8 Injured in Brentwood-Area High-Rise Fire

A 25-story high rise on Wilshire Boulevard near Brentwood caught fire Wednesday leading to multiple injuries, one of two fires in a threeblock radius Wednesday morning. According to Los Angeles Fire Department (LAFD) spokesperson Brian Humphrey, the fire was reported January 29 at 8:37 a.m. at a 25-story residential high-rise complex know as Barrington Plaza located at 11740 Wilshire Boulevard. A total of 335 LAFD personnel responded by ground and air, and were assisted by the nearby Santa Monica Fire Department, LAPD Los Angeles Police Department and allied agencies in successfully managing the incident.
The fire’s cause remains categorized as “suspicious” by the LAPD and remains the focus of an active investigation. The wind-driven fire was extinguished one hour and 19 minutes after it was first reported. There were eight civilian patients, most suffering from smoke exposure. Six were transported to a local hospital, including one person who was in grave condition, according to the LAFD. “Despite reliable eyewitnesses vividly describing one or more persons ‘jumping’ from the 6th floor, we surmise that such person/s may have appeared, disappeared (returned briefly inside) and returned to the building’s exterior in an area heavily charged with smoke, leading the eyewitnesses to believe they had jumped rather than temporarily retreated into the building. The Los Angeles County Department of Public Health (Public Health) is investigating a case of measles in a Los Angeles County resident who twice visited the same Brentwood business. The following public places were visited by the confirmed case: 1/12/2020: LAX international terminal and baggage claim from 1:45 p.m. – 5:00 p.m. 1/13/2020: CVS Pharmacy, 11941 San Vicente Blvd., LA 90049, 10:00 a.m.-12:30 p.m. 1/18/2020: CVS Pharmacy, 11941 San Vicente Blvd., LA 90049, 8:45 a.m. -11:00 a.m. Anyone who may have been at these locations on these dates during these timeframes may be at risk of developing measles for up to 21 days after being exposed and should: Review their immunization and medical records to determine if they are protected against measles. Currently, there have been 18 measles cases among Los Angeles County residents in 2019, in addition to 11 non- resident measles cases that traveled through Los
Angeles County (excluding Long Beach and Pasadena as cases identified in those cities are reported by their local health departments). The majority of cases to date
were unimmunized or did not know whether they had ever been immunized. “For those who are not protected, measles is a highly contagious and potentially severe disease that initially causes fever, cough, red, watery eyes, and, finally, a rash,” said Muntu Davis, MD, MPH, Los Angeles County Health Officer. “Measles is spread by air and by direct contact even before you know have it. The MMR immunization is a very effective measure to protect yourself and to prevent the unintentional spread of this potentially serious infection to others.” Additional cases and exposures may occur here related to returning travelers, especially returning international travelers who are not already protected against measles. Travelers taking domestic trips should follow the general Centers for Disease Control and Prevention (CDC) vaccination recommendations. Those traveling internationally should ensure they have received two doses and consider the expedited schedule for infants less than 12 months old.

Widow Faces Eviction Injunction filed to prevent the eviction of Dorthy Green By S am C atanzaro An injunction has been filed to prevent the Los Angeles Sheriff’s Department from evicting an 88-year old widow from her Brentwood home of more than a decade. On Monday, January 13 attorney Larry J. Caldwell asked the Los Angeles Superior Court to issue a Preliminary Injunction barring the Los Angeles Sheriff’s Department (LASD) from evicting 88-year old widow Dorothy Green from her Brentwood home of 13 years. Green’s doctor is of the opinion that the eviction is likely to cause serious and potentially fatal harm to her mental and physical health, and her attorney, Caldwell, contends the eviction is illegal. In a Declaration filed in court, Dorothy’s primary doctor, Alex Gold, M.D., has strongly recommended against the eviction, on medical grounds, because “putting Dorothy through the trauma of being evicted from her home now, or in the foreseeable future, will place Dorothy at probable risk of serious harm to her mental and physical health – that could possibly be fatal,” said Green’s primary doctor Alex Gold in a Dec-

According to the LAFD, at 6:30 a.m. Brentwood, a different 26-story modern sealed high rise office building on the northwest corner of Wilshire Boulevard and San Vicente Boulevard caught fire. The building had remodeling taking place on the three lowermost floors. “Exterior scaffolding supported a tentlike protection ‘wrapping’ of those 3 lower floors that caught fire during a period of strong and sustained (35 mph+) wind, with flames swiftly extending into the first three floors. Most serious fire damage to the first and second floor, with multiple lower floor windows broken by the wind-swept flames,” Humphrey said. Over 50 building occupants safely evacuated and fire sprinklers activated as designed on multiple floors, according to the LAFD. One adult male civilian sustained smoke exposure and has been taken to an area hospital for further evaluation. His condition was not specified by officials. Brentwood Beat: We Shall Overcome Founding Publisher Every year starting in early January, Brentwood resident Gary Avrech contacts me, asking for coverage of a big annual Martin Luther King event he helps organize each year. I’m not getting any younger, so I decided I should finally just get up and go this year. I had never attended before. It was held in Santa Monica at SGI-World Peace Ikeda Auditorium, followed by a breakfast at the Fairmont Miramar. I’m really glad I went – not only to support Gary, but because I experienced so much I don’t normally experience. There were many great speeches and the highlighter was a young (20) African-American, Amanda Gorman. She is a graduate of New Roads School in Santa Monica, now attending Harvard University. She is also the first ever Youth Poet Laureate ever named in the U.S. She read one of her poems onstage. It was powerful. I thought I heard someone say Amanda has already declared that she is running for President of the United States in 2036, but the statement was so shocking I had to do some Googling when I got home. At the January Brentwood Community Council (BCC) meeting, Los Angeles Police Department (LAPD) Senior Lead Officer Matt Kirk, who has replaced Officer Maria Gray as Brentwood’s area rep, gave a presentation recapping the year in crime for Brentwood.

The citizen added that this person had appeared to have been picking items off the ground next to the vehicle before leaving the area. The citizen gave the officers a detailed description of the suspect and the officers went in search of this man. As the officers were searching the area they spotted another vehicle with a smashed window that was parked at the side of the street. The officers then drove back to the 2000 block of Pico Boulevard where they spotted a man who fit the description of the suspect. The officers detained this man and a few moments later the citizen who had flagged the officers down appeared and positively identified the suspect. Shortly thereafter the owner of the first vandalized vehicle appeared and stated that numerous items that had been recovered from the suspect had been stolen from his car. The owner of the vandalized vehicle was desirous of a prosecution so the officers arrested this 19-year-old Santa Monica resident and he was charged with vehicle burglary in addition to possession of opiates. Bail was set at $20,000.

According to Officer Kirk, Part I crime was down 13.4 percent across all of West Los Angeles in 2019. “Please keep in mind that these reductions are in addition to the reductions the previous year! The Brentwood community was the only community in the West LA area that consistently had reductions in crime the year before, in 2018. So it is a considerable feat!” Kirk said. According to Kirk, violent crime was down
40 percent in Brentwood in 2019, including a 44.4 percent decline in rape and a 70 percent decline in robbery. Aggravated assault dropped by 22.2 percent. Property crimes declined in Brentwood as well to the tune of 18 percent, including a 25.5 percent decline in burglary and 26.4 percent decline in grand theft auto. Burglary and theft from vehicle saw a 20.9 percent reduction while theft declined by 3.9 percent. At the meeting, Kirk noted that because Brentwood experienced relatively few crimes in 2019, it will be a challenge for the LAPD to achieve further reductions in 2020.

The Link Between Hearing Loss and Dementia
Dr. Melissa Alexander helping patients minimize effects of hearing loss By Keldine Hull
The ability to hear can have a significant impact on all aspects of life, from someone’s emotional and physical well-being to their professional career and activities they enjoy outside of work. Despite research proving the link between untreated hearing loss and increased risks of falls, depression, anxiety, hospitalization and dementia, millions of people let their hearing loss go untreated. According to Dr. Melissa Alexander, an audiologist based in Santa Monica, “Twenty-five years ago a case-control study published in the Journal of the American Medical Association first reported that hearing impairment in older adults was strongly and independently associated with the likelihood of having dementia- raising the intriguing hypothesis that age-related hearing impairment may contribute to dementia risk.” Alexander added that over the last four years, growing epidemiologic and clinical research studies have bolstered that theory. “Longitudinal studies of community-dwelling older adults have demonstrated that hearing impairment is independently associated with a 30-40% rate of accelerated cognitive decline,” Alexander explained. Compared to individuals with normal hearing, individuals with varying levels of hearing impairment had an increased risk of incident in dementia over 10 years of follow-up. Alexander continued, “Neuroimaging studies have also demonstrated that individuals with untreated hearing loss have reduced neuron volumes in the auditory cortex, responsible for speech processing and understanding, and accelerated rates of whole brain atrophy.” According to a study published in the Journal of the American Medical Association

(JAMA), failing to treat hearing loss can also have a financial impact. Alexander explained, “The University of California San Francisco, Johns Hopkins with AARP, and Optum Labs also ran this study. They looked at data from 77,000 to 150,000 patients over the age of 50 who had untreated hearing loss. People with normal hearing created 26 percent less health care costs compared to people who were recently diagnosed with hearing loss.” Alexander continued, “That number continues to increase over time. After a decade, healthcare expenses increase by 46 percent. Those numbers, when broken down, average $22,434 per person.” Factors associated with the increase include dementia, decline of cognitive ability, depression, lower quality of life, and falls. Alexander also added that a second companion study done by Bloomberg School suggests a link between untreated hearing loss and higher morbidity. Through the study, it was revealed that people with untreated hearing loss had 3.2 more diagnoses of dementia per 100 over the course of 10 years, 6.9 more diagnoses of depression, and 3.6 more falls. And hearing loss continues to rise. According to the National Institute of Deafness and Other Communication Disorders, hearing loss is prevalent in 55 to 64 year olds at a rate of 8.5 percent and approximately 2 percent of individuals 45 to 54 are significantly deaf. Alexander continued, “The number rises to 25 percent for individuals aged 65 to 74 and 50 percent for anybody above the age of 74. Those numbers are predicted to rise in the future. As many as 38
million people in this country could have hearing loss by the year 2060.” Even younger demographics experience hearing loss. About 15 percent of 18-year-olds have a hard time hearing and 2 to 3 out of 1,000 children have hearing loss. “I am now seeing younger and younger patients coming in for hearing testing, many reporting tinnitus. Noise exposure is a major problem and it is causing younger people to experience hearing loss in their teens and twenties,” Alexander explained. Using hearing aids can change these figures and help with some of the health issues connected with hearing loss. Alexander continued, “When I diagnose a patient with a hearing loss, I discuss with the patient how their hearing impairment affects their life. I routinely request a significant other be present to take part in the consultation, not only to obtain their feedback, but to inform them of the detrimental effects of untreated hearing loss.” Alexander continued, “Because hearing loss
is typically insidious, it isn’t always evident to the patient how much they struggle to hear. And because hearing loss is essentially an invisible disability, it’s important that I share with the patient’s loved ones how to effectively communicate, why it’s necessary to wear hearing aids consistently and what they can realistically expect the patient to hear with their hearing aids on.” It’s important that hearing tests occur as early as possible to provide a baseline of hearing. Alexander continued, “Because the ramifications of hearing loss are so detrimental, hearing testing should be taken seriously and performed on an annual basis. Hearing protection, such as custom earplugs, ear muffs or over the counter hearing protection should be a routine staple of every household. For even younger children, parents should make sure headphones have a limiter so that even if their child turns up the volume, the sound cannot cause damage to the ears.”

Companies to Bid on Sepulveda Transit Corridor Project LA Metro announces five companies competing for project planning and design By Chad Winthrop The Los Angeles County Metropolitan Transportation Authority (Metro) has selected five developers to bid on the agency’s massive Sepulveda Transit Corridor Project, which will build a high-speed transit line directly connecting the San Fernando Valley and the Westside, and ultimately with LAX. In January, Metro announced that ACS Infrastructure Development, LA SkyRail Express, Sepulveda Transit Corridor Partners (Bechtel), Sepulveda Transit Corridor Partners (Fengate) and Tutor Perini, Parsons & Plenary have met the agency’s initial qualifications for submitting a Predevelopment Agreement (PDA) proposal to assist with project planning and design, with the potential opportunity to enter into an Implementation Agreement for the project. “I’m pleased that there has been such strong early private-sector interest in this game-changing transit project,” said city of Inglewood Mayor and Metro Board Chair James Butts. “These firms have a substan-
tial breadth of expertise in the United States and abroad.” The Sepulveda Transit Corridor Project study area. The Sepulveda Transit Corridor Project is funded in part by Measure M, the transportation sales tax approved by Los Angeles County voters in 2016. The total project will receive $9.5 billion in funding from Measure M and other local, state and federal sources. The first phase of the transit line between the Valley and the Westside is scheduled to open in 2033, and the second phase to LAX is scheduled to open in 2057 under the current Measure M schedule. However, Metro says its working aggressively to accelerate the Sepulveda Transit Corridor Project schedule. “The natural barrier created by the Santa Monica Mountains means that most people traveling between these areas are funneled primarily onto the I-405 Freeway, already ranked as one of the most traveled urban highways in the nation.” Metro added, “More than 400,000 people travel through this area every day to commute to work, school, and other destinations along the freeway and beyond.” Potential locations for a stop on the Westside include the UCLA campus, the future Westwood Purple Line Extension stop, the Expo Line Sepulveda and Bundy stations,

Braun, a grammy-nominated record producer, also owns the house right next door to the property. The 9,100 square foot Spanish-style mansion features 10 bedrooms, 10 bathrooms, a guardhouse, two garages and a screening room. The location of the stations will be determined by the type of train LA Metro chooses. These include Heavy Rail Transit (HRT), currently used by the Red and Purple Lines, Light Rail Transit (LRT), currently used by the Expo Line and Monorail. HRTs, offer the Highest speed, fastest loading but requires a fully separated right-of-way. LRTs offer
high speed, flexibility, can operate in-street or on a separated right-of-way. Monorails, while having a lower speed can operate on steeper grades than HRTs and LRTs, something LA Metro is taking into account given the terrain of the Sepulveda Pass. All of these options can make it from the Valley to the Expo Line in 26 minutes or less, with the fastest being HRTs at 15 minutes. For comparison, without traffic, the same distance takes 22 minutes in a car and 110 minutes in traffic.

Local Homeless Shelter One Step Closer to Completion Federal government gives county green light to proceed with bridge housing facility By Sam Catanzaro

President Trump signs the National Defense Authorization Act into law, which includes language allowing a West LA homeless shelter to be built on federal property.
A proposed homeless shelter at the West LA National Guard Armory on Federal Avenue recently cleared a major legislative hurdle after President Trump signed a new bill into law. On December 20, President Trump signed into law the $738 billion National Defense Authorization Act. In this bill was language that modifies the deed at the West LA Armory to allow a shelter to operate at the property year-round. Currently, a winter shelter is run out of the armory that does not provide 24 hour service and care. With the creation of a year-round shelter, officials say more individuals will have access to case management services and will not be forced to
leave the facilities during the day. According to Stephanie Cohen of Los Angeles County Supervisor Sheila Kuehl’s office speaking at the January 8 Brentwood Community Council meeting, renderings for the shelter are expected mid-2020. The effort to build a shelter at the armory was spearheaded by Representative Ted Lieu (CA-33) who represents Brentwood. According to Lieu, the County plans to construct a shelter that will provide 24/7 housing with intensive case management services including mental health and physical health services. “Homelessness is a pressing concern in my district and throughout Southern California,” Lieu said. “The Armory’s newly planned yearround shelter will give more people access to temporary housing and social services. According to county officials, the shelter – to be located in the northeast parking lot – will be accessible for homeless individuals in West Los Angeles or surrounding neighborhoods and will have a low barrier to entry. The program will have a housing-first model. There will be no walk-ins accepted.
UCLA Study’s on Homelessness Prevention Nearly half of instances of homelessness predicted in study By S am C atanzaro Researchers at UCLA recently were able to accurately predict nearly half of instances in which subjects in a study became homeless using predictive analytics and now county lawmakers may use Measure H funds to launch a data-driven homelessness prevention unit. With data from seven Los Angeles County agencies on services provided to residents between 2012 and 2016 — names and personally identifiable information were omitted — researchers from the California Policy Lab at UCLA and the Poverty Lab at the University of Chicago Harris School of Public Policy developed a model to predict which 3,000 residents were most likely to become homeless in 2017. When compared against county records, they found that 46 percent of the individuals predicted by the model to be at risk for first-time homelessness or a repeat period of homelessness did experience homelessness at some point in 2017. “Bringing together data from multiple county agencies gave us a more nuanced understanding about what’s happening to people right before they slip into homeless and how services can be better targeted to prevent that from happening,” said Till von Wachter, a UCLA economics professor and co-author of the report. According to researchers, effectively serving the 1 percent of County residents who are at greatest risk of a new homeless spell would prevent nearly 6,900 homeless spells in one year saying the highest risk individuals are

interacting with multiple agencies. Based on this research, a county led-plan was submitted to the Los Angeles County Board of Supervisors on December 16 that recommends that the county use predictive models to intervene with adults who are identified as having a high risk for homelessness before becoming reaching a crisis point. The plan, which is expected to receive $3 million in funding during 2020 from Measure H, also proposes a multidisciplinary homelessness prevention unit with representatives of the county’s departments of
mental health, health services and social services and the sheriff and probation offices. The unit would take referrals from the risks lists generated by the predictive models, identify which services would be most beneficial and then reach out to individuals to connect them to those services. In September, a scathing report was released showing the agency tasked with tackling homelessness in Los Angeles County failed to meet many of its goals despite the fact that the number of outreach workers doubled between 2017-2019. Therefore
officials are hoping a more data-driven approach will lead to more effective results “Last year, despite providing housing to tens of thousands of people, we saw more and more individuals and families becoming homeless,” said Phil Ansell, the director of the Los Angeles County Homeless Initiative. “The county is focused on using strategic approaches to preventing homelessness, and these groundbreaking models will make it possible to reach those who need us the most before they reach the crisis point and fall into homelessness.”
