Gearing up for the festivities India is a multicultural and diverse country, and the festivals in India are celebrated as a whole country. As we welcome the festive season with the commencement of the Ganesh Chaturthi soon, followed by Durga Puja, Dushehra and Diwali, during the COVID-19 pandemic, it is even more important to lay special emphasis on health and safety. Industries and business sectors are banking on the festive season beginning this month to recover from the Covid-induced slowdown. While the slight surge in cases has been worrying, the government is in two minds on whether to impose restrictions. People should not forget that the coronavirus is still around and that they should behave responsibly during festivities. We cannot rule out the possibility of reintroduction of weekend curfew and longer hours of night curfew if the cases spike. The coronavirus pandemic has been around for months now, and is unfortunately likely to stay for longer, the transition to the next normal will mark an important social and economic milestone, and herd immunity will be a more definitive end to the pandemic. To achieve that, we will need to see significant progress on the epidemiological end point, including an effective vaccine receiving Emergency Use Authorization approval, followed by a smooth rollout and adoption by high-risk populations. Favorable findings on natural and cross-immunity would help accelerate timelines.

It's good to keep in mind that while preparing a celebration but we will continue to mark their religious festivals as best we can. May Lord Ganesh descend on this Earth and put an end to all the miseries, struggles, sufferings, and problems we have faced during this COVID-19 pandemic. BMC to Appoint Fire & Life Safety Auditors for Low-Rise Buildings

Compliance-Checking Process  Fire and Life Safety auditors will test active measures related to fire & life safety provided in buildings having height of up to 32m, upload photos/videos of inspection & testing of fire-fighting installations/ equipment with date and time stamp.  Will issue fire safety compliance certs in prescribed format along with schematic drawing showing measures provided as per the codified fire safety requirements.  Developers will have to appoint these auditors for fire and life safety NOCs; they will not have to go to the fire brigade directly.

To fast-track construction approvals and ensure transparency, the BMC will soon empanel fire and life safety auditors to carry out fire safety audits in residential buildings that are up to 32m in height or less than 10 storeys. “As part of its ease-of-doing business initiative, the BMC has decided to accord fire and life safety no-objection certificates to residential buildings having height up to 32m through fire and life safety auditors to speed up building construction approvals in a more transparent manner,” said a senior civic official. The BMC has invited applications seeking qualified personnel for the audit job. It’s good that BMC is appointing auditors to carry out fire safety audits. This will ensure faster clearances. But in the past, there have been several occasions where third-party fire compliance agencies have failed to carry out checks and maintain firefighting equipment. The BMC must supervise work of auditors and take penal action if needed. 12

“At the time of construction, the auditor, along with the fire safety consultant and architect, will ensure compliance of the provisions of the Maharashtra Fire Prevention & Life Safety Measures Act, 2006, and other building bye-laws,” an official said. “The auditor will issue a fire safety compliance certificate in a prescribed format along with a schematic drawing showing various safety measures provided as per the codified fire safety requirements.” The auditor will also test all active measures related to fire and life safety provided in the building and upload photographs or videos of the inspection and testing of fire-fighting installations and equipment with the date and time stamp, along with the compliance certificate, through the architect. Under the Act, it is the responsibility of the property owner or the cooperative housing society to follow fire safety norms and submit an audit report, signed by a licensed fire expert, every six months certifying compliance to the chief fire officer. If there is no owner or society, the occupants will have to do it. In recent fires, the fire brigade found that most had failed to submit the audit report or maintain fire safety equipment. Do not use any Incense sticks (Agarbatti) and pray to energised smoke detector. Some of manufacturer's allow use of Magnet to activate/energised smoke detector. • Keep applying aerosol spray for 10 seconds. • After 10 seconds LED status of the Smoke detector will change from the steady blinking red to steady red and after that alarm appears and hooter is activated on the fire alarm panel. • To silence the hooter press silence/acknowledge key on the Fire Alarm Panel. As per manufacturer's published instructions. • After alarm appears remove Smoke Detecting test gun from Smoke Detector. • Note down the alarm tag and descriptions from the HMI or workstation. The alarm details must match with the smoke detector tag number and installed location. • Confirm the smoke detector activation status from the respective graphics page. You have to visually identify the colour change signals of the respective smoke detector on the graphics. • Reset the alarm of the Smoke detector from Fire Alarm Panel. • The Detector LED status will change from steady red to blinking red. • Smoke Detector is now working normally. • Repeat the above procedure for all the remaining smoke detectors. Detector Cleaning Procedure Clean the detector using a conventional vacuum cleaner equipped with the EST Detector Cleaning Tool (P/N 280037). The tool connects to a 1.5-inch (3.8 cm) suction hose/extension tube. The tool removes loose dust and debris by creating a high velocity vortex scrubbing action around the detector. To clean the detector: 1. Disable the detector/zone to prevent false alarms. 2. Use conventional vacuum cleaner brush to remove visible cobwebs, etc. from the immediate area of the detector. 3. Maintenance of Heat Detector Heat detector can be defined as an element or device that detects changes in heat or fire. If any heat (change in heat that exceeds the limits of heat sensor ratings) is sensed by the heat sensor, the heat sensor generates a signal for alerting or activating a security or protection system to extinguish or avoid the fire accidents. There are different types of heat sensors, which are classified based on different criteria such as the amount of heat withstanding capacity, nature of heat sensing capacity, and so on. Furthermore, the heat sensors are classified into different types that include analog heat sensors and digital heat sensors.

One of the main concerns regarding NFPA 72 is testing frequency for sensitivity, or rather, is smoke detector sensitivity testing required? The simplest answer is that testing must be performed annually. However, frequency also depends on the dates and results of the latest test. Further, sensitivity testing will be required unless it's monitored on a continuous basis on the fire panel and an alert goes out when sensitivity is not within the required range. Also, the frequency will depend on the type of detectors and the capabilities of the fire alarm control panel. It may even be possible to avoid costly sensitivity tests on each detector. To quote NFPA 72-2016 14.4.3.2-17 (h) (4), “Smoke detector/control unit arrangement whereby the detector causes a signal at the control unit when its sensitivity is outside its listed sensitivity range” is accepted as a means of ensuring that each smoke detector is working properly. If you have a newer panel, it likely has this capability, but you can confirm this with the alarm contractor, and also determine its capabilities. Some newer systems may also be able to save sensitivity readings from fire panel software after the annual testing. That way, you have a record of the sensitivity at any particular time. Required frequency will depend on the time and the results of two consecutive tests. Thus, smoke detector sensitivity should be inspected within a year after it is installed, then inspected each alternate year after that. After a second test that shows the device is within the appropriate sensitivity range, then the length of time between tests may be extended to a maximum of five years. 36

Do not alter with another one. • Now Heat Detector is healthy and it is ready for testing. • Clean the Heat Detector's outside dust by cotton cloth and air blower. • Apply the heat to the Heat Detector by solo heatdetecting gun. • Keep applying heat for 10 seconds. • After 10 seconds LED status of the Heat detector is changing from steady blinking red to steady red and after that alarm appears and the hooter is activated on the fire alarm panel. • To silence the hooter press the acknowledge key to the Fire Alarm Panel. • After the Alarm appears remove the heat-detecting test gun from Heat Detector. • Note down the alarm tag and descriptions from the HMI or Graphic workstation. The alarm details must match with the heat detector tag number and installed location. • Confirm the Heat Detector activation status from the respective graphics page. Otherwise, a technician servicing the system will not know to disable the zone and put the panel on test. If a technician tries to service the siren without disabling the 24 hour zone, the siren will blast them in the face as soon as they open it up, which may startle them into falling off the ladder. Sirens and speakers will list the voltage requirement, which is the pressure at which the electricity flows. It is rated in volts, which uses the symbol V. Most sirens and speakers are rated between 6V to 12V. 45

Resistance is measured in ohms, which uses the symbol Ω. Speakers and sirens add a certain amount of resistance to the circuit, which reduces the amount of current available to it. 4Ω and 8Ω ratings are the most common. Because speakers are typically cheaper, and because they draw significantly less current than sirens, it is often cheaper to use speakers when a job calls for multiple bells, either due to the size of the protected area or because of background noise from machinery. Siren drivers are typically very low cost, often available for ~$10 USD or less. However, sirens are typically more powerful and therefore louder. Siren Wiring When connecting multiple sirens or speakers to an alarm, installers must calculate the required wattage (for sirens) or required. Panels only output a specific amount of watts for sirens, which must be shared among all the sirens. If the total amount of resistance being generated by the speakers exceeds the maximum output generated by the driver, the circuit must be designed in such a way as to reduce that resistance. When wiring devices in series, with every device being individually connected to the the line, every device adds its resistance to the line. When wiring in parallel, however, every device lowers the amount of total resistance. That is because parallel adds more 46

pathways for the current to flow while making those pathways shorter, while series reduces the pathways available while making them longer. Bell Supervision Because sirens are often mounted outside the building, intruders often attempt to neutralize them before attempting to gain entry to the protected area. While many sirens can detect attempts to damage or remove them due to their tamper switches, it is recommended to protect the wire as well. Alarm panels are capable of measuring the amount of resistance in a particular circuit. By ensuring that there is a specific amount of resistance in a circuit, the panel can be programmed to send a "trouble" signal if the wire is shorted or cut. While many panels allow the technician to disable the bell supervision feature, it is best practice to use it. Some alarm technicians disable bell supervision because enabling supervision requires specialized knowledge and some field calculations. To simplify, supervision requires 4.7kω 5% resistor the technician to create resistance on the circuit. To do that, an EOL (end-ofline) resistor must be installed across the line at the last sounder. Figuring out which sounder, exactly, is at the end of the line is the real challenge. Technicians should be sure to document which sounder is the end of the line. If this was not documented, using a multimeter to measure the resistance of all siren wires can usually help technicians recreate a wiring map. When wiring sirens in parallel, bell supervision cannot be used if the splices are going to be made in the alarm panel, as there is no "end of the line". Therefore, sirens should always be wired in a daisy chain pattern, even if the sirens will eventually be wired in parallel. Welders face a number of work-related hazards daily, from harmful bright light to burns from molten metals. To ensure safety in the workplace, both the employers and employees need to recognize the hazards and prevent accidents. Eye Injury is the most common type injury and it can occur from radiation and intense light produced by a welding arc. It can also result from, sparks, hot slag and other flying particles that can fly off from the weld during grinding, chipping or cooling. Majority of these eye-related injuries results in irreversible blindness every year. All forms of welding can lead to eye injuries most of which are permanent. Stick Welding is a common type of welding that produces very bright light. This light can result into arc eye, a condition that is characterized by a painful cornea and watery eyes. Arc eye can occur even when you look at the arc for a very short time. This is why you need to protect your eyes. Lack of Protective Equipment or improper eye protection is the leading cause of most of these injuries. As such, all welders should know the best safety practices related to eye protection during welding. Such practices entail proper use of Personal 54

Protective Equipment (PPE) to ensure that the eyes are protected while on job.

Basic Eye Safety Tools Eye protection equipment should match the application and associated risks. The equipment includes safety goggles, safety glasses, welding helmets, and faceshields. Note: Always wear eye protection that is appropriate for the type of welding and on the basis of visual requirements of the job. 1. Safety Glasses: Safety glasses are a simple way to protect the eyes against optical and impact radiation. They should be worn under a welding helmet in every welding situation. While some welders may not feel comfortable while wearing safety glasses, owning a pair is an important safety measure and eventually, it will become a routine. The level of protection offered will depend on filter lens density. It is recommended that you select the darkest shade possible as it allows maximum task performance. As for gas metal arc welding, shielded metal arc welding, and flux cored welding, the filter lenses should have a minimum protective shade of 7 and maximum shade of 11. Carbon arc welding and gas welding requires a minimum shade of 14 and 4 respectively. Good Safety Glasses should have side shields in order for them to offer full protection to both the front and sides of the eyes. Side shields traps particles sent flying and make it past the protective front of the helmet. All in all, never weld with the safety glasses alone. You will need to wear a welding helmet, some safety goggles and probably a hand-held face shield. Your pair of safety glasses should be comfortable and it should comply with national safety standards. The standards outline the tests the glasses must pass before they are certified for use. Such tests include protection against dust, splash, and optical radiation as well as impact and radiation. 2. Safety Goggles: Safety Welding Goggles are more advanced than safety glasses and they are used for high impact protection. They offer greater particle and welding light protection. Just like safety glasses, goggles have shade number that is marked on the lens indicating how light/dark the lens is. Safety Goggles features either direct or indirect venting. Goggles with direct venting come with a mesh of small holes on the sides to help reduce fogging as much as possible. However, they should not be used with fine dust or liquid hazards. Indirect venting, on the other hand, is for high dust and splash protection where prevention of fogging is not much of a priority. You can also opt for specially designed chemical goggles if fumes, mists dust or gasses are present. These goggles also feature vents that help to prevent liquids from reaching your eyes. 3. Welding Helmets: A Welding Helmet is an important piece of personal protective equipment that any welder must have. It protects the skin and eyes from severe sparks and at the same time, it provides adequate protection from vision-damaging infrared and UV rays emitted by the arc. The standards address various concerns such as impact resistance and light leakage. As general rule of thumb, welding helmets should be worn over welding goggles or safety glasses and they should be fitted with a filter shade that is suitable for the type of welding at hand. Welding helmets comes in two forms: • Passive/Fixed Shade Helmets: These helmets features a fixed shade which remains darkened at all times. However, they are graded to suit different welding needs and as such you should choose a shade that will offer the required level of eye protection. The downside of these helmets is that one is required to lift the helmet every now and then in order to set a position or examine the weld joint. The welder is then expected to flip the helmet down when he/she wants to strike an arc. This repetitive process reduces the operator's productivity and at the same time, it may be difficult to operate in tight spaces. • Auto-Darkening Helmets: Unlike fixed shade helmets, auto-darkening helmets will automatically change the shade from what is considered to be inactive state to active state when a welding arc is initiated. These helmets will darken to a pre-selected shade within milliseconds, protecting you from harmful emissions at all times. In addition, the welder can work uninterrupted as he/she can see clearly, even when the helmet is in down position. This will increase welders' productivity as these helmets eliminate unnecessary stops for set-up position. These helmets are recommended to both experienced and beginner welders because they also minimize neck fatigue that is experienced in traditional, fixed-shade helmets. 4. Faceshields: Faceshields are used to offer even higher impact protection and they should always be used over safety goggles and glasses. They are used to protect a welder's face in addition to the eyes. Just like welding helmets, faceshields are lifted frequently which leaves the eyes unprotected without the safety goggles/glasses. An approved faceshield will have filters for protection against optical radiation. The filters will also offer additional protection from sparks and more debris. Tips for Using Eye Protective Equipment • It is important that you inspect eye protection before use. Globally, only 6 countries deployed nuclear powered strategic submarines. India became one of them when it deployed INS Arihant in operations. FIRETECH has played a significant role in developing fire suppression system for Arihant class nuclear powered submarines. Submarines, by design, have very cramped spaces. Fire situation in the submarines is extremely dangerous. Incumbents not only have threat from fire but also from smoke and lack of oxygen. Limited space within submarines makes manoeuvring and firefighting extremely difficult. If fire is not contained quickly, it could jeopardize safety and integrity of the entire submarine. Keeping these tough requirements in mind, team of engineers from FIRETECH worked closely with various defence organizations to design a Compressed Air-based Foam (CAF) system. The design was made considering space constraints, highly corroding sea water usage, long service life of 20 years, possible shocks and vibrations of voyage and higher time between maintenance schedules.
