As the Palisades Fire was burning, the Los Angeles Fire Department (LAFD) made quick work putting out a brush fire that broke out in Kenter Canyon on Tuesday, October 22.

According to the LAPD, ground and air teams responded at 3:23 p.m. to 1504 Kenter Avenue where a one-quarter acre brush fire was burning uphill slowly in medium terrain.

“60 LAFD firefighters, aided by a prompt call to 9-1-1, proper brush clearance, an aggressive LAFD helicopter initial attack and a lack of strong wind, were able to confine flames to the one-quarter (0.25) acre of vegetation adjacent to a recently demolished home, fully extinguishing flames in just 50 minutes,” said LAPD’s Brian Humphrey.

There have been no reported injuries or structure damage. The fire’s cause under investigation.

Mandeville Canyon, with limited ingress and egress and proximity to brush areas, is located in a high-risk fire zone.

On May 19, 2019, the City of Los Angeles sent NotifyLA alerts to more than 1500 residents in Mandeville Canyon as part of an emergency evacuation exercise. This was the first-ever test of the city’s Everbridge platform.

As the Los Angeles City Controller reports that the cost of developing affordable housing in Los Angeles is too high, a city councilmember is suggesting housing individuals experiencing homelessness in already available units to address the homelessness crisis.

On October 8, 2019, Los Angeles City Controller Ron Galperin released a report titled “The

Aerial Rescue for Brentwood Hiker Woman hiking with dogs gets stuck on Sullivan Fire Road overnight Sunday

By Sam Catanzaro Yesterday the Los Angeles Fire Department (LAFD) conducted an aerial rescue of a woman was got stuck overnight while hiking with her two dogs at a remote section of the Sullivan Fire Road.

According to LAFD’s Brian Humphrey, LAFD ground and air teams responded to a 43-year-old woman hiking with two dogs on or near a remote section of the Sullivan Fire Road at 8:49 a.m. Monday, October 21.

Humphrey said that the woman stated she had been in the mountains since Sunday night, felt ill and was unable to continue hiking.

According to the LAFD, the woman was hoisted aboard a hovering LAFD rescue helicopter and transferred to a safe landing zone. In addition, LAFD ground crews hiked in to “gently” carry the dogs back to the trailhead where they were reunited with the owner.

LA National Cemetery Expansion Los Angeles National Cemetery to hold columbarium dedication ceremony.

By Sam Catanzaro The Department of Veterans Affairs will formally dedicate Los Angeles National Cemetery’s Columbarium Expansion and provide an opportunity for Veterans, families, and community members to see the site and pay tribute to the service and sacrifice of the Veterans it honors.

The ceremony, which will include remarks

by VA and elected officials, the unveiling of a dedication plaque and military honors, will take place on Saturday, October 5, 2019, 10:00 a.m. – 11:00 a.m. at the Los Angeles National Cemetery (across the street from the main entrance).

Speakers will include a Keynote by the Robert Wilkie, Secretary of Veterans Affairs, Randy Reeves, Under Secretary for Memorial Affairs.

Ted Lieu, U.S. Congressman, District 33, California and actor and humanitarian Gary Sinise.

The Department of Veterans Affairs National Cemetery Administration (NCA) recently completed the first phase of its columbarium expansion project at Los Angeles National Cemetery. The cemetery closed to new burials for casketed remains in 1978. The new columbarium is an above-ground, cremation-only fa-

cility that will serve Veterans and their eligible family members the Greater Los Angeles Area for decades to come.

Construction started in September 2017 for the 4.4-acre project that will include 10,357 niches with an estimated final capacity of

90,854 niches. The first phase of the project includes a committal shelter, restrooms and a gravesite locator kiosk.

The columbarium expansion is the first project under NCA’s Urban Initiative to open.

“The Urban Initiative improves access to

burial benefits in certain densely populated areas to better serve Veterans, their spouses and families. In some of the largest urban areas that VA serves – New York City, Los Angeles, Chicago, the San Francisco Bay Area, and Indianapolis – the national cemeteries which still have capacity are more than 60 miles removed from the service area core,” says NCA. These cemeteries inter a smaller percentage of eligible veterans than other large-city national cemeteries that are located closer to its urban core. In most cases, sites that are large enough to provide the full range of burial services over an extended period are not available. VA determined that these cities could be better served by developing space-efficient, columbarium-only cemeteries within or nearer the urban core. The nearest cemetery for Los Angeles Veterans is Riverside National Cemetery, which is approximately 80 miles away.

On October 1, 2019, the National Cemetery Scheduling Office will begin to schedule committal services in the new columbarium for services beginning October 15, 2019. The new columbarium is above- ground, cremation-only.

Four Injured as Palisades Fire Burns 45 acres as of Wednesday afternoon

By Sam Catanzaro As of 9 a.m. Tuesday, the Palisades Fire has grown to 45 acres with containment still at 30 percent as two firefighters have been hospitalized after being hit by falling rocks battling steep, rugged terrain. The blaze has damaged eight structures and with dry gusts of wind expected to reach 40 mph, the Los Angeles Fire Department (LAFD) is advising Pacific Palisades residents to

be prepared to evacuate if directed.

The Palisades Fire broke out around 10:30 a.m. Monday, October 21. The fire’s initial location was corrected by the LAFD Tuesday to 800 N Palisades Drive from 500 N Palisades Drive.

As of Wednesday morning, the structures previously threatened and evacuated remains at 628, while structures with damage is reported at eight, according to the LAPD. There has been no loss of human life or structures destroyed by this blaze.

At 8 p.m. Monday, all evacuation orders were lifted from the Palisades Fire but the LAFD is advising residents who return home to be on alert.

“Fire Crews are working vigorously ahead of an anticipated Red Flag Fire Weather conditions that are expected to begin Thursday morning through Friday evening. We anticipate winds to be between 10 and 25 mph, gusts up to 40 mph, with low relative humidity and increased temperatures. The Los Angeles Fire Department encourages you to be prepared in the event of a brush fire. For those of living near current wild-

fire incidents, be vigilant and keep your TV or radio on. Make certain you have your family critical papers, phone data, pets and other valuables ready to evacuate if so directed,” Humphrey said.

According to Humphrey, three firefighters have been injured fighting the blaze. On Wednesday, two firefighters were taken to the hospital after being struck by falling rocks.

One civilian was taken to the hospital Monday with a respiratory issue.

628 structures have been previously threatened and evacuated. 295 total personnel have been assigned to the fire across a range of agencies.

According to a set of rankings recently released by Niche.com, Brentwood School has the fourth-best teachers among schools in Los Angeles while the Archer School for Girls has the eighth-best.

The rankings are based on seven factors: academic grades, parent/student surveys on teachers, average teacher salary, teacher absenteeism, teacher salary index, teachers in their first or second year and the student-teacher ratio.

For the second year in a row, Westwood is the most expensive place to rent an apartment in California and the most expensive place to rent in the United States outside of New York City.

According to a recent study from RentCafe, renters in Westwood’s 90024 ZIP code pay on average $,4944 a month, a 4.1 percent increase from last year. This makes Westwood the most

fourth most expensive place to rent in the United States, behind three Manhattan ZIP codes.

Boston is the only city outside of California and New York to make the top 50 list, with four ZIP Codes.

The rent study used July data from Yardi Matrix to analyze the rent of around 15 million apartments of all sizes in over 130 U.S. markets.

Other Westside neighborhoods to make the top 50 include Culver City’s 90232 ZIP Code at $4,118, Marina del Rey’s 90292 ZIP Code at $3,804, Santa Monica’s 90401 ZIP Code at $3,787 and Playa Vista’s 90094 ZIP Code at $3,735.

CA Gasoline Gouging 9.0 TOM ELIAS Mirror Columnist

For the ninth time in the last five years, gasoline prices spiked this fall in California, with per-gallon pump charges briefly leaping above $5.15 at many stations around the state.

The escalation of more than $1 per gallon of unleaded regular was largely masked by bigger headlines devoted to wildfires and massive blackouts staged or threatened by the state’s biggest utilities, but it was very real and still is far from fully receding.

Meanwhile, there was some consumer protection for Californians when the electric companies cut them off in the interest of preventing fires sparked by power lines whose maintenance they neglected for many years.

When a blackout, fire or earthquake strikes, state law prohibits sudden price gouging by merchants and service providers.

No such law governs oil companies when they experience gasoline refinery outages, whether they are accidental or deliberately staged – and there is no one now authorized to determine the difference. There ought to be.

For now, no one can formally prove the

recent price increases meet legal definitions of gouging, which happens when retailers and suppliers respond to disasters with prices much higher than usual, sometimes rising to the level of being both unfair and unjustified.

Things very likely met that definition this month when prices jumped about 20 percent after seven of the state’s 25 major oil refineries either had scheduled maintenance outages or experienced short-term operational troubles.

No government authority has yet proven collusion between the five big refiners – led by Chevron, Tesoro and Phillips 66 – which control 90 percent of California’s gasoline market, and also own or franchise 80 percent of gas stations. But for them all to raise prices hugely at the same moment suggested some sort of cooperation. They can’t all be running up precisely identical costs at the very same moment.

Consumers can’t help noticing that when the price rises at a Chevron station, it generally goes up the same amount at the Shell outlet across the street, which often pumps Tesoro fuel. That happened this fall and also in the prior price spikes, including one last spring.

Gas station operators can’t be blamed very much – this fall, refiners raised the wholesale price stations pay by about 30 cents per gallon, a cost they pass through to customers.

For sure, these sudden price increases increase oil company revenues. Yearly profit statements are not yet in for the big refiners, and only two of the top five break out California results separately from the rest of their worldwide operations.

Still, the last time anyone closely analyzed oil company profits, the Consumer Watchdog advocacy group in 2016 thoroughly documented that record profits for the refiners coincided with record-high pump prices throughout this state.

Some industry spokespeople have cited as one cause for the latest spike the brief drop in world gasoline supplies following the September drone and missile attack on Saudi Arabia’s largest refinery. Worldwide prices did jump sharply just after that, but quickly returned to near previous levels as the facility went back online sooner than expected.

Through all this, California oil refiners have kept their inventories low for many years. The rest of the continental U.S., for example, normally has about 24 days’ supply of gasoline on hand at any moment, while California averages between 10 days’ and 13 days’ supply.

Consumer Watchdog. “If it’s illegal to gouge after a natural disaster, why not after refinery problems?”

No one currently watches over any of this.

Just after last spring’s gas price spike, Gov. Gavin Newsom asked for an analysis from the state Energy Commission, whose preliminary conclusion was that at least some “market manipulation” was involved. The full report was due out this month.

What’s really needed is a state agency with authority to track oil company prices and profits and clamp down on them when needed. But so far, no state legislator has stepped up to propose anything like that.

Anyone who may have been at these locations on these dates during these timeframes may be at risk of developing measles for up to 21 days after being exposed and should: Review their immunization and medical records to determine if they are protected against measles. People who have not had measles infection previously or received the measles immunization may not be immune and should talk with a health care provider about receiving measles, mumps and rubella (MMR) immunization.

The MMR immunization is a very effective measure to protect yourself and to prevent the unintentional spread of this potentially serious infection to others.”

Additional cases and exposures may occur here related to returning travelers, especially returning international travelers who are not already protected against measles. Travelers taking domestic trips should follow the general Centers for Disease Control and Prevention (CDC) vaccination recommendations. Those traveling internationally should ensure they have received two doses and consider the expedited schedule for infants less than 12 months old.

Chefs for Seniors Dining Experience

Chefs for Seniors offers a unique and tailored dining experience for senior citizens in the comfort of their own home.

The service, which provides in-house personal chefs and custom made meals, has grown to nearly 50 locations throughout the United States in less than three years.

Licensed chefs undergo background checks and are fully insured.

Sonia Vissani Lesko is a new franchise owner for the West Los Angeles area which currently serves seniors in Santa Monica, Pacific Palisades, Brentwood, Marina Del Rey and Venice. “I always loved to cook,” Lesko explained. “My background is in education. I was a preschool owner until last August, but I always had the passion for cooking. I’m Italian and growing up, we had very good food. After I sold my preschool, I started taking cooking classes. I decided to do something with it. I was looking for a purpose and wanted to follow my heart, cooking for people who appreciate the good food.”

Her passion for food led her to Chefs for Seniors where she could use her love for food to help others. She was attracted to the business model and wanted to get involved. “The Chefs for Seniors idea is to provide good meals for seniors with the hope that they can live longer in their own home without moving to assisted living.

Maybe they can’t cook for themselves anymore and they want something that is homemade for them.”

The Chefs for Seniors service begins with a consultation where the chefs learn about their clients and the kinds of food they prefer. Leko continued, “Basically, it’s custom made food. First, we ask a lot of questions, what they like and dislike.

Munger Park?

Founding Publisher The other night at the Brentwood Community Council meeting, there was some discussion about the Duttons Bookstore building – also known as the Barry Building, Green Hollow Square or “Charlie Munger’s place.”

A sign went up recently, saying a demolition permit was being sought.

Charlie Munger, now in his mid-90s, has reportedly turned this over to his children to figure out.

Attendees at the BCC meeting were told by an attorney representing the Mungers that there were no plans to build anything there; the owners simply want to demolish the property and sell it as an open piece of land.

Fixing up the building, according to the attorney, is economically infeasible. It would cost three or four times as much to fix it than to build a brand new building completely up to code.

This request for a demolition permit doesn’t mean anything immediate will happen; there is still a long process involved, which will include an environmental impact report. The building has certain historic protections, as well.

Upon hearing this announcement, John Binder of Mandeville Canyon suggested the property could become a public park called “Munger Park.”

When you think about it, that would be pretty amazing. Brentwood doesn’t have much open space. There is no central gathering place.

Over the years, lots of ideas for the property have been floated – retail mall, theater, retirement center, community center, public swimming pool, a bookstore, etc.

The original retail mall idea – Green Hollow Square – got hammered pretty hard by opponents because of the fear of added traffic in the area.

I was personally never that excited about a retail shopping mall. I’m sure it would have been a nice mall, but we all have too much stuff already; do we really need to buy more from fancy stores?

And, as the world has “gone Amazon,” retail as we once knew it might not be such a good bet anymore.

Surely there’s a need for more affordable housing in the area – but then we’re talking traffic again.

I’ve written a few times over the years that a retirement home/assisted living facility on that property would be ideal, for at least three reasons: There is currently no retirement home in Brentwood, and, as we all age, any one of us might want to live there at some point; Presumably those in a retirement home won’t be driving much, so the traffic impacts will be minimal; and Because there is no retirement home or assisted living facility, when it’s our time to move into one, we’ll be forced to leave the community we love, taking us away from

family, friends and familiar haunts.

Every time I propose this idea, people tell me how much they support it. We all get old – if we’re lucky.

Ideas often build upon one another. Maybe a retirement home and a public park can be blended into one campus called Munger Park.

Maybe a small theater could be squeezed into the facility that would double as a public meeting place.

Maybe a pool for the retirees could be opened up to the public on weekends.

The property is big, but probably not that big.

So if it’s a park only or a retirement home only or a community center only, any one of these things would be a “win” for Brentwood.

I hope we can keep the Mungers in the picture. Charlie is a very decent guy; he was treated pretty shabbily back when he was promoting Green Hollow Square.

Maybe we can make it up to him by letting him and his family know Brentwood would happily embrace “Munger Park” – a park, a retirement home – or maybe even both.

Maybe Charlie would like to live in Brentwood. We know just the place!

If the property gets sold, we’ll be starting all over again. Maybe the next owner will want to put something truly awful there. Let’s keep an open mind and let the Mungers know Brentwood would love to explore this more – and that it will be different this time.

Minor Quake Reminder of Westside’s Vulnerability 3.7 Magnitude earthquake felt in Brentwood

By S taff W riter A magnitude 3.7 earthquake occurred early on Friday, October 18 with many Westside residents feeling the tremors.

According to the United States Geological Survey (USGS), the 3.7 magnitude earthquake took place at 12:19 a.m. with the epicenter in Compton.

While the earthquake was not large enough to cause damage, it is an important reminder of the fact that Brentwood and much of the Westside of Los Angeles sits on a fault line.

While Los Angeles residents have known for generations the risks associated with the San Andres Fault, there is a lesser-known fault line that could wreak havoc: the Santa Monica Fault Line. This line cuts through the heart of the Westside, with sections running through Century City, Westwood, Brentwood, Santa Monica and Pacific Palisades. According to Margaret Vinci of the Caltech Seismological Laboratory, the Santa Monica Fault is capable of a 6.6 magni-

tude earthquake, an event that would bring severe damage to the Brentwood.

“When that fault has a rupture, it can heavily damage this area,” Vinci said at a Brentwood Community Council meeting earlier this year. “We have dodged a bullet in the last 30 years.”

After earthquakes of 6.4 and 7.1 magnitudes struck Ridgecrest in July, the City of Los Angeles’s Emergency Management Department (EMD) released renewed guidelines for earthquake preparedness.

Before an earthquake strikes, the EMD urges residents to make a disaster plan, make an earthquake kit, and prepare with their communities.

In December 2018, LA teamed up with the United States Geological Survey, AT&T and The Annenberg Foundation to release the ShakeAlertLA app.

Rat Poison Kills Two Mountain Lions This is the 5th large cat to die since July.

By Keldine Hull National Park Service (NPS) officials confirmed on Tuesday that two GPS tracked mountain lions, P-30 and P-53, were recently found dead in the Santa Monica Mountains.

According to NPS biologists, P-30, a healthy six- year old mountain lion, died from anticoagulant rodenticide poisoning.

“On September 9, biologists hiked into Topanga State Park to look for P-30 after his radio collar sent out a mortality signal.

He was found dead with no obvious signs of injury or trauma,” NPS said in a statement. “His carcass was collected and a necropsy by the California Animal Health & Food Safety (CAHFS) Laboratory field office in San Bernardino revealed that he bled to death internally. The report documented that he had severe hemorrhaging in his brain and abdominal cavity. Approximately five liters of unclotted blood was found in his abdomen.”

P-53, a four-year-old female mountain lion, was too decomposed by the time biologists found her body on August 15 in Malibu to determine a cause of death. Testing, however, identified compounds of anticoagulant rodenticide in her liver.

“Just about every mountain lion we’ve tested throughout our study has had exposure to these poisons, generally multiple compounds and often at high levels,” said ecologist and Wildlife Branch Chief for the Santa Monica Mountains National Recreation Area (SMMNRA) Seth Riley in a statement. “A wide range of predators can be exposed to these toxicants – everything from hawks and owls to bobcats, coyotes, foxes, and mountain lions. Even if they don’t die directly from the anticoagulant effects, our research has shown that bobcats, for example, are suffering significant immune system impacts.”

News of P-30 and P-53’s death comes months after the loss of other large cats in the NPS study. P-38, a male mountain lion, died from a gunshot wound to the head in early July.

P-61, a four- year old mountain lion, was struck and killed by a vehicle while attempting to cross the 405 freeway in September. B-363, an adult male bobcat caught earlier this year, was killed by a vehicle on Kanan Road last month.

According to the NPS, the recent deaths highlight the potentially deadly obstacles mountain lions face in the Santa Monica Mountains and surrounding areas.

from page 1 The City’s initially estimated that the cost of building each studio/one-bedroom supportive housing unit would be $350,000 and a two-bedroom unit or larger would cost $414,000. While construction costs have increased across-theboard since these estimates were developed, the current costs far exceed the original projections.

“These resources are finite; it is critical that the City and developers minimize development costs in order to build as many housing units as possible,” Galperin said.

According to Galperin, the median cost of building these units is $531,373 and approaches – and in many cases, exceeds – the median sale price of a condominium in the City of LA ($546,000) and a single-family home in Los Angeles County ($627,690).

The report cites one of the main drivers of costs to regulatory framework surrounding the development of affordable housing projects.

Projects built using public subsidies typically include requirements that can increase costs due to the need for additional consulting services to address legal or accounting issues.

In addition, projects built using Proposition HHH funds can incur higher construction costs due to accessibility requirements, accounting for upwards of 40 percent of HHH project budgets.

“Developers, general contractors, and subcontractors may instead choose to pursue market-rate projects that yield greater profits, thereby shrinking the overall pool of available firms and driving up costs,” Galperin said.

In response to the reality of the situation, Galperin recommends reallocating some HHH dollars that have been conditionally funded, especially funds committed to especially costly.

“This may free up funding for projects with lower per-unit costs or for temporary shelters and other facilities,” Galperin said.

In another push to the City for faster solutions to the homelessness crisis, on October 2 Councilmember Mike Bonin submitted a bill to City Council, urging the City to expand “master leasing” programs that use existing rental units to house people experiencing homelessness.

“The pathways into homelessness are big, varied, and fast-moving. But the pathways out of homelessness are few, narrow, and move far too slowly,” said Bonin. “We need to break the mold and embrace quicker, less expensive solutions or homelessness will continue to increase, encampments will continue to proliferate in our neighborhoods, and people will continue to die.”

One of Bonin’s motions urged the city to invest, as the County of Los Angeles has done, in master leasing, or a “flexible housing subsidy pool,” in which a government agency or social service agency rents available, existing housing units and makes them available to agencies providing housing to people experiencing homelessness. The county program has housed more than 7,000 people since 2014.

Bonin also called for the city to explore whether it can require or incentivize that housing units covenanted for low-income residents be used as resources for a master leasing program, creating an available supply of housing units for agencies seeking placements for people experiencing homelessness.

The new Everbridge platform gives the city access to the federal Wireless Emergency Alert (WEA) system which can be sent to all cellular phones in a defined area under the direction of the Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC).

Despite the potential of the system, however, according to Aram Sahakian, General Manager for the City of Los Angeles Emergency Management Department the NotifyLA system reached only approximately 30 percent of the residents in the defined exercise area.

“The drill exposed a glaring and frightening hole in emergency preparedness in the area: large numbers of residents report they were never alerted of the evacuation through the NotifyLA system, the City’s highly-touted official mass notification system used to send voice messages, text messages and email messages to residents and businesses during times of emergencies and

disasters,” Bonin said.

In response to a motion submitted by Bonin, LA’s Emergency Management Department looked into why there was such a low rate of residents receiving the alerts.

According to the Department, the May 19 drill did not include the Wireless Emergency Alert component of the federal Integrated Public Alert and Warning System.

On August 14 the City conducted another drill to specifically test the capabilities of this system in the Mandeville Canyon area and found that 89 percent of respondents received the test message. Many residents and several members of a City staff control group within the target area, however, did not receive the test message.

“This could be caused by several factors, including cell service coverage, the cell service provider, residents disabling WEA alerts in their phones,” reads an Emergency Management Department report. “Some of the most fire-prone areas of the City are also areas with extremely limited cell phone service. Many of the contact methods used through NotifyLA…rely on cell service for message delivery. For this reason, [the Emergency Management Department] stresses that NotifyLA is just one tool in the mass notification toolbox, and may not be the best way to reach some geographically challenging communities.”
