A Message From Leadership Dear Business Leader, The Salt Lake Chamber’s 2025-2026 Annual Report is an opportunity for reflection and evaluation. When looking back on this past year, we are filled with gratitude and respect for all that the Utah business community has accomplished. This year has been one of significant achievement, collaboration and forward thinking, and we are committed to continuing that momentum. We witnessed the power of our collective voice during the legislative session, when the Chamber passed 100% of our priority legislation, advocating for policies that strengthen Utah’s competitive advantage while protecting the interests of our communities. That success reflects the strength of a business community that speaks with one voice, and it reaffirms a principle at the heart of Utah’s prosperity. Free enterprise is the engine that turns individual ambition into shared opportunity, and defending it remains among the most important work we do. Utah Rising continued to move from vision to action this year. Business leaders, policymakers and community partners worked together to advance priorities that strengthen Utah’s workforce and prepare the state for the opportunities ahead. Through this initiative, we ensure our state grows thoughtfully with an eye toward long-term prosperity for all Utahns. This year’s Under One Sky: America250 Utah Awards Gala celebrated the people, organizations and enduring institutions that have helped shape Utah. Held in recognition of the 250th anniversary of the United States, the evening was a shining example of how businesses can play a vital role in strengthening our communities and honoring the ideals we share. The Women & Business Conference and ATHENA Awards Luncheon highlighted the incredible contributions of women leaders across our state and reinforced our commitment to creating opportunities for growth and innovation for all members of our business community. As we look toward the future, we see tremendous opportunity. The foundation we’ve built together through advocacy, partnership and a shared commitment to excellence positions us to meet whatever challenges and opportunities await. We are actively shaping a future where businesses can thrive, communities can flourish and individuals can achieve their highest aspirations. Thank you for your continued commitment to Utah’s prosperity and strength. We look forward to another year of achievement, collaboration and success.
Sincerely,
Derek Miller

Advocate Policy Giving Utah’s business community a strong voice where decisions are made.
Strong public policy creates the conditions for businesses and communities to thrive. For more than a century, the Salt Lake Chamber has championed the interests of Utah’s business community by building trusted relationships with elected officials, convening business leaders and advocating for policies that strengthen our economy. This year marked an important evolution of that work with the creation of the Utah Chamber. Building on the Salt Lake Chamber’s long-standing leadership in public policy, the Utah Chamber expands our advocacy efforts to better represent employers across the state — strengthening our collective voice and advancing policies that support Utah’s continued prosperity.

A Stronger Statewide Voice for Business The creation of the Utah Chamber marks a new chapter for business advocacy across Utah. In September 2025, the Salt Lake Chamber announced the creation of the Utah Chamber, a statewide organization dedicated to strengthening the collective voice of Utah’s business community. Building on the Salt Lake Chamber’s long-standing leadership in public policy, the Utah Chamber brings together businesses, local chambers and industry associations to advocate on statewide issues, address shared challenges and advance Utah’s economic competitiveness. While the Salt Lake Chamber continues to serve businesses throughout the metropolitan area, the Utah Chamber leads statewide advocacy in partnership with chambers and business organizations across Utah.
“Whether in aerospace, technology, manufacturing or small business, a unified statewide chamber is a win for businesses across every sector. The formation of the Utah Chamber provides a stronger platform for collaboration, advocacy and access to resources.” — Aaron Starks, President & CEO, 47G, and Co-Chair, Utah Chamber Industry Council
“This unified approach will help strengthen Utah’s economy for every community and lift our potential from every corner of the state.” — Jamie Andrus, President & CEO, Cache Valley Chamber of Commerce, and Co-Chair, Utah Chamber Chamber Coalition Jamie Andrus, Derek Miller, Erin Laney Barr and Aaron Starks participate in a media roundtable about the Utah Chamber.

Bringing Utah Business to Washington In September 2025, the Salt Lake Chamber led a delegation of Utah business executives and community leaders to Washington, D.C., to meet with members of Utah’s congressional delegation and discuss key federal priorities, including permitting reform, trade policy and workforce development. The annual trip gives Utah business leaders an opportunity to engage directly in national policy conversations and advocate for issues affecting the state’s economy. Participants included KSL, The Larry H. Miller Company, AT&T and The Boeing Company, among others.

Investing in Utah’s Future
Derek Miller speaks at the 2026 Utah Economic Outlook & Public Policy Summit.
Each January, the Utah Chamber, Salt Lake Chamber and the Kem C. Gardner Policy Institute at the University of Utah convene government, business and community leaders at the Utah Economic Outlook & Public Policy Summit. The 2026 Summit, themed “Invest in Utah,” helped set the stage for the legislative session and introduced the year’s Public Policy Guide. The guide outlined 12 priority areas and recommended legislative actions designed to sustain Utah’s economic strength and quality of life. Affordable housing, transportation and infrastructure, and workforce development emerged among the year’s leading priorities. The Summit concluded with keynote remarks from Dr. Timothy Shriver, Chairman of Special Olympics and Chairman of UNITE, who spoke about leadership, dignity and the importance of engaging across differences to build long-term economic and community strength.
Speaker of the House Mike Schultz participated in a panel discussion with legislative leadership.
Throughout the 45-day legislative session, the Chamber’s policy team worked with lawmakers, business leaders and community partners to advance solutions, provide testimony and bring research and the business perspective into policy discussions.
“When we can engage with each other across differences and disagreements, with dignity and deep dialogue, we can solve even our most challenging problems in order to thrive. Utah’s business, political and community leaders across the state are doing just that — and showing the country a better way.” — Dr. Timothy Shriver

Building Utah’s Economic Future Launched in 2024 by the Salt Lake Chamber, Utah Rising is the state’s first private-sector-led economic plan — a long-term strategy to make Utah the nation’s top-performing economy ahead of the 2034 Olympic and Paralympic Winter Games. Centered on six pillars — workforce and education, transportation, business environment, housing, livability and natural resources — Utah Rising continued to advance this year. Business leaders, policymakers and community partners worked together to strengthen Utah’s workforce, support responsible growth and prepare the state for the opportunities ahead.

Education and engagement were also central to the work. The Chamber hosted webinars and VIP tours of Rocky Mountain Power, Rio Tinto Kennecott and a data center under development by Layton Construction, giving business leaders firsthand insight into Utah’s energy landscape and the issues shaping the state’s long-term economic future. In summer 2026, the Chamber unveiled the next phase of Utah Rising, introducing action plans across all six focus areas. The plans outline the work underway through the Utah Chamber and provide businesses with concrete opportunities to get involved — turning Utah Rising’s long-term strategy into shared action toward a more prosperous future.

Bringing Science and Business Together In fall 2025, the Salt Lake Chamber formalized a partnership with the Janet Quinney Lawson Institute for Land, Water and Air at Utah State University, building on several years of collaboration around the natural resource issues shaping Utah's economic future. The Institute has contributed expertise to Utah Rising, helped inform public policy priorities, co-chaired the Natural Resources Business Council and provided research and analysis on issues ranging from air quality and water to seismic readiness and critical minerals. Through the formal partnership, the Salt Lake Chamber, Utah Chamber and Institute will connect business leaders with trusted data, research and expertise on Utah's land, water and air. The collaboration will help leaders better understand how natural resources, environmental conditions and policy decisions intersect with Utah's long-term economic competitiveness.

Building Healthier Workplaces A strong workforce starts with people who are supported and equipped to thrive. As employers navigate changing workforce needs, employee mental health and well-being have become increasingly important to building healthy workplace cultures, retaining talent and supporting long-term business success. Through Utah Community Builders, a program of the Salt Lake Chamber Foundation, the Chamber convened business leaders, HR professionals, executives, community partners and workplace experts for the re-envisioned Workplace Mental Health & Well-Being Series in fall 2025 and spring 2026. The series connected employers with emerging research, practical strategies and actionable tools to strengthen workplace culture and support employee success. Conversations explored workforce retention, burnout, leadership, volunteerism and the role businesses can play in creating healthier workplaces and communities.
Levi Lindsay presents on why mental health in the workplace matters.
That commitment extended to the 2026 Utah Business of Health Event: Good Health is Good Business, presented by Utah Community Builders in partnership with Get Healthy Utah and the Utah Worksite Wellness Council. Building a Brighter Future, One Reader at a Time Strong literacy skills are foundational to success in school, work and life — and to building the talented workforce Utah will depend on for generations to come. Through Utah Community Builders, a program of the Salt Lake Chamber Foundation, the business community is coming together with families, educators and community partners to help foster a love of reading and give more young Utahns the tools they need to thrive. Throughout the year, that commitment came to life in communities across Utah. Literacy Nights brought families and volunteers together for reading activities, book giveaways and hands-on learning, creating welcoming spaces where children could discover the joy of reading alongside their families.
Utah Community Builders hosted Jackling Elementary’s Read-a-Thon in June. Students read an impressive 1,206 pages!
Through “Little Readers, Big Stories,” community leaders joined families at the Downtown Farmers Market for a summer storytime series celebrating reading, leadership and connection. Guest readers helped bring beloved children’s stories to life for the next generation. The community also came together to assemble literacy kits for elementary students in need, putting books and learning resources directly into the hands of young readers. Together, these efforts reflect a simple but powerful investment: helping Utah’s children become stronger readers today helps build stronger communities, and a stronger Utah, tomorrow.
