Obituary

Ryan Giles Cook, age 76, gently passed from this world on June 23, 2026, surrounded by the deep love of his family. While his presence is dearly missed, his spirit is now free for the grand adventure that lies beyond. Born on June 5, 1950, in San Jose to Mark and Elizabeth “Liz” Cook, Ryan grew up alongside his younger brother, Jeffrey, in San Jose and Salinas. Ryan took his job as a big brother seriously and was fiercely protective of Jeffrey. Growing up, Ryan was an athlete who played football and participated in track and field. He attended Lincoln High School and graduated from Salinas High School in 1968 before enlisting in the U.S. Navy as a Hospital Corpsman. Serving others in need sparked a lifelong calling; he later became an Operating Room Technician, a role where his precision, focus, and expertise truly shined. Ryan was a genuine free spirit. He was the kind of man who loved taking his Alfa Romeo down curvy highways, playing music, and letting his signature red hair grow until time gracefully turned it silver. He was never one to rush a meal—preferring to savor every single morsel— and he could light up any room with a dry opening joke

followed by a roaring laugh that turned every head in the place. From 1980 to 2006, Ryan called Alturas home. There, he raised a family with Sarah Cook, welcoming three children who were his absolute pride and joy. Ryan taught them essential life lessons: always use the right tool for the job, and remember that every problem has a solution. While working at Modoc Medical Center as both an OR Tech and Maintenance Man, he walked the halls with quiet pride—and a formidable ring of jingling keys on his hip that announced his arrival well before he entered the room. He cherished working with his hands, hunting, fishing, and taking his beloved motorhome, “Grover,” on annual family trips to visit Jeffrey and his family. After his children grew up and set off on their own paths, Ryan moved to Portland, Oregon. There, he embraced a lifelong quest to learn and grow, becoming a Reiki master and finding a vibrant community through Alcoholics Anonymous. Proudly sober for over 25 years, Ryan lived the change he preached, offering a gentle, grounded blueprint for anyone struggling with

addiction. He spent his final seven years in White City, Oregon, staying close to his children and watching his grandchildren grow. Ryan filled his days doing what he loved most: tending to his plants, carving walking sticks, making daily phone calls to his family, attending family barbecues, and watching his grandkids play. Ryan is preceded in death by his parents, Mark and Elizabeth Cook. He leaves behind a rich legacy through his surviving family: his brother, Jeffrey Cook (Jeanne); Sarah Cook; his children, Mariah Smith, Colin Cook (Sara), and Caitlin Gamache (Chris); his niece, Casey Wilson; his nephew, Dylan Cook; and his five beloved grandchildren, Thomas, Jefferson, Cora, Sadie, and Callie. Ryan will be laid to rest alongside his parents in a private family ceremony. Dad, as we bid you farewell, we are endlessly grateful for the joy we shared in the sun, the shelter we found in the storms, and the moments we were lucky enough to laugh together. Your love, your laughter, and your memory will echo in our hearts forever.

Wildfire smoke settles over Modoc County as haze expected to continue

Smoke drifting into northeastern California from wildfires burning across the region is creating hazy skies and periods of degraded air quality across Modoc County, with conditions expected to remain unsettled through much of the week. The smoke is drifting into

Modoc County primarily from fires in southern Oregon and the Pacific Northwest, rather than from a single large wildfire. Fires in Northern California and northwestern Nevada also are contributing to the conditions. Regional winds are pushing smoke south into

Northern California. Local terrain and overnight atmospheric conditions can then trap smoke near the ground, producing noticeable differences in air quality between communities and from one part of the day to another. Air quality in Modoc County

has been in the moderate range, although residents may experience periods of heavier smoke depending on local wind and atmospheric conditions. Some improvement could come later in the week as stronger afternoon winds help disperse smoke, though

conditions remain dependent on regional wildfire activity and changing winds. Residents should continue to monitor local air-quality readings, particularly during periods when smoke becomes more visible or the smell of smoke increases. People who are especially sensitive to wildfire smoke, including children, older adults and people with respiratory conditions, should consider limiting prolonged outdoor activity when air quality deteriorates. Smoke conditions can change quickly as fires grow or diminish and as wind direction and atmospheric conditions shift. For Modoc County residents, the most reliable indication of current conditions will be local airquality monitoring rather than the appearance of smoke alone, since visible haze does not always correspond directly to the measured concentration of fine particles in the air.

Modoc Schools Gear Up for First Day: Schedules, Requirements, and Key Dates for Parents Modoc Joint Unified School District students will return to classrooms Thursday, Aug. 20, 2026, as local schools finalize preparations for the new academic year with a series of orientations and community events. The district will kick off the season Wednesday, Aug. 19, with activities scheduled across all three Alturas campuses. Alturas Elementary School will host its Back to School Night on Aug. 19 from 4 to 5 p.m., inviting families to gather on the blacktop before touring classrooms under the theme “Stronger Together. Brighter Tomorrow.” Simultaneously, Modoc High School will conduct its “Brave Launch” orientation. The high school schedule begins at 4 p.m. in the gym with a new student orientation led by leadership and staff. At 5 p.m., families can receive assistance with registration and Aeries, pick up schedules, and explore club opportunities in the library and quad, while the MHS Athletic Boosters host dinner. Modoc High School Students Explore College Life During Upward Bound Summer Program

The Modoc High School Upward Bound Summer Program recently completed its five-week session, focused on academic preparation and college exploration. Program advisors Chantz Witt and Kenadee Witt led the activities. The program began with a residential week at California State University, Sacramento, where students lived in campus dormitories. Students toured Sacramento State and American River College, visited the Sacramento State Planetarium, and toured the Google and Apple campuses. For the following three weeks, students participated in college-level coursework and enrichment activities on the high school campus. The curriculum included STEM concepts, vision board creation, and life-planning workshops intended to build college readiness.

The session concluded with a travel week in Southern California. The itinerary included San Diego State University, the San Diego Zoo, Balboa Park, and Mission San Juan Capistrano. Students also visited the Santa Monica Pier, Venice Beach, and the Griffith Observatory. The trip ended at Disneyland, where students attended a Disney Imagineering STEM workshop before visiting the theme park. The 2026 program aimed to provide students with academic exposure and practical college experiences. The Governing Board estimates that this proposed change will affect up to 1,300 individuals enrolled in Connect to Care. It is estimated that up to $5 million in county funds will be saved annually as a result of this change. This proposed change will take effect on January 1, 2027. (2) Change CMSP Program Eligibility Requirements CMSP is a full scope health benefit program serving eligible residents of the 35 CMSP member counties. CMSP clients are documented or undocumented individuals who are CMSP county residents, not pregnant, aged 21-64, with income levels up to 300% of the Federal Poverty Level, who have assets not exceeding $20,000 individual/$30,000 couple exclusive of a primary residence and one vehicle. Due to the expected influx of residents requiring health care in CMSP counties, it is proposed that the following program eligibility requirement changes be made. (a) Reduce CMSP eligibility to 200% of the Federal Poverty Level. Currently individuals with incomes up to 300% of the Federal Poverty Level may be eligible for CMSP. The estimated cumulative cost savings and number of individuals affected by this proposed change are indeterminable but are expected to be significant. (b) Reinstate full monthly share of cost for all applicants with no reduction in payment amount. Currently CMSP members receive a 75% reduction in the calculated share of cost. The estimated cumulative cost savings and number of individuals affected by this proposed change are indeterminable but are expected to be significant.

(c) Establish no share of cost for individuals up to 100% of the Federal Poverty Level. Currently individuals with incomes up to 138% of the Federal Poverty Level may be eligible for CMSP without a share of cost. The estimated cumulative cost savings and number of individuals affected by this proposed change are indeterminable but are expected to be limited. (d) Reinstate the requirement that CMSP eligible applicants who may be otherwise eligible for Covered California apply during its open enrollment. Currently, CMSP eligible applicants are not required to apply for Covered California during its open enrollment period. The estimated cumulative cost savings and number of individuals affected by this proposed change are indeterminable but are expected to be limited. (e) Set the asset limit to $10,000 individual/$20,000 couple, exclusive of a primary residence and vehicle, and apply the asset limit to all CMSP applicants.
