Five things San Clemente should know this week Candidates Turn in First Round of Campaign Finance Reports THE LATEST: Campaign finance reports were turned in Sept. 30 to the city of San Clemente Clerk’s Office. The documents are public record.

Steve Swartz has raised $18,048 and spent $14,628. A loan of $10,000 from his company, South Coast Surety Insurance Services, Inc., foots most of the contributions in addition to a $4,000 loan to himself.

Chris Hamm has raised and spent the least of any candidate, gathering $7,556 and spending $4,350. Hamm is also one of two candidates that has not taken out any loans for campaign financing.

Some of the doctors who worked for Saddleback Memorial Medical Center in San Clemente, which closed earlier this year, have contributed to his campaign.

Bob Baker has raised $9,821 as of Sept.

24. He loaned himself $8,550 of that, and another $1,106 was listed but not itemized.

He had spent $5,775 of that as of Sept. 24.

Dan Bane has collected the most in this campaign season so far, about $20,000 in contributions, which includes $11,159 in loan from Sheppard Mullin Richter & Hampton, LLP, the law firm he works for, and he has spent $17,382 so far. Bane has the support of former Council members Jim Dahl and Joe Anderson, who contributed small amounts. Also, current City Councilwoman Lori Donchak contributed $250 to Bane’s campaign.

Bane’s largest individual contribution comes from Christy MacBride-Hart for $1,000.

Bane has also paid $6,000 to Evan Chaffee, who is a candidate for the Municipal Water District of Orange County and does political consulting.

Bane and Swartz both received the endorsement from the Orange County GOP as well as contributions from the California Real Estate PAC. Pamela Joy Glass filed a form 470, meaning she does not intend to raise or spend more than the $2,000 for her campaign.

City’s Legal Costs Exceed Last Year’s by $1 Million with More Costs Scheduled THE LATEST: According to documents from the city of San Clemente, the legal fees incurred by the city were $1 million more in fiscal year 2016 than the year prior, mostly paid to the law firm the city contracts, Best, Best & Krieger. The total amount was $1.86 million, whereas in FY2015 it was just less than $880,000.

The fees were due to general counsel oversight, litigation that includes the MemorialCare (hospital lawsuit); Capistrano Shores, Inc.; the Beach Parking Impact Fees (BPIF); Senate Bill 2 (homeless shelter); the SC Vacation Rental Alliance; and a collection of other lawsuits.

BB&K was paid $1.79 million, and Harper & Burns, LLP; and Rutan & Tucker, Inc were paid the remainder.

The City Council approved on Tuesday a structure of future costs including more than $820,000 to continue litigating the MemorialCare Lawsuit, $1.1 million for the Sovereign Health lawsuit and $118,000 for the Vacation Rental Alliance case.

Councilman Tim Brown said he wants the public to understand that the city is trying to win lawsuits that were filed against it, not that the city is “taking risks” by litigating against these entities.

However, the city changed the zoning uses for the hospital area and passed ordinances zoning sober living or recovery homes and short-term rental units, which caused the entities to sue the city.

WHAT’S NEXT: On Tuesday, the city discussed earmarking almost $1 million for lawsuits in which it is already engaged.

SCHS Opens Lab for Students to Learn Cyber Security, IT THE LATEST: On Tuesday, Sept. 27, San Clemente High School hosted a ribboncutting ceremony to celebrate the opening of a Cisco Systems Learning Lab, which gives students the chance to learn about cyber security and informational technology support systems.

WHAT’S NEXT: The lab was paid for through a $3.25 million Career Technical Education (CTE) grant, according to the release.

The CTE grant funds both the Cisco Learning Lab and the newly dedicated Capistrano Valley High School ‘TechKnowledgy’ Lab in three phases over the next three years. Each phase is designated for the maintenance and enhancement of CTE courses and the labs. —Staff

City Council Decides to Rethink Permitting Marijuana Cultivation THE LATEST: Mayor Bob Baker said during Tuesday night’s City Council meeting that he had changed his mind regarding the permitting of marijuana plants, should Prop. 64 pass. Baker said the value the plants have could make citizens targets of theft because the permits would be public record and anyone could search for people who have them.

“I did not understand how expensive marijuana is,” Baker said. “I thought it was a good tool for us to have, but I think the public safety of that overrules (the amendment).”

Last meeting, City Council approved a zoning amendment to require people who want to cultivate up to six plants to get a permit if they want to do so in San Clemente, but only if Prop. 64 passes. If it doesn’t, then the laws don’t go into effect and everything stays the same.

Marijuana sales, distribution and any other use is prohibited within San Clemente.

Baker said he still thinks marijuana will be a danger to the city and that traffic accidents and related incidents will increase.

“One of the things that I’d be concerned about is a regulatory scheme where someone says they’re growing for personal use and then you have a commercial increase, and what do we have except a warrant,” Councilman Tim Brown said.

WHAT’S NEXT: In order to pass the zoning amendment before the election, the City Council will have to pass something different at its Oct. 18 or Nov. 1 meeting before the election. —EH

CUSD Discuss WIGs for Current School Year THE LATEST: The majority of last Wednesday night’s Capistrano Unified School District meeting was dedicated to discussing the district’s Wildly Important Goals (WIGs) for the 2016-2017 school year.

WIGs concentrate on three main topics in the district, and are broken down to concentrate on certain elements including teaching and learning, communications and facilities.

Some of the facilities goals discussed include completing new classroom building at San Clemente High School and San Juan Hills High School. Construction is set to be completed by Aug. 18, 2017. The district also wants to see the implementation of an energy reduction plan.

Spiny lobster season is underway

T

he clock struck midnight for some spiny lobsters that dwell under the San Clemente Pier, as harvesting season for the creature began last Saturday night.

The season began Oct. 1, and at least 20 people were casting traps and nets at the Pier.

Scott McLellan said he’s been coming out since 2001 and lives across the street from the Pier. He said it’s not a hard sport to get into; people can get all they need for about $50.

“The best bait that I’ve seen is mackerel,” McLellan said. “Everyone seems to have their favorite spot. It’s like a camping trip. I didn’t even know some of these guys, I just met them tonight. I’m from San Clemente, they’re from Long Beach, but I’ve been hanging out with them, and it’s been a fun night.”

Lyft Up San Clemente rideshare program chosen to pick up closing bus routes

n order to supplement the closing of the 191 and 193 bus routes, the city of San Clemente approved a contract with Lyft, a mobile transportation service, on Tuesday, Oct. 4, to operate a rideshare service in town.

City officials said they aren’t sure when the program will launch, and with days left until the two bus routes close, they’re hoping it will be operational as soon as possible.

The 191 and 193 bus routes are planned to end Oct. 9, as these routes were not getting enough riders for OCTA to justify the service. The 191 travels from the south end of San Clemente all the way up to Mission Viejo at Saddleback College.

The 193 is a more circuitous route that travels within San Clemente and Capistrano Beach.

In an informal online survey via Facebook, people said they or their family members would be affected as it’s the singular bus route that travels to the college. Others said family members with disabilities will have to find alternatives

Currently, the plans for the rideshare program would only operate throughout the boundaries of the city of San Clemente.

In August, the city approved an agreement with Orange County Transportation Authority for a $914,400 grant that would supplement the outgoing bus service with a rideshare beta test program for two years. The city will pay about $100,000 as a match. Rider statistics will be gathered and reported on a monthly basis.

The fares for people to use the service are expected to be subsidized so that rides will cost $2 at minimum. According to a city report, Lyft rides within the city cost between $5 and $11. For rides that cost more than $11, additional costs will be added.

OCTA’s grant will provide 90 percent of the subsidies needed for the program.

The report also said the city is working with Lyft to find other ways to subsidize the costs.

A rate structure is available on the city’s website at www.san-clemente.org under “Government”—click “City Council,” then “Agendas, ” then the 10/4/2016 agenda.

The Lyft routes within the city are expected to mimic the 191 and 193 routes, providing stops within 250 feet of those routes, according to the city report.

Lyft drivers are notified for a pickup through an app, but for people who don’t have smartphones, they will be able to purchase government-subsidized smart-

An assessment by CDFW’s Dr. Doug Neilson in collaboration with Dr. Ernesto Chavez from Mexico determined in 2011 that the California spiny lobster population off Southern California was estimated to be stable from year to year.

“I was out at the lobster (harvest) at Catalina, … and it’s very cyclical, but this year didn’t seem to be particularly good,” Andrew Hughan, a public information officer with CDFW said. “The weather was kind of nasty Friday night, and then I went diving personally at Catalina and only got two, and we only saw four or five more.”

People at San Clemente Pier didn’t seem to be faring much better, but weather patterns could alter the spiny lobster activity throughout the season, according to CDFW personnel.

Preliminary information from CDFW from online fishing forums found the current recreational lobster fishing season had a majority of reports of several legal-sized lobsters harvested per person.

Lobster tails must be 3.25 inches wide.

The daily limit of lobster take is seven, and a maximum of five nets can be cast by individuals. Two hoop nets can be cast on land-based structures and no more than 10 on a fishing vessel, no matter how many licensed people are on board.

Councilman Tim Brown, who championed the program, said that the city wants to serve a greater amount of potential riders.

“We’re asking for people who don’t have smartphone technology to upgrade just a little bit,” Brown said. “We’re hoping it’s not going to be difficult. For people who take the bus and check the daily times, my assumption is that’s something they Page 6

already have.”

Brown also said if the city starts to notice the rideshare program is popular and the subsidies won’t last, flex pricing would be available and the cost per ride will be incrementally increased, which he said could be stretched over the two-year time.

Hours of operation are expected to be from 6 a.m.-8 p.m. every day.

The True Sioux Hope Foundation will host a fundraiser to support a children’s safe house on the Pine Ridge Reservation in South Dakota.

San Clemente resident Crystal Strait, director of the Foundation, said funds from the inaugural True Sioux Hope Gala will serve a vital need on the reservation.

“This is largely because there’s no child protective services to take the infants,” Strait said. “The children are left in a house where there’s domestic violence. We have the building, but we need additional funding for the first year.”

The Foundation was created by Twila True, a member of the Oglala Sioux tribe.

“Having spent her formative years on reservations, Twila knows firsthand the courage that it takes to become a strong, independent, modern American Indian,” a press release from the foundation stated.

The goal of the event is to raise $500,000, and Strait said they have already gathered $200,000 from sponsors.

The gala is Nov. 12 at the Balboa Bay Resort in Newport Beach. The event starts at 5 p.m., and tickets are $400. For more information, visit www.truesiouxhope.org.

Temporary Closures of Avenida La Pata Scheduled until Mid-November In order to complete the widening of La Pata Avenue in San Juan Capistrano, a series of temporary traffic closures—about five minutes each in duration—will take place south of Ortega Highway on a daily basis beginning Monday, Oct. 3 and lasting through mid-November.

Orange County Public Works contractor crews will use these intermittent breaks in traffic over the next month to transport large equipment and project vehicles across La Pata to different project sites.

Crews are currently installing temporary traffic lights at the location of the stops—about 1,000 feet south of Ortega Highway. Public Works officials said in a press release that “traffic will be intermittently stopped and will be relieved as needed to accommodate traffic stacking.”

“These brief traffic stoppages … are necessary for crews to complete La Pata Avenue widening improvements as quickly and safely as possible,” the release stated.

Officials recommend drivers use an alternative route whenever possible. However, in order to minimize the impacts on commuters travelling to San Juan Hills High School, temporary traffic closures will not occur during the following times: Mondays: 6:30-8 a.m., 11:30 a.m.-12:30 p.m. and 1:45-2:45 p.m.

Tuesdays-Fridays: 6:30-8 a.m., 12-1 p.m. and 2:30-3:30 p.m.

Public Works officials said updates will be issued regarding future traffic closures along La Pata.

Cassano’s Hosts Benefit for Boys & Girls Club On Thursday, Sept. 28, Cassano’s restaurant at 818 S. El Camino Real hosted a “Guest Bartender Evening.” Two longtime community locals, Phil Kaupp and his brother-in-law, Jim Fetterly, stepped behind the bar to serve patrons and raise funds for the Boys & Girls Club of the South Coast Area in San Clemente.

Owners Dave Cassano and Sharon Torres, who have given back to the community for more than 30 years, said they were “a bit hesitant to turn the bartending over at first, but the bartenders’ skills, combined with their welcoming charm, soon put all concerns to rest. The two drew a huge crowd and collected over $300 in tips, which they generously donated to the Boys and Girls Club,” according to a press release.

“It’s wonderful to have a place where friends, family and neighbors can come together to have fun, enjoy good food and support a worthy organization,” the release stated. “Our kids have benefitted over the years from the Boys & Girls Club, and it’s our honor to give back in memory of Robert Haugh, at our favorite local restaurant.”

City Council Candidates Discuss San Clemente’s Homeless Population

A

lthough many recently published studies from the County of Orange do not show a significant increase in the homeless population, many San Clemente denizens say they’ve seen an increase.

The city of San Clemente recently lost a lawsuit filed by a company in San Juan Capistrano, alleging the city was not in compliance with Senate Bill 2, which mandates that cities provide adequate zoning to allow for the possible establishment of an emergency shelter, particularly for use by the homeless population.

The following question and conversations with this year’s City Council candidates explores how they would address homelessness and the concerns citizens have regarding the issues.

The candidates’ answers are listed in the order their names will appear on the November ballot.

Question: What is your assessment of the treatment of the homeless population in San Clemente, and is there anything you would do to address the issue?

STEVE SWARTZ “We have a handful of nonprofits here that have really worked hard in helping the homeless,” Swartz said. “We live in a climate where we’re going to attract them. We need to adopt the same thing they did in Sacramento, which was a no-panhandling ordinance, so that we can then take care of that portion of it. And then we do need to allow for there to be a nonprofit group to build a homeless shelter.”

Swartz acknowledged the homeless population that may want to stay on the streets and opt to live in the parks and the canyons. He said they can’t be allowed to stay there overnight and the city’s codes do need to be enforced.

“We used to have a task force in this town between the city commissions, committees and the nonprofit groups for the welfare of the citizens of San Clemente and the nonprofits,” Swartz said. “You had the ability to look at the issues and those are the resources we should look to. They don’t drain our resources if we’re working in conjunction with some of the nonprofits that do a great job.”

SC Times asked Swartz about his thoughts on the required zoning process to allow for an emergency shelter.

“The Planning Commission had hearings and spent tons of hours to put together something, and the city should have just adopted it, and they didn’t.

Simple as that. That was the No. 1 problem I had when I was the chairman of the Beaches, Parks and Recreation Commission,” Swartz said. “The idea is to find what works best for the city, and you don’t have to lean one way or the other, but you can find the right solution.”

CHRIS HAMM “That was one of the things that before I got on City Council I wouldn’t have an answer for, but now being involved on Council for four years, we did a lot of things for the homeless population,” Hamm said. “The biggest things we did were public-private partnerships to reach out for food and clothing and people getting back jobs and any support they need to get back in the working class. San Clemente has been on the front line of places to stay, things to do for the homeless. And I think as long as we continue to have strong public-private partnerships, I think we’re going to be ahead of the curve on homeless issues.”

Hamm said he has seen an increase in people being “kicked out” of sober living homes, who then become homeless. He said it’s obvious to know which ones have been most recently kicked out when they have all their luggage with them and an identifying sticker from the facilities.

“Being a firefighter, we see it all the time,” Hamm said. “They say, ‘I have nowhere to go. I just got kicked out of this home. My phone is dead. I have no money to get a plane ticket and go home.’ Is that a homeless population? It’s a transitional population for sure, and those are the kinds of people we see on a daily basis because they’re carrying that luggage. So there’s an anecdotal way to say it’s gone up, but really it’s probably more people just trying to get home.”

Hamm said the practice of “phishing” has gone way up, based on what he’s heard from local deputies. Phishing, in this sense, is people trying to burglarize cars and homes by quickly checking random door handles to see if the car or home is unlocked.

PAMELA JOY GLASS “I think San Clemente Police Services substation are just the best here,” Glass said.

“They are reaching out to people, and it’s through love and kindness that people find self-worth and desire to

help themselves.”

Glass said the homeless population needs help with getting social security cards and identification, and the homeless need to recognize the advantages of being a citizen of the United States and San Clemente.

“There are solutions, and if they so desire, they can get up, stand up and recognize Uncle Sam,” Glass said. “The Uncle Sam I’m talking about wants us to be honest citizens and to just cultivate qualities in our lives that just uplift us instead of yoking us to underground living. That’s something they have to do, and if they’re not able to do that, then the measures are certainly here to take care of those issues.”

ROBERT “BOB” BAKER “We have a terrific agency in San Clemente in Family Assistance Ministries that’s done a lot for homeless folks,” Baker said. “People always talk about the guy who lost his job and the wife lost her job, and now they have no income so they get evicted; they’re usually young families.

Nobody ever really talks about the chronic homeless, the folks with mental disorders or those with terrible problems that are visible, and ... I’m not sure there are good solutions for those kinds of things. But for the groups of people who are homeless, we have FAM, and the city and your tax dollars go to support them, not a great deal (of funds), and they do a lot of fundraising.

They do great stuff in the community.”

Baker said FAM interviews its clients before giving them resources and assigning caseworkers, and he said the organization is geared toward getting people off the street.

“I think it’s a terrific approach and a good way to operate, and I’m very encouraged by FAM. They’re now inputting a lot of their data into the county’s system. This is a difficult problem for everyone.”

SC Times asked Baker if there is anything he would do to establish a shelter, beyond the minimum requirements of the SB 2 lawsuit.

“No, because that’s not the function of SB 2 that we’re trying to comply with,” Baker said. “I’m not in favor of the city of San Clemente establishing its own homeless shelter. Absolutely not. … I

am in favor of complying with SB 2 and zoning a portion of San Clemente to allow a homeless shelter to go in there by right, and that’s what we thought we did when we passed our SB 2 compliance ordinance.

We modeled this after the ordinance in San Juan Capistrano and Dana Point, neither of which got sued. We got sued by a resident of San Juan, which gives rise to the question, ‘Why didn’t you sue your own city?’ We’ll see how the County of Orange homeless shelter works out.”

DAN BANE “Homelessness is an issue all over California,” Bane said. “You can just drive to Los Angeles and you see there’s a huge issue.

The first thing is we have to comply with SB 2. I wish we would have done a better job up front. No one wants to talk about litigation, but part of what I’m running on in my campaign is to make smart decisions and strategic decisions up front and not bury our head in the sand. The Planning Commission made a recommendation early on as to what areas should be designated for homeless shelters, and the bottom line is the City Council did not follow those recommendations. We got sued, and we lost.”

Bane reiterated the court’s ruling that stated if the city had followed the recommendation from the Planning Commission, the city would have not lost the lawsuit.

Bane said he serves on the board of Serving People in Need (SPIN) in Costa Mesa, which aims to help homeless people get off the street.

“We sort of have a program; we say we’re partnering with (Family Assistance Ministries), but we need to help these people get their own housing and get back into society, but we’re not doing that. Another thing is the panhandling ordinance.

I’m not going to say I’m shocked; there are a lot of cities in Orange County that have them. We’re behind on the times in that regard. We need to adopt a panhandling ordinance. It’s an easy step the city could do. I hope we don’t reinvent the wheel and spend a bunch of money to do that, but that’s an interim measure that can be done and help reduce the number of panhandling rings that are clearly in the city.”

Bane said not everyone who is panhandling is part of some kind of organized scam, but many of them are.

“They’ve gotten very savvy at figuring out how to get the most money. It’s not just endemic to San Clemente. It’s everywhere. I’m not going to say in all cases those folks are part of a racket, but by and large they are, and we’re especially vulnerable to it because we do not have a panhandling ordinance.”

Bane said the city could enforce this by keeping tabs on repeat offenders and taking “corrective enforcement.” SC www.sanclementetimes.com

Letters to the Editor MARIJUANA GROW PERMIT INVADES RIGHT TO PRIVACY WAYNE EGGLESTON, San Clemente

Over the 12 years I was on City Council, and as a former mayor, and as a current member of the Planning Commission, I voted for very strict marijuana city regulations including a ban on marijuana dispensaries, sales, outdoor garden cultivation and more. Should Prop 64 pass, it would allow for a resident to grow, by right, a maximum of six plants, including medical marijuana in the privacy of their residences.

Recently, our City Council voted to require, if Prop 64 passes, those who legally grow medical marijuana to obtain a city permit by registering their names and addresses, which will be a matter of public records and accessible to anyone.

The permit issue is not about support for Prop 64 or support for the use of marijuana. The overriding issue here is the social civil liberties issue, medical privacy issues, an invasion of privacy in your own home, potential for home invasion robbery and unwarranted searches in your home for something that may become legal.

Imagine someone who is recovering from cancer treatment being harassed by the city. The city’s code enforcement officers and sheriff deputies would have the right to knock on your door, with a complaint, and request entry to count your plants, of which you could legally grow up to six. If you did not grant permission, they could then get a warrant to search your premises. Is this government overreach?

Naturally, if someone is growing a marijuana farm inside their home, that is a different issue, and the city would have the right to shut them down and take appropriate legal action and a warrant. These farms can be identified by the city with increased consumption of water usage and electricity.

Should we be dealing with this exception and not the legal right under Prop 64 to grow up to six medical marijuana plants in the privacy of your own home without exposing your identity, address and that you may have a medical issue, which are privacy issues? Remember, anyone could obtain this public record and address from the city. Additionally, a person’s address via a public record invites a home invasion robbery, as these plants have considerable dollar value.

I believe that our hardworking code enforcement officers and sheriff deputies are stretched pretty thin right now. Is this an added permit that is unenforceable and even necessary? I wonder how many San Clemente Times October 6–12, 2016

will actually register their names and addresses?

No matter whether we believe Prop 64 is a good idea or not, this “feel good” city permit requirement is a social civil liberty rights, home invasion robbery potential and medical privacy issue. The second reading was voted on Tuesday. They needed to do the right thing and stay out of your home if you are doing what is a legal right should Prop 64 pass.

With application to country, city and relationships, tribes of interest would divide rather than heal one another. San Clemente should only have one community, for country and residents, and officials who ensure its unity.

I want to give kudos to San Clemente High School principal Chris Carter. This is a guy who stepped into a very volatile and tough position last year, and he has done a tremendous job. Having been to a few of the football games, I cannot get over how high the school spirit is among the student body. It is evident these kids are proud to be part of SCHS. I have had a few dealings with Mr. Carter, and he has been nothing but professional and amazingly attentive, always following through with whatever he says he is going to do.

Thanks for doing a great job, Mr. Carter.

HEALTHY HOMES OR BARRIERS BUILT IN SAN CLEMENTE SEAN WATSON, San Clemente

A division separates an item into parts.

The two parts are either big powers or small, relationships that were but are no longer. And so as a lens to see, big divisions exist along with the small divisions.

The big ones reach down to the smaller ones, and the smaller ones influence bigger ones as much. Divisions in Washington D.C. provide a template for divisions locally, and walls built between friends and partners influence the perpetuation of barriers in institutions and organizations.

Regardless of scale, the two parts that result are different from the other and distinct from the two combined. Former dynamics are erased with elements lost, which dwindle in number, and diminish in size. What remains of the splintered pieces is to be redefined as separate items. No matter the item divided, the two pieces are less than the whole of the two combined.

A splintered country is weaker than a unified country. Fragmented communities are less effective than compromising residents. Strained relationships bear burdens absent in healthy ones.

But that which is redefined is not defined according to itself, but what is lost.

In this way, political issues are no longer addressed upon their practical purposes, but to stifle the interests of opposition.

Differences are not seen as strengths in relationships, but points of departure.

There is a difference.

Solving the homeless “epidemic” is something our society has been wrestling with for a long time—some solutions in some areas have been successful, others not so much. While there is no silver bullet, collaboration can help smooth the path to workable ideas that can pave the way to realistic and efficient answers.

The collaboration needs to arise between two polarized groups: the NIMBYs and the bleeding hearts. How can this be accomplished? By recognizing an often overlooked fact that there are two distinct groups of homeless populations, which realistically should be handled in different ways.

1. You have the truly needy, desperate heartbreaking situations—real life tragedies of temporarily displaced people who are victims of bad luck and circumstance.

This is the group that the bleeding hearts ache to assist—and rightly so.

2. You have the other group of chronic vagrants who operate on the fringes of the law and are not really interested in becoming non-homeless. This is the group that the NIMBYs fear will wreak havoc in their neighborhoods—and rightly so.

Does this seem overly simplistic with quasi “good guys” and “bad guys”?

Perhaps to some, but it needs to be the starting position toward seeking different solutions that will resolve the homeless situation for both types of homeless and will be the best resolution for the greater community—satisfying both the NIMBYs and the bleeding hearts. On an ancillary note, one could apply the exact same intellectual argument to the refugees around the world who are being relocated (good guys versus bad guys), but I leave that solution for another time and place.

Ole Hanson Beach Club to Resume Making Memories

I

t’s back and better than ever! On Friday, Sept. 30, the newly rebuilt Ole Hanson Beach Club (OHBC) was reopened to great fanfare and big crowds.

Constructed during the “roaring twenties” by visionary and city founder, Ole Hanson, the OHBC has a storied history and has been the source of many wonderful memories for residents for almost 100 years.

However, after decades of use, the OHBC had never been fully rehabilitated and was in grave need of repairs, restoration and upgrades to meet the new state building codes and continue to be the jewel of North Beach.

And, as one of our first landmarks, and due to his historical significance, it proved to be a very serious undertaking.

In January 2015, construction commenced CITY COUNCIL and was a balanced effort CORNER to ensure the necesBy Tim Brown sary rehabilitation was performed, while respecting the historic architecture that made it great. As is the case with the aging structures, many of the greatest challenges didn’t surface until the contractors were able to open up the building and pool and evaluate the condition. Dry rot, termite damage, inadequate prior repairs, structural deficiencies and even an old pool underneath the existing one were only a few of issues that came to light. However, the city remained committed to the project and ensuring that the renovation be completed and would last and be worthy of such an important part of our town. In all, $5.6 million was invested in hopes that we could enjoy another 100 years of the beautiful facility.

Here is just a small sampling of the expansive project list for the OHBC: • First floor reconfiguration and renewal • Historic windows and doors rehabilitated • Accessible second floor and exterior decks via an elevator • Second floor historic finishes restored • Building structure and seismic upgrades • Balcony returned to historic colors and reinforced • Exterior plaster replaced and wood restored • Historic porthole window returned • Historic exterior decorative tile restored • Reconstructed pools for better access and appearance • Native California landscaping and sidewalk improvements The Ole Hanson Beach Club was a gift from Ole Hanson to the community to recreate and enjoy North Beach. again have an endless stream of children and adults who can come to enjoy recreational swim and a variety of organized swim lessons and exercise classes offered by the city’s Recreation Department.

For those that are interested, the OHBC events and facility rentals will be managed by 24 Carrots catering, a proven vendor from their work at the Casa Romantica, which was selected by the city through a public RFP process. Please be aware that for the next few months, the OHBC will operate on a modified rental and operating schedule as the new systems and amenities come online; however, residents can look forward to a full schedule of programs that will be offered at the start of the new year.

As one who greatly respects and appreciates our historic past, I am thankful our residents are supportive of historic preservation and retaining Ole Hanson’s dream of San Clemente’s Spanish Village by the Sea. Although these projects often take a lot of patience and a much longer process to complete, it is because of this commitment to its heritage that San Clemente retains its natural charm, character and beauty. A heritage that makes San Clemente unique and sets it apart from other communities. Here’s to the Ole Hanson Beach Club—may it be a place for our community to make happy memories for another 100 years to come.

nternationally renowned harpist Julio Montero has been gracing San Juan Capistrano and much of Orange County with his world music for years. Montero has been playing the folk harp professionally for three decades now—a career which began in his home country of Spain and has now taken root in San Juan Capistrano.

While he and his family don’t reside in San Juan, the Montero family considers the city their home. His daughters, Claudia and Valeria, have been coming to Ricardo’s Place every Sunday with their father for the last seven years—Claudia playing the guitar, and Valeria playing percussion and violin.

Over the last 30 years, Montero has performed across Europe, North and South America and Japan, and now he finds himself performing not only at Ricardo’s, but also an array of local fundraisers and events across South Orange County. Cur-

rently, he and his daughters are working on recording their first album together.

For Montero, being a musician means truly loving what he does and connecting with the music.

“If you don’t love what you are doing, people cannot love what you do,” Montero said. “It’s like love. If you have love inside you, you can give it. If you don’t have it, you cannot transmit it.

“It’s the same thing with music. Being a true musician is not thinking primarily about making somebody else happy or money. It’s feeling that love—that happiness. After that, everything else comes.”

At the Movies: ‘Miss Peregrine’s’ Allows Burton to Branch Out

y now, we all know the Tim Burton formula. Gothic setting and costuming, misunderstood outcast, whimsical music score and at least a little bit of stop-motion or CGI. For over a decade, Johnny Depp and Helena Bonham Carter were his go-to leads, but his most recent release, Miss Peregrine’s Home for Peculiar Children, is his third film with neither. Instead, we have Burton’s second feature starring arthouse favorite Eva Green in this adaptation of Ransom Riggs’ popular novel. The film San Clemente Times October 6-12, 2016

could be viewed as Harry Potter meets the X-Men. Jake Portman (Asa Butterfield) witnesses his close grandfather, Abe (Terence Stamp), die right before him with a mysterious, supernatural figure looming over them. Later, Jake discovers a postcard from Abe’s old boarding home, and Jake and his dad (Chris O’Dowd) think visiting will help deal with Abe’s death. Only Jake discovers the boarding house is very alive in magical ownership by Miss Peregrine (Green), and include her youthful tenants: floating Emma Bloom (Ella Purnell),

creature inventor Enoch O’Connor (Finlay MacMillan) and flammable Olive Elephanta (Lauren McCrostie).

Like with Frankenweenie (2012) and Big Eyes (2014), the most refreshing thing about Miss Peregrine’s is seeing new faces work with Burton after having so much Depp and Carter in the past. Green naturally fits in with the filmmaker’s trademark aesthetic and direction. Some of the editing and continuity decisions in the film are a bit peculiar to say the least, but for those older kids who like traditional Burton or fantasy, this might do. SC

October is Red Ribbon Month, Saluting Drug-Free Lifestyles

ctober is Red Ribbon Month, and our schools and city will be commemorating this day through activities that aim to educate, advocate and provide resources to youth and families about the negative outcomes caused by the illegal drug industry.

The first Red Ribbon week was held in honor of Enrique Camarena, a Drug Enforcement Administration agent who was tortured and WELLNESS AND killed in Mexico in 1985.

Sadly, 30 years later we live in a country where accidental drug overdoses appear in the media daily and drug use is glamorized by pop culture and social media. Orange County (OCHCA) data records a higher than national average rate of accidental overdoses, making it important that we provide children with real facts and information to counter what they view in the media.

The education and prevention activities during Red Ribbon Week (Oct. 23-31) are very important to the well-being of the youth and adults in our community.

Whether your child is two or 22 years old, there are many important messages parents and adults can deliver solely through their own behavior.

Prevention science has come a long way in the past 30 years. “Just Say No” started the conversation about substance use, and now it’s up to us to provide young people with facts about alcohol and other drugs. According to prevention professionals, education about the health effects of cigarettes has been very successful in lowering rates of tobacco use among our youth and is the model for education about alcohol, prescription drug abuse, marijuana and vaping devices.

Experts in the fields of child development and prevention believe that the best tool to combat substance abuse is helping our youth develop skills to prevent risky behaviors, while educating them about health effects. By emphasizing the message in our homes and our communities that our youth do not use alcohol and illegal drugs, we help them know they have our support when they are faced with tough choices.

Researchers from the Search Institute (www.searchinstitute.org) found that many young people no longer have clear rules and expectations about making healthy decisions as they approach

adolescence. It’s normal and healthy for teenagers to take more responsibility for themselves as they mature, but problems occur when young people lack clear expectations. Adolescents are more likely to make healthy choices when parents and the community make very clear the rules and consequences for risky behaviors.

So the question remains: How do we help teens understand our expectations?

These messages are both implicit in the behaviors they see from other adults and explicit in the rules at home and in the enforcement of these rules in our community.

To be effective, rules and expectations should include the following qualities: Clear—children should know what to expect and the ramifications for breaking the rule.

Consistent—parent’s expectations are more likely to be met when adults enforce them on a regular basis.

Creative—children respond better to the rules when the boundaries are clever and creative.

Confident—Parents can empower kids when they set the expectation and say, “I know you can do this.”

Rules and expectations can also evolve as your child matures and becomes ready to take on more independence. The following are helpful age-related guidelines: 6-10 years old: Be firm about safety rules. Be consistent with the consequences for violating rules.

11-15 years old: Negotiate new rules and expectations as your child grows older.

Be patient, calm and consistent as young adolescents test the boundaries you set.

16-18 years old: Explain your reasons for the limits you set. Help your teenager think about future goals and the discipline required to reach them.

Zerboni, Flash Headed to Title Game

Q&A with veteran NWPSL player ahead of championship match

I

t took just 16 minutes for the Western New York Flash to silence an adversarial crowd of over 20,000 screaming Portland Thorns fans at Providence Park on Oct. 2. The Flash had just taken a 1-0 lead over the heavily favored Thorns in the National Women’s Soccer League semifinals thanks to a goal by Samantha Mewis, and they weren’t done yet.

The Flash played inspired soccer and blitzed their way past the late-charging Thorns in front of the sellout crowd in Portland, ultimately earning a 4-3 overtime victory and a berth in the league championship match.

The Flash, who will appear in their fi fth championship game in eight years, will face the Washington Spirit at BBVA Compass Stadium in Houston, Texas, on Oct. 9.

back championships in the now-defunct Women’s Professional Soccer and Women’s Premier Soccer League Elite in 2011 and 2012, respectively, serving as the team captain in 2012. Zerboni’s 55 starts and 57 games played rank second on the franchise’s all-time list.

She left the Flash to sign with Portland in 2015, and played eight games for the Boston Breakers in 2016 before Flash management traded for her June.

The Flash have the youngest roster in the NWSL, and Zerboni, 29, has provided steady leadership throughout the team’s stretch run to the finals, logging over 1,000 minutes of playing time in 12 appearances.

The San Clemente Times spoke with Zerboni days before the championship match to discuss the team’s spirit, and the road they took to reach the finals.

San Clemente Times: You’ve played for the Flash in years past. What was it like returning to your former franchise midseason?

McCall Zerboni: I had good memories and found success (in the past with the Flash). I was familiar with the landscape and the management, having played for coach (Paul) Riley last season. But I wanted to come in with a beginner’s mindset. I came in with the mentality that I didn’t want to shake up too much of what they were doing. The hardest part was finding a way where I could showcase my strengths.

Dolphins Water Polo Fends off Surging Tritons

Before he sent his players into the pool for their Oct. 4 matchup with South Coast League rival San Clemente, Dana Hills head coach Matt Rosa told his squad to prepare for a battle. That’s exactly what the visiting Dolphins got out of the Tritons.

SCT: After a hot start to the season, the Flash went winless in seven matches before rallying to make the playoffs. What brought you guys out of that lull?

MZ: That depends on how you look at it.

We remained positive. You can look at it as we went winless … but we lay it all on the line, and that’s all you can ask. There were moments when we were challenged. But we have a lot of dimensions to us; we can pressure, or we can slow down the pace.

Those dimensions create and mold our game to find weaknesses in other teams.

SCT: What are your thoughts on that semifinal battle you guys had with Portland?

That looked like a tough game.

MZ: I was surprised at how big, emotionally and physically, we got in that game. I’m proud of the mentality we had.

We really flew. We all get along off the field and we carried that onto the pitch.

SCT: What’s it like being a veteran on such a young team making a run like this?

MZ: We’re the youngest team in the league. At the end of the day, I can lead and pass along guidance, but it’s up to them in the moment. When you’re young, you can go one of two ways. You either want to improve and get better or you can do it your own way, and I think this team has shown they really want to improve. As an older player, you hope your experience can help turn the dimension of the team.

SCT: You’re facing the Washington Spirit in the finals. What kind of a game can fans expect to see on Sunday?

MZ: (Washington) is a great squad. And I hesitate to say this but they are similar to us. They have a ton of superstars. It will be another good matchup because this is the toughest league in the world. SC

The Dolphins’ defense, which held the Tritons to just one goal over the first nine minutes of play, reverted back to that effective style with the game on the line.

Tied 9-9 in the fourth, the Dolphins took the lead for good when Adam Cole forced a steal and Bryce Dunn scored on a tough-angle shot at the other end of the pool for a 10-9 advantage.

San Clemente (8-6, 1-2 league) tried to push on offense with two minutes remaining, but were smothered by the Dolphins, who forced a shot clock violation and did not allow a shot on goal the rest of the way.

“San Clemente is a good team with good athletes. I was telling my guys this was not going to be a runaway, we were going to have to battle and we did,” Rosa said. “The defense stepped up big. We had some nice stops in the last few minutes for sure.”

San Clemente started its comeback early in the third quarter facing an 8-4 deficit.

(Cont. from page 34) recording three steals and two goals in the third. Edwards tied the game with seconds left on a spinning move in front of the net that made it 8-8. The Tritons had six steals in the third, a blocked shot in the field, and outscored the visitors 4-1 to set up the final quarter.

Edwards led the Tritons with four goals and an assist. The Dolphins had four players score at least twice, and were led by Jack McLaughlin’s three goals. Dana Hills’ goalie Justin Edwards had 10 saves.

The Tritons, who are ranked No. 2 in CIF-SS Division 3, will travel to play El Toro, the ninth-ranked team in Division 1, in a league match on Oct. 11.

Football Routs Rancho Buena Vista

The San Clemente football team entered its bye week on a high note after shutting out Rancho Buena Vista 64-0 on the road on Sept. 30.

The Tritons (4-2) have now won four of their last five games, and have outscored their last two opponents by a combined 92-7 margin.

Senior quarterback Jack Sears completed five of seven passes for 55 yards and two touchdowns, and added a score on the ground against RBV. Following the bye week, San Clemente will open South Coast League play on the road against Tesoro (4-2) on Oct. 14. The game will have big playoff implications, as the Tritons and Titans will be jockeying for one of two automatic qualifying spots into the CIF-SS postseason.

Golf Team Hands Mustangs Rare Loss

The San Clemente girls golf team won its fifth match in a row on Oct. 4 after pulling off a narrow 209-210 South Coast League victory over Trabuco Hills at Bella Collina Golf Club.

It was just the second loss of the season suffered by the Mustangs, who fell to 3-2 Page 36

in league play.

San Clemente (6-4, 4-1) has not lost a match since Sept. 15, and will travel to play the Mustangs at Dove Canyon Country Club on Oct. 6.

Girls Volleyball Falls to Third-Ranked Stallions

The San Clemente girls volleyball team had its hands full on Oct. 4 playing against San Juan Hills, the third-ranked team in CIF-SS Division 1. The Stallions (15-1, 4-0) came away with a three-set sweep, 25-17, 25-20, 25-16.

The Stallions have produced 14 straightset victories this season. The team’s lone loss came to second-ranked Mater Dei in early September.

The Tritons (5-14, 0-3) have lost six matches in a row, and will host Tesoro in a league match on Oct. 6.

Tritons Tab Leslie, Finnerty to Lead Soccer and Lacrosse Teams

San Clemente High School athletic director John Hamro announced two new additions to the school’s coaching staff on Oct. 4.

Lauren Leslie has been named the new head girls soccer coach and Brendan Finnerty has been named the head boys lacrosse coach.

Leslie, an SCHS graduate, will replace longtime Tritons coach Stacey Finnerty, who stepped down last year after 16 seasons.

Leslie has served as a Tritons assistant coach for the past five years, and played collegiately at San Diego State University and Pt. Loma Nazarene. She is currently a head coach of the Southern California Blues Soccer Club and academy director for the Newport-Mesa Soccer Club.

Brendan Finnerty comes to SCHS after a coaching stint at Beckman High School, where he guided the Patriots to three consecutive Pacific Coast League championships. A Winter Surf Primer What to expect after the historic El Niño of 2015/16

T

he 2015/16 season was one for the record books,” noted San Clemente’s Greg Long shortly after being crowned Big Wave World Champion for the second time in his career. “When I look back on those waves and those sessions, I’ll be able to say I was right there while history was being made.”

Going into last winter, the hype surrounding the impending El Niño was inescapable. The Pacific was supposed to smash us with drought-busting rains. And the deluge of swells churning out of the west was forecast to be nonstop. Long’s one hundred percent correct; Northern California and Hawaii enjoyed more all-time surf days than anyone can remember, but with the exception of a handful of fleeting moments down south, Dana Point and San Clemente were more or less spared the brunt of the much ballyhooed winter weather system.

In April, meteorologists announced El Niño was officially over, begging the question: what now? What do surfers have to look forward to this winter? Initially, Pacific forecast models hinted at the early signs of a La Niña system forming, but the

latest round of data indicates this may not be the case.

An El Niño system results when ocean temperatures in the Pacific remain above normal for a sustained period of time, while La Niña conditions refer to the Pacific cooling below its average temperature for a month or more. The National Oceanic and Atmospheric Administration (NOAA) monitors all of this and at the beginning of September noted the chances of a La Niña system this winter was unlikely.

“What needs to happen to really get La Niña conditions underway is for those stronger-than-average winds to blow across the surface of the equatorial Pacific, cooling the surface and helping to keep warm waters piled up in the far western Pacific,”

reads the latest NOAA report. “We’ve seen some weak bursts of this activity over the past few months, but nothing has settled in for the long haul. Without this atmospheric feedback, the large area of cooler subsurface waters that we saw back in the late spring has decreased substantially.”

“We are consistently predicting a more neutral state, with no La Niña or El Niño later this year,” agrees Steven Pawson, chief of NASA’s Global Modeling and Assimilation Office. “Our September forecast continues to show the neutral conditions that have been predicted since the spring.”

As far as surf goes, typically La Niña and neutral seasons don’t serve our area too well. The main reason is that the powerful storm systems in the North Pacific

ringleader of the all-girl skateboard collective known as the Pink Helmet Posse, young Bella Kenworthy’s been keeping herself plenty busy the last couple weeks. It all started at the end of September with a weekend trip up to Surfer’s Point in Ventura for a Western Surfing Association (WSA) contest, where 9-year-old Bella won the Girl’s Under 14 division and made the final of the Under 12 division.

Back home in Dana Point for the first week of October, she spent the week surfing pristine fall conditions at T Street and Salt Creek before shipping off to New York City to work on a skateboard project. Landing in Los Angeles on Sunday at 1:30 a.m., she headed down to

that generate winter swells moves more northward into the Gulf of Alaska. In a good El Niño year, those storms will spin off of the southern end of the Aleutian Islands, directing the newly formed swell energy in a more westerly direct, which is what South Orange County needs. Because of swell shadowing from Point Conception to the north and Catalina and the Channel Islands to the west, it takes a swell out of the west angled between 260 and 280 degrees to really turn on our local breaks. In La Niña years, the swells come from a more northwest angle of 300 to 320 degrees, and subsequently miss our local waters.

This also means you may want to invest in a thicker wetsuit and a new pair of booties. While local water temps hovered in the mid 60s pretty much all of last winter, don’t expect the same this season. Plan on those early morning dawn patrols to be a little nippy as the water will probably drop off into the upper 50s during the dead of winter.

There’s no question California could benefit from a lot more rain, but on average La Niña or neutral winters are typically drier.

After five-plus years of drought, that’s bad news, and for surfers it could mean more degraded sandbars. Last winter, everywhere from Capo Beach to San Onofre lost a lot of sand in the big west swells that hit the area. Part of what replenishes that sand year after year is the water that comes out of area streams, creeks and arroyos.

Not to say it’s all doom and gloom this winter. The ocean has a funny way of surprising us. Most recently we’ve been enjoying a bounty of last-season south swells, so maybe it’s like the salty old dogs down at San O always say: surf today, worry about the rest later. SC
