Russia said it test fired a new intercontinental ballistic missile, a move President Vladimir Putin said would give the U.S. and its allies something to think about. It almost certainly ups the ante almost two months since Russia invaded Ukraine and it comes at a delicate moment in the conflict as its forces step up their offensive in the eastern Donbas region.

Pentagon Says Russia Notified US Ahead Of “Routine” Missile Launch

WASHINGTON: Russia properly notified the United States ahead of its test launch of an intercontinental ballistic missile, the Pentagon said on Wednesday, adding it saw the test as routine and not a threat to the United States.

Russia said earlier on Wednesday it had conducted a first test launch of its Sarmat intercontinental ballistic missile, a new addition to its nuclear arsenal which President Vladimir Putin said would give Moscow’s enemies something to think about.

In addition, safety costs have soared after the 2011 tsunami at Japan’s Fukushima plant and after the Sept. 11, 2001, attacks. The industry produces toxic waste, currently stored on site at plants across 28 states.

The DOE said it will take applications from owners of nuclear plants for the first round of funding in its Civil Nuclear Credit Program until May 19. It will prioritize reactors that have already announced their intention to close. The program, intended for plants in states with competitive electricity markets, was funded by the infrastructure bill that passed last year.

WASHINGTON, April 20 (Reuters) - U.S. law enforcement officials have charged 21 people across the country with healthcare schemes amid the pandemic as part of the administration’s larger effort to thwart people from leveraging COVID-19 for fraud, the Department of Justice said on Wednesday.

The latest charges include cases involving filing false Medicare and other billing claims, kickbacks and money laundering, the department said, adding the alleged actions led

to more than $149 million in COVID19-related false billings to federal programs and theft from federallyfunded pandemic assistance programs.

More than $8 million in cash and other fraud proceeds were able to be recovered, it said in a statement.

“Throughout the pandemic, we have seen trusted medical professionals orchestrate and carry out egregious crimes against their patients all for financial gain,” Luis Quesada, assistant director of the Federal Bureau of Investigation’s Criminal Investigative Division, said.

Others were charged with manufacturing and distributing fake COVID-19 vaccine record cards, it added.

The Centers for Medicare & Medicaid Services separately said it had taken 28 administrative actions against healthcare providers for their alleged fraud, according to the Justice Department.

Russia announced on Wednesday it had successfully launched a new missile that it said could deploy nuclear warheads at hypersonic speeds anywhere in the world and outwit defences, a move that President Putin said was aimed at showing Russia’s adversaries that they needed to “think twice” before threatening his country.

But even if the test was successful, the new missile does not appear ready for use. The Russian defence ministry said Wednesday’s test launch of the Sarmat intercontinental ballistic missile was its first and that it would enter Russia’s arsenal only “after the completion of the testing programme”.

Mr Mevani was arrested from a Circuit House in Palanpur at around 11.30 pm on Wednesday and taken to Ahmedabad, from where he was flown to Assam this morning.

The central drug regulatory authority forwarded the complaint to the ayush ministry’s drug policy section, which has said it was already looking into the advertisements for Lipidom that had been “brought to the notice of the ministry”.

n a recent consultation paper, India’s telecom regulator has highlighted concerns of monopoly in the digital media market, unfair control of tech giants like Google and Facebook over digital advertising revenue, and the spiralling problem of fake news content. The paper, released by the Telecom Regulatory Authority of India (TRAI), released on 12 April, is now open for public feedback.

In particular, the paper points out ‘cross-media ownership’, a phenomenon under which a corporate house comes to hold multiple media houses, leading to a monopolistic market.

The paper states the media has changed in the last few years — not just in terms of consumption but also from the standpoint of ownership — and suggests a regulatory body to check market monopoly.

“The horrific effects of fake news have been manifested before the society in the recent incidents of mob lynching, riots, and sacrilege cases,” the paper says.

A New York based man, Mohammad Alam, 50, pled guilty in a computer technical support fraud scheme that targeted elderly victims throughout the United States including the Middle District of Louisiana. The scheme involved international participants, targeted over 30 victims, and took in approximately $340,000 in fraudulent proceeds.

The callers, who then controlled the accounts, were able to transfer money from victims’ saving accounts to their checking accounts so it appeared they had been refunded too much money. They then asked victims to return the extra cash. A Louisiana resident sent $9,900 to Alam believing she was returning the extra refund, court documents show.

WASHINGTON, DC- The Food and Drug Administration on Thursday issued an emergency use authorization for what it said is the first device that can detect COVID-19 in breath samples.

The InspectIR COVID-19 Breathalyzer is about the size of a piece of carry-on luggage, the FDA said, and can be used in doctor’s offices, hospitals and mobile testing sites. The test, which can provide results in less than three minutes, must be carried out under the supervision of a licensed health care provider.

Dr. Jeff Shuren, director of the FDA’s Center for Devices and Radiological Health, called the device “yet another example of the rapid innovation occurring with diagnostic tests for COVID-19.” The FDA said the device was 91.2% accurate at identifying positive test samples and 99.3% accurate at identifying negative test samples.

“InspectIR expects to be able to produce approximately 100 instruments per week, which can each be used to evaluate approximately 160 samples per day,” the agency said. “At this level of production, testing capacity using the InspectIR COVID-19 Breathalyzer is expected to increase by approximately 64,000 samples per month.”

ur understanding of schizophrenia has been stuck in a kind of black box for decades — experts say we don’t really know what is going on inside the brain.We know that schizophrenia is a serious mental condition, characterized by hallucinations, periods of psychosis and a detachment from reality.

The World Health Organization (WHO) estimates that schizophrenia affects about 1 in 300 people worldwide.

Only we don’t really know why: Why it happens or how we can treat it.

“Our knowledge about schizophrenia is close to zero,” says Stephan Ripke, a researcher at Berlin’s Charitie university hospital and a co-author on one of two papers published in the science journal Nature on Wednesday (April 6, 2022).

Discovery may lead to new treatment The researchers say they have a better understanding now of why schizophrenia happens biologically. Previously, researchers had focused on so-called environmental factors, such as a person’s diet or whether they consumed recreational drugs.

Ripke says the discovery of the gene mutations will not make it easier to diagnose patients with schizophrenia earlier in life. But it could help scientists to estimate a person’s risk and improve treatments for the illness with medicine.

There are medicines for schizophrenia but they do not address the disorder’s root cause. The drugs we use today only tone down the effects of schizophrenia. But now that researchers know more about what’s happening in the brain to cause schizophrenia, they may be able to develop better drugs to treat it.

Ripke and others in an international team say they have made a landmark discovery in the biological understanding of schizophrenia.

They say they have discovered at least ten gene mutations that strongly influence a person’s likelihood of developing the disease and 120 more that could play a role.

Schizophrenia usually starts presenting in patients in late adolescence and their 20s.

Researchers have discovered gene mutations that indicate a person’s risk of developing schizophrenia and its causes. This may help improve drug treatments Researchers have been able to study the environmental aspect of the disease — they’ve found that where a person grows up, teenage cannabis use and nutrition during pregnancy can all play a role in its development.

Although scientists know that schizophrenia is 60 to 80% hereditary, they have little understanding of the genetics of the disease.

As Ripke said earlier, their knowledge about the biology of schizophrenia is “close to zero.”

That’s due to a number of problems that are not limited to schizophrenia, says Ripke. Those problems exist in many other mental illnesses — bipolar disorder or borderline personality disorder, for example.

First, there’s no way to study the disease in animals, Ripke says. And it can’t be diagnosed through a blood test or even a brain scan.

“We only have questions, answers and observations, and even the observations are not enough if we don’t [share a] language. Basically, we need to know if the people have hallucinations, if they hear voices,” says Ripke.

So, that rules out non-human animals because they can’t talk to us and we can’t talk to them. The importance of language in the diagnosis and subsequent study of schizophrenia means that research has to be done on humans. Ethical concerns have kept scientists from collecting the samples they need to facilitate genetic analysis once they do make that language-based diagnosis.

“We cannot take samples out of the living organ,” says Ripke. “We cannot just take brain cells from schizophrenia patients.”

Towards new schizophrenia medication

Today’s schizophrenia medication is still based on a discovery made in the 1950s, says Ripke.

T h e f i r s t ant ip s yc h ot i c m e d i c at i on w a s chlorpromazine, which is still prescribed for the condition. Chlorpromazine blocks a person’s dopamine receptors. There are other antipsychotic medications, but they all work in a similar way to chlorpromazine.

Chlorpromazine was originally developed as an anesthetic. Its use in psychiatry came about by accident when doctors found that the drug helped prevent hallucinations in psychiatric patients.

“It was not that somebody actually found a broken dopamine receptor or measured high levels of dopamine in the blood or in the brain or something like that,” says Ripke. “That was not the case. It was just an incidental finding. It never came from research.”

But the scientists say they have there’s a better chance now of developing medication that addresses the root of the problem, rather than only the symptoms, like hallucination.

These enormous, population-wide DNA sequencing experiments are scientists’ best bet at figuring out how to do that. But Ripke says that’s only possible when people volunteer.

“The study would have never worked without the trust of thousands and thousands of patients who gave us their genetic information,” says Ripke. “We are so utterly thankful to all the people who trusted us with their data.”
