CHAPTER1.PURPOSEANDMEMBERSHIP
§1.1THEPURPOSEOFSTUDENTSAMFUNNET
StudentsamfunnetiÅsaimstopromoteagoodcamaraderiefortheirmembers.Through speeches,discussionsandentertainmentwhichshallcontributetojoyanddevelopmentfor theirmembers.
§1.2MEMBERS
AllmembersofStudentsamfunnetiÅsmusttocomplywiththeEthicalGuidelinesandthe RulesofProcedureofSamfunnetiÅs.
§1.2.1Ordinarymembers
AnyonestudyingatNMBUhastherighttobecomeamemberofStudentsamfunnet.The boardofSamfunnetmaygrantpeoplemembershiptoindividualswhootherwiseaffiliatewith NMBUorStudentsamfunnet.
Ordinarymembershavemembershipforone,threeorfiveacademicyearsatatime,paying thecorrespondingmembershipfee.OneacademicyearistheperiodfromAugustthrough June.
Ordinarymembershavespeaking-,proposal-,andvotingrightsatStudentsamfunnet’s GeneralAssembly,hereaftercalledStudentsamfunnet’sGA.
§1.2.2Lifelongmembers
Tobecomealifelongmember,youmustbefinishedasastudentatNMBUorotherwise affiliatedwithNMBUorStudentsamfunnet.
LifelongmembershipisgranteduponapplicationtotheboardofSamfunnet.
Lifelongmemberspaymembershipfeeasasinglepayment.
LifelongmembershavetherighttospeakatStudentsamfunnet’sGA.
Lifelongmembersshallnotconductcommunityservice.
§1.2.3Internationalmembers
AnyinternationalstudentstudyingatNMBUhastherighttobecomeaninternational memberofStudentsamfunnet.

Internationalmembersdonotpayamembershipfeebutareresponsibleforsigningupasa member.
Internationalmembersshallconductcommunityservice.
Specialbenefitsandcriteriaforinternationalmembersaredefinedinseparatedocuments compiledbytheBoardofSamfunnet.
Internationalmembershavespeaking-,proposal-,andvotingrightsatStudentsamfunnet’s GA.
§1.2.4Honorarymembers
Tobecomeanhonorarymember,onemusthavemadeextraordinaryeffortsfor StudentsamfunnetiÅs.
Studentsamfunnet’sBoardofHouseandFinanceappointshonorarymembers.Allmembers cansubmitnominations,withgoodrationale,forhonorarymemberstotheBoardofHouse andFinance.HonorarymembershipsareawardedatStudentsamfunnet’sGA.
HonorarymembershavetherighttospeakatStudentsamfunnet’sGA.
§1.2.5Membership
MembershipatStudentsamfunnetiscreatedbysigningupasmember.Themembershipis personal,andanymembermustbeabletoverifytheirmembershipwhenusingtheirrights.
Amembermayapplyto theboardofSamfunnettofreezetheirmembership.Thememberis responsibleforcontactingtheboardofSamfunnetwhenapplyingtofreezeandre-opena membership.
Thefollowingrulesappliestofreezingofmembership:
a) Thememberwillnotbecalledtocommunityservice.
b) ThememberdonothaveeconomicbenefitsatStudentsamfunnet.
c) Thedurationofthemembershipwillnotbeextended.
d) ThememberstillhaverightsequaltoordinarymembersatGA.
MembersofStudentersamfundetiTrondhjemreceivethesamebeneficialgoodsasordinary members,buttheydonothavespeaking-,proposal-,andvotingrightsatGA
MembersatStudentsamfunnethavetherighttoaccessprotocolsfromallorgansby deliveringanaccessrequest.Decisionsofmajorimportanceshallbedisclosedtothe membersofStudentsamfunnetandarereferredtoatGA.Thisdoesnotapplytopersonnel cases.

§2.1RESPONSIBILITY
TheLeaderofSamfunnetisultimatelyresponsiblefordailyoperationsatStudentsamfunneti Ås.
§2.2SIGNATORYRIGHTSANDPROCURATION
LeaderofSamfunnethassignatoryright.
TheChairoftheBoardofHouseandFinanceandonememberofHouseandFinancecan togethersignonbehalfoftheorganization.
ProcurationisassignedtotheHeadofFinanceoftheboardofUKAandtheHeadofFinance ofSamfunnet.
§2.3RIGHTSTOUSESTUDENTSAMFUNNET’SFACILITIES
InorderforstudentassociationsorteamstousetherighttorentroomsatSamfunnetforfree, aminimumof¾ofthemembersofthestudentassociationorteammustbemembersof Studentsamfunnet.ListofmembersmustbedeliveredtotheboardofSamfunnetbythe15th ofSeptemberintheautumnsemesterandbythe15thofFebruaryinthespringsemester.
§2.4BODEGAKONSERNET- THEBODEGAGROUP
TheBodegaGroupisresponsibleforthepracticalimplementationofeventsdelegatedbyThe boardofSamfunnet.
TheGroupDirectoristheleaderoftheBodegaGroup.
TheformerGroupDirectorandtheboardofSamfunnetappointtheGroupDirectorforaoneyearperiod.TheremainingmembersofTheBodegaGroupareemployedincooperation betweentheGroupDirectorandtheboardofSamfunnet.
§2.5GRADUATIONCELEBRATION
TheboardofSamfunnettogetherwiththeStudentParliamentappointaleaderforthe graduationcelebrationcommittee.Thisisdonebeforethe1stofSeptembertheyearpriorto respectivegraduationcelebration.
§2.6THEREWARDSFORTHEENGAGEDATSTUDENTSAMFUNNET
§2.6.1Contributors
ContributorsofStudentsamfunnet’sdailyoperationsaredividedintofourmaincategories, accordingtoincreasingresponsibilitiesandrewards:members,committeemembers, committeemanagersandboardmembers.

TheBoardofHouseandFinancedetermineswhichbenefitsapplytoothertemporary committeesandrepresentativesassociatedwithStudentsamfunnetiÅs.
§2.6.2Rewards-SamfunnetiÅs
TheboardofSamfunnetdeterminestheamountofcharityandwhichrewardsapplyto Studentsamfunnet’smembers,committeemembersandcommitteemanagersthrough regulatorydocumentsforthese.Theboardmustgivewritteninstructionstoallwhoperform voluntaryworkatSamfunnetiÅs.
§2.6.3Rewards-UKAiÅs
TheboardofUKAdeterminestheamountofcharityandwhichrewardsapplytotheir volunteersduringUKAiÅsthroughregulatorydocumentsforthese.Therewardsystemfor thoseengagedintheUKEorganisationbesidestheactualUKE-eventsshallbeagreedupon bytheboardofSamfunnetandtheboardofHouseandFinance.TheboardofUKAmustgive writteninstructionstoallwhoperformvoluntaryworkatUKAiÅs.
§2.6.4Rewards-BusinessCommitteeatNMBU
TheboardofBusinessCommitteeatNMBUdeterminestheamountofcharityandwhich rewardsapplytotheirvolunteersincollaborationwiththeboardofSamfunnet,through regulatorydocumentsforthese.TheboardoftheBusinessCommitteeatNMBUmustgive writteninstructionstoallwhoperformvoluntaryworkonbehalfoftheBusinessCommittee atNMBU.
§2.6.5Rewards-Tuntreet
Theresponsibleeditordeterminestheamountofcharityandwhichrewardsapplytotheir volunteersincollaborationwiththeboardofSamfunnet.Theresponsibleeditormustgive writteninstructionstoallthosewhoperformvoluntaryworkonbehalfofTuntreet.
§2.6.6Rewards-Boards
TheBoardofHouseandFinancedeterminestheamountofcharityandwhichrewardsapply totheBoardofSamfunnet,theBoardofUKA,theeditoratTuntreetandtheBoardofthe BusinessCommittee.

TheBoardofCo-ownershipthebuildingofSamfunnetpermanentlyappointstheLeaderof Samfunnet.TheotherrepresentativeisappointedamongtheexternalmembersoftheBoardof HouseandFinance.
§2.7.2TheOperationsandMaintenanceCommittee
AmemberofTheBoardofSamfunnetandoneexternalmemberoftheBoardofHouseand Financearerepresentativesoftheoperationsandmaintenancecommittee(DUV).
§2.8SUSTAINABILITY
AllbodiesofStudentsamfunnetmustputeffortstowardsminimisingtheimpactonclimate andenvironmentbyStudentsamfunnetiÅs.TheactionstakenshallbepresentedtoGA.

ThehighestauthorityofStudentsamfunnetistheGeneralAssembly;Generalforsamling, herebyreferredtoasGA.

InthespringsemesterGAisheldbytheendofMarch.
IntheautumnsemesterGAisheldbytheendofOctoberduringodd-numberedyears,andby theendofNovemberduringeven-numberedyears.
§3.2SUMMONINGANDAGENDA
§3.2.1Announcement
GAmustbeannouncedfourweeksinadvanceatthelatestcontainingtheagendaand informationofdeadlinesforsubmittingcasestotheboardofSamfunnet.Theboardof SamfunnetisresponsibleforannouncingandhencesummoningtheGA.
§3.2.2Submittedcases
AllmembersandgoverningbodiesofStudentsamfunnethavetherighttoproposecasescf.§ 1.2.ProposedcasesmustbesubmittedtotheBoardofSamfunnetwithinthreeweekspriorto theGA.
§3.2.3Casepapers
Thecasepapersshallbepublishedandavailableforallmembersatthelatesttwoweeksin advanceoftheGA.
§3.2.4Candidacy
CandidaciesshallbesenttotheElectionCommitteenolaterthansevendaysbeforeGAand shallbepublishedatthelatestthreedaysbeforeGAintheirownattachmenttothecase papers.Candidateswhohasn’tsenttheircandidacybeforethedeadlinearetobeconsidered proposalsduringmeetingcf.§3.8.3.
§3.2.5Additionalcases
AtGA,caseswhichisnotontheagendamaybeaddressedunderAdditionalcases.These casesmustbenotifiedtothechairofthemeeting,inwrittenform,beforethemeetingstarts. Thesecaseswillnotbeprocessedif¼ofthevotersopposetoit.

Thoseelectedforthreetimeperiodshaveone-periodoftransitionwithcurrentboard member,followedbyatwo-timeperiodasanactingboardmember.Duringtransitionperiod theboard-electhasobligationtoattendbutnovotingright.
ThemandateoftheboardofUKAlastsfourperiods.Theboardmembersareactingintheir positionsfromtheGAtheyareelectedatanduntilanewboardofUKAis elected.
§3.6DOCUMENTSFORSTUDENTSAMFUNNETIÅS
§3.6.1
ChangestotheArticlesofAssociation
ChangestoStudentsamfunnet’sarticlesofassociationcanonlybemadeatGA.Proposalsfor amendmentsoftheArticlesofAssociationmustbepresentedasanindependentcase.The casemustbesubmittedtotheboardofSamfunnetinwritingatleast3weeksbeforeGAis convened.Proposalsforamendedphrasingintherelevantamendmentmustbeannouncedat least3daysbeforeGAisconvened.Theproposedamendmentisapprovedifitreceivesa2/3 majorityofthevotes.Blankvotesareconsideredasnotcast.
TheboardofSamfunnetareentitledtomakeeditorialadjustmentsinStudentsamfunnets articlesofassociation.Ifadjustmentsaremade,thegeneralassemblyareto beorientedatthe nextpossibleoccasion.
§3.6.2Resolutions
Resolutionsaredecisions,declarationsorstatementsmadebyanorganizationorassembly.
ResolutionproposalsmustbepostedandsubmittedtotheboardofSamfunnetnolaterthan sevendayspriortotheGAorextraordinaryGA,andamendmentproposalsconcerningthe case;nolaterthanthreedayspriortoGAorextraordinaryGA.Studentsamfunnetcannot annulsuchproposalsfromtheagendawithoutdebate,unlessdecidedbyatwo-thirds majority.Undertheprocessingoftheresolutionproposals,editorialchangesmaybemade unlessthecase-presenteropposesit.Intheprocessingoftheresolution,afinalvoteshall decidewhethertheproposalfor resolutionisapprovedornot.Aproposalforresolutionis approvedifitreceivessimplemajority.
§3.6.3OtherDocuments

§3.6.4InterpretationoftheArticlesofAssociation
Shouldtherebeanydoubtabouttheinterpretationofthewordinginthearticlesof associationtheinterpretationoftheNorwegianarticlesisassumedcorrect

§3.7VOTING
Votinggenerallyoccursbyshowofhands.IncaseswheretheGAseesitappropriate,voting maybeconductedelectronically.Writtenorelectronicvotingshalltakeplaceif atleastten membersrequireit.
Thechairofmeetingshallannouncetheopeningandclosingofthevoting.Outsidethistime period,votingcannotbedone.
Pluralitymeansmajority,butnotmorethanhalfthecastvotescounted.
Simplemajority(50%+1)meansmorethanhalfofthecastvotescounted,blankvotesalso counted.
Decisioncasesusuallyrequireasimplemajority.
§3.8ELECTIONS

3.8.1Electionofcandidates
AllelectionsofcandidatesattheGAshallbedonebysecretballot.

3.8.2Chronologyofelections
Candidatesareelectedbysimplemajority(50%+1).Firstly,theelectionoftheleaderis conducted.Furtherchronologyoftheelectionofpositionsisdecidedonthebaseofnumber ofcandidatesperposition.Thepositionwiththehighestnumberofcandidatesiselectedafter theleader.ThisappliestothosewhodisclosedtotheElectionCommitteeabouttheir candidacybeforetheGAhasbegun.
§3.8.3Proposalsofnewcandidatesduringmeeting
AttheGAit’spossibletoproposecandidatesforanypositionsduetobeelected,thismust happeninaccordancetothedeadlinessetbythechairofthemeeting.
§3.8.4Castingofvotes
Tocastthevotebyballot(notelectronically)onemustwritethenameofthecandidate runningforthepositioninquestion.Onlyonenameperpositionistobewrittenontheballot.
Iftherearemorethantwocandidates,andnonereachsimplemajorityofthevotesinthefirst voting,thenthetwocandidateswiththehighestnumberofvotespassontothesecond voting.
Ifnoneofthecandidatesreachsimplemajorityafterthesecondvoting,anewroundof questionswillbeopenedforthecandidates,followedbyathirdandfinalcastofvotes.
Ifstillnoneofthecandidatesreachsimplemajority,thentheelectionmustbepostponeduntil extraordinaryGA,andtheElectionCommitteewillbybesteffortsfindsuitablecandidates forelection.

§3.8.5Votingresults
ThevotingresultsofeachelectionofthepositionsmustbeannouncedtotheGAbefore presentationandelectionofthefollowingpositionstarts.
§3.9THEELECTIONCOMMITTEE
TheElectionCommitteeshallfindsuitablecandidatesforthepositionselectedbytheGA.
TheElectionCommitteeconsistsoffourmembers.
TheboardofSamfunnetappointsonepersonwho,onbehalfofStudentsamfunnet,ensures follow-upoftheElectionCommittee.ThispersonisresponsibleforgatheringtheElection CommitteethefirsttimepriortoeveryGA.TheElectionCommitteeshallworkin accordancetotheinstructionsgivenbytheBoardofHouseandFinance.
§3.10EXTRAORDINARYGENERALASSEMBLY
§3.10.1RequirementsforextraordinaryGA
ExtraordinaryGAshallbeconvenediftheBoardofHouseandFinancedecides,orifatleast 70ordinarymembersdemandit.
§3.10.2CasepapersforextraordinaryGA
Thecasepapersshallbepublishedandavailabletoallmembersnolaterthanoneweek beforeextraordinaryGAtakesplace.ItistheboardofSamfunnetsresponsibilitytoannounce extraordinaryGA.
§3.10.3RulesofprocedureforextraordinaryGA
ExtraordinaryGAcanonlyprocessthecaseorthecaseswhicharethereasonforconvening extraordinaryGA.Thesemustbeannouncedinthesummoning.

§3.11WAIVERANDEXEMPTIONAFTERELECTION
Position-electsshallbeexemptedfrombecomingactingintheirpositioniftheyaretomove fromtheplaceandinwritingrequireit.Otherwise,resignationafterstartingtheactingperiod ofapositionmayonlybegrantedifitismorethanonesemesterleftofthemandateandthe personthemselveshavesentawrittenrequestofresignationtotheBoardofHouseand Financeandtheygranttheresignation.Ifanunexpectedceasefromapositionoccurs,new electionsmaytakeplaceaftertheBoardofHouseandFinancehasreceivedwrittennoticeof vacantposition.

§4.1STUDENTSAMFUNNETSBOARDOFHOUSEANDFINANCE
§4.1.1Objective
TheBoardofHouseandFinancehasthesupremeauthorityoverStudentsamfunnet’score issuesbetweenGAandshallworkstrategicallytoensureahealthyandlong-term managementofStudentsamfunnet,itseconomyanditsrealestateinaccordancewiththe establishedstrategy.TheBoardofHouseandFinancehasaparticularresponsibilityfor conductingstrategicevaluationsincooperationwithotherboardsandbodies.
§4.1.2Boardmembers
TheBoardofHouseandFinanceconsistsofeightmemberswithspeaking,proposaland votingrights:

TheBoardofHouseandFinancehavequorumwhenatleastsevenofthememberswith votingrightarepresent.Decisionsaremadewhenaproposalreceivesatleastfiveofthe votes.TheLeaderoftheBoardofHouseandFinancehasadoublevotein occurrencesoftie.
§4.1.4Rulesofprocedure
TheBoardofHouseandFinanceshalldealwithallcoreissues.Inthisparagraph,theterm” coreissues”meansthefollowing:
a) Superiorauthorityinallpersonnelcases
b) Allinvestmentswithacostestimateabovekr.30000
c) Approvebudgetforallactivitieswithcostestimateabovekr.300000

HansHovenhetHestehoven'sOrdenskollegietisappointedbythesittingOrder’sCollegeand approvedbythemembersatStudentsamfunnetiÅs’generalassemblyinthespringevennumberedyearsandsitsforafour-yearperiod(8semesters).Ordenskollegietconsistsofthe GrandMaster,MasterofCeremoniesandCantzler.
RepresentativesinOrdenskollegietareappointedfromthemembersofHansHovenhet Hestehoven.ThemembersofStudentsamfunnetiÅsvoteovertheappointedcandidatesfor OrdenskollegietattheGeneralassembly.
§5.3TAKEOVER
ThechangeofOrdenskollegiettakesplaceatthefollowingorderpromotionceremony.

§6.1CASERESPONSIBILITY
TheBoardofHouseandFinancehasthesuperiorcase-responsibilityintheeventof conflicts/distrustbetweentheelectedrepresentativesofStudentsamfunnetiÅs.TheBoardof HouseandFinancehandlesandmakesdecisionsinconflictanddistrustcasesunless otherwiseisdecided.
§6.2ESTABLISHMENTOFCASESOFCONFLICT/DISTRUST
AllmembersandguestsofStudentsamfunnetiÅsarerequiredtocomply withtherulesof proceduresatStudentsamfunnet.TheBoardofHouseandFinanceestablishacaseofdistrust whenapartydisclosesdistrustagainstanotherpartyinconnectionwithactivitiesconducted byStudentsamfunnetoronStudentsamfunnet’sproperty.Distrustcanbediscloseddirectly byortotheBoardofHouseandFinance,orthroughotherboards/bodiesoftheorganization. Thecaseisprocessedinaccordancetoguidelinesfordealingwithconflict/distrustcases.
§6.3SUMMONINGFORMEDIATION
Aconflict/distrustcaseis firstsoughtresolvedbymediation.TheChairofHouseandFinance andamemberoftheboardofHouseandFinancesummonthepartiesforinformation gatheringandmediationassoonasacaseofdistrusthasbeenestablished.
§6.4MEDIATION
Mediationisconductedinsuchawaythatthepartythatdiscloseddistrustandtheaccused partygetthechanceto explainthemselves.Thepartiesmay,byappointment,bringaperson forsupporttothemeeting.Mediationshallberecordedwithitsownpersonnelcasesecurity numberwithoutsensitiveinformationaboutthepartiesinvolved.Whendealingwith personnelcases,guidelinesforhandlingpersonnelcasesatStudentsamfunnetiÅsmustbe followed.
§6.5SANCTIONS
Sanctionsmaybegrantedwhenviolationoftheethicalguidelinesandtherulesofprocedures atStudentsamfunnetiÅshasoccurred,orasaresultofconflictordistrustcases.Anyone whoparticipatesinactivitiesundertheauspicesofStudentsamfunnetorstayingat Studentsamfunnet’spropertyisobligedtocomplywiththesanctionsgiven.
§6.6CONFLICTSBETWEENBOARDS
Conflictsbetweenboardsaretreatedthesamewayasdescribedin§§6.1-6.5.

§7.1DISSOLUTION
DissolutionofStudentsamfunnetcanonlybepassedatanordinaryGeneralAssembly,bya two-thirdsmajorityofthevotes.Thevoteshallbedonewithwrittenballots.Theproposalfor dissolutionmustbepublishedtothemembersatleast14dayspriortotheGA.Ifdissolution ispassed,extraordinaryGAisheldonemonthlater.InorderforStudentsamfunnetiÅstobe abletodissolve,thedecisionhastoberepeatedandhenceratifiedbyatwo-thirdsmajority. Mergingwithotherteamsofstudentassociationsisnotconsideredasdissolution.Decisions ofmergingandnecessarylegislativeamendmentsinaccordancewiththisshallbemadeafter themerge.Intheeventofdissolution,Studentsamfunnet’sassetsbelongtoTheStudents WelfareAssociationatNMBU(SiÅs).Thesefundscanonlybeusedtocreateanew StudentsamfunniÅs.
