Capital Voter Gains Santa Fe voter turnout could slow from past elections, but campaigns take note of the city’s shifting demographics and Southside growth

hose who live in Santa Fe, and thus the voters who elect the city’s leaders, are changing. Over the last decade the expansion and shifts are disproportionate, however, with some districts growing explosively, while others stagnate.

According to data from the 2010 and 2020 census, Southside District 4’s population of eligible voters swelled by almost 32% compared to Districts 1 and 2 on the east side of town, which grew by 2% and 9%, respectively. Even District 3 in the southwestern part of the city saw only moderate growth compared to District 4, increasing 9% in the last decade.

Increased voter registration accompanied the population growth on the Southside. More people are actually registering to vote, too. Citywide, the number of registered voters jumped from 54,156 in 2018 to 60,331 currently, with District 4 picking up twice as many new voters as any other district, records from the Santa Fe County clerk show.

While this growth has placed an inordinate demand on housing in Santa Fe, the political impact of more voters on the Southside has yet to be determined.

With a growing population and a relatively high voter turnout, District 4 is situated

to contribute moderately to the upcoming Nov. 2 citywide mayoral race between its incumbent Councilor JoAnne Vigil Coppler, Mayor Alan Webber and former congressional candidate Alexis Martinez Johnson. Vigil Coppler did not seek re-election to her seat, and two women are also on the ballot in the district to replace her.

Sisto Abeyta, political strategist for Vigil Coppler’s campaign, says District 4 voter turnout in the last mayoral race—36% of registered voters in the district cast a ballot in the last round—forecasts potential advantages for the councilor who represents the Southside district.

Not everyone in the race agrees.

“Whoever wins District 1 is more likely to win the mayor’s race,” says Danny Maki, a political consultant working on the Webber campaign. “District 1 plays a big role.”

It’s no secret the northernmost district, where most of the city’s wealth is concentrat-

ed, has the largest number of voters in Santa Fe who consistently show up for elections.

Political consultants all agree Districts 1 and 2 have high numbers of likely voters— both reporting roughly 40% voter turnout in the 2018 mayoral race—while District 3 has fewer engaged residents. In 2018, 19% of registered voters took part in that district.

Despite the growth in the Southside’s population, political experts look to recent elections and point to the number of participating voters on the Southside versus the eastern districts. Abeyta concedes, “40%

of the vote comes from the Southside, 60% comes from the east side.”

Lonna Atkeson, director of the University of New Mexico’s Center for the Study of Voting, Elections, and Democracy, says candidates need to work to turn out their base.

“As long as there is competition, turnout will be high,” Atkeson writes to SFR in an email. “With social media campaigns and competition, I expect turnout to at least meet if not exceed those in the previous election.”

tinues, acknowledging that Vigil Coppler’s advantage in District 4 may be hampered by Webber loyalists who voted for him in 2018.

While Webber has the financial upper hand, Atkeson adds, when “people are angry they like to punish [the incumbent] and that should be good for the challenger.”

Other political analysts believe the high number of voters who turned out for the 2018 mayoral election may not carry over to 2021. Maki suspects fewer voters will turn out this year compared to 2018 That year, voters encountered “an open mayor’s race...and they implemented the new ranked choice voting in 2018. You had five candidates in 2018,” Maki says, citing those factors as contributors to the high rate of participation. “There was a lot of energy and excitement that was coming off with the soda tax vote in 2017. So there were a lot more people engaged.”

Alternatively, coming off the dumpster-fire 2020 election, Maki says people in Santa Fe were heavily invested in kicking the former president out of office: “Sometimes that carries over to the next election as voter fatigue.”

Neri Holguin, a longtime political consultant who worked on Webber’s first run and is currently heading Tim Keller’s re-election bid in Albuquerque, acknowledges this year’s mayoral race in the capital city feels particularly divisive. But she says the tension isn’t new to Santa Fe and has existed in previous years.

She doesn’t expect it will significantly pull out more voters.

“You’re going to see just a lot of the similar voting trends. I mean, things don’t change that dramatically from one election cycle to the next,” Holguin tells SFR,

continuing, “You’ll see a similar turnout in terms of parts of the city.”

As for that similar turnout, Holguin projects it will play out in the sitting mayor’s favor. Despite the vocal opposition to the mayor from some groups in the city, Holguin doesn’t expect it to translate into significant gains for Vigil Coppler.

“She is really counting on an anti-Alan vote,” Holguin says. But she explains that Webber’s supporters haven’t abandoned him for his opponents. “What we’re seeing in terms of endorsements and fundraising, there’s not a lot of attrition,” she tells SFR. Holguin echoes Maki’s predictions of voter fatigue and adds, “We know in municipal elections turnout is lower.” The lack of state or federal issues on the ballot could also contribute to low turnout this election cycle.

Seismic Slick

ew Mexico’s oil and gas regulators and scientists are on alert after a dramatic increase in earthquake activity in southern New Mexico—an increase likely triggered by oil and gas industry injection wells in the Permian Basin.

Since 2018, the number of small quakes of magnitude 1 or greater in the basin has risen from about 40 to nearly 500 in 2020, and over that period quakes of magnitude of 2 or greater rose from none to 158, according to data from the New Mexico Bureau of Geology and Mineral Resources.

There were 146 quakes through June so far this year. Those numbers are just in New Mexico—they are even higher over the border in the Texas portion of the basin.

The overwhelming majority of the quakes are small and barely perceptible to people right in the area where they occur. But Mairi Litherland, manager of the Seismological Observatory at New Mexico Tech, is paying close attention because “we have seen that when you start to see more of these smaller events, it can lead to larger events.”

Texas had several larger events in the past year that were felt in New Mexico. And in July, a 4.0 temblor in New Mexico shook the southeast corner of the state, “which is something that we pay attention to, for sure,” says Litherland. “It indicates that there is a risk in that area that we need to understand.”

Earthquakes can damage property if large enough. And there is some very important property in the area. The nation’s main nuclear weapons waste storage site, the Waste Isolation Pilot Plant (WIPP), lies a half mile underground in a salt formation in the middle of the New Mexican portion of the basin, a little north of most of the quake activity.

“There hasn’t been much seismicity in close proximity to the WIPP facility,” Litherland says, “but it is a concern, and it’s something that we need to keep an eye on.”

WIPP is the 10,000-year repository for highly toxic radioactive waste created by the nuclear weapons industry—things like tools, clothing and soil contaminated with plutonium. It is operated by private contractors for the US Department of Energy (DOE).

In 2014, a radioactive leak attributed to bad kitty litter contaminated several workers and shut the facility for nearly three years. And in 2016, ceiling collapses led to the closure of part of the underground facility. In response to emailed questions, a DOE spokesperson wrote that this was a “naturally occurring rock fall” in an unused portion of the facility.

“DOE requires that facilities are designed to withstand applicable hazards from natural phenomena, including earthquakes,” the spokesperson continued. “To date, there have not been any increases in seismic activ-

ity at the WIPP site that warrants action or concerns.”

That’s not the only nuclear facility in the area.

Another private company, URENCO, operates the country’s only commercial nuclear fuel enrichment plant 40 miles due east of WIPP, near Eunice, New Mexico, on the Texas state line. And just over the border from that, the US Nuclear Regulatory Commission just approved a high-level waste facility next to a decade-old, low-level waste facility, something Texas Gov. Greg Abbott doesn’t like.

And more of the nation’s commercial nuclear waste could be headed to this region as well. Holtec International, with support from the Nuclear Regulatory Commission, wants to build a nuclear waste storage facility for up to 100,000 tons of spent nuclear fuel rods 12 miles north of WIPP, a plan opposed by New Mexico Gov. Michelle Lujan Grisham and others in state government.

All of these nuclear sites are surrounded by brine injection wells, the likely cause of the increased seismicity in the basin.

The New Mexico Bureau of Geology detected an earthquake at each of these positions between June 20, 2020 and June 28, 2021.

Oil and gas deposits aren’t pure pockets of hydrocarbons underground. They come mixed together with massive amounts of extremely briny water, or “produced water,” as the industry calls it.

Increasing oil and gas production over the last dozen years in the Permian Basin has created a parallel increase in the amount of brine. Oil and gas wells pull up as much as 10 times more brine than oil or gas, though the ratio is generally closer to 4:1, says Adrienne Sandoval, director of the New Mexico Oil Conservation Division.

And, she points out, “You have to do something with it.” Most often, operators inject it, along with the water and chemical cocktail used to frack new wells, into deep rock formations through different wells at separate locations, usually below oil and gas layers.

There is a lot of water to deal with.

Between 2011 and the end of 2020, the amount of briny water injected underground in southeast New Mexico rose nearly 40% from 656 million barrels to 916 million barrels a year.

That’s more water than is currently in Elephant Butte Reservoir, the state’s largest reservoir, on the Rio Grande. Granted, the reservoir is only filled to 5.6% of capacity, but that’s because of increasing aridification across New Mexico, fueled by climate change.

Forcing that produced water into lower layers can induce quakes when the high-pressure brine pushes on underground faults, causing them to slip and slide past each other to release increasing pressure. And that slipping and sliding translates into earthquakes.

“That’s definitely the most likely cause,” Litherland says of the recent seismicity. She says that a lot of forces are at play in creating an induced earthquake: the amount of brine, the rate it’s injected, the depth of injection and the rock formation where it all takes place.

But, Litherland adds, “When there starts to be a lot of fluid injection…and the seismicity increases year over year, it’s pretty undeniable that that seismicity is induced.”

Alexandros Savvaidis, manager of the Texas Seismological Network, says these conditions make the quakes difficult to study and very difficult to predict. Plus, there is often a time lag between injection and when a slip happens.

“You don’t inject today, and you have an earthquake tomorrow,” he says. Seismicity generally happens at the time of injection, or a few days to a few weeks later.

Also, the seismicity doesn’t always happen at the injection site—it can happen miles away. “It can be 20 to 25 kilometers

[12 to 15 miles] and longer than that,” Savvaidis says. He believes quakes can be triggered up to 24 miles away from the triggering injection wells.

The DOE spokesperson wrote that there are no injection wells within 16 square miles of WIPP—a radius of about 2.25 miles.

But according to records from the New Mexico Oil Conservation Division, there are five injection wells within a 12-mile radius of the facility—the distance Savvaidis says quakes can travel—74 within a similar radius of the proposed Holtec site and 448 within 12 miles of URENCO and the proposed storage facility in Texas.

Those are just the injection wells on the New Mexico side. There are more in Texas.

New Mexico doesn’t have specific seismic safety guidelines for oil and gas wells.

And some aren’t as concerned about the increasing quakes.

“We don’t study induced seismicity at the research center,” says Robert Balch, director of the Petroleum Recovery Research Center at New Mexico Tech. The center studies techniques to increase oil and natural gas production in the state and transfer that technology to industry.

“Mainly because it’s not a very big issue like it is in Oklahoma,” he says. That state is the nation’s poster child for induced seismicity from injection wells.

In November 2011, a 5.6-magnitude quake hit Prague, 45 miles due east of Oklahoma City, severely damaging several houses, toppling chimneys and collapsing the turret on a building at a local college.

For years the state government there fought the idea that the quakes were tied to the oil and gas industry. But a 2014 report for the USGS National Earthquake Hazards Reduction Program that was published in Science linked injection wells to that quake and others in Oklahoma. That quake swarm peaked in 2015.

“For a long time, the existence of induced seismicity was controversial,” Litherland says, because, “induced earthquakes look pretty much the same as naturally occurring earthquakes.” But she says that when injection decreased in Oklahoma, the size and number of earthquakes decreased as well.

Meanwhile, in the Permian Basin, oil production and wastewater injection is increasing, and is set to increase further.

Balch says the geology underlying the Permian Basin is dramatically different from what’s found in Oklahoma and poses a lower risk for large quakes. Also, he says that in Oklahoma, water was injected much closer to the underlying bedrock

than in New Mexico, which can create a higher risk of larger quakes.

“I guess I’m not very concerned about earthquakes in the Permian,” he says, “but tomorrow if there’s a 9.6 (magnitude quake) I’d have to change my mind, wouldn’t I?” He also only heard of one instance of an earthquake damaging an oil and gas wellbore.

“Somebody told me that somebody told them that a well was blocked” after a quake in the 1990s near Eunice, he says. “There’s no real evidence of that in the literature.

And I imagine companies would keep that kind of thing to themselves. Someone might blame them for the earthquake, right?”

It appears that the only seismic guidelines for oilfield equipment or wells offered by the American Petroleum Institute, the industry guideline leader, are for offshore drilling rigs and for onshore storage tanks.

New Mexico also does not have seismic guidelines for operations.

New Mexico Oil Conservation Division Director Sandoval says that her office hasn’t seen any seismically induced well issues, but she also thinks that there haven’t yet been quakes large enough to damage wells.

OCD inspects injection wells “just as much as other oil and gas wells, if not more,” she says. And rules implemented three years ago increased spacing between injection wells to a mile and a half, “so that they’re not spaced right next to each other like some other states have done.”

She says her office does have the authority to shut down wells in an emergency, but “we have not had to use emergency order authority, at least that I’m aware of.”

She also says operators are reusing more produced water in their operations, cutting down on the amount being disposed of by reinjection. “And the more that that can occur, you know, I think the better overall.”

Over the last several years, Litherland’s group has installed more—and more sensitive—seismometers across New Mexico to give them more accurate location information on the small quakes that were recently recorded.

“Because of the WIPP facility we want to be, you know, particularly cautious,” she says. “And it’s not always easy to figure out what the best thing to do is.”

But she does know one thing for sure: “If we continue injecting more and more fluid into these same locations that are experiencing earthquakes now, we would most likely expect to continue to see earthquakes,” she says.

Land in Limbo City and county officials tell different stories about how a rare Southside open space may land in the hands of a developer B Y B E L L A D AV I S b e l l a @ s f r e p o r t e r. c o m

rowing up, Shelby Englert chased lizards and caught snakes in a 22acre open space off Airport Road.

When she decided to buy a house next to her Southside childhood home in 2018, the property—which abuts hers—was a major factor.

Englert wants her 10-year-old daughter Tegan to get the same experiences of playing outdoors.

“I envision my daughter growing up with the love of nature and of this land and the animals on it,” she tells SFR. “I love the idea of her growing up with that.”

But that might not be possible for much longer.

Affordable housing developer Homewise has plans to build homes, a school and a small park on the county-owned land.

How did it come to this—from a sprawling outdoor space with community-maintained hiking trails and abundant wildlife to the potential site of another multi-use development? City and county officials can’t agree on an answer, though one city councilor says staff on both sides have been discussing the possibility of the city taking over the land and turning it into a park.

Santa Fe County bought the land as part of its open space program in 2001 at the insistence of nearby residents with the intent of building a community park.

A construction estimate from 2012 shows a roughly $1.2 million price tag for a list of improvements.

Then in 2014, the city annexed the area under a settlement agreement with the county, although the open space remained in the county’s possession.

County commissioners formally approved a strategy to sell off the property in July 2020. County spokeswoman Carmelina Harts says the County Open Lands, Trails and Parks Advisory Committee did not weigh in on the sale.

The committee makes recommendations

to the County Commission on properties that should be acquired for open space but it doesn’t advise on property disposal, she tells SFR. Earlier this year, the county entered a sale agreement with Homewise, proceeds from which would go toward future open space projects, Hart says. The final sale is pending the city’s approval of Homewise’s development plans.

Several years before entering the agreement with Homewise, county officials say they offered the land to the city at an informal meeting in May 2018—attended by Mayor Alan Webber, four city councilors and the city manager, along with the county manager and County Commissioner Anna Hansen, according to Hart—but the city declined.

“We were offering it to them,” Hansen tells SFR. “We weren’t going to charge them for it. They didn’t want it.”

Hansen says it’s the city’s responsibility to take over and maintain the land.

A county resolution from July 2020 approving the disposal of the land states “the county offered the real property to the city of Santa Fe for purposes of establishing a park, which offer was not accepted.”

Mayor Alan Webber, on the other hand, tells SFR that he doesn’t recall city officials receiving such an offer.

“To the best of my memory, we talked about annexation and the county did not give us a written document that said ‘we want to donate this land to the city,’” Webber says. “I don’t remember the county saying, either, ‘Do you want this parcel of land?’”

Neither the city nor the county appear to have kept minutes from the meeting, and neither has yet produced documents related to discussions of the property requested

by SFR under the New Mexico Inspection of Public Records Act last month.

City Councilor Roman “Tiger” Abeyta— who has long decried the lack of parks on the Southside and who represents Council District 3 where the land is located—tells SFR that city and county staff have had discussions recently about the city taking the land from the county.

“That’s where I want to go, if that’s what it’s going to take,” Abeyta says in response to whether it appears the city is going to buy the land from the county. “If the county is willing to give it to us we’ll take it but if we have to buy it, I’ll certainly try my best

to find the money and get the votes to do that.”

Miguel Acosta, executive director of the nonprofit community organization Earth Care, agrees that the area desperately needs a park and, in general, more attention from the city.

“The area had been identified years ago as a park for the community,” Acosta says.

“There was discussion about open space or a park and we kept saying, no, a park. There has to be direct investment and resources to support children and families in the area.”

For now, the land remains in limbo—because it is not clear whether the rest of the governing body, which would have to take a vote, shares Abeyta’s enthusiasm for snapping the land up.

Homewise put down a deposit in May but the sale going through depends on whether the city Planning Commission and City Council sign off on the development plans, which include rezoning requests to allow for 95 units of affordable housing and a school. Approval is generally a six-month process, according to Lee Logston, a senior planner in the Land Use Department.

Homewise has yet to formally file a rezoning application.

Residents including Englert and John Macker, who’s lived near the open space for eight years, have been organizing to protest the sale, including via a Facebook group with nearly 150 members.

“I’ve gotten emails from people who are not from this immediate area but live

around the Southside and they’re totally opposed to it because they understand that this open space is such a rare species now,” Macker says. “Everything is getting gobbled up by development.”

Further complicating matters is the land’s proximity to the Eberline plant, a former radioactive manufacturing facility that violated several nuclear regulations, the state Environment Department found.

Operations shut down in 2007 and the building was tentatively set to be demolished in October 2020 but it’s still standing and a soil and air survey is ongoing.

“They’re going to dig and unearth who knows what and then invite hundreds of people to come to school and come live here,” Englert says. “It’s scary that they’re going to possibly dig up a bunch of radiation in our backyard.”

The developer held a well-attended early neighborhood notification meeting last month and a second meeting is set for Thursday evening.

Bottom Dollar Santa Feans grapple with cost of living that continues to outpace minimum wages, with no citywide rule change on the horizon

n Santa Fe’s Southside, a teacher rents out a room in her house to defray the monthly mortgage payment. A recent high school graduate earns just enough money to pay rent and wishes she and her boyfriend could afford to go out for dinner. In Midtown, a security guard lives paycheck to paycheck and wonders if he’ll ever be financially stable enough to have kids.

For many in Santa Fe, the cost of living in a city with an increasingly tight housing market has far exceeded what they’re earning.

To narrow the gap, a growing chorus of politicians and workers’ rights advocates in Santa Fe and around the nation has emerged to raise the minimum wage. The figure many have settled on: $15 an hour.

Candidates in the upcoming election are keen to campaign on the issue, often receiving endorsements and applause from progressive groups for supporting workers.

Two months before this year’s municipal election, Mayor Alan Webber and three city councilors—all of whom are on the Nov. 2 ballot—introduced a resolution that would set $15 an hour as the floor for city employees.

But in interviews with SFR, Webber and others say it’s not enough to keep up with ever-rising cost-of-living expenses in the city.

And besides, it wouldn’t affect workers not on the city’s payroll, whose mandated minimum wage within the city limits remains at $12.32.

(That’s the current floor for city workers, too.)

Officials aren’t making any commitments about addressing the broader rule.

When the living wage ordinance was enacted in 2004 with a rate of $8.50 an hour, it made Santa Fe the first city in the US to set a minimum wage higher than what’s mandated by the state. For almost a decade, as the standard grew in conjunction with a federal labor statistic to which it is tied, Santa Fe led the nation in terms of wages but, since 2012, the city has fallen behind.

California, Massachusetts, New York, Washington and Connecticut now have minimum wages that exceed Santa Fe’s rate, a tracker from the nonprofit thinktank Economic Policy Institute shows.

Cities including Seattle, San Francisco and Washington, DC, have minimum wages higher than $15 an hour.

Meanwhile, in Santa Fe, housing costs have soared.

Over the past four years, the average monthly rent in the city has increased by 40%. In late 2018, the average for one-bedroom apartments was $954, according to an assessment by real estate group CBRE’s Albuquerque office. Now, the average is $1,358 for the same type of apartment.

Home prices also continue to rise, coupled with low inventory.

Billy Eagle, senior vice president at CBRE, says that’s forcing more people to rent, straining an already limited market that was short 7,300 rental units as of the Santa Fe Association of Realtors’ 2020 housing report.

“A lot of working-age people are unable to afford homes, so they’re forced to stay put [in rentals] longer,” Eagle says. “So the supply stays relatively the same but the demand increases substantially for rental units.”

Others—namely those working in industries that generally pay low wages, like leisure and hospitality—are being priced out of the city entirely and incurring additional costs stemming mostly from transportation and childcare, says Michael O’Donnell, acting director of the University of New Mexico’s Bureau of Business and Economic Research.

The Economic Policy Institute maintains a budget calculator that measures the income needed to attain “a modest yet adequate standard of living” by factoring in housing, food, transportation, health and childcare, along with other necessities like household supplies. Punch in the numbers for Santa Fe, and they don’t add up: A single adult with no children needs $3,051 a month.

That means full-time work at an hourly wage of about $19.

For a single parent with one child, monthly costs jump to $4,616, necessitating a wage of nearly $29 an hour.

At a City Council meeting in early September, Mayor Webber introduced a resolution—sponsored by councilors Signe Lindell, Carol Romero-Wirth and Roman “Tiger” Abeyta—that, if passed, would raise the minimum wage for city employees to $15 an hour. The proposed change would impact 217 positions across nine departments, including parks maintenance workers, library technicians and custodians, according to the resolution.

The Quality of Life Committee last Wednesday advanced the resolution without discussion. The City Council is set to potentially take a final vote on Oct. 13.

“It’s a reflection of what’s going on in the economy and in the country and in our community, which is that people simply need to make more money to live on,” Webber tells SFR. “Secondly, we need to pay people more to attract and retain the talent that we have available to us.”

Graham Miller has worked at the Santa Fe Fire Department for 17 years. He’s a captain making $25.50 an hour but with three young children, Santa Fe is unaffordable so he lives on the west side of Albuquerque with his wife and kids.

He commutes once a week and works 56 hours, sleeping at the fire station during his shift like the rest of his crew.

“I definitely feel with the work that we do, the hours we put in, what we’re asked to do day to day, we are underpaid significantly,” Miller tells SFR. In their first year out of the academy, firefighters earn $14.85 an hour, according to Matthew Martinez who, along with Miller, is an executive board member of the Santa Fe Firefighters Local 2059. and retaining employees, Martinez says in an interview with SFR. “People can make these wages somewhere else with less risk,” Martinez says.

“It’s getting more and more public that there are risks when it comes to the occupation. Cancer is an increased risk, psychological effects from the job, all of these things are becoming more and more present.”

Does the mayor consider $15 an adequate minimum wage for the city’s employees? Webber says it’s what the city can afford, adding that it’s “a point of departure.”

“It’s never going to be a perfectly calibrated calculation that actually matches

the real world…This is by no means an indication that we think $15 an hour is somehow the right number for paying people,” Webber says. “But it is responding to both the national discussion, obvious needs highlighted by COVID and the opportunity that we can do this because of our strong recovery.”

Webber and the City Council could increase the citywide minimum wage, which the mayor says he supports in theory. But in an interview with SFR last week, Webber did not offer a timeline to take action.

“Historically Santa Fe has been a leader on this issue with the living wage and I think we ought to lead in strengthening and increasing it,” Webber says. “What that actually looks like, we ought to begin the process of talking about, whether it’s through a task force or sitting down with different interest groups and getting their input.”

Asked when residents might expect progress, Webber says it would be “a little premature if I started announcing things right now.”

“Help us. Join in this discussion,” Webber says, addressing non-government workers. “Add your own voice. Give us your experiences to work with. Also, if you are employed, sit down with your employer and talk about—start your own local conversations about the reality of work and workload and pay.”

Councilor Lindell—who, like Webber, is in a contested race—says she and other councilors have been discussing the resolution for some time. Lindell agrees it’s a starting point or, in her words, “a floor not a ceiling.”

Asked how the city landed on $15 an hour, Lindell says it’s “the number that seems to get talked about nationally quite a bit.”

The so-called “Fight for $15” began in 2012 when fast food workers in New York City walked off the job to demand a minimum wage of $15 an hour and union rights.

Since the movement began, about 26 million workers have benefited from wage increases passed at all levels of government, amounting to over $150 billion in additional annual income, according to a National Employment Law Project report.

Despite those victories, there’s still a lot of ground to cover.

“It’s been almost a decade since this fight began,” says Yannet Lathrop, a senior researcher and policy analyst who co-authored the report. “Back then, $15 was a pretty solid number. Now, I would say it’s still a good number to pursue but it’s something that should be seen as a bare minimum and we should understand a living wage to be higher than that.”

Bottom Dollar The federally mandated minimum wage has been stagnant at $7.25 an hour since 2009.

In March, every Republican senator and eight Democrats voted down a minimum wage amendment to President Joe Biden’s $1.9 trillion pandemic relief bill that would’ve raised the federal rate to $15 an hour.

In 2019, the Legislature approved the New Mexico Minimum Wage Act, which raised the state rate from $7.50 an hour through a series of incremental increases that will top out on Jan. 1, 2023 at $12 an hour.

During the last legislative session, a bill that would’ve bumped New Mexico to $15 an hour died in committee. Rep. Patricia Roybal Caballero, an Albuquerque Democrat and the bill’s sponsor, brought forth similar legislation the year before, and plans to do the same during the upcoming session.

“Those that are in control of committees and in control of what gets heard and what doesn’t, have to have the political will to move this forward,” Roybal Caballero tells SFR. “We’ve heard more and more from constituents around the state how important it is to address a higher minimum wage.”

Absent city officials ratcheting up the living wage ordinance, some local businesses have opted to raise wages as a way to fill staffing shortages.

Presbyterian Healthcare Services, for example, raised wages statewide to $15 an hour and $19 for employees in Santa Fe. The change took effect Oct. 3.

“It’s hard to find staff and particularly in Santa Fe for staff to either commute in or find a home because of the cost of housing or fuel,” Jon Wade, hospital chief executive at Presbyterian Santa Fe Medical Center, tells SFR. “It’s also been a tough 18 months for the staff that we rely on very much to be clean and safe and get people in and out through the facilities.”

The raise impacted about 70 employees in Santa Fe, Wade says, including security guards and medical assistants.

Last week, more than 50,000 film and television workers authorized one of the largest union strikes in Hollywood history, and Kellogg’s cereal plant workers also went on strike. Thousands more workers around the country, in industries from healthcare to academia, could follow them in the coming weeks, with demands centering around higher wages and better working conditions.

What it takes to get by in Santa Fe isn’t just fodder for city news releases, candidate forums and political ads. There is real struggle around the city. SFR spoke with three

residents about their experiences trying to make a living here

Joelle Nolting, 39 Southside, teacher To help make her mortgage payments, Joelle Nolting rents out a bedroom in her Southside home to a couple who moved to town over the summer.

Nolting has lived in the house since 2013, when she and her then-wife moved in under a mortgage in the other woman’s name.

Nolting had student loan debt at the time, so the decision made sense. In 2019, the couple divorced, and Nolting bought the house from

her ex, barely qualifying for the mortgage because the property value had increased significantly.

An eighth grade teacher at El Camino Real Academy, Nolting earns a little over $3,000 a month and makes payments on her house that run about $1,000 a month.

“That mortgage is a dream in this town and yet it’s still barely affordable considering what actually hits my bank account,” Nolting says. “I’m in this position being a homeowner with very little money to put into the home should something go wrong, with very little safety net and no family to fall back on.”

Nolting often goes into her classroom early on Monday morning before her paid hours to do lesson planning in order to have

weekends to herself. She usually works through lunch, as do many of her coworkers.

Many of her students live in crowded mobile homes and have parents who work overtime.

“I know that it affects my students because they have all these family obligations that are being put on them too young, in part due to the financial pressures their families are facing,” Nolting says.

She’s concerned that her students might feel as though they don’t belong in school, or that education won’t benefit them in the long run.

Nolting has lived in New Mexico off and on since 2004, when she attended the University of New Mexico. She moved to Santa Fe in 2012 and says she loves her community, but she worries that if things don’t change, people who were born and raised in the city will be forced to move away.

“We always say we need teachers and firefighters and police officers but we also need all the other people that are supporting everyone that’s in a so-called professional track,” Nolting says. “How are we going to keep our little society here in Santa Fe running when good people who work honest jobs can’t afford to live here?”

Jamilla Jaramillo, 18 La Cienega, brewery worker As she neared graduation from Capital High School in May, Jamilla Jaramillo

spoke with SFR about what it was like to finish school during the pandemic.

In March and April 2020, Jaramillo’s house didn’t have Wi-Fi so she mostly did her school work on her phone using the WiFi at Boxcar, where she worked off and on as a hostess. In November, Jaramillo, her mom and her grandma all contracted COVID-19.

Since graduating, she’s moved into an apartment with her boyfriend and started a new job, which she says has opened her eyes to how expensive it is to live in Santa Fe. Jaramillo recently quit the downtown sports bar and restaurant because she wasn’t making enough money, and now works in the back of the house at Beer Creek Brewing Company near Lone Butte, outside the city limits.

She has had to ask her boyfriend to cover her side of the rent.

“We ended up figuring it out but it’s hard,” Jaramillo says. “Living wage is really high here and we don’t get paid enough.”

Jaramillo says it’s frustrating to struggle with rent and not have much money left over for anything other than the necessities.

“It’s stressful when you’re living like that,” Jaramillo says. “You need to work to be able to survive but you’re also not working enough to be able to go out and do stuff.

It’s to where we can’t go out and just go to dinner. It’s always like, ‘Let’s just make it at home, it’s cheaper.’”

worked two jobs and wasn’t able to spend much time at home.

Even as she switches jobs and works four days a week at Beer Creek, Jaramillo is studying business management at Central New Mexico Community College. After earning a degree, she plans to get additional schooling for information technology and eventually start her own business. She adds that her boyfriend wants to start his own business, too.

“I feel like we as a generation are a lot more motivated because things are more expensive than they were 30 years ago,” Jaramillo says.

Nich Quintero, 26 Midtown, security guard

Jamilla Jaramillo graduated Capital High School in the spring and is working at a brewery while she attends college.

In a city with an average rent that’s surpassed $1,400, Nich Quintero feels lucky to live in a two-bedroom townhouse with his partner that costs $800 a month. They want more space and amenities but, at that price, he’s unwilling to move.

Despite the relatively low rent, Quintero says he’s living paycheck to paycheck.

One of his biggest expenses is transportation. He doesn’t have a driver’s license or the money to go to classes and get a car and insurance. He takes the bus, walks or uses a car service to get to work, which sometimes runs up to $20 for a single ride.

“It’s frustrating because at the age of 26, I reckoned I would have started estab-

lishing savings but you get slapped in the face with the pandemic and it kind of just makes you start from ground zero all over again,” Quintero says.

For the past few years, Quintero has worked as a guard for Security Asset Solutions, a company that takes contracts for private events. In 2019, he got a raise to $15 an hour. Not too long after, COVID-19 forced the company to reduce hours, leaving Quintero unemployed for several months.

Security contracts picked back up this year and more often than not, Quintero works overtime.

“I feel like a lot of young professionals in Santa Fe and around the country are forced into this point of austerity where they have to devote so much of their lives to just maintaining their quality of life,” Quintero says. “A lot of young people here, unless they have some sort of foundational support like living with their parents, they don’t have the opportunity to do anything but work.”

He considers his job to pay well, but thinks a $20 minimum wage is closer to what people actually need.

“It just seems there’s no clear path forward to establish the ‘American dream,’ you know, having that nuclear family, having the house,” Quintero says. “It’s frustrating as a young person to be told what to expect and then just kind of being forced to put your life on hold. I can’t imagine having kids, maybe even ever, unless the economy changes.”

Operatic New lecture finds the opera in film When it comes to the opera, folks tend to fall in one of three camps. There are those who love the stuff, who never miss a season, who tell their friends things about Puccini they never wanted to know. There are those who don’t so much begrudge the existence of the art form, even if they’re not planning out their year around when a season runs and even if they don’t know Carmen from The Pearl Fishers. Then there are the people who genuinely hate opera.

It’s fine. It’s cool. Everyone need not like the same things.

Wherever you fall, though, you can probably agree that the cinema world has a long and tempestuous relationship with the opera. It’s used as a setting. A plot device. A yardstick by which a character’s level of culture is measured. It is, in fact, one of the few places that all three types of people can come together and completely agree—opera in media can be a widely varied media crossover.

Lecturer Mark Tiarks knows this all to well and thus hosts a lecture on the very phenomena dubbed The Silver Scream: Portrayals of Opera in Cinema. Tiarks takes attendees through the wheres and # 18

hows and whys of opera in film, offering a nuanced and very funny primer to the reasoning behind it becoming such an enduring cinema staple. Will Tiarks get into the Marx Brothers’ A Night at the Opera?

Oh, almost assuredly, but there are so many other operatic moments in film (extra points for any Final Fantasy VI fans out there who know what’s up) that there’s plenty more for folks to learn.

In other words, attend this lecture wherever you fall on the opera spectrum and be delighted. You might even leave with a deeper appreciation for opera itself—like that time I got dragged to see Tosca against my will and actually had a swell time. If you caught season one of the new FX show Reservation Dogs from creators Sterlin Harjo and Taika Waititi (and you most definitely should have done that), you’ve no doubt became enamored with actor Gary Farmer as Uncle Brownie. An oldschool weed enthusiast, barroom brawler and tornado battler, Farmer’s character has stolen scenes throughout the show’s inaugural season, but as any film aficionado should be able to tell you, it’s hardly his first role. Farmer has appeared in films like Dead Man, Ghost Dog and Blood Quantum— and he’s also a longtime supporter and collaborator with the Santa Fe Independent Film Festival. We caught up with Farmer as he’s traveling to ask him about the success of the new show, film and TV in general and the indie film fest, which kicks off this week.

(Alex De Vore) Reservation Dogs has become a fullblown phenomenon. How has it been working on that show, and does it feel huge from the inside?

Oh, yeah. I think so. It’s exciting, especially for that particular show, being representative of Native American creative effort. It’s an amazing thing that Sterlin and Taika have allowed themselves to create, and I’m thankful for the great characterization and the writing. We can do improv in pretty well every scene, except for the more dramatic ones...there’s a lot of improv, especially in the car with the kids during our first episode. I had a cousin Brownie. I grew up in a Native community that was more of a social club because we were urban Indians, so to speak, and there was a Brownie among us whose kids were the most athletic—sports heroes. He was a real dedicated father, though, nothing like the Brownie in the series.

I’m reading so many stories lately about how Indigenous filmmaking’s time has come, but it feels like it’s always been around. Do you have any thoughts on that?

This is my 46th year of performance. I started in the theater working with nonNative playwrights, and now, I’m still working in the theater from time to time and just about to celebrate a colleague of mine who is a playwright—Tomson

Highway. We started out at the same time, and we’re celebrating his 70th [birthday] at the National Arts Centre in Ottawa. That’s how long we’ve been at it. I think when I started, there was only Chief Dan George and Will Sampson, so that gives you an indication of how long I’ve been around.

But it’s a true delight to see the young people step in and manage something that very few of us managed back then. I did a lot of play development in my time, and I still collaborate and develop new work, but [Native filmmaking has] never been on mainstream television—and really, it still isn’t, but they’re launching our material and brand new ways to get material to people. They’re using good material to launch new stuff and new [streaming shows]. I’m doing the same thing with Resident Alien. There’s Native stylings throughout that show, and we’re on the SyFy network, so it’s kind of interesting to see where that’s going. And that’s a great creative team.

You’ve worked with the Santa Fe Independent Film Festival for years. As someone who is pretty ensconced in the cinema world, what is it about the Santa Fe fest that excites you so much?

I’ve been there since inception. It was really my idea. [Cofounder] Jacques [Paisner] didn’t get into the Santa Fe Film Fest with a film I helped him with, this crazy little film, and I said ‘Just show it,’ and so he showed it at the Jean Cocteau—and he made all his money back in three days. From there, we said ‘We should just have a festival.’ And those guys—[Cofounder] Liesette [Paisner Bailey] came later— and Jacques and I have kind of stayed together on it. I’m just an adviser, but I help him as much as possible, and it’s really been a team effort, a family effort.

I’m real proud of it, to see how far we’ve come in 13 years; to have that kind of dedication...it’s really shaping up. It’s good that we can maybe even step into world cinema, too, because Telluride has backed off on that a bit, and we’re bringing it to Santa Fe; as well as our strong Native American showing this year.

We’re all proud of this effort. We hope we can live up to the articles that have called us a ‘small Sundance.’

Because we have a vision, including Spanish language film since we have a Spanish-speaking audience here. It’s going to take more development and work so we can get movies to some of the smaller communities, you know, somewhere like Truchas, for instance, or other isolated spots that need some culture. I think it’s truly exciting. I mean, I’m coming home for it and it’s good for the artist community we have. The Santa Fe Independent Film Festival is so diverse, and to have the best cinema in the world for five days, well, I think it’s wonderful for artists to get exposed to this kind of cinema, no matter what discipline they’re working in.

Red Enchilada and Plaza Café Southside

I

f you’ve been following along of late, you’ll know I’ve been on a mission to eat every breakfast burrito in town, but what to do when you’ve got a lunch date with local artist, co-founder of the Alas de Agua Art Collective and pillar of the community Israel Francisco Haros Lopez?

Of course, regular readers will no doubt be aware that my love of the Midtown New Mexican/Central American eatery is long-running and well-documented, but recently learning that the folks behind Red Enchilada are family to the champions at Café Castro only solidified two things I already knew to be true: The place is fantastic and community connections are cool. But I digress to say that, despite having eaten at Red Enchilada roughly 400,000 times, I’d never tried the breakfast burrito ($7.25) until my sojourn with Haros Lopez.

For starters, the red chile at Red Enchilada is always a flavorful affair despite being less viscous than at other local spots. As I’ve said before, there’s something special about a thick and almost granular red, but, in Red Enchilada’s slightly more liquid form, it works.

This is 100% about its flavor, and though we’re talking all the earthy goodness I want when it comes to a good red, the slight citrus bite in the aftertaste is something truly special. As for the green chile, well, it’s always a flavor experience, too. At this partic-

ular restaurant, expect more of a chopped experience than a saucy one, but as its textures mingle with melty cheese and bright red, something wonderful happens—particularly if you stuff some into the included sopaipilla for your own stuffed sopa.

I’ve said it before and I’ll say it again—Red Enchilada has the best sopaipillas in town; they’re massive and taste fresh, whereas other restaurants I won’t name seem to make a big batch before they open and then stick them under a heat lamp. As an added little tip that’ll work with just about any menu option at Red Enchilada, might I add ordering a side of fries and dumping some all over the plate? Not only will they absorb any errant chile you might otherwise miss, the crispy texture and salty, fatty flavors add another layer to what’s already one of the more flavorful menus in Santa Fe. This works particularly well alongside the breakfast burrito where the egg-to-potato ratio is as generous as it gets. In fact, if I even had a criticism it would be that this breakfast burrito felt a little light in the potato department—a rarity in a town full of hotspots that, as we’ve discussed before, stick about a whole potato in a

tortilla and, if you’re lucky, add half a scrambled egg. In other words? Red Enchilada should be in your regular rotation if you’re a breakfast burrito fan, and the same goes for lovers of pupusas, huevos rancheros, enchiladas and on and on and on.

Plaza Café Southside 3466 Zafarano Drive, (505) 557-6435; Breakfast, Lunch and Dinner Every Day Later that same week, I caught back up with podcast host Brian Brett because I’d won a pristine VHS copy of Dances with Wolves while appearing on his Artist With Brian podcast, then left it behind like a jamoke. Together we hit up the Plaza Café Southside for yet another smothered Christmas delight.

I’m not great about hitting the Southside of town for food, which sucks, because there’s a ton to love. Having been seduced by the Plaza Café Southside, though, I might have to change that up forever. I’m a longtime fan of the original location on the Plaza (my aunt Stephanie worked there 20 years ago), but the independent spinoff spot has a different menu and one of the better breakfast burritos I’ve had in Santa Fe ($13.25). It might have been—and hear me now, all restaurants with burritos—the side of hash browns, but the chile on this particular burrito did something I’ve not often experienced: it mingled perfectly. See, I’m the kind of diner who generally starts a Christmas dish with one chile, eating it fully before moving onto the next. I’m sure plenty of others do it differently, but I like to experience each flavor on its own.

Feeling sporty, however, I mixed and matched bites using the hash browns as a conveyance and dropping in the included lettuce and tomato.

Someplace between the ample egg-to-potato ratio and the crispiness of the potatoes and lettuce—plus the flavorful explosion of the diced tomatoes—something glorious happened. It honestly seems like I might have found a new favorite in the search for burrito supremacy, and for an extra $2, I could have added Impossible sausage (Plaza Café Southside was an early adopter to plant-based meat). Next time, perhaps. Because I will be back.

I

f the pandemic left you rewatching the same three comfort TV shows and movies in rotation, bewailing the delay of some eagerly-anticipated media (Euphoria, where art thou?) you’re not alone. For Shawn Boyd, though, the pandemic was an unexpected source of creative ingenuity. Boyd, a Santa Fe-based screenwriter, actor, producer—and now graphic novelist—celebrated the launch of the second volume of his four-part graphic novel series, Winona Forever, at Santa Fe’s Beastly Books in August.

But the path to publication was thorny.

Boyd had the seed of an idea he thought would be a screenplay—a semi-autobiographical, semi-supernatural tale set in his hometown in Minnesota. Growing up in the ’80s, a family friend was the caretaker of an old priory where Boyd’s father and uncle had lived as brothers of the Dominican Order in the late ’60s.

“I wouldn’t have gone in there even in daylight,” Boyd says, recalling the haunting tales the caretaker used to tell him about the priory. Yet these stories gave him the idea for Winona Forever.

The story takes place in the tiny town of Winona, Minnesota (namesake of Winona Ryder, who figures in the series as an icon of hope for small-town kids to reach for

their dreams). On Halloween night, 1987, four Catholic school eighth-graders are drawn into a tangle of intrigue involving a haunted priory, a holy relic and a hotbed of interpersonal drama.

“It’s a love letter to the 1980s and the weird wonder of growing up,” Boyd explains.

He’d written the script and was just about ready to shop it around when the pandemic hit, grinding the film industry to a halt.

“The pandemic—especially in Spring 2020—created a void where I think most of us were wondering, ‘What now?!?!’” Boyd tells SFR. “As a writer, I saw that I could take that as a negative: ‘Good luck getting a screenplay made now.’ Or, as an opportunity: ‘All bets are off, so I might as well take some chances.’”

Instead of letting the script gather dust, Boyd had another idea: Why not turn it into a graphic novel? The writing was there, the characters were vivid, the visuals were clear in his head—now, he just needed an illustrator to bring them to life. Enter Elijah Henry (@eliartonline on Instagram), a Los Angeles-based freelance illustrator and graphic designer just out of art school.

While Henry’s style slanted more toward the macabre than Boyd had initially envisioned, it turned out to be the perfect fit.

“It was kismet,” Boyd says. “We hardly changed the characters at all from his initial sketches.”

Funding the project was still an obstacle, however.

“The chance I took was trusting that enough people would be interested in the project,” Boyd says.

He started a Kickstarter campaign to fund the first volume of Winona Forever, setting a modest goal of $800. Instead, it raked in $8,000.

The visual style pops with simple, bold gestures, gaining detail and a darker, more textured look as the series goes on.

Boyd’s text and Henry’s visuals shine on splash pages where we step back from the action and get an omniscient view of the tensions running through the story. Boyd and Henry also drop in Easter eggs—Halloween decorations from Boyd’s childhood in the ’70s and ’80s lend an authentic nostalgia, for example.

“It’s been fun remembering what we were listening to and wearing, the slang words we were using, what we were concerned with,” Boyd says. “I set all that inside an adventure story—an adventure I wish I could have lived.”

The real takeaway, he says, is that artists no longer need to stick with traditional avenues to get their work out into the world. Instead, they can seize the very means of production, and they might be surprised at what happens when they grant themselves carte blanche. Selfpublishing is nothing new, of course, but, Boyd says, “You need millions of dollars to make a movie, but far less to make a graphic novel. There’s a real creative freedom to that; with a screenplay, you sell it and it’s out of your hands—but with Winona Forever, I get to be the casting director, do the set design, the costume design...”

Still, there’s significant privilege in being able to take that kind of time and space to cultivate a creative work. But there’s opportunity for all kinds of creators.

“Without the pandemic, Winona Forever would still be a script, making the rounds in Hollywood in the hopes it would one day be made,” Boyd says. “Instead, it’s already in the hands of hundreds of people, and its audience is growing.”

Romantic Guide to Lost Places

There’s a lot of world out there. It’s up to us to find our place in it.

Italian director Giorgina Farina explores the darker corners of that idea in her third feature-length effort, with varying degrees of success. There are a lot of paths to this sort of movie. Some are breezy (Eat, Pray, Love). Others are fantastical (The Secret Life of Walter Mitty). Farina’s effort feels closer to 2014’s Wild or Leaving Las Vegas. There’s not a lot of romance here, and though there is love, it’s a bit of a titular puzzler.

Allegra (Jasmine Trinca, The Gunman) is an Italian travel writer with a wall full of destinations forgotten or relegated to the past (the lost places) and a crippling case of anxiety. She’s keeping boy-

friend Michele at arm’s length, using work as an excuse to hide her unique approach to her craft.

She’s cut off from the life she wants to live—physically and emotionally.

Her neighbors are British expat Benno Best (Clive Owen, Children of Men) and his wife, Brigitte (Irène Jacob, Rouge). They’re in love, but Benno’s clearly on his way down, and we meet him as he’s hauling up a half-empty vodka bottle he’s hidden at the end of a rope dangling from his bedroom window. It’s morning. A single, long drink is our signal that Benno and the bottle of vodka have far too much in common, but in a nominal effort to make up for a drunken mishap, and really to escape rehab, Benno joins Allegra on her lost places tour. He’s tragically unreliable. As much as he might mean well, each kilometer of the trip is as bad for him as it is good for Allegra. She slowly finds herself with the journey. He’s hurtling in the opposite direction, his final destination increasingly evident.

Like Benno’s vodka, though, there’s ultimately not much to make him anything more than a vehicle for the movie to arrive at the real lost place: his thinly alluded-to childhood home. The morning we met him, Benno was trying to place a song his aunt had on a jukebox in her garden shed. It’s “Pretty Vacant”

by the Sex Pistols and it’s Benno to a T: “There’s no point in asking/You’ll get no reply/Oh, just remember I don’t decide/ I got no reason, it’s all too much.”

For a film that asks much of its audience, it’s arguable they don’t get enough in return. Owen is good playing a character we’re not supposed to like very much, and there’s at least some depth to the little we see of Jacob as his wife. She knows what’s at stake for him. There’s a little more of a character arc for Allegra, but it feels disconnected from Benno. At the end of the journey—and the film— you kind of just want to get home. MOVIES of art, Henry’s film not only encapsulates New York City’s invaluable contributions to the legitimization of street art, but showcases how a thread that began with style writers like Lady Pink and Claw Money continues across borders and through large and small communities to become a full-fledged phenomenon.

At its core, Street Heroines is really about street art, not just graffiti, though that once-maligned art form did pave the way for artistic freedoms in the mural department that many take for granted today. Take a town like Santa Fe, where murals are a hot button issue and groups like the Alas de Agua Art Collective fight hard for access to every wall—the film is really a celebration of folks like them, even if their forebears were forced to scramble up buildings and sneak into train yards and deal with yet another example of the world telling women they couldn’t do a thing.

Through interviews with the past, present and future of artists and muralists (plus peripheral heroes like photographer Martha Cooper, whose so-called fine art shots of street art helped legitimize the form), Henry ultimately proves that women were always at the forefront of graffiti, be it introducing more artful characters to the equation (hat tip to NYC’s Toofly). Hearing from those who blur the lines like American artist Swoon or the legendary Brazilian muralist Nina Pandolfo adds even deeper layers to the story, and without pining on how many men treated women like they couldn’t do graffiti, Street Heroines ultimately ends on a hopeful note.

Of special note are artist conferences and Mexican artists who tired of restrictive policies in the bigger cities and partnered with tiny village communities to do their work. All along the way, countless jaw-dropping pieces flit across the screen and inspiring stories of punk rock (or hip-hop?) artistry unfold. If there’s any real criticism to be found, it’s in Street Heroines’ short runtime. This would be watchable at twice the length, but even so—it should be shown to kids and in schools immediately. As one artist points out in the film, if a little girl can see her working and suddenly find herself capable of doing the same, then it was all worth it. Moviegoers who like to know what they’re in for don’t typically choose indie fests, and this selection definitely falls into the genre-defying mystery that can come with something off the beaten path. The Girl and the Spider’s listing on IMDb includes the descriptor “tragicomic catastrophe film.” We’re not sure what that means, but it seems awkward enough to suit this endeavor. Some of you will want to see it for that reason alone.

Extremely light on dialog and heavy on long, penetrating stares, The Girl and the Spider takes place largely in one of two apartments: the one Mara (Henriette Confurius) and Lisa (Liliane Amuat) share, and the one Lisa will soon share with Markus (Ivan Georgiev). As Lisa packs and moves, she incorporates an entourage that includes her mother and a guy with a van that Mom sorta has the hots for—all calmly crammed into various hallways and window bays.

The people seem to tell each other stories

rather than having conversations, and they do it amidst the slow busywork of cleaning an already impeccable German flat and moving a few items out of a more messy, shared spot.

We’re led to think this apartment building is messy in more ways than one, with an elderly woman who might be stealing a cat along with kids who drop water balloons out windows and in stairwells. Plus, the one chick who sleeps all day and roams the night, never seems to get fully dressed, and might, in fact, be the actual spider to which the title refers.

There’s also, however: a real spider or two; a bit of sex and longing; hints that all the characters have betrayed or let each other down in complicated ways; and suggestions they’ve coupled and recoupled or at least want to.

And maybe it’s all intended to run in metaphor. There’s something lovely about the presentation, even when it’s unlovely. Mara, who wears a herpes blister for all present-time scenes, is complicated in a way that director/ writer Ramon Zürcher does not unpack. Is she having a breakdown or an epiphany or is she just ornery like a cat that knocks a vase off a table? (Julie Ann Grimm) Santa Fe Independent Film Festival, NR, 99 min.

RUN WOMAN RUN

++ HEBERT;+DIRECTION+AND+WRITING -+ NO+RESOLUTION+FOR+THE+ROMANCE

We’ve seen movies wherein some schlubby nobody decides to turn their life around through running (Brittany Runs a Marathon, for example, or Run, Fatboy, Run from David Schwimmer, weirdly), but in the case of Run Woman Run, we haven’t seen it done quite so charmingly or in such a relatable fashion.

Here we follow Beck (Dakota Ray Hebert), a young single mother in rural Canada who lost her own mom and now spends her days in a pizza robe smoking and eating garbage and sometimes working for her dad at his tire shop. Upon discovering she has diabetes, Beck decides that if she can do just one thing right—running—it might be the catalyst that repairs her relationships within her family. Of course, running a marathon isn’t so easy, and Beck has to face the requisite movie obstacles and such. It’s funny.

Hebert is flawless as Beck, the kind of woman who’ll drive to the mailbox at the end of the driveway rather than walk, and who’d CONTINUED ON NEXT PAGE

THE CREEPS Filmmaker Erik Sanchez brings horror to the concept of Land Back

rather eat her father’s entire housewarming cake in the middle of the night than take any sort of accountability for herself. Still, the disease is omnipresent, and whether it’s through that or her strained relationship with her son, she starts to see (or hallucinate) the spirit of Tom Longboat, a real-life Native athlete who won the Boston Marathon in 1907 and who, as the legend goes, could run faster than a horse.

Between the hallucinations, a judgmental sister and the super-hot boy-next-door son of her father’s ex-girlfriend (Braeden Clarke), Beck’s goal to run a marathon doesn’t go easy, though sometimes it’s about trying one’s best rather than actually doing the thing.

Hopkins’ direction is sublime, particularly in her representation of small town emptiness. From the drive-thru coffee/ donut/smokes stand to the disco ball lighting of a meat raffle (complete with a cameo from Gary Farmer, with whom you’ll find an interview on page 22), it becomes easy to see how someone could just sort of start drifting. Hebert’s scenes with Tom Longboat (Asivak Koostachin), however, speak to a universal sense of dread and doubt, as does her ultimate epiphany that doing something for oneself is sometimes the best way to be there for others.

Thus, Run Woman Run becomes a small but powerful movie that might not match the grandeur or intensity of what passes for cinema today, but reminds us that a simple story told well can be all the more impactful in its subtleties. (ADV) Santa Fe Independent Film Festival, NR, 100 min.

Mushroom folks have dirty fingernails.

They scratch pens across paper with a care that seems at once overly obsessive and whimsical. And they harbor deep ideas about what fungi can tell us about our surrounds and, indeed, ourselves that could quickly spook the uninitiated.

Director Marion Neumann (Wild Plants, Naturales Historiae) has an eye for the 32

searchers, the scientists and the pickers: hunched and tiptoeing through the forest in search of different species’; mixing solutions in a garage in search of an antidote to poisoned soil; and facing her camera with maps of the world on their faces, recounting an experience many decades hence, at the age of 11, fully in the psilocybin dance.

This is the beating heart of Neumann’s latest film, The Mushroom Speaks: the humans who have taken the time to know what they do not know. The answer, conclude the humans and, indeed, the film, may rest with the fungi.

Poorly understood, but now having their moment, mushrooms are so much more than expensive novelties at a Japanese market or tasty additions to a salad or a way to kick down the doors of perception.

(On that last one, we were delighted if not surprised by the cameo from the late, great Terence McKenna in this documentary— directly after the appearance of a mushroom cloud, no less.)

Rather, mushrooms—the “fruit,” or, the portions we see above ground—and their underground network of mycelia present a living lesson. We are, all of us, connected and interdependent.

The film’s greatest triumphs are in the unspoken bits, the brilliantly filmed and presented time-lapses showing various mushroom species, molds (there exists such a thing called “Chernobyl Mold”) and spore pathways, set over the disquieting original soundtrack of beeps, breaths, strings and industrial scrapes by Olga Kokcharova.

Passages from Sylvia Plath, McKenna and other famous mushroom-curious thinkers flash occasionally and confusingly across the screen when Neumann wants to really get her metaphor across, marking the film’s less successful attempts.

“I just hope they know we’re not like other white people,” says Yeva Chisolm to her boyfriend in filmmaker Erik Sanchez’s short Sage Me Not. In the film, Chisolm’s character is grappling with her unbelievably cheap rent, to which her boyfriend (Peter Holt) hypothesizes, “That’s what we get for living with all the Mexicans.”

“Babe!” Chisolm’s character replies.

“They’re not Mexicans, they’re Indians!”

“I believe they prefer ‘American Indians,’” Holt’s character replies wryly.

It’s funny, then it’s sad, then it goes back around to funny again, all in the span of a few short seconds. But in those seconds emerges an insightful glimpse into how white folks, even allies, can think, and it’s only the tip of the iceberg.

Sage Me Not is an official selection for the Santa Fe Independent Film Festival’s New Mexico Shorts program this year from relative newcomer Sanchez (Shoalwater Bay, Chinook and Chicano), who directed and penned the film. Shot in crisp black and white, it’s the tale of a white couple who moves into a home built on an ancient Indigenous burial ground—also funny— where they start to feel a presence that may or may not possess at least one of them.

No amount of appropriative smudging seems to do the trick, however, so Chisolm’s character enlists the neighboring medicine man (played by Sanchez, whose line “Woah, you can’t use that word...that’s our word,” in response to Chisolm’s declaration of whiteness might be the funniest thing I’ve seen this year) to help out. All at once, Sage recalls lighting and pacing properties akin to The Blair Witch Project, noveau-horror digital soundscape scoring creeps and simple special effects to seal the deal. Is it perfect?

No, but it’s poignant despite its shortness and a sort of sly nod to any Indigenous viewers who deal with white folks on the regular (the irony of being a white guy writing this is not lost on me, for whatever that’s worth).

Sanchez is currently rounding out his junior year at the Institute of American Indian Arts in the film program. This year, he won a George RR Martin Scholarship to continue his studies, and if Sage Me Not is one of the products of that endowment, then that’s money well spent, George.

“During the pandemic, I started watching a bunch of scary movies,” Sanchez tells SFR. “And while what I was watching wasn’t as scary as what was on the news, this thing about Indian burial grounds kept coming up—so I kept looking for the Indian ghosts, but never saw one. That’s where the script came from.”

Indeed, the horror trope of the burial ground generally deals with how such a thing might affect the white folks who’ve moved onto stolen land. Sanchez’s film does that, yes, but his own medicine man character provides much-needed perspective—and the white folks are so over-the-top absurd, it’s hard to feel anything but glad they’ll be haunted. Sanchez shot the film during the height of the pandemic with Chisolm and Holt, both also IAIA film students, after his original film idea was postponed during remote learning. As luck would have it, he’d checked out some equipment from the school already, and between that and his horror binges, he formed the idea. The whole process, he says, took about five days and was lit and shot simply.

“All I’ve ever wanted to do is tell stories,” Sanchez explains. “But I still think of them in a non-colonial way. I just want to live on the Rez and barter, like, if I’ve got a cool story, can you feed me or house me for the night?

Now, though...living here and seeing what New Mexico has to offer, I think I could do something with that storyteller skill.”

Not bad for a guy who, a few short years ago, was living through one of the worst periods of his life at a community college in Seattle. Sanchez arrived there on another scholarship, but says the predominatelywhite student body didn’t know what to make of him or his film ideas. Having grown up in California almost exclusively embracing his Chicano heritage, a subsequent move to Yuma, Arizona, found Sanchez learning more about his Native roots from his women elders, particularly his aunt. Springboarding from there, Sanchez came to Santa Fe and IAIA, which helped him further embrace and explore his Indigenous side.

“People here are giving me the OK to tell my stories,” he tells SFR, his smile audible over the phone. “The community is really supportive and I know there are other stories within me.”

Up next is a feature-length senior film, on which Sanchez is currently working. He also dabbles in photography, writing and many other ways to tell stories.

“I feel grateful,” he says. “I just feel grateful to be here, for my school, my film program, to be in an audience...”

He trails off, but I’m sure he could come up with more examples. (ADV)
