W

hen future generations look back on how Santa Barbara lived through 2014, the record will be dominated by unspeakable tragedy, due to the mass killings that a young madman perpetrated upon the residents of Isla Vista on the Friday night of Memorial Day weekend. Violent incidents will always grab headlines, even in history books, but what may be missed by those look-

ing back at the year that’s passed is how the greater Santa Barbara community coalesced around the rampage and emerged stronger and a bit more together on how to move carefully into the future.

As a casual look through these pages will reveal, the quality of life enjoyed by Santa Barbarans carried forth in the face of such sadness. From our love of the great outdoors to our passion for sports and arts to our limitless appetite for politics, environmental

debates, and the unique personalities who make our community thrive, these elements shined with brighter light than ever in 2014, as if to drive out the darkness of May 23.

On December , , Pi-yu “Beatrice” Cheng passed peacefully in her Goleta home, surrounded by family. She was . She was a generous, devoted, diligent, and caring wife, mother, grandmother, sister, teacher, colleague, and friend.

The oldest sister of eight siblings, Bea was born in Nanjing, China, in the chaos of the Japanese War. As a young girl, she was invited by Christian missionaries Grace and Rev. George Snyder to their prestigious Eastview School in Hunan, a several-day trip by boat and foot. She learned English from Grace, and a lifelong love of learning and passion for women’s rights emerged. Following World War II, the family fled the Communist regime to Taiwan. There Bea attended Taiwan Provincial First Girl High School and National Taiwan University, where she earned a B.S. with highest honors in Agricultural Chemistry.

Bea was awarded a fellowship to the U.S. for graduate school and left her family in pursuit of

She worked on food preservation methods at Florida State University in the Department of Food Science and Nutrition, and then transferred to the Biochemistry Department of the University of Illinois, UrbanaChampaign, where she met Franklin Yih Cheng. On September , , the couple was married by Rev. Snyder in a double ceremony, along with her older brother, Sidney, and Elaine Pardue, at the First United Church of Christ. After earning her M.S. and a stint in a biochemistry lab at Northwestern University, she was accepted to several Ph.D. programs, and at the encouragement of Sidney, the couple moved to the University of Wisconsin, where she conducted some of the early work on DNA and control of gene expression.

She balanced motherhood with long hours in the research lab, and still managed to send what little extra money she had to help support her siblings.

After she received her Ph.D., the couple settled in Rolla, Missouri, where Franklin had taken a professorship. Bea was a proud and hardworking mother to her two children, playing a huge role in their personal, emotional, and academic growth. Although she was offered a position at the National Institutes of Health, and later did a postdoctoral fellowship at St. Louis University, she ultimately chose her family over career. She taught anatomy at Rolla High School, and managed the pathology and clinical laboratory at Fort Leonard Wood and the chemistry laboratory at the University of Missouri-Rolla.

An avid reader of biotechnology and financial news, she also took joy in a few of her childhood pastimes including sewing, crocheting, and also inventing puzzles and whimsical games. Above all she delighted in time with family. At birthdays and holidays, she was known for devising elaborate schemes to surprise her loved ones.

In , Bea began her journey with non-Hodgkin’s lymphoma.

She fought courageously through multiple treatment regimens during the past six years. Through her illness, she continued to support her children in Santa Barbara and Toronto, providing strength and emotional support for her four grandchildren.

Bea was a member of the First Presbyterian Church of Rolla. She is survived by her husband, Franklin; brothers, Sidney, Hsu-kwang, Hsu-ming, Hsu-cheng; sisters Louise, Margaret, Mei-yu; son, George (Annie Pham-Cheng);

daughter, Deborah (Craig Simmons); and grandchildren, Alex and Camille, and Natalie and Owen.

Special thanks to Dr. Daniel Greenwald, nurses, and staff at the Cancer Center of Santa Barbara and staff at Visiting Nurse & Hospice Care. Funeral services and a celebration of life will be held at Santa Barbara Cemetery Chapel on January , , at :pm. Deborah was born June th,  in New York to James and Mary Mills. She was raised as one of eight children, in Keyport, NJ. After high school, Deborah moved to Santa Barbara, CA with her best friend, JoAnne Laconte.

There, she met her now former husband, Wonono Rubio, and they had  children, Amua, Neftali, and Maliya, who live in the Bay Area.

She earned her BA in Sociology at UCSB and later her MS in Social Work and Public Administration from Sacramento State. As a student, she attended the UN’s Earth Summit in Rio de Janeiro in  and, as part of a special delegation of women sent from CSUS, the UN’s th World Conference on Women in .

After graduating from CSUS, she was the Executive Director at one of the oldest community centers in Sacramento, The Washington Neighborhood Center.

She led programs for youth and families and instituted an open community art wall, establishing a place for local graffiti artists to peacefully share their creative expression in a public format. In  she moved back to Santa Barbara, where she lived for the rest

of her life.

Deborah’s passions included community advocacy, dancing, singing, songwriting and playing the guitar. She loved to laugh, cook, eat and share each of these with family and friends. She had a beautiful smile and a magic that touched many lives along her journey. Deborah’s care for others and community service didn’t stop even when she became homeless in .

We would like to express our gratitude to the incredible staff of Sarah House for providing a place where Deborah could complete her journey, surrounded by those who loved her and whom she loved. Deborah Mills passed away peacefully, with her daughters by her side, on the evening of December th, . Delia Elizabeth Raabe  – 

Born at St. Francis Hospital, Santa Barbara, on October , , Susan Conlon Raabe and George A. Raabe welcomed Delia as their eighth daughter to a complementary three sons. She attended Monte Vista and La Colina JH prior to Susan’s premature demise in , subsequently living with relatives in San Diego. Emancipated at sixteen, sent early into the world, she had a good nature and

optimism that pulled her through adversity time and time again. The disciplines of Tai Chi and Kung Fu were useful through life’s vagaries.

DeDe accomplished many dreams: silversmithing in Ireland, travel to Europe, spiritual sites, and music events. Nothing held her from a course once set—on her own terms, in her way and time. Sweet and sympathetic, she encouraged others as well. Strength built on resolve, she sought to excel. A discerning QC specialist, DeDe was notably employed by companies such as Cordis, Johnson & Johnson, Microsoft, and Boeing.

On December , in respite care near her home in Seattle, she passed quietly, too soon, from cancer, survived by her eight sisters, four brothers, and extended families.

1. Long before fixies arrived on the scene, Ralph Fertig worked tirelessly to improve road access for cyclists. 2. Luis Goena got the folk-dance scene hopping more than 40 years ago, and it’s still going. 3. Always the first one in the water, UCSB water polo player and elite athlete Nick Johnson blacked out while swimming and died at just age 19. 4. Barry Spacks proved that poetry could be fun, joyful, sexy, and mischievous, not just scholarly, opaque, and elusive. 5. Joy Parkinson turned the Audubon Society into a potent political force in the wake of the 1969 oil spill and made sure Goleta’s Lake Carneros wasn’t wiped off the map. 6. Louise Hanson was a force to be reckoned with as a rancher, but as a champion of open space, she’s left behind a profound legacy. 7. As long as Tom Sneddon was district attorney, he owned the office, giving his staff enough independence necessary to do it their way but enough fear to ensure they did it right. 8. Goleta City Councilmember Jonny Wallis was not one to raise her voice when it came to growth and development; sensible people learned to listen when she spoke.

9. Elephant seals, theater, environmental dreamers, and the great outdoors — editor and writer Joan Crowder loved them all. 10. Arts philanthropist Léni Fé Bland loved music to an exceptional degree and, to astonishing extent, put her money — and her wit — where her heart was. 11. Although there was a Rose Café before Agnes Guevara (seen here holding her 2014 Indy Foodie Award) arrived on the scene — and it continues after her departure — she was the Rose Café, creating an old-school Mexican restaurant where the heart of old-school Santa Barbara still eats.

After the three hottest and driest years in two centuries, Santa Barbara’s reservoirs, including Cachuma Lake, plummeted to onequarter capacity, leaving about 200,000 customers facing serious water-supply questions. 2. Intake valves along Juncal Dam at Jameson Lake are left high and dry. 3. Tempers flared when endangered steelhead trout wound up dead because the federal Bureau of Reclamation’s pumps failed, so the bureau’s Michael Jackson (center) and Pablo Arroyave (right) sought to cool things down.

4. Montecito’s extravagant water demands outweighed their tiny storage basins, so the wealthy district adopted strict rationing.

Larry Reiche spent $200,000 to cut his water consumption but still faced a $781 fine because of a leaking dishwasher. 5.When Montecito’s vast green lawns turned brown, trucks like these started showing up, laden with water pumped from private wells in Carpinteria, where water officials then demanded a moratorium on the practice.

✯ Big Eyes (105 mins.; PG-13: thematic elements, brief strong language) It’s been a long time since Tim Burton made a movie this good. In fact, most of his post-’90s projects (after Mars Attacks!) have felt diffuse. Burton’s passion for oddball artists — from Edward Scissorhands to Ed Wood — was what made him eloquent and motivated his rich visual style.

His Hollywood projects like Planet of the Apes and Dark Shadows just seemed like hackwork he was trying too hard to mold into crazy fun. On the flip side, Big Eyes seems modest. It not only returns Burton to his grand topic of the rewards and punishments doled out to creative but also finds him in a much more forgiving mood. The star of this film stands up for her voice, and eventually the world bends around her gifts.

The world in question is 1950s California, and the star is Margaret Keane (Amy Adams), who created an unlikely fad with her kitschy paintings of children with enormous peepers. But it’s also the story of Keane’s husband, Walter (Christoph Waltz), who manipulated his wife while making her work popular by passing it off as his own. Burton’s self-maiming artist figure in this film is split into two characters.

The film is restrained and sometimes downright awkward, and the inclusion of Danny Huston as narrator suggests that the story may have gotten away from the director. Still, we are left with a surprisingly sweet tale from the authentic world of Burton — a creepy gift celebrated large. (DJP) Plaza de Oro

Above and Beyond (90 mins.; NR) This documentary chronicles a group of World War II pilots who volunteered to fight for Israel in the 1948 War of Independence.

After the death of her mother and the end of her marriage, a woman embarks on a solo 1,100-mile hike along the Pacific Crest Trail. Based on the memoir by Cheryl Strayed, Wild is a near-perfect film about the inherent imperfections of life.

THE SOUTH COAST PIZZA INVASION: In 2008, we

experienced the “The South Coast Cupcake Invasion.” In 2009, we had the “The South Coast Frozen Yogurt Invasion.” In 2011, “The Food Truck Invasion” rolled into the South Coast. This year is officially the year of “The South Coast Pizza Invasion.” Barbarians Pizza opened at  State Street in January. Blaze Pizza opened at  Pardall Road, Isla Vista, in March. Papa John’s Pizza opened at  Calle Real, Goleta, in July. Patxi’s Pizza opened at  State Street in December. Pizza Hut opened at -A Calle Real, Goleta, also in December. PUBLIC NOTICE OF MITIGATED NEGATIVE DECLARATION As required by the California Environmental Quality Act, the California Department of Fish and Wildlife’s Fisheries Restoration Grant Program is providing Public Notice of the completion of a Mitigated Negative Declaration for a proposed project to enhance the capability of streams to produce anadromous salmonids by maintaining, restoring and improving stream habitat essential to salmonid production.

Project Location: Various streams in Del Norte, Humboldt, Marin, Mendocino, Monterey, Napa, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Siskiyou, Sonoma, Trinity, and Ventura counties.

Description of Project: This project will use grant funds approved by the California Legislature to initiate activities that are designed to restore salmon and steelhead habitat in coastal streams and watersheds that historically produced large populations of salmon and steelhead. Activities will improve spawning success for adult salmon and steelhead as well as increase survival for eggs, embryos, rearing juveniles and downstream migrants. Bank stabilization treatments will reduce sediment yield to streams. Upslope road decommissioning or repair will also help address these widespread problems.

The replacement of barrier culverts with bridges or natural stream bottom culverts will allow adult and juvenile salmonids access to additional spawning and rearing habitat.

The installation of instream structures will recruit and sort spawning gravel for adult salmon and steelhead and create summer rearing pools and over-wintering habitat for juveniles.
