Five things San Clemente should know this week Council Likely to Pass Sign Ordinance Without Amortization Clause THE LATEST: City Council took two straw polls at its Tuesday meeting regarding the proposed sign ordinance that looked to do away with freeway-oriented pole signs.

Instead, the council decided in the unofficial vote, showing 5-0, to get rid of a clause that, in 25 years, would ban all signs that attract customers from the highway.

In the next vote, council decided to allow for business owners to repair their signs, freeway-oriented or not, if 50 percent of the sign’s monetary value had been diminished—due to blight or destruction—and that the pole signs can be kept up so long as the structure of the existing sign is not altered. Council voted 4-1 on this with Councilwoman Lori Donchak opposing, as she said she thought the proposal was too restrictive and that the city shouldn’t “fix something (the current sign variance application process) that’s not broken.”

Some business owners who spoke during the public comment portion of the public hearing said restricting freewayoriented signage would suffocate their business efforts. A few owners said their San Clemente Times March 3–9, 2016

signs double their business and are a friendly way to direct people to town.

In all, dozens of people spoke out against the provisions of the proposed ordinance during the meeting except for a few people who wanted more restrictions to the Outlets at San Clemente’s sign proposal, which they said may bring in more glare at night than the Outlets already produces.

Outlets General Manager Susan Jennrich and a few others from the Outlets said they need to have freeway-oriented or visible signage as they want to be able to direct customers to their shops.

The Outlets had put in for a sign application prior to the ordinance and would be eligible for their current proposal if the city approves it.

The council also directed staff to look at signs for hospitals, safety departments and faith-based organizations and to place them in a separate category.

WHAT’S NEXT: The council was told that in order to pass the ordinance with all the new adjustments, the proposal would have to be brought back for an official vote at the March 15 meeting. —Eric Heinz

agreements between it and University of California-Irvine, the lesson structure presented and the amount of time the charter school would have to become operational by the start of the 2016-2017 school year.

GBA representatives said their school intends to make students more competitive in their technological and entrepreneurial education. The instruction would also evaluate student performance and place students in learning environments based on that performance; those who learn a subject faster would be placed in accelerated programs while those who need more time to master a subject would be placed in slower-paced programs.

During the presentation, Catherine Sanchirico, a GBA founding member, said the agreements with UCI would allow for professors to speak with students, and the school may be able to use some of the university’s facilities.

Contrarily, Trustee Gila Jones said she thought the presentation disingenuous.

Jones stated that she had received letters from UCI denying any special agreements made with GBA and that these were opportunities any school would be able to utilize (with some caveats). Sanchirico said she was led to believe otherwise.

Other concerns from Trustees included what they described as an overly ambitious curriculum that would overburden students.

During the public comment portion of the meeting, two people, including Capistrano Valley High School teacher Jim Corbett and Capistrano Unified Education Association President Sally Smith, spoke out against the establishment of the school. Corbett said the school would drain resources from CUSD, and White said the state’s looming teacher shortage would not be able to accommodate the school.

Seventeen parents and students, including four students from Dana Hills High School, spoke in favor of GBA’s proposal of giving students a more competitive edge in technology and entrepreneurial skills.

by CUSD staff.

CUSD teachers in attendance said they did not think allowing their students to attend the school at which they teach would burden classrooms.

In March 2015, CUSD hosted a series of meetings to discuss the school of choice policy.

Trustee John Alpay said he wanted to make sure the students who reside in the Talega Community Financed District would be exempt from the School of Choice process and priority in San Juan Hills High School as soon as Avenida La Pata is completed.

“Right now Talega is zoned for San Clemente High School,” Alpay said during a phone interview.

Alpay said over the last few years the Board of Trustees has been waiting to finalize the details of the priority until the new classroom facility at SJHHS is completed. He said the intent is to give Talega students a guarantee into SJHHS once all the infrastructure is complete.

“The board said they would deal with that when La Pata goes through, and now that La Pata is opening up, SJHHS will be closer to Talega, as the crow flies,” Alpay said. “So the students will have a choice (between SCHS and SJHHS) so we don’t have to re-boundary, but they have priority over everybody else.

The CUSD staff will look at amending the policy to include language regarding the Talega priority for the next Trustees meeting. Talega residents have paid property taxes into its CFD for the construction and maintenance of buildings at SJHHS and some of SCHS. WHAT’S NEXT: Applications for School of Choice were opened Feb. 1 and will close March 4.

Fire Damages Business in North Beach THE LATEST: A second-alarm structure fire at Flair Lighting, 1421 N. El Camino Real, was reported by Orange County Fire Authority at 6:16 p.m. on Sunday, Feb. 28.

OCFA Fire Captain Shane Sherwood said no injuries have been reported at this time. Flair Lighting was the business most affected by the fire.

The fire was reported under control and out at 7:22 p.m. The cause of the fire is still under investigation.

City Council Approves Paseos Project Proposal But Funds Are Not There Yet THE LATEST: In an effort to make certain

alleyways, “paseos,” and other infrastructure in San Clemente more appealing to the eye, the San Clemente Community Development Department has been working on a project that would remove overheard telephone wires and increase pavement and landscaping around its publically accessible nooks and crannies around Avenida Del Mar and between the immediate areas on El Camino Real.

The council approved the adoption of the plan, but Mayor Bob Baker, although pleased with the results of the project and the staff’s efforts, said this is not happening any time soon.

“This is not in the budget, and there are some really large numbers associated with this,” Baker said.

WHAT’S NEXT: City staff members said the Downtown Paseos Plan would only take place when resources are available.

Councilmembers also said there could be partnerships with infrastructure providers for funding. —EH

San Clemente Man Sentenced to 14 Years in Prison for $169 Million Ponzi Scheme SAN CLEMENTE TIMES

an Clemente resident Michael J. Stewart, 68, who operated a Ponzi scheme that defrauded mostly elderly people, was sentenced to 14 years on Monday, Feb. 29, by U.S. District Court Judge Cormac J. Carney. Stewart must also pay more than $9.2 million in restitution to the victims of his crimes.

Stewart was the owner and CEO of Pacific Property Assets based in Long Beach and Irvine. The company renovated, operated and resold apartment complexes in Southern California and Irvine, according to a U.S. District Attorney press release.

“As real estate values were generally increasing until approximately 2007, the properties were refinanced at ever-higher values, which enabled PPA to use the extra refinancing proceeds to not only pay off the original mortgages, but also to make payments on other loans, make payments to investors, to pay other business expenses and to pay Stewart and (John) Packard,” the release stated.

Packard was named as a co-defendant in the case.

When the housing market began to decline in 2007, PPA lost a substantial amount of its funds. The company would have been forced to close its doors if it weren’t for Stewart and Packard pursuing mostly elderly people and convincing them to invest their retirement savings into the company.

Those funds were used to pay off banks, other investors and assorted loans.

One such person was a 74-year-old who poured her entire life savings into the company.

The defendants also used the newly acquired funds to pay off earlier investors, mortgage lenders, other company expenses and Stewart and Packard themselves.

Their annual salaries were $750,000 each and hundreds of thousands of dollars in additional compensation from the funds.

“Packard testified at trial that in 2008 he and Stewart knew that PPA was dependent on these investor loans to make its monthly debt payments and continue operating, and was unable to raise money through other means,” the release stated.

PPA’s former director of investor relations testified at trial that during the time new funds were raised, Stewart began to pressure her and others to raise more money from investors.

“PPA and a group of related companies filed for bankruptcy in June 2009,” the release stated. “When the bankruptcy was filed, PPA stated that it owed 647 private investors more than $91 million and it owed banks approximately $100 million. The Chapter 11 trustee appointed in the bankruptcy case later estimated the total investor losses at $169 million and predicted that investors would receive, at best, ‘pennies on the dollar’ through the bankruptcy process.”

Stewart was convicted in August and has remained in federal custody since that time. SC Page 4

Split Decisions Residents want City Council elections to be districted

ince its inception, San Clemente has been a city that elects its representatives on an at-large basis; everyone who runs for City Council represents the city as a whole.

Jim Bieber, a San Clemente resident, has been in the midst of heated debate during City Council meetings recently.

Bieber’s positions on the city’s short-term or vacation rental policy prompted him in January to speak directly to councilmembers, and arguments have ensued.

Now, he and a few other residents are putting together a petition to compel the city to move to districted elections.

Bieber claims the current City Council members, according to addresses pulled from public record and real estate sites, show most of the councilmembers live within walking distance of each other in the southwest area of San Clemente on the west side of the Interstate 5 freeway.

One councilor lives on the other side of I-5.

“They live in their little cocoon,” Bieber said during an interview. “I don’t see any downside to people in unique neighborhoods in our community to have their own representative.”

SAN JUAN CAPISTRANO At the Feb. 16 San Juan Capistrano City Council meeting, council members unanimously approved transitioning from at-large to district elections before the upcoming Nov. 8 election.

Along with approving the switch, the council directed staff to bring back a district-mapping process that would include at least three community forums to gather input and authorized the city manager to hire a demographer. Community input and the demography work would be used to determine whether to create five districts or four with an elected mayor.

The council’s discussion on Feb. 16—which took all of 20 minutes—was prompted by a voting rights lawsuit filed against the city on Jan. 27, which claims the city’s at-large elections violate the California Voting Rights Act of 2001 and result in “vote dilution for the Latino residents” San Clemente Times March 3–9, 2016

appoint a mayor and mayor pro tem to a one-year term. Districting, according to the residents who want change, would have one elected official from five different bureaus.

Bieber said he believes the petition will gather enough signatures to try to put the issue on the November ballot.

“You have entrenched people who view other people in other parts of the city as interlopers,” Bieber said. “They should take some leadership and put it before the voters, and avoid a lawsuit and initiative process that isn’t positive in bringing people together.”

Many small cities, below a population of 150,000, have functioned with a revolving mayor, but cities on the larger end have established districts.

San Clemente has a population of about 65,000, according to a 2014 U.S. Census estimate.

Capistrano Unified School District’s Board of Trustees also moved to districting a few years ago. A collection of cities throughout California have started the process of districting due to California Voters Rights Act lawsuits or potential lawsuits that base their claims on varying infringements.

City Councilman Tim Brown said he would not be in favor of districted representation because the public hasn’t demanded it.

“I don’t really see the critical mass and public outcry for it,” Brown said. “I think that what you have here isn’t necessarily a move for the greater good for San Clemente to protect the electorate.

(This issue is from) people who have an ideological ax to grind.”

Mayor Bob Baker also said he would not favor districting.

“Residents I meet, no matter their

address, want to preserve San Clemente’s small-town charm,” Baker stated in an email to the San Clemente Times.

“Recently (the public) has voted out council members who tried to sell their open space. They have ousted council members who tried to sell beachfront parking for pennies on the dollar. They have elected people who have remodeled the Ole Hanson Beach Club, opened the La Pata extension and are trying to save the (San Clemente) hospital.”

Baker said people should vote based on their candidates’ principals and not their home addresses.

San Clemente resident Brad Malamud said if district problems are not solved, they can be altered by elected officials every four years.

“It will be far less expensive to run for office in a district composed of 8,000 rather than 40,000 voters,” Malamud said.

“District councilmembers will understand the concerns of their residents. For example, where would a Talega resident go to speak to a current council member that might share their concern? Four live in the southwest and one lives just across the freeway from the southwest (part of the city).”

Malamud said he would not want an at-large mayor as a nonvoting member because it has the potential to give that person too much veto power on legislative actions.

Dan Bane, City Planning Commissioner from 2010 to 2011 and a Talega resident, said representation would give a stronger voice to the other communities in San Clemente.

“I feel like right now there’s just a small group of people and, granted, they’ve been very organized and got people who will represent their viewpoints,” Bane

by denying them “effective political participation in elections.”

Latinos account for about 39 percent of San Juan’s population, and according to city staff, no Latino representatives have been elected to the City Council for at least the last five election cycles.

City Attorney Jeff Ballinger and City Manager Ben Siegel advised the council to initiate the switch to district elections—as many other cities that have been similarly sued have done—in order to avoid costly litigation.

The establishment of districts within the city will shake up the current distribution of council members, with City Councilman Derek Reeve, Mayor Pam Patterson and Mayor Pro Tem Kerry Ferguson living within about a mile of each other west of Del Obispo and north of Camino del Avion.

Camino Capistrano has been felled by the city’s community service and parks department due to disease.

No other trees in the median were affected.

The original Capo Beach Christmas tree was donated by the Capistrano Beach Community Association in 1987. The tree was the center of an annual tree lighting and holiday gathering at Pines Park until the dissolution of the association in 1998.

From then on the tree was decorated, without fanfare, each year by the city until a strong storm blew it down in April of 2012. A young pine was planted in its place in December 2012.

In 2015, a new community organization, Capo Cares, brought back the tree lighting tradition, organizing a gathering with holiday music, refreshments and the children adding ornaments hand-made by area children for the original tree each year between 1987 and 1998.

The parks department is in the process of searching for a replacement in hopes of replacing the diseased tree as soon as possible. —Andrea Swayne

During the Tuesday night meeting, Bieber said that there have been some issues that have been looked at by the current council that represent the city as a whole, but having individual representatives would give more insight from individual communities.

An email sent last week to Councilors Lori Donchak, Kathy Ward and Chris Hamm by the San Clemente Times regarding redistricting was not responded to by press time on Tuesday.

PRIVACY CONCERNS At the Tuesday, March 1, City Council meeting, Bieber presented a pamphlet that pointed out the addresses of the councilmembers, although he did not announce the specific addresses.

Brown took issue with this, saying Bieber was putting councilmembers’ families at risk as they were on the dais and the meetings are broadcast live.

According to the California Public Records Act, addresses are exempt from disclosure on Department of Motor Vehicle records, gun registration, government housing and public employee records.

There are other ways addresses could be obtained, but San Clemente elected officials have the option whether to disclose their residence or not when they run for office.

Candidates for elected office are required to provide proof of residence when running for office.

BURGLARY IN PROGRESS El Camino Real, 1400 Block (12:54 p.m.) A man stole an Xbox out of the caller’s vehicle in the parking lot, then took off in a blue Jeep.

The suspect was last seen Feb. 25 in the Ralph’s parking lot.

Local Cheer Squad Wins National Title

FAM to Offer Tax Services, Opens New Satellite Center

Team Surge, a competitive cheerleading squad that trains at Coast Spirit Athletics in San Juan Capistrano, won a national title this weekend. The squad is mostly San Clemente girls, ages 9 to 12, who bested a field of 12 teams in their category in the two-day Jamz Cheer and Dance Nationals in Las Vegas.

San Clemente team members include Saige Reale (Bernice Ayer Middle School), Shea Blaney (Bernice Ayer Middle School), Cassidy Kohl (Bernice Ayer Middle School), Ellie Martinez (St. Edward the Confessor School), Vanessa Frankhouse (St. Anne School) and Ella Hartanov (Our Savior’s Lutheran School).

Other South County team members include Sophia Nahirny, Alexa Wolfe, Chloe Tehranchi, Mya Risheq, Taylor Daggett and Haley Whitworth. Not pictured was Jessa Johnston.

Family Assistance Ministries will once again offer free income tax preparation for those who make $60,000 or less through the Volunteer Income Tax Assistance, or VITA, program.

Uniquely San Clemente Things to do With an Extra Day

hat would you do with an extra day? It’s Leap Year, which means 2016 is 366 days long instead of the typical 365 days. How would you spend a free day? There’s no shortage of unique things to do in San Clemente with a free day. These are a few of my favorites for the weeks ahead.

1. Adopt-a-Beach. Did you know that sections of San Clemente beaches can be adopted by individuals or teams to remove trash from the beach? Adopt-a-Beach is easy, fun and free. To select your stretch of sand, call 949.366.2326.

2. Visit the Casa Romantica Cultural Center & Gardens. This beautiful, historic home built by San Clemente’s founding father is surrounded by beautiful botanic gardens with a wide-variety of succulents getting ready to bloom. For a nominal fee, enjoy the stunning views and landscaping, interesting history, photo exhibits and regular programming. For more information and hours, call 949.498.2139.

Kudos to fellow SC resident Sean Watson for exposing Ole’s worst nightmare: our ill-conceived, ill-laid-out, all-wrong-way grocery store parking lots.

Honestly, neighbor, is there even one you don’t fear to enter?

That said, Mr. Watson’s lengthy critique of Stater Bros’ dark, dingy destined-to-fail mall-scape chucked full of roving homeless predators seems a tad over the top considering SC’s very worst parking lot is a mere one driveway away: Trader Joe’s, voted “horrible” by everyone.

8. Learn CPR. On May 24 the American Safety and Health Institute provides this course at the Community Center on CPR and the Heimlich maneuver for adults, children and infants with a manikin. You’ll also learn how to use an AED and receive

9. Unlock your inner child. Head to the Linda Lane Park playground with direct beach access and ocean views, visit Courtney’s SandCastle Playground and Sensory Gardens, or play at Max Berg Plaza Park or any of San Clemente’s great playgrounds and 21 parks. Bring a picnic and make a day out of it.

10. Rent a Bicycle and Pedal the Coastal Trail. The bike rental shop is near the Metrolink train station and you can rent a beach cruiser and ride along the scenic Coastal Trail, and make stops along the way for lunch or shaved ice. The bike shop hours are Friday through Sunday 9:00 a.m. to 4:30 p.m. Most bikes have wire baskets to hold your belongings. For information, call 949 492.5737.

Rumor has it Ralphs switches parking space angles every night, in the same way they routinely put the saltines where the oatmeal is supposed to be.

One of my fave ill-designed parking lots is Costco on Camino Cap in SJC. When Costco expanded that store and doubled its parking lot size, the first impression was great. Problem is, their main entry point/portal to parking (and food service patio) is continually jammed with shoppers seeking rock star parking in that entry portal, thus corking the bottle to the rest of Costco’s mega lot.

Add Costco customers racing to fill up on gas or get a bargain carwash—and with everyone in a perpetual SoCal hurry— what could possibly go wrong?

POEM ABOUT SAN CLEMENTE MARY JO WEST, San Clemente

I wrote this poem on New Year’s Day 2016, after my husband, Vern and I took a walk on Rivera Beach.

I was reflecting on the fact that we would be celebrating 58 years of marriage this year, and for the last 35 years we’ve made our home in San Clemente.

Knowing the world seems to be in chaos, I wanted to share how grateful we feel that our home is here in San Clemente as a safe haven. Our feelings of serenity and peace are mirrored by the same feelings we have for the sea and its environment.

Strolling the beach in silence, but in harmony, we watch sandpipers move like ballet dancers to some internal rhythm.

Banks of billowing, white clouds tinged with pink, piled high in the azure sky.

We stand in white foam unfurled from incessant tumbling waves,

gulls basking at the water’s edge seem undaunted by our presence.

Listening to the sound of incoming tides surging against the breeze, we yield to something more powerful than ourselves.

Thoughts and emotions carried out to sea.

Relaxed, we venture home at dusk, the last rays of afternoon sun cast a soft, warm, honey glow on our cottage by the sea.

Home, like the sea, gives us a sense of sustaining peace, comfort and contentment, our safe haven to rest, heal and refresh.

G

oing into my second year as a county supervisor, I would like to sincerely thank my colleagues for appointing me as 2016 chairwoman of the Orange County Board of Supervisors. I am deeply appreciative of Supervisor Todd Spitzer for his passion and leadership in 2015, and I offer my congratulations to the recently appointed vice chair, Michelle Steel.

With new leadership on the board, many residents are asking about my goals and objectives for 2016. There are many goals, as the county government consists of more than 25 departments that address many areas of our lives. To that end, a number of my key county initiatives include, but are not limited to: • Increasing efficiency, effectiveness and transparency as a foundation of good governance: I am committed to ensuring that good governance values are what I utilize to lead our county. One of the first efforts will be to distribute board agendas two weeks ahead of meetings, which will result in better preparation and transparency.

• Alleviating traffic and improving goods movement: I am working in collaboration with stakeholders to deliver key transportation projects including the connection between San Clemente and San Juan Capistrano via the La Pata Extension, a direct carpool connector between SR-91 and SR-241, I-5 widening and completing SR-241.

• Enhancing John Wayne Airport so that Orange County can remain competitive in a globalized economy: JWA ranks

within the top 50 commercial airports in the country and contributes more than $6 billion toward Orange County’s economy.

Gaining Point of Entry status would allow JWA to remain competitive as a world-class airport.

• Building the county’s first permanent homeless shelter in Anaheim to help vulnerable families, children, domestic violence victims, veterans and individuals: Research in similar counties report that housing is more productive and can save taxpayers nearly 80 percent in public cost to THE BARTLETT address homelessness.

By Lisa Bartlett Animal Care for improved and cost-effective service: Based on recent milestones, we are on a path to building our new state-of-the-art animal shelter, developing a strong partnership with animal rescue groups, developing private funding sources that help to lower the overall cost of operating a shelter and reforming OC Animal Care procedures and policies.

• Advocating for Orange County’s fair share of tax dollars from the state: Out of 58 counties in the State of California, Orange County receives the least amount of property taxes at 6.4 cents for every tax dollar paid. Orange County residents stand to benefit up to $600 million for essential services.

• Improving public safety, especially as it relates to securing more resources to

address the growing presence of AB 109 offenders in county jails: Under AB 109, a prison reform initiative mandated by the state, convicted felons are allowed to be sentenced to county jail rather than state prison. This burden along with Proposition 47, which converted many offenses from felonies to misdemeanors, has clearly demonstrated the need for additional resources to ensure the safety of our communities.

• Revitalizing OC Dana Point Harbor to spur economic development and better access to the coast: After 18 years of waiting to see revitalization of Dana Point Harbor begin, I have ensured that the revitalization of the Harbor will not go by the wayside. Last year, we received Coastal Commission approvals to move forward and board approval to begin phase one of the revitalization plan.

• Developing a collaborative solution to the challenges San Clemente Hospital has faced in the wake of increasingly punitive regulations and downward pressures on reimbursement rates.

• Ensuring that San Clemente has the appropriate level of access to healthcare that the community desires.

• Instituting new reforms at CalOptima: One in four residents receives medical care from CalOptima. As a CalOptima board member, I am committed to the financial stability and enhanced oversight of the agency in order to improve the quality of medical care for residents.

• Addressing the drought through regional cooperation: Working with a team of the county staff, water districts and

cities, we will advocate for grant funding for new water projects, streamline local permitting and creating a definitive guide for water conservation. We are working on several innovative solutions to address our dependency on imported water.

• Continuing to host public service events in South County that benefit my constituents: These events include my annual Senior Summit, Disaster Preparedness Expo, Veterans Summit, Job Fair, Conditions of Children Forum, Pet Expo, Water Workshop, State of the Community, Flu Shot Clinic and Prescription Drug Drop-off, among others.

In closing, I strongly believe that 2016 will be a year in which our board, our employees and our county will achieve many great things that will have a positive impact now and well into the future. Our collective strategic goals and initiatives will truly make Orange County one of the best places in the world to live, work and play.

At the Movies: ‘Only Yesterday’ Worth the Wait

or more than 30 years, the Japanese film company Studio Ghibli has found fruitful success with its family movies including Kiki’s Delivery Service (1989), Princess Mononoke (1997), Spirited Away (2001) and Howl’s Moving Castle (2004). Since partnering with Disney as an international distributor in the mid-1990s, the films have also grown to find popularity in the U.S. For the first time ever, the 1991 feature Only Yesterday is finally getting officially released in the states.

Switching off between 1966 Tokyo and 1983 Yamagata, we follow Taeko Okajima (Daisy Ridley and Alison Fernandez) as San Clemente Times March 3–9, 2016

27-year-old Taeko leaves her basic office job in the city to go farming in the countryside during the summer. While traveling and harvesting with her brother-in-law’s family and becoming friendly with a young man on the farm named Toshio (Dev Patel), Taeko has many flashbacks of life as a 10-year-old at school and at home.

Written and directed by Isao Takahata, Only Yesterday had more trouble finding distribution in America compared to Ghibli’s other pictures because of a sequence where elementary school kids learn and talk about menstrual cycles. Like most Ghibli films, Yesterday is an atmospheric character study of the simplest and sweetest kinds. There’s little plot or action this time, but it’s cute

enough for a rainy day. Ridley does a great job at dubbing Taeko in her second Hollywood production since The Force Awakens,

hrough a test of endurance, people came to tryout for a seasonal position with the San Clemente Marine Safety Division lifeguards. The second round examined the candidates’ physical toughness by having them run about 300 yards and back then swim around a buoy about half the distance to from the end of the beach to the end of San Clemente Pier and another run.

Breathing heavily after crossing the finish line, Tyler Bauer, one of the prospective lifeguards, said the tryout was enduring but he knew he could get through it.

Bauer had just made it through the first test, just the swim, and had completed the second portion.

“It was very difficult with the cold water and it was just…I’m so out of breath right now,” Bauer said. “I knew I was going to finish but I didn’t know where I would finish.”

According to the Surfline’s app, the surf was about 3 to 5 feet high on average on Feb. 27.

Lifeguards who are selected from the second physical tryout go through an interview process, and those who are further selected will enter the training program. The final lifeguards are chosen after the final exams in a few weeks. SC

Marijuana Not Safe for Our Youth

ince I work with youth who are struggling with marijuana addiction, I pay particular attention to Colorado, as the state is in its third year of legalized recreational marijuana. The supporters for legalized recreational marijuana in Colorado sold the voters on the benefits of tax revenue to the public schools. However, does increased school funding alleviate the impact of youth exposure to deceptive advertising and social approval of marijuana? A plant that is up to three times more potent than it was in the 1960s?

izing the use of a substance that is harmful to youth has yet to be calculated. The industry driven commercialization gives youth the impression that using marijuana is not harmful. As youth perception of harm decreases, use increases. Following Colorado’s state constitutional change that allowed recreational marijuana, the use of marijuana among youth under the age of 21 skyrocketed to 56 percent higher than the national average for that same age group.

This is particularly concerning because the National Institute on Drug Abuse reports that 7 percent of the 2.4 million new marijuana users in 2014 were between the WELLNESS AND ages of 12 and 17. AddiPREVENTION tionally, research shows

Since it seems likely that there will be a recreational marijuana initiative on the

November ballot in California, I encourage voters to learn from the challenges Colorado has faced the past three years.

Serious challenges arose due to marijuana being federally illegal and the state lacking an agency for oversight in how the marijuana industry produces products.

Marijuana food and drink products are not safety wrapped or printed with a warning, and young children have mistakenly ingested toxic levels of this natural plant.

The levels of THC—the psychoactive component of marijuana—are difficult to discern in many edible products. The Office of National Drug Control Policy reports that poison control calls for help with marijuana exposure are up 72 percent in the state of Colorado.

These are issues that need to be addressed before marijuana is sold openly in California. It took more than 80 years to learn the detriments of tobacco smoking on our nation’s public health, and as a nation we now spend a great deal of money on tobacco prevention programs for our youth. The tobacco industry knew and took advantage of teen brains being more prone to addiction and marketed their

products to youth with the intent to create lifelong smokers. Adults with completed brain development are more likely to make educated choices about using alcohol, tobacco and medical marijuana. We owe it to our youth to educate and protect them to our best ability, while their brains continue to grow and develop.

Children’s program aims to help young people recover

A

balanced approach to children’s physical health is the key to the KidFit programs hosted by BeachFit CrossFit in San Clemente.

KidFit started as a summer program but eventually progressed into year-round classes.

Kimberly Sherwood, owner of BeachFit Strength and Conditioning, said she has taught children’s classes before and recently started working with Kim Fitzgerald, owner of Body Balance By Kim. “We started working together with some of our adult athletes and decided to start working with kids because a lot of kids need both better movement and strength and conditioning,” Sherwood said. “A lot of them need a lot of recovery techniques and rehabilitation techniques either from being too one-sided or from not moving around a lot.”

Sherwood said being too heavily involved in certain sports can cause certain problems for young children. While physical activity is a good thing, when children push themselves too far it can imbalance their bodies. Children who aren’t as active also can have issues. Growth spurts can also cause some problems.

“We have kids who are sports superstars and then we have kids who really don’t like athletics,” Sherwood said.

About a dozen children currently participate in the program. The age groups range from 7 to 10 years old and 11 to 14 years old.

It’s not just athletes who come to the classes.

“We have an opera singer who comes in here and she has huge lung expansion

and we help her to be strong in her body,” Fitzgerald said.

Sherwood said the difference between working with children and adults isn’t that different.

“With kids, I’ll ask them questions, and some kids will try to push themselves, but (any problems) are very easy to see because their movements break down,” Sherwood said. “I want perfect technique, and when their movements start to break down, I’ll notice it.”

One child who is involved in the program suffered a stroke last year and had limited mobility in parts of her body.

Sherwood said the child has progressed since joining KidFit. “The best part of KidFit is teaching them about their bodies and setting them up for life to be physically fit,” Fitzgerald said.

“We’re setting up skeletal alignment and proper movement and muscle memory.”

Fitzgerald said its essential to make sure children start becoming aware of their physical aspects to ensure healthy habits in the future.

“The sustainable body concept is teaching them how to maintain health and fitness, and to me I think the fitness industry needs to change,” she said. “Instead of telling people to listen to their bodies, (the industry) tells them to push through—‘no pain, no gain’—and these sorts of things.

We listen to pain as a signal from their body, and I teach how to listen to that signal so they can fix what’s wrong.”

The workouts also take out the competitive nature of sports and focus on a collaborative effort in getting into the best shape.

Sherwood and Fitzgerald also teach children about the anatomy of the human body so they know what to look for in the event of injury.

“What’s cool about this is you’re never always the best and you’re never always the worst,” Sherwood said. “The kids quickly learn that everyone is good at something.”

The classes are taught Mondays, with structured workouts and skill-building, and Fridays, with teambuilding workouts.

he Las Palmas Elementary School Jog-A-Thon took place Friday, Feb. 26. The school hopes to raise more than $70,000 to fund a Science, Technology, Engineering and Mathematics (STEAM) classroom for next school year.

Principal Kristen Nelson said “hundreds” of people attended the event, as

well as about a dozen U.S. Marines from Camp Pendleton.

According to documents provided by the school, about 50 percent of the children who attend Las Palmas are from families living at or below the Orange County poverty threshold.

2016 San Clemente High School Spring Sports Preview

T

he 2016 prep sports spring season is on the horizon. In our annual season preview, we get you caught up on all the San Clemente High School spring sports programs as they head into the new year.

• BOYS GOLF •

Last Season: The Tritons placed third in the South Coast League Players to Watch: Alex Pak, Shane Barreira and Ryan Moore.

Circle ’em: Dana Hills (3/28) and Tesoro (4/12) Outlook: Sitting in a golf cart on the first tee of Talega Golf Club on Feb. 25, San Clemente boys golf head coach Mike Hurlbut explained how every so often a mix of players come together at the right time with the potential to make a run at a league title and advance into the highly competitive CIF-SS team play competition.

Hurlbut believes this 2016 Triton squad fits that mold.

Leading the way for the Tritons is freshman Alex Pak, a highly regarded player who has competed for years on the junior circuit.

Hurlbut said Pak has cemented himself as the team’s No. 1 player with a scoring average that is hovering right around par. “(Pak) is single-handedly raising the bar already because of his practice and work ethic and how he carries himself,” Hurlbut said.

Pak adds considerable depth to the Tritons roster, which fields returning players Shane Barreira, Ryan Moore and Beau Hagen.

Hurlbut said the Tritons team scoring average is in the 190s, which should put them in contention to compete with rivals Dana Hills and Tesoro for the South Coast League title.

Eldridge was slated to be an everyday player, but tore his ACL in the offseason and will be out for the year.

After losing 10 players who more or less made up the lineup and fielding charts over the past two seasons, the Tritons will be relying on a young crop of players and several veterans in 2016.

Dave Gellatly is letting his players battle it out every day in practice to see who will solidify themselves in certain roles in the lineup and on the field.

The top of the Tritons’ pitching rotation, however, is not up for debate. Andre Pallante, the team’s No. 1 starting pitcher, is looking to build on a junior season that saw him throw a team-high 73 1/3 innings and compile a 1.72 ERA. This offseason,

Pallante has added size to his frame and is throwing consistently in the low 90s, reaching as high as 94 mph at times, according to Gellatly.

Injuries have hit the Tritons early in the season and they range in severity. Senior Tanner Brubaker, who figures to be the Tritons No. 2 pitcher and cleanup hitter, has been sidelined with a knee injury but should return within a week. Senior Liam

Circle ’em: Woodbridge (3/7) and Redlands (3/9) Outlook: Claremont Makenna-bound senior Jay Yeam and junior Michael Bott helped power the San Clemente boys tennis team to a league championship and an appearance in the CIF-SS Division 2 finals last season. Both standout players return to lead the Tritons singles rotation in 2015.

Caden Spencer, a returning starter, figures to be the Tritons No. 3 singles player.

The Tritons were top-heavy in singles last year but had enough strength on the doubles side to push them deep into the playoffs. This year, returning doubles players Chris Torcaso and Jacob Greenberg will be playing with Tony Gregory and freshman Lance Ding, respectively.

“I think (the finals match) helped them realize the things we want to work on and where we want to be stronger,” Stephens said. “We don’t want to be that team that is struggling in doubles this year.”

• SOFTBALL •

Last Season: 21-6 overall (6-2 league); advanced to the quarterfinals of the CIF-SS Division 3 Championships Players to Watch: Sierra Garrett, Melody Forstie, Raeonna Flores and Grace Krantz.

Circle ’em: Mission Viejo (3/8) and Laguna Hills (4/26) Outlook: Last season, the San Clemente softball team relied heavily on several senior players’ ability to change the game with one swing of the bat. Graduated seniors Lauren Kane and Kelsey Horton combined to slug 19 home runs and drive in 69 RBIs. With that production missing from the lineup in 2016, the Tritons have learned it will take a balanced team effort to maintain momentum.

“Last year we had a couple big hitters that whenever we needed a couple runs they could get them in for us,” senior second baseman Sierra Garrett said. “This year everyone has to rely on each other to get little base hits or get bunts down or even get the big hits that we need.”

The Triton distance runners will anchor the team in the track events, according to head coach Dan Johnson. University of Colorado commit Connor Dunne, a CIF State qualifier in the 800 in 2015, and Carlos de Jesus, the reigning league champion in the 1600-meter run, headline the talented distance group.

Senior high jumper Bennett Secrest has already cleared the 6-foot-2 mark this offseason and recently qualified for the California State Indoor Meet.

Junior pole vaulter Sean Kelsay, the defending league champion, and throwers Dade Amon and Donté Harrington add depth for the Tritons in the field events.

“I think we’re going to be fairly solid all the way around … we’re going to score points pretty much everywhere,” Johnson said. “I’m definitely looking to see if we can three-peat for a league title.”

Circle ’em: Triton Invitational (3/17) and Capistrano Valley (3/31) Outlook: The San Clemente girls track and field roster is dotted with defending Sea View League champions and young athletes primed for major breakthroughs.

Senior thrower Anna Gillis racked up plenty of points for the Tritons in 2015 and is poised for another big season. Gillis was a CIF-SS qualifier last year and is the defending Sea View League shot put and discus champion.

Another top point-getter for the Tritons in the field events figures to be sophomore jumper Julia Becker, the defending league high jump champion.

Sophomore Chloe Patterson, who nearly captured both the 100- and 300-meter hurdle league titles as a freshman in 2015, finishing second in both events at the league finals, returns.

Sophomore Chandler Horton looks to lead a senior distance running group, along with seniors Amber Eisele and Makenna Brownell.

The Tritons will trot out four starters who stand over 6-foot4, a group that includes opposite Paul Castellana (6-8) and middle blocker Kyler Presho (6-7).

The Tritons had the benefit of fielding two established setters last season, which allowed the Tritons offense to take advantage of its size more often. This year, the team will rely on junior setter Kian Feiner to facilitate the ball and get the offense in rhythm.

Head coach Ken Goldstone pegged Presho and junior outside hitter Jess Hunt as two breakout season candidates.

Both Presho and Hunt got some playing time last year as sophomores but will play prominent rolls in 2016. USC commit Aaron Strange will likely play at both the opposite and outside hitter positions.

• BOYS SWIMMING & DIVING •

Last Season: The Tritons placed second in the South Coast League and fourth in the CIF-SS Division 1 Championships.

Athletes to Watch: Brad Prolo, Nathan Benge, Luis Alvarez and Caleb Dixon.

Circle ’em: Capo Relays (3/10-12) and Dana Hills (3/22) Outlook: After a 2015 season that culminated with a fourth-place finish at the CIF-SS Division 1 Championships, the San Clemente boys swim team will have to regroup with a young squad in 2016.

The Tritons depth charts took a hit to graduation, but plenty of club swimmers return to form a balanced squad for second-year head coach Thomas Dollar.

Nathan Benge and Luis Alvarez are among a group of returning juniors that are positioned to pick up plenty of points for the Tritons this season. Benge will compete in the butterfly and sprint freestyle, and Alvarez will compete in the backstroke and sprint freestyle. Junior Brad Prolo will swim the 200IM and breaststroke.

Williams posted a time of 52 seconds in the 100 freestyle as a freshman and Dollar anticipates the dynamo to lop off several seconds in the event in his second year with the team.

USC commit Caleb Dixon, the program record holder for points scored, returns as the Tritons’ lone diver.

• GIRLS SWIMMING & DIVING •

Last Season: N/A Athletes to Watch: Lauren Amigleo, Isabella Anderson Outlook: The San Clemente girls swimming and diving team will enter the 2016 season under the guidance of first-year head coach Bradley Kerr. A San Clemente High School alum, Kerr has been working for the California State Parks as a lifeguard instructor and supervisor the past few years.

The Tritons went winless in league competition last season, but Kerr believes the team has the returning talent to help right the ship.

Sophomore freestyle sprint swimmer Lauren Amigleo, a club swimmer who also competes with the Tritons, returns.

On the diving side, Stanford-bound senior Haley Farnsworth figures to earn crucial meet points.

The Tritons will conduct a mock meet on March 4, which will be the first time Kerr can observe how his team handles the stress of live competition.

“They all seem to be a highly motivated group of young women who are definitely working very hard,” Kerr said. “They seem to be working well together and pushing each other. They seem motivated to win meets and do well this year.”

• GIRLS LACROSSE •

Last Season: 8-8 overall (3-5 league); advanced to the first round of the U.S. Lacrosse Southern Section Championships Players to Watch: Kelsey Bland, Victoria LeCause, Shay Hefft and Jessica De Collibus.

Circle ’em: St. Margaret’s (3/22) and Aliso Niguel (4/12) Outlook: San Clemente girls lacrosse head coach Joshua Cain did not expect to see his team in such a groove this early in the season.

The Tritons lost 13 seniors to graduation this offseason, which made the team’s season-opening 14-3 victory over Irvine on Feb. 29 a big step in the right direction for a young team made up primarily of sophomores and juniors.

The Tritons have just two returning starters in senior Victoria LeCause and sophomore Kelsey Bland, who combined for three goals against Irvine.

But what the team lacks in varsity experience they more than make up for in other areas of the game, according to Cain.

“The win over Irvine did (surprise). The majority of the team is young,” Cain said.

“But we have a super athletic group, and

they’re picking up the game and team play very quickly … I thought it would take longer for things to start clicking.”

Sophomores Shay Hefft, Jessica De Collibus and transfer Kiley Buckley will switch in and out of midfield and attacking roles, giving the Tritons versatility and depth.

• BOYS LACROSSE •

Last Season: 10-9 overall (6-3 league); advanced to the second round of the U.S. Lacrosse Southern Section Championships.

Players to Watch: Matt Keany, Nick Lemus, Austin Boyer and Branden Wilson.

Circle ’em: Corona del Mar (3/15) and Tesoro (3/30) Outlook: The San Clemente boys lacrosse team opened its season with a gritty 6-5 victory over Newport Harbor on March 1.

The game featured several clutch goals by the Tritons attack and, when it mattered most, the team’s defense clamped down against a talented Sailors team.

San Clemente returns plenty of talent on the defensive side of the field. The unit is anchored by Cleveland State commit, goalie and co-captain Austin Boyer, who compiled a 57 percent save percentage last season. Senior co-captain Caleb Bozarth, Ryan Crawford, Omeed Farhadi and transfer Lance Buckley make up an experienced defensive group.

The Tritons will have plenty of firepower in 2016 as the team returns Matt Keany (24 goals, 13 assists in 2015), Air Force commit Nick Lemus (28 goals, 35 assists) and sophomore Branden Wilson on attack.

“We had a lot of young guys get a lot of time last year as sophomores. These guys have had a year to grow up and it shows,” head coach Brad Reppert said. “They have definitely matured since last season and there’s good chemistry between these guys.” SC www.sanclementetimes.com

reg Long said he wasn’t thinking about points or ratings when the World Surf League Big Wave World Tour season started. After missing out on the first event of the season due to injury, he was simply thankful to be able to make the last two events and went into it looking to enjoy the surfing, he said.

On Feb. 29 at Jaws during the Pe’ahi Challenge, his easygoing attitude and desire to have the best time possible doing what he loves—paddling into the world’s biggest waves—paid off in a big way.

Long earned the points needed to claim his second WSL Big Wave World Tour title. He earned his first title in 2012.

“Every event and session this year, I wasn’t putting pressure on myself other than to simply go out and enjoy myself as much as possible, which I unquestionably did and in turn had some of the best performances and memorable waves of my life,” he said. “Winning the Big Wave World Tour is a tremendous accomplishment and feels great, but the real gift was the amazing waves I had the opportunity to ride and the incredible friends who I had the opportunity to share them with.”

Although Long missed event No. 1 and didn’t win at event No. 2 at Todos Santos in Mexico or at Pe’ahi, by making the finals at both events he earned 21,266 points for the season to beat last year’s champion Makuakai Rothman of Hawaii by 7,272 points. Hawaiian Billy Kemper, the winner at Pe’ahi, came in third for the season.

“That wave had at least a 50-foot face, maybe more, and was so gnarly,” Gudauskas said. “It was just about as critical and as deep a situation as you could find yourself in in big wave surfing. It was incredible to see Greg tapping into his years of experience as one of the world’s best. I don’t think many other people could have navigated that wave the way he did.” SC

She also loves playing soccer and basketball, the drums, xylophone and piano. As part of the Las Palmas Percussionists at her school, this multi-talented fourth-grader performs with the group at area schools as well as community events such as Puttin’ on the Glitz and Cinco de Mayo.

Addie is a top student earning mostly As and although she takes her studies very seriously, she genuinely enjoys school.

“I love school, it’s really fun,” she said.

“What I like most about it is getting to see my friends, math, reading and learning to speak Spanish. School is important because it makes you smarter. You get to learn about what your life is going to be and you need it so you can get good jobs when you grow up.”

Addie started surfing at the age of 3, riding tandem with her dad at San O. “That was really fun but I really started surfing a lot when I was about 8,” she said. “I started going to Trestles and Church’s and I started competing last year. I like it because it’s fun surfing against friends and I like to win trophies. Being in that situation really helps me get better too.”

Addie competes in the Western Surfing Association Championship Tour, San O contests and the Stoke-o-Rama.

Determined to continue climbing the amateur ranks, she practices every weekend and on weekdays when she doesn’t have a lot of homework.

Addie credits her family with helping her to reach her goals, in surfing and in life.

“I would like to thank my dad, mom, grandma, grandpa, uncle, aunt and cousins for teaching me how to surf and do other sports and for always supporting me when I have tough times,” she said. “They also taught me about having good sportsmanship.”
