Modi-Obama summit in September Narendra Modi expresses his keenness to give a push to the flagging Indo-US ties and has accepted President Obama’s invite to visit Washington IANS, NEW DELHI

N

early a decade after it denied him a visa and blacklisted him, the US is practically preparing to roll out the red carpet for Prime Minister Narendra Modi who is set to hold a summit meeting with President Barack Obama in Washington in September-end this year.

According to official sources, Modi has expressed his keenness to give a push to the flagging Indo-U.S. ties and has accepted Obama’s invite to visit Washington. The U.S. denied Modi a visa in 2005 over the Gujarat riots, in which over a 1,000 people, mostly Muslims were killed.

Modi was Gujarat chief minister when the riots occurred and the US State Department invoked a little-known US law passed in 1998 that makes foreign officials responsible for “severe violations of religious freedom” ineligible for visas. After the swearing-in of Modi, who led the BJP to a spectacular victory in the general election, Obama in a message vowed to work closely together with the new Indian prime minister “for years to come”.

Obama was quick to acknowledge Modi’s “resounding” victory

in the election and extended an invitation to him to visit Washington — effectively ending the visa ban on him.

Obama is believed to be keen to patch up the damage to Indo-US ties as fast as possible. His meeting with Modi will be the second within the span of a year with an Indian prime minister. He had met Manmohan Singh in September last year during the former prime minister’s visit to Washington enroute to the UN General Assembly.

Modi, whose move to reach out to South Asian neighbors during his swearing-in has been lauded, gave an indication of his foreign policy thoughts in interviews before coming to power. He had said that individual incidents should not be allowed to cloud bilateral relations — an apparent reference to the visa ban on him by the U.S. Bilateral ties, which had seen a cooling off during the latter years of UPA-II, suffered a setback with the handcuffing and strip search of Indian diplomat Devyani Khobragade last year for alleged visa fraud and

Central Bureau of Investigation (CBI) Special Judge J.P.S. Malik awarded life terms to 17 policemen involved in the staged gun battle and said the case did not fall in the rarest of rare category and was based on circumstantial evidence. CBI had asked for death penalty for the convicted policemen.

As the judge announced the order, the victim’s father, Ravinder Pal Singh, broke down. “The convicts must be awarded death penalty for their offenses,” he told reporters.

The wives of a few policemen also broke down inside the courtroom and said that court must show some leniency towards them. “Most of the policemen have young children.

ttar Pradesh is known for having sent several prime ministers — Jawaharlal Nehru, Indira Gandhi, Rajiv Gandhi and now Narendra Modi — to Parliament.

It is also the crucible of the composite north Indian Hindu-Muslim culture, famous for courtly etiquette which percolated down to the lower levels as well.

But there is another side of Uttar Pradesh which is less salubrious. It isn’t only the traditional casteism of the Hindi belt with its inbuilt prejudice and antagonism. A part of this sectarian custom is a patriarchal mindset typical of communities which haven’t yet come to terms with the modern age with its concept of the rights of women.

In recent years, a community which has come to symbolize the state’s backwardness is the one

which currently rules the state, viz. the Yadavs, described in Wikipedia as a “non-elite, pastoral” group.

Being the most prominent of the Other Backward Classes (OBCs), which are known for their social and educational backwardness, the Yadavs have another dubious claim to fame — that of rampant hooliganism.

But Akhilesh Yadav hasn’t been successful in improving the image.

Instead, the continuing incidents of rape in Uttar Pradesh have begun to attract worldwide attention, dissuading potential tourists from visiting India.

The incident which has caused widespread outrage and revulsion is the rape of two cousins by a

group of men who later killed them and hanged them from a tree. The fact that the two teenagers were dalits provided further confirmation of the centuriesold animosity between the backward castes and the “untouchables”.

But it isn’t only this and a number of other incidents, including a rape in Rahul Gandhi’s constituency of Amethi, which have shocked the rest of the country. No less

appalling has been the disgracefully casual attitude of the SP leaders.

The most reprehensible was the attempt a few weeks ago of the septuagenarian former chief minister Mulayam Singh Yadav to virtually exonerate rapists by saying that young men sometimes commit mistakes but they should not be given capital punishment for their offenses. That this person once aspired to be prime minister can make one shudder.

e are seeing the seeding of a remarkable shift and modification of some archaic structures and mechanisms in the country. These were clearly archaic, reflective of the Raj and exploitative to the extent that they enslaved the country’s population. The masters of this were none other than the bureaucracy, which had become the epitome of morally corrupt across the world.

What we are seeing is a re-look at the governance structures and rightfully so. Prime Minister Narendra Modi has driven home the point quite clearly. The core belief on which the prime minister is acting is that the central government’s work culture is archaic and we need to remove the layers that have been created

in decision-making. The layers were a way of the bureaucracy to not function in a transparent manner and create procedures to cover its tracks.

For me, the bureaucracy has been a system that constricted the minds of the people, had a free run, was clearly arrogant, did not want to learn, use its powers to

settle scores, morally corrupt and reflected a pervert thought that would give them control over the masses. They were a class of people who had a free run, wrecking the lives of the people. The less said about the great bureaucracy the better it is as it ended up becoming the masters of non-performance who had colluded to form a cartel of the unfriendly.

I couldn’t have agreed more with Mohan Guruswamy, who was recently quoted as saying: “I hope he cracks down on the receiving of gifts at Diwali and other festivals. They all have Mont Blanc pens, suit fabric, cases of Glenfiddich whisky and golf clubs. We have a bureaucracy which is undisciplined, corrupt and venal to its core. It’s about time it was shaken up.”

What matters today is that the country is seeing a point in time in history wherein the sowing of the seeds for dismantling this gargantuan structure has probably started. People across the world have stood up and taken notice of this change.

The prime minister has set a process in motion that is clearly about managing the brute power and unprincipled behavior of the neighborhood unfriendly man the bureaucrat. Some of the significant steps taken are: * Make rules people friendly * Gag on the bureaucracy *Reduce procedural red tape *Changing the way senior bureaucrats are selected To begin with I could strongly suggest that we need to get rid of jokers in the system to build trust in bureaucracy. The trust in bureaucracy is important as they are the people who reflect the will of the government and they are eventual custodians of the governance mechanism. What matters today is an additional step to get rid of such people (clear weeding out) from service and do away with the constitutional privileges they enjoy. This could be the most important step in building up confidence in the bureaucracy, restoring faith in its functioning and building a people-oriented system.

US court dismisses case against Sonia IANS, NEW DELHI

U.S. federal court in Brooklyn has dismissed a lawsuit filed by a Sikh rights organization accusing Congress party president Sonia Gandhi of shielding party leaders allegedly involved in violence against Sikhs in November 1984 in Delhi.

US district judge Brian M. Cogan on June 10 granted Gandhi's motion to dismiss the case filed by New York based Sikhs For Justice (SFJ) for lack of subject matter jurisdiction and failure to state a claim.

But he denied Sonia Gandhi's motion for "anti suit injunction" seeking to prevent SFJ from filing any further law suits.

"Plaintiffs' claims under the ATS (Alien Tort Statute) must be

dismissed for lack of subject matter jurisdiction because they are plainly barred under the Supreme Court's decision in Kiobel v.

Royal Dutch Petroleum Co," the judge ruled.

The Alien Tort Statute (ATS) is a US federal law first adopted in 1789 that gives the federal courts

jurisdiction to hear lawsuits filed by non-US citizens for torts committed in violation of international law.

Since the court has dismissed Sonia Gandhi's plea to bar SFJ from filing further law suits, SFJ will continue to hold Congress leaders accountable before US Courts, SFJ legal advisor Gurpatwant Singh said.

Earlier, Gandhi had refused to provide copy of her passport to the US Court and conceded to the court's personal jurisdiction resulting in accomplishment of proper service of summons in the case.

The class action suit against Sonia Gandhi was filed by SFJ and victims of 1984 under Alien Tort Claims Act (ATCA) and Torture Victim Protection Act (TVPA).

he address to parliament delivered by President Pranab Mukherjee Monday, outlining the policy priorities of the new government of Prime Minister Narendra Modi, is not only one of the most comprehensive in recent times but also reflects the vast task that lies ahead in implementing the promises made to India’s 1.2 billion people and others watching the world's third largest economy — that good times are indeed on the horizon.

Not a constituency has been left out — women, youth, children, minorities, differently-abled, socially deprived, bureaucracy, judiciary, e-governance, economy, price rise, healthcare, education, housing, industry, taxation, defense, social sectors, skill development, to name a few — suggesting every ministry and department had been consulted and the views incorporated in the 4,700-word speech that took precisely 55 minutes to deliver.

The fact that it has been widely appreciated can be gauged by the fact that there were moments, several in fact, where the opposition joined the treasury to give a thumbs-up to a particular proposal or promise, as it was being read out by the president, with thumping of the benches.

It is a different matter that the spokespersons for various opposition parties did not find the address invigorating enough, with some even calling it a compendium of Narendra Modi's election slogans. Industry was elated. Sensex again ended on a new high.

“The President has laid out an insightful, aspirational vision for the country, bolstered by comprehensive and multi-dimensional measures aimed at reining in inflation, boosting agricultural productivity and kick-starting the investment cycle," said CII president Ajay Shriram. The Committee considered the names of a few players and decided to appoint Mr. Sourav Ganguly as the player to assist the

The committee has to submit its report to the Supreme Court by August. Don’t have to get drunk to sing: Honey Singh MUMBAI: Reacting to the reports that after a few drinks at a night club Yo Yo Honey Singh sang for free, the rapper said he did it at the behest of a friend.

“I went to that club for the party because it was my friend Imtiaz Khatri’s cousin’s birthday. At the party, she insisted that I sing a song for her birthday. So I did.

But not after having bloody drinks, as reported,” said Honey Singh who is reportedly known as the most expensive singer.

“I’d sing for any friend’s happiness. I don’t have to get drunk to do so,” he added. Honey Singh is getting ready to get into the boxing ring. Trained in mixed martial arts, he would soon be jumping into the ring for his Global Fighting Championship league that he has started.

After the accident on the sets of Coolie in 1982 and the beating that his body took, the veteran star was forbidden from wearing the heavy body rigs required for cinematic stunts.

et me stick my neck out just this once to say Holiday: A Soldier Is Never Off Duty is going to be a huge success. It has all the trappings of a superlative masala entertainer, plus a thought provoking message on the uneasy relationship between the army and civilians.

Hence army man Virat Bakshi (Akshay Kumar) who is home for a vacation uses the time to fall in love with an arranged match and also save Mumbai from a sleeper cell

terrorist attack, which threatens to plunder the city.

He is a busy man. So is director

A.R. Murugadoss. They both are on the same mission. While Akshay saves the city, his director rescues the masala fare from the blemishes of blandness that it has acquired lately.

Just how Murugadoss manages to mix the dark theme of terrorism with a palatable mainstream cinematic platter served with dollops of pickles and ‘papad’ is a marvel.

The director’s earlier film Ghajini was another landmark of mainstream filmmaking. It suffered from excessive violence and too many resemblances to a Hollywood film (Memento) to be dismissed as coincidental.

In Holiday, Murugadoss is more in charge of the proceedings. Having Akshay at the helm helps. He is a man of the streets and yet capable

of looking completely convincing as a larger than life hero. This is Akshay’s most chiselled and restrained yet boisterous and exuberant performance to date.

It’s just as hard to imagine Holiday without Akshay.

We often tend to think the grammar and language of mainstream cinema to be far easier to convey than the language of the socalled serious cinema.

Wrong! A full-on massy product, which doesn’t resort to outlandish inanities or outright vulgarity, is the most difficult form of filmmaking.

In Holiday, Murugadoss has some absolutely unflinching support from his writers and technicians, all out to create that increasingly elusive cinematic entity. The perfect entertainer.

BOYFRIEND OF WOMAN FOUND DEAD RELEASED FROM JAIL

HILADELPHIA (PA) -- The boyfriend of an Indian American woman who was found dead on February 20 has been released from prison.

Bhupinder Singh, 25, the boyfriend of Nadia Malik, was released on May 19 from the George W. Hill Correctional Facility in Thornton and placed on electronic home monitoring, according to Emily Harris, a spokeswoman for the Delaware County District Attorney’s Office.

Malik was found dead inside a car parked near 30th Street Station. The car, which had several parking tickets, was registered to the parents of Malik’s boyfriend, the police said.

Singh was sentenced last month to four to 23 months in jail for violating his probation from a 2010 DUI case. He had fled to his parents’ house in Solon, Ohio, the day before Malik was reported missing.

One condition of that sentencing was that Singh could only be released on a parole plan that included monitored house

arrest, according to court records.

Malik’s brother, Khaled Malik, said he was angry upon hearing that Singh had been released.

Drug-trafficking case against hotelier dismissed

EW YORK -- Dream Hotel founder Vikram Chatwal has beaten the rap on his felony drug-trafficking case that could have landed him in a Florida prison for 20 years.

The 17th Circuit Court in Broward County ‘totally dismissed’ the case against the Indian American hotelier last month after he completed a rigorous one-year drug-rehabilitation program in New York City, a source said.

Chatwal, who has dated Kate Moss and Gisele Bündchen and been linked to Lindsay Lohan, successfully completed all three phases of the program, which included substance-abuse counseling and drug testing.

“Vikram earnestly strove, this past year, to address addiction issues, and thankfully the Broward County judicial

Agents initially spotted 21 white pills in his carry-on luggage at a screening checkpoint. They later identified them as prescription pills, which Chatwal purchased illegally, he told investigators.

The agents also discovered a small piece of white plastic wrap containing five grams of cocaine in Chatwal’s jacket pocket.

They also recovered an eighth of an ounce of pot in a small plastic baggie.

After posting $13,000 bail, Chatwal was allowed to fly back to New York to attend his drug-treatment program under the close scrutiny of the Florida court.

EW YORK -- A taxi driver was seriously injured when a passenger beat him with a skateboard after knowing that he was from Pakistan.

According to cabbie Mohammad Ali Fahd, a 36-year-old father of two, he picked up the African-American passenger just after midnight on June 2 on Second Avenue between 6th and 7th Streets. He says the man became unruly after asking him about his country of origin.

Fahd says the passenger, who wanted to be taken to 186th Street and St Nicholas, started cursing and banging on the partition after he told the man that he was from Pakistan.

Fahd was distracted by the commotion and hit a pothole. He stopped the car at a gas station to check, which is when he was attacked by the skateboard-wielding man: “I was doing my safety check to make sure everything was all right with the car when he came up and hit me from behind,” said Fahd who suffered a fractured nose, facial cuts and severe swelling to his left eye in the murderous assault after which the attacker fled the scene on his skateboard.

He hasn’t been able to open the eye since the attack, and doctors aren’t sure how badly his vision will be affected.

The suspect was was wearing a white sweatshirt and was 5 feet 11 inches tall.

The institution of yesteryears was supported by public donations.

Well, to some extent Bal Vihar of St. Louis (“Bal Vihar”) is also a modern-day Gurukul, far away from India.

Bal Vihar of St Louis celebrated its Annual Day on May 11, wrapping up 22 successful years of its existence.

The event provided the students with an opportunity to showcase their talents.

A lot of classes came together to perform as a group. From Kindergartners to high school students, their talents were at full display.

The Annual Day was also a special occasion for 11 senior youths who completed their Bal Vihar journey.

These students served as teachers during their last year guiding their younger community. These students are now ready for the next level of journey that leads them towards leveraging the skills they acquired during these last few years.

Water turns killer, 24 H’bad students drown in Himachal Rescue teams fish out five bodies, search for the remaining on; water came gushing as nearby dam opened floodgates IANS, SHIMLA/ HYDERABAD

A

t least 24 students, including six girls of an engineering college in Hyderabad, were washed away in the Beas river in Himachal Pradesh’s Mandi district on June 8 evening.

Rescue workers from the NDRF and army personnel on June 10 carried out a search operation to locate the missing 19 students.

“We have traced five bodies in the past two days,” Jaideep Singh, commanding officer of the National Disaster Response Force (NDRF), told IANS. He said a team of 84 people, comprising 10 underwater divers, carried out the search operation in the river from Thalaut near Hanogi Mata temple, the accident spot, to the Pandoh dam.

The dam is some 15 km downstream from the accident spot.

More than 60 students and faculty members from V.N.R. Vignana Jyothi Institute of Engineering and Technology were on an excursion to

the picturesque tourist resort of Manali. Some of them were getting themselves photographed on the banks of the river in Thalaut area near the Hanogi Mata temple when they were washed away as the flow in the river suddenly increased, Deputy Commissioner Devesh Kumar told IANS. The river was suddenly in spate after the release of water from a nearby hydropower project, authorities said. The incident occurred around 7 p.m.

“The chances of survival are bleak as the current in the river is very strong,” Additional District Magistrate Pankaj Rai said.

A survivor recalled how the river became a “watery grave” within seconds. “The silent river literally turned into a watery grave within a fraction of seconds,” Kiran, one of the survivors and a faculty member of the Vignana Jyothi Institute told IANS. Another survivor, Ravi Kumar said: “The water level suddenly rose to five or six feet and the students who were close to the river were

According to him, there were no hoardings to warn the tourists not to go near the flowing water. “Before going into the water, we asked the locals and they said we could go.”

A pall of gloom descended on the house of Rambabu in a hamlet in Mata mandal of Nalgonda district. This son of a security guard was a secondyear student of electronics engineering. Friends recalled that he was a

brilliant student. The parents of Ishwariya were on a pilgrimage while she choose to be with her friends for the picnic. A smiling Vijetha posed for picture and this last smile was captured on the mobiles of her friends. The survivors recalled the horror.

KCR seeks special status for Telangana NEW DELHI/HYDERABAD: Telangana Chief Minister K. Chandrasekhar Rao met Prime Minister Narendra Modi on June 7 in the national capital, and demanded special category status for his state.

The Telangana chief minister also called on President Pranab Mukherjee. KCR has said he wants to make wants to make Hyderabad a world class city by developing infrastructure.

he much-awaited monsoon arrived in Kerala on June 6, the Met office said.

An official release said rainfall exceeding 7 cm will occur at a few places in Kerala and Lakshadweep till the morning of June 9.

Indian Meteorological Department (IMD) officials also issued a warning to fishermen, stating that strong winds with speed up to 45 to 55 kmph are likely along the Kerala coast and Lakshadweep.

The monsoon arrived a day later than expected.

Once the southwest monsoon

sets in over Kerala, it advances northwards and covers the entire country by July 15.

The IMD stated they declared the monsoon’s arrival in Kerala based on data recorded at the 14 weather stations in Lakshadweep, Kerala and Mangalore.

They begin to monitor the rainfall from May 10 and if 60 percent of the stations or more record 2.5 mm of rain for two continuous days, then it satisfies the criterion that monsoon has arrived.

Another yardstick is the strength of the wind. Cloud movements are also a key indicator for the weathermen.

“Our study is the first to examine whether learning a second language impacts cognitive performance later in life while controlling for childhood intelligence,” said lead author Thomas Bak from University of Edinburgh.

Bilingualism is thought to improve cognition and delay dementia in older adults.

esigners across the globe are trying to bring back the charm of choker neckpieces, and are positioning it as a "must-have accessory" this season.

The last time choker necklace grabbed attention was the Dolce & Gabbana "Love" piece that singer-turned-fashion designer Victoria Beckham wore. Now, Holly Fulton, Balmain and Saint Laurent are some of the designers who are focussing on this accessory to ensure that all eyes are drawn to the neck.

The trend is popular at red carpet events too.

American actress Elle Fanning wore one with her Elie Saab Couture gown to the world premiere of the Hollywood movie Maleficent and recently, American socialite Olivia Palermo wore a simple gold choker to the CFDA Fashion Awards 2014 in New York, reports femalefirst.co.uk.
