US Judge Upholds Trump's $100K H-1B Visa Fee Amid Immigration Crackdown

A US federal judge on Tuesday upheld President Donald Trump's $100,000 fee to process H-1B visa applications, acknowledging it could "inflict significant harm on American businesses and institutions of higher education."

In a 56-page opinion, US District Judge Beryl Howell wrote that the president has "broad statutory authority" to address "a problem he perceives to be a matter of economic and national security."

The H-1B fee is part of a larger immigration crackdown by Trump, who has unleashed a massive push against migrants since returning to the White House -- though until now it had not targeted the visa on which Silicon Valley

relies heavily. Trump argued that the H-1B visa system was being abused to replace American workers with people willing to work for less money.

The United States awards 85,000 H-1B visas per year on a lottery system. India accounts for around three-quarters of the recipients.

The US Supreme Court has rejected the Trump administration's bid to deploy National Guard troops in the Chicago area, over the objections of local and state officials.

In an unsigned order, the top court said the president's ability to federalise the National Guard likely only applies in "exceptional" circumstances.

The National Guard consists of primarily state-based troops that typically respond to major issues like natural disasters or large protests.

The ruling marks a rare departure for the conservative-majority court which has largely sided with the Trump administration in recent months.

Illinois Governor JB Pritzker called it "a big win for Illinois and American democracy".

The White House has not issued an immediate response to the ruling.

The Chicago deployment is part of a series of efforts by the Trump administration to subdue protests against federal immigration raids in primarily Democrat-led cities, including New Orleans, Portland and Washington DC. Trump argues that his use of troops is necessary to quell violence in Democratic-controlled cities, crack down on crime and support his deportation initiatives.

New Delhi: The US Department of Justice has released new documents and photographs from the late convicted sex offender Jeffrey Epstein's townhouse. The files featured images of disturbing child-themed artwork, role-play costumes, and questionable decor in his Upper East Side home.

resident Donald Trump said he believed "people are very angry that pictures are being released" that connect them to notorious sex offender Jeffrey Epstein, days after the Justice Department released a new tranche of files tied to the late financier.

"People that really had nothing to do with Epstein, but they're in a picture with him because he was in a party, and you ruin a reputation of somebody," Trump said Monday at his Mar-a-Lago estate in Florida. "So a lot of people are very angry that this continues."

Trump said he hated to see former President Bill Clinton, who appeared frequently in the release, being tarnished by the association, describing the situation as "terrible." "But this is what the Democrats - mostly Democrats, and a couple of bad Republicans - are asking for," Trump continued. "So they give you their photos of me too. Everybody was friendly with this guy, either friendly or not friendly, but he was around."

The Epstein files, and the fight over their disclosure, have sparked infighting among Trump's supporters, adding to the political headwinds that the president is facing heading into next year's midterm elections. The Justice Department last Friday disclosed thousands of pages of photographs, phone records and notes from the federal investigations of Epstein.

But much of the release was heavily redacted, and it did not contain the entire scope of documents in the government's possession. That triggered accusations from lawmakers in both parties that Trump's administration failed to adhere to a bipartisan law that required the full release of the files.

The FBI case file EFTA00020518, one of the newly released documents from the FBI, dated October 2020, contains allegations related to Trump. Names and other identifying information have been blacked out, so the sources of the allegations and people involved are not publicly visible, according to CNN. The document includes a report from a limo driver, whose name is also redacted. The driver described a "very concerning" phone call involving Trump in 1995 while he was driving him to an airport.

During the call, Trump reportedly said the name "Jeffrey" multiple times and made references to "abusing some girl."

Peace of life, better systems and dignity at work matter more than money, say overseas Indians A candid admission by non-resident Indians (NRIs) living in developed countries has sparked fresh debate on social media: even after accumulating savings of Rs.5–6 crore, many have no desire to return to India permanently. The discussion gained traction after a social media influencer shared a conversation with a friend settled in Canada, who openly admitted that despite financial security, returning to India no longer feels appealing. The post struck a chord online, as many NRIs echoed similar sentiments, arguing that while money is important, quality of life and mental peace matter far more.

According to several overseas Indians, their reluctance to return is not rooted in hatred for their homeland but in the contrast between daily life abroad and in India. Many pointed to better work culture, transparent systems, respect at the workplace, lower corruption and stronger institutional support in countries such as Canada, the US, Australia and parts of Europe.

NRIs also highlighted everyday challenges in India — traffic congestion, pollution, bureaucratic delays and constant stress — which, they say, drain energy and reduce overall well-being. “In developed countries, rules are clear, overtime is paid, and dignity at work is respected,” one NRI said, adding that these factors outweigh even substantial financial savings.

Several viral videos and posts reinforce the argument. One Indian living in Canada stated that even after saving crores, people avoid returning because income opportunities and financial stability are far stronger abroad. Others cited benefits such as free or subsidised healthcare, government-supported education, child benefits and social security systems that provide a safety net during difficult times.

The sentiment is not limited to one country. A software engineer originally from Chennai, now living in Australia, recently posted on Reddit advising young Indians to seriously consider opportunities abroad, calling claims that life overseas is “miserable” misleading.

Similarly, a 45-year-old IT professional who returned to Bengaluru after spending nearly two decades in the US said he regretted his decision and is now planning to move to Germany despite a lower salary.

New York: US border patrol agents have arrested 30 Indian nationals, living illegally in America, operating semitrucks with commercial driver's licenses.

Border Patrol agents in the El Centro Sector in California arrested 49 illegal immigrants with commercial driver's licenses during vehicle stops at immigration checkpoints and in interagency operations, US Customs and Border Protection (CBP) said in a statement last week.

Between November 23 and December 12, agents apprehended 42 illegal

individuals operating semitrucks with commercial driver's licenses while travelling on interstate or traversing immigration checkpoints.

Of those arrested, 30 were from India, two were from El Salvador, and the remainder were from China, Eritrea, Haiti, Honduras, Mexico,

Thakkar was reportedly detained in front of the media. When questioned, an agent allegedly described him as an “illegal alien.”

Some reports say he broke down during the arrest and requested to speak with a lawyer, claiming to be a heart patient.

Local media say at least 15 immigrants were arrested on Wednesday, after around 10 arrests on Monday. The operations are being led by Border Patrol commander Greg Bovino, who has said enforcement was never suspended and will continue in Chicago.

In a statement issued on Wednesday, Peters said the agreement concedes too much—particularly on immigration—while delivering insufficient benefits to New Zealand, especially in the crucial dairy sector. He argued that while New Zealand would fully open its

market to Indian goods, India has not agreed to lower high tariff barriers on key dairy exports.

“Regrettably, this is a bad deal for New Zealand,” Peters said, adding that the exclusion of milk, cheese, and butter makes the agreement “impossible to defend” to farmers and rural communities. Dairy exports were valued at about $13.94 billion in the year to November 2025, accounting for nearly 30 per cent of New Zealand’s total goods exports.

Peters said New Zealand First had repeatedly warned its coalition partner, the National Party, against rushing into what it described as a “low-quality” agreement and urged negotiators to seek better outcomes over the full parliamentary term. The party invoked the coalition’s “agree to disagree” clause during Cabinet approval and confirmed it would vote against the enabling legislation.

Beyond trade, Peters raised concerns over immigration provisions, including a proposed new employment visa for Indian citizens and expanded work rights for Indian students. The Program Electronic Review Management (PERM) process is commonly used by technology firms to support employees on visas such as the H-1B in obtaining a US green card.

The move comes at a time when tech workers on work visas are facing increased uncertainty due to recent policy changes, including higher H-1B visa fees and longer processing delays. Google's legal advisers have also cautioned some visa-holding employees against international travel because of significant delays in visa processing.

Google plans to expand its PERM green card sponsorship program in 2026, setting clear eligibility rules tied to job role.

The memo outlined strict eligibility criteria for PERM applications.

Employees must work in roles that require a formal degree and prior professional experience. In addition, only office-based employees will be

considered. Remote employees must agree to relocate to a Google office to qualify.

The Donald Trump administration in the United States announced a mega Christmas incentive for undocumented immigrants to leave the country voluntarily. In the latest effort to escalate mass deportations and slash enforcement costs, the Department of Homeland Security (DHS) is offering illegal aliens $3,000, or approximately Rs 2,70,738, along with paid travel, if they agree to leave the US before the end of the year.

"Illegal aliens who sign up to selfdeport through the CBP (Customs and Border Protection) Home app

by the end of the year will receive a $3,000 stipend in addition to a free flight home. Using the CBP Home app also qualifies recipients for forgiveness of any civil fines or penalties for failing to depart the country," DHS said in a statement.

The $3,000 stipend is triple the $1,000 payout that Team Trump announced in May. The move is part of the Trump administration's holidayseason campaign aimed at speeding up deportations.

The suspect was arrested Sunday afternoon at a residence in Kearny, approximately 10 miles (16 kilometers) west of New York City, after firefighters extinguished the blazes and police ended a brief standoff. According to the Hudson County Prosecutor’s Office, the man exited the home armed with knives before being taken into custody without

further incident.

Kearny police were first alerted to the case Saturday at approximately 6:45 p.m., when officers responded to reports of an injured man found near an intersection in the area. Investigators later determined that the victim, a 45-year-old man from the nearby town of Harrison, had been struck by an arrow.

The victim was transported to a local hospital, where he later died from his injuries, authorities said.

Indian Woman Himanshi Khurana Murdered In Canada, Partner Is Prime Suspect HiIndia Newsdesk

A 30-year-old Indian woman was killed in Toronto, Canada, in what police believe is an act of intimate partner violence. Canadian law enforcement has issued a countrywide warrant for the arrest of a suspect, 32-year-old Abdul Ghafoori, who is wanted on the charge of first-degree murder of Himanshi Khurana.

Officers said they responded to a report of a missing person in the Strachan Avenue and Wellington Street W area on Friday night at around 10:40 pm and started the investigation. On Saturday, at around 6:30 am, "officers located

NEWARK, NJ - The final weeks of 2025 have brought more troubling news for New Jersey workers, as a fresh round of layoffs has pushed the state’s total job cuts beyond 16,000 for the year.

The largest recent reduction comes from Verizon, which announced it will eliminate 1,319 positions in New Jersey, according to the state Department of Labor’s WARN notice database. Other companies reporting layoffs in recent weeks include Wonder Group, a fastcasual restaurant chain cutting 121 jobs by Feb. 19; CMC Energy Services in Hamilton, reducing 89 positions by March; Intercept Pharmaceuticals in Morristown, laying off 146 workers by June 30; and Anheuser-Busch, which will eliminate 151 jobs in Newark in March.

The continued job losses have raised concerns about whether New Jersey is approaching a recession. The state’s unemployment rate stood at 5.2 percent

He said executive actions cannot override statutes, making temporary “pauses” the furthest the administration can go without congressional approval.

The issue resurfaced after Neves Valente, a green-card holder who entered the U.S. through the Diversity Visa program, was linked to multiple fatal shootings before dying by suicide. Officials cited his case while emphasizing that green cards and visas can be revoked if laws are broken.

Murray criticized the administration for using isolated crimes to justify broad immigration restrictions, arguing the system is meant to assess individual merit, not punish entire groups.

The Diversity Visa program issues up to 55,000 green cards annually and any permanent changes would require Congress. As of January 2024, about 12.8 million lawful permanent residents live in the U.S. The administration continues tightening legal immigration pathways as part of its push for large-scale deportations.

WASHINGTON, DC – The Coalition of Hindus of North America (CoHNA) has expressed deep concern over what it described as the continued silence of international media and global institutions regarding violence against Hindu minorities in Bangladesh.

The statement followed the brutal mob lynching of a Hindu man, Dipu Chandra Das, on December 18 in Bhaluka Upazila of Mymensingh district, over allegations of blasphemy for allegedly insulting Islam. According to reports, an Islamist mob lynched Das, hung his body from a tree, and set it on fire. Condemning the incident, CoHNA warned that Bangladesh is “descending into a state of savagery,” with Hindus bearing the brunt of escalating violence.

The organization also criticized recent attacks on diplomats and the vandalism of media offices, including The Daily Star and Prothom Alo, outlets that have attempted to continue reporting on what CoHNA termed the “expanding reign of Islamist terror.”

CoHNA accused global institutions and international media of deliberately ignoring the killing, despite the circulation of disturbing images and videos documenting the brutality.

It noted that the United Nations Human Rights Commission and other international human rights bodies failed to address Das’s murder, even though it involved a clear violation of the most basic human right—the right to life.

“The UN Human Rights Commission issued a statement condemning the murder of an Islamist leader, yet made no mention of Das or the persistent violence against minorities,” CoHNA said. The organization also noted that the US Embassy in Dhaka condemned the Islamist leader’s death on social media but did not reference Das. CoHNA further warned that those seeking justice for Das may soon be labeled as “Hindu nationalists,” “rightwing,” or “agents of the Indian state.”

The group concluded that, as in past cases, Das’s murder risks being forgotten by the world, mourned only by his impoverished family.

N EW BU R G H H E IG H T S , O H Authorities in Ohio say three children could face criminal charges in juvenile court after allegedly stealing a vehicle, leading police on a brief pursuit before crashing the car into a residential yard.

According to Newburgh Heights Police, officers received an alert on December 20 regarding a stolen vehicle in the area. Shortly afterward, police located the vehicle and attempted to initiate a traffic stop. However, the driver refused to comply and sped away, prompting a pursuit.

The chase ended when the stolen vehicle crashed into a yard. Police said the occupants — three children ages 12, 11, and 8 — fled the scene on foot but were later apprehended by officers.

Investigators determined that the 11-year-old child was driving the vehicle at the time of the incident. Police said the child admitted to learning how to steal a car by watching videos on YouTube.

Following their arrest, the children were released to their parents. Authorities said criminal charges are pending and will be filed in juvenile court.

WASHINGTON, DC -The Trump administration is rapidly reshaping U.S. immigration policy through a wave of executive orders, regulatory proposals, and agency guidance that collectively restrict legal migration pathways, tighten asylum eligibility, and increase scrutiny of workers, students, and families.

In 2025, the White House, Department of Homeland Security (DHS), and U.S. Citizenship and Immigration Services (USCIS) issued multiple actions that—pending litigation and rulemaking—could significantly alter who may enter, remain in, or obtain permanent residency in the United States. USCIS and DHS have also confirmed inflation-based fee increases taking effect January 1, 2026, raising costs for asylum, parole, TPS-related filings, work authorization requests, and certain travel programs such as ESTA and EVUS. The administration has signaled a tougher stance on high-skilled visas, particularly the H-1B program. A presidential proclamation introduced a controversial $100,000 fee on certain new H-1B petitions, prompting immediate lawsuits from employers, universities, and worker groups. Plaintiffs argue the fee exceeds

presidential authority and undermines Congress’s intent to allow U.S. employers access to global talent. At the same time, DHS has expanded audits, site visits, and requests for evidence, slowing approvals and increasing denial rates, even for renewals.

Immigration enforcement has intensified beyond visas. Following a deadly shooting involving an immigrant, USCIS announced it would begin reviewing green-card and other immigration statuses for individuals from 19 countries. At the same time, the administration unveiled a $1 million “Gold Card” visa offering a pathway to permanent residence for wealthy investors.

A top Amazon executive revealed that the company has blocked more than 1,800 job applications from suspected North Korean agents. Amazon’s Chief Security Officer Stephen Schmidt said in a LinkedIn post that North Koreans tried to apply for remote working IT jobs using stolen or fake identities.

“Their objective is typically straightforward: get hired, get paid, and funnel wages back to fund the regime’s weapons programs,” he said, adding that this trend is likely to be happening at scale across the industry, especially in the U.S. Authorities in the U.S. and South Korea have issued warnings about Pyongyang’s operatives carrying out online scams.

NYPD officers were first deployed on every overnight train in January as part of the state’s effort to enhance subway safety. Hochul, joined by NYPD Commissioner Jessica Tisch and Mayor Eric Adams, announced that subway crime has fallen to its lowest level in 16 years. Overall subway crime is down 14.4 percent compared to 2019 and down 5.2 percent from 2024.

CHCAGO, IL - Chicago Police are warning the public about a recent series of forcible burglaries reported across multiple neighborhoods in the city and surrounding areas.

In each incident, two to four offenders arrive at the location in a stolen vehicle.

The offenders exit the vehicle carrying a hammer or other blunt object, which they use to smash or force open the front door of the business or residence.

Once inside, the offenders steal large fire extinguishers, small deposit boxes, small safes, poker machines, and varying amounts of U.S. currency. The offenders then flee the scene in the stolen vehicle.

Offender Description: The offenders are described as two to four Black males, approximately 16 to 25

years old. They were last seen wearing all-black hooded sweatshirts, dark pants, and black shoes. Each offender was also wearing black ski masks and gloves.

Lisa Khanna Claims Instacart Fired Her Over Fear of Trump Supporter Backlash HiIndia Newsdesk

SAN FRANCISCO, CA – Long before entering politics, Lisa Vedernikova Khanna learned how fragile opportunity can be.

R aised by a single mother who fled Soviet Russia and spent years undocumented in the United States, Khanna grew up watching her parent build a small business while navigating life on the margins. By her early teens, Khanna was working multiple jobs to help support her family, a routine she continued through college. She says those experiences shaped her commitment to public service and ultimately led her to run for Congress.

Now, Khanna alleges that decision cost her a job.

In a lawsuit filed December 14 in San Francisco Superior Court, the former Instacart executive claims the grocery delivery company fired her out of concern over political backlash tied to her Democratic policy positions.

The lawsuit alleges Instacart sought to strengthen ties with Trump-aligned figures after the 2024 election, including donating to Trump’s inaugural fund. in Virginia’s 1st Congressional District, served as chief of staff to Instacart’s chief corporate affairs officer beginning in early 2023. She was terminated in June, according to the complaint.

The lawsuit alleges that Instacart initially approved Khanna’s plan to seek elected office but later reversed course

after reviewing her campaign website.

Company leaders allegedly objected to her public support for abortion rights and gun control, concluding that potential Republican criticism and scrutiny from a Trump administration posed too great a risk. Within hours of that review, Khanna was told she

could not continue her campaign while remaining employed. Less than two weeks later, she was fired, the suit claims, explicitly because of her policy views.

The allegations were first reported by The Washington Post.

Instacart strongly disputes the claims.

In a statement to CNBC, a company spokesperson said Khanna’s separation had nothing to do with politics, noting that the company offered alternatives such as a leave of absence or a paid consulting arrangement during her campaign.

WASHINGTON, DC -A new report from the American Immigration Council warns that the U.S. childcare system—already strained by high costs, staffing shortages, and rising demand—faces severe disruption under President Donald Trump’s mass deportation agenda. The loss of even a portion of the childcare workforce could leave families without reliable care and force many parents out of the labor force.

Titled Immigrant Workers and the Childcare Crisis: What’s at Stake for Families and the Economy, the report finds that immigrants make up about one in five childcare workers nationwide, with far higher shares in major metro areas such as Miami and San Jose. More than half of these workers are non-citizens, and nearly one-third are undocumented, making them particularly vulnerable to deportation or loss of work authorization.

The report includes in-depth profiles of 10 childcare providers and parents whose livelihoods and family stability are already being affected by stepped-up enforcement actions and visa uncertainty. According to Jeremy Robbins, executive director of the American Immigration Council, “Working parents already feel the strain of a childcare system that’s barely holding together. Parents can’t clock in if they don’t have safe, stable childcare, and immigrants play a key role in providing that. Mass deportation pulls that

foundation out from under families and jeopardizes parents’ ability to stay in the labor force.”

Researchers document how enforcement crackdowns have already disrupted childcare access in several communities. In South Philadelphia, a daycare serving mostly low-income immigrant families saw enrollment fall from 158 children to 97 after enforcement actions, forcing layoffs and classroom closures. In Washington, D.C., a preschool lost teachers who were unable to maintain work authorization under new restrictions.

Key findings show that 20.1 percent of U.S. childcare workers—more than 282,000 people, overwhelmingly women—are immigrants. In cities like San Jose and Miami, immigrants account for more than twothirds of the childcare workforce, and nearly half in Los Angeles, New York, and San Francisco. Staffing shortages are already severe, with the Bureau of Labor Statistics projecting more than 160,000 childcare job openings annually over the next decade.

Beyond households, the report warns of broader economic consequences. Census data show that in 2025, nearly 13 million households with children experienced work disruptions due to lost childcare.

LOS ANGELES, CA – The University of California, Los Angeles has received a bequest of more than $4 million to strengthen the long-term training of future physician scientists, marking one of the most significant recent private gifts to its Medical Scientist Training Program (MSTP).

Made through the Gambhir Family Trust, the gift establishes a $3 million endowed chair and a $1 million fellowship at the David Geffen School of Medicine at UCLA. Together, the endowments will provide sustained support for the UCLA–Caltech Medical Scientist Training Program, a highly selective dual-degree pathway that prepares physicians to integrate patient care with cutting-edge biomedical research.

After leaving UCLA in 2003, Gambhir joined Stanford School of Medicine, where he served as chair of radiology, founded multiple interdisciplinary centers, co-authored nearly 700 peerreviewed papers, held 40 patents, and helped launch several biotechnology companies.

PORT ARTHUR, TX - Newly released body camera footage from the Port Arthur Police Department played a critical role in the conviction of Ankur Patel, a local businessman found guilty of his third DWI offense.

The video, obtained from the Jefferson County District Attorney’s Office, shows Patel, 42, attempting to evade arrest by appealing emotionally to the arresting officer, saying, “I love you, just help me out.” During the trial, Jefferson County Assistant District Attorney Daniel Boyd emphasized Patel’s repeated disregard for the law and public safety.

“You’ve given him a chance. You’ve given him a probated punishment there, and he continued just to ignore that and not take it seriously,” Boyd told the jury. “He has a disregard for not only his safety, but the safety of everybody else out there.”

The bodycam footage, recorded in 2022, shows Patel parked in the middle of a feeder road near Highway 365. He told officers he was returning from a Super Bowl party. The video captures Patel struggling to complete sobriety tests, appearing incoherent, stumbling repeatedly, and eventually falling onto his back.

Despite pleading with officers for leniency and referencing his prior DWI history, Patel was taken into custody. Boyd also addressed the broader danger posed by repeat drunk driving offenders.

“It’s actually far too common. They just don’t take it seriously,” Boyd said. “They think no one got hurt this time—until someone is hurt, until someone is burned up in a vehicle, families are killed tragically together. Often times, the individual driving intoxicated survives and leaves a trail of tragedy.” Court records show Patel’s blood-alcohol content was nearly three times the legal limit at the time of his arrest. A jury ultimately found him guilty, and Judge John Stevens sentenced Patel to two and a half years in prison.

VENTURA COUNTY, CA. - A rideshare driver has been arrested after an investigation into the alleged sexual assault of an unconscious passenger, the Ventura County Sheriff ’s Office said.

Investigators said the suspect, Simranjit Singh Sekhon, picked up the victim in Thousand Oaks. CHICAGO, IL -Federal immigration agents arrested a man at an Evanston gas station Wednesday morning, prompting a sharp exchange between U.S. Border Patrol Cmdr.

Bovino told Biss his team was addressing “violence committed by those that shouldn’t be here in your community.” Biss, a Democrat running for Congress, responded that he was unaware of such activity.

“Well, that’s probably the problem. Maybe

you should get aware,” Bovino replied as protesters jeered and blew whistles at the Mobil station on Green Bay Road. Biss later accused Bovino of dodging questions about

his mission and authority, calling him a “condescending, sarcastic liar” and accusing federal agents of staging a spectacle to intimidate immigrant communities.

After the arrest, Bovino told reporters his agents were “still running checks” and could not immediately justify the detention. He said Border Patrol could remain in Chicago indefinitely, adding, “We’ve got a lot of work to do here… a lot of illegal aliens to arrest.”

Bovino’s team returned to the Chicago area Tuesday after leaving last month amid controversy. At least nine people were

arrested Wednesday across the city and suburbs, including two men pulled from a pickup truck outside a Home Depot in Evanston and another detained in Mount Prospect. Sixteen people were arrested in the rideshare lot at O’Hare International Airport, Bovino said on X. Among those detained was Bibim Thakar, an Indian rideshare driver who said he has lived in the U.S. for more than 11 years, has a history of heart attacks and pleaded to speak with a lawyer. An agent said Thakar “does not have status.”

Operation Highway Sentinel targeted commercial trucking companies following several fatal accidents involving illegal aliens operating semitrucks with improperly issued CDLs. INDIO, CA— In recent weeks, El Centro Sector U.S. Border Patrol agents arrested 49 illegal aliens who were operating commercial vehicles with commercial driver’s licenses (CDLs) during vehicle stops at immigration checkpoints and through coordinated interagency operations.

Between Nov. 23 and Dec. 12, agents from the Indio Station apprehended 42 illegal aliens driving semitrucks on interstate routes and at immigration checkpoints along Highways 86 and 111. Of those arrested, 30 were nationals of India, two were from El Salvador, and the remaining individuals were from China, Eritrea, Haiti, Honduras, Mexico, Russia, Somalia, Turkey, and Ukraine. California issued 31 of the CDLs, while the remaining licenses were issued by Florida, Illinois, Indiana, Ohio, Maryland, Minnesota, New Jersey, New York, Pennsylvania, and Washington.
