Five things San Clemente should know this week OC Superior Court: Talega Sober Living Home May Continue to Operate, Must Get License THE LATEST: An Orange County Superior Court judge determined in a tentative ruling on Monday, June 27, that a sober living home in Talega was not operating as a business, but did violate the homeowners’ associations rules regarding nuisances.

Judge Craig Griffin ruled the sober living home could continue to operate as long as it obtained a property management license from the city and adhered to the neighborhood’s noise, smoking and conduct regulations.

Lawyers for the co-plaintiffs—the city of San Clemente and David Hurwitz, a Talega resident next to whom a sober living home is operating—asked Griffin San Clemente Times June 30-July 6, 2016

to order an immediate injunction that would’ve required the sober living home (run by Sober Network Properties LLC, the defendant) to stop operating. Griffin did not oblige that request.

The judge ruled that the plaintiffs had not yet proven that Sober Network Properties (SNP) are violating homeowners’ association codes by operating a business out of their Talega residence.

Court records indicate the plaintiffs argued that because the home’s manager had received payment from Sobertec (a partner group of Sober Network Properties), that it was operating a business.

However, the judge ruled that it would be unjust to qualify the home as a business just because rent is paid or tenants have special living arrangements—many other homes in Talega are leased, and similar “types of restrictions are frequently imposed by parents, roommates and other ‘family’ groups who may permissibly live in the neighborhood.

“Payment for use of a home is not sufficient to establish operation of a business. Homeowners are free to lease their homes to tenants and receive compensation for that rental. It does not make the home, itself, a ‘business,’” the ruling continued.

However, the judge ruled that SNP must file for a business license within 15 days. The key is that the home itself is not a business, but SNP is managing prop-

erty in the city, including the sober living home. For that, it needs to get a license.

“They need to apply for a business license because they’re operating a business in the city. I don’t think there’s any question about that,” Griffin said.

A lawyer for Joseph Scolari argued that because SNP is based in San Juan Capistrano, all it needs to file for is a property manager’s license in San Clemente.

The city of Dana Point filed two lawsuits last week against treatment facilities, including one owned by Sobertec. Their justification is that the homes are creating an undue nuisance, and do not have necessary state licensure.

The judge acknowledged in his ruling that the issue of regulating sober living homes is delicate.

“The question of when and how a ‘group home’ crosses over from a home to a business is complicated and cannot, at this point, be determined as a matter of law,” the ruling read.

WHAT’S NEXT: A second hearing is scheduled for August 15 to determine further regulations and living arrangements. Many were looking to this case as a harbinger for how cities may regulate sober living homes. Those recovering from alcohol and drug abuse are considered “disabled,” and, because of the Americans with Disabilities Act, cities and neighborhood associations cannot ban them from living in their areas.

THE LATEST: Tire marks, broken glass and a pool of blood were left inside the AT&T store located at 638 Camino de Estrella after a 76-year-old woman drove into the store and struck one person at about 2:50 p.m. on Thursday, June 23.

The person hit suffered non-life-threatening injuries, according to Capt. Larry Kurtz of the Orange County Fire Authority.

Kurtz said it appeared the woman was in a parking spot and may have hit her accelerator forward, causing the car to crash through the front of the store. The person hit was standing at the counter when she was struck and was pushed all the way to the back of the store by the car. The victim was taken to Mission Hospital to be examined.

Kurtz said the structural integrity of the strip mall store was not compromised, despite the car crashing into the back of it.

WHAT’S NEXT: The name of the woman who drove through the store has not yet been released. It has not yet been officially determined by Orange County Sheriff’s Department officials what caused the woman to drive through the store. Sheriff’s deputies have not arrested the woman on any charges. —Eric Heinz

CUSD Leans Toward Districtwide Bond Rather than Separate Regional Bonds THE LATEST: The Capistrano Unified School District Board of Trustees held another lengthy bond discussion June 22 that was largely focused on moving away from pursuing a bond model of six separate School Facilities Improvement Districts (SFIDs) covering different regions, and instead further examining a districtwide bond, or a large SFID that may carve out certain areas to be excluded from taxation.

Over the last several months, the board has been discussing placing an $889 million general obligation bond on the Nov. 8 general election ballot, which would be used to leverage state funds and pay for more than $800 million of deferred maintenance of district facilities.

EYE ON SC (Cont. from page 3) After recently contemplating splitting the bond up into smaller regional bonds, a majority of trustees now seem to favor the initial idea of a districtwide bond or a large SFID with carved out areas, such as communities that consist primarily of older residents. Several trustees said after speaking with constituents, they felt a single bond was the clearer, more transparent choice versus potentially confusing residents with six SFIDs. The board will discuss in-depth which areas could potentially be excluded from a districtwide SFID at its July 13 meeting.

In addition, Trustee John Alpay brought up the separate idea of placing existing Community Facilities Districts (CFDs) on the November ballot in order to end the collection of “pay as you go” or “pay go” funds—surplus funds the district collects beyond what’s needed to repay interest and principal on its bond debt. Staff was unsure if the current timeline would allow for CFDs to be placed on the Nov. 8 ballot, so a later special election may be needed.

WHAT’S NEXT: The deadline for placing a bond measure on the November ballot is Aug. 12, so the last opportunity for the board to vote on the measure would be its regularly scheduled meeting on Aug. 10.

Two-thirds of the board—five trustees— must approve the measure for it to be placed on the ballot.

Mobility Task Force Takes Look at Possible Overflow Traffic from La Pata THE LATEST: During its Monday meeting, the San Clemente Mobility Task Force, an entity that serves as an adviser to the different staff and policy makers of the city, examined what looks to be inevitable overflow traffic from Avenida La Pata once it opens in August.

The environmental impact report for La Pata estimates 13,000 trips per day. When the I-5 gridlocks, City Traffic Engineer Tom Frank said it’s likely people will try to divert to Avenida La Pata for a faster route.

“There are periods when (there is) congestion on the I-5 where you’re going to see a great spike in traffic coming to Avenida La Pata,” Frank said.

One problem, Frank said, may come from social media traffic apps, like Waze, that divert people from the slowest moving thoroughfare to other streets, which could clog up neighborhoods that feed into La Pata.

Frank said the city staff will discuss putting together a traffic alleviation plan.

Additionally, Frank reiterated that no outside trash trucks will be allowed to travel through La Pata to the Prima Deshecha Landfill.

“The only (amount of) trash trucks that should be going up La Pata from San Clemente is about 25 a day,” Frank said.

WHAT’S NEXT: A ribbon cutting ceremony for the opening of La Pata will take place at 10 a.m. on Aug. 13. There will be a parade with classic cars. —EH

San Clemente Man Helps Save Passengers on Capsized Ship near Catalina THE LATEST: A San Clemente native was able to help save four of seven people who capsized off the coast of Catalina Island on Saturday, June 25. Three others died in the incident.

Kyung Hwan Kim, 49; Jason Jung Noh,

62; and Young Joon Park, 64, were the three people who died.

Two men were found uninjured but two others were taken to nearby hospitals in critical condition.

John “Spike” Ivins said the incident occurred near Salta Verde Point about 12 miles from Avalon.

“We were traveling east down the island, and the other boat was traveling west, and I noticed they were in a shallow area, (closer to the shore) than they should have been,” Ivins said. “Shortly thereafter, they were driving their boat near an exposed reef, and a wave grabbed them and turned the boat. We saw an inflatable skiff. He came over, and I jumped in, and we were able to pull two people out.”

Ivins said longtime Dana Point fishing boat captain Tod Mansur was able to spot two bodies through the debris in the water.

“I never thought I was in harm’s way,” Ivins said. “We were watching for swells and timing it, but I was just more wanting to get them out of there.”

Ivins is a San Clemente native and boat captain himself, commanding the Red Rooster 3 out of San Diego. He just happened to be a passenger on this fishing trip.

Los Angeles County Sheriff’s Department, LA Lifeguards and the U.S. Coast Guard all responded to the incident.

City Reminds Public That Fireworks Are Illegal in San Clemente With the Fourth of July right around the corner, the city of San Clemente sent a press release this week reminding people that the detonation of fireworks are not allowed in the city, with the exception of the city’s professional fireworks show at the San Clemente Municipal Pier.

The fireworks display will take place at 9 p.m. on Monday, July 4. A flyover by the Condor Squadron, consisting of four AT-6 aircraft World War II trainers, will take place along the participating coastal cities of Huntington Beach, Newport Beach, Laguna Beach, Dana Point and San Clemente. The flyover will arrive in San Clemente at approximately 6:25 p.m. and conduct a 360 in the air.

Constant Limitations CEP experts, officials explain difficulties in moving spent nuclear fuel off SONGS

n Wednesday, June 22, at the San Juan Capistrano Community Center, the Community Engagement Panel—a collection of city representatives, nuclear experts and SCE officials that hosts quarterly discussions about the decommissioning of SONGS—talked about some of the roadblocks and opportunities of eventually moving spent nuclear fuel off the oceanside bluffs.

It seemed as though everyone wanted the same thing: no spent nuclear fuel at San Onofre. However, the questions of when it can be moved, in what method, how safe the proposed canisters for fuel are and how to transport the fuel, have been items of contention.

But the Department of Energy (DOE) has been making efforts to persuade federal legislators that it is prepared to store the fuel at sites until permanent facilities can be established, according to John Kotek, the U.S. Department of Energy acting assistant secretary for the Office of Nuclear Energy, who was present at the meeting.

Greg Moreno, MD, owner of MedHero Urgent Care, said he will have highly trained doctors on his staff who will run the advanced urgent care facility.

“What you’re getting here is a physicianowned urgent care facility,” Moreno said.

“If you look in the community right now, families and patients were complaining that they had to go outside of town to get (urgent care) taken care of.”

MedHero has three physicians on staff currently, but Moreno said he will hire more in the near future. At least one emergency physician will be on site at all times of operation, he said.

U.S. Rep. Darrell Issa, CA-49, submitted a prerecorded video that addressed the legislative moves he and other sponsors to his bill are making that would enable the DOE to move the spent fuel to consolidated interim storage sites. Currently, the Nuclear Waste Policy Act does not allow for such storage.

Issa said a promise to residents who have to deal with spent nuclear fuel near them has been broken by the federal government.

Members of Secure Nuclear Waste, an advocacy group pushing to move the fuel as soon as possible and prohibit SCE from storing the fuel onsite, have been vocal in recent weeks and have gathered

supporters to try to abolish the permit SCE received from the California Coastal Commission to store the fuel. Such supporters include San Juan Mayor Pam Patterson, who has denounced much of the information regarding security and storage at SONGS she’s been given from SCE officials.

Other factors inhibit the immediate removal of waste. nuclear officer at SONGS. Kotek said the DOE has requested $75 million in funding from Congress to begin exploring consent-based storage facilities.

Through a series of public meetings, the DOE has been looking for input from communities to design a process to move the fuel when it’s ready.

“That’s going to be one of the elements of any negotiation with a community, state or tribe that’s going to be interested in investigating whether they might want to be a host community,” Kotek said. “We’re going to look at what kind of benefits, what sort of incentives would make this something that’s of interest to them, but that comes later down the road.”

One example is infrastructure that the federal government improved in New Mexico when the state constructed the Waste Isolation Pilot Plant (WIPP).

“There are many examples in the U.S. and other countries of getting benefits for entering an agreement for this,” Kotek said. “We’re trying to set up a process that can lead to success, so over time what we’re going to need is the resources and the authorities required to actually implement the process we’re engaging in.

That will require work with Congress and other stakeholders to ensure we’ll be able to move forward, but those are the next steps. Right now we’re moving forward with designing a process that we hope to implement beginning next year.”

Currently there are talks about trying to transfer the spent fuel to interim storage facilities in New Mexico or Texas, but no formal agreements have been made at this time, SCE spokesperson Maureen Brown said. SC

Moreno said it was never his intention to open an advanced urgent care facility, but once he saw the need for one after the hospital closed, he made the commitment to open one. The MedHero app that was launched in October lets patients submit questions remotely to physicians without having to go to the hospital or emergency room.

“What we found for those patients who needed to be seen in person, there wasn’t a place that could take care of them on a regular consistent basis; there wasn’t a place with emergency physicians available with the hours we operate,” Moreno said.

Two other urgent care facilities in San Clemente are Hybrid MD Urgent Care at 1031 Avenida Pico-Suite No. 103, and South County Urgent Care, located at 1300 Avenida Vista Hermosa.

The Value of Family is Priceless, Everlasting

ecently I wrote “Looking Back is Sometimes Looking Forward,” dividing my life into two equal segments. Among the events of both segments was having and raising a family. It was among many aspects, challenges and rewards of life, but no priority or inequity was put on any segment.

Last week we celebrated Father’s Day, and this led me to an entirely new perspective on these life events. As a result of this day, I became more focused on my children, who are now long-since grown adults, and began to realize that their success has been the most important feature and responsibility of my life. This focus is not only just on my four children, but also their seven children, my grandchildren.

I have three daughters and one son.

The son has never married, but the three daughters have produced seven grandsons and one granddaughter, just the reverse of my three girls and one boy.

Their mother, who had equal and profound influence on their lives, also worked hard in developing their values. She was also the major factor during my absences in the military and business worlds. I participated in sports with all of them, pushed them to do their best in everything, and both of us constantly encouraged their

Families in our community are battling marijuana addiction, and you seemingly support the normalizing of the marijuana business, a business that has used false claims about the medical benefits of a smoked carcinogen that alters brain development. focus on education. As a result of this, I think we set the stage for their eventual successes. All four of them graduated from major universities, which launched them into successful professional careers prior to their major roles as

parents.

What brightens all of this is now the success of the oldest three grandchildren. One graduated from the U.S. Naval Academy, one from UC Berkeley, and one will finish CalPoly-SLO next year. The oldest two are in extremely successful professional careers. The remaining four are doing very well in school and looking forward to their next steps in life.

Coming back around, this is not intended to be about “education” as the be-all/end-all of life, but about the role and influence of us parents in the success of our children. It is the most important thing to them, but above all, it’s the most important thing in our own lives as well.

I know all of us parents want to feel this way. And, the challenges our children face have never been greater.

Reflecting the above I once told my old-

est daughter—mother of the above—that I was more proud of her children than I was of her. This exploded; however, what I meant to imply was that she had done a better job of raising her children than I had of raising mine. I was advised on how I could have said it differently, and I wanted to make a meaningful point with her that she understands and appreciates.

To all parents, know that your children will be the most important things in your entire life, and you will be rewarded for your continuing efforts in helping them succeed. Mine were/are more important than all of my life experiences, military decorations and recognition, public service awards, successes, etc. The challenges facing parents today are enormous, but parenting will be the decisive factor in the success of our children in today’s difficult and challenging world.

in the early days showed doctors making imaginary claims about the healing power of tobacco. The tobacco industry became one of the biggest lobbying groups in our nation, giving generously to political candidates. As fewer adults smoked, the industry aggressively marketed to teenagers, knowing the likelihood of attracting young users would guarantee lifetime customers. Take a look at some of the Colorado marijuana advertising and you might notice it is not particularly appealing to adults. Placing a Weedmaps logo on your event flyer shows that you do not see the danger of marijuana use by our youth.

Research shows that as youth perception of harm decreases, youth use increases.

This is exactly the trend we are seeing across the nation as the marijuana lobby claims weed is not so bad.

The argument is being made that the state has a lot to gain by taxing sales of marijuana; however, like other vice taxes—gambling, tobacco and alcohol— the costs to safety, public health and tax enforcement never equal the amount that we collect in tax revenue. Social costs far outweigh any revenue increases. And most of the states that have passed marijuana legislation are frantically trying to catch up

At the Movies: ‘The Neon Demon’ is Unattractive

he 2011 action-thriller Drive was the best and worst thing to ever happen to Danish filmmaker Nicolas Winding Refn. Considered by many film fanatics to be a modern classic and a big inspiration on indie thrillers in the last few years, Drive should have improved Refn’s direction and future films. But instead, the artsy, grotesque director has used most of his success and newfound creative control to be primarily indulgent and pretentious. Take most recently his new film The Neon Demon.

Like Drive, Neon Demon is set in the seedy, underbelly of Los Angeles, but this time with models and the fashion community. Sixteen-year-old Jessie (Elle Fanning) has just arrived in town with some test headshots for agency applications. While she has completely captured the attention of photographer Jack (Desmond Harrington), make-up artist Ruby (Jena Malone), agency head

Roberta (Christina Hendricks) and a nameless fashion designer (Alessandro Nivola), fellow models Sarah (Abbey Lee) and Gigi (Bella Heathcote) feel instant competition.

Keanu Reeves also appears as the sleazy owner of the motel where Jessie is staying. There are a lot of quality things going on in NWR’s The Neon Demon—Cliff Martinez’s tight score, the flashy cinematography, the pretty ladies and the performances from Lee and Heathcote. But everything after the initial build-up in the first half is all blown apart by the narrative mess with the film’s plot twist. There’s nothing but shock value that comes off as cheap more than clever. It’s not attracting audiences to the theaters, and they’re not missing much. SC

Making History Shorecliff Middle School students compete at national level

F

our Shorecliff Middle School students recently participated in National History Day, an annual competition that can span across the school year.

San Clemente sixth-grader Zane Pert, and eighth-graders Kate McKernan, Kelly McDonald and Sophia Burick competed in the national competition in Washington, D.C. The theme of this year’s National History Day was “explore, encounter and exchange.”

Pert did a project on Sir Edmund Hillary, the first man to reach the summit of Mount Everest. In his report, Pert interviewed Hillary’s son, Peter, via his website about his father’s expedition. Pert presented his findings on a board with his thesis.

“I got some pretty incredible interviews,” Pert said. “I had to email him a few times, but he eventually got back to me.”

Pert’s thesis surrounded around the idea of Hillary’s exploration accomplishments as being significant contributions to society in that they inspired people to further their own pursuits of knowledge.

McKernan, McDonald and Burick put together a website that explores the history of sexism in the airline industry, particularly the requirements for flight attendants to dress a certain way in order to attract customers in the 1960s and 1970s.

“They were fighting against the objectification and wanted gender equality,” McKernan said. “By fighting against the objectification they endured from their employers, female flight attendants of the 1960s and 1970s pushed our society to explore the idea of gender equality and established themselves as a workforce to be reckoned with.”

Through their research, they looked through documents pertaining to the airline requirements at that time and how flight attendants fought back against these draconian mandates.

Pert took fourth individually in his category, and McDonald, McKernan and Burick took first place for their project.

Making an award-winning project took hours of work and dedication, McDonald said.

“On the weekends we would all meet at each other’s houses for like two or three hours to collaborate, and throughout the week we would work on different arguments,” McDonald said.

Students were under tight scrutiny from judges at the county, state and national competitions. They had to present their arguments individually in order to demonstrate proficient knowledge of their subject.

They said they worked on their respective projects for about nine months from the beginning of the school year to the end.

Students in the honors programs at Shorecliffs must submit a project for National History Day, but only a select few make it to the higher rounds.

“We enjoy National History, and it’s a great way to push ourselves to go above and beyond,” McKernan said. “I never knew this topic that we presented even existed before we started working on it.”

A New Playing Field Disabled studentathlete Kendall Stier wins inaugural state shot put event

W

hen she was in second grade, Kendall Stier’s teacher asked her a question that remains etched in her memory to this day.

“What do you want to be when you grow up?” the teacher asked.

It is a question one hears often in life but Stier has always issued the same reply.

“I want to be a Paralympian,” Stier responded.

Stier, 15, was born with cerebral palsy, a neurological disorder that impairs motor function. It can be a major hindrance for anyone with such lofty, athletic goals. But despite her disability, Stier is on track to make good on her childhood dreams.

Before the start of the 2016 high school track and field season, the CIF—the prep sports governing body in the state—declared that disabled student-athletes would be allowed to compete in certain track and field and swimming events for the first time ever.

As a freshman at Saddleback Valley Christian School, Stier joined the Warriors track and field team and decided to compete in the seated shot put event.

It only took Stier a few months before she found herself in Veterans Memorial Stadium in Clovis, competing in front of thousands of people at the CIF State Track and Field Championships, where she took home first-place in girls seated shot put

and set a state record with her 11-foot-3inch throw in the finals.

Stier, a San Clemente resident, has been invited to compete in the upcoming Angel City Games, one of the largest Paralympic competitions on the West Coast, in Los Angeles on July 7 and will head to Madison, Wisconsin, to compete in the National Disabled Junior Olympics one week later.

It’s been a whirlwind ride for Stier, who originally joined the track and field team because she wanted the opportunity to finally compete alongside her twin sister, Madison.

Kendall grew up watching Madison play sports and got involved whenever she could. Kendall took up cheerleading and soccer, but always felt like she couldn’t reach her full potential in those activities.

It wasn’t until she discovered shot put that she found her true calling.

put I didn’t have my legs to hold me back like other sports,” Stier said. “But since my arms are so strong shot put just felt good.”

Shot put is a sport that involves strength, coordination, balance and timing—factors that Stier had to master while performing on her custom-made throwing seat, which was welded together by local Wounded Warriors from Camp Pendleton in San Clemente. When she throws, Stier is strapped in and the chair is tethered to the ground to prevent it from toppling over.

When she is ready to throw, Stier grips the nearly six-pound metal ball and braces her body for what’s to come next.

Stier cannot use much of her lower body strength because she is seated, which means her upper body needs to work double time in order to heave the ball as far as possible. She grips a pole that is welded to her chair with her left hand, the ball tucked against her neck with her right. She doesn’t rotate back in a hurry, but every move is calculated. She stops at a certain spot on the way back, much like a golfer stopping at the top of a backswing.

Her left arm becomes fully extended, and she is ready to unload her power from the right side. She whips her body back around from where it came and extends her arm and flicks her wrist, sending the ball sailing down the target line.

It’s a repeatable, efficient move that has brought her so much success that she is eyeing a new dream. Stier wants to catch the eye of the USA Paralympic team coaches and qualify for the 2020 Paralympic Games in Tokyo.

A TRAILBLAZING TEENAGER While Stier has found success, she is well aware of the uphill battle that many disabled athletes face on a daily basis.

When signing her daughter up for the SVC track and field team, Shannon Stier,

Kendall’s mother, learned that the team’s budget could not account for a disabled athlete traveling with the team. Because the stipulation that disabled athletes could participate in 2016 was so new, SVC could not anticipate how many disabled student-athletes would join and did not plan accordingly, Shannon said. Kendall could join the team, but it was going to be an uphill trek if she was going to compete on a consistent basis.

In order for Kendall to compete, there needs to be a certified representative from the school present, so Shannon went to Cerritos College and became a certified para sports coach/consultant and obtained USA Track & Field level 1 certification.

The Stier family had to pay for all of Kendall’s custom-made equipment and Shannon drove, delivered and set up Kendall’s seat at every local track and field meet.

The Stiers, who live in San Clemente, said they are lucky to have the support from the community, which has helped them along the way. But many are not so lucky. Shannon saw several studentathletes compete in seated shot put using barstools or lawn chairs this past season.

Funding, Shannon described, has become one of the major hurdles disabled athletes need to clear if they want to compete.

Shannon and her husband, Mark, have a deal in place with their daughters: If you want to play a high school sport, you have to pay half of your team fees to prove you are dedicated. Kendall ran countless garage sales, sold lemonade and logged hours of pet-sitting in order to raise enough money to meet her half of the bargain Now that the doors are open and they can compete alongside their able-bodied peers, the Stiers are anticipating more and more disabled athletes like Kendall will follow suit.

“It’s tough when you’re the first. We’ve got a lot of bumps and bruises along the way,” Shannon Stier said. “It wasn’t until just now, in 2016, that disabled studentathletes had a chance to take the field.

Most student-athletes want to play in their high school, in front of their peers. They want to have all the accolades, awards and opportunities they would get in college if they succeed.”

Kendall will be doing her part by conducting a clinic at the Angel City Games.

She’s going to share how she trains, prepares and explain her throwing technique.

She is looking forward to sharing everything she has learned.

“When I go onto this chair or feel a lot of anxiety, I just think of all those kid’s that also want to do shot put,” Kendall said. “I throw for them because I know that even though it seems dicey now, at some point in the future it’s going to be better. … Everyone is going to make this into a bigger event in the future, I just know it.” SC www.sanclementetimes.com

In addition to the postseason accolades, four SC Triton Rugby players were invited to compete for high-profile touring clubs this summer. St. Clair and Mosconi traveled to Colorado to play for the Eagle Impact Rugby Academy. Wright traveled to Oregon to play for Rhino’s Rugby Touring Squad and Foreman traveled to Oregon to play for the SoCal Griffins.

Frohner Named to OC All-Star Football Team

San Clemente defensive back Andrew Frohner will play in the upcoming Brea Lions Orange County All-Star football game at Orange Coast College on July 8. The annual charity game is in its 57th installment, and all proceeds raised will go

to Western Youth Services and the Orange County Youth Foundation.

Frohner, who graduated from San Clemente in June, is one of 34 players named to the game’s South team roster. Frohner recorded 69 total tackles and a team-high four interceptions as a senior.

our days of solid swell and superb surfing culminated on June 23 with the biggest waves and most hardfought performances of the 2016 USA Surfing Championship at Lower Trestles. Ten of 32 finalists hail from San Clemente and one took top honors.

The best surfers under the age of 18 who qualified through Surfing America (the San Clemente-based national governing body for the sport of surfing) member organizations across the United States competed for national titles in eight divisions. For competitors in U14, U16 and U18 divisions, the contest provided the season’s final chance to compete for coveted spots on the USA junior team—an opportunity to represent the country in the International Surfing Association (ISA) World Junior Championships. The U18 divisions also vied for the traditional Governor’s Cup award.

The conditions were epic throughout the four-day event but the final day of competition brought surf in the 6- to 8-foot range with more than occasional 10-foot sets, further testing the mettle of the young athletes who advanced through to the late rounds.

In the Girls U12 final, San Clemente’s Sawyer Lindblad faced Florida’s Ava McGowan and Hawaiians Eve Wong and Luana Silva, and brought home a third-place finish.

In the Boys U12 division, the campaigns of San Clemente surfers Dane Matson and Hayden Rodgers came to an end in the semifinals, earning Matson an equal fifth and Rodgers an equal seventh.

Caroline Marks, of Florida, took the Girls U14 title, followed by Alyssa Spencer (Carlsbad) in second place, Samantha Sibley (San Clemente) in third, and Kirra Pinkerton (San Clemente) in fourth.

In Boys U14, Hawaiian Ocean Macedo was the winner, followed by runner-up Brodi Sale, also of Hawaii. Kade Matson (San Clemente) came in third and Jett Schilling (San Clemente) was fourth.

Marks claimed her second title of the event in Girls U16, taking the win ahead of runner-up Summer Macedo (Hawaii), Keala Tomoda-Bannert (Hawaii) in third, and Spencer in fourth.

In the Boys U16 final the waves were extra large and firing during the heat, making careful wave selection key. San Clementean Crosby Colapinto rode only two waves, a 6.67 and 8.93, for the win. Hawaii’s Baron Mamiya came in second, followed by Matson in third, and Robbie McCormick of Florida in fourth.

“I knew what I needed to do was just relax, surf my heat smart and pick the best waves,” Colapinto said. “Bringing home the win felt really good because it is my first national title. This win also feels great because I have been working so hard to make the team.”

The U18 division surfers battled for national titles and Governor’s Cup awards, recognized with the presentation of a lead crystal trophy cup.

Brisa Hennessy of Hawaii was the champion and Governor’s Cup winner among Girls U18. Marks took second place, her third of the event, Pinkerton earned thirdplace honors and Sibley was fourth.

W

hen it comes to board sports, San Juan Capistrano’s Tosh Johnson has no fear.

A fourth grader at Harold Ambuehl Elementary School, Tosh has been surfing since he was 4 years old. Five years later, he’s gone from learning to stand up on a weighted board to dropping into 11-foot waves and trying to pull off 360s on his snowboard.

“When I was 7, we started going to Doheny a lot, and I was getting better and better,” Tosh said. “I still surf at Doheny a lot and Salt Creek. I can do snaps and comebacks at Doheny.”

When it comes to learning new skills, Tosh says he takes a trial and error approach.

“I just like to Tosh Johnson. Photo: Courtesy see if I can do it,” he said. “And then I pull it off and keep doing it.”

Tosh also likes to participate in skateboarding, snowboarding and motocross.

He says falling while snowboarding or skating hurts “way more” than surfing, but that doesn’t keep him from trying to learn new skills. Tosh remembers the time he misread a fence while skating and “totally ate it,” and the time he flew over a wall. No matter for Tosh, though.

“It’s fun, and my dad got them both on video,” he said.

Tosh says his favorite subject is math, and he wants to be a landscape architect like his dad when he gets older. He also has plans to compete in surf competitions in a few years. But this summer, he’s taking it easy.

“This summer, I’ll just skate and surf a lot. Not many big plans,” Tosh said. SC
