WHY WEAPONS? Particularly ironic is Mayor Alan Webber’s claim that public education and poverty justify the need for assault rifles by SFPD to protect, serve and keep the peace. His plan to defund adult education by shutting down LaFarge Library in Midtown, an area the city has unsuccessfully tried to gentrify for years, clearly states his priorities with regard to both education and poverty.

Given that police officers were able to kill George Floyd and crack an old man’s head open, by mistake and without using weapons of any kind, it’s clear that providing enforcement access to semi-automatic weapons endangers the peace. As Mayor Webber has suggested, no amount of training will ensure the safety of the public when it’s on the other side of a police-wielded AR-15 assault rifle. It goes beyond training.

here’s nothing quite like the expansive, luxurious feeling that comes from having enough dollars in the bank to not just pay for what you need, but also to splurge on what you want—and then some.

It’s an unfamiliar level of financial freedom for most New Mexicans but one state lawmakers embraced when they met at the Roundhouse in January to pass a more than $7 billion budget flush with cash from two years of booming oil production in the Permian Basin. Legislators passed dream initiatives such as the new Early Childhood Education Trust Fund, and squirreled away $1.9 billion, or 26.7% of recurring appropriations, into the state’s “rainy day” reserves.

And then almost overnight, the COVID-19 pandemic brought the world economy to a standstill and oil prices plummeted, tearing a hole in the state’s budget.

“We had such a productive session in January…Never in my wildest imagination would I have thought literally four months later we would be in a position where we will need to use a huge chunk of that reserve now, probably use the rest of it in January, and still be short revenues,” says Sen. Peter Wirth, the Santa Fe Democrat who serves as Senate Majority Leader.

Wirth was a senator during the financial crash in 2008 when revenues dropped by $700 million, but that drop pales in comparison to what the state faces now, he says.

According to the latest estimates released by the Legislative Finance Committee staff on June 10, general fund revenue is expected to fall about $375 million short of what was budgeted for the current 2020 fiscal year, which concludes at the end of this month. For the 2021 fiscal year that begins July 1, general fund revenue is expected to fall another $1.98 billion.

“The magnitude of this fiscal crisis is unlike anything any of us serving now have seen,” Wirth tells SFR. With some preliminary committee meetings beginning Wednesday, the New Mexico Legislature will officially convene for a special session at the state capitol on Thursday, June 18 to figure out how to balance the budget.

Right now, the state has enough in reserves and federal funds to temporarily stall any major budgetary amputations.

In this session, legislators will focus on pulling through to the end of the year and bringing more aid to New Mexicans, while also tackling police and election reform.

Special Legislative Session Preview

BRIDGING THE BUDGETARY CHASM THE SITUATION Both the Legislative Finance Committee and the governor have released solvency frameworks that propose cutting new programs and initiatives scheduled to begin in July, while leaving intact programs on which New Mexicans already depend.

At an LFC meeting last week, staff told members their proposal would not result in budget cuts below FY 2020 recurring appropriation levels for most state agencies, or require furloughs or layoffs for state employees.

However, LFC Chairman Sen. John Arthur Smith cautioned lawmakers they will likely face more difficult budget decisions down the road.

“This document that we’re going to be working on in the special session is not going to answer all the questions,” Smith, D-Deming, said at the legislative committee meeting last Wednesday. “Some real heavy lifting is going to have to take place in January to try and stabilize revenues.

This is a very, very short term document…to get us from now to January.”

Smith, a conservative stalwart who was defeated for his seat in the next session by a primary election challenger, raised concerns about the

impact of reduced gross receipts taxes on the state and local economies, citing the significant losses many cities including Santa Fe are already experiencing.

He also worried about the impacts of low oil prices and production on state reserves.

In April, oil prices took an unprecedented dive below zero dollars a barrel. By mid-June, prices recovered to around $35 a barrel, but state economists warn the optimism in the market may reflect collective emotional relief as states reopen, rather than the reality of how much oil will be produced over the next year.

The most recent LFC estimates predict oil prices will hover around $31 per barrel through 2021. That’s half what oil cost before the pandemic. Economists also expect production to lag almost 30% behind what it was at the beginning of 2020.

THE SOLUTIONS In the short term, lawmakers can draw on three sources to balance the budget.

The Feds

New Mexico received $1.25 billion in federal aid from the Coronavirus Aid, Relief, and Economic Security Act (CARES) but can only use those funds for pandemic-related expenses.

State lawmakers sent a bipartisan petition to Congress asking for some of the restrictions to be lifted, but it is still unclear whether legislators will be allowed to use stimulus funds to balance the state budget.

But since a decision from the feds may not come before the special session, legislators would have to gamble on the funds they have by betting the federal government will let the state use around $750 million to help fill the budget gap.

If the feds don’t allow the rule change, the state will then have to provide an itemized account of how the funds were used in response to the COVID-19 pandemic and use remaining general fund reserves to pay back whatever they can’t justify as part of the response effort.

If the rules do change, though, lawmakers will have bought the state valuable time to recover before passing a new budget in January.

“What we’re really worried about is what happens come July, when folks are done receiving federal subsidies for unemployment that we know they’re collecting currently that are keeping folks afloat,” Romero tells SFR. “The CARES Act fund runs out at the end of the month, but people may still be unemployed, they may still have mortgage payments or rent payments they won’t be able to make.”

The governor has also signaled possible support for an initiative to forgive late fees and interest on tax payments or loans.

ELECTION RULE CHANGES House Speaker Brian Egolf tells SFR the Legislature also is likely to tackle a measure that would change election rules to make it easier to vote in the November general election in light of setbacks caused by COVID-19. These could include allowing mail-in ballots to be counted even after election day as long as they were postmarked by the deadline.

POLICE REFORM As Black Lives Matter protests continue across the country, legislators are seizing on the special session to propose at least four different approaches

to police reform: mandating the use of body cameras; eliminating qualified immunity for officers in civil litigation; banning chokeholds; and creating uniformity and transparency for police. It’s unknown which, if any, the governor would deem germane.

Sen. Antoinette Sedillo Lopez, D-Albuquerque, wants prosecutors to decide much more quickly whether a police use of force is criminal—and to show the public their work as they go.

And she wants the attorney general to oversee the whole process, bringing uniformity to a patchwork system of legal reviews that has left victims of police violence and their families frustrated and angry over a lack of clarity, accountability and swiftness.

She plans to introduce a bill— co-sponsored by three other Albuquerque Democrats, Jerry Ortiz y Pino, Gail Chasey and Patricia Roybal Caballero—for consideration at what’s expected to be a short, whirlwind legislative session that begins Thursday to address “a real blind spot in the police reform discussion we are all having now.”

If passed and signed into law by Gov. Michelle Lujan Grisham, the bill would force all New Mexico jurisdictions to review “police actions that result in death or great bodily harm” the same way, Sedillo Lopez said.

The Reserves

New Mexico ended the January 2020 session with $1.9 billion in reserves.

Now, the state will use roughly half that money to get by until the January session.

If the Legislature follows the LFC staff recommendations, the state would end this fiscal year with an estimated $1.4 billion, or 20% of total appropriations, left in reserves and would end FY 2021 with around $865 million, or 12% in reserves for FY 2022.

Maximizing the state general fund reserves will involve some swapping and maneuvering of balances between pools of cash such as the Tobacco Settlement Fund and the Tax Stabilization Reserve.

Over the next three days, legislators will likely arrive at a compromise between the two proposals, Wirth says.

What to cut is where the LFC and the governor’s proposals differ most.

For example, LFC staff recommend eliminating the new Opportunity Scholarship, while the governor wants to keep it. The governor wants to raise state employees’ and teachers’ salaries by 2%. LFC proposes raises of 0-1% and recommends the highest percentage in salary increases to the lowest paid employees so that no one sees a decrease in take-home pay as a result of rising insurance premiums.

The LFC framework recommends “sanding” the budgets of all state agencies by 2 to 6%, prioritizing money to go towards public education and the department of health. Most agencies’ budgets would remain at FY 2020 levels.

Budget Cuts

However, lawmakers are also likely to introduce some non-budget related measures.

RELIEF FOR BUSINESSES AND RENTERS Democratic Reps. Daymon Ely from Corrales and Andrea Romero from Santa Fe have been working on a bill that would allocate $500 million from the state’s Severance Tax Permanent Fund toward small businesses and renters who cannot make rental and mortgage payments.

It’s not unusual for New Mexico to call a special session. The state constitution allows the governor to call a special session to address issues that need extra attention from lawmakers, and governors commonly exercise this power.

The session that starts Thursday will be the 20th special session held by the Legislature since 1990. However, the restraints of the COVID-19 pandemic make it unique.

For one, unlike in other sessions, as of presstime the public will not be allowed into the capitol building. Instead, officials promise to livestream meetings online at http://sg001-harmony.sliq.net/00293/harmony , and media will be allowed limited access.

The New Mexico Supreme Court heard oral arguments Tuesday afternoon in a request from a number of legislators to lift the prohibition on in-person witnesses. As of presstime, there was no ruling yet. Please visit sfreporter.com for updates.

The session takes place amid continuing national protests over police brutality following Minnesota police’s murder of George Floyd. In a normal legislative session, protesters are allowed to gather around and in the capitol and often stage sit-ins outside lawmakers’ offices. This time, however, Legislative Council Services Director Raul Burciaga tells SFR that State Police will be stationed around the capitol to stop protesters from getting too close to legislators or staff entering and exiting the building.

New Mexico Justice Alliance organizer envisions a new form of activism Activists in this corner of the state have also grappled with suspicion around events organized by people without experience or those with bad intentions.

SFR: How long have you been an activist?

Loveless Johnson IIIJ: Since I was 16 years old, so 38 years…My very first [event] was participating in my hometown of Montgomery, Alabama, in a massive march that was organized by Jesse Jackson in response to a very unusual and violent police action against unarmed, innocent black people…So 38 years later, here we are doing the same thing.

How did the creation of the New Mexico Justice Alliance come about?

May 31 was that Sunday event at the Roundhouse, if my memory serves me correct. The group was formed at 9 pm on the Saturday night before that... From there, then I realized that we had to take advantage in ways that would allow us to create something new, not something different. I don’t believe in change, I believe in newness…It’s hard to get 1,500 people to come and gather and pretty much be really aligned and be inspired by a mission in 10 days, in a place like New Mexico, this small.

Does a movement need a ‘face’ to be successful?

All politics are local and no one leader can be local everywhere. And so, no. I believe that movements and organizations need articulate voices that can inspire more people to enroll in the mission with their whole heart.

The events mark Northern New Mexico’s small part in the beginning of this civil rights movement, sparked by the killing of George Floyd by a police officer.

Loveless Johnson III, a longtime organizer and civil rights activist in the south and now the southwest, has lived in Santa Fe since 1996. He helped start the New Mexico Justice Alliance (NMJA), a group that is already 1,400 members strong. The group, formed only two weeks ago, has already organized multiple events and has partnered with Black Lives Matter in Albuquerque to host a rally on June 20 in Santa Fe in recognition of Juneteenth.

The march will begin in the Plaza at noon.

Juneteenth, though not a federal holiday, celebrates June 19, 1865—the day that Union Maj. Gen. Gordon Granger told enslaved people in Galveston, Texas, that they were free. It is the oldest known celebration of the end of slavery.

The NMJA has faced criticism over the language it uses to talk about police reform, yet it’s already made a difference as pressure from the group led the Santa Fe County Sheriff’s office away from plans to purchase brand new semi-automatic weapons.

a lot of hubbub on social media about what the group really stands for.

From environmental, to educational, to economic, to health care, to racial and social justice, to police reform, all can be dealt with. And so, issue by issue by issue, that’s what the New Mexico Justice Alliance is all about. We will be building a justice coalition so that we can work with the EarthCares of the world and the Earth Guardians, on environmental justice. We can work with the ACLU on social and racial justice and BLM and other organizations in that space on police reform.

We can work with the economic justice folks, we can work with the health care justice experts because we want to be that clearing house for our community on all these issues across the spectrum.... building a big statewide mouthpiece for all these various specialists that they currently don’t have is something new and that’s what New Mexico Justice Alliance is up to. We’re not a protest organization; we are a precision-targeted policy reform organization.

What will the NMJA’s leadership and structure look like?

People can expect something new. So, the lexicon of that question doesn’t fit with who we are. Words like leadership, that’s a personality-driven thing and this is a team-driven thing…We are developing leadership, but we don’t have leaders, if that makes sense.

I’ve seen on Facebook criticisms of the NMJA’s events being too ‘tame’ with music and ‘tone policing,’ not disruptive enough and not enough focus on defunding and abolishing police. What do you have to say to that?

I say that we’re a very young organization and I think people who give us the opportunity to get fully organized and underway...on the mission for which we are created, will be really either satisfied with what we’re doing or they won’t because their passion is in something different from what we’re doing. And so we accept all that criticism and welcome it. We are going to continue forward with our mission because, at our current growth rate, a lot of people actually are taking the time to understand our mission…This is something new and we don’t profess to know it all right now; we’re barely 11 days old and we’ve got a lot to learn, but man, we’ve got so many good minds...I feel like we’re gonna catch up quick and I trust the people, that’s what I’m betting on right now.

s the calls for Black Lives to Matter continue to ring, so too does the list of names preceded by a hashtag of those killed continue to grow. It is a compounding of grief. That even while people are protesting police brutality across the country and globe, Black, Indigenous, and People of Color in our country continue to be threatened.

We all carry the impact of racialized trauma in our bodies. While in the midst of a global pandemic, we have once again been forced to face the reality that there is another public health crisis that has existed for far too long, which is racism in our society. With 500 years of history in New Mexico, our narrative and experience as Black people must not be erased. We are hurting in this moment. We are grieving.

We are moved to action.

What we are seeing today is not new and neither are the demands. What we are seeing is movement building with great clarity on what it is our communities need. Community-led solutions to safety, such as mental health resources, education, food security, affordable

‘Now is the time to collectively practice moving upstream’

housing, and public health approaches to violence prevention. In a public health crisis, we don’t wait for the worst thing to happen. Instead, we move upstream to address the issue at the root, to prevent the worst from happening. Over the past three months, we have all collectively practiced this approach in preventing the spread of COVID-19 and to protect our neighbors. Now is the time to collectively practice moving upstream to address systemic racism in our society to protect our neighbors. There is no other way for us to address systemic racism in our society without talking about race.

What is our commitment to anti-racism? In our homes, in our schools, in our communities of faith, in our police departments, in our local and state government? This is an opportunity to take account and look deeply at policies and practices affected by institutional racism.

As Ibram X. Kendi states, “there is no neutrality in addressing racism and bigotry. The opposite of racist isn’t not racist.

It is anti-racist. We must also be honest about how policies in every institution, in every community are producing or sustaining either racial inequity or equity.”

We need all leaders at every level, local, state, and federal, to take a bold stand in addressing racial injustice and inequity. It has always been through the persistent will and demands of the people and committed and bold leadership that has brought about justice in our society.

The New Mexico Civil Rights Act creates a legal remedy for New Mexicans to bring claims for damages in state court against law enforcement and other public officials who violate the rights guaranteed to them under the New Mexico Constitution. The bill specifically prohibits the use of “qualified immunity,” a federal legal doctrine that makes it nearly impossible for individuals to sue public officials by requiring proof that they violated “clearly established law.”

Championing the New Mexico Civil Rights Act during the upcoming special legislative session goes beyond a symbolic gesture for our state leadership. We have a historic opportunity to create a state law that will provide New Mexicans with a legal remedy for seeking justice and that will hold those public officials who abuse their power accountable. I urge legislators and the Governor to prioritize the NM Civil Rights Act this Special Session.

Is Santa Fe Ready for Black Lives Matter?

write to support BLM’s capacity to transform America—Santa Fe included, where the black population is minimal. And Black Lives Matter? In 2014, a percentage of folks at a BLM event didn’t even want to say it.

And where were the teeming crowds in Santa Fe six, four, or two years ago?

In the past weeks, I’ve had several friends call on me to express their regrets over the horrors of the racist policing and/or ask about my “black experience.”

These include friends who have never expressed interest before (I don’t let the conversation go by without noting this).

Their personal blind spots reflect something about Santa Fe. It is a tourist city whose legacy has also created a bubble city.

I have conducted racism workshops during my decade here. A particular piece of evidence of the Santa Fe bubble stood out when I conducted (how coincidentally) a workshop on poetry and police violence. A white woman who boasted she attended “every writing workshop I can,” couldn’t absorb the dual nature of the presentation. In fact, although she was eager to learn “poetry writing,” when I mentioned Trayvon Martin, Eric Garner, Tamir Rice, Sandra Bland, she expressed complete ignorance of who they were. I don’t know whether this is racism, escapism or naïveté, but (giving it the benefit of all doubt) it’s a kind of naïveté solely possible by living in insularity. And Santa Fe abets the bubble.

n June 3, Santa Feans held a Black Lives Matter protest, which saw hundreds of participants gathered in solidarity with BLM and its immediate objectives to demilitarize or defund the police (or both). I was proud to see Santa Fe in sync with the national movement following the killing of George Floyd in Minnesota.

I still weigh the question “Is Santa Fe ready for Black Lives Matter?” mindfully, because the crowds at the rally heavily relied on the youth and student community.

Previous local BLM marches (co-sponsored by Occupy Wall Street) occurred locally in 2014 and 2016, and neither event drew crowds. They drew scores at best. There was a Santa Fe memorial to the nine victims in the Charleston Church shooting in 2015, which, to my recollection, drew 15 mourners. And the issues go deeper.

A contingent in 2014, for example, was uncomfortable with the rallying cry. I remember a sharp divide existed between participants who explicitly critiqued race, privilege and police violence versus a camp carrying “All Lives Matter” signs. There was no special space given to black voices. The event survived intact by alternating “Black Lives Matter” with “All Lives Matter” chants.

I was quoted in a story by The Santa Fe New Mexican’s Phaedra Haywood saying, “In every city in this country, there is a part of town where the poor people live. And they are usually black people and brown people. Accept the reality that there is a color line based on economics.”

Looking back, if anything, I stated my case rather timidly.

In the past two weeks and with lightning rod swiftness I have watched the level of support behind the Black Lives Matter movement expand astronomically, accompanying profounder reflections on racism in law enforcement, housing and employment, criminal justice and education. It may be that the national surge has already clarified my major points.

Or maybe not. I don’t know. However, I

divisions, nor African American disenfranchisement. Notable exceptions that I have admired, including Tanya Rubinstein’s Monologue series and individual works showcased by the Alas de Agua Collective, are often rewarded by paltry attendance. I have given presentations after which I believed I literally was going to suffer a white backlash. The bubble audiences had been tricked into listening. They were never returning to see me again!

And what do you say when people who live in a Santa Fe bubble—and usually aren’t aware they do—phone asking you about racism? I resolved the dilemma by challenging them with my real question. “Is Santa Fe ready for Black Lives Matter?”

A Black Lives Matter gathering should highlight black voices and black speakers—no more or less so than Jewish, Hispanic or Native American gatherings highlight their respective stories. “All Lives Matter” is not a plea for colorblind humanitarianism. It is a racist and dismissive insult. Would you condone going to a Jewish Holocaust memorial, and calling on them to excise references to Jewishness? Or attend gay/lesbian/ transgender memorials to their dead and

tell them to drop the LGBTQ2IA+ part?

The hesitancy, or worse, inability to say Black Lives Matter exhibits an inability to pay African Americans the respect you pay the aforesaid groups. In New Mexico Black and Brown Lives Matter is a powerful, relevant and indispensable statement. Countless brown and Indigenous people are also victims of police violence.

But it is most important that BLM demonstrations have a historical connection to black oppression, slavery and segregation. Between 1877 and 1950, 4,084 black women and men were lynched in Southern states, according to a report from the Equal Justice Initiative.

Lynching was state-sanctioned “legal” murder, without a trial. It was euphemistically called “vigilante justice.” Today, more than a thousand African Americans are killed by police each year. How many have been wrongfully killed? How many have been euphemistically “legally” lynched? A BLM demonstration is both a protest and a funeral. It is a funeral for the wrongfully murdered, a protest against more murders.

Black Lives Matter is a struggle to sustain memory against forgetting, yet change the future.

believe in seems to require dire sacrifices from us. In addition to the threat of being killed and imprisoned with impunity, black people are dying from COVID-19 at a disproportionately high rate. This is directly related to our high prevalence of negative health conditions and increased exposure from essential service work. Likely all black people—indeed all oppressed peoples—carry some of this same weariness I feel. Some feelings of inevitability, some feelings of bitterness.

This is a toxic stew compounded with the constant terrors.

Coming from a black family full of police officers, military veterans, guards, teachers, public servants, caregivers and business owners, there is a special kind of hurt occurring in my spirit because so much of what happens to black people is the result of a society that refuses to hold up its end of the deal. All of my family have stories of prejudice and even outright terror while serving their cities and nation. Such was the severity of my mother’s experience as a police officer that she filed suit, which led to several promising

Having lived in Santa Fe for only four years, I still have a lot to learn about the immense cultural diversity and deep history of this land, but I am so grateful to live here. I am grateful to the many artists, activists, educators, designers, and dissenters I have met at the Santa Fe Art Institute through the last three years. I am grateful for the tremendous work of our staff and board, all of whom have responded to the COVID-19 emergency with selflessness, creative ingenuity and grace. As a black person, I am also grateful to see the outpouring of support for black lives.

But my heart is broken, for all of the reasons you have likely heard from the black community these last two weeks.

I fight back rage and tears. Certainly my heart breaks for black and brown families who bear the brunt of racist terror in this country. My heart also breaks when I think of how much we have had to fight, lose, win and fight some more—just to raise the level of the national conversation. The world we are supposed to

changes to the department but drove my family out of town. It was a publicly traumatic experience for my family and it has lasting consequences for us, but we have fared better than others because at least we are still alive. I feel fortunate to also come from a family of radical activists, including a Black Panther grandfather, who has informed my understanding of black justice movements, although he has been imprisoned my entire life.

I speak humbly as someone who is trained in violence prevention and nonviolent activism, and yet also as someone trained in military combat. I worked as a campus peer educator and community activist while in college, training students in sexual assault prevention.

I also voluntarily enlisted in the Army National Guard, trained with an infantry combat unit and narrowly missed a deployment to Afghanistan. I even worked in a state prison as a guard cadet.

So I have learned to commit violence.

Any honest reflection of my decision-making over the years brings me face-to-face with my own acts of harm.

But every step of the way, the people in my life held me accountable. The love of my family and friends prevented me from going down many a dark road, and never let me descend too far into chaos and self-destruction. I know that I must show up and live in integrity for the people in my life. I feel very acutely the need to cultivate compassion, understanding, and peace in my heart. I remain accountable to my community.

Accountability is necessary, and a nation that demands such from its citizens must in turn commit to the same. A nation that expects nonviolence from its citizens must in turn commit to nonviolence amongst its public servants. A government that expects people to work for the good of the nation must in turn ensure the government works for the people.

For decades, indeed since its founding, this nation has resisted the most basic solutions to systematized terror against people of color. Police departments are militarized and given huge budgets, yet have resisted necessary changes to recruiting, training, and community engagement. Powerful people have treated justice as an optic, leaving the dangerous work of liberation to those with the knee on our necks. Institutions have not implemented accountability processes or have otherwise neglected them. My people pay for these failings with our lives —no one should be surprised when an oppressed people respond with the spirit of liberation.

Allies and accomplices must understand that this spirit of liberation is not nice, it is not polite, it is not apologetic and it is not mediated by the timeline of the oppressive system. Watching black and brown bodies brutalized and killed sparks a rage that can only be satisfied by swift justice. Anyone seeking genuine alliance with the black freedom struggle must prepare themselves for both the thunder and the lightning. Any white person who supports the dismantling of the white supremacist system must center

the actual struggle of black people. We cannot continue to place the impetus for change on the bodies of oppressed people.

At Santa Fe Art Institute, we realize the necessity to continually grow as an institution and as a member of the community. We understand that the process of liberation is messy and dangerous, as oppressive systems are inherently violent, and bring violence to bear when challenged. We see the hard work of communities around the world to secure liberty and justice. Our artist residency this year is themed Labor to consider “what vitality, prosperity, and sustainability might look like beyond profit; to envision new systems for ‘making a living’ that elevate all of humanity and infuse our world with freedom, compassion, and harmony;

and that reflect the profoundly generative acts of labor.”

In 2021, our residency theme is Revolution. We believe, as Paulo Freire says, that people can “develop their power to perceive critically the way they exist in the world…[and] come to see the world not as a static reality, but as a reality in process, in transformation.” No more can we see racist white terror against people of color as a static reality, as an inevitability.

Black people live dynamic and meaningful lives, constantly building our realities.

In spite of my weariness, I must continue to fight for my own life and those of my black brothers and sisters. I must continually seek healthy and constructive community, as an expression of my desire to live life as if it matters.

It matters that I work for an organization that affirms my humanity and my struggles. It matters that I express solidarity with victims of state violence and repression. It matters that I right my own wrongs and try harder next time. And it matters that my white loved ones stand in solidarity with the movement for black lives.

Our nation is in need of radical transformation and time is short. Act like it matters.

Previous years have proven a comedic respite from the world, and though Wice notes a pattern of slightly more somber films this time out, the silly ones are still happening.

“The comedies are coming in,” he says, “but they seem more sincere and heartfelt. They’re handled with finesse.”

Enter the 3rd Annual Madrid Film Festival, an event that’ll probably hit your internets later this summer, but that’s still in search of films right now.

“The reality of the situation, our idea right now, is that we certainly want to put this festival on, and we want to do it in the smartest, safest way possible,” says co-founder Andrew Wice who, along with musician/celebrated theater werido Joe West created the fest a couple years back.

“What that means is a little hard to see, so we are researching a bunch of options,” Wice continues, “but encouraging filmmaking is still full steam

Think the pacing of Sesame Street (or even the criminally underrated Wondershowzen, albeit far less dark and dirty and with a lot more feeling) with the sensibilities of a news magazine television show and a dorky insider baseball kind of humor tailor-made for Santa Fe, and you’re getting it—and they’re only three episodes in.

Silverman tells SFR. “First of all, it’s like, what do we as culture workers do in this moment to contribute to everyone’s well-being, because that’s our job, and the second question was, what are the unique opportunities of this weird moment in terms of storytelling?”

Littleglobe TV blends comedy, info, music, community service and more into a weirdly excellent celebratory melange

I

n the span of roughly 40 minutes, each episode of Santa Fe arts-based nonprofit Littleglobe’s aptly titled YouTube series Littleglobe TV takes viewers on a video journey throughout as many local elements as possible.

Short film, documentary, comedy bits, music, dance, medical info and journalism intermingle, creating a well-informed (and wildly informative) love letter to the city and its surrounding areas, but also an important community service I didn’t know I needed until it came barreling into my life. It’s enjoyable, it’s entertaining and its plan to reach out into as many communities as possible is, at the risk of sounding cheesy, inspiring.

The Littleglobe (littleglobe.org) mission, after all, is to unite humans across boundaries with art while telling the story of Santa Fe; to help amplify the voices of the creative, but also the marginalized and underserved. But whereas that’s a rally cry shrieked from the hilltops and adobe abodes by many a Santa Fean, such words can (and do) often ring hollow. Here, however,

So far those opportunities have included segments on a rancher facing an uncertain future, hygiene tips from puppets (shoutout to Devon Ludlow and his The Love That Would Not Die musical series); health information from La Familia’s Wendy Davis; interviews with community members, restauranteurs; fledgling beekeepers; uprooted Native youths; dancers with no place to practice and perform; weather jokes and many other bits and pieces.

Littleglobe TV’s third episode adopted a more serious tone, looking at workers around Santa Fe and, to paraphrase Silverman’s introduction in the piece, making their invisible work visible. Of particular note is contributor Hannah Hausman of the Santa Fe Children’s Museum, whose vulnerability in documenting and dissecting her daily life as a single mother is fascinating and surely recognizable and relatable to so many struggling with feelings of solitude or inadequacy. This speaks to the show’s core premise, namely, that if Littleglobe TV can produce a segment that makes us laugh and then phase into another that makes us feel connected to

our fellow Santa Feans, it probably will.

“We’re living in a day-to-day world where we can’t predict how we’re going to survive in a couple months, but it’s also an opportunity to let go of future plans,” Jonas explains. “Maybe we as a town can grow from the day-to-day and into a new way of thinking of who we are as a town— the big vision is that when we ARE back up and running, we’re telling the story of the people who we are today. It’s diverse, it’s complicated, it’s ideally kind of funny, it’s frustrating, its inequitable…we want to be OK with the complexity, we don’t need to tell one story; we want to tell all the stories.”

Exploring such complex themes, it turns out, needn’t be complex itself. Much of each episode is filmed with phone cameras (“We all have these HD cameras in our pockets,” Silverman notes), and with a team of 16 working to produce episodes, the DIY punk-rock nature isn’t overwhelming. In fact, it’s imperative to educating the younger and/or newer filmmakers on the team. Additionally, according to Jonas and Silverman, the “rough and tumble” aesthetic is very much intentional, and everyone involved, from the seasoned filmmakers like Ed Radtke to those still learning like Aurora Escobedo, gets paid for their efforts—pretty cool in the best of times, downright awesome during a pandemic.

And they’ll keep going. Jonas and Silverman say there are countless ideas left unexplored and, though there’s no plan as far as how long Littleglobe TV will run, it sounds as if it’ll be there as long as we need it.

“We’re doing this thing because it’s the right thing to do now,” Silverman says. “I don’t know what the world’s going to look like for storytelling, but one thing Chris and I ask ourselves is, if our grandkids ever ask us what we were doing during COVID, this is what we were doing.”

It was sheer frustration. One table after another, the masks come off the second people sit down, and I’m high-risk, I felt like I could visualize little particles of virus hitting me. I was so frustrated.

o matter how much we wish “I think it’s fine,” was equal to “The pandemic is over,” there are still COVID-19 cases popping up in alarming numbers and there are still people who seemingly refuse to take the situation seriously—or wear a mask when it’s most needed. For Santa Fe server Jen Stillions, those are both luxuries she can’t afford.

A native of the Chicago area and a Santa Fean for four years, Stillions was recently forced back to foodservice following the shutdown and has since authored a revealing social media post about her experience so far. You can read it in the most recent edition of SFR’s food newsletter The Fork. In the piece, Stillions broke

A Q&A with a Santa Fe server forced back to work during COVID-19 down what an average day back at work is like, and in its most basic terms, much of the issue is about how restaurant patrons are not observing proper mask etiquette.

For an at-risk worker (Stillions has asthma) with no choice but to go back to work that’s a tough pill to swallow. I just had to learn more (but we won’t be naming her workplace so as to make her life easier).

SFR: How long have you worked in foodservice?

Jen Stillions: Over 25 years. Like, my whole life, from the graveyard shift at Denny’s to fine dining. I’ve been in my current job for…the week before the pandemic lockdown was three years.

You’ve probably been asked this a lot, but what made you write the piece on social media?

What has the response been like so far?

I haven’t gotten any opposing voices locally or in my immediate circle. I don’t know if you’re familiar with the Bitchy Waiter [Facebook] page, but they somehow got ahold of my post and shared it and there are thousands of comments, and some are pretty nasty. There are a lot of anti-mask people, and I just don’t get it. But I’ve had regulars reach out to me, and some woman from another state sent me a private message that she wanted to send me $100 as an apology for all the people who are tipping badly. She randomly sent me $100.

I cried.

It seems like a lot of people think, ‘If you’re worried about getting sick, just don’t go back to work,’ but people in foodservice—and a lot of fields—don’t often have that choice, right?

100%, that’s what I keep hearing. But I wasn’t given that choice. None of us were given that choice. The government flatout said if you’re called back and you don’t go back, you’ll lose your unemployment.

They were kind of saying if you could get a doctor’s note, you could maybe still get the unemployment, but I’m a waitress, I don’t have insurance—how am I going to get a doctor’s note at this point? And to be totally honest, I was kind of sick of sitting at home, and I also thought I was going to be very well protected.

But patrons just aren’t taking the masks seriously?

I have a friend who was working a hosting shift at a different restaurant, and she was saying that on Friday night, at the door, she was asking [customers] to keep their masks up until the server was not at their table. Nobody listened to her. 90% of people, masks are off the second they sit down.

FOOD

Where you work, can you ask people nicely to pull them up?

I started doing that last night. I kind of had it out with my boss and said this wasn’t cool, and she said I was welcome to say something. Every single table last night was masks off the second they hit the chair, so I said ‘would you guys mind pulling your masks up, at least until I have your order in the computer?’ And people were nice about it, but everybody wants to chit-chat. They’ve been locked in their houses for two-and-a-half months. And my voice is also muffled behind my mask—they can’t hear me, plus there’s no standing six feet back and going over specials and what kind of tequila we have.

What can we as patrons be doing to better keep servers in mind?

I think, really, the basic thing is keep your mask on. Be patient. The more you have to call your server to your table for piddly shit, the more chances of exposure there are. People aren’t being compassionate.

Some are, but we have so many tourists in town right now. I don’t know what they’re doing here. But also, here’s the thing—and I totally understand and feel it: Most of the restaurants in this town are small businesses, and they took a HUGE hit from the shutdown, so I think a lot of them are just so grateful to be open and have business coming in that they don’t want to alienate their customers. But by the same token, I’m not sure they’re thinking about what happens if there’s even one case. They’d have to shut the restaurant down, quarantine the staff, get everyone tested. I feel that they’re like, ‘I don’t wanna piss anybody off,’ and I don’t see managers [speaking up] unless it’s a corporate place and they’re well-protected by the corporation. Small businesses are struggling with that. We’re still not making even half of what we used to make, and it would be nice if people took that into account and tipped a little more…

MOVIES Da 5 Bloods Review Spike Lee blends black history with Vietnam, heists and stellar cast in new Netflix movie

Da 5 Bloods is a bit of a puzzler.

On the one hand, Spike Lee’s newest (and a Netflix exclusive) boasts a totally stacked cast featuring Delroy Lindo, Jonathan Majors, Chadwick Boseman, Clarke Peters, Norm Lewis and Isiah Whitlock Jr., and is one of the most exciting coming-together of actors in recent memory. On the other hand, confusing pacing and jarring editing make for a challenging watch.

Not that it’s hard to follow—at its core, Da 5 Bloods is a story of brotherhood, racism and the chilling American history of black folks fighting in foreign wars only to come home and face age-old oppression, violence and worse—but odd choices can sometimes get in the way of otherwise thrilling story beats, tight writing and cleverly inserted homage to notable black people throughout history.

We join its four main heroes (Lindo, Peters, Lewis and Whitlock Jr.) in the present day on a trip back to Vietnam years after they fought there. What seems at first like a holiday reveals itself to be the completion of a pact with a nowdead friend and squadmate (Boseman), with whom the titular Bloods had found a crateful of

After the totally ridiculous cancellation of his brilliant 1999 Freaks and Geeks television series, filmmaker Judd Apatow famously said he’d do everything in his power to make its cast (folks like Linda Cardellini, Jason Segal, James Franco and Seth Rogen) famous forever. He pretty much did do that, and it now seems like he’s trying to weave the same magic with SNL‘s Pete Davidson. Except Davidson’s not nearly as talented as some of those people (Franco can fuck off, though), and his whole “I’m mentally ill so I’m interesting!” shtick isn’t nearly as watchable as he thinks it is (full disclosure, I’m also mentally ill, so, like, I know it can be exhausting for people), even if we’re supposed to read it as artistic vulnerability.

In Apatow/Davidson’s newest collaboration (they previously worked together on the Hulu film Big Time Adolescence which, by the way, is shockingly similar to this movie), Davidson plays a Staten Island slacker loosely based on himself. His firefighter-father died years earlier in a hotel fire (Davidson’s real-life dad died similarly during 9/11), and he now uses it as an excuse to never grow up. But when his sister goes off to college and his mom (the always on-point Marisa Tomei) decides to 20

gold at the height of war. Circumstance has prevented them from returning for the millions, but with each facing personal dilemmas back home, the gold comes to represent a parachute; each Blood eventually admits his struggles, strengthening bonds and deepening relationships (Lee’s longstanding history of positively portraying hetero male intimacy should be taught in schools).

Particularly of note are Majors (The Last Black Man in San Francisco) and Lindo, a complicated father-son duo that nudges Da 5 Bloods into a deep bit of character study; Peters, as the collected voice of reason, impresses as well, even if the story he’s ultimately given feels shoehorned; Jean Reno as a ne’er-do-well money launderer-type makes sense in context, but adds little to the tale, while Whitlock Jr. and Lewis

start dating again, Scott doesn’t much like the new guy (comedian Bill Burr, who is honestly damn good here), especially since he’s a firefighter and that carries emotions, obviously, but also because there’s like some Oedipus crap going down for sure…but that’s never explored meaningfully.

The rest is some morality play on how we define ourselves and how even the most cannabis-loving 20-something can probably ditch the arrested development routine if only someone—anyone—would believe in them.

Problem is, everyone around Davidson proves a better performer, from the aforementioned Tomei and Burr to a small but powerful turn from Steve motherfucking Buscemi. Had I known he was in this thing, I’d have been way more excited to see it, but even he can’t save Davidson from his own self-indulgence or from how The King of Staten Island is basically Adam Sandler’s Billy Madison only way longer and with way less of an impact and certainly without the awesome jokes about pissing one’s pants (Hey! Buscemi was in that one, too!).

I jest (mostly), and there will surely be people who see this movie and think about getting their shit together. Good for them. I like to think they’ll hold onto The King of Staten Island until they find something better, or at least until they rewatch it a few years down the line and think “I thought this was good? Jesus.” (ADV)

don’t have much to contend with—even if they disappear into their respective roles with ease.

Still, Da 5 Bloods is packed with gorgeous cinematography and timely reminders of the sacrifices black Americans are often expected to make. Lee weaves in real-life Vietnam footage and history alongside harsh truths. It’s a bit stark, of course, but welcome. As a movie judged on its own merits, it’s flawed and downright weird at times—as an entry in the cultural lexicon (particularly at a moment wherein educating ourselves, especially when we’re white people, isn’t just important, it’s mandatory), it’s a don’t-miss.

+ MOSS RULES; THE MUSIC AND CINEMATOGRAPHY

- HARD TO MAINTAIN INTEREST

Whereas the vast majority of biopic films tend to stray into hero worship territory or dramatic, one-sided documentary-like fare, director Josephine Decker (Madeline’s Madeline) takes the long way ’round toward descent into madness in her newest, Shirley, starring Elisabeth Moss.

Like the novel of the same name on which it’s based, Decker’s Shirley throws its lot someplace between real-life events (Jackson was indeed a writer, was indeed married to writer/educator Stanley Hyman; smoked too much and was probably a little intense before she died at a young 48), but by taking a page from Jackson’s own mastery of the unsettling, winds up someplace near murder mystery meets mental health disaster. Or something like it—it’s often a challenge to know what’s real or not.

We enter Jackson’s life through Rosie (Odessa Young), a young woman married to a green PhD candidate (Logan Lerman) who takes the couple to Bennington, Vermont, to work under the tutelage of Jackson’s husband. In the midst of a long-running depressive state, Jackson spends much of her time in bed, not writing; sickly and

exhausted, she struggles while her husband sleeps around.

But with Rosie’s arrival, inspiration brews, and soon, Jackson is back at her typewriter.

Trouble is, the novel, which she bases on a missing young girl from the nearby university, starts consuming her, and that goes double for Rosie who becomes like a ward to the writer… or maybe a lover…or maybe both.

Moss is brilliant as ever, all pent up rage that seeps out at inopportune moments. And the merits of Jackson’s works are never called into question, even as she verbally assaults her husband’s co-workers and sows discord between Rosie and her beau. She’s obviously some kind of genius. Michael Stuhlbarg plays fantastically against Moss as Stanley Hyman; the pair’s Who’s Afraid of Virginia Woolf? thing cuts deeper and darker, too—they’re both horrifying in their own mundane ways, and Rosie, caught between them, starts to question her life and reality.

As do we, particularly thanks to the stellar string-based score from composer Tamar-kali and the jarringly disjointed cinematography from Sturla Brandth Grøvlen (Before the Frost).

Or even if they did. The ending, you see, is up for interpretation, and while it can be a bit of a slog getting there, Moss’ performance and the slow burn strangeness help us subsist until we do.(ADV)
