Every donation to SAAA PAC helps us connect with elected officials and candidates to educate them and spread industry knowledge and perspective to hopefully lead to better policy outcomes for us all. By pooling the contributions from individuals and companies who are members of SAAA, our members may participate in the political process.
Any funds collected are disbursed at the direction of SAAA’s Government Affairs Committee directly to the campaign of a candidate or incumbent member of local and state elected offices like City Council, Bexar County Commissioners, and Texas House and Senate Representatives.

AN ARTICLE BY KARA MORKOVSKY, POLITICAL ACTION COMMITTEE CHAIR, SAAA 2025 EXECUTIVE COMMITTEE TREASURER
Recent “wins” for the San Antonio Apartment Association in advocacy: In 2024, the Government Affairs Committee had over 80 meetings with local, state, and federal elected officials, key department staff members, and government entities to communicate important proposals and build relationships. In 2024, members of the SAAA Government Affairs Committee were chosen to be involved in the recent San Antonio Unified Development Code review and shaped the code amendments to prevent further regulation and pressure on the rental housing industry. This influence at the City level is advantageous to our growth and position as a key stakeholder for the City of San Antonio. In 2024 and recently this year, SAAA Government Affairs Team participated in the process for a San Antonio Council Consideration Request (CCR) that concerns SAWS water shutoffs at multifamily communities. SAAA was alerted about the CCR and met with multiple City Council members, the Development Services Department, and SAWS leadership to influence the path the CCR took through City Council Committees before it goes to the whole City Council for review. When the recommendations for the CCR passes the full City Council, it will be an even bigger win for the association
Recently this spring, a member of the Government Affairs Committee applied and was selected to be a part of the Housing Commission’s Removing Barriers to Affordable Housing Subcommittee. This commitment lasts two years and gives the rental housing industry a seat at the table to impact policy being directed by the subcommittee to the Housing Commission
Our Next Gen Committee had the pleasure of hosting the American Heart Association at our most recent meeting held last month. We are truly grateful to Madeleine and Tesha for joining us and providing educational details on the importance of CPR Training and maintaining a healthy heart, plus information on the upcoming San Antonio Heart Walk on Saturday, November 8th. We also were recently recognized by TAA for our efforts in volunteering at Sleep in Heavenly Peace - San Antonio and Haven for Hope Together, we are building future leaders of SAAA and the San Antonio Community!
SAAA Outreach Committee Members had the pleasure of attending the Mega Job Fair with Goodwill San Antonio on September 17th at Second Baptist Church Community Center. SAAA Volunteers were present to recruit new candidates that were interested in exploring new careers within the #multifamilyhousing industry. We are tremendously grateful to Outreach Chair, Omar Rodriguez as well as Desiree Flores and Savannah Estrada for stepping up and volunteering to help out with this event! SAAA Strong!

San Antonio Apartment Association (SAAA) Executive Director, Kyle Ward, CAE, is honored and excited to announce former San Antonio City Councilwoman Melissa Cabello Havrda as SAAA’s new Chief Government Relations Director effective September 17, 2025
Melissa Cabello Havrda is a native San Antonian, attorney, and dedicated public servant Melissa attended Taft High School, then earned her B.A. majoring in political science from St. Mary’s University, a Juris Doctorate from St Mary’s University School of Law, and an MBA from the University of Texas at San Antonio
Melissa was elected as the San Antonio District 6 Councilwoman on June 8, 2019 While on Council, Melissa served as the Chair of the City’s Public Safety, Transportation and Mobility, and Municipal Court Committees She also served as a member of the Governance, Investment, and Municipal Utility Committees Additionally, she served as the first Latina Chair of the Alamo Area Mobility Planning Organization (AAMPO) and the San Antonio Fire and Police Pension Board
While working on obtaining her degrees, Melissa served her community by working as special assistant to former Mayor Ed Garza She then served as project coordinator to Mayor Emeritus Lila Cockrell and former Councilwoman Bonnie Conner at the San Antonio Parks Foundation Melissa has also taught Business Law and Criminal Court Systems at Northwest Vista Community College and Government at St Mary’s University for their MPA program She is a practicing attorney, real estate agent, and proud small business owner
Prior to serving on City Council, Councilwoman Cabello Havrda served on numerous boards including the Magik Children’s Theater, MOVE Texas, Grandparents Raising Grandchildren, Community Housing Resource Partners, UTHSC Center for Aging, and Transplants for Children, among others. Melissa is also a proud graduate of the inaugural Latina Leadership Institute through the San Antonio Hispanic Chamber of Commerce and served on the SAHCC’s Government Affairs and Business and Economic Development committees Melissa is an alumni of Leadership San Antonio 41 through the SAHCC and the San Antonio Chamber of Commerce and a 2024 Inductee of the San Antonio Women’s Hall of Fame Melissa is also a proud graduate of the Hispanas Organized for Political Equality Binational Fellowship
Melissa has been married to Jason Havrda, an educator, for over twenty-five years and they are the proud parents of three children
