Education, coming from the Latin word “Educare,” can be defined more or less as the process of becoming aware and the gaining of useful knowledge. That pretty much defines the Independent.

In my decades as an educator at Santa Barbara Middle School, Dunn Middle School, and some years in Kenya and Thailand and Bolivia, as well as about a hundred or so experiential adventures with kids near and far, there’s been one local constant in my comings and goings, a touchstone to our community: the Santa Barbara Independent.

These days, it’s the first thing I open online in the morning to find out how and what our community is doing — especially important now. Even though I read the N.Y. Times, Washington Post, Al Jazeera, and, yes, sometimes Fox News to try to understand what verbal contortions are needed to support an altered state of reality, the Indy is our paper, our community’s source and hub for news, perspective, and opinion.

My students and I were honored as local heroes when we cycled the Great Divide, Canada to Mexico, back in the days of the changing millennium to see what our country was up to at that time. (Seems like that would be a good thing to do again today.)

And the Indy’s inimitable adventurer, Matt Kettmann, was on another team bike ride from the Andes Mountains to the Amazon to support the Rio Beni Health Project. Go, Matt!

Throughout the last 40 years, I have watched the Santa Barbara Independent evolve from its earlier form as the Santa Barbara News and Review into what it is today — a constant and essential record that helps us understand the news, the arts, and the opinions alive in our community. Tell us a little about yourself.

I am originally from Los Angeles, spent most of my adolescence in Washington, D.C., and spent part of high school in France. I am currently a rising junior at Tulane University in New Orleans, studying international relations and Middle Eastern studies. I’m an aerial acrobat and enjoy traveling; writing; editing for my university newspaper, the Hullabaloo; reading Carl Hiaasen novels; and doing the New York Times crossword puzzle on Mondays. I also run a sexual violence support group in my sorority, Kappa Alpha Theta.

What’s it like to participate in a news internship with the world on its head? It’s definitely exciting

What’s your dream journalism job? Growing up, I always thought to it would be thrilling to be a travel writer for Condé Nast, like Pico Iyer.

Sadly, the heyday of travel writing is over thanks to social media and bloggers. Now, I think it would be incredibly fulfilling to work as a news correspondent in the Middle East or France while in my free time writing about the ex-pat experience, like Gertrude Stein.

Council Condemns Police Violence, Moves to Create Independent Review Board

T

he first thing I just want to say is I’m sorry,” said Councilmember Kristen Sneddon this week after scores of Santa Barbarans again took to the streets to protest the death of George Floyd and the historic killings of unarmed black Americans by white police officers. “I’m sorry to everyone in the community who has to fight so hard to be heard. Who has to raise their voices so loud and in such numbers to feel that we will act.”

Sneddon and her colleagues voted unanimously Tuesday for a resolution condemning police brutality and declaring racism a public health crisis. The only proposed change to the resolution came from Councilmember Michael Jordan, who asked that the word “national” used to describe police violence be replaced with another term that hits closer to home. “It seems like an attempt to distance the issue away from us,” Jordan said, “rather than recognizing it’s also our issue.” His colleagues agreed to revise the language.

The council also vowed to begin the processes of creating an independent police review board and preserving landmarks of historical significance to Santa Barbara’s black community. “I am extremely proud of my community for speaking up,”

said Councilmember Alejandra Gutierrez. “I remember when I was young and loud, and I think a lot of my motivation to sit here now was exactly that drive of wanting change, wanting to be heard.”

Before the vote was held, however, dozens of public commenters pilloried Mayor Cathy Murillo for not joining Black Lives Matter organizers two weeks ago in their march down State Street, then declining to take a knee in front of a barricade of Santa Barbara police officers dressed in riot gear. Many called for her resignation, accusing her of betraying her campaign promise to represent city residents of color.

In response, Murillo said she’d been humbled by the experience, and she thanked Black Lives Matter (BLM) organizers Krystle Farmer Sieghart and Simone Akila Ruskamp—who have since become two of her most vocal critics—for pulling together the successfully peaceful May 31 protest.

“It was an effort to tell people, ‘Don’t go back to sleep,’ ” Murillo said. “We were there angry, we were there griev grieving, and they were directing us to take action. I heard, ‘Be an ally, and be teachable.’ I am offering myself as an ally, and I hope that I am teachable.”

Murillo admitted that during conversations with fellow councilmember Oscar Gutierrez, they recognized

they had not connected with Santa Barbara’s black community in the same meaningful way they have with its Latino community. “We realized there’s much more we can do,” she said. “People have been transformed,” Murillo went on, “and I know that I have. I am committed to change.”

Gutierrez asked for “patience and understanding” as he and the other city leaders address demands of BLM and others. “We’re here to learn,” he said.

The mayor also reiterated a request from Councilmember Sneddon that the city organize a series of “sustained, systematic conversations” to address the “sustained, systematic racism” that exists throughout city government, not just among its police.

A number of the public speakers called to “defund” Santa Barbara’s police department, echoing a rallying cry across the country to reduce police budgets and reallocate monies to oft-neglected areas like education, public health, housing, and youth services, which would address the underlying factors that contribute to crime.

Students, Adults Demand S.B. Unified Mandate Anti-Racism and Ethnic Studies

by Delaney Smith he push for mandatory ethnic studies courses in high school — a controversial topic in the Santa Barbara Unified School District (SBUSD) in recent years — collided head-on with the Black Lives Matter movement Tuesday night, following a Sunday protest led by student organizers who issued six demands to the district, including mandatory implementation of ethnic studies.

“These days, Instagram is the new textbook, except we’re learning about systemic racism that we haven’t learned in school,” said Roxana Corona, a college student who went through S.B. Unified. “The fact that I learned about this on social media instead of school says a lot about our education system.

“Why is it that all that was ingrained in my head is ‘Columbus sailed the ocean blue in 1492’? ” Mandatory ethnic studies courses have been in the works at the district since 2018. This fall, the incoming class of 2024 will be the first students to take ethnic studies courses as a requirement for graduation. The two new pilot classes, English 9 with an emphasis on Ethnic and Social Justice Studies and the elective Ethnic and Social Justice Studies, will be offered in addition to Mexican-American Literature and Chicano Studies.

The timing of the students’ demands to dismantle racism in schools at the protest held Sunday coincided with the Tuesday board report on ethnic studies courses, a report scheduled prior to the student-led protest.

But timing was only perfect in regard to their demand to implement ethnic studies courses. Due to the Brown Act, a state law that requires the board’s agenda to be set 72 hours in advance of scheduled meetings, the board was unable to address the other five demands made by the students two days earlier.

Board President Laura Capps made it clear that their demands would be addressed at the next meeting, and the board as a whole voiced strong support for the students, but there was still confusion from public commenters, many of whom perceived the lack of response by the board as an insult to people of color and the young protesters demanding change.

The board was also set to adopt a declaration that February 2-5 is “Black Lives Matter in School Week,” which was largely perceived as an insult to the student protesters by most of the nearly 90 people who spoke on the topic.

“The community wants to hear now where the board stands on these issues,” said Dylan Griffith. “The resolution regarding Black Lives Matter cont’d on p. 8

Santa Barbara City College announced on 6/9 that a majority of its classes will remain online for the fall semester, due to the continued threat of COVID-19. Several classes, particularly those difficult to teach online, will remain face-toface or combine online and in-person instruction, with safety protocols in place; however, in-person and hybrid classes could transition to online-only instruction if public health restrictions are reinstated. Services offered by the Luria Library and Cartwright Learning Resources Center will also be offered online.

The County Behavioral Wellness Commission is conducting a trio of anonymous online surveys to gain insight on “a more comprehensive picture of how our youth in Santa Barbara County are coping [with current events], what their concerns are, and how we can better support them.” The surveys, which can be completed in English or Spanish and accessed via independent. com/be-well-survey, include one for children and youth, one for educators, and one for parents and caregivers. On 6/5, Santa Barbara resident Oscar Pereyra, 61, reportedly drifted into the westbound lane of the 154 west of East Camino Cielo and collided with a 31-year-old Arroyo Grande resident, who died at the scene. Pereyra was charged with a felony DUI and transported to Cottage Hospital for treatment of serious injuries. Delta Airlines announced it will suspend its operations at Santa Barbara Airport and 10 other domestic airports beginning 7/8 to “help lower costs as we mitigate the crisis due to COVID-19.”

Delta will work with travelers whose plans are impacted by the decision, and Delta employees will be offered “pay protection options” through 9/30. SBA is still being serviced by five other airlines, including Alaska, Contour, American, United, and Frontier Airlines, according to the SBA website.

The biking advocacy organization People For Bikes released its newest rankings of America’s best cycling cities on 6/9, with Santa Barbara placing third, behind Madison, Wisconsin, and San Luis Obispo at number one. The ranking is based on criteria such as safety, efficiency of networks, and the city’s commitment to growing opportunities for cycling. COVID and Protests Dominate Budget Hearings Calls to Redirect Public Safety Money, Adopt Equity Fund

by Delaney Smith lanning for the future amid a pandemic may seem like a shot in the dark, but the Santa Barbara County Board of Supervisors voted 4-1 on Tuesday to approve next year’s budget, which takes into account the county’s projected $21.7 million loss in revenue as a result of the stay-at-home order and the looming question of how much state and federal relief funding the county will receive, if any.

“Today marks the adoption of our budget for the new year 2021,” said County Executive Officer Mona Miyasato. “But this year the budget also represents a transition. We’re moving in that place that is a new beginning and an ending, and that is why there is so much uncertainty — that in itself is a sign that we are in a transition.

“How we do this budget today will likely set our path for the next several years to come.”

Budget Director Jeff Frapwell said that because the county maintained “very strong” strategic reserves prior to COVID-19 and because it has excess cannabis tax revenue, those funds will help backfill revenue losses from the pandemic. For example, $3 million in cannabis taxes and $3.8 million in strategic reserves will be used to cover revenue losses in the county’s Department of Social Services, which provides food, health care, and child and adult protective services.

“Many times I’ve asked myself during a lot of these hearings, ‘Is it worth taking all of the abuse to support the cannabis industry?’ ” 5th District Supervisor Steve Lavagnino said. “ … When I look at the budget this year, I say the answer is yes. It is worth it. I think we heard that the services are going to be saved. This budget without cannabis revenue would have been an unmitigated disaster.”

Over the course of the five-hour hearing, the supervisors were mostly in agreement with the budget as drafted, but they wrangled with how to best distribute the county’s $688,000 of onetime funding. They agreed to allocate some funds to Animal Services, a department still searching for a new director and spoken about by several members of the public who lamented its need for a full-time veterinarian, and also a court-orders program in Behavioral Wellness for those with serious mental illness.

Second District Supervisor Gregg Hart also suggested allocating $500,000 for an equity fund as a way to proactively respond to the murder of George Floyd and the subsequent Black Lives Matter protests around police brutality against black people and people of color, which the board agreed with and voted for, excepting 4th District Supervisor Peter Adam.

Talia Hamilton, an incoming senior at San Marcos High School and one of the main organizers of the peaceful protest against police brutality that drew thousands this past weekend, spoke at the beginning of the meeting to iterate her group’s demands of the district.

“A lot of the marches that have been held were organized by adults, and it’s awesome that the older generation cares. But, of course, we are the rising generation,” Hamilton said. “I think it’s really important to have our words be heard because a lot of the time we hear, ‘You’re just a kid, you can’t really do anything.’ We wanted to prove that we can.”

petent teachers of color to teach ethnic studies courses The demands have sparked deeper community engagement with the school board — a decision-making body with three of its five current members appointed without an election because no one else ran against them. Capps commented that more than 250 members of the public were participating in Tuesday’s online board meeting, which went hours into the night.

“As a parent, it was really disappointing to hear that you guys are proposing a Black Lives Matter in Schools Week in a month that already has 28 days dedicated to black history,” said Amara Teague, adding that as a black woman who grew up in Santa Barbara, she and her family had to endure the very issues the young student leaders are demanding to end.

“That is ridiculous and truly insulting,” Teague continued.

“They want action. They want change. I urge you to reexamine the requests they put forth to you.”

The resolution had been revised last minute in an attempt to convey the district’s acceptance of the student’s demands without breaking the Brown Act, but the board ultimately decided not to vote on it so it can be revised again to reflect the students’ and community’s wishes.

Though nearly all who spoke were supportive of the ethnic studies courses — most enthusiastically so — there were dissenters, too.

“I was one of a number of people who wanted the district to be inclusive and equitable,” said Sheridan Rosenberg, a frequent school board speaker and parent of a student in the district. She said that she asked to be a part of

the committee that assembled the ethnic studies curriculum but was “shut out” from participating.

“These meetings were obviously held behind closed doors with no input, and now we have a semi-finished product,” Rosenberg said. “And I did glance at the reading list, especially the textbook you want to use. I want to focus on Howard Zinn’s book. This is a book that has been widely discredited by numerous scholars.”

Theresa Montaño, a professor of Chicana/Chicano studies at California State University, Northridge, helped design the curriculum and gave a portion of the ethnic studies presentation. She said that a community forum will be scheduled soon for the public to get a closer look at the curriculum and give feedback.

“I just want to say that you have been heard,” said Frann Wageneck, assistant superintendent of Student Services, to the students and adult supporters alike. Wageneck met the student protesters outside the district office on Sunday, and she accepted and delivered their demands to the school board. “As I said on Sunday, I’m trying to practice keeping my eyes and ears open and my mouth a little more shut.”

Wageneck and the boardmembers apologized that the other demands could not be directly addressed at the meeting and for the Black Lives Matter resolution that many called “tone deaf.”

“As adults, we have a lot to learn from our youth,” Wageneck continued. “I learned a lot, both from the youth and the adults who spoke.

I know what our intentions were; however, the impact was different and it’s the impact that matters.”

22 Days in COVID ‘Hellhole’

by Tyler Hayden r. Omid Souresrafil is a biomedical engineer who specializes in the design of implantable devices. Originally from Minnesota and married with a teenage son, he is currently serving time for wire fraud at the Lompoc Federal Correctional Complex, where, as a nonviolent, first-time offender, he teaches GED classes. Unlike many of his fellow prisoners, Souresrafil doesn’t deny his guilt. “I have reiterated many times that I am absolutely guilty of the crimes I have committed,” he recently wrote to a judge, “and have strived to redeem and reform myself.” His release date is January 22, 2025.

Souresrafil, however, now finds himself locked inside the country’s worst prison COVID-19 outbreak. More than 1,000 Lompoc inmates and guards have tested positive for the disease, and four inmates have died. While prison officials are keeping their response to the ongoing health crisis highly secretive—refusing to communicate with Santa Barbara County’s top officials and health experts, and even members of Congress — inmates and their families are continuing to expose disturbing incidents of apparent neglect and mistreatment by staff. Souresrafil recently added to this growing body of evidence by providing attorneys a sworn declaration, dated May 27, that details his own experience at the complex.

On May 1, according to his declaration, 50-year-old Souresrafil checked himself into the prison’s small medical bay complaining of heart palpitations and shortness of breath. He tested negative for COVID-19, but the nurse ordered him under strict quarantine in H-Unit, where he spent 22 days in pain and panic in an 8x8 cell. “During every one of the 22 days, I could hear the 100+ inmates coughing and calling the guards for help,” he wrote.

“Several collapsed and needed resuscitation before being taken by ambulance to Lompoc Medical Center. … I thought I was going to die, and there were times I felt I wanted to.”

Souresrafil said H-Unit is located in a formerly condemned wing of the prison that was “hurriedly pressed into service to house COVID-19 patients, although it has no medical equipment, including ventilators.” Souresrafil said he was shocked that “[the federal Bureau of Prisons] would use such a primitive

and run-down facility to house its sick, vulnerable inmate population. It more resembles a third-world prison than an American one.”

Souresrafil made the following observations about his living conditions, which he described as “unsafe,” “unsanitary,” and “medieval”: • “The toilets and sinks all leaked, and the smell of urine

and feces permeated the cell.”

• “Insects crawled around the cell floors and walls, and

flies and mosquitos entered from the open corridor windows.”

• “H-unit is very cold. I was provided one insufficient

blanket. The mattress was old and torn. The lights were always kept on, and I could not sleep.”

• “I was denied a shower for the first nine days of my

stay. (Some inmates that left H-Unit before I did claimed they never had a chance to shower for 17 days.)”

• “The emergency intercom system is inoperative.

Guards must rely on the cries for help from inmates to inform them of an emergency.”

• “I have several chronic illnesses. For these conditions, I take

BOP-prescribed medications, all of which were confiscated and never returned.”

• “Due to my cardiac arrhythmia, I passed out a total of four

times and fell to the floor. Only the cries of other inmates who heard me fall alerted the guards to my situation.”

• “Guards do not always wear personal protective equipment.”

• “I was continuously denied access to a lawyer.”

County Budget cont’d from p. 8 this country, and people in our community are demanding that the government respond to the significant systemic racism issues that exist in our communities across the country,” Hart said.

He suggested creating the $500,000 equity fund so that the county would have a tangible way to address racism and other discrimination in the community. Though he said it was unclear how those funds will be used right now, he believes there will be increasing constituent demands for which the county should prepare.

“I would hate for us to be in a position where we look to our budget and say we don’t have a way to respond to legitimate, important requests from the community,” Hart said. “I think it would send a strong message that we are ready and prepared to engage seriously on issues that are roiling our country.”

Public Safety got the most interest from public commenters, largely due to the recent nationwide protests against police brutality. Many community members called for the defunding of local police departments and the County Sheriff ’s Office. With the jail population at a historic low because of

Somehow, Souresrafil has avoided infection, testing negative for COVID-19 on five separate occasions. His health issues while in quarantine were apparently related to his preexisting illnesses. He is now back in his original housing unit but has since developed high blood pressure and a chronic nosebleed that he says prison doctors refuse to treat him for. “I wake up in a pool of blood every day,” Souresrafil said. “Once you are in this hellhole, you are at the complete mercy of the dysfunctional, apathetic, and irresponsible staff.”

Last month, the American Civil Liberties Union sued the Lompoc prison complex and another Bureau of Prisons facility in San Pedro, where nine inmates have died, for failing to properly respond to their respective coronavirus outbreaks and therefore subjecting their populations to cruel and unusual punn ishments, a violation of the Eighth Amendment.

“There is no clearer visual of the inequities embedded in our bail and criminal justice system than when the attorneys, judge, bailiff, and court staff are all predominantly white while the accused is a person of color,” said Danielle De Smeth, a criminal defense attorney. “Budgets are statements of values, and you have control over leveling many of these inequities. There is no reason Santa Barbara can’t lead the way in redesigning public safety.”

De Smeth recommended reinvesting some of the public safety money into education, prevention, and treatment instead of wasting it on someone “languishing in a jail cell.”

The supervisors are holding a hearing on Thursday to address racism in the criminal justice system and invite the public to give input on systemic changes that might be implemented in Santa Barbara County. The board may also send questions or recommendations to the District Attorney’s and Sheriff ’s Offices. The hearing will be livestreamed on Thursday at 9 a.m. n

How Often Does SBPD Use Force?

by Tyler Hayden nly around 1.3 percent of Santa Barbara’s population is black. Yet when police get physical — with kicks, punches, baton-strikes, and take-downs, as well as other forms of muscle, such as Tasers, pepper spray, and canines — 8.7 percent of the time, the target of their force is black. Latinos make up just 36.5 percent of the city’s population but were involved in 44.2 percent of use-offorce incidents.

These statistics are included in a ninepage document provided by the Santa Barbara Police Department in response to questions last week from the Santa Barbara Independent and community groups while coast-to-coast protests continue over the death of George Floyd and long-standing grievances around racial disparities in policing. The Independent is requesting additional information from the department and will be asking the county Sheriff ’s Office for similar data.

Since 2015, city police have logged 788 force incidents out of 355,777 total contacts; 69 of them involved black people, 346 involved Latinos, and 339 involved white individuals. Overall, police used force in 0.22 percent of their interactions with the public. That figure dropped to as low as 0.18 percent in 2017 and has risen to a high of 0.36 percent through June 1, 2020.

The most common type of force deployed, according to the statistics, was the “take-down” (399), followed by “strikes/kicks” (113), “control hold/grappling” (67), and the use of a “WRAP” (55), a type of full-body straitjacket. Officers fired their Tasers 36 times, used pepper spray 18 times, and unleashed their dogs during 12 incidents.

The “carotid restraint” — a type of neck hold during which an officer compresses the sides of a person’s neck to restrict the blood flow to their brain and render them unconscious — was used three times in five years, all in 2018. Neck holds by police in general, including the choke hold, which killed Eric Garner in 2014, have again come under scrutiny after Floyd’s fatal asphyxiation under an officer’s knee.

The Santa Barbara Police Department Manual, last updated in 2019, states the

During a rally this Saturday, however, Chief Lori Luhnow vowed to revise the manual’s Use of Force policy to completely ban carotid holds.

Activists here on the Central Coast and across the United States have also called for police departments to ban the practice of shooting at moving vehicles. The Santa Barbara police manual discourages shooting at cars, explaining, “Shots fired at or from a moving vehicle are rarely effective,” but doesn’t outright forbid it.

The manual does, however, require that officers attempt to de-escalate situations before using force. “An officer shall use de-escalation techniques and other alternatives to higher levels of force consistent with his or her training whenever possible and appropriate before resorting to force and to reduce the need for force,” it states. The manual also outlines an officer’s duty to intervene if he or she sees one of their colleagues “using force that is clearly beyond that which is objectively reasonable under the circumstances.”

All Santa Barbara police vehicles are equipped with a video camera, and all officers wear an audio recorder. Some officers also wear body cameras. The policy manual says these Mobile Audio Video (MAV) systems must be switched on during “all field contacts involving actual or potential criminal conduct,” which includes traffic stops, pedestrian interactions, domestic disturbance calls, and so on. “Once the MAV system is activated, it shall remain on and shall not be turned off until the incident has concluded,” the manual says.

Since 2016, 140 complaints have been filed against the department, 46 in 2019 alone. Eight of the complaints alleged racial discrimination, and nine accused officers of using excessive force. Of the 140 total complaints, 17 were “sustained,” meaning an internal investigation revealed officers did indeed violate some type of departmental policy.

The data did not, however, provide any details of the incidents in question or state how many of the sustained complaints involved race or use of force. Nor did it offer any information on disciplinary actions. n

forever be seen sucking down a menthol in the magazine ads. And those ads didn’t lie. I remember watching a boxing match with a friend’s father; a black guy was fighting a guy wearing a Mexican flag on his satin shorts. At one point, my friend’s father became exasperated. “Don’t you know,” he shouted at the Mexican boxer, “you can’t hurt a black guy by hitting him the head?” I filed that biological curiosity away for safe storage. And as a white teenager growing up in the ’70s, my stereotypes were stereotypically stereotypical; when it came to being badass and cool, black people pretty much set the gold standard.

So what? As a reporter who’s spent a few years in Santa Barbara courtrooms, I have forever been struck that the overwhelming number of criminal defendants sporting the jailhouse jumpsuits — orange or blue — are either black or brown. White defendants do show up, but statistically speaking, only on occasion. When white defendants stand before the judge, typically they do so while wearing their civilian clothes. Black and brown defendants, as mentioned, tend to appear in orange and blue. Nothing like a chain around one’s waist to make you look guilty and scary.

Every time, I wonder, how does that happen? Every time, I come away empty-handed.

It just is. And “is” is not news.

Heading my way from the opposite direction was another cyclist, coasting happily downstream, leaving a spray of gravel in his wake.

In that that brief second where we passed I got a better look. “Black cyclist,” my brain registered. I wondered in that moment if his brain was similarly registering, “White cyclist.”

Of course, it’s not quite the same. Black people make up less than 2 percent of the population in Santa Barbara County. And it wasn’t really that long ago that real estate covenants in Hope Ranch barred the sale of any properties to black and Jewish people.

But that was back in those good old days — infused in amber — when we could eat pancakes at Sambo’s without being made uncomfortable by the name (finally changed this past week) or the paintings of big-lipped pickaninnies on the wall. America, we are told, is forever losing its innocence. For some of us, obliviousness might be more like it.

For the rest of the ride, I ran a quick inventory of racial stereotypes. As a kid growing up in the D.C. suburbs, I’d subliminally concluded black consumers leaned toward green products. When it came to the plastic jugs of so-called fruit drinks sold at the corner store, white kids went for the red and black

Turns out, it is. And maybe some of those

notions running around my white-boy brain — badass black guys impervious to

pain—might have some bearing.

A few years ago, the county’s Juvenile Probation Department hired an outside consulting firm to study “Racial and Ethnic Disparities”—RED for short—when it comes to criminal justice. Although black kids made up just 1.3 percent of the juvenile population, they made up 4 percent of the arrests and 6 percent of those locked up; Latino kids—who made up 62 percent of the juvenile population — made up 76 percent of those incarcerated. When the study was conducted, pot had not yet been legalized. Of the white kids popped for pot possession, 55 percent were diverted to other programs. For Latinos, it was 48 percent. For black people, it was only 16 percent. Black kids, the study found out, were five times more likely to be put on formal probation than white kids — Latinos two times more likely — meaning they can be stopped, frisked, and searched at any time for any reason. Back then, the average white kid successfully completed probation in 602 days. For Latinos, it took 734. For black people, it was 878.

County probation, it should be noted, has been taking steps to address this issue. The

number of kids behind bars has been cut in half since that report was written. But of

those locked up, more than 90 percent are brown; the rest are black.

These numbers are consistent with who’s been getting arrested and locked up in the county jail. Although white people composed 47 percent of total arrests in 2018, they made up only 32 percent of the jail’s daily population. That’s because white people are disproportionately popped on misdemeanor charges. Black people made up 6 percent of the arrests and 8 percent of the jail population. Latinos made up 43 percent of the arrests and 58 percent of those locked up.

Same story with use of force. Black people make up 80 percent of such incidents, 2 percent of the population.

Such numbers tell only part of the story.

In Santa Barbara County, it turns out, black people live, on average, five years less than white people. They are more than twice as likely to live in poverty than white

people, and earn roughly $20,000 a year less. Black infants tend to have lower birth weights than white infants and die at twice the rate of white babies coming into this world. Those that make it are less likely to graduate from high school than their white counterparts — 71 percent compared to 87 percent.

Seeing is believing. At least where race is concerned, it’s just the opposite. Believing is seeing. Badass black people, impervious to pain. The rest follows.

We never thought anything prejudicial; we thought Sambo was smart for outfoxing the tiger. It holds sentimental value for me, but the thing is, it’s not about me. If it is hurtful to people, then it’s time to change the name. • Rebecca Stebbins Little Black Sambo was actually an Indian kid (in India, hence the tiger), not Native American. Still, time for a change.

’m an old white guy, raised in a former slave state of the Deep South. I went to all-white public schools; used white-only water fountains, bathrooms, and restaurants; and sat in the front of the bus. In my childhood, segregation was so complete that I did not know the name of a single black person, except my mother’s maid.

I was always confused by the meanness and small mindedness of people in my formative years. In 1969 I hitchhiked to California and was pleased to find a people of much less class structure.

Outside of the South, the depth and insidious tenacity of racism is incomprehensible, and it is mostly an academic issue. The results of hundreds of years of enslavement and brutal oppression of blacks resulted in multiple generations of a poverty-stricken, disenfranchised, and woefully uneducated people living in concentrations of third-world conditions.

The states in the western part of our nation were all slave free and mostly settled after the Civil War. The recent political discourse now includes nationwide divisive talk that highlights the value of white people and once again speaks with disdain of people of color.

My observation is that the recent resurgence of racism escalated during the administration of our nation’s first black president. Not by something he did, but by what he was. During his presidency, I once again began to hear the foul, ignorant language of my childhood, and it appears that the subsequent administration succeeded in capitalizing on the divisiveness.

Charles ‘Fritz’ Bradley III 1930-2020

beth, New Jersey, the second of Charles and Mina’s four smart, adventurous children. They were a musical family, too, one that loved to sing around the piano, in their cars, and in their church choir. Fritz’s strong voice was a fixture in the Goleta Presbyterian Church choir and later at First Presbyterian Church. He played the piano, the trumpet, and “a pretty poor violin.” But he loved having his music nearby, and his books, particularly mysteries.

He used to say that anything worth learning you could find in a book. He loved running; he loved the ocean and Shakespeare and the Lakers … the Jerry West years.

Loving husband, caring father, funny grandfather.

We miss your presence, your love, your laughter and your enthusiasm to live life. You were an extraordinary man.

Karl W. Novak 1959 - 2020

Karl Novak of Ventura, California, passed away at the age of 60 from a glioblastoma after a brave battle with brain cancer. He went peacefully in his sleep, surrounded by family. Karl leaves behind his wife - Wendy, his children Jennifer, Joseph, and Bianca, their spouses respectively – Cameron, Tiffany, and Alex, his grandson – Giovanni, his brothers - Jon and Mark and his 91-year-old mother, Lucile.

Karl was born in Dayton, Ohio to parents Eugene and Lucile in 1959. Eugene and Lucile both served in the U.S. Airforce as pilots. As is common in the military, his family relocated every two years. Karl and his brothers counted on each other for companionship and remain best friends today. Repeatedly being the “new kid at school” Karl learned to respect and to appreciate people’s dif differences. He saw the innate goodness in people and treated everyone with kindness and dignity.

Karl earned his Bachelor’s and Master’s degrees in civil engineering from the University of Virginia and his Doctorate in management from Walden University.

Upon graduation, Karl joined the Army Corp. of Engineers and was stationed in Bemidji, Minnesota. There 16

he helped install a pipeline that provided running water to a remote Native American Indian reservation.

Karl began working for the County of Ventura in 2003 and retired in 2019 as Deputy Director of the Watershed Protection District. Karl was a dedicated environmentalist, focused on protecting the world’s natural resources.

He received international recognition for the “Raptor Program” he developed to control the rodent population that were burrowing into county dams, weakening crucial structures. By utilizing natural resources, Karl eliminated the use of rodenticides in Ventura County protecting the soil and water table from these poisons. At the time of Karl’s retirement, he had begun researching causes of the Monarch Butterfly’s dwindling population in partnership with the Xerces Society.

The “Monarch Butterfly Conservation” will continue in his absence as scientists work to reinforce the butterfly’s food supply along their annual migration route. The world is truly a better place because of Karl’s body of work.

Karl had a positive attitude and lived every day to the fullest. He filled his life with family, friends, work, sports and numerous hobbies. At 6 feet 6 inches, Karl’s favorite sports were basketball, volleyball, golf, and horseback riding. Although Karl was a fierce competitor, he played fair and always had fun. He was a humble winner and a gracious loser. A few of Karl’s hobbies included listening to music, playing the guitar and harmonica, reading science fiction and historical novels, playing video games and Warhammer, Toastmasters, fishing, boogie boarding, traveling, and most of all ballroom dancing.

A Celebration of Life will be held in Karl’s honor on Saturday, June 27th from 10:30 a.m.-12:30 p.m. at the Poinsettia Pavilion, 3451 Foothill Rd, Ventura, CA 93003. In lieu of flowers, please send a donation in Karl’s memory to the Xerces Society Monarch Butterfly Conservation at P.O. Box 97387 Washington, DC 20090-7387. The city of Ventura requires guests to wear face masks and to have seating arranged with social distancing during the celebration.

Yiling “Jessica” Chen Evans 2/8/1973 - 5/1/2020

Yiling “Jessica” Chen Evans passed away on May 1st, 2020, at Serenity House in Santa Barbara, after a long battle with Lupus (SLE), and finally a Lymphoma.

Jessica was born on February 8, 1973 in Miaoli County, Taiwan. She grew up in Taipei City, Taiwan, where she met her husband, Brett Evans, in 1996. They were married in Taipei in 2000, and moved back to Santa Barbara County, where Brett was raised, living in Solvang, Goleta, and finally moving to Buellton in 2009.

After moving to California, Jessica enjoyed taking adult education art and jewelry classes, as well as English as Second Language classes at SBCC. She also enjoyed working in restaurants both in Solvang and Goleta, as a server and a hostess. An excellent cook of Chinese and western food, she always dreamed of opening her own small restaurant or boba tea shop.

Although battling Lupus for 20 years, Jessica was always happy and positive, and met each day’s challenges with a smile. She rarely complained about her pain, and her very funny and feisty personality often left smiles on the faces of everyone she met.

She was very kind and caring to her family and friends, and always put others’ needs before her own. October 15th, 2020, would have been Jessica and Brett’s 20th wedding anniversary.

In addition to her husband, Jessica is survived by her mother, Jiang Feng-Eh, Taipei, Taiwan, her two sisters, Regina Chen (Ah Biao), Hsinchu, Taiwan, Tsai-Wen Chen, Taoyuan, Taiwan,

and brother Robin Chen, Chongqing, China, and several nieces and nephews.

She is predeceased by her father, Chen Chun-Yi. Those also grieving her untimely death are Brett’s family, and her many American in-laws throughout the country, and friends across the spectrum of her life.

The family would like to thank all of Jessica’s doctors, nurses, physical therapists and care technicians at Santa Barbara Cottage Hospital, Sansum Clinic and Cottage Rehabilitation Hospital who cared for her recently and over the years.

There will be a memorial service in the Santa Ynez Valley at a later date.

Audrey E. Martinson 7/23/1923 - 5/18/2020

Audrey Elizabeth Martinson died peacefully of natural causes on the evening of May 18, 2020 at Valle Verde in Santa Barbara. Audrey had a wry sense of humor, a keen intellect, and was known for her love of dogs, horses, and natural beauty.

She was born Audrey Elizabeth Tope on July 7, 1923 in Hampshire, England to Wilfred S. Tope (later MajorGeneral) and Doreen A. W. Tope, nee Jollye. Audrey and her sister Deb spent much of their youth with their grandfather, a country doctor, in the village of Alresford. She left school at the outset of World War II. Audrey married American infantry officer, Walter O. Kraft, in 1945 and moved

with him to Kodiak, Alaska in 1946 where the couple had eight surviving children. The family relocated to Palm Springs, California in 1969. Audrey moved the family to Santa Barbara in 1972 where she married her second husband, Trevor J. Martinson and acquired the house that was her home for the rest of her life. In addition to raising children, Audrey was involved in many good causes including volunteering at Cottage Hospital and serving on the UCSB Board of Regents. She was frequently seen riding her Arabian, Rabzadi, on Hope Ranch trails and at the beach.

Audrey married Robert C. Snyder in 1989. They enjoyed each other’s company and traveled extensively together by car. He passed away in 2000. Audrey was a weekly regular at Vices & Spices on State Street and a long-time student at SBCC Adult Ed where she studied memoirwriting. Her beautiful garden was enjoyed by family, friends, and a string of a dozen puppies that she loved to spoil.

Audrey is survived by her children: Susie Hall (Andy | Anchorage, AK), Dave Kraft (Santa Rosa, CA), Tessa Kraft (Healdsburg, CA), Kevin Kraft (Camarillo, CA), Timothy Kraft (Sue Koskela | Birmingham, AL), Jennifer Kraft Will (Allan | Torrance, CA), Frieda Kraft (Victor Badner |Larchmont, NY), Nick Kraft (Flagstaff AZ), as well as sixteen grandchildren and nineteen great-grandchildren. She also leaves stepchildren: Bob Snyder II and Richard Snyder.

In lieu of flowers, the family requests that donations be made in her name to the Humane Society of Santa Barbara or the Santa Barbara Adult Education Consortium. A memorial will be announced at a later date.

obituaries Betty Jean Graff

10/3/1925 - 5/16/2020

Betty Jean Graff, daughter of Ralph and Anna Richards, died on May 16, 2020, at the age of 94. Betty is preceded in death by her eldest son Stephen (Gretchen) Graff, and will be missed by and is survived by her husband, Kasper George Graff, and two children, Richard (Sue) Graff and Jill (Corey) Anderson; grandchildren Sarah, Amy, Holly, Katie, Kara, Erica, Lorin, and Brad.

Betty attended Spirit Lake High School, and received a BS degree in textiles and clothing from Iowa State University. Betty and her husband George then moved to Los Angeles, where they raised their three children.

While her kids played in the backyard pool, Betty often tended her nectarine, persimmon, and plum trees, along with her tomato plants.

In retirement, Betty and George returned to Spirit Lake, Iowa, living first on their farm, and later moving to a lake home, where they resided for two decades. Betty planted brilliant shades of zinnias in her garden, and frequently one could find fresh clippings adorning her kitchen table. Betty liked to have “a little color” around her, and in everything she did, as well.

Every summer Betty and George drove cross-country to Glacier National Park, where the couple celebrated their 50th wedding anniversary surrounded by family and the nature that was so important to her.

During Iowa winters, Betty and George escaped to Arizona, where they could indulge their interest in Native American art and culture, while also rooting for the spring training teams at the local ballpark.

All whom loved her dearly will never forget her friendly charm to neighbors and strangers alike, or the way that a heart holding values nearly a century old provided a mainstay of comfort and wisdom no other could duplicate.

Francisco Cervantes 3/29/1932 - 5/24/2020

Franciso Cervantes, known affectionately as “Uncle Frank” by family and friends, passed away from natural causes just after midnight on May 24, 2020. We didn’t expect to lose him so soon, and his absence leaves an enormous void in our lives.

Uncle Frank was a way cool dude. He could be cantankerous and had a tendency toward salty language, but he was a wise man with a huge heart of gold.

Born on March 29, 1932 in Redwood City, California, Frank left high school at the age of 17 to enlist in the Air Force. He served 20 years, receiving a commendation for meritorious service and rising to the rank of Staff Sergeant and then Technical Sergeant. He traveled around the world, spending time in Germany, the Azores, and several Asian countries.

His time at Vandenberg AFB earned him the following letter from the Commander: “Your major contribution to the developing field of missile launch operations have enabled this country to advance its technology, remain strong, and be a major deterrent to communism and tyranny.”

While at Vandenberg, Frank earned his GED and Associate of Arts degrees.

Upon retirement from the military, he moved to Santa Barbara, became a lifetime member of AmVets Post 3, and entered another kind of service with the U.S. Postal Service. He worked there for 25 years and continued to live in Santa Barbara until 2002, when he moved to Lompoc near his old stomping grounds at Vandenberg.

Through his supportive and caring nature, he made many enduring friendships in Lompoc.

A content and confirmed bachelor, Frank was fiercely devoted to his family and friends. He was extremely independent, but he was always willing to help others

with projects. He was skilled working with his hands and many types of tools. He had an artistic eye, which seems to run in the family, and had a distinctive “Uncle Frank” style. He was like no one else, and he probably liked it that way. He had an active and curious mind, pouring through several newspapers daily and reading books on a wide variety of subjects, including history, politics and social issues.

Frank was kind and generous. He contributed regularly to numerous Veterans Organizations and local humane societies. Rescue dogs became a big part of his life, and he made good homes for Cruiser, Cutter, Sugar and, most recently, Gitana. They were all devoted to him, as he was to them.

Francisco Cervantes will be interred with well-deserved military honors at a date to be determined. At his request, there will be no funeral or memorial service. He is survived by his sister Aurora C. Gonzalez and brother Angelo Cervantes, as well as numerous nephews and nieces, cousins, and great nephews and nieces. The way cool old dude will be missed.

She is survived by her children, Jane Alexander and Peter Alexander, her sister Barbara Coates, son-in-law John Flanagan, nephews Jim Coates and David Coates and nieces Lynne Coates and Carol Pauli, plus numerous grandnieces and grandnephews. She was preceded in death by her former husband Dr. Alec P Alexander.

Lesley J Alexander, a longtime resident of Santa Barbara, peacefully passed away on Wednesday, May 27, 2020, at the age of 94. Born Lesley Elizabeth Jones to Harold and Mary (Cover) Jones on June 8, 1925, in New York, she moved to California with her family as a young child. She earned her master’s in psychology at Stanford and later moved to Santa Barbara with her family in the early 1960s.

In Santa Barbara Lesley had a varied career as school teacher, real estate broker and property manager. She actively participated in the League of Women Voters and the Downtown Organization and was passionate about environmental and social causes. She had a lively and inquisitive mind with an

Charles James McCracken, Professor Emeritus of Philosophy at Michigan State University, died of cancer on May 4, 2020, at his home in Santa Barbara. Eighty-seven years old, born in Los Angeles on April 17, 1933, he was the third and last child of Charles James McCracken Sr, a newspaper pressman; and Alice (Henderson) McCracken, a church soloist. He grew up in Los Angeles, graduating from L.A. High in 1951 and from UCLA in 1955. He married Katherine Polutanowitsch in 1956, and with her has two children. He got an M.A. from Fordham and a Ph.D. from the University of California, Berkeley, both in philosophy.

For thirty-four years, from 1965 until 1999, he taught philosophy at Michigan State.

After retiring from there, he was a visiting professor at Claremont Graduate University and the University of California, Santa Barbara. He was interested in virtually every branch of philosophy, but the history of early modern philosophy was his specialty.

Besides articles and book chapters, he published two INDEPENDENT.COM

books, one on the influence on British philosophy of the 17th-century French philosopher Nicolas Malebranche (Oxford University Press), the other (with Ian Tipton) on the sources of the idealist philosophy of the 18th-century Irish thinker George Berkeley (Cambridge University Press). In 1998 Michigan State University accorded him its Distinguished Faculty Award, and after his retirement the Philosophy Department, through the generosity of a former student, endowed an annual lecture named for him.

Once retired, he and Katherine moved from East Lansing to Santa Barbara; but they’ve had a long relationship with Paris. They met there in 1956 when Katherine was a student at the Sorbonne, and in time they came to own a little Left Bank apartment. They spent their summers and all but one of their sabbaticals in Paris and, since retiring, have lived there for four months of the year.

Charles and Katherine played the piano badly, sharing a passion for the baroque. They held that, if anything could betoken the existence and agony of God, it was Bach’s Chaconne in D Minor. Atheists and socialists, they’ve been steady supporters of peace and social justice movements, and active members of the Unitarian Society of Santa Barbara. A man of great wit and kindness, Charles dedicated himself, above all, to two things: his family and his vocation as a teacher.

He was preceded in death by his father, his mother, his brother, and his sister. He’s survived by his wife, who has been his soulmate and kindred spirit for sixty-four years; their daughter, Theresa McCracken; their son, Peter McCracken; their daughterin-law, Anne Herlofsen; their grandson Alex Charles Herlofsen; nieces, nephews, grandnieces, grandnephews, great-grandnieces, greatgrandnephews, and a host of friends.

obituaries James C. McTavish 1/2/1929 – 3/27/2020

If you had the pleasure of knowing James McTavish you would know he was a man who loved the Hibs, his wife Joan, and being Scottish, likely in that order.

He grew up in Leith, Edinburgh, near Easter Road where the Hibs soccer team played, giving him the unfortunate luck of being born a Hibernian supporter. The last time they won the Scottish premier cup was in 1902.

It was James’ living dream that the Hibs might win again during his lifetime. He listened to every match, followed the scores, and learned to adapt to technology to tune in on Saturday mornings to watch the games. He got an iPod just to listen to the team’s song “Sunshine on Leith” by the Proclaimers. In 2016 they won the Scottish cup, and he recorded it only to watch it over and over again. It was at that point he declared he could die a happy man.

While working in England he met Joan at a dance. He always made sure to let you know it was “Ladies’ Choice”.

When Joan asked him for a dance she learned his first name was James. Since Joan did not know his last name her father referred to him as McTavish, the name usually given to anyone in a joke about a Scot. It wasn’t long before Joan found out that indeed his name was McTavish and the first of countless funny family stories began.

Soon Joan Giddens became Joan McTavish, and the rest is history. They were broke, they were in love, and then they set sail to Canada for a new adventure with their two boys, Robert and Ian, in tow. They had two girls, Lindsay and Fiona, in Canada before making their way to Seattle where 18

he worked for Boeing. James was assigned to work as a design engineer on the Minute Man Missile project which required living in numerous states. The McTavish family moved to Philadelphia after Jim accepted a new job and eventually they moved to Santa Barbara, California. After retirement Jim and Joan returned to live near York, England in a tiny and beautiful village named Sinnington. There they made wonderful new friends, entertained old friends from around the world and took part in all the local activities including quiz night at the local pub.

James passed on a few well known McTavish traits, the first being stubbornness, the second that cheeky ear-to-ear smile, the third, the proper way to hold a golf club, and the fourth, empathy.

Coming from humble beginnings, James made sure he treated a doorman the same way he treated a doctor.

He forever saw himself as an immigrant and could always see himself in those coming to America and working for a better life. He was an apprentice coppersmith who made his way to night school to become a mechanical engineer, starting two businesses including a bronze casting company. He was a craftsman through and through. He believed that any job worth doing was worth doing well.

When I remember James McTavish, I’ll remember practicing the multiplication tables with him in the living room at Golf Road.

I’ll remember selling his golfballs back to him with my cousins, I’ll remember how he taught us all to swim.

I’ll remember him telling stories of Scotland and his youth, I’ll remember him tying my shoelaces – equally.

I’ll remember him telling me to make sure my grandma behaves every time she and I left the house. I’ll remember his mischievous wink. I’ll remember overhearing him say “Goodnight Joan” every night I stayed with them. I’ll remember his kindness, his smile, and most importantly the way he called 23andme

to complain that the results were wrong when they came in 54.9% Irish, arguing that he was 100% Scottish.

He leaves behind four children, seven grandchildren and three great grandchildren. All have been blessed with the McTavish smile, and will continue to be lucky as they have been born a McTavish.

In the hall of his home proudly hangs the McTavish clan crest. Inscribed are the words that now feel more relevant than ever – Ne Obliviscaris – Never Forgotten.

9/26/1940 - 5/24/2020

The world lost a loving, generous, good-natured husband, father, brother, uncle, and friend on May 24, 2020.

Dan Ward died at Serenity House after a brief bout with Melanoma.

Dan was born to Gordon and Dorothy Ward in Bakersfield. He had a rich and varied life as dragster racer, sea urchin and abalone diver, Navy fighter pilot in Vietnam, and United Airlines pilot. He was hard-working and constantly building-residing in Hawaii, Alaska, and Santa Barbara at the same time. Dan was an avid outdoorsman; loving fishing, hunting, swimming, diving, skiing, and gardening. He traveled extensively to many countries around the world with the love of his life, Carol. "Having each other was having it all".

He is survived by wife Carol Seekins; sister Dena Groters; nieces Jan, Jill, and Donette Hicks. He was predeceased by daughter Ruth Anne Marie.

He is missed by many. A "Celebration of Dan's life" to be held at a later date, Covid-19 permitting.

Marciana Claire Hoffmeier Drury

2/26/1934 - 3/14/2020

Marciana Claire Hoffmeier Drury passed away peacefully at home on March 14, 2020, after a long illness. Marcie was born in St. Louis, Missouri, on February 26, 1934, to John Joseph and Julia Josephine Hoffmeier. As a young child, she moved with her parents from St. Louis to San Francisco, where her father was a manager with the Hilton Hotel chain. Marcie went to Xavier High School in Phoenix, Arizona. To help pay her college tuition, she was a lecturer in Elementary Accounting at Lone Mountain College.

In 1955 she married Richard Alan Hout, and together they moved to Santa Barbara to own and operate AA Plywood and Door. In the mid-1970’s she began selling real estate at Presidio Realty, obtained her broker’s license, and began a successful career investing in rental income properties. As a board member of CALM, she was instrumental in the 1989 acquisition of the Victoria Hall Theater building for CALM (Child Abuse Listening and Mediation), RSVP (Retired Senior Volunteer Program) and The Unity Shoppe.

Marcie married Dr. Bernard John Drury in 1976. Through their 43 years of marriage, they enjoyed traveling to over 21 countries as well as buying and renovating properties in Phoenix, Lompoc, and Santa Barbara. Together they became active with the St. Vincent de Paul Society, as well as the Women’s Auxiliary of Sansum Clinic. Marcie and Bernard gave generously to Catholic Charities of Santa Barbara, where she also assisted lowincome clients with housing needs.

She was a member of St. Raphael’s Catholic Church and faithfully remembered the Poor Clare nuns every Christmas and Easter with red wine and specialty cheeses from Nona’s Italian Deli. Marcie loved sewing, mystery novels, and her dogs, as well as entertaining family and friends.

Marcie is survived by her husband, Dr. Bernard John Drury, and her children Laura

Hout (Dr. Daniel Levy) of South Carolina, Barbara Hout and Teresa Jamison of Santa Barbara, and grandchildren Dylan and Emma Jamison of Santa Barbara. She is also survived by numerous stepchildren, grandchildren, and great-grandchildren. She is predeceased by her first husband, Richard Alan Hout (1975), and her brothers, Joseph Jude Hoffmeier (2002) and Frankie, who died as a toddler in the 1930’s.

A funeral mass was held at St. Raphael’s Catholic Church and Marcie was laid to rest at Calvary Cemetery in Santa Barbara. Her family wishes to thank the compassionate and caring team at Visiting Nurse and Hospice Care of Santa Barbara especially her nurse Jadona and caregivers Kassie, Lara, and Lesley. Memorial donations can be made to Visiting Nurse and Hospice Care of Santa Barbara or the Santa Barbara Humane Society.

Patricia Rodriguez 1/16/1948 - 6/2/2020

Patricia (“Pat”) Rodriguez, a longtime resident of Santa Barbara, California, passed away at her home in the early morning hours of June 2, 2020, at the age of 73, from cancer. Pat was born in Roseville, California to Candelaria (“Katie”) Luna and Julian Hernandez. She married Edward Rodriguez in 1972, and they had two children.

In both her professional and personal life, Pat served others. She is well remembered for her unwavering strength and compassion.

She will be interred in Roseville, California at a later date, to be reunited with her father. In lieu of flowers, the family requests donations be made to the Ridley-Tree Cancer Center where she received incredible care for many years.

Pat is survived by her husband Edward, daughter Kelli, son Matthew, sister Diane Moirao, and brother Raymond Bermudez.

An Assault from Within the Government

BY ROBERT SULNICK n all honesty, it’s impossible to keep up

with Donald Trump’s actions. During a worldwide pandemic, he is threatening to pull us out of the World Health Organization (WHO), he fired another inspector general for inspecting his administration, and he announced he is taking hydroxychloroquine for COVID-19 even though the medical community advises against it. While all of these “developments” are important to U.S. citizens, they are also distractions, not only from his administration’s inadequate response to the pandemic, but from what his administration is quietly doing to Americans’ health care.

Health insurance was a priority issue in the 2018 midterm elections. It was endlessly debated during the Democratic primaries. Voters in 2020, according to polling, will again consider it to be one of their top issues. What voters cannot afford to ignore is that in the midst of the pandemic, which has infected more than two million of us and killed more than 110,000, Donald Trump not only continues to attack the Affordable Care Act (ACA) without a replacement but has his administration arguing to repeal it before the U.S. Supreme Court.

According to the Urban Institute, eliminating the Affordable Care Act (ACA) would cancel health insurance for 21 million Americans. For the 133 million Americans with preexisting conditions (diabetes, cancer, pregnancy, etc.), repeal would again allow insurance companies to deny coverage due to those conditions. Repeal would also mean loss of coverage for prescription drugs and loss of coverage for more than 12 million Americans receiving coverage through Medicaid expansion. There’s more.

Trump’s U.S. Department of Health and Human Services (HHS) is in the process of promulgating regulations that would undermine the ACA’s prohibitions against discriminations in health care based on

gender, race, ethnicity, sex, age, or disability. Under the ACA, Americans have a legal right to not only health insurance but to not being discriminated against in obtaining it. The proposed rule would roll back antidiscrimination protections for communities of color, women, LGBTQ individuals, those with limited English proficiency, and people with disabilities.

Prior to COVID-19 attacking us, 160 million Americans, roughly half the population, received their medical insurance through their jobs. The layoffs and sheltering caused by the virus threaten that coverage. If the pandemic results in 20 percent unemployment, researchers are predicting anywhere from 25 million to 43 million people could lose their health insurance.

Couple this with Trump’s attempt to repeal the ACA, without a replacement healthcare policy, and America would be facing not only COVID-19 but an additional health crisis based on lack of medical insurance.

Under the ACA, the federal government, through the Department of Health and Human Services (HHS) and the Centers for Medicare & Medicaid Services (CMS), can inform Americans who have lost their jobs and health insurance that they are eligible to apply for affordable health-care coverage under the ACA. This information is not being made available. Without this outreach, many Americans who have lost their jobs, and therefore their health insurance, remain unaware that they have the right to coverage by enrolling in the Affordable Care Act. (In California, people recently unemployed can apply to Covered California for health insurance.)

It’s possible that we will know whether the Supreme Court protects health-care coverage prior to the 2020 election. Regardless, voters need to consider these attacks as they decide who to vote for in November.

NEXT Our Leaders and Visionaries Reflect on

O

ne month ago, the Santa Barbara Independent emailed a simple survey to more than 100 of the region’s top thinkers,

leaders, and visionaries, from academics to artists and politicians to entrepreneurs.

Noting that it was far too early for much more than pure speculation in this unprecedentedly uncertain era, we asked three things: What they believed would happen when the world emerges from the COVID-19 pandemic, what they hoped would result, and what they most feared. More than three dozen responded, delivering insightful thoughts on the future to be.

In just four weeks — a calendrically short yet experientially long stretch — much has changed for the United States and the world at large. Protests surrounding the Minneapolis police suffocation of George Floyd have gripped our collective attention, pushing pandemic realities a bit to the back burner, even as the virus continues to kill many around the globe.

When we finally dusted off these survey results last week, there was concern that they’d be outdated, that the situation had evolved so much that responses would be lacking gravitas. Instead, given that so many worried about inequality and that so many expressed optimism for positive change, the survey resonated almost more loudly.

In next week’s Independent, we will be reflecting deeply on the June 19 holiday of Juneteenth, which celebrates the end of American slavery, and the modern plight of African Americans and people of color in Santa Barbara. For this week, we are letting our leaders reflect on the future for all of us, no matter race, creed, or status.

I believe that, 10 years from now, we’ll look back and talk of the wave of innovation that was spawned by the COVID-19 pandemic. Others will fall away.

I fear that if we don’t seize the moment to push through massive policy reforms that reverse the current four-decade-long trend of increasing economic inequality, we will lose the opportunity. No other event in my lifetime has brought our gross economic equality and racial equity gaps into starker focus than this pandemic. Now that everyone can see it, we need to act to change it.

I hope that the world will be more efficient. We’ve adapted to conduct business remotely and without traveling, so telecommuting will remain the norm for those industries that can function that way. The nonprofit sector will shrink, with the fittest and most essential surviving.

The recovery from COVID has to be city by city, county by county, state by state. The worst that can happen is to try to impose one-size-fits-all solutions.

I fear that 30 percent of businesses go out of business if landlords don’t forgive some rent or extend leases with present time deferrals. Empty spaces happen. Rents come down. This happened in the 400 to 600 blocks of State Street in the 1980s and ’90s. A lot of young entrepreneurs started restaurants and

I believe that heavy unemployment among immigrant service workers excluded from the safety net will result in major housing displacement after eviction freezes lift, particularly in neighborhoods already under gentrification pressure like the Eastside and Westside.

I hope this will push City Council to take bold action on housing affordability and that employers of domestic workers and hospitality workers will step up to meet the needs of their employees.

I fear this will be the tipping point for whole neighborhoods, and landlords will see this as an opportunity to permanently flip their buildings from catering to low-wage immigrant service workers to white-collar young professionals.

I believe that the post-pandemic era will bring about a new politics of health and health literacy in everyday people. Post-pandemic citizens will consume more vitamin C, keep their hands and surroundings sanitized and clean, and work out on a regular basis at higher rates than before. Voters will support politicians who promote health as a top priority in their four-point platforms. Schools, businesses, and workplaces will have to provide curriculum, resources, and insurance services for these newly evolved humans who are expecting to learn more about health and well-being and demanding that their health-care and well-being needs are addressed on a day-to-day basis. Post-pandemic humans will navigate this world seeking out quality, affordable, and ubiquitous systems of health care and well-being.

Already, exciting and innovative ideas are coming out of this difficult time. While certainly not ideal for what we do, Zoom has emerged as a new medium, a hybrid between live and filmed performance. I hope that in both theater and university education we will continue to use this new medium to reach audiences all over the globe. I have already been a guest speaker in classes in China and Poland on Shakespeare. I am looking forward to establishing more connections that weren’t possible before and do this all over the world..

I hope that we can get creative and use this opportunity to really look at developing a sustainable region — sustainable in all senses of the word.

This may mean exploring much more decentralized systems for basic needs (food, energy, water), building neighborhood-level capacity, and drawing on more local leadership to tackle the design challenges.

I fear that we’ll be so overwhelmed by cascading and overlapping problems that we will be in a constant state of triage, unable to do much more than apply Band-Aids. I worry that certain segments of the community will focus on building their own lifeboats, and that those who are most affected by these overlapping crises will have the least amount of control or voice.

I worry that we’ll come out the other side of this having crushed small businesses, farmworkers, and restaurants, and that we’ll be ever more dependent on Costco and Amazon to feed us.

Various reporting agencies and studies have projected that global carbon dioxide emissions will fall by about 6 percent in 2020, which would be the largest one-year tdrop ever recorded. But even with that drop, the effect on cumulative carbon dioxide emissions, which is what drives global warming, will be very modest. It is possible, depending on the nature of the post-pandemic recovery and the pace of decarbonization efforts already underway, that 2019 will retrospectively become the year of peak global emissions. If so, that would be a remarkable turning point and far more significant than the 2020 drop alone.

My hope is that with so many musicians home and the availability of home recording systems, some amazing music will get made. I also think that when we finally can gather to hear live music, its inherent magic will be renewed; we won’t take it for granted. At least I won’t as a performer.

I fear we will lose some of the smaller clubs and theaters of the world, places like SOhO and The Red Piano. They’re locally owned and run, and they are incredibly important for nurturing established and up-and-coming local talent. Most of the bigger venues of the world are connected with Live Nation or AEG; they have deeper pockets to weather this storm. I’d be sad to see the end of small, intimate clubs.

I believe that, when it is deemed safe to come out, the young people will be the first to want to be together. I feel they have less fear and are really yearning to be social with their friends. However, I don’t know if a room like ours — where for the standing/dancing shows, everyone is elbow to elbow — will eliminate our ability to actually have those kinds of shows. I fear it is a long time before a venue like SOhO will be able to be totally operational in its past capacity.

I fear that it may be a long time before large venues can reopen. I fear that even if we can, people will still be afraid to come out and be together. I fear people will be afraid to hug each other again. I fear that people will wear masks forever. I fear we will be less likely to be near strangers. I fear living in a virtual world. I fear our world leaders.

The new comfort level with virtual meeting software like Zoom and GoToMeeting will allow and promote more neighborly communication and the creativity that we always dreamed of but had a hard time implementing.

George Floyd’s heartbreaking final plea appeared last Monday in paint on the side of a downtown Santa Barbara business. The mural was created by Griffin Lounsbury and Chad (Chadillac Green) Westmoreland on the Haley Street wall of Eos Lounge nightclub.

Kaufman was already in discussions with Lounsbury to put some kind of public art along the wall, possibly of famous deejays, but after the events of the past several weeks, Floyd took precedence.

n a recent Friday, a small team from the Santa Barbara Bucket Brigade, which Montecito resident Abe Powell cofounded in 2018 to dig buildings out of the 1/9 Debris Flow, were working on their new mission: cloth face coverings.

At their digs in the Montecito Library, Powell and Ana Fagan sorted through some newly arrived metal nose-bridge strips. “People are using wire at the nose to hold the mask closed,” Powell explained, “but these are more comfortable and don’t have sharp ends that can poke through.” The strips had arrived in the mail from a company in North Carolina that called after catching Powell on CNN talking about the Brigade’s work.

The team had prepped supplies that morning and was waiting for their volunteer drivers to stop by. Twice a week, they take bags or boxes full of masks to locations like Foodbank of Santa Barbara County distribution sites, Cottage Hospital, and grocery stores.

For the squad of 300 who form the Brigade’s sewing corps, May 29 marked the 16,000th mask sewn since April 7, when the project began. Even inmates at the County Jail are lending a hand, cutting cloth from 10-foot lengths before they’re sent to Mission Linen to be washed gratis.

Altogether, an amazing 36,000 hand-sewn cloth face masks have been made by a loose consortium of volunteers in the past two months.

They include a group in Carpinteria, the Coastal Quilters Guild, and about 30 volunteers who call themselves the Craftivists. The masks go to essential workers at retirement homes and animal shelters, but also to churches, skilled nursing centers, school districts, and individuals.

Judi Weisbart, who keeps the Santa Barbara County Mask Network organized, said they had their sights on smaller masks for children, who will be in summer camps and then in school again — if COVID numbers stay tame in the county. Powell added that the Bucket Brigade was working on fun fabrics and smaller mask patterns for school kids.

“They’ll need five of them a week, or six for one extra,” he said, “before washing once a week. A bit of chlorine will help sanitize them.”

Asked about the sudden ubiquity of surgical masks online, Powell got insistent. “Just think. People throw those away. We’ll have thousands, millions thrown away!”

The Symbol of Sambo’s Pancake House Owners Respond to Racism Concerns

C

overing the Sambo’s Restaurant sign last week was

probably as close as Santa Barbara will ever get to tearing down a Robert E. Lee statue.

The restaurant, considered an iconic eatery by many who relish in its 63-year-long history, is seen by others as a blatant symbol of racism, as its name — which reportedly came from combining the names of its original founders — is also a derogatory term toward people of color. Opened in 1957, the restaurant was the first of what became a nationwide change and remains the last one standing, as the others had closed or rebranded due to controversy and bankruptcy issues by 1982. Last Friday’s sign covering and the forthcoming name change came as waves of Black Lives Matter protests fuel the removal of monuments in cities across the country that have ties to white supremacy, racism, and slavery.

As protests continued in Santa Barbara through the weekend, some pushed to dig even deeper into the city’s history, specifically calling out Mission Santa Barbara.

“Hidden behind this fraud of consumerism and tourism, Santa Barbara was built with racism on the backs of the native people,” said protestor Lucas Flores-Piña, a recent San Marcos High grad, on Sunday. “The mission is a monument to slavery.”

Santa Barbara may not be ready for that quite yet.

Indeed, the movement just to change the Sambo’s name required the protests’ momentum plus thousands of signatures demanding that the waterfront restaurant take action. The pancake house overlooking the beach on Cabrillo Boulevard was the first of the more than 1,000 Sambo’s that later opened up across the county at the height of America’s pancake house obsession.

When protests over the name first began in the 1970s, Santa Barbara remained the sole location to keep the name, in honor of its founders, Sam Battistone Sr. and Newell Bohnett. “This name for a small pancake and cof-

fee shop began quite innocently and is now part of our family history, which we have held onto, confident that there was no racist intent,” said Chad Stevens, one of the owners and grandson of Battistone Sr. “Still, we understand that intent is one thing and perception is another.

With the changing world and circumstances, the name isn’t just about what it means to us, but the meaning it holds for others.”

Not everyone buys the name story, though.

Douglas Hayes, a criminal defense attorney born and raised in Santa Barbara, claims to remember the day Battistone Sr. selected the name. About 10 years old at the time, he recalls sitting in the booth of the pancake house with his mother and Battistone Sr. at the exact location the restaurant sits today.

“Sam wanted to open a pancake house,” Hayes said. “He told my mother he was thinking of calling it Sam’s Purple Pancake Haven, and she offered a better idea and she recommended a story about a little Indian boy because of the story’s connection to pancakes.”

His mother, Barbara Hayes, ran the now-closed Humpty Dumpty preschool when the 1899 children’s book The Story of Little Black Sambo — a story originally about an Indian boy who turns four tigers into butter that he puts on his mother’s pancakes — was still popular. The restaurant

contains paintings from the book, too, further suggesting that the name was not merely a combination of Sam and Bo, but rather a tribute to the children’s story which has been on America’s banned book list since the ’70s.

“I can count on one hand the last 23 years the individuals who came in and asked for the name to change,” said the restaurant’s spokesperson John Davies, explaining that there had not previously been much vocal concern over the name since the national controversies 40 years ago. “It wasn’t a movement. When it was a larger chain, it was, but Chad and Michelle don’t have any connection to the larger chain.”

The Sambo’s reaction — which for now features the old sign’s letters being changed to “ & Love” with a new name on the way — reveal how well the protests are bringing about actual change. The woman who began the petition to change Sambo’s name, Rashelle Monet, was invited by the Stevens family to help cover up the sign herself.

Watching a black woman, hoisted in the air by a crane, cover up the Sambo’s letters one by one was a historical moment, and the national media was on hand to broadcast the scene.

This week, protests about the killing of George Floyd and police brutality against people of color are continuing across the country. Here in Santa Barbara, a pancake house’s name change was the first symbolic response. If the protests continue, could the mission be next? n

Owner Seth Anderson said that he was looking there at one time, but the pandemic put those plans on hold. Ortega St.), which is serving dine-in customers from two four-course tasting menus and running a modified menu called Black Sheep Express next door at 36 East Ortega Street.; Foxtail Kitchen and Bar (14 East Cota St.) is open again and has created a par parklet on Cota Street to spread out diners; the Breakwater Café (107 Harbor Wy.) is serving breakfast 8 a.m.-3 p.m. daily; and Campus Point Coffee (6560 Pardall Rd. in Isla Vista), which closed permanently due to the pandemic but is relaunching its brand and coffee sales through the website campuspointcoffee .com.. I emailed sister restaurant Rose Café on the Mesa and this was their response: “From my understanding, they are going to close permanently. I’m just not sure if it is official yet or not. Once I know, I can let you know.” I’m hoping for a comeback.

CSB’s Art Department has been a vital lifeline, influencer, and haven/incubator for Santa Barbara’s art scene for decades. Among its many symbiotic gifts to the artwatching public and artists themselves is the annual MFA Thesis Exhibition, an invariably intriguing glimpse into the creative energies of a select number of MFA candidate artists.

Unfortunately, COVID-19 has deprived us of this late-spring ritual, as the Art, Design & Architecture Museum is shuttered, in sync with other art spaces in town and in the world. Fortunately, the forces that be have mounted an impressive and thorough online exhibit, Field Day, of works from this year’s MFA crop. And though we have to settle for the realm of a faux “field” and dimension-less virtual gallery, delight is in store, once- or twice-removed.
