throughout the years his research and extension program has focused on improving weed

management in the forage crops of the region, including testing new herbicides, and investigating ways to minimize injury in roundup ready crops. More recently his program has focused on providing information for insect management and trialing new forage varieties.
On Rangelands Tom has worked to develop better techniques for controlling medusahead, cheatgrass, perennial pepperweed, and scotch thistle, among various other noxious and invasive weeds. When not working you can find Tom exploring nature with his lovely wife, where they enjoy camping, canoeing, biking, and fishing throughout the mountains and deserts adjacent to Susanville.

Laura Snell is the

Livestock and Natural Resources advisor and Modoc County Director. She moved to Alturas from Lincoln, Nebraska in early 2015 where she was working for the University of Nebraska, Lincoln in the Agriculture Leadership Department. She received her Masters degree in Agronomy from UNL in 2012.
Laura hit the ground running becoming a nationally cited researcher of wild horse, livestock and wildlife interactions. She published papers and affected policy and on the ground changes to wild horse management in her early career. Her research and extension program has focused on supporting the interface between private and public lands and sustainable livestock production and natural resource management. Most recently Snell has been part of a team to exempt the Upper Pit Watershed from the Irrigated Lands Regulatory Program.

She has also completed research on animal mortality composting which has led to AB411 which if passed would allow livestock composting to occur in California. Her work bringing people together to collaborate on contentious natural resources issues has greatly benefited Modoc County.
Laura has served as the Modoc County Director since 2017. Her leadership has expanded the office to three advisors as well as many seasonal interns, educational staff and supporting nearly 40 employees annually through the Modoc Shared Stewardship program. She
founded the local Master Food Preserver Program, leads Mustang Camp, and serves on several national committees for range and vertebrate pest management. When Laura is not in the field or attending meetings with stakeholders, she can be found chasing June (3) and Samuel (8 months), hiking in the mountains and traveling with partner, Shane Starr. Neighbors hit the rivers, sprayed down lawns and — in at least one case — climbed into a 300-gallon stock tank to ride out the worst of it. Kids chased sprinklers. Dogs took turns in the shade. By evening, porches and patios filled up as the sun dipped and the wind picked up.

Alturas, your prescriptions will seamlessly carry over to the new pharmacy – there’s no need to switch or get new prescription transfers in order to keep receiving your medications.
For new patients or those who do wish to transfer a prescription from another pharmacy, Modoc Family Pharmacy has made the process easy. The pharmacy’s website provides an online “Transfer a Prescription” form where patients can submit their information to initiate a transfer of their prescriptions to Modoc Family Pharmacy. Likewise, an online “Refill a Prescription” form is available for existing patients to request refills through the website for added convenience. Of course, patients can also call the pharmacy directly to request refills or get assistance with transfers – the staff is ready to help through whichever method is most comfortable.
