Community Rallies Behind Adin Supply Owners Facing License Denial

The owners of Adin Supply Company are facing the potential closure of their business after the California Department of Alcoholic Beverage Control denied their application for a beer and wine license.

Frank Castaneda III and his wife, Mariana, purchased the store in April with the goal of restoring it as a community general store. Three months later, that vision is in jeopardy.

After his release, he completed a year of strict parole and relocated to Adin to be near family as his parole became less restrictive due to the vast improvement he made.

Mariana Castaneda cannot apply for the license in her name because of her husband’s association with the business, according to the couple.

homey environment. They emphasize customer service, quality food and local products. Regulars say the shelves are fuller, the atmosphere is warmer and the owners know customers by name. Their plans include expanding the grocery section to make everyday staples more available and broadening offerings to include hardware, clothing and sporting goods.

On July 29, Castaneda announced the denial of the license application, which was linked to his 2003 felony conviction for armed robbery. Beer and wine sales account for a significant portion of the store’s revenue, and the temporary license expired Friday.

While the store’s future remains uncertain, the owners expressed determination to endure. According to Alturas Planning Commission minutes from March 14, 2018, the city approved a use permit for a threephase retail project north of the Department of Motor Vehicles, with access from Highway 299 (West 12th Street) and North West C Street. The project was proposed by Blackpoint Group, Inc. and anchored by a 16,000-square-foot Grocery

The 2018 report described the project in three phases. Phase 1 involved construction of a 16,000-square-foot Grocery Outlet, along with site improvements such as paving, landscaping and drive aisles around the store. Phase 2 included a 6,825-square-foot retail building that could house up to three tenants, and Phase 3 called for a 3,000-square-foot quick-serve restaurant with a drive-through window. A total of 125 off-street parking spaces were proposed for the full buildout. The minutes also note that the use permit allowed a generous time frame for construction: Phase 1 was

to be built within five years of the use-permit approval, Phase 2 within 10 years, and Phase 3 within 15 years. Failure to complete the plan within those time limits could nullify the permit. Phase 1 has been completed. The Grocery Outlet is now open and operating, meaning the developer met the initial five-year deadline that ran through 2023. However, the additional retail building and the quickserve restaurant outlined as Phases 2 and 3 have not yet been built, prompting questions in the community about whether the remainder of the project is still moving forward.

IT HAS BEEN an exceptionally hot, dry summer for Modoc ranchers. Adding to their miseries this summer is the appearance of hordes of grasshoppers that are consuming tons of alfalfa in Surprise Valley… A candy factory and bakery has been established in Alturas by E. HOUSEWIVES in Modoc County can expect increases in the prices they pay for food over the counter, but in

most instances the increases won’t be as dramatic as increases elsewhere in the nation. The most immediate local increase promises to be on eggs, poultry and pork, with an anticipated drastic rise in the price of beef when the freeze on beef ends August 13. The Phase 4 trial balloon launched by the Nixon administration this month hits hardest on the retail grocer. Primarily, that thump is derived from the phraseology of Phase 4 that: The food industry might be expected to absorb some increased cost rather than pass them through. Most local grocers believe that a cost-absorption program could be ruinous.

Dear Mr. Editor,

How about a Challenge Coin Thursday slot. Challenge Coins are supposed to make you think and reflect in a positive way, something to draw inspiration from.

Here is a Challenge Coin I received while I was District 3 Commander for the American Legion, largest Veteran organization in the State of California.

My District was Modoc, Lassen, Plumas, and Sierra counties. We were ranked 30th in the state dead last.

Even though I can’t drive, with lots of help, in the second year of my term. My team was able to bring our district up to a #2 state ranking.

Does anyone else have a Challenge Coin and story they would like to share?

You, Modoc County!

That means the remaining phases are still within the time frames contemplated when the project was first approved, even though there is currently no firm construction schedule.

According to city officials, the second and third phases have not yet come to fruition, and there is currently no anticipated timeline for their development. If those deadlines are calculated from the March 2018 approval date, the 10-year window for Phase 2 would run through 2028 and the 15-year window for Phase 3 would run through 2033.

Important Update to Lassen County Bail Procedures

The Lassen County District Attorney’s Office warned local residents Thursday that a recent California Supreme Court ruling will force local courts to release nonviolent felony suspects shortly after arrest, often without requiring cash bail or pretrial supervision.

The April 30 ruling, In re Kowalczyk, mandates that criminal defendants cannot be held without bail unless they are charged with specific severe offenses outlined in Article I, Section 12 of the California Constitution. Those exceptions are limited to capital cases, felony acts of violence where release poses a threat of great bodily harm, sexual assault, and felony threats of violence.

For all other criminal offenses, the court held that judges cannot set bail at an amount the accused cannot afford, ruling that insurmountable bail amounts constitute illegal “de facto detention”.

While the ruling places the burden on defendants to prove they cannot afford bail, local prosecutors say courts

statewide are interpreting the decision broadly— releasing suspects on their own recognizance if they demonstrate an inability to pay.

District Attorney officials expressed concern over the practical impact on rural communities, warning that suspects arrested for residential burglary, firearm offenses, felony DUI, child abuse, drug sales, stalking, and domestic violence may now be released within hours of arrest without financial conditions or court supervision.

“Our office disagrees with the broad interpretation of this decision,” the District Attorney’s Office said in a statement. “We continue to take the position that courts can still set bail in all cases, but agree that they must do so in an amount that is attainable by the defendant.” Prosecutors argued that courts are conflating a defendant’s financial status with their ability to post bond. Officials pointed to a recent local case where a defendant qualified for a

public defender based on low income, despite having previously posted $25,000 bail in four separate active felony cases.

Under state law, custodial status is set exclusively by judicial officers, not law enforcement agencies or prosecutors. The District Attorney’s Office stressed that while prosecutors argue positions on bail amounts, judges make the final determination on release conditions.

“Our office will continue to maintain the position that—in cases where warranted—bail should be set at an amount to protect the safety of the community or a particular crime victim, and ensure the defendant’s appearance in court,” the office stated.

In future bail requests, local prosecutors said they will evaluate the severity of the offense, the defendant’s criminal history, past failures to appear in court, and whether alternative safety measures are sufficient to protect the public.

Building Readiness: Alturas Firefighters Plan

New Gym to Boost Retention

Authorities Seek Reno Man Who Removed Ankle Monitor, Fled Area

The Alturas Rural Fire Department is launching a recruitment and retention initiative as regional volunteer fire departments continue to face staffing shortages.

Chief Sweet said the department is developing a strategy to support current personnel while attracting new volunteers. The plan focuses on improving the professional environment and increasing benefits for those serving the Alturas community.

A primary element of the strategy is the construction

of an on-site fitness facility.

Department officials said physical conditioning is essential for the demands of firefighting, and a dedicated gym would serve as a critical resource for firefighter health and operational readiness.

The facility is intended to help improve retention by providing a tangible benefit to volunteers who manage significant time and physical commitments. According to a statement from the department, stronger, healthier firefighters are

better prepared to serve the community safely and effectively.

The Alturas Rural Firefighter Association is seeking $20,000 to purchase equipment for the gym. The association is accepting contributions to fund the project, which officials described as an investment in the sustainability of local emergency services.

Contributions may be sent to the Alturas Rural Firefighters Association, 310 N. Rine St., Alturas, California 96101.

TEACH Adult Education Awarded $10,000 Dollar General Grant

TEACH Adult Education in Alturas was awarded a $10,000 grant from the Dollar General Literacy Foundation, marking the third time the program has received funding from the national organization.

“At a time when educational funding is being cut, this grant allows us to continue providing important services to our students,” said Sarah Merrick, Program Director for TEACH Adult Education.

The foundation awards funds to nonprofit organizations, schools, and libraries within a 15-mile radius of a Dollar General store. Merrick noted that TEACH Adult Education is one of only eight organizations in California selected to receive funding this year.

This local grant is part of the Foundation’s more than $10.6 million donated to support adult, family, and summer literacy programs in the forty-eight states

in which Dollar General operates. With this year’s grants, the Dollar General Literacy Foundation has now helped more than 20 million individuals pursue their educational dreams since its inception in 1993.

TEACH Adult Education provides opportunities for adults who, because of life’s circumstances, were unable to earn a traditional high school diploma, helping them pursue higher education, better employment opportunities, and personal goals. The grant, which is the maximum amount awarded, will expand educational opportunities for Modoc residents by supporting high school diploma completion, English as a Second Language (ESL) instruction, and

digital literacy classes. The funding will also help provide students with the resources and technology they need to build the skills necessary for success in higher education, employment, and everyday life.

The fund was established in 1993 by former Dollar General CEO Cal Turner Jr. in honor of his grandfather and company co-founder, J.L. Turner. Growing up on a farm, J.L. Turner had only a third-grade education and struggled with literacy throughout his life. Inspired by his grandfather’s experience, Cal Turner Jr. created the foundation to help others overcome similar educational barriers.

Funding for the foundation comes in part from customer

donations collected at Dollar General checkout registers. The next time you shop at Dollar General, take a moment to round up your purchase and know that every penny you donate will make a real difference in someone’s life. Together we can make a positive impact on literacy rates in our community and empower individuals through the gift of knowledge.

“We are grateful to the Dollar General Literacy Foundation for its continued support of our students and our mission,” Merrick said. “This grant will help us continue providing life-changing educational opportunities to adults in our community.”

Travel with Confidence: 7 Smart Tips for Older Adults on the Go

Dr. Damanpreet

Summer and fall are peak travel seasons for many older adults – whether that means soaking up the sunshine, visiting loved ones or finding a cooler place to unwind. With a little preparation, your trip can be just as smooth as it is enjoyable.

The key is thinking ahead in a few simple ways so you can focus less on logistics and more on the experience.

1. Start with a quick health check-in

Before you go, connect with your health care provider – especially if your trip involves long travel days, more physical activity or a time zone change. It’s a simple step that can help you plan ahead, adjust anything needed and avoid surprises while you’re away.

2. Pack smart – and keep essentials close

If you are flying, medications should always go in your carry-on bag, in their original containers, with a few extra days’ supply in case plans change. It’s also helpful to keep a short list of medications, health conditions and emergency contacts with you regardless of

your mode of travel. This can make a big difference if you need care while away from home.

3. Know your coverage and have a backup plan

Take a few minutes to understand what your health plan covers when you’re out of town –and consider travel insurance for added peace of mind. Sharing your itinerary and key details with a trusted friend or family member is another easy way to help stay protected.

4. Keep moving and stay hydrated

Long flights, road trips or train rides can mean more sitting than usual. Make it a point to stand, stretch or walk when you can. And drink water regularly; travel can be more dehydrating than you think, especially on planes.

5. Build in time to rest

It can be tempting to jam-pack your schedule, but leaving room to recharge helps prevent fatigue and keeps your trip enjoyable from start to finish. A little flexibility can go a long way if your energy level shifts day to day.

6. Choose safety and comfort over convenience

Where you stay and how you get around matters. Welllit areas, walkable spaces and

UNSECURED TAXES DUE

accommodations that meet your needs can help reduce stress and lower the risk of falls or injury.

7. Listen to your body and adjust as needed

New climates, different foods and changes in routine can all affect how you feel. Pay attention to your energy, sleep and hydration, and don’t hesitate to slow down or tweak your plans along the way.

Bottom line:

Travel doesn’t have to be complicated to be rewarding. A little preparation can help you stay healthy, safe and confident –so you can fully enjoy the journey, wherever it takes you.

On July 14, the Modoc County Farm Bureau hosted Dan Durheim, the first chief operating officer of the California Farm Bureau. Durheim joined the organization in July 2024, where he focused on strengthening the organization while managing operations and strategic direction.

With a background in agriculture, Durheim grew up in a rural Minnesota community and was involved in 4-H and FFA. He earned a bachelor’s degree in agriculture education and development from the University of Minnesota. Durheim previously

held leadership positions within the Minnesota Farm Bureau and served nearly 18 years with the American Farm Bureau in various roles, including executive director of industry affairs, foundation executive director and director of program development. Most recently, he was associate vice president of sponsor relations for Nationwide Insurance, where he built relationships with state Farm Bureaus, including the California Farm Bureau.

The Northern California tour focused on rural economic development. In Modoc County, the visit highlighted the Shared Stewardship Program, the Wild Horse Program, public land, grazing lands and the partnership with the University of California Cooperative Extension in Modoc County. The Modoc County Farm Bureau is unique compared to other

counties because of its involvement in working land management and the breadth of programs it coordinates. Attendees included Sean Curtis, Modoc County Farm Bureau president; Cassie Oyarzun, the bureau’s first vice president; Betsy Ingraham, executive secretary; Laura Snell, University of California Cooperative Extension Modoc County director; Shane Star, Modoc County supervisor; Ned Coe, regional manager; and Jamie Wheeler, county manager.

DRAFT INITIAL

STUDY / PROPOSED MITIGATED NEGATIVE DECLARATION

Draft Initial Study/ Proposed Mitigated Negative Declaration (IS/MND) for the proposed Surprise Valley Geothermal Exploration Project (UP 2025-02) is now available for review. More information is provided below.

NOTICE IS HEREBY

GIVEN that the County of Modoc (County) has prepared an Initial Study and Proposed Mitigated Negative Declaration (MND) pursuant to the California Environmental Quality Act (CEQA) for the project described herein. A MND is a statement that the project will not result in a significant adverse effect on the environment.

The Modoc County Planning Commission will consider adoption of the MND at a future noticed public hearing before the Commission.

Project Location: The proposed facilities would be located within the Lake City USGS quadrangle in sections 12, 13, and 24 Township 44 north Range 15 east; on APN 026-080-018; APN: 026100-004; APN 026-100-014; APN 026-100-006; and APN 026-100-008. The proposed development areas are leased to the Applicant by various private landowners. The Project area is relatively flat and presently used for the production of alfalfa or associated agricultural facilities.

Related Zoning and Uses: The well pads would occur in areas designated as Prime Farmland, Farmland of Statewide Importance, Farmland of local importance or Grazing land by the California Department of Conservation (CDOC). The Project parcels are zoned as Unclassified and general land use designation is Exclusive Agriculture or Exclusive Agriculture/ General Agriculture. APN 026-100-004-000, APN 026080-009-000, APN 026-100014, APN 026-100-008, and APN 032-030-001 are under Williamson Act contracts.

Description of Project: The Applicant proposes to develop up to eleven geothermal test wells southwest of Upper Alkali

Lake, and 1.85 miles north of Lake City within the Surprise Valley region of Modoc County. Specifically, the Project involves the development of up to eleven geothermal test wells on nine well pads drilled to a depth of 3,000-5,000 feet. During installation, each well pad would accommodate a drilling rig, support equipment, portable bathroom, baker tanks, and project vehicles. Well testing would consist of flowing the exploration well into baker tanks stationed on the well pad and monitoring the captured geothermal fluid for temperatures, pressures, flow rates, chemistry and other parameters. Three new access roads would be developed to access well pads. The proposed access roads would stem off from Surprise Valley Road to the well pads. Existing access roads may require improvements to accommodate transportation of well and drilling equipment. Improved roads may be widened and surfaced as needed.

Primary access to the general Project area is provided by Surprise Valley Road which travels north and south through or adjacent to Project parcels. Existing agricultural roads stemming from Surprise Valley Road provide access to individual well pad development sites and will be improved as necessary to accommodate the proposed development. Up to 1.2 miles of new access roads would be developed to provide direct access to the well pads.
