HATED IT Some of the most annoying people I’ve ever met in my life tried to get me into geocaching. I remember finding some loose weed and other useless junk in a pill bottle on the top of Grass Mountain that I was later told was a geocache. Geocaching is terrible and I hate it.

New Mexico belonged to her.” My grandparents, Juan and Rosabel Archuleta, were neighbors and friends of Miss O’Keeffe, as she was respectfully called. As a kid they told me that when the residents of the tiny Village of Abiquiú were trying to raise money to build a new church she walked into the priest’s office one day and asked how much more money they needed. When he told her she walked back to her house, got her checkbook, wrote out a check for the full amount and handed it to him. She then casually returned home. A number of years later she did the same thing when they needed to build a new elementary school. Over the years Miss O’Keeffe was exceedingly kind and generous to the people of Abiquiú. Most of the people who worked for her—cooks, housekeepers, gardeners—were all local Hispanics. She treated them with kindness and respect. If she knew someone was in need financially she would quietly assist them and asked for nothing in return. In my book she will always be one classy woman.

Advocates agree that homeownership plays an essential role in addressing Santa Fe’s affordable housing conundrum, but in the current market, would-be new homeowners like Barronian likely will be forced to continue renting.

A special cocktail has driven the real estate market to the boiling point: housing shortages, high building costs and the “paradigm shift” to remote work born of the pandemic.

fewer options given the housing shortage, which stretches back to 2008’s real estate crash and even before.

Further, out-of-state buyers are outbidding local residents, Carson says, reflecting a national trend.

Santa Fe’s desirable living conditions only accelerate the problem, says Alexandra Ladd, the city’s director of the office of affordable housing. Ladd and other experts point to the already small supply of houses and limited options for different neighborhoods across the city, explaining that “the entry point into homeownership has gotten tighter and tighter.”

A comparison of the property sales during the first quarter of 2020 to that of 2021 spotlights the market’s high temperature.

According to the Santa Fe Association of Realtors, the median home price in the county leaped from $572,500 in 2020 to $650,000 this year. And homes spent an average of 59 days up for sale in 2020; that figure is 39 so far in 2021.

hough Abbie Barronian’s house in Casa Linda is a little old with some undesirable quirks, there’s enough space for a dog to romp and she feels grounded there. For almost two years, Barronian and her two roommates have rented the house for just under $2,000 a month, happy to have found such a good deal in Santa Fe. Earlier this month, the owners decided to sell the house and informed Barronian and her roommates that they would need to move out at the end of July. Hoping to stay, she contacted the owner’s realtor and made an offer—the asking price of $425,000, which was already $10,000 above what the comps estimated.

“They rejected it without a counter,” Barronian tells SFR. When she asked why, they responded: To maximize the house’s exposure.

“I respect that,” Barronian says. “This is an investment for them, but it’s a home for us.”

The challenge of becoming a homeowner in Santa Fe—a lofty goal for many low- and moderate-income residents— makes up an important, though often under-discussed, element of the city’s bedeviling affordable housing crisis.

“When you hear the term ‘affordable housing,’ what do you think?” asks Johanna Gilligan, senior director of community development with Homewise, a

who are often purchasing a second home— rose from 23% to 28% between the first quarters of 2020 and 2021.

As a person in a “good financial situation” to make an offer on the house, Barronian recognizes that she isn’t the most vulnerable renter facing a hostile housing market.

“And for this to feel stressful for me, with a full-time job and a little money saved up and the ability to buy a house, I think it’s indicative of how traumatic and impossible it would be to have any less means,” she tells SFR. Experts argue that New Mexican renters have limited protections and few ways of enforcing existing laws, which further emphasizes the need for more families to make the jump from renting to owning.

According to the National Association of Realtors, the national average wealth of homeowners in 2021 ($297,000) dwarfs that of renters ($8,000), showcasing the market’s inequality among families who rent versus own in Santa Fe. “Now that the market is booming the way that it is, people are figuring out, ‘Hey I can really cash in,’” says Michael Barrio, executive director of Santa Fe Housing Action Coalition.

“And they’re not really thinking about or having regard for the way it impacts renters or whether or not they’re able to find another affordable unit or place to live,” he says.

While a free market dictates that owners can choose to sell to the highest bidder, advocates explain the current situation demonstrates that, if anything, the market is exacerbating an already existing issue.

Barronian acutely feels the paradox.

“We can buy this house, we can do this, it’s well within the range of possibility and would ground us here,” she says. But “the opportunity isn’t there.”

Barronian still plans to make an offer when the house goes on the market, but she knows what she’s up against.

“And based off of the market, it doesn’t look great,” she says.

glimmering on the horizon, placing more importance on foraging for mushrooms and olives. Malone even worked as a US Olympic Training Center coach in the early ’90s, at the same time spending months out of the year living in a roofless treehouse in Ojai, California.

“He moved like the seasons,” Rassoul adds, noting his various humble abodes.

Rassoul explains Malone was the son of post-depression Dust Bowlers who went west and set up shop in Ojai. Malone lived in New Mexico from May to November, California in December and April, and Central Mexico from January to March.

Everywhere he went, he collected spare bicycle parts from junkyards and dumpsters, so he could refurbish them into working order and give them away, often at a financial loss. His home workshop featured piles of bicycle parts, where he’d work to the rhythm of Peruvian music.

Another close friend of Malone, Igor Choromanski, describes him as adorning a trickster’s smile, having fingernails dark with engine oils from his work on bicycles and old vehicles, and often wearing torn clothing.

“Laurence loved people,” Choromanski says. “He collected them with the enthusiasm of a 9-year-old running along a beach

ven for casual Canyon Road strollers, Laurence Malone made an impression. Up and down the street he’d ride his bicycle, selling homemade lentil burritos, casting long shadows from the two-wheeled machine that made him famous—and from his 6-foot-2-inch frame.

Malone’s aesthetic of choice was an ’80s vibe of frumpy, loose-fitting garments that billowed in the wind. And he was a talker—a deep and philosophical talker, his friends expressed to SFR. Malone died on May 17 near Lancaster, California, after his vehicle suffered a head-on collision with a semi-truck. The 68-year-old was on his way back to Santa Fe in one of his many seasonal migrations.

The man peddling his burritos through Santa Fe’s art district was also one of the first legends in the international cyclocross community—an intense form of racing that takes on paved and off-road paths, often in extreme weather conditions.

“He was a forefather in cyclocross racing, a five-time national champion,” a close friend of Malone, Shaheen Rassoul, tells SFR. “And of course he was a huge figure in my life, and his loss has resonated within the cycling community. But [Malone] was also recognized just because of the amazing personality he was. I really valued him as a coach and mentor, and a surrogate father figure. You really could see him in Santa Fe, all the time.”

His national titles came in consecutive years from 1975 to 1979, the record for most wins of any cyclocross athlete. He won gold and silver in the Masters CycloCross National Championships as well.

looking for seashells. Every time he’d find one, he’d run back yelling, ‘Look what I found!’ And that same afternoon, there would be phone calls and voice messages.

By sundown there would be a gathering honoring his latest find.”

Another friend, Gustav Alsina, echoes that sentiment. Alsina describes him living with richness around him—a world filled with wonder, friends, a deep love of reading.

“He gathered a tribe of many willing to engage,” Alsina remembers. “Through deep passages [he] recalled quotes by brilliant minds he read in books, just as hungrily as he read minds. Same as he read road signs, and rode bikes into places less visited than those more known. His tribe was like he was.”

In 1977, Malone came to international renown.

While competing in Hanover, Germany, he performed a series of bunny-hops over barriers which awed the Europeans—it was something the continent hadn’t seen before, Rassoul says. Despite brushing off the accomplishment in conversation with friends, the European cycling world put Malone on the map for his feats, nicknaming him “Der Springer” (The Jumper).

Malone held a deep distrust in the institution of sports capitalism. He held views that irked other competitors, such as his dismissal of a scientific-backed training regimen for competition, arguing focus on skill and coordination were ideal.

“He was a forefather of the sport, and these were the days before Lance Armstrong,” Rassoul says. “Although he was good at it, it was an ill fit for him to be part of these promotional groups. Deep down he was a real rebel, so that stopped him from competing. He was frustrated with the state of cycling because it wasn’t consistent with his worldview.”

Cycling was (and is) an individual sport for the rider, Rassoul says, and not conceived as a group-think exercise— but such nostalgic ideals have largely diminished.

“It’s gone the group-think way,” he says. “The influx of money and [Malone’s] personality didn’t mesh. Nowadays, racing is centralized to do the bidding of the team director. Laurence saw that early on. Eyes were on the money and the pretty faces on the magazines. He tried to remind the early cycling community that they were different, but it was a tsunami no one person could stop.”

In 2017, Malone was inducted into the US Bicycling Hall of Fame—an experience his friends say moved him deeply. At the crash site, a newspaper clipping of the event was found on his person, allowing police to identify him.

The absence of Malone’s yearly migration patterns strikes Rassoul. It was as if their friend was a timepiece, as if he were the seasons himself.

“It’s almost summer,” he says. “But we’re all still wondering when spring might finally come.”

Malone is survived by an 8-year-old son in Mexico.

Doubling Detox Beds La Sala Crisis Center to reopen detox facility; crisis center to come B Y D AV I D C A M P B E L L L O Z U AWAY- M c C O M S E Y i n t e r n @ s f r e p o r t e r. c o m

anta Fe County plans to expand its drug detox offerings in a remodeled space and, later this summer, plans to open a crisis center in the same building at 2052 Galisteo St. The near-doubling of detox beds and addition of the planned crisis center comes courtesy of $2 million from a $4.3 million, voter-approved bond in 2016. It is supplemented by a $526,000 grant from Christus St. Vincent Regional Medical Center and a $300,000 grant from the county’s DWI fund.

There will be space for 27 people to safely withdraw from drugs and alcohol starting in the next week or two, up from the 15 beds the county has now, all run by Santa Fe Recovery, a local nonprofit. It is the same building that housed Santa Fe County’s Care Connection, a long-shuttered previous attempt at inpatient detox.

There’s a new model, too, and the reworked space takes its name from it: “La Sala,” or “the living room.”

It’s built around a central room, where detoxing clients can mingle, watch TV, eat hot meals delivered 21 times a week from Santa Fe Recovery’s commercial kitchen and break off into a second group in a conference room. There will be optional 12-step meetings every day as well as education and exercise.

“It’s a much better experience if they are active and involved,” Santa Fe Recovery CEO Sylvia Barela tells SFR. Clients may leave the detox whenever they choose.

The beds are arranged in two dormitories, a men’s and a women’s, around the central room. Clients identify their own gender.

On Friday, county officials led reporters on a tour of the facility.

When clients walk into the 11,124-square-foot La Sala Crisis Center, the initial encounter is planned to be “not a receptionist up front, but an employee to welcome people and ask what they need,” says Alex Dominguez, Behavioral Health Administration program manager.

The idea to set a tone for people who, in many cases, are in the middle of one of the toughest days of their lives.

For now, Barela prefers people go through Santa Fe Recovery’s main location at 5312 Jaguar Drive for intake.

The nonprofit, which is open from 8 am to 5 pm Monday through Friday, does not suggest people go to the emergency room unless the situation is dire. In those cases, Santa Fe Recovery’s partner, Christus St. Vincent, will hold the client overnight and the detox will pick them up for intake the next day.

“We are trying to get people out of the hospital for detox,” Barela says.

Once the crisis center opens, an assessment can be done in-house to determine what sort of care is needed next—a heavily supervised detox or something less intensive. The plan is for the detox to be open 24 hours, seven days a week and to be staffed by at least two medical technicians, with

a medical provider and a clinical provider on call.

Santa Fe Recovery expects eventually to have a registered nurse or paramedic on duty at all times, though staffing has been difficult, Barela tells SFR. The detox includes a nurse’s office and a doctor’s office. The center’s med-techs will work 24/7 to check vitals, supervise clients and aid in medication distribution.

That’s a step up from social detoxes and a step down from medically managed, which would typically take place in a hospital.

Santa Fe Recovery uses Ativan, Suboxone and other detox medications.

The nonprofit is not licensed to dispense methadone, but partners with a local program to insure clients receive their prescriptions. Santa Fe Recovery does not offer a needle exchange on Jaguar Drive or at the county detox center.

For New Mexicans, three to 10 days

in the center are covered by Medicaid or insurance—more if a doctor deems it necessary. The uninsured are covered by state general fund and federal dollars. The only out-of-pocket expenses will be for those with insurance and an accompanying copay. The services are not available to nonresidents of New Mexico.

The crisis center, which officials plan to open this summer, will serve people in behavioral health crises ranging from suicidal ideation to getting fired from a job with nowhere to go. Its goal is to give people experiencing a behavioral health issue a place to go rather than the ER or jail, with trained professionals to help determine the best course of action.

Fall trial in killing of basketball standout spotlights myriad legal issues, including self defense and juvenile justice reform

urors must answer a host of thorny, charged questions in a First Judicial District courtroom come October; whether Estevan Montoya fired the shot that killed Santa Fe High basketball star Fedonta “JB” White won’t be among them.

Montoya, 16, and White, 18, found their way to the same underage drinking party in Chupadero on Aug. 1. The younger of the two shot a single bullet that struck the blue chip hoops recruit, who was likely on his way to the starting lineup for the University of New Mexico Lobos—an act that in a split-second led to impassioned calls for harsh punishment, pleas for understanding and a divided community.

None of that’s in doubt. Even Dan Marlowe, Montoya’s lawyer, concedes his young client, now 17, pulled the trigger.

But that’s where the agreement stops.

District Attorney Mary CarmackAltwies says it was first-degree murder, committed by a gang member with a history that was pointing toward a heinous crime.

“We’re going to trial, and we’re pursuing the maximum sentence,” CarmackAltwies tells SFR in her first public comments about the killing.

Marlowe says White was chasing Montoya, who was armed because he’d watched a close friend die by gunfire just two weeks earlier, and his client fired in self defense. Further, the longtime criminal defense attorney says, the boy is a member of a rap group known as the Southside Goons, which is no gang.

“He didn’t mean to kill that kid. He didn’t even know he was gonna hit him,” Marlowe says in an interview. “He just shot to scare him. And then the kid dies....I believe that it’s absolutely preposterous that they would be charging him with first-degree murder. It is all political, and there’s no way around it.”

Montoya has pleaded not guilty to charges of first-degree murder, evidence tampering, negligent use of a firearm and unlawful carrying of a firearm.

Jury selection is set to begin in Santa Fe Oct. 4, with First Judicial District Judge T. Glenn Ellington presiding. The trial will take place against a thick, emotional backdrop, which for nearly a year has sometimes boiled into anger among friends and supporters of both boys on social media

and in the comments sections of news stories about the case.

Additionally, it’ll be an early, highstakes test for Carmack-Altwies, a newly minted, first-time prosecutor who ran on a platform of progressive change in the criminal justice system, particularly shifting resources and energy “away from punishment and toward rehabilitation.”

Juvenile justice reform has been ascendant nationwide—and in New Mexico—in recent years, with US Supreme Court rulings that recognize people under 18 make decisions differently than adults. The rulings paved the way for more leniency, even in the most serious cases, and in this state, for proposals to change the sentencing and parole schemes for those who committed crimes as children. (See SFR’s story on the reforms on page 13.)

Carmack-Altwies was a vocal supporter of such a reform bill that nearly crossed the finish line during this year’s legislative session. However, she says, the job of a prosecutor requires a different calculus.

“We have to treat them the same-ish for these most serious crimes,” CarmackAltwies says. “But we have to take into account that down the line, they’re going to grow and develop more and change more than a 32-year-old man that commits a heinous first-degree murder.”

The seriousness of the crime Marco Serna, Carmack-Altwies’ predecessor at the DA’s Office, made the decision almost immediately after Montoya’s arrest to charge the boy as an adult.

Serna could have chosen a different tack by setting up an amenability hearing—a process through which a judge decides whether the accused youth is open enough to treatment to be released at 21 years old.

The other path: adult sanctions, which could lead to a sentence of 30 years to life in a state prison.

“We definitely explored it,” CarmackAltwies says of whether Montoya should have been eligible for an amenability hearing. “Ultimately we rejected that based on factors I can’t disclose—both in the pending case and Montoya’s history.”

She decided Serna made the right call.

“When I came into office, I went through every pending homicide with my attorneys who were assigned to those cases, and we made decisions about every single one to see: Should this prosecution continue?” she says. “Should this be charged at a higher level? Should this be charged at a lower level? This was one where I thought the prosecution was spot-on.”

Parole loosens for 30-years-tolifers, including those sentenced as juveniles in New Mexico

text of the Montoya case, she describes her decision-making process when it comes to whether a child should face adult penalties.

First, the DA considers the seriousness of the crime. Second, she examines the defendant’s past actions.

“It’s mostly their on-paper criminal history, but we also take into account the file that the police have on that kid, if any,” she says.

‘I believe he’s not guilty all the way down the line’ Marlowe says the way Santa Fe police have handled the case is “complete bullshit.”

But he doesn’t begrudge CarmackAltwies’ charging decision.

“She doesn’t have really any choice, in my opinion,” he says, pointing to intense community pressure to aggressively prosecute Montoya, which he believes flows from White’s beloved status in the community as one of the region’s best basketball prospects in a generation.

Prosecutors’ choices and tactics are a different matter. Marlowe says the facts are not on prosecutors’ side, so they are attacking Montoya as a “gang banger.”

After the Perez killing, Marlowe says, Montoya caught wind that he would be “next.” That explains why he was carrying a gun at the Aug. 1 party.

“What are you gonna do if you see your best friend killed right in front of you?”

Marlowe says. “And then you hear that you’re next? What’s that do to anybody?

But what’s that do especially to a 16-yearold kid?”

White began chasing Montoya, who was trying to leave the party, and fired a wild shot under his arm and across his chest as he fled, Marlowe says. It left White dead, but it’s not a murder case.

he should be tried as an adult, CormackAltwies reluctantly declines to answer.

Her prosecutors have offered clues in the courtroom, from lengthy school disciplinary records to cellphone video they say shows Montoya firing a gun in a park.

Marlowe, the defense lawyer, has countered, saying Montoya has just two marks on his criminal history, neither of them violent.

Prosecutors have also asserted that Montoya is a “proud gang member,” citing his affiliation with the Southside Goons.

Marlowe and members of the group have pushed hard against that claim, saying the Goons are a rap collective who have been heavily maligned—and have even lost one of their own, Ivan Perez, who was fatally shot July 15 outside the Bluffs at Tierra Contenta.

Montoya was nearby when Perez, a close friend, was shot. Mario GuizarAnchondo, 17, faces an open count of murder in the killing, and Cormack-Altwies has charged him as an adult.

“But I’m reviewing that decision at this point,” she says.

Marlowe has appealed to Judge Ellington on several fronts: first, to free Montoya from the San Juan County Juvenile Services Center, where he’s being held after the closure of the Santa Fe County juvenile lockup last year and, later, to move the trial to Los Alamos County.

Ellington has sided with prosecutors both times.

“That’s the reddest county in the state, and you want to do a murder trial up there?” Marlowe says. “I should have my head examined for that one, but I do, because they’re fair...and they don’t have the same kind of political overflow that you would get if you were in Santa Fe County with the local star getting killed.”

Marlowe also says Montoya should have been afforded an amenability hearing.

He believes the trial’s outcome will depend on whether Ellington allows the jury to receive a self defense instruction, which could wipe away all the charges his client faces.

“I believe he’s not guilty all the way down the line,” Marlowe says. “And sure, the fact that he was 16 factors in, but from the very beginning, this was grossly overcharged regardless of how old he is.”

A mundane, easily procured food order transforms into aspiration for a guy who hasn’t eaten a meal prepared in a home kitchen since he was 16.

On May 27, it happened for Lasiter, who is now 56.

A sturdy man who looks right through the back of your head when he wants to get a point across, Lasiter walked out of the Lea County Correctional Facility in Hobbs around 1 pm on that day, climbed into his lawyer’s Honda and got his Southern comfort food.

Four decades prior, the self-described “gullible” teen got into a different car with two older men. He hoped it would take him to California and away from the troubles he was trying to escape. He wound up in the middle of an armed robbery and fatally shot a gas station employee in Lordsburg.

Since then, Lasiter has endured traumas in the New Mexico prison system he still can’t talk about. He spent a decadeplus numbing his pain with contraband narcotics. And he turned it all around by earning multiple degrees, training dogs for service work, starting a classic-rock prison band, serving as a caregiver for a man he was incarcerated with—and, almost unbelievably, amassed a spotless misconduct record for the last 26 of the 40 years he was locked up.

A judge sentenced Lasiter in 1981 to a prison term of 30 years to life—a mandatory punishment at the time, even for children who were tried as adults—and by law, he was supposed to get a meaningful chance at release every two years once the three decades were up.

That chance was supposed to come from the New Mexico Parole Board.

Five times, from 2011 through 2019, there was no chance at all. Rather, as they’d been for nearly all of New Mexico’s “30-year-lifers” who should have been afforded a thorough review, Lasiter’s parole hearings were perfunctory affairs.

“Nobody paid attention. They were doing other things and just not paying attention,” Lasiter tells SFR, sitting in the dappled shade of a massive cottonwood in an Albuquerque park. “I had given up hope of getting out, but I hadn’t given up hope. the tunnel, well, you don’t think about the tunnel. So I focused on growth and spent time getting healthy.”

Everything changed last month— spurred by two recent US Supreme Court rulings and a push from the American Civil Liberties Union of New Mexico and other advocates that forced the board to recognize long-held science showing the sections of the human brain that govern logic, decision making and more don’t fully develop until age 25.

In March, the Parole Board adopted a new rule that requires a more individualized, thorough exploration of how someone has or hasn’t changed while in prison—with far less focus on the circumstances of a decades-old crime—when deciding on release.

In May, a three-member panel granted Lasiter’s freedom.

“There was a noticeable difference,” Lasiter says of his last hearing. Before, “I was just an annoying presence. I always

felt like, ‘We have to hear you, but we don’t have to listen to you.’ There were times I felt like getting up and walking out, because I already knew the answer. This time I didn’t know the answer, and I knew they had to listen. And they listened.”

More change may be coming.

A proposal that would have outlawed the sentence of life without the possibility of parole for people who committed crimes as juveniles—as several states have done—and reduced the number of years for a first parole hearing for youths sentenced to finite life sentences from 30 years to 15 passed the New Mexico Senate during this

year’s legislative session, but never got a floor vote in the House as the chaotic session sped to a close.

“I think incarcerating children for life is inherently unjust,” says state Rep. Dayan Hochman-Vigil, an Albuquerque Democrat who cosponsored SB 247. “It’s almost like there’s two victims: the victim of the crime, and then we keep people in jail for the rest of their lives. Two people lose their lives.

This is the first step in bringing this to light...and I’m working to see if we can get it on the governor’s agenda for the 30-day session in 2022.”

The measure drew pushback from many southern New Mexico district attorneys, who rallied victim advocates and families to oppose it, Hochman-Vigil says.

But other prosecutors, including First Judicial District Attorney Mary CarmackAltwies, testified in favor of the reform.

“I think it’s important that the law takes into account that, even if we treat juveniles somewhat the same on the front end [of the justice system, at trial], they are different,” the first-term, Democratic DA says in an interview. “I did support it, and I will continue to support it.”

New Mexico’s system for parole-eligible lifers has been fraught.

A 2017 SFR and New Mexico In Depth investigation found that this state granted release for people in that population less often than nearly any other state in the nation—just six times out of 89 hearings from 2011 through early 2017. None of those granted release was under 18 at the time the crime was committed. (Lasiter appears to be the first of those.)

That landscape emerged under former Gov. Susana Martinez, a Las Cruces Republican and former prosecutor whose punitive approach and appointment of a Parole Board chair who believed that “life means life” put New Mexico near the bottom of the list.

Since Gov. Michelle Lujan Grisham took office in 2019, at least nine people have left prison through parole hearings after serving 30 years or more. Five of those,

Two Theories

When the county closed the Youth Development Program last year and sent accused youth to Farmington, what else did Santa Fe outsource?

ast March, amid pleas to stay home and not travel, Santa Fe County contacted its counterparts in San Juan with a request. Officials asked the Juvenile Services Center in Farmington to house Santa Fe youth taken into custody and awaiting trial.

A month later, the counties struck a deal and transported those in custody at the Youth Development Program to San Juan County’s youth jail. Since then, all children taken into custody on suspicion of committing crimes in Santa Fe have gone north.

Their stays range from days to over a year.

Among the population is Estevan Montoya, who is being held as he awaits trial in the killing of Santa Fe High School basketball star Fedonta “JB” White.

The pressures of Montoya’s move to Farmington have kept his family from having the kind of contact they want to have, says Dan Marlowe, Montoya’s criminal defense lawyer, “and it’s kept me from having physical contact with him.”

Though, this past year, physical contact and in-person visitations were limited due to COVID-19.

There have been 16 COVID-19 cases reported at the youth jail in Farmington— seven among staff and nine among inmates.

“We didn’t have any outbreaks,” Bowen Belt, juvenile services administrator of the San Juan center, tells SFR. “No staff or children were ever hospitalized.”

Despite the lack of physical contact, the separation of vulnerable youths from their community concerns Cockman.

“We can’t just send them away to another county and then expect that there’s not anything that’s going to come of it when they come back,” he tells SFR, pointing to potential future consequences such as recidivism and a return to criminal behavior.

Cockman says it’s harder to determine the cost of these issues on a community and therefore easier to ignore.

Santa Fe County pitched the move to residents primarily as a way to save millions of dollars, which they say it has, but the cost of sending some of the city’s most vulnerable children off to another county doesn’t sit right with youth advocates.

“It bears asking the question,” says Matthew Cockman, a public defender who handles the majority of juvenile cases in San Juan County. “Is that reflective of perhaps a disregard for the kids and the commitment of the community to the wellbeing of the children?”

County officials say they have the kids’ best interest in mind.

“It was about providing a facility for these youths to go to that was more modern,” Santa Fe County Commissioner Anna Hansen tells SFR. “But also the cost was quite extreme for the small amount of juveniles that we had.”

Advocates and the county cited the outof-date facilities, which were originally designed to hold adults, as the primary reason the jail on Airport Road was unsuitable for children.

The youth jail in Santa Fe was one of several around the state to shut down in recent years.

Since the northwesternmost New Mexico county agreed to house youth from Santa Fe, the Farmington facility has held 44 local juveniles—three more are incarcerated there now.

decision of a judge and a jury. Now, we are just following the law.”

A national oversight group had given the board an F-rating in 2017, Anaya tells SFR. He wants to earn an A for the next review period.

“I believe that, as we get further and further into this justice reform and we’re taking a look at the way we’ve done business—and the way we’re doing business— that every individual needs to be based on their own merits,” he says. “We’re really trying to change the perception of the Parole Board. [With the rule change and a shift in philosophy], we’ve become a better and stronger and more fair board.”

That matches Lasiter’s experience, he says, though he believes the system needs to keep evolving. Everyone should get a fair hearing after serving a long sentence, he says, whether they were youths or adults when they committed their crimes—and even if their prison records weren’t as exemplary as his.

Lasiter paroled to a halfway house in Albuquerque. He’s noticed since his release that all the cars look the same, other than their manufacturers’ emblem, and the world moves a little faster.

He’d never touched a smartphone till the end of May. The former inmate has plans, including opening his own small dog-training business. He speaks with reverence and empathy about dogs’ love without expectations—lifetimes past the troubled, lost 16-year-old who once pulled a trigger.

He and his fellow residents were still working on the honey-baked ham almost two weeks after his release.

“Every day feels a little bit more free,” Lasiter says.

Belt and Cockman point to remote hearings as another consequence of shipping juveniles to a different county for holding.

Some may be as far as 150 miles away from their attorneys during trials.

Now, all hearings—local or not—are virtual due to the pandemic. And those young people standing trial have adults in the room to answer questions.

In recent years the number of children in custody has decreased. In the San Juan center the average number of inmates per day dropped from 19 to 16 from 2019 to 2020. It dropped again in 2021, to an average of 12.

Cockman believes the population drop is due, in part, to the work of juvenile justice practitioners hoping to keep family units together and get children out of custody.

Citing the high-profile nature of Montoya’s case, Marlowe says his client is better off in a different county.

“I can tell you he’s safer up there than he would be in Santa Fe. Estevan is the kind of kid, I’d like to see him get out on bond, but I can see why the judge wouldn’t let him out—but I didn’t make a big deal out of it because he would not be safe if he were on the street here,” Marlowe says.

“And neither would his grandmother or his mother, which is who he would be staying with, be safe.”

Cockman explains the current circumstances are less than ideal because the facility is not community-based, but as far as youth jails go, the public defender believes the Farmington center is as good as it gets in New Mexico.

“You should thank your lucky stars that’s where they’ve been sent,” he says.

The worn-out Santa Fe youth jail cost the county $2.4 million in fiscal year 2020 to run. Compare that with the $559,000 it cost to maintain the building in fiscal year 2021—when no children lived there and it was instead used to store files for the county.

Instead of footing that bill, the county now pays the San Juan facility $225 per bed day—the cost of housing an underage inmate for up to 24 hours. Factoring in the minimum number of contracted beds Santa Fe children could stay in, the capital county paid San Juan just over $250,000 in the first year.

Other counties have faced similar financial decisions over the last two decades. Of the 14 facilities that were in operation 16 years ago, only four remain in operation to serve the entire state: in San Juan, Bernalillo, Doña Ana and Lea counties.

“Ideally, every community has their own juvenile detention facility right?” Belt asks. “But, you know, how often are things ideal?”

Music Lovers Only Filling the longest day of the year with free music Way back in 1982, France’s Ministry of Culture had a vision for a musical holiday/festival during which everyone everywhere could participate in sick jams, free of charge—not only as listeners, but as musicians. The Make Music Festival was born, and has since grown into a celebration in over 1,000 cities across 120 countries as Make Music Day. In this year’s Santa Fe rendition, COVID-19 means fewer offerings, but despite the abbreviated events list, it’s still bigger than when organizer Busy McCarroll first put together the event in 2009.

“We had to pay for a buskers license, which cost $35,” McCarroll tells SFR. “We didn’t get paid and made about $5 in tips.”

Things will surely be better this year because we’re all desperate for any live music, and the party kicks off with free ­music lessons at The Candyman Strings & Things.

“According to a Gallup poll, 85% of people who don’t play music wish they did,” says Candyman owner Cindy Cook.

“We want this to be a day for the nonmusic-maker or beginning music-maker to try their hand at making music.”

To help with that, The Candyman is donating 100 pairs of drumsticks and 100

harmonicas, and they’re available in the store now.

“Playing music makes everyone smarter, more compassionate and it staves off dementia,” Cook adds.

Later in the day, Santa Fe Brewing Company hosts a free outdoor show with singer-songwriter Lisa B. Friedland, swing act Half Pint and the Growlers, Americana duo Marc and Paula’s Roadside Distraction, folk singer Lucy Barna and indie songsmith David Wheeler.

“Who wouldn’t want to sit back at Santa Fe Brewing Company, grab a frosty cold one and lay in the grass?” Cook queries. “It sounds like a perfect way to spend the day to me.”

At this year’s Indian Market, Curator Amber-Dawn Bear Robe (Blackfoot Sikiska) is once again putting together the beloved Indigenous Fashion Show (with a preview at the opening night gala; 6 pm Saturday, Aug. 21; a runway event; 3 pm Sunday, Aug. 22 and a trunk show following the runway show). We’re telling you about this super early so you have a major heads-up to buy your tickets, because this is also one of the most exciting lineups of Native designers in the show’s history with new looks from designers like Jamie Okuma (Luiseño/ Shoshone-­Bannock), Orlando Dugi (Diné), Pamela Baker (Kwaguilth, Sqaumish), Lauren Good Day (Arikara, Hidatsa, Blackfeet and Plains Cree), Yolanda Skeleton (Gitxsan Nation and the House of Hax-be-gwoo-txw of the Fireweed Clan), Loren Aragon (Acoma Pueblo) and more. (Alex De Vore) Fashion has become an integral part of Indian Market. Why do you think it has become so embraced?

There’s many layers to that. On an international level, in terms of Canada and the US, I’d say Indigenous fashion started to hold a public platform it didn’t have before. I see the fashion show as an extension of being a curator, and also a venue to not be under the strict rules that juried [Southwestern Association for Indian Arts] artists are under, which offers a breath of fresh air and an innovative new progression. Innovative or new programming is always needed—especially at an event that’s 100 years years old—and [the fashion show] has grown into one of the most anticipated events of the year.

designers. Some of them come to market on their own budget just to walk in this fashion show.

Do you think the pandemic is going to play a role in the event?

I can’t answer for the designers and the models, but the response I’m getting when I’m reaching out to models is like, “Yes, can’t wait!”

Everyone is so happy to not only be part of the show but to get back to Santa Fe, to see people.…Just to have the in-person fashion show will be much different than last year’s virtual fashion show—which was great and we did really well, but nothing beats in-person. You can look at it as a curated event, and I’m always looking to show diverse designers— it gives this creative curatorial freedom, and this is innovative design that doesn’t fall under the jurisdiction of what constitutes Native fashion or regalia. A lot of people conceive Indigenous fashion not as fashion, but as historical or contemporary regalia. There’s a place for that and an appreciation, but our fashion show has the freedom to go in any direction. We’re up to 80 looks for the show, I think.

It sounds like it’ll be quite impactful.

I don’t want to say it’s the largest Indigenous fashion show in America, but I will say that it’s definitely the largest in the Southwest. Plus, SWAIA fashion and Toronto Fashion Week and Vancouver Fashion Week are building an alliance so we can bring Indigenous fashion to the next level of presence in the fashion world—period. The goal is that the SWAIA Fashion Show can hopefully extend into SWAIA Fashion Week, to much larger than one runway, much more in depth. It’s important to realize that Vancouver and Toronto [Fashion Weeks] have grown much quicker, and one major reason for that is that we don’t have the provincial and federal structure for the arts like up in Canada. We really do rely on our sponsors and our donors and philanthropists. There definitely is a love for this and I’m so excited about the alliances up in Canada. I’m just really looking forward to what the future of this show can be. [Indian Market Executive Director] Kim Peone is really on board and committed to growing SWAIA, supporting Indigenous artists and taking it to a level where it’s not been before.

aving journeyed through the decaying city, I enter an area littered with crumbling neon bio-organics and signs written in an alien language. I feel only apprehension. In the center of the room, a humongous, bulbous cocoon shakes and bubbles ominously. I steel myself and swallow hard as The Din Emitter emerges—a massive moth-like beast with what appear to be razor-sharp tusks and jagged neon wings. Pulling out my trusty whip, I dash toward the monstrosity and crack at its face with ferocity. Orbs of deadly energy appear around it and zero in on me for the kill—a laser builds up power within the maw of the great beast; I speed away but not nearly fast enough. I am undone, and so do I come apart like ribbons in the wind.

This is The Sprawl from two-person development studio Rust This World, and I love it so much I might cry.

“You actually did better than I would have,” artist and animator Aileen Mell tells me of my untimely passing. Before The Din Emmitter, I’d survived the Paradise Mall hub area, climbed the heights of the Radiant Echoes District and fell to the depths of the Buried Fire District.

Mell is developing the forthcoming platformer/Metroid-Vania style game alongside her husband, the artist Dylan Pommer. In the roughly one year since the married couple has been teaching themselves to code, design and execute a video game­—all from home—The Sprawl has grown into a rather impressive homage to classic side-scroller games, but with an identity all its own.

As development continues, the couple has now entered a labyrinth of play testing, the search for potential funding and/or grants and the tedious process of eliminating bugs.

“The weird thing about applying for video game grants is that a lot of arts funding doesn’t include games,” Pommer adds. “It’s this little niche that’s kind of new—but if some random sugar daddy wants to invest in our startup...”

“I’ve done budget research,” Mell points out, “and there’s a way this game becomes a good, profitable investment.”

SFR: How long have you done butchery and how’d you get into it?

Gabe Archuletta: After graduation from culinary school, I worked at various restaurants through the years, and I managed to pick up a lot of experience working in kitchens. So a restaurant I worked at in Brooklyn had a butcher shop and was very protein-heavy and using its own products for its menu, which was cool.

That was called Marlow and Sons Diner, and the butcher shop was called Marlow and Daughters. But really, I just kind of fell into it. Butchery and kitchens fit my music lifestyle. I could play shows late, after work, and if we went on the road there was always a kitchen job available when I came back. Food kind of found me, I didn’t really find it. Same with the butchery, too.

s everyone in my life is probably tired of me mentioning, I don’t eat meat (although I did eat a hot dog a couple weeks ago), but I’m still fascinated by the world of the local butcher. It’s an old-school job for one, which is pretty interesting. More importantly, it’s like an antidote to the impacts of factory farming on climate change, the environment at large and even just health in general. I do believe everyone should eat less meat, and given the emissions of factory farms and the water needed to satiate the American meat obsession, we’re looking at major shifts in our lifetime. It seems one of the only ways to responsibly and sustainably work around that and consume like an omnivore is to frequent one’s local butcher.

In Santa Fe, that’s traditionally been easier said than done. Previously, we had a little shop in the Solana Center that didn’t last, but we also faced an intense period of time wherein, when it came to meat, folks could hit up grocery stores (with a shoutout to Kaune’s for its excellent butchery practices and selection) or nothing.

Today, Santa Feans can pop by two dedicated butcher shops, including the recently opened Beck & Bulow, but today we’ll be focused on the Dr. Field Goods Butcher and Deli (2860 Cerrillos Road, 471-0043; 10 am-5 pm TuesdaySaturday) because of its head butcher, Gabe Archuletta. Not only is Archuletta both a real-life punk rock hero who has

As far as Field Goods goes, how’d you get in over there?

I’ve known [owner/chef ] Josh [Gerwin] since junior high, but I hadn’t seen him until I worked at the restaurant. There was another butcher shop in town slated to open and I was going to be one of the main butchers, but I was waiting and waiting to hear back and didn’t, so I finally took the job over at Field Goods. It’s been eight years, and mainly my time is spent in the butcher shop, maintaining the proteins for the restaurant. We have the restaurant in Albuquerque, too, and I do wholesale stuff in town here as well—Radish & Rye, and I’ve done Café Pasqual’s in the past and right now I’m doing the Black Bird [Saloon] out in Cerrillos.

Having been at Field Goods since it opened, were people happy to have the option in Santa Fe? We do have a lot of consistent customers who come in and have been coming in from the beginning, and it’s probably the only place they get their meats from.

They know where it comes from. The way this process happens is way different than a grocery store. First off, we do whole animals. We get them from a farmer, locally sourced—it’s sustainable agriculture. We pick them up ourselves, I butcher them in-house from head to tail. Most grocery stores, pretty much all big box ones, are getting meat sent in boxes and they cut them on a bandsaw. I think it takes a bit more knowledge to do this…the anatomy and the muscles, how all that works; what’s better suited for different applications rather than only having popular cuts.

Having the chef background, I can tell people the proper ways to utilize things and cook things. Since we do the whole animal, we get variety.

With plant-based items becoming such a big deal, have you seen any notable shifts in the industry?

Not so much. There are always going to be meat eaters. I know plant-based is pretty

popular right now, but I know it’s not the best stuff, either. It’s a lot of processing to achieve that….There’s some nasty stuff that goes into it.

Is the idea of sustainability and ecological impact on your mind?

That’s our whole philosophy. We’re always going to use locally sourced agriculture, and number one is with the animals we get. We have a source for all our beef and pork—our two highest-selling proteins.

We do others as well, but mainly beef and pork, and we source it from ranches around New Mexico. We’ll get some stuff from Colorado and Texas, but not really farther than that.

What do you wish people knew when it comes to butchers and butcher shops?

We try to be as consistent as possible even if we don’t have every single thing. We’re just not one of those places where we have the volume to provide 10 pounds of ostrich sphincters or something, and it’s not a store where it’s, like, a Boar’s Head counter and you can walk in and get two pounds of salami—it takes time. It’s small batch and limited quantities. You can tell the time that’s taken to make something by hand.

It wouldn’t be fair to describe Lin-Manuel Miranda’s In the Heights as pure spectacle—but in the context of being the first major studio release in nearly a year and a half, it’s hard not to leave the theater feeling like you’ve just experienced something magnificent. Whether a large-scale musical can hold its own against the return of franchise cinema remains to be seen, but I’d love to see Miranda kick Marvel’s ass any day, even if his other projects have been on the Disney payroll.

Usnavi (Anthony Ramos of Hamilton, and the best part of the movie) runs a small bodega in Washington Heights, a Manhattan neighborhood built up by immigrants terrified of approaching gentrification. He dreams of returning to his beloved Dominican Republic—and he’s far from the only one with a sueñito (little dream).

Watching scary movies is like eating spicy foods—they’re acquired tastes, and if you aren’t used to it, they can make for an unpleasant experience.

Fortunately for us, Vera Farmiga (The Departed) is not an acquired taste, she’s just plain pretty good, and in the newest entry in the long-running Conjuring series (annoyingly subtitled The Devil Made Me Do It), Farmiga reprises her role as real-life “psychic” Lorraine Warren for the fifth time. She not only carries the movie by virtue of her natural performance, but because her character has the psychic skills to move the plot forward. Her husband Ed (Patrick Wilson; Hard Candy), meanwhile, is too typically 1980s man-in-charge for us to care, and he moves literally nothing forward. Either way, the Warrens are back to investigate demon shit, and it’s scary.

Director Jon M. Cho (Crazy Rich Asians) gives In the Heights a hyper-reality still heavily grounded in actual realism. Its editing isn’t always clean, and the occasional screenwriting choice is questionable; no mind-bending plot twists exist here, and it prefers to linger closer to trodden paths so characters have room to explore their psyches—men and women, of all backgrounds, trying to find value in themselves.

They don’t dream of fame, but of a sense of movement in their lives.

Nowadays one must warn people they’re about to see a musical—so if you’ve struggled with others, or you even just hesitate at the

Turns out it totally is based on a real story known as the Devil Made Me Do It case (oh, that’s where the subtitle came from!), but unlike too many horror movies before it, The Conjuring throws us right into the action.

In the first half alone there are six jumpscares and five creep-outs (times you brace for a jump-scare but your expectations are subverted), and director Michael Chaves (who helmed the video for Billie Eilish’s “Bury a Friend”) keeps the movie tense with these and similar elements. Everything is intensified by Joseph Bishara’s score; everything is relaxed by Blondie’s “Call Me,” which totally reminds you it’s the ’80s.

Still, as the film progresses, the tension becomes more palatable. This is both a relief and a disappointment, but once the demon speaks you really can’t unring that bell; further disappointment comes in the form of a lack of motivation from particularly important characters. A shoddy revelation coupled with no reason to care about anyone other than Farmiga’s character make The Conjuring a hard sell, even if its creepier first act scares cast a semi-mem-

++ HIGH-ENERGY, FLASHY AND SAFE -- OFTEN A LITTLE TOO FAMILIAR

As the United States’ modern style of filmmaking continues its one-size-fits-all mission, South Korea’s last few decades include some astonishingly introspective works. And whereas Parasite examined classism and the myth of rising, so does Sweet & Sour explore the toxic work culture holding urban quality of life hostage—though to be clear, we’re not looking at a Bong Joon-ho masterclass here.

And hell, that’s okay.

As Jang-hyuk (Jang Ki-yong) recovers from hepatitis after a hospital stint, he develops a sweet rapport with his nurse, Da-eun (Chae Soobin). Their interplay is so cute and cuddly one might think they’re in the whimsical world of Wes Anderson’s lesser-known cousin, and it’s love that inspires Hyuk to improve his life, which in turn provides him with his dream job. But alas, as the rules of rom-com-drama demand, the relationship becomes strained under life’s new demands.

Sweet & Sour’s plot is tried and true, but here there’s authenticity from director KaeByeok Lee. Frantic editing and let’s-get-going pacing will surely try unacquainted American viewers, but it’s a great reflection of South Korea in the eyes of a Westerner—a nation bristling with energy that makes American infrastructure look like we build with sandcastle buckets.

Lee stays dedicated to his themes (with a clever or infuriating plot twist, depending on you), which hauls Sweet & Sour from cutesy moment to cutesy moment, only with stuff to say. Workaholic culture isn’t merely an attack on an individual’s time, but an attack on family life—a consistent gaslighting of young people that encourages them to wreck their personal lives for the sake of vague and un-promised notions of success.

If you’ve recently had a bad breakup with work or relationship drama holds you hostage, beware of Sweet & Sour. It’s a safe watch if you’re in a good headspace, however—funny, frantic, sweet and subtly philosophical. This is far from arthouse cinema, but some of us want to be spoon-fed good-ish feelings from time to time. (Riley Gardner) Netflix, NR, 101 min.

Due to rescuer’s own health issues, AUTUMN was surrendered to a shelter in Southern NM and ultimately found her way to F&F for a second chance.
