WHAT COMES AFTER THE BUNNY

The Modoc County

By: Shaelene Tims
Easter weekend brought families together across the county for events big and small. From public hunts to quiet moments at home, people found ways to celebrate the holiday in their own style.
The Alturas Lions Club hosted its annual Easter egg hunt, drawing kids and parents to search for colorful eggs and prizes for more than 35 years now. In Fort Bidwell, the community gathered for its own hunt, keeping local traditions alive. Cedarville’s VFW chapter offered both an egg hunt and a shared dinner, giving neighbors a chance to connect over a meal.
At Surprise Valley Elementary, staff helped organize egg hunts for preschool and elementary students. The kids scattered across the school grounds, laughing and racing toward plastic eggs tucked into grass and under trees.
The Easter Bunny made his rounds, showing up at events and even a few home celebrations, from what we heard.
Easter has been observed for centuries as a Christian holiday marking the resurrection of Jesus. Over time, customs like egg hunts and the Easter Bunny became part of the celebration, blending religious and seasonal traditions.
No matter how people chose to mark the day, this year’s Easter brought out a shared feeling: making time for others, enjoying spring, and creating memories that will last.

That’s the message Superintendent Tom O’Malley wants to make clear. As debate swirls around the future of the U.S. Department of Education and rural schools across the country brace for funding cuts, Modoc Joint Unified isn’t sounding the alarm. It’s doubling down on what it does best: planning, adapting, and putting students first.
O’Malley says Modoc Joint Unified has always weathered changing politics, budget cliffs, and disappearing federal aid. Even if every federal dollar disappeared tomorrow, he insists, the district would still find a way to keep things
running. Inside the district office, Business Manager Nikki Guzman is the one keeping it all in balance. In conversation, Guzman recalls policy details and budget figures the way most people recite their own phone number — clear, confident, and precise. Her command of funding rules and regulations gives the district a steady hand in uncertain times. But that doesn’t mean Modoc Joint isn’t feeling the strain. One of the latest blows came from Washington, when Congress passed its budget and quietly left out the Secure Rural Schools (SRS) program — a move that cost the
District roughly $400,000 out of the nearly $1.5 million received by Modoc County. That money would have gone toward one-time, highimpact needs: replacing roofs, buying buses, or updating outdated equipment.
O’Malley called it a clear loss for the county, especially since the funds weren’t intended for daily operations but rather to shore up long-deferred priorities.
There are state-level pressures too. In 2023, Governor Gavin Newsom signed legislation requiring all newly purchased school buses in California to be zeroemission by 2035. While the policy aims to reduce
emissions, it poses serious challenges for rural districts like Modoc. After careful research, the district declined related grant funding.
The proposed electric buses didn’t perform well in cold weather, couldn’t handle steep mountain passes, and the heaters deplete the batteries
rapidly — a dangerous risk on freezing winter mornings.
So while debates continue in Washington and Sacramento, Modoc stays focused on its students. The sentiment is simple: decisions made far away rarely fit the needs of places like this. But as long as there are
kids in
“Even if every federal dollar disappeared tomorrow, we’d still find a way to keep things running.”

Dear Editor:
It sems no matter what news source you listen to there is mounting concern about the present administration. The big concern is tariff actions. Tariffs are ultimately a tax on the consumer, you. The tariff trade war with China and other countries we buy from is resulting in a drastic stock market decline.
While shopping locally and reading labels of canned fruit, I see that many are products of China. Also, many items made in the U.S. depend on imported parts that are subject to import tariffs. Disconcerting to many of us is the unpredictability of what is coming next. U.S.A. farmers who export commodities outside of the U.S. are caught up in this uncertainty. For example, soybean farmers are losing their overseas markets to other countries. Many economists say that high tariffs will lead to higher inflation. It is hard to find any product, U.S. or foreign tat will not be affected.
There are those who suggest this could led to corruption by some who have power and leverage. Another grave concern is the rule of law and the preservation of constitutional human rights and the freedom of assembly.
Across our nation millions have gathered together to make their voices heard – this must NOT be suppressed! In cities and towns, citizens will gather again.
We invite all to join us for a non-partisan gathering at the front of the Veterans Building in Alturas on Saturday, April 26 at 1 p.m. If it rains, we will meet at the Food Hub on North Main Street.

The Modoc Fire Safe Council (MFSC) is proud to continue its annual Defensible Space Program, a vital operation that has been safeguarding our community since 2004. This program aims to increase wildfire preparedness and protect homes, property, and natural resources in the community.
Creating defensible space around your property offers numerous benefits, including increased safety by reducing the intensity and spread of wildfires near your home. It helps protect your property by creating a buffer zone that lowers fire risk, while also improving conditions for firefighters, giving them a safer environment and more time to defend your property.
Operating under the name Landowner Assistance (LOA), this
program is dedicated to helping homeowners create a 100-foot defensible space around their properties, or up to the property line, at no cost. The MFSC’s Defensible Space contractor will undertake various activities to enhance wildfire safety for each home. These activities involve clearing vegetation, debris, and other combustible fuels, pruning trees, mowing ignitable grasses, raking pine needles, removing dry leaves from gutters, cutting down dead trees, and chipping slash piles. The LOA will be open annually from June 1 through October 31, subject to funding availability. To be eligible for the LOA program, homeowners must meet at least one of the following criteria: elderly (60 or older), disabled, low-income, or U.S. military veteran.

On April 11, 2025, over a hundred Indigenous youth gathered at the UC Davis campus for the Transform Your Future Youth Conference, a significant event aimed at informing students about college life and the application process at the university. High school students from Modoc High and Surprise Valley Jr./Sr. High Schools, ranging from 9th to 12th grade, participated in a day filled with valuable insights, activities, and opportunities.
The conference commenced at the UC Davis International Center, where students checked in and were warmly welcomed by Jean Murata, Program Coordinator at the Native American Academic Student Success Center, and Vanessa Munguia, a RISE-MESA alumna. Attendees were treated to a breakfast spread, snacks, college merchandise, and a journal to document their experiences.
A land acknowledgment was delivered by Vanessa Munguia, representing both the NAASS and her Pit River Tribal heritage, emphasizing the importance of recognizing the land on which the conference was held. Following this, students engaged in customizing their journals with materials provided, preparing for an interactive session that would occur later.
The event featured a panel of three current
university students who shared their diverse academic journeys and experiences at UC Davis. Following the panel, there was a bullet journal activity aimed at helping students effectively organize their thoughts and schedules. Presentations on admissions and funding opportunities covered essential information for aspiring college students, including discussions about grants and scholarships. One program highlighted was the CalKids Scholarship program, which offers scholarships to all California-born children. More information can be found at calkids.org.
After the morning sessions, students
embarked on walking tours of the campus, focusing on areas of interest. The RISE-MESA group chose to explore the botany tour, where they learned about the university’s greenhouses and the extensive plant research conducted there.
The tours concluded with a lunch gathering at the Native Nest (University House), where participants engaged in hands-on activities and additional presentations. Among the many participants, Surprise Valley High School students Haywee Saterstad and Rena Linton took part in a medical presentation, where they had the exciting opportunity to compete in a medical-

The campaign was launched following a ruling by the Italian Supreme Court, which quashed a rape conviction because the judges ruled that because the victim was wearing tight jeans, she must have helped her rapist take them off, implying that she had given her consent. The following day, women in the Italian Parliament went to work dressed in jeans in solidarity with the victim.
In 1992, an 18-year-old woman was raped in Italy by her 45year-old driving instructor, who was later sentenced to prison on a rape conviction.

Come and join us at the High School football field! We will be offering complimentary food and drinks.

NOTICE OF PUBLIC AUCTION ON MAY 16-19, 2025 OF TAX-DEFAULTED PROPERTY FOR DELINQUENT
Made pursuant to Section 3692, Revenue and Taxation Code
On January 28, 2025, I, Cheryl Knoch, Modoc County Tax Collector, was directed to conduct a public auction sale by the Board of Supervisors of Modoc County, California. The tax-defaulted properties listed below are subject to the tax collector’s power of sale.
The sale will be conducted at www.bid4assets.com/Modoc starting Friday May 16, 2025 at 8:00 a.m. PT through Monday May 19, 2025, as a public auction to the highest bidder for not less than the minimum bid as shown on this notice. If no bids are received on a parcel during the course of the sale, the minimum bid may be lowered, at the tax collector’s discretion. Research the item prior to bidding. Due diligence research is incumbent on the bidder. The winning bidder is legally obligated to purchase the item.
A computer workstation will be available at the Treasurer and Tax Collector’s office, 204 South Court Street, Room 101, Alturas, California. There is also a Public Computer and Internet access available at the Alturas, Adin, Cedarville and Lookout branches of the Modoc County Library.
Bids may be submitted via the Internet or by fax. Pre-registration is required. Register on-line at www.bid4assets.com or by fax using an offline bid form. For an offline bid form, contact the Tax Collector’s office at (530) 233-6223 or Bid4Assets at 1-877-427-7387.
Bidders must submit a refundable deposit of $500.00 + $35 processing fee to participate in the auction. Bid deposits must be in the form of a wire transfer or certified check and must be in the custody of Bid4Assets no later than Monday, May 12, 2025. The $500 deposit will be applied to the successful bidder’s purchase price. Full payment of winning bid(s) and deed information indicating how title should be vested is required within 3 business days after the end of the sale. Only wire transfers and cashier checks will be accepted for payment. A California transfer tax will be added to and collected with the purchase price and is calculated at $.55 per each $500 or fraction thereof.
All property is sold as is. The county and its employees are not liable for the failure of any electronic equipment that may prevent a person from participating in the sale.
The right of redemption will cease Thursday, May 15, 2025 at the close of business (5:00 p.m. PT) and properties not redeemed will be sold. If a parcel is not sold, the right of redemption revives up to the close of business of the last business day prior to the next scheduled sale.
Parcels that are not sold in the May 16-19, 2025 sale will be re-offered at 8:00 a.m. PT on June 13, 2025 to the closing time on June 16, 2025 on the www.bid4assets. com website.
If the properties are sold, parties of interest, as defined in California Revenue and Taxation Code Section 4675, have a right to file a claim with the county for any excess proceeds from the sale. Excess proceeds are the amount of the highest bid in excess of the liens and costs of the sale that are paid from the sale price. Notice will be given to parties of interest, pursuant to law, if excess proceeds result from the sale.
More information may be obtained by contacting the Tax Collector at 204 South Court Street, Alturas, California 96101, phone number (530) 233-6223, Modoc County’s website: www.co.modoc.ca.us – Departments – Tax Collector, click on link to Tax Sales, or on the web site: www.bid4assets.com/modoc.
PARCEL NUMBERING SYSTEM EXPLANATION
The Assessor’s Parcel Number (APN) when used to describe property in this list refers to the Assessor’s map book, the map page, the block on the map, if applicable, and the individual parcel number on the map page or in the block.
A parcel number, such as 048-523-013-000, is analyzed as follows: 048 would be the map book number, 523 would be map page 52, and block 3 (if the “3” were a “0”, that page would not contain a block), 013 is the parcel number, and 000 is a coded suffix to the parcel number denoting the interest held in parcel 013.
The suffixes used in conjunction with the parcel number are as follows: -000 Total ownership of interest and rights
The maps referred to are available for inspection in the office of the Assessor, 204 South Court Street, Alturas, California, or on the web site: www.bid4assets.com/ modoc.

When making their bids, all bidders except the Secretary must submit a deposit totaling $25,156.43 [10% of the Secretary’s bid] in the form of a certified check or cashier’s check made out to the Secretary of HUD. A deposit need not accompany each oral bid. If the successful bid is oral, a deposit of $25,156.43 must be presented before the bidding is closed. The deposit is nonrefundable. The remainder of the purchase price must be delivered within 30 days of the sale or at such other time as the Secretary may determine for good cause shown, time being of the essence. At the conclusion of the sale, the deposits of the unsuccessful bidders will be returned to them. The Secretary may grant an extension of time within which to deliver the remainder of the payment. All extensions will be for 15-day increments for a fee of $500.00, paid in advance. The extension fee shall be in the form of a certified or cashier’s check made payable to the Secretary of HUD. If the high bidder closes the sale prior to the expiration of any extension period, the unused portion of the extension fee shall be applied toward the amount due. If the high bidder is unable to close the sale within the required period, or within any extensions of time granted by the Secretary, the high bidder may be required to forfeit the cash deposit or, at the election of the foreclosure commissioner after consultation with the HUD representative, will be liable to HUD for any costs incurred as a result of such failure.
The Commissioner may, at the direction of the HUD representative, offer the property to the second highest bidder for an amount equal to the highest price offered by that bidder. There is no right of redemption, or right of possession based upon a right of redemption, in the mortgagor or others subsequent to a foreclosure completed pursuant to the Act. Therefore, the Foreclosure Commissioner will issue a Deed to the purchaser(s) upon receipt of the entire purchase price in accordance with the terms of the sale as provided herein. HUD does not guarantee that the property will be vacant. The scheduled foreclosure sale shall be cancelled or adjourned if it is established, by documented written application of the mortgagor to the Foreclosure Commissioner not less than 3 days before the date of sale, or otherwise, that the default or defaults upon which the foreclosure is based did not exist at the time of service of this notice of default and foreclosure sale, or all amounts due under the mortgage agreement are tendered to the Foreclosure Commissioner, in the form of a certified or cashier’s check payable to the Secretary of HUD, before public auction of the property is completed. The amount that must be paid if the mortgage is to be reinstated prior to the scheduled sale is $246,271.71 as of March 25, 2025, plus all other amounts that would be due under the mortgage agreement if payments under the mortgage had not been accelerated, advertising costs and postage expenses incurred in giving notice, mileage by the most reasonable road distance for posting notices and for the Foreclosure Commissioner’s attendance at the sale, reasonable and customary costs incurred for title and lien record searches, the necessary out-of-pocket costs incurred by the Foreclosure Commissioner for recording documents, a commission for the Foreclosure Commissioner, and all other costs incurred in connection with the foreclosure prior to

COOPER, A WIDOW, as Trustor(s), in favor of MORTGAGE ELECTRONIC REGISTRATION SYSTEMS, INC., as Beneficiary, as nominee for ONE REVERSE MORTGAGE, LLC as Beneficiary, WILL SELL AT PUBLIC AUCTION TO THE HIGHEST BIDDER, in lawful money of the United States, all payable at the time of sale, that certain property situated in said County, California describing the land therein as: AS MORE FULLY DESCRIBED IN SAID DEED OF TRUST
The property heretofore described is being sold “as is”. The street address and other common designation, if any, of the real property described above is purported to be: 208 N WEST C ST, ALTURAS, CA 96101
The undersigned Trustee disclaims any liability for any incorrectness of the street address and other common designation, if any, shown herein. Said sale will be made without covenant or warranty, express or implied, regarding title, possession, or encumbrances, to pay the remaining principal sum of the Note(s) secured by said Deed of Trust, with interest thereon, as provided in said Note(s), advances if any, under the terms of the Deed of Trust, estimated fees,
charges and expenses of the Trustee and of the trusts created by said Deed of Trust. The total amount of the unpaid balance of the obligations secured by the property to be sold and reasonable estimated costs, expenses and advances at the time of the initial publication of this Notice of Trustee’s Sale is estimated to be $135,210.09 (Estimated). However, prepayment premiums, accrued interest and advances will increase this figure prior to sale. Beneficiary’s bid at said sale may include all or part of said amount. In addition to cash, the Trustee will accept a cashier’s check drawn on a state or national bank, a check drawn by a state or federal credit union or a check drawn by a state or federal savings and loan association, savings association or savings bank specified in Section 5102 of the California Financial Code and authorized to do business in California, or other such funds as may be acceptable to the Trustee. In the event tender other than cash is accepted, the Trustee may withhold the issuance of the Trustee’s Deed Upon Sale until funds become available to the payee or endorsee as a matter of right. The property offered for sale excludes all funds held on account by the property receiver, if applicable. If the Trustee is unable to convey title for any reason, the successful bidder’s sole and exclusive remedy shall be the return of monies paid to the Trustee and the successful bidder shall have no further recourse. Notice to Potential Bidders If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a Trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a Trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same Lender may hold more than one mortgage or Deed of Trust on the property. Notice to Property Owner The sale date shown on this Notice of Sale may be postponed one or more times by the Mortgagee, Beneficiary, Trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about Trustee Sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may visit the Internet Website address www.nationwideposting. com or call Nationwide Posting & Publication at 916.939.0772 for information regarding Legals continued on Page 16

Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Website. The best way to verify postponement information is to attend the scheduled sale. Notice to Tenant NOTICE TO TENANT FOR FORECLOSURES
AFTER JANUARY 1, 2021 You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call 916.939.0772, or visit this internet website www.nationwideposting. com, using the file number assigned to this case CA07001616-22-2 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. On April 11 2025, Modoc Middle School (MMS), Surprise Valley Jr/Sr High School (SVHS) and Tulelake High School (THS) sent fifteen RISEMESA students to the much-anticipated Regional MESA Day at Contra Costa College in San Pablo, California. Director Billie Austin, Advisors Laurisa Craig and Damond Goodwin embarked on the exciting journey to the highly competitive STEM event, hosted by the University of California, San Francisco (UCSF).
RISE-MESA teams who placed 1st and 2nd in their category at the February Preliminaries were eligible to advance to Regional MESA Day.
Students celebrated their teamwork and ingenuity, navigating interactive escape rooms, the night before competitions. Those challenges tested their communication, problemsolving, and creative thinking skills that were developed in MESA Club during the school year.
MESA students committed months on engineering and lab books in the trial-and-
error process to refining their contest designs. That experience ended with dinner and much-needed pool relaxation to ease the travel and upcoming competition tension.
Over six-hundred enthusiastic and prepared MESA students from the Northern California Region centers were early and alert on April 12th , to check in their Projects prior to opening ceremonies and registration for various STEM activities that were offered throughout the day. Advisors Craig and Goodwin accompanied students to diverse STEM activities.
Students enjoyed a planetarium demonstration on the wonders of space and stars by Astronomy Professor, Jon Celesia. A Contra Costa College campus tour involved laboratories in microbiology, biotech, microbiology, engineering, and physics within the science building. College professors captivated students with live demonstrations, further igniting youth passions for STEM-fields. Students
enjoyed lunch in the shade, commenting on the beauty of the campus, and envisioning their futures as college students.
A climatic point came during awards at the end of the competitive day for the RISE-MESA center. Andrew Anguiano and Caelen Hueckstaedt won first place ribbons for Most Innovative Design in Moon Base, 7th/8th Grade category. The team was heard to exclaim, “Wow, really, our design won!”.

Modoc High’s Lady Braves softball team finished their weekend with a split, knocking off Fall River on Friday 26-6, before Mazama returned the favor Saturday.
The Braves’s Macy Benson has had a standout season. Recently, Benson went 2 for 4, stole a base and scored three runs, the most she has tallied in one game. Sophomore Aaliyah Sevilla stayed hot with a perfect 2-for-2 line and crossed the plate three times. Caelli DePaul and Sevilla both hit a home run in the game .
Less than 24 hours later the bats cooled, and Modoc fell 12–2. Mazama broke the game open with a seven-run third inning, capitalizing on three Modoc errors that produced four unearned runs. The Braves still found some offense — Benson tripled in her lone official at-bat and five players collected hits — but the damage was done. The split left Modoc at 6-9. The Lady Braves head to Weed at 2 p.m. Friday.
