How was finishing college during the pandemic? It was really disappointing! My friends and I talked about watching the sunset at the beach, going to school events, and making out-of-town trips during Spring Quarter. I was looking forward to walking across the stage, which would’ve been a monumental moment for my family, as I am the first in the Jong clan to attend and graduate college. Though this didn’t happen, my supportive friends and professor helped me celebrate my success in ways they knew how to: words of encouragement, assignment flexibility, and of course, Zoom wine nights.

What’s a challenge to your new job? One challenge I’ve faced in this position is (accidentally) reading mean Facebook comments on our more divisive articles. I’m learning how to combat this by taking it with a grain of salt!

COVID CONCERNS: County Public Health Director Van Do-Reynoso said on Tuesday that the county has only 33 percent of its medical/surgical beds available in the case of a sudden surge, which is considered “moderately concerning” by state metrics.

County Sees Soaring COVID-19 Cases Public Behavior Must Change, Health Director Says

by Delaney Smith npredictable state mandates and soaring COVID-19 cases have thrown many Santa Barbara County residents into a state of fear and confusion in recent weeks, but Public Health Director Van Do-Reynoso painted a clearer picture of the situation Tuesday.

“If we are to continue to reopen as a county, then behavior must change,” Do-Reynoso said at the Board of Supervisors hearing. “That behavior change will be seen in our disease metrics and later in our hospitalization rate and capacity.”

She reported a 49 percent increase in cases over the past two weeks countywide. Santa Maria, the county’s largest hotspot for the virus, had an 84 percent increase in the same time period. The City of Santa Barbara had a 115 percent increase.

The 30th death from the virus was reported Tuesday, and four youth and two staff at the Santa Maria Juvenile Hall have now tested positive. The Sheriff ’s Office found three new positive cases among custody deputies in the past week.

The increase in cases, along with other concerning metrics, has put the county on the state’s monitoring list for more than 21 days. Do-Reynoso said that the county has only 33 percent of its medical/surgical beds available in the case of a sudden surge, which is considered “moderately concerning” by state metrics.

made her presentation, 21 of whom are recovering in intensive care unit units. The state factors in other types of patients who require medical and surgical beds to assess the percentage of beds available in the case of a COVID-19 surge.

Do-Reynoso also said that only 60 percent of the county’s hospitals have more than 14 days’ worth of personal protective equipment (PPE), such as masks and disposable gowns, on hand, which is considered “more concerning” by the state’s metrics. Do-Reynoso said she has submitted a request for more PPE to the state.

The alarming rise in cases has set off unpredictable reopening setbacks for local business owners. Just last week, the state mandated the second closure of bars and breweries that don’t serve food and for all indoor restaurant dining to shift to outdooronly seating or takeout.

“It’s difficult to understand these new mandates, and to give small businesses one or two days to implement these things was really unbelievable,” said Terri Stricklin, manager of the Hitching Post in Casmalia, to the supervisors. “You don’t have to call your employees, people dependent on the job you supply to them, and tell them once again that they’re out of work. Many small businesses will go out. They will go under.”

Stricklin said she understood that it was no fault of the supervisors that the mandates are so erratic, because 2nd District Supervisor Gregg Hart emphasized how difficult communications are between the

state and local governments.

“I’m sure people that are not involved in government think this is all seamless and it is easy and the state mandates are clearly communicated to local governments, but that is not the case,” Hart said.

Hart voiced frustrations with the county’s limited ability to respond to the pandemic due to state and federal powers over the county. He pointed to the county’s massive backup in processing COVID tests as a prime example of a problem the supervisors and County Public Health have no authority to fix.

The three state-funded testing sites in the county have a major backup, and the system takes five to eight days to deliver test results.

At the same time, the state requires county contact tracers to reach positive cases within three days — forcing them to work “around the clock” each time the state delivers a big data dump of test results.

“It is fundamentally a problem of our public health system in the United States that relies on private companies to do things that other countries don’t do through the private sector,” Hart said.

The COVID obstacles stretch far beyond testing capacity. Santa Maria has emerged as ground zero for the pandemic in Santa Barbara County, where a substantial number of farmworkers live. Farmworkers have contracted the virus at higher rates than other types of essential workers.

“Agriculture is the largest employer of essential workers in our county, and if we want to get serious about stopping workplace transmission of the virus, this is the first place you should look,” said Hazel Davalos, the organizing director with the Central Coast Alliance United for a Sustainable Economy (CAUSE).

CAUSE and the Mixteco/Indigena Community Organizing Project partnered to ask the boards of supervisors for Ventura and Santa Barbara counties to take several measures to protect and enforce the vulnerable population. Do-Reynoso said that her department is doing “extensive outreach” to communities most affected by the virus — particularly farmworkers. The Public Health Department is also contacting the Black, Indigenous, Asian, and Latino communities.

When it came to enforcement in general, Do-Reynoso told the supervisors that it is “very broad” in terms of who can enforce health orders. The Sheriff ’s Office and city police can enforce the public wearing of face coverings and social distancing, as well as enforcing orders in certain business sectors, though they typically try to use education as the main approach.

The slow approach might not be enough, though. Of all the county’s cases, 57 percent are related to person-to-person transmission; one percent are related to travel; and 42 percent are community acquired. Nearly all cases are acquired in Santa Barbara County, nearly half of which are contracted in the community with no known source. n

ROAD RAGE: Alexis Kirchner was arrested after she allegedly rammed her ex’s car, tried to mow down officers, and attempted to speed along the State Street pedestrian promenade.

Driver Goes on Alleged Rampage

S

anta Barbara police arrested 32-year-old Alexis Kirchner last Friday night after she allegedly rammed her green Subaru several times into a parked car occupied by her ex-partner and then reportedly tried to run into responding officers. She was charged with assault with a deadly weapon, assault on a peace officer, DUI, and domestic battery.

According to officials, officers were interviewing Kirchner’s ex in the 400 block of De la Vina Street when she returned to the scene. “Kirchner drove towards officers while revving her engine at a high rate of speed,” police said in a prepared statement.

“Officers had to quickly step out of the way to prevent getting hit by the vehicle.”

Kirchner allegedly flipped off the police when they ordered her to stop and then began driving the wrong way down the one-way West Gutierrez Street, according to officials. She then turned onto State Street — which is currently closed to vehicle traffic and heavily populated by pedestrians — but patrol cars were able to block her in before she could travel any farther. As Kirchner was taken into custody, officers reportedly found multiple empty beer cans in the front passenger area of her car.

“While being transported in the rear seat of a patrol car, Kirchner became very combative and began to kick the doors and windows,” police said. “Officers stopped, and as they opened the door, Kirchner kicked several officers as well as spat on an officer’s face and N95 mask. Kirchner was ultimately placed in a WRAP restraining device and transported to Santa Barbara County Jail without further incident.”

Fireworks shows were canceled up and down the South Coast, but Santa Barbara resounded with booms and sky-lit sparkles from dusk onward on 7/4. Fireworks landing on a carport are blamed for sparking a blaze on Westmoreland Place in Goleta around 9:50 p.m. An aggressive attack on the burning carport kept the fire in check, said County Fire Captain Daniel Bertucelli, and prevented it from spreading to the attached house and attic where it was headed.

New Report Lays Out Options for Civilian Review System

by Tyler Hayden ultiple times over the past few decades, the City of Santa Barbara has tinkered with the idea of creating a system of civilian police review. The closest it came was all the way back in 1980, when a big fight broke out in De la Guerra Plaza on the last night of Fiesta. Officers were dispatched, skulls got cracked, and allegations of excessive force were lodged. In the following weeks, the council chambers filled with people arguing for and against a citizen review board. Ultimately, nothing came of it, but the council did ban drinking on the street.

Now, amid renewed calls for police reform, and at the instigation of regional Black Lives Matter organizers and their supporters, Santa Barbara has officially embarked on the process of forming a community-based system of checks and balances for its police force. This Friday, city attorneys provided the council with a menu of policy options that will be discussed and debated over the coming months. Public feedback can be submitted to sbcitycouncil@santabarbaraca.gov.

The attorneys began their 40-page report with a little bit of history and context around civilian review. Efforts trace back to the 1920s, but the boards that formed then had little power over municipal police agencies and were not effective. They faded from use but again garnered interest after the Civil Rights Act of 1964. Today, there are more than 140 review entities around the country, with 33 in California and 16 operating in chartered cities like Santa Barbara.

“While there are many ways to establish civilian police review, each system seeks to influence and change police practices to help ensure that community law enforcement is constitutional, effective, and responsive to the standards, values, and needs of those served,” the report says. Whatever form the systems take, it explains, they’re meant to increase accountability and deter misconduct.

The first model is “investigation-focused.”

It comes with the biggest amount of authority and the highest cost, and is common in large cities such as Long Beach and San Francisco.

In it, paid staff investigate complaints independently of a police department’s internal affairs process. Staff have access to records and possess subpoena power, and they can conduct public outreach as well as make policy recommendations.

The second model is “review-focused” and more advisory in nature. It provides a sort of quality control for internal investigations but lacks the ability to carry out independent inquiries. A reviewer, or body of reviewers, examines issues that range from customer service to the use of deadly force. They may agree or disagree with how the department resolves a problem, and they might suggest other types of resolutions. Smaller cities, including Santa Cruz and Riverside, use this model.

The third is “auditor/monitor-focused” and is also typically advisory. Instead of focusing on individual cases, however, a hired analyst or group of analysts review departmental data and look for broad patterns in the quality of investigations, their findings, and degrees of discipline that are meted out. The strength of this system is its ability to promote “long-term, systemic

change in police organizations,” the report states. It’s used in Anaheim, Inglewood, and Sacramento.

“As a practical matter,” the report goes on, “hybrid systems are often the best choice for a city.” For instance, a jurisdiction may implement a single board with multiple functions, such as investigating and auditing. Or it could create two review entities, one that examines specific allegations of misconduct and another that concentrates on broader policies and practices.

At the moment, the Santa Barbara Police Department has what’s called a “Professional Standards Division” that handles citizen complaints. It’s staffed by a sergeant who is meant to work separately from the command team and report directly to the chief. He or she makes findings as to policy violations, and the captain who oversees the division hands down the discipline.

Santa Barbara’s Board of Fire and Police Commissioners technically has the power to make recommendations on police operations, but in practice, it has little or no operating budget and is therefore not equipped to offer any kind of meaningful assessment.

Whatever path Santa Barbara takes, given the scope and complexity of the issues at hand, the city ought to conduct “substantial civic engagement” in its decision-making process, the report concludes. “We envision informational public workshops in conjunction with local social justice groups to gather community feedback.” The manner of appointment must also be agreed upon. In other California chartered cities, the ultimate authority lies with either the City Council or n the city administrator.

On 7/2, a Santa Barbara motorcycle officer hit the pavement when a driver turned left in front of him.

He was going 30-35 mph, headed east on Foothill Road toward Alamar Avenue at the time, and sustained moderate injuries. Neither the driver, who was on a learner’s permit, nor the adult male passenger were injured. The officer was taken to Cottage Hospital, treated, and released within hours. No names or charges for the driver were given in the press release describing the incident.

Santa Barbara police saw an increase in crime over the Fourth of July, with 11 serious and violent felonies and a 45 percent increase in calls for service compared to the five-year average for the holiday. SBPD responded to 475 calls for service 7/4-7/5, 158 of which were fireworks related — a significant jump from the five-year average of 40 fireworks calls during the holiday. That the Fourth fell on a weekend may have exacerbated the criminal activity, police noted.

A K9 police vehicle was hit by a car in the De la Vina and West Carrillo Street intersection as the officer and dog headed, lights and siren blaring, toward Santa Barbara’s Westside on a weapon-brandished call on 7/4. The police vehicle spun, hit a tree, and landed in the intersection facing east. All were taken to emergency care with minor injuries. Firefighters helped the officer from the SUV, and the police dog, Murdock, was brought out by a former K9 officer. The crash is under investigation.

Santa Barbara police on 7/1 arrested Jamal Bseiso for allegedly beating a man over the face and head with a metal object on the 500 block of East Yanonali Street.

According to police, Bseiso became irate at the 40-yearold victim, who was an acquaintance, for using his property. Witnesses intervened and called 9-1-1 as Bseiso fled. The victim was transported to Cottage Hospital with head injuries and significant facial lacerations. Bseiso was soon located, arrested following a pursuit, and booked in County Jail on charges of assault with a deadly weapon and mayhem. n

by Delaney Smith otelier Patrick Nesbitt may not be able to land helicopters on his property, but he might try to touch down in the Santa Barbara Superior Court soon.

The County Board of Supervisors voted 3-2 against granting Nesbitt a permit to land and take off in his helicopter from his $65 million Lambert Road property twice a week. Supervisors Peter Adam and Steve Lavagnino were in favor of granting the permit.

The vote appears to be the end of a long uphill battle for Nesbitt, though he and his attorney, Lance Strumpf, said they are considering taking the issue to court for a judge to consider.

The County Planning Commission was slated to make a decision on June 26, 2019— but after receiving 175 letters against granting Nesbitt permission, the commissioners moved the meeting to September. Though Nesbitt said he spent those months meeting with critics, the September hearing was packed with angry neighbors.

“Just about every time a helicopter flies over our area, the local blog called NextDoor gets full of comments about helicopters flying off of my property,” Nesbitt said at the Board of Supervisors hearing Tuesday. But in the past three and a half years, he said no helicopters have taken off or landed from his property except to rescue residents during the 1/9 Debris Flow and when he gave a noise demonstration. He complained that other neighbors land helicopters unpermitted on their properties, but he is the one who takes the heat for it.

Homeowner associations including the Padaro Lane Association, the Carpinteria Valley Association, and the Montecito Association continued to oppose the permit.

“Low-flying helicopters are not compatible with the peace and quiet that we covet,” said GOLETA Ronnie Mellen, a Montecito resident of more Ave 5757 Hollister than 40 years. “There’s an airport 20 minutes away. Helicopters create tremendous noise, windows rattling, PTSD. And you add to that pet anxiety, fire and accident risk, environmental concern, threats to wildlife.”

Nesbitt does have supporters, though.

One of Nesbitt’s main pitches for the helistop is his promise to make it available to first responders during disasters. Though first responders are not legally required to obtain a permit to land during emergencies, the Sheriff ’s Office has sent a deputy to voice support of Nesbitt’s helistop at every hearing.

A Planning Commission report found that “the loud, percussive nature of the noise caused by helicopter takeoffs and landings” is incompatible with the surrounding neighborhood. But Nesbitt’s attorney countered that the noise created by the 101 freeway, train, and ocean waves would drown out the noise from Nesbit’s twice weekly helicopter trips.

And supervisors Adam and Lavagnino said they couldn’t find a reason not to deny the project.

“I think that frankly, especially the way that public comment went, that this is a firstworld problem,” Adam said.

However, Supervisor Joan Hartmann, who voted against the permit, said, “It was stated that this is agriculture land, but this is not a helicopter for agriculture use.” Apparently reading a news story on her cell phone from the dais, she continued: “CNBC talked to the listing agent who said that the owner … hopes to make the ranch more attractive to buyers who live and work in L.A. That’s not an agricultural use of the helicopter.”

Supervisor Das Williams was mostly concerned with enforcement of those illegally flying helicopters in the area and methods to enforce conditions around helistop permits like Nesbitt’s when the county has little ability to penalize those not adhering to the permit conditions.

“We are fortunate to have residents like Mr. Nesbitt who are willing to be partners in public safety, but we have to adjudicate and make public policy for both the righteous and the wicked alike,” Williams said. “We don’t know who will be there in the future.”

Nesbitt won’t be landing anywhere but the Santa Barbara Airport — at least for now. n

Grand Jury Takes on Youth Gang Crime

A

Grand Jury report on Santa Barbara County youth gang crime found, among other things, that students in middle schools and elementary schools are increasingly recruited into gangs; the number of programs available to at-risk youth, including those offered through the Santa Barbara County Probation Department, is declining; and no comprehensive database exists for law enforcement agencies to identify gangs and gang membership.

There are no fewer than 18 gangs spread throughout Santa Barbara County, the Grand Jury found — two in Santa Barbara, three in Goleta and Isla Vista, three in Lompoc, two that have ties to Lompoc and Santa Maria, and eight in Santa Maria. Lompoc police, who are struggling with the biggest recent rise in serious gang activity, including assaults and murder, estimated there are approximately 600 members or associates in their city. The department’s radio system is so out of date, the Jury found, that gangs can easily eavesdrop on officer communications.

Moreover, the Jury discovered that the Sheriff ’s Office disbanded its gang unit in 2017. It recommended that the department fund a new task force within the next budget cycle and that the county’s multiple law enforcement agencies better collaborate on prevention efforts. It also suggested that the county’s superintendent of education assist elementary and middle schools in instituting and renewing programs that dissuade students from joining gangs.

The Independent reported in March, the Jury noted, that since 2016 there has been a 41 percent rise in weapons-related suspensions at schools, a 32 percent rise in bullying and harassment cases, and a 26 percent increase in the number of suspensions for drug- and alcohol-related offenses. Administrators are also reporting a growing number of gang-related incidents out in the community leading to confrontations on campus.

A California School Climate, Health, and Learning Survey conducted last year revealed that only 62 percent of Santa Barbara 11th graders felt “safe or very safe” on campus. In Lompoc, the figure was 43 per—Tyler Hayden cent.

ore than 70 southern Santa Barbara County companies and nonprofits received $1 million or more in Paycheck Protection Program (PPP) funding amid the COVID-19 pandemic, according to federal data released this week. The financial information was presented in ranges of $1-$2 million, $2-$5 million, and $5-$10 million.

Most of the forgivable loans were approved in April, with a handful approved in May. The data also shows how many jobs were retained at each company as a result of the funding. Channel Islands YMCA, which runs nine locations around the county, saved the most jobs with 500 retained.

Sansum Clinic and Sientra, a Goletabased breast implant manufacturer, were the only two entities on the South Coast to have received $5-$10 million, the data shows.

Darensberries, a produce company in Santa Maria, also collected that amount.

From Doggerel to Wurst

KICK-OFF: Billie “Lone Star” Dietz might be

the saddest fabulist most people never heard of. Now, 56 years after his ignominious death, Dietz finds himself enmeshed in one of the most protracted and gratuitous controversies about racism and sports—the name of Washington, D.C.’s football team. And like many scandals in the nation’s capital, Dietz, it turns out, had ties to Santa Barbara, where he acted in the city’s early silent-movie industry.

Today, he is the last remaining parsley sprig of an excuse wielded by Daniel Snyder — perhaps the most odious owner in the entire National Football League —for not changing the name of the Washington Redskins to something—anything—else.

Snyder — under whose leadership the Redskins have floundered in benthic mediocrity—has only just agreed to think about changing the name, after having previously vowed it would “NEVER” happen. Various Native American organizations have been on the Redskins’ case since 1988—but until the recent eruption of Black Lives Matter such efforts went nowhere fast. Now, even FedEx —which owns $205 million worth of naming rights for the team’s stadium—has got religion. So too has Nike, which will no longer sell the team’s apparel.

The turning of this tide is long overdue, but as is often the case, sports leads the way, if even from behind. NASCAR famously was just shamed — thanks to the sport’s only

Black driver, Bubba Wallace — into banning Confederate flags at NASCAR events.

The State of Mississippi finally ditched the Confederate Stars and Bars on its state flag for fear of losing millions from college football games that would no longer be televised.

Growing up in D.C., I regularly heard otherwise sane and sentient adults insist—and actually mean it—that the Civil War had nothing to do with slavery. Maybe that’s part of the reason the most recent statehood proposal for the nation’s capital—46 percent Black—is likely DOA when the Democratic House sends it to the Republican-controlled Senate. (Wyoming, by the way, has fewer residents than D.C. but is granted all the privileges of political representation; Wyoming is also 84 percent white.)

The Redskins and racism go way back. Former owner George Preston Marshall —who all but wore KKK bedsheets— refused to allow any Black players on his team until forced to do so by former attorney general Bobby Kennedy, who threatened to withhold the public easement Marshall desperately needed to build the team’s new stadium. That stadium, ironically, was named RFK Stadium —after Bobby Kennedy was assassinated.

In the past, Snyder has argued that the term “Redskin” is not inherently offensive, because Marshall, who bought the Boston Braves in 1933, renamed the team a few years before moving it to D.C. He chose the name allegedly to honor the Native American heri-

tage of the first coach he hired: William Henry “Lone Star” Dietz. Dietz presented himself as a Sioux Indian from the Pine Ridge Reservation in South Dakota. He had played on the same legendary Carlisle Indian School Team with Jim Thorpe. Later, he would coach the Pullman Cougar college team to victory in the 1916 Rose Bowl by utilizing a host of trick plays, his favorite being something he called “the dead Indian.”

Most of the story is true. But the key part is a great big lie. Yes, Dietz played with Thorpe; he attended not one but two Native American colleges; and he was an accomplished artist who focused on tribal imagery and wrote passionate diatribes against white artists who engaged in racist caricatures of Native Americans. His first wife, also an artist, was of Native American heritage. But through Dietz’s veins, not one drop of tribal blood flowed. He was white through

and through.

In 1904, Dietz happened to see James One Star, an actual Native American, perform in a Wild West Show at the St. Louis World’s Fair. He didn’t want to be like One Star; he would become One Star, adopting key details of One Star’s family history after One Star was conveniently dead.

There being no Google or Facebook, Dietz got away with it. At least until 1916, in the middle of WWI, when Dietz claimed

he was Native American, and thus a noncitizen and immune from the draft. Given that

Dietz was then coaching football for the U.S. Marines, this raised eyebrows. A federal agent went to Rice Lake, Wisconsin, where Dietz was actually born and tracked down Dietz’s actual parents, both of whom were of Teutonic—100 percent—stock. The real One Star’s sister took one look at Dietz and said he was not her brother.

In the off season, Dietz was earning cash by taking bit parts in movies produced by the American Film Company here in Santa Barbara. One of his bigger roles, as area historian Betsy J. Green found out, was in something called Lone Star. Another—equally appropriately—was Fool’s Gold.

Dietz was indicted in 1919 for avoiding the draft. The issue, the first judge ruled, was not whether Dietz was actually a Native American, but whether he thought he was. Dietz was convincing. His eyes watered up strategically. The first jury was hung. It would take prosecutors a second trial to secure a conviction.

Dietz served 30 days and went on to successfully coach enough college teams to be named to the College Football Hall of Fame in 2012.

His stint with the Redskins, however, didn’t last. After two losing seasons, Marshall fired him. But the team name—later defended by NFL Commissioner Roger Goodell as a sign of “strength, courage, pride, and respect” —was not changed with his departure.

By the time Dietz died in 1964, he was flat broke and former teammates had to chip in to buy his gravestone. It read, “William ‘Lone Star’ Dietz born in South Dakota.”

That, of course, was a lie, too. Who knows?

Maybe he believed it.

My Favorite Beach Last week, readers suffered whiplash over the successive “beaches open, beaches closed” reports and went to Facebook to air their opinions.

Can someone explain how closing the beaches is going to keep the virus away? With their beaches closed earlier this week, S.B. County knows all those people will show up here as they did a month ago. Wear a Mask, Please

W

hy I want you to wear a mask: I am a fulltime single parent of two children, one of whom has moderate autism with severe behaviors.

I am a 49-year-old man of moderately good health, I have been a vegetarian for over 30 years, and I eat well, exercise, and probably have an average risk factor to COVID-19. However, I need to be ultracareful, because there is nobody who can step in and care for my autistic child. No family member, no babysitter, no nanny, just me.

So what would happen if I were hospitalized? My autistic son would have to be taken by social workers who, though trained, would have no idea how to handle him. He would engage in self-injurious

behavior and potentially attack those tasked with caring for him. He would be ripped from his routine, his home, and his safety bubble and cast to the proverbial wolves. The effect would be horrific on him.

That fact haunts me night and day and makes me take extraordinary actions to stay safe, not for my own sake, but for the sake of my child.

For that reason, I ask my fellow community members to take this virus seriously and do the simple act of wearing a mask, social distance, and wash your hands regularly, so that we can decrease the risk of this virus. Doing that will make it possible for in-person schooling, which would be the greatest boost to our economy, not to mention my mental health, as I am currently on duty 24/7 for my child, never getting a break.

We all appreciate teachers a lot more these days, and the best way we can support them, yep, you guessed it, is to wear a mask.

Cannabis Next Steps

T

he Santa Barbara Grand Jury just simplified the Board of Supervisors’ task. What the board couldn’t/wouldn’t bring themselves to approve was laid out:

• all cannabis permits be subject to a ConditionalUse Permit • growers operating under legal non-conforming status should prove the validity pursuant to their affidavits or be shut down • the cannabis tax should be based on square footage, versus gross receipts, in line with other counties’ practices • cannabis operations should be suspended until the Planning Commission accepts proof of odor control at grow operation boundaries • the board should establish an independent Ethics Commission with oversight over the supervisors and their staff • supervisors should recuse themselves if they accept donations from donors with matters pending a decision before them or return such funds.

Why couldn’t the Board of Supervisors see what any objective person could see regarding reasonable regulations? Why were they so pliable in complying with the “requests” of the cannabis industry and lobbyists?

Joan Trautman Crawford passed away peacefully at Mission Terrace in Santa Barbara, California on June 10, 2020.

She had recently celebrated her 93rd birthday and expressed her gratitude for her family and the fortunate life she lived.

Joan was born on June 3, 1927 in Ontario, California to parents Cecelia O’Neill Trautman and Newton Ellsworth Trautman.

She grew up with her brother and sister Gerald and Janette in the warm California sun. She learned tap dancing and flamenco, acted in plays and began her lifelong focus on drawing and painting.

She and her family made many summer trips to Laguna Beach where they had a house at Victoria Cove. The summer of 1948 was one to remember. Joan’s mother noticed a handsome young man watching Joan play beach volleyball from behind a paperback book. She invited him down to the shoreline to play with Joan’s young nephews — and by the way, to meet Joan.

A year later, Joan married Bill Crawford, but not before graduating from Stanford with a degree in fine arts. They moved to the University of Missouri where Bill completed his degree in journalism on the GI Bill and Joan pursued a master’s degree in art.

Their early years of married life were spent in Texas where they started a family. In 1965, they moved to California when Bill bought his first car dealership.

Joan continued to draw, paint and sculpt with an emphasis on figurative works. She was a major fan of contemporary architecture and midcentury furniture, and collected designers such as Charles and Ray Eames and Eero Saarinen.

In 1985, she and Bill began envisioning where they would retire, and chose Santa Barbara.

They also started the process of designing a house, and decided on a young cutting-edge firm Morphosis as the architects. The result was a bold, ingeniously sited contemporary home which provided unending satisfaction and pleasure. She also designed several pieces of furniture that matched the originality of their home.

Joan was an avid reader, especially of the New York Times and Art in America. She was passionate about the Contemporary Arts Forum and supporting local artists. She loved food as well as cookbooks by Julia Child and Silver Palate.

Joan is survived by her husband of 71 years, Bill, daughters Sheridan (and husband Laury INDEPENDENT.COM

Dr. Paul Zettas, a retired orthopedic surgeon, passed away peacefully at the age of 92 in his home on June 18th, 2020, surrounded by his loving family.

Dr. Zettas was born on September 7, 1927 in Chicago, IL, to Lillian and Gust Zettas. From the age of seven, he knew he wanted to become a doctor. After one year of college, he was called to serve with the U.S. Army in occupied Japan, just after WWII. He returned to finish college, and then graduated from the University of Illinois Medical School Chicago in 1953. He completed his residency in Orthopedic Surgery at Cook County Hospital in Chicago, and Boston Children’s Hospital.

Towards the end of his training, he met and married Eugenia (Jenny) Demos, the love of his life. They moved from Chicago to Boston to California to complete his residency training in Orthopedic Surgery. While Paul would have loved to have stayed in California, they moved back to Illinois to start their family.

Together, they had three daughters; Carol, Pamela and Christine, and were happily married for 65 years.

In 1977 Dr. Zettas decided to return to California and join his brother, the late James Zettas, M.D. There, they practiced Orthopedic medicine together, until Paul and Jenny moved to their present home in Santa Barbara to “retire” and truly enjoy California living. In retirement, Paul had time to pursue his many interests: music, gardening, tennis, bridge, reading, and closely following the stock market. But within the year, he came out of retirement and joined the orthopedic team at the Sansum Clinic until he retired again in 2004.

Paul’s true passion became tending to his orchard and nurturing his carefully chosen varieties of flowers, plants and fruit trees. When he wasn’t in the garden, he was likely to be found on the tennis courts at Cathedral Oaks with his group of friends, affectionately called “the Grumpy Old Men.” He played tennis with great enthusiasm until the age of 91. Most evenings, he played the piano and sang a beautiful tune.

Norman K. Anderson 6/25/1931 - 6/27/2020

Norman Kjaer Anderson passed away at home from a heart attack on June 27, 2020. Norm was 89 years old and a long-time resident of Solvang and Santa Barbara.

Norman was born in Waukesha, WI to Marie and Henry Anderson on June 25, 1931. He grew up in Waukesha where he played high school football and earned Eagle Scout honors. In 1954 he graduated with a degree in Finance from the University of Wisconsin where he was also a member of Sigma Phi Epsilon Fraternity. Norm married Leah Peckat and moved to Santa Barbara in 1963. After Leah’s death, he married Barbara Engel in 1978.

Norman was a hard-working, successful entrepreneur. Before leaving Wisconsin, he established his own cheese import and distribution company. In California he owned and operated several businesses locally including: Mattei’s Tavern, Old Danish Food Farm Inc., Solvang Fudge Kitchen, and others.

For over 64 years Rotary International was an integral part of Norm’s life. He first joined in Waukesha at the age of 25.

Later he became president of the Rotary Club of Santa Barbara and founded the Rotary Club of Santa Barbara Sunrise. While serving as the District Governor of District 5240, he established the district’s first PRLS Program and was a director of the International Rose Parade Float Committee.

Throughout his tenure Norm attended 29 International Conventions, received 5 Paul Harris Fellow awards, and had perfect meeting attendance for 64 years.

He was most recently a member of the Rotary Club of Los Olivos.

Norm had strong Christian values. At Trinity Lutheran Church in Santa Barbara, he was a long-time parishioner and served as the chairman of the building committee of the church ‘s current location. Later, he joined St. Mark’s-in-the-Valley Episcopal Church where he sang in the choir and served on the Vestry.

Norm the “Big Cheese” was known for his contagious smile, loving and warm personality, passion for travel, his philanthropic spirit, gentle demeanor and positive attitude. The holidays were always special to him, but most important was his family. One of his favorite summer adventures was his annual trip to Door County, Wisconsin with Barbara.

There Norm continued to fulfill his life-long love of boats and the water. He had an incredible number of friends, with whom he loved to laugh and share stories. He was extremely fond of his involvement in the Vikings of Solvang and was proud to have once served as the Grand Marshall of Solvang’s 4th of July Parade.

Norm is survived by his wife of 42 years Barbara; his four children: Amy (Michael) Mayfield, Barry (Kerry) Anderson, Allison (Don) Heiduk, Maurine (Trey) McAdams, 10 grandchildren (Addison, Kyle, Delaney Mayfield, Eric Norman (Allie) and Ryan Anderson, Timothy and Riley Heiduk, Taylor, Hayley, and Peyton McAdams) and 2 great-grandchildren (Adriana and Aria Anderson). He is preceded in death by his parents, sister Priscilla Anderson Richmond, brother Henning Anderson, first wife Leah Peckat Anderson and son Peter Jay Anderson.

A service and celebration of Norman’s life will be held at a later date. In lieu of flowers, donations can be made to: The Rotary Club of Los Olivos Foundation, St. Mark’s-in-the-Valley Episcopal Church, and the Santa Ynez Valley Cottage Hospital Foundation.

Alexandra Firos Morelli 8/26/1961 - 6/7/2020

Alexandra Firos Morelli passed away peacefully at her Santa Barbara home on June 18, 2020 with her daughters by her side. She had a rich and full life with husband Martin (Moe), 10 children, 18 grandchildren, 23 Great grandchildren and 5 Great, great grandchildren. Alex was born in Santa Barbara, CA on August 20, 1921, the daughter of Greek and Spanish immigrants, John & Lola Firos.

The love of family and her country were very important to Alex. During WWII, she would drive down to Burbank and worked at Lockheed as a Rosie the Riveter. Any opportunity she had to contribute to a good cause or speak up for what is right, she was not afraid to be heard. She continued that patriotic devotion throughout her life as she crocheted hundreds of colorful beanies and blankets for the local Veterans and the VA Hospital in Los Angeles.

Alex loved children, she crocheted blankets for each newborn and prayed over each one she made. The blankets' bright colors were an expression of her passion and love for her beloved family. She never forgot her family’s birthday and sent her birthday greeting off in her famous green ink.

Alex was an avid gardener and could spend hours in her front yard tending to her plants. The walkway to her door was lined with an array of gorgeous plants ranging from roses to succulents.

Alex had a green thumb, but it was not just with plants. She grew a family filled with traditions and many celebrations. Her Fiesta Party was an annual event which grew each year to include new friends and lots of families.

The sound of mariachi music, the smell of BBQ, and the laughter of friends and family and after visiting once, you were family.

We know that Heaven must be enjoying a Fiesta Party since Alex's arrival.

Alex loved culture and travel.

She traveled with her husband, Moe extensively to Italy, Spain, the South Pacific Island of Tonga Tapu (where Moe was stationed during WW11), Australia to family and Mexico, to name a few. They even attend the Seattle World’s Fair in their early days. It is incredible to think that she accomplished so much, went to so many places, and touched so many lives, and she was only 16! (her running joke) Alex and her late husband Moe raised a family packed with traditions, devotion, and love. Alex, or “Mom” to most, always made everyone feel like family. Every gathering was filled with large groups of family & friends that would always begin with a greeting consisting of a hug and never a handshake. Special people adopted into the family include “The Squirrels”, the families of Martins WWII buddies, plenty more came to calling them Mom and Dad and they were loved unconditionally.

That is the kind of love they had and taught us all.

Alex was blessed as all of her children were always there to care for her during her last few years.

A special thank you to Sharon & Jeana (Babydoll) who live at the house to help her with daily needs along with Fr. Dan Lackie from the St. Barbara Mission and all the team at Trusted Hospice.

Although she will be dearly missed, her family takes comfort in knowing Alex is reunited with her pre-deceased husband Moe, sister, Irene, brother, Deamer,, sons Steve, Gilbert, Gino, Alex, Roger, daughters Chris & Carol and grandsons Jason, Marlon & Steven, granddaughter Kirsten Johnson.

Alex was laid to rest next to Martin at Carpentaria Cemetery.

A Celebration of her life is planned for her 100 birthday August of 2021.

Richard John Lewis 1/20/1935 - 6/23/2020

Richard John Lewis was born in Chicago in 1935 where he was raised by his mother, Marjorie O’Sullivan Lewis. He graduated from the University of Notre Dame in 1956 and received his degree in Medicine from Northwestern University in 1960. He thrived as a medical research scientist at the University of California, San Francisco researching the blood thinner Coumadin. He later opened a private practice in oncology in Beverley Hills and Santa Monica, where his cancer patients knew him as a doctor who truly listened to them and treated them with great kindness, respect, and effectiveness. Richard was an avid world traveler, tennis player, sailor, bicyclist, and environmentalist. An enthusiastic jogger, he completed the Boston Marathon, among oth-

ers. Later in his life, while an active member of the Self-Realization Fellowship, he explored the teachings of Thich Nhat Han and ultimately embraced the practice of mindfulness meditation and Theravadan Buddhism. He lived the last decades of his life first in Ventura and then in Santa Barbara, where he died at home of complications due to prostate cancer on June 23, 2020, surrounded by friends and family. He faced his death with great openness, courage, and wonder. His last words were “I love you all”. He is succeeded by his three children, Mark Lewis of Hong Kong, Maura Lewis of San Francisco, and Brian Lewis of Los Angeles. A memorial is pending. In lieu of flowers donations may be sent to the “Open Door Sangha”, 7295 Alameda Ave, Goleta, CA 93117, for their retreat scholarship fund.

William A. Brace

1/4/1934 - 6/14/2020

William A. Brace, at home surrounded by his family, passed away peacefully on June 14, 2020 at the age of 86. He was born in Pittsfield, Illinois on January 4, 1934, to Lee W. Brace and Evelyn Jeanette Brace.

It was in rural Pike County, Illinois, under his father and older brother Bob’s tutelage, that Bill developed his passion for hunting, fishing and the great outdoors. He was an avid hunter and fisherman his entire life and instilled the same love for the sporting life in his sons and grandsons. Bill spent many hours together with his friends and his boys enjoying the ocean, the rivers and the marshland. Bill told stories of taking his shotgun to school on Fridays so he and his buddies could catch the bus to the “Dead Eye, Gun & BottleClub” to hunt ducks right after the final bell.

Bill left Pittsfield as a young man to attend Illinois College in Jacksonville, where he met and married his wife of 66 years, Mary Lou Neirman. He had set his sights on being an attorney early in life and spent the next several years in college, the US Marine Corp. and law school. Upon passing the California Bar in 1961, the Braces settled in Santa Barbara, calling it home until his death.

Bill began his legal career with the Santa Barbara law firm known at the time as Cavaletto, Webster, Mullen and McCaughey located on Victoria Street. In 1966, Bill, James (“J.J.”) Hollister and Robert Angle formed the law firm, Hollister, Brace & Angle. Eventually Angle left the firm and it became and is still known as Hollister & Brace located across from the courthouse on Santa Barbara Street. Bill retired from the law practice in 1989, thereafter dedicating his time and energy to family, friends, travel, charitable endeavors, hunting, fishing and

backgammon. J.J. Hollister and Bill Brace remained lifelong friends.

Bill and Mary Lou embraced Santa Barbara and became an integral part of the community.

Bill joined the Junior Chamber of Commerce (the “Jaycees”) and became its president two years later. The Childs Estate, now known as The Santa Barbara Zoo, became his charitable passion.

The Jaycees were instrumental in the development and creation of the zoo and Bill maintained his passion for the zoo throughout his life. Bill’s special project was the train. He and his young family spent weekends laying track and were among the first to get a ride on the train that still circles the zoo grounds today. He continued to support the train and managed to secure new donations for upgrades throughout the years. Bill served as President of the Santa Barbara Zoological Society from 1983 – 1985. During his presidency, he helped organized the first Zoofari Ball which has continued to be a major zoo fundraiser for 35 years. In honor and recognition of his work on behalf of the zoo, the Admissions Building was dedicated to him and a plaque commemorating this honor can be seen at the entrance to the zoo. After presentation of the plaque, he was often heard saying “Have you been to my zoo?”

He was a member of American Board of Trial Advocates and served as President of the Santa Barbara Bar Association. He was an active member of The University Club, The Pobres Trail Riders, The Pescatores, Los Fiesteros Dance Club and the Hollister Duck Club among others.

Bill had many hobbies to entertain himself in retirement. Along with hunting and fishing, he was an experienced gardener and loved to putter around his property. He loved the family cabin located on the Middlefork of the Salmon River and spent weeks at a time in the Frank Church Wilderness area. He was a skier and enjoyed an annual ski trip with a group of local attorneys. He took his BBQ and smoker seriously and was known for his smoked turkeys and huevos rancheros. And, he and Mary Lou loved to travel.

The couple traveled the world and experienced life in many different countries but were always happy to return home to the beautiful city of Santa Barbara.

Bill is pre-deceased by his wife, Mary Lou; his parents Evelyn and Lee; brother, Robert Brace; and nephew, Michael Brace. He is survived by his children, Sandra Brace Zakis (Patrick), Robert L. Brace (Fernanda), Barbara Brace and William B. Brace (Meredith), his grandchildren, William Zakis, Ryan Zakis, Stephanie Zakis, Walker Brace, Charlotte Brace, Bolden Brace, Georgia Brace, Augustine Brace, Catalina Brace and Magdalena Brace, and nephew, James Brace.

Due to Covid-19, the celebration of Mary Lou’s life was postponed so fittingly, the family will privately celebrate Bill and Mary Lou together in the near future.

In lieu of flowers, donations can be made in his name to the Santa Barbara Zoo.

Albert Alexander Martin 6/20/1926 - 5/9/2020 Before Rich passed away, his friends and family were asked to write a story or memory to be read to him while he was in Hospice Care. Some of this content is drawn from those amazing letters.

Rich had a special talent for making others laugh but he also had a deep, emotional and tender side that he expressed in good deeds. He was an amazing friend, always there when someone needed a hand. He helped with home and business remodels for many, was there for the births of children, helped people move… sometimes multiple times, held important celebrations for others in his home, and made people part of his family. Most remember his quick wit, generous heart and goofy nature. Rich could make you laugh no matter what was going on or where you were…. especially if you were in a place where you shouldn’t have been laughing. He gave funny nicknames to many of his friends and family, many of which are still used today. His family members and friends have a million stories of his pranks, costumes, and mischief, but also of his loving and sensitive heart.

This particular quote from a friend sums him up perfectly… “My friend Rich Cook is a legend to me. During our days of growing up in Hope Ranch, Rich was a freight train of goodnatured energy, barreling through the neighborhood in his red & white VW van – always with a smile on his face and mischief on his mind.” Others recall Rich’s need to “never be passed” in that underpowered van, driving on the beach at night in areas where cars weren’t allowed and crazy surf trips to Mexico. Rich was famous for his firework shows… fascinated with them from childhood since his birthday was the 4th of July. He squeezed more life into his 58 years than most could fit into a much longer lifetime.

Rich was an awesome son, brother, friend, uncle, brother-inlaw, step-father and god-father.

The last year of Rich’s life was lived in Hewitt, Texas with his new wife, Petro. He was so happy to be starting a new life in a new place with a new love and new friends plus a couple longtime friends. It’s tragic that it was so short-lived, but we’re grateful he had that time, and so grateful to Petro for being an amazing partner and caregiver for Rich as he struggled with his health issues this past year.

Rich is survived by his wife, Petro, his parents, Ron and Sherry Cook, his sister, Angela Cook, his nephew Ryan Cook, his nieces Arianna Cook and Ashley Betry, his prior wife Jennifer Grgich, a large extended family and more friends than we can count. We

Albert Alexander Martin, family historian, WWII veteran, environmental contributor, father, professional, artist, winemaker, author and friend, passed away May 9, 2020 at the age of 93.

Albert was born in Los Angeles, California on June 20, 1926 toThomas Albert Martin of Kassel, Germany and Helen Mathilde Harmer of Santa Barbara, California. Albert was a 5th generation Californian and a descendant of the Abadie, Lugo, and Leyba (Leyva) families dating back to the Presidio de Santa Barbara.

Albert’s grandfather was the famous painter Alexander F. Harmer. Harmer’s paintings depicted life in the southwest and later in Santa Barbara. Harmer, more than any other artist of the west, worked to reveal the timeless beauty of the landscape and the people of the region. Today, Harmer continues to be known as the artist of the Native American Apache and for his sincere, authentic images of early California life. His artwork is displayed in many museums around the world, including the Smithsonian. Many of Harmer’s paintings have been used for Santa Barbara’s annual Fiesta celebration posters.

Albert grew up in Los Angeles surrounded by his cousins the Northrops, Johansings, and the Gesners. One of his favorite memories growing up in LA was being invited by his uncle, Jack Northrop, to visit the new Northrop Aircraft Plant and airfield in Hawthorn, CA, just outside of LA. Albert was able to witness the flight of Northrop’s “Flying Wing”, a single wing prototype aircraft designed for the military as a heavy bomber in preparation for an inevitable war with Germany.

After graduating from Loyola High School in LA, Albert enlisted in the Navy. He was stationed in the Philippines during WWII where he served as a fire engineer at the base fire station. He later served as a fire engineer with the Construction Battalion 122 Seabees. Like many of our nation’s greatest generation, he did not speak much about his experience in the war. Just a few black and white photos and a short story on occasion.

After the war, Albert returned to LA where he enrolled in the Los Angeles City College. He

then transferred to the University of California at Santa Barbara where he graduated in 1950 with a degree in Botany.

Applying his newfound expertise in Botany, Albert contributed to the post-war reforestation of Germany. Albert’s uncle, Dr. Ernest Martin and wife Dr. Illa Martin, planted a Sequoia farm in Kaldenkirchen, Germany. Albert gathered Giganteum Sequoia (Giant Sequoia) cones from several different elevations in the Sierra Sequoia forests of California. He wrapped the cones in burlap to preserve them and sent them to Germany. The Kaldenkirchen Grenzwald Arboretum, bordering Germany and the Netherlands today, is one of great environmental importance in Germany.

In 1950 Albert married (Barbara) Noel Madden, daughter of William F. Madden and Rose McCarthy of New York.

Albert and Noel had five children, Shannon, Alan, Roselyn, Colleen, and William. Albert was a true family man. He assisted with the construction of the family home in Mission Canyon and it was a perfect environment to raise five kids. We all have wonderful memories growing up in Mission Canyon, taking our walks learning about the flora, reptiles, birds, and geology. Our summer vacations were special as well, camping, fishing, hiking, and swimming in and around the Sierras. Even Albert’s famous “shortcuts”, though they rarely produced the desired outcome, were great adventures.

Albert received special recognition as the Santa Barbara Junior Chamber of Commerce’s “Father of the Year” in 1964.

Albert spent 33 years in the local Title Insurance industry. He worked his way up from entry level map draftsman to County Manager. Albert is a legend in the title business. His knowledge was extraordinary and sought after even long after he retired. He was a mentor to many title professionals who benefited not only from his knowledge, but his calm, collected, and thoughtful manner.

In 1986 Albert married Jane Barber. Jane had just purchased a very small “Moody Sisters’” home on Periwinkle Lane in Montecito.

The house was quite a project and together Albert and Jane turned it into a lovely home all while keeping the Moody Sisters’ originality.

It is here that Albert set up his art studio and painted his wonderful paintings.

The Periwinkle house is also the start of Albert’s annual 40th birthday party tradition. Each year after Santa Barbara’s Solstice Parade, friends, family, neighbors and acquaintances would gather at the Periwinkle home to celebrate Albert’s annual 40th. You couldn’t miss Albert, always wearing his traditional bright red plaid pants, a tie-dyed tee shirt and, if cool out, a wild Hawaiian shirt.

In June of 2019, Albert celebrated his 53rd annual 40th. Jane passed away in 1996, leaving Albert to maintain the Periwinkle house and the annual 40th tradition.

Throughout Albert’s adult life he was involved in the Arts. He was a strong advocate of the local Adult Education programs where he learned pottery, glass blowing, leather work, printmaking, draw-

ing and his love of painting.

Albert and Noel, along with other local artisans, established and organized the annual 4th of July art festival at the Old Mission Santa Barbara. The annual event ran for many years as an Old Mission parish event.

Like Albert’s grandfather, Alexander F. Harmer, Albert’s true passion was his painting. Albert’s work included oil, acrylic, and his love, watercolor. His work could be seen on display around town and at art showings. Family and friends treasured receiving Albert’s paintings for birthdays, holidays, and as a surprise.

Albert’s other love, besides his painting, was his love of wine.

Together with his son Alan, they planted a small vineyard, built a small winery, and produced Albert Martin and Sons wines from Alan’s Mustang vineyard in Santa Ynez. Albert could often be seen visiting the Funk Zone wine tasting rooms. He would occasionally bring a bottle of Martin wine to share with the tasting room staff. He was particularly fond of the owner and staff at Corks and Crowns where he spent time talking wine with the staff, owner and patrons.

As time went by, Albert met Margaret Finch and became good friends, wine aficionados, and traveling companions. Many of his later watercolors were from travel experiences with Margaret.

Albert was fascinated with how his children would ask him questions about his childhood and his life in general. Being Albert, he decided to write his autobiography. And that he did, The Book of Albert. Published in 2017, the book tells of his childhood growing up in LA in the 30’s and 40’s and details his life with entertaining stories, fascinating history, humor and love.

Albert is survived by his sister Frances Brent in Bowling Green, Ohio, his children; Shannon Goodenough (Ken, son-in-law and friend), Alan, Roselyn (Doug Child), Colleen (Deb), William (Eman), Reid Harper (Rhandee), and Jenni Harper Howell.

Grandchildren; Kellie Cantwell, Jill Hughes (Brian), Alexander Cantwell, Eric Goodenough (Amber), Seana Goodenough, (Max Saienko), and Patrick Martin (Donna). Great-grandchildren; Oliver Albert Martin, Hazel Hughes, Fiona Hughes, and Roan Saienko-Goodenough.

The family would like to thank the “Periwinkle Gang” for being such good neighbors, especially Joanne, for keeping a watchful eye on Albert.

We would also like to thank the Doctors and staff at Sansum Clinic for providing excellent medical care for Albert. Special thanks to the Sansum Cardiologists, Pain Management, Dr. Couvillion, Dr. Sharma, and Dr. Ingersoll.

Additionally, very special thank you to both Jenni Harper, who guided Albert and the family through Albert’s final days, and to Shannon for her years of selfless and dedicated caring for Albert.

Louise Sobiniak

It is with a heavy heart that we say goodbye to the incomparable Louise Sobiniak. Louise, better known as “Dolli”, passed away in the early morning of Friday, June 26 at the age of 82. She was a Santa Barbara native, born on December 4th 1937 to Guadalupe Romero and Phillip Edwin Leyva.

Dolli married twice and had four children, Dawn, Elizabeth, Barbara and Danny. She had eight grandchildren who captivated her attention from the moment they were born. She actively participated in the lives of her grandchildren near and far, cherishing her role as Grandma Dolli. Her grandchildren can tell tales of all sorts of adventures when they were told by their grandma “Don’t tell your parents!”

Dolli was considered “one of a kind” by those who knew her. She loved to get dressed up, go out and dance the night away. She loved shopping, especially at Christmas time, socializing and bling. She loved a good burger, hot salty fries and a carbonated soda. She loved tending to her plants and watching the rain. These things made her feel alive and gave her joy.

Dolli is now finally reunited with her daughter, Dawn and her son, Danny who preceded her in death. The loss of her two children significantly devastated her wellbeing for the rest of her life. She is survived by her two children Elizabeth Nordblad and Barbara Abbott, as well, as her eight grandchildren, Allison, Christy, Derek, Emma, Philip, Danielle, Emmet, & Alicia. She is also survived by her sister Regina Delahay and her brother Phillip Paul Leyva and many nieces, nephews, cousins and in-laws.

She will be missed by many and never forgotten.

hen COVID-19 hit Santa Barbara County, it not only stopped our way of life but irrevocably changed it for many.

On March 9, the Foodbank of Santa Barbara County initiated its Disaster Feeding Plan to help keep those most affected by the pandemic from going hungry. Since then, the nonprofit has been giving out 65,000-85,000 pounds of food a day, which so far totals seven million pounds of food distributed to residents from Carpinteria to San Luis Obispo, with 54 pickup locations in between. That is 60 percent more food than the Foodbank delivered the previous year.

With the help of contributions, the Foodbank has been able to provide fresh fruits and vegetables as 50 percent of each distribution, and with the aid of partners

such as the National Guard, more than 115,000 boxes of food have been delivered to residents who are unable to leave the house, with 22,893 of those being seniors and families facing extreme hardship.

To keep up with county residents’ needs, the Foodbank added more than 1,400 new volunteers, who have put in more than 6,800 hours of work.

Since May, I have been documenting the scope and scale of the Foodbank’s operation — from the volunteers who pick the fruit to the organizations they’ve partnered with to the nonprofit’s administration that keeps the food coming in and going out.

ean Bonham spends most of his days alone. He has a difficult time with other people. “It’s really hard for me to function,” he said, tracing a lifetime of anxiety and depression to being kidnapped as a boy. “I try to stay as mellow as I can.”

Bonham does that by collecting shells. Thousands of them. “Whole ones, broken ones, little ones, dark ones, light ones, heavy ones.” Then he makes things. Curtains, wind chimes, jewelry, a crucifix. And he decorates furniture. “I look for the best feng shui,” he said. “When people write poetry, they string together words.

When I string shells, I’m writing poetry with the beautiful things I find.”

After 14 years of the hobby, Bonham’s small Mission Street apartment is now covered floor to ceiling with his creations, a temple of deliverance from the tempest in his mind. “It’s a way of looking at death,” he said. “These shells were all once alive. I want to preserve their beauty.” They also give him hope of one day reuniting with his late father. “I hope everyone’s

Bonham, 57, keeps a meticulous collecting schedule — noon to 4 p.m. every day, rain or shine.

He sticks to South Coast beaches, so he sees a lot of the same people. He often invites them to his place to see his work. “Once in a while, they take me up on it,” he said. Carpinterians are the most likely to say yes, he said; Santa Barbarans, the least. “I don’t want to be greedy,” he said.

“I don’t want to do this all for myself.”

A former barber and onetime mountain biker, Bonham would like his shells to be his legacy. But he worries that when he dies, the collection will go in the trash. “I want to will it to the city,” he said. So far, his letters haven’t gotten a response. “I guess it does sound kind of kooky,” he said.

Kids, Bonham thinks, would especially like what he’s made. “If I inspire one person, my life is worth something,” he said. “I won’t just be a broken man. I want to be more than I am.”

How did you tackle such a large industry in one book?

By the middle of 2018, Macduff was regularly shooting the winemakers and grape-growers that I knew, and has been photographing them ever since, covering the sweaty depths of harvest, but also their families, hobbies, and other non-wine sides of their personalities, like Rick Longoria riding his Ital Italian bicycle through the Sta. Rita Hills. As I started to write the chapters over a year ago, I quickly realized this would be no easy feat. Almost all of the chapters that I thought were already handled had to be rereported and rewritten, and there were dozens of chap chapters that required completely new visits, phone calls, and research.

Did you get every winemaker in the county? By

no means is this an exhaustive sur survey — we’ve touched on about 100 wineries, but there are perhaps just as many that we did not include. But we feel that it’s the most earnest attempt ever to portray as many Santa Barbara County winemakers in as much depth as possible. I should say that Victor Geraci’s 2004 book Salud! and his recently published Wine

by Design are great studies of the region’s history and growth, but not intently focused on the winemakers themselves.

2017, Macduff had just put the finishing touches on Around the Table, which told the story behind the development of The Lark while sharing Chef Jason Paluska’s favorite recipes. I’d contributed a chapter on Santa Barbara County wines to the book and also helped with some critical last-minute edits, so Macduff wanted to meet for a drink one day to discuss a future collaboration.

So I wasn’t necessarily surprised when he announced last year he was writing a book about Santa Barbara County wine in all his “spare” time. What did surprise me is that he and his partner in the endeavor — photographer and publisher Macduff Everton — managed to not only hit their deadline with the world on its head but also put out such a smartly written and beautifully presented product that wine aficionados and casual coffee table readers (I’m defi-nitely in the latter camp) can equally enjoy.

signs for Everytable restaurant, which is coming soon to 1001 State Street, the former home of Saks Fifth Avenue, J.C. Penney, Wells Fargo Bank, and Crocker Bank. The eatery, online at everytable.com, will be sharing space with Amazon, which occupies most of the building. Last February, Amazon announced plans to try to attract a restaurant to occupy the 1,400-squarefoot space near the front entrance. The majority of the building houses software engineers who develop content and programming for Amazon’s popular Alexa product.

Started in 2013, Everytable also operates locations in Los Angeles, Santa Monica, Carson, and Compton. “Our mission is to make nutritious, fresh food affordable and accessible to all,” the

company explains. “Everytable aims to redefine the food landscape the same way McDonald’s did 50 years ago. But this time, instead of burgers and fries, we are selling nutritious, fresh, made-fromscratch food, at fast-food prices.”

With an eye on efficiency and cost savings, the restaurant sells their food through grab-and-go storefronts. “We have locations in food deserts, underserved communities with little or no access to healthy food, and in affluent areas,” the restaurant says. “To ensure that everyone can afford our meals, we price them according to the neighborhoods we serve. Every meal you purchase helps us open up locations in food deserts around L.A., where we sell our meals for less.”

THE DAISY DELAYING LONGER: In response

to last week’s new round of shutdown orders for restaurants, which can now only serve takeout, delivery, or outdoors, Dominic Shiach and Carmen Deforest, owners of The Daisy at 1221 State Street, are delaying their opening a little longer. “We had ini initially hoped to open this week. But no longer. Our lunchtime customer base is still absent—either working from home or taking care of kids who are unable to go to school or to camp, etc. Ultimately, it would likely cost us more to be open than to remain closed.”

They do not want to open and then have to shut down again, which may happen if COVID-19 infection rates continue to rise. “Mainly, though, we don’t think it is yet safe for our customers, our staff, or ourselves,” they write. “The well-being of the people in our society is our paramount concern. If we could guarantee good health, we might possibly open sooner but that’s simply not something available to us (or anyone).”

Now they hope to open in August. “But the healthcare and medical professionals will be our guide, not an abstract political ideology,” they said.

INDY BOOK CLUB J U LY R E A D THE BEES BY LALINE PAULL The Bees by Laline Paull has been aptly referred to as a story somewhere in between The Hunger Games and Watership Down—there is cultural drama and violent competition, and it is a personified interpretation of nature. Set in an orchard beehive, The Bees is a biologically accurate retelling of the goings-on and tragedy that occur behind the walls of a hive. Although the novel has fantastical elements, Paull highlights the entomological magic of bee life.

Our lovable protagonist, Flora 717, is bigger, furrier,

and uglier than most of her sisters and was born into the lowest class of her community—a sanitation worker deemed to clean the hive for her whole life and unable to communicate the way other bees do. Flora, however, can “talk” and so is chosen to work in the nursery caring for

larvae. Eventually, she works her way up the ranks, becoming a forager and gaining experiences beyond which her sisters could ever dream. With thick, sweet writing, Paull creates an insect that is one, but also many.

The Bees illustrates the cycle of a beehive throughout the seasons—from the winter cluster to the mass murder of the male drones —while allowing the readers’mind to wander, creating connections between beehive life and the human condition.

TOM FRUIN’S ‘CAMOUFLAGE HOUSE’

EXHIBITION INSPIRES BROAD RANGE OF EMOTIONAL RESPONSES

A luminous structure forged from reclaimed plexiglass is currently adorning the entrance to Arroyo Burro Beach. Called “Camouflage House,” the objet d’art was created by sculptor Tom Fruin as part of his Icon series.

Fruin, a California native and UCSB alum, is internationally acclaimed for his work, including his Watertower series, which consists of water towers (as the name implies) atop New York City rooftops and other U.S. cities.

Fruin, who calls himself “scrappy,” sourced the materials for “Camouflage House” from upcycled plexiglass collected outside a closed Chinese restaurant in Brooklyn. The plexiglass sheet had the “right color and vibe: multicultural, multicolored, made from scraps,” he said in a recent interview with the Independent, and the piece now stands strong despite Independent its “humble origins.” Astute viewers may even notice legible signage remaining on the sculpture.

The moniker “Camouflage House” may seem antithetical, considering the eye-catching vividness of the sculpture. Explaining the name’s origin, Fruin said that when he was designing the piece, “one side was more vibrant Rasta colors and the other [was imagined] with more swampy natural blues and greens.” Now, however, the sculpture is anything but cloaked within its surroundings. Instead, it is a beautiful and striking standout.

“Camouflage House” offers viewers entirely different visual experiences depending on when they see it. During the day, the edifice exudes brilliance from the sunlight bouncing off the colored plexiglass; after sunset, however, it is illuminated from the inside and shines like a beacon.

Fruin believes his “work takes [on] different identities based on the time period,” he said.

“Camouflage House” can serve as a respite from the tumult of current life as spectators interacting with the piece are offered a “personal moment to reflect on what’s happening right now in the world,” he noted.

Before arriving in Santa Barbara, “Camouflage House” stood in front of Laguna Beach’s City Hall. The piece will be relocated to Elings Park at the end of August and remain there through October.

B) Temporary removal of chain link fencing and /or metal guard rail to provide construction access. This material will be reinstalled near the end of construction.

C) Constructing a stream by-pass.

D) Removing the temporary rock slope protection and fabric which was placed in 2017.

E) Excavation and shaping the channel subgrade.

F) Furnishing and installing crushed rock, geogrid and rock slope protection fabric.

G) Installing galvanized “eyes” in channel wall to connect the ASR. H) Installation of the ASR; includes effort to join ASR to channel walls using owner-furnished polypropylenes “cables” and crimp fasteners.

I) Installation of soil anchors.

J) Constructing new concrete fish weir and “timber wedges”.

K) Constructing the improvements with the limited construction access identified in the Contract Documents.

L) All other items needed to complete the work and meet the requirements identified in the Contract Documents.

Work shall be performed per the project plans and specifications in San Jose Creek Channel within the City of Goleta, CA. The contract period is 20 Working Days.

The Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR) per California Labor Code Section 1771.4, including prevailing wage rates and apprenticeship employment standards. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will also be required. The CITY hereby affirmatively ensures that all business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, or religion in any consideration leading to the award of contract.

Bids must be prepared on the approved bid forms in conformance with the “Bidding Instructions” and the General Provisions and submitted in a sealed envelope plainly marked on the outside, “SEALED BID FOR 9009A SAN JOSE CREEK CHANNEL EMERGENCY REPAIR PROJECT. DO NOT OPEN WITH REGULAR MAIL.” The bid must be accompanied by cash or cashier’s check, certified cashier’s check, or bidder’s bond executed by an admitted surety, made payable to CITY. The bid security shall be an amount equal to ten percent (10%) of the total maximum amount bid with their proposals as required by California law.

A contract may only be awarded to the lowest responsive and responsible bidder that holds a valid Class “A” Contractor’s license or specialty licensing in accordance with the provisions of the California Business and Professions Code.

The successful Bidder will be required to furnish a Performance Bond and a Payment Bond each in an amount equal to 100% of the Contract Price. Each bond shall be in the forms set forth herein, shall be secured from a surety company that meets all State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and that is a California admitted surety insurer.

Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the DIR. No Bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the DIR to perform public work. If awarded a contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the DIR for the duration of the Project. Failure to provide proof of the contractor’s current registration pursuant to Labor Code Section 1725.5 may result in rejection of the bid as non-responsive.

The Contractor Company, including the Responsible Managing Officer (RMO) for the Contractor Company, shall demonstrate a minimum of three (3) years’ experience successfully performing projects of substantially similar type, magnitude, and character of the work bid. The CITY reserves the right to reject all bids, reject any bid that is not responsive to the invitation, or to waive any minor irregularity and to take all bids under advisement for a period of up to ninety (90) days.

Pursuant to Public Contract Code section 22300, the successful bidder may substitute certain securities for funds withheld by CITY to ensure performance under the Contract or, in the alternative, request the CITY to make payment of retention to an escrow agent.

Any protest to an intended award of this contract shall be made in writing addressed to the City Clerk prior to the award. Project Description: This is a request for Preliminary Approval from the Planning Director for the project’s design changes proposed in the requested SCD. A Development Plan and Conditional Use Permit Revision (18-031-DP-CUPRV) for a new Synagogue building, storage building, and parking lot and landscaping redesign were approved by the Planning Commission on December 9, 2019 which followed DRB Conceptual Review on December 11, 2018. On June 23, 2020, the DRB recommended that the Planning Director grant Preliminary Approval of the requested SCD. The following provides the proposed project details that include the SCD and other revisions from previous DRB conceptual review: 1.

A new, approximately 7,400 SF Synagogue (without a rooftop terrace).

A new 841 SF storage building.

Removal of an existing 1,440 SF barn.

Consolidation of access to the site into a single driveway (i.e. removal of the existing residential driveway and the removal and relocation of the existing synagogue driveway approximately 35 feet west of its current location).

5. Demolition and replacement of the existing parking lot with an expanded design (to include three uncovered parking spaces for the residence per a modification approved by the Planning Commission).

6. Approval of the existing, 176-SF, open-sided, lean-to storage container.

7. Landscape, hardscape, lighting, trash enclosure, and storm water improvements.

The revisions from the original design would result in a total building footprint increase of approximately 130 square feet, elimination of the 815 square foot roof-top deck, removal of an existing fruit tree at the northeast corner of the proposed new Synagogue, and revising or eliminating walkways and courtyards immediately surrounding the proposed synagogue. The project is filed by agent Steve Fort on behalf of Rabbi Mendel Loschak of Chabad of Santa Barbara, property owner.

Any person may submit a written comment in favor or against the project. The Director’s decision on July 17, 2020 will consider public input as well as the Design Review Board’s recommendation to approve the project. Public input on this project may be emailed to the project planner (contact information provided below) by 5:00PM the day before the decision date.

An Administration Report consisting of, among other things, the assessed parcels, is filed in the Office of the City Clerk for public review.
