CHIEF’S MESSAGE Hello San Pablo, Welcome to our 2020-2021 Annual Report. I’m honored to continue to have the privilege of serving the community and as your Chief of Police, I invite you to browse our report and familiarize yourself with our department.

My hope is these pages provide useful and interesting information about this past year’s accomplishments highlighting our Crime Reduction Strategies through our mission and brand: Dedicated to Providing Exceptional Police Services.

The dedicated professionals of San Pablo PD serve a population of nearly 31,000 citizens. The members of our department truly care about the safety of our community and providing excellent customer service. Our staff responds to the public safety needs of the community with the most effective measures available within our existing resources with the primary focus of ensuring the safety and well-being of our citizens and visitors.

We are eagerly anticipating when we can meet in person again, rest assured we hear you, we see you, and we are working hard to ensure the safety of our community.

Our policing philosophy balances a foundation of traditional policing concepts with innovative and progressive methods to help evolve with our citizens into the future. Community problems are often best addressed by working in partnership with citizens; therefore, San Pablo PD will continually strive to enhance public relations and increase public confidence.

The San Pablo Police Department is committed to safeguarding our communities through successful collaborative strategies in Community Policing, Progressive Training, and Technology.

Community Policing is the foundation of our mission. We have dedicated, full-time staff to coordinate events which offer opportunities for the community and officers to engage and share perspectives in reaching the common goal of creating a safer San Pablo.

We continue to prioritize the latest in Progressive Training to our staff to maximize the service we provide. We pursue research-based training that aligns with our community’s expectations and the 21st Century Policing model.

We’re committed to providing our community with cutting-edge technology to keep San Pablo safe. Gunshot detection software and comprehensive public safety camera systems continue to play a huge role in reducing violence and property crimes.

STRATEGIC GOALS DEPARTMENT STATS Progressive Training In 2019, Officers responded to 39,467 incidents with only 0.09% of those resulting in force used by officers. In 2020, that number reduced as officers responded to 35,344 incidents with only 0.05% resulting in force used by officers. These numbers highlight the commitment to de-escalation and crisis intervention techniques as we continue to enhance our progressive training philosophy. In 2021, we’ve also begun expanding Active Shooter training to our businesses and through our community programs.

Community Relationships through Outreach and Education Although we never left, we look forward to meeting with our Community in-person again. When it is safe to do so, the Community Outreach Unit will be actively creating engagement opportunities to re-introduce the many outreach and education programs we have to offer. Before the end of calendar year 2021, our goal is to initiate inperson classes to include CERT, Parent Project, LISTOS, Community Police Academy, and more! Also, continue to look for more information on an Open House Event at our Police Department!

Public Safety through Technology The San Pablo Police Department will be implementing a new state-of-the-art records management system which will provide updated software capabilities to allow staff to provide exceptional police service. We will also be announcing exciting developments through the Drone as a First Responder Program. This commitment to developing technology will build upon the success and pride we’ve experienced with our Community through the Public Safety Equipment project in the recent past.

Even in lockdown during a global pandemic, the San Pablo Police Department made efforts to stay connected with our community. Staff from our Community Outreach Unit conducted outreach to each business in San Pablo to follow-up and educate on best practices and most upto-date health orders from Contra Costa County. We were also proactive with our residents in reaching out to our Neighborhood Watch Groups in learning their perspective and priorities during this challenging time. Since July 2020, we’ve been able to virtually hold five Business Watch meetings and twelve Neighborhood Watch meetings with our Community. We are grateful for their continued support and we look forward to being able to meet in person soon.

OMMUNITY This past year has been extremely tough for us as we were unable to deliver the same Community Programing as we’ve had in years past due to the health orders during the pandemic. With that said, we remained active by staying in touch through virtual meetings with our community on current public safety matters. We look forward to bringing back events to include Coffee with a Cop, National Night Out, and a special planned Open House Event at our Police Department!

There has been an increase in violence nationally over the past year. With schools and many community programs shut down during the pandemic, the San Pablo Police Department wanted to ensure families still had resources and information to help them keep their children safe. Subsequently our POP Unit delivered an informational virtual Gang Awareness class to our community in Spanish and English. Nearly 30 participants shared perspective and were able to ask our experts questions on how to recognize unhealthy adolescent behavior related to gang activity. Officer of the Year

Dante was hired as a San Pablo police officer in April of 2014. Over the past seven years, Dante has developed into a leader amongst his peers. He currently serves as one on the Department’s Training Staff, Bike Unit, SWAT Team, and is often called upon to be an Acting Sergeant. In February 2019, Dante was selected to the Priority Oriented Policing (POP) Unit. Dante has proven to be an invaluable asset to the Investigations Unit, and is often tasked with the tracking and apprehension of the most violent offenders. In June of 2020, during a critical period for law enforcement, DiMercurio was one of three Training Staff members tasked to implement de-escalation tactics training to Patrol officers. Dante’s professionalism and compassion provided context which gave officers confidence in their ability to perform their duties. Due to his consistent work ethic and professionalism, Dante was selected by his peers as the San Pablo Police Department’s 2020 Officer of the Year. Congratulations!

Jailer Jena Laguna Civilian of the Year

Jena was hired as an Administrative Clerk with the San Pablo Police Department in January 2016. Jena adapted quickly to her duties, and soon was called upon to train incoming clerks. After just two years, Jena applied and was selected as one of the agency’s first fulltime Police Jailers in 2018. Jena’s work ethic is beyond reproach as noted by her supervisors and peers. Comments from Jena’s performance evaluation include, “positive attitude; always helpful to your co-workers; can be counted on to complete any task; and hardworking.” During the COVID-19 pandemic, as prisoner transports were mitigated, Jena took the initiative to stay busy by focusing on vehicle abatement, blight, and traffic safety. Jena’s commitment to the Community and to her coworkers made her an easy choice by her peers as the 2020 Civilian Employee of the Year. Outstanding Work, Jena!

Officer Phillip Raine

Kellan was hired as a Police Officer in February 2021. Prior to coming to San Pablo, Kellan was an Oakland Housing Authority Police Officer for two years. Before his decision to become a police officer, Kellan was a successful executive chef working in world-renowned restaurants in the Napa Valley.

Phillip was hired as a Police Officer in May 2021. Phillip grew up in Contra Costa County, graduating from Salesian High School in Richmond before receiving a Bachelor’s Degree in Sociology from Sacramento State University.

Prior to coming to SPPD, Phillip was an El Cerrito Police Officer for six years.

Police Administrative Clerk Courtney Munoz Courtney was hired in March 2021 as an Administrative Clerk. Courtney grew up a resident in Contra Costa County and graduated from College Park High School in Pleasant Hill.

She received a Bachelor’s Degree in Criminal Justice from University of Nevada-Reno in 2019. Prior to coming to San Pablo, Courtney worked in the Ross Corporate Investigative and Safety Center as an Analyst.

year career in 1991 as a Reserve Officer, following his father, El Cerrito Police Sergeant Dennis Cook. He served as Undercover Narcotics Special Agent in WestNET, Detective, and Field Training Officer and in 1998, Sergeant Cook was selected as the Officer of the Year. In July 2008, Scott was promoted to the rank of Sergeant where he supervised: Patrol, FTO, Traffic Unit, Bike Unit, and Investigations. Thank you to Sergeant Cook and his Family and congratulations on an amazing career.

PST Linda Miller was hired by the City of San Pablo on January 4, 1988, as a Code Enforcement Officer. Beginning in 2003, she transferred to the Police Department as a Police Services Technician assigned to our Code Enforcement Unit. In her career, Linda was integral in the revitalization of the San Pablo Community. With her institutional historical knowledge of the City, Linda was the go-to person for staff to rely upon for her expertise in all things related to Code Enforcement for 30-years. We recognize much of the success we experience today was due in large part to Linda’s career and we congratulate her as she enters retirement.

DEDICATED TO EXCEPTIONAL P INVESTIGATIONS Significant Cases

Home Invasion Robbery Case 21-1267 On May 12, 2021, two suspects, armed with guns, came into San Pablo and confronted a man as he was watering the front yard to his residence. The suspects dragged the man into his home and confronted the family of six.

Some of the victims were pistol-whipped as the suspects threatened to kill them. The suspects robbed the family of cash and jewelry as well as other personal belongings. A third suspect waited in a vehicle outside as the robbers fled San Pablo prior to police arrival. Thankfully, the victims did not suffer more serious injuries.

Again, our Public Safety Technology camera system assisted in identifying the suspect’s vehicle. The Investigations Unit committed weeks of tireless work, which included weeks of surveillance to identify those responsible.

On June 17, 2021, a multi-agency operation was conducted to serve search/arrest warrants in Vallejo, Antioch, and Pittsburg. Detectives were able to close this investigation with the arrests of a 26-yr-old Vallejo resident, and a 32-yr-old Antioch resident. Detectives seized evidence related to the crime to include three guns, ammunition, and body armor. The District Attorney’s Office formally charged the suspects with 26-felonies to include kidnapping, robbery, and weapons violations.

Homicide Case 20-2837 On September 5, 2020, the San Pablo Police Department began investigating the deadly freeway shooting of a 20-year-old male Richmond resident. Freeway shootings have become prevalent in the Bay Area over the past several years and have proven to be the most challenging for law enforcement to solve. With the assistance of Public Safety Cameras, our Investigations Unit was able to quickly identify the shooting vehicle and track the suspects to their home in Fairfield. Within 24-hours, two suspects were arrested and the District Attorney’s Office formally charged them with murder.

This is an example of how Public Safety Technology Equipment combined outstanding police work can make a difference in solving even the most difficult of cases and help keep San Pablo safe.

O PROVIDING POLICE SERVICE CRISIS RESPONSE UNIT Our Special Weapons And Tactics (S.W.A.T.) team and Hostage Negotiations Teams (H.N.T.) were activated 6 times in 2020 to conduct search warrant operations. All of the activations involved apprehending suspects for violent felonies including attempted homicide and robbery, or weapons possession. Each search warrant conducted resulted in apprehension with zero injuries to officers or members of the community.

PRIORITY ORIENTED POLICING The goal of the Priority Oriented Policing Unit is to investigate gang-related crimes and reduce gang activity amongst youth. The Unit assisted the Investigations Division with two homicide investigations in addition to several other violent crimes.

SERVICES Code Enforcement

City Beautification Project During the pandemic, San Pablo experienced an increase in illegal dumping and blight. Subsequently, the Police Department partnered with Public Works to commit fulltime staff to initiate a focused month-long campaign to address the issue. A comprehensive social media campaign resulted in a 140% increase in community engagement on those platforms. The Community Outreach Unit met with each business in the City to discuss cleanup opportunities.

Additionally, the community used the Government Outreach mobile application to assist staff in identifying areas of cleanup.

Bulk Garbage Removal • Garbage collected during City Beautification Project (August): 33.20 tons (-39% reduction) • 250 Go Request’s submitted to Public Works • 17 Encampments removed (health hazard) • 74 Shopping Carts used for transporting garbage and debris were collected by Public Works

S DIVISION Juvenile Education Welfare Liaison (J.E.W.L.) Program The San Pablo Police Department’s J.E.W.L. Program (Juvenile Education Welfare Liaison), has continued through the past year during the pandemic. These specially trained J.E.W.L. Officers respond to all student related incidents from any of the seven schools located in the city of San Pablo. J.E.W.L. Officers also respond to any juvenile related incident within the City of San Pablo outside school campuses. In addition to calls for service, J.E.W.L. Officers are responsible for continuing the tradition of teaching the G.R.E.A.T program at the San Pablo Community Center as an after-school program. As we are returning to delivering community events, J.E.W.L. Officers will be working in tandem with existing local youth activity leagues establishing new relationships to develop our youth to promote healthy living in our community. The primary goal for this collaborative effort is to reduce juvenile crime and improve the lives of our youth by providing positive outlets for expression, learning and character development.

SPPD received a mental health call of a teenager arming himself with a knife while barricading inside a room in his home.

J.E.W.L. Officer Banayat had previously worked with this family to get them assistance for the teenager’s condition.

After 20-minutes of negotiation, the teenager dropped his knife and came out peacefully. He was sent to the hospital to receive mental health services. This is just one example of how our officers can slow things down in our response to highly volatile situations.
