Proposal to Reduce Main Street Lanes Draws both Support and Concern

Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE

A proposal to convert Main Street from four lanes to three drew both support and concern during the City Council meeting on April 21.

Jim Richardson, an engineer with the Modoc County Road Department, presented the concept as part of a future Caltrans project expected in 2027-28. The plan would reconfigure the road to two travel lanes with a center turn lane.

enforcement. They added a more pedestrian-friendly downtown that could attract visitors and support local businesses, with space for outdoor seating and public art.

“A safer, more attractive Main Street can encourage people to stop and spend time here,” one resident said.

Richardson linked the proposal to the county’s “Modoc Moves” planning grant, which focuses on improving walking, biking and accessibility.

Richardson cited examples from other communities where similar changes reduced collisions and boosted economic activity, though he noted Alturas differs in size and conditions.

The meeting drew a large crowd. Richardson’s 30-minute presentation was followed by about two hours of public comment, much of it focused on pedestrian safety.

He said time is limited for changes to be considered.

The CAL FIRE Lassen Modoc Unit, in collaboration with the Modoc Fire Safe Council and Alturas Elementary School, recently led a vital Fire Prevention Week program for local students. Focusing on this year’s theme, “Charge into Fire Safety: Lithium-Ion Batteries in Your Home,” students received handson training inside the

“Caltrans wants to go out to bid this fall or winter,” Richardson said. “If we want to change anything, we have a very short window.”

Richardson said the current four-lane design creates long crossing distances and visibility issues, particularly for children, seniors and people with disabilities.

Several residents, including students, described frequent near misses while crossing Main Street, especially near the high school. A student survey presented at the meeting found many feel unsafe walking downtown, with some reporting close calls with vehicles.

They gained essential knowledge on battery safety, evacuation strategies, and overall fire preparedness, in addition to learning about the dangers of playing with fire equipment and understanding firefighter fitness and gear. This community-focused initiative, shared by the CAL FIRE Lassen Modoc

City officials and some residents raised concerns about costs, especially for features not covered by Caltrans, such as curb extensions and maintenance. With a limited budget and declining population, officials said the city must be cautious about new expenses.

Traffic flow was another concern. Some residents said fewer lanes could create backups, particularly during peak periods or when large trucks pass through town.

Emergency response also was discussed, with concerns that fewer lanes could slow fire, ambulance and law enforcement vehicles.

Speakers also shared personal experiences, including incidents involving wheelchair users and pedestrians narrowly avoiding collisions.

Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces. The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and

leadership, while event listings will provide information on parades, ceremonies and other gatherings. Readers will also find details on organizations offering assistance with health care, education and employment, as well as volunteer opportunities and donation drives.

The discussion highlighted a gap between official data and public perception.

Officials cited relatively low numbers of recorded accidents, while residents emphasized frequent close calls and reluctance to walk downtown.

Richardson said a threelane design could handle significantly more traffic than current volumes, including peak periods. He

He said the design would work well with added safety features such as curb extensions and pedestrian islands, while also creating space for parking changes and small-scale uses like

The guide aims to provide both inspiration and practical resources, ensuring local stories of courage and commitment are remembered and celebrated.

Richardson said the change could modestly slow traffic, improving safety and making it easier for drivers to notice downtown businesses.

Despite that, he cautioned that making changes within the current Caltrans timeline will be difficult and could require city funding, which is not currently budgeted.

If the council revisits the issue, Caltrans has indicated it could allow limited additional public input before finalizing plans.

The debate reflects a broader question for Alturas: whether Main Street should remain a high-through route for vehicles or shift toward a more pedestrian-oriented downtown.

Letter to the Editor

Dear Editor,

Vaudine Cullins, thanks for your commentary in the Modoc Record. You refer to the pickup with political slogans on main street as being false and misleading. This mighty messaging truck, as we refer it to, belongs to our Indivisible Organization. Indivisible is a nonpartisan political group trying to bring truth and discourse back into our politics. Currently there are two main messages on the mighty messaging truck; first message ($$$ corrupts our government), (Legislative, Judicial, Legislative), (clean it up); second message (USA is $39 trillion in debt and growing). I see no false and misleading messages being displayed. Do you believe that our government is not corrupted by money? Do you believe that the United States is not $39 trillion in debt? These are facts that are easily proven.

The political discourse in this country has devolved into tit for tat with no common effort to find even the most basic facts. I welcome any format to bring honesty and truth back into the political discussion. Indivisible promotes honest thought and solution orientated discourse.

Terry Olson

Dear Editor,

Right under my missive printed in the April 23rd Record were two letters, one from a certain Vaudine Cullins, and the other by a certain Betty Baker. I do not know either of these two people, but I concur with most of what they opined, though Betty Baker’s missive was too vague in where she actually resides on key issues. Her letter was warm-and-fuzzy feel good, which I’m not mocking, but good feelings don’t solve serious problems.

Vaudine Cullin’s letter struck a resonating chord in me as I too have been vilified, dismissed, and canceled by left-leaning editors. In 2009 after I returned from a climate symposium in England where I met some of the most brilliant anti-AGW (anthropogenic global warming) scientists in the world, I reached out to the editor of a publication and offered to submit an article (not a mere letter) regarding why humans are not causing “climate change”. The editor of that publication, an outspoken leftist, said to me verbatim, “People like you should be silenced by any means possible.” I took that as a violent threat, and I told him if I had a recording of our conversation I would pursue legal action against him. But karma got him, he was fired two years later. During my college years as I pursued degrees in geology and engineering, I took one semester of journalism out of curiosity. I’ve always been interested in the reporting of truth to the public. The journalism professor made no secret that he was a hard-core liberal, but he drove home the point that true journalists do not inject their personal opinions and beliefs into the story at hand. He told us that journalists that taint their reporting with their personal bias are not true journalists, they are propagandists. Enough said.

Dear Editor,

Judge Harr Is The Right Choice

I recently endorsed Judge Harr to retain his position as Superior Court Judge and because he is relatively new to our community and not very well known, many of you have asked me why? Bottom line, I believe Judge Harr is the most qualified candidate for the reasons set forth below:

Judge Harr is the only candidate with actual “judicial experience”. I know from personal experience that a Judge and a Lawyer serve very different roles in the judicial system and there is no better training for being a judge than actually serving as a judge;

Judge Harr is the only candidate that showed his interest and commitment to serving as judge by applying for the job that I retired from back in September 2023;

Judge Harr is the only candidate that has been thoroughly vetted for his qualifications to serve, including not only his legal knowledge but more importantly every aspect of his character and demeanor relevant to being a judge. Just completing the lengthy appointment application is itself a significant commitment and if you are fortunate enough to get a referral to what is called the “Jennie Commission” (a state agency that evaluates appointments to the bench) you get to spend a day being interviewed by a panel that has investigated every aspect of your professional and personal character and abilities as it relates to being a judge. If you get a favorable recommendation from the Jennie Commission, the final step is an interview at the State Capitol with the Governor’s Judicial Appointments Secretary. It is truly hard to describe the level of vetting for the job Judge Harr has gone through, but thorough is an understatement; There is a long standing tradition in the legal profession that you do not challenge a sitting judge to a popular election unless he or she is not doing their job. By all accounts, Judge Harr is doing his job with integrity, impartiality, courtesy, and respect and I am supporting him as the incumbent.

Respectfully Submitted,

Hon. Francis “Fritz” Barclay Modoc Superior Court, Retired

Obituaries

John Richard Tvrdevich was laid to rest with military honors at Arlington National Cemetery in Washington, DC, on April 16, 2026. He was born on October 18, 1940, in Taft, California, to Dick Tvrdevich and Maria Bojorquez Tvrdevich. He passed away on March 10, 2023, in Fallon, Nevada, and entered his eternal home with his Lord and Savior, Jesus Christ.

After graduating from high school, John enlisted in the United States Navy in December 1958. He served his country with pride and distinction for 21 years as an aircraft repair technician, serving in numerous units and locations throughout his career. He especially valued his service aboard aircraft carriers during the Vietnam War. John retired from military service in December 1979 at the rank of Senior Chief Aviation Machinist Mate (ADCS). His awards and commendations included four Good Conduct Medals, the Combat Action Ribbon, the Humanitarian Service Medal, the Vietnam Service Medal, the Vietnam Gallantry Cross, the Vietnam Armed Forces Meritorious Unit Citation, the Navy Unit Commendation, and the Meritorious Unit Commendation.

In 1977, John married Teresa Herrera, and together they built a life that lasted until his passing. In the early 1980s, John and Teri relocated to Alturas, California, where they became active members of Faith Baptist Church. John went on to serve in a second career in public service, working as a Field Technician for both the USDA Soil Conservation Service and later the Natural Resources Conservation Service, as Water Master for the South Fork Irrigation District, and as a Maintenance Technician for Pioneer Auto Body. He also served his local community as a member of the Alturas Rural Fire Protection District.

John had a deep affection for Baja California, where he spent many fishing trips with friends. This connection led him to join the El Vergel Volunteer Fire Department in

San Felipe, Baja California, where he served for many years as a training officer and translator, being fluent in Spanish. He was also instrumental in supporting several Rotary International projects through the Rotary Club of Alturas, helping to provide fire engines and equipment for the El Vergel Fire Department, as well as supporting a middle school classroom addition project in the nearby community of Ejido Delicias.

John was a man of great integrity who had a heart for people and never missed an opportunity to be of service. His life reflected his guiding principle of “Service Above Self,” which was recognized through a Rotary International Paul Harris Fellowship, and he was honored as a proud Honorary Rotarian of the Alturas Rotary Club. Above all, John was a devout Christian whose life reflected his deep faith and love for the Lord.

John R. Kerr, a lifelong resident of Alturas and dedicated community servant, passed away peacefully on April 24, 2026, at the age of 85.

Born on July 23, 1940, John grew up in Alturas and graduated from Modoc High School in 1958 as Student

Body President. He went to Shasta College for one year and graduated from the San Francisco College of Mortuary Science in 1960. John was a proud fourthgeneration funeral director in the Kerr family, continuing a legacy of care and service to the community. His life’s work reflected compassion, integrity, and a deep commitment to helping others during their most difficult times.

John devoted much of his life to public service. He served honorably with the Alturas Fire Department for 47 years, demonstrating courage and unwavering dedication. He was also an active member of the Alturas City Council and contributed his time and leadership to the Alturas Planning Commission.

John was involved in numerous civic and service organizations, including the 20-30 Club, Elks Lodge, Rotary Club, Junior Chamber of Commerce, and the Northern California Funeral Directors Association. His passion for local heritage and tradition was evident through his involvement with the Modoc Tribe Ride, where he served as President from 1995 to 1996 and later as Trial Boss for three years. He was also a member of the Warner Mountain Rodeo Association. As a youth, John attended the very first Blue Lake Camp, a memory he cherished throughout his life.

John had a great sense of humor and was known for bringing smiles to those around him. He loved the outdoors and found joy in fishing, hunting, and camping, as well as riding his horse in the mountains—places where he felt most at home.

of marriage with his beloved wife, Patricia (Weber) Kerr. Together, they built a life centered on love, family, and community.

He is survived by his wife Patricia; his children, Jeffrey Kerr and Cheryl Kerr Knoch; his grandchildren, Sierra Kerr Server (Matthew), Courtney and Melissa Knoch; and his great-grandchildren, Nickerson and Wrenley Server; his cousin Christie Ponciano and Niece Jami (Kerr) Thibodeau.

Support Grows for Fort Bidwell Restaurant as Owners Weigh Closure

For more than eight years, Pete Newel has operated the Fort Bidwell Hotel and Restaurant with Krystal Whitaker. Known for his culinary skills, a menu often featuring locally raised meats and a welcoming atmosphere, the establishment has become a community favorite. Though it is a considerable distance from many parts of Modoc County, many say the food is worth the drive.

In addition to the restaurant, the pair manage the hotel, renting out oldfashioned rooms to guests. They also have organized the community Easter egg hunt, operated the local food shelf, seed bank and lending library, and contributed significantly to annual events such as the Haunted House and Christmas Tractor Parade.

On April 15, Newel announced the business would likely close, citing an economic downturn over the past year and an upcoming rotator cuff surgery scheduled for early May. He said there is no feasible way

to continue operating as it stands.

“When we close for the surgery, we are not planning to reopen at this point unless something drastically changes between now and then,” Newel said.

A slow transition from winter into spring has further strained the business as it faces a potential five-week closure during his recovery.

Following the announcement, community members expressed an outpouring of support, sharing memories of the restaurant and hope for its future.

Whitaker has launched a GoFundMe campaign seeking assistance to help sustain the business through this period, with the goal of reopening after Newel recovers.

“Any contribution toward our goal of keeping the business would be greatly appreciated,” Whitaker said.

She added, “While we will be taking our own action to try and cover what we can, we are in a very difficult spot in terms of trying to continue

keeping the restaurant running and remain a part of the community that we love.”

A lasagna dinner and dessert auction to benefit the Fort Bidwell Hotel and Restaurant will be held Saturday, May 2, at the Fort Bidwell Civic Club.

The event begins at 5 p.m. and will feature a handmade lasagna dinner prepared by the Fort Bidwell Hotel and Restaurant. Tickets are

$15 for adults and $10 for children.

Dinner includes lasagna, salad, a garlic knot, a drink and a cookie.

A silent dessert auction will also take place, featuring a variety of handmade desserts from the restaurant.

If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER:
