t is easy to miss THE GREAT HOUSE DETECTIVE the home at 1528 Cliff Drive as you cruise along the Mesa’s main thoroughfare. The house sits above the road, surrounded by lush greenery. But it’s worth slowing down and looking up the hill at this high-style by Betsy J. Green Spanish Colonial Revival house. In addition to the colorful flowers in the gardens, it has been home to several colorful residents in its 95 years of existence. This home is one of five adobes built on either side of La Vista del Oceano, on the north side of Cliff Drive, in the mid-1920s. Fred Roskop was the builder. He had lived in Mexico for several years, where he learned adobe construction, before he settled in Santa Barbara in 1919. In addition to building homes, he was responsible for building the adobe Monterey-style Mihran Studio Building at 17-21 East Carrillo Street. Adobe bricks usually measure 20 x 12 x 4 inches and are made of mud, water, and plant materials and then dried in the sun. But by the 1920s, the traditional method of mixing

the ingredients was no longer used. “The time-honored method of working the binder into the mud … is for the workmen to divest themselves of shoes and socks and work the mud with their bare feet. This method is not employed in the present instance, however … the earth is full of pieces of glass and other sharp objects which would play havoc with unprotected soles” (Santa Barbara Morning Press, January 19, 1922). The home’s first owners were Thomas G. and Frances E. Ross. Thomas was in the car business, and he also owned a couple of the nearby oil wells. At first, I was shocked by the proximity of the oil well in the old photo. But I suppose if you are pumping money out of the ground, those oil derricks can start to look attractive. Before the oil derricks sprouted up on the Mesa in the 1920s, the area was mostly farmland punctuated by a picturesque lighthouse (near today’s La Mesa Park), and the Dibblee mansion (near present-day Santa Barbara City College). The area where the 1528 Cliff Drive home sits today was a 50-acre farm that George and Emma Gaylord bought for $1,000 in 1868. At the time, Cliff Drive was simply called Mesa Road and was the only access to the Mesa. An article in the local paper stated, “Mr. Geo. Gaylord’s farm … yields abundantly barley, corn and squashes” (Santa Barbara Weekly Press, June 4, 1881). The Gaylords’ neighbor on the west was Peveril Meigs. George Gaylord died in 1923,

and that’s about when Fred Roskop bought the property along Cliff Drive. The second owners were the Adams family. No, not the Addams Family from TV. They were Charles and Rachel Adams. Rachel was famous as Madame Rosinka, who had her office on Stearns Wharf where she specialized in palm, tarot card, and psychic readings. The Adams owned the home from 1962 to 2011, when they sold to Wally Ronchietto. He is the third and current owner. Wally is an Argentinian who presided over Santa Barbara’s Café Buenos Aires from 1997 to 2011. Many historical records are unavailable now, and have been for six months, because of the COVID-19 lockdown. The closure of city offices, county offices, and libraries — while necessary — makes it hard for house detectives. Some of the information in this month’s column came from a report done by the Post/Hazeltine team for an assessment to designate this home as a City of Santa Barbara Structure of Merit. The Post/Hazeltine research team revealed that this home has had multiple house numbers over the years. This can make it difficult to untangle a home’s history. Fortunately, the website for the Gledhill Library at the Santa Barbara Historical Museum has Sanborn maps and city directories (old phone books) available on their website. There is no “one size fits all.” Help them figure out how they organize in their brain by asking questions like: “How do you think about your work?” “How do you put your work in order?” “How do you know what to work on first?” These are the same questions I ask adults that I coach.

3) When it comes to time, talk about why being proactive is better than being reactive. Time is a weird construct for kids to comprehend, especially time that isn’t right in front of them. Depending on age, you can use simple examples of why it’s important to do the hard stuff first, then the fun stuff. I like the phrase “Eat your frogs first.” Help them identify what their frog is for that day or for that class, then have them put it on their list.

2) Once you have an idea of how they think about their work, you can talk about tools to use. Examples include to-do lists, a whiteboard, a calendar system, and Post-It notes. Note: It is literally never too early to get a planner. Any of these tools will support

FIVE REASONS TO VOTE NO ON PROPOSITION 15 more and more businesses will fail and we’ll see a rise in unemployment, bankruptcies and foreclosures of homes as people cannot pay their mortgages. 2. Targets Minority and Urban Property Owners and Tenants – This initiative, if passed, will disproportionately target minority owned businesses and urban business areas. It will impact minority business owners who will see their property taxes increase. If they cannot afford those increases they will have to close down and that could further depress urban property values as blight and vacant storefronts line the streets. Additionally, increases in rents will be passed on in the form of increased costs at the cash register. Higher costs will hurt low income and minority communities the most. That’s why the NAACP, Latinos Vote and all ethnic Chambers of Commerce have all come out against it. 3. Misleading Title and Messaging – The Proposition is called “The California Schools and Local Communities Funding Act of 2020”. It never mentions that this is a major property tax increase. Proponents point to the funding for cities and schools. What they don’t mention is the order that the money gets spent. Any increased revenues will be used for 1) Offsetting income tax revenues that decrease due to changes in the deductions, 2) The costs of implementing the new assessment rules. Those have been estimated to be approximately $1 billion the first year for county assessors to hire, train and implement the new rules and is expected to cost around $500 million annually after that. 3) 60% of remaining revenues will go to local governments and special districts. 4) Finally, 40% of whatever is left will go to schools with an 11% allotment to city colleges and 89% to public schools, charter schools and county education offices. There is still no guarantee as to where the money will go. It

will more than likely go towards pension obligations and very little will ever reach a classroom or a pothole. 4. Less Residential Development – Proponents claim that the new tax only affects commercial properties. This is misleading. Residential properties will be directly impacted. A city deciding whether to allow land to be developed for commercial or residenBrian Johnson tial use will lean towards commercial use which will provide larger property tax revenues. This will harm the residents of California as we’re already in a housing crisis and we need all of the new housing development we can get. 5. Residential Protections Are Next – Last, but not least, Proponents have already said this is just the beginning of their efforts towards overturning Proposition 13. If Proposition 15 passes they will be back for the rest of Prop 13 protections. We could return to the days of 50% to 100% increases in our property taxes on an annual basis. This is not a partisan issue. Leaders from both sides of the political spectrum are lining up against this. Now is not the time to saddle the residents and small businesses of California with a new tax. Please join me in voting no on Proposition 15 on November 3rd. Save California residents and businesses from a new tax at a time where they need all the help they can get. roposition 15 is a ballot initiative on California’s November 2020 ballot. This initiative will create a “split roll” property tax system for the state. Currently, Proposition 13, which passed in 1978, all properties in the state are taxed at a rate that is based 1% of their purchase price. Additionally, property taxes are increased by 2% per year. This has created a system of stability and certainty for all property owners across the state. Now, proponents of Proposition 15 want to split off the commercial property tax protections from Proposition 13 and reassess commercial properties every three years at current market values. They say this could create $7 to $12 billion in annual property tax revenues for cities and schools. What they don’t mention is that everyone in the state will be paying those taxes and our cities and schools will not see all of that revenue. I oppose Proposition 15 for the following reasons. 1. Increases Property Taxes on Owners AND Tenants Still Reeling From the Recession and COVID-19 – Initiative proponents talk about how this will affect only the largest corporate commercial property owners in the state. That is wrong. This will hit mom and pop business owners disproportionately. This proposition requires reassessment for all commercial properties with only a small exemption for owners who own property valued at less than $3 million. That sounds like it should be the majority of small businesses right? Wrong. Small businesses overwhelmingly rent their properties and these new taxes will get passed on to the tenants through increased expenses at a time where the state and federal government is trying to provide small businesses with rent relief to keep their doors open. That means restaurants and other small retailers already burdened with recovering from the impacts of COVID-19 will now face a new tax from the state. This will mean
