Onboard Video Systems can Increase Vehicle and Road Safety Every year, a large number of traffic incidents and crashes occur worldwide. According to the World Health Organization (WHO), approximately 1.3 million people die each year as a result of road traffic crashes. There are many factors leading to this: road infrastructure, road users, vehicle speeds, and vehicle safety. Another of these is fatigue and drowsiness at the wheel, which could result in a dangerous situation that jeopardizes the safety of driver, passengers, and even pedestrians. According to The Euro Weekly News, the fatigue detection system and other driver assistance system will be mandatory in new cars in 2022, as it says the vast majority of road accidents are caused by human error. So much so, it is critical that actions to improve vehicle safety are taken to promote safe transport for all road users.
How a video-based onboard security system can help? As a leading IoT solution provider with video as its core competency, Hikvision designed and developed its Mobile Onboard Video System to boost vehicle security in comprehensive ways. These range from reliable footage recording and route deviation or speeding alarms, to emergency alarms and abnormal driving behavior analysis. The system offers 360° video coverage both inside and outside a vehicle, providing real-time situational 16
awareness for safe driving. Video footage is reliably transmitted and stored, which can be used as forensic evidence in the event of a traffic accident. It also generates insights such as passenger flow in a public bus, for example, so that passenger distribution can be optimized to improve their comfort.
Protecting a range of road vehicles Hikvision's Onboard Video Security System ensures that typical types of vehicle are well protected, including public buses, school buses, trucks, taxis, and ride-hailing cars.
Public buses Buses play an important role in urban transportation. For many people, they provide an indispensable method for their daily commute. Accordingly, the operational efficiency of the bus fleet, its services, and public safety demonstrate new challenges for public transport authorities. Hikvision understands those challenges, and has developed its Bus Solution with two important features. Firstly, passenger flow counting, based on video analytics, allows bus drivers to know the actual number of passengers inside in real time. This is helpful when certain compliance requirements such as social distancing is February 2022 - www.visionmediahitech.com
introduced. If passenger flow exceeds a pre-defined number, an alert can be sent to the operation center for better bus fleet scheduling. This help them to improve service quality and passenger satisfaction. Another feature is abnormal driving behavior detection, which can pick up driver fatigue, as well as smoking in the bus. If these incidents are detected, an alert is sent to the monitoring center in real time, allowing operators to communicate with drivers immediately via two-way audio.
School buses School buses can carry 40 or more students to and from school. As such, operators want to take extra care of this precious cargo. Is the school bus on its usual route? Did a student board the bus on time and get off at the right stop? For school administrators and parents, these matters can be critical. Hikvision's School Bus Solution offers innovative onboard attendance capabilities. When students get on the bus, they can swipe their ID card on a terminal and the record is uploaded to the system's central platform right away. At the same time, a notification can be pushed to parents' mobile phones, informing them that their child is safely on the bus. It's also important to protect students when they get off the school bus and cross the road. The solution includes a 'stop for school bus' sign with an audible and visual flash warning. This works to notify passing vehicles to stop until students safely cross a street.
Trucks Trucks transport a wide range of goods and materials, ranging from our daily necessities to luxury products. Therefore, it is important for logistics companies to know the real-time status of their truck fleet, whether they transit goods on time, and arrive at the destinations safely, etc. Hikvision's Truck Solution collects audio and video data with cameras installed inside and outside the truck. It sends GPS and alarm data through onboard video recorders and 3G/4G wireless networks, to realize remote truck monitoring and management. Due to their size, trucks have large blind spots on both sides. Vehicles located in these blind spots are difficult to see and can easily go unnoticed by the driver. Hikvision's Truck Solution offers camera views February 2022 - www.safesecuremagazine.com
that cover these blind spots, so truck drivers know about vehicles entering into these areas. This helps them to drive safely and promotes road safety. Hikvision's solution further provides different kinds of sensors for bespoke needs on a truck. For example, if a truck transports valuable goods that are not allowed to be checked during the journey, a door sensor can be added to record if anyone opens it before arrival. In some cases, if a truck transports cold food, the temperature inside must be maintained at a stable level to ensure freshness. Accordingly, customers can include a temperature sensor in the system to monitor the temperature change.
Taxis and ride-hailing cars As mobility improves in urban life, many people use mobile apps to get a ride, either with a taxi or a ride-hailing car. It's convenient and fast. On the other hand, it's also important to maintain rider safety from the start of the journey until they reach their destination. In busy periods, for example rush hours and holiday seasons, taxi and ride-hailing drivers struggle to take a break and they usually work long hours. In this situation, it's very easy to get tired which could also cause health issues. Hikvision's solution for taxis and ride-hailing cars includes abnormal driving behavior analysis, such as driving while drowsy. In that case, drivers can be reminded to pull over and take a rest. Hikvision's solution also provides a trunk camera that records footage if a passenger's luggage or handbag was left behind after departure, or stolen by others. From abnormal driving behavior analysis, and 'stop for the school bus' warning, to the crucial 'blind spots' monitoring, onboard security has showed how necessary it is to improve vehicle security in all aspects, so as to reduce road crashes effectively and keep all road users safe. Hikvision Onboard Video Security System helps business customers maximize their security with added value that furthers vehicle operation to a new level.

The Convergence of Physical and IT Security – and What it Means for your Business? "The age of IoT and AI means that physical and IT security are no longer separate domains. Instead, everything is connected, and you need to converge your security leadership, teams, capabilities, and technologies to navigate the evolving risk landscape," says Fred Streefland, Director of Cybersecurity and Privacy at Hikvision EMEA. Until recently, physical and cybersecurity domains were separate from one another. Security teams, access control systems, and CCTV systems were used to physically secure buildings - from data centers to factories and warehouses. And IT teams looked after IT and network security with firewalls, anti-virus software, and data encryption technologies. But as organizations have forged ahead on their digital transformation journeys, innovative technologies such as IoT and AI have blurred the lines between physical security and cybersecurity: a trend that's set to continue long term. Why IoT is increasing your physical and IT ‘attack surface’? When thinking about your overall security strategy, consider that your security cameras and other security infrastructure are now 'IoT devices' that are connected to the network. This gives criminals and hackers a much larger 'attack surface' for their activities, with multiple ways into your organization. For example, hacking or otherwise accessing a network-connected camera or other device can allow criminals to override physical security controls and 18
enter restricted areas or buildings. Equally, hackers who can breach IoT devices on the network may be able to disrupt critical systems, steal data, install ransomware, or otherwise compromise your company's operations. Physical break-ins also pose major cybersecurity risks Equally, criminals who manage to circumvent your physical security infrastructure can also gain access to IT equipment and systems housed in restricted buildings. This means they can extend the impact of their localized attack across the length and breadth of your network, causing untold damage and disruption in the process. This is especially the case where server rooms are left open or unlocked within a building. The mission-criticality of the network, and the sensitive data stored in connected systems, means that much stronger security is needed for these kinds of facilities to ensure they are never accessed, even if intruders breach your building defenses. Here are some examples of how physical threat vectors can compromise digital security: February 2022 - www.visionmediahitech.com
• An infected USB drive is planted in a parking lot, lobby, etc., which an employee picks up and loads onto the corporate network. • An attacker breaks into a server room and installs a rogue device that captures confidential data. • An attacker pretends to be an employee and counts on a real employee's courtesy to hold the door for him as they enter together. • An inside actor looks over the shoulder of a system engineer as they type administrative credentials into a system. The most well-known example of an attack on physical systems followed by an attack of IT systems is the hack on the retail giant Target in 2013. The attackers used an HVAC vendor's credentials to compromise the network and ultimately the point of sale (POS) systems of this company. The attackers 'entered' the company via the Heating, Ventilation & Air Conditioning (HVAC) systems and managed to compromise several millions of credit cards of Target customers, which caused the resignation of the CIO and CEO of Target. Why ignoring the issue isn't an option? The consequences of security breaches - whether they take place in the physical or IT domain - are potentially devastating for many organizations, and especially those in mission-critical industries. Security breaches at electricity sub-stations, for example, could leave entire towns or cities without power. And similar breaches in data centers could result in internet 'blackouts', major data breaches, regulatory fines, and a raft of other negative impacts. To minimize the risks of security breaches in the age of IoT, forward-thinking organizations are looking to extend their security strategies seamlessly across the physical and IT domains. This holistic and integrated approach requires both organizational and technology changes that reflect the rapidly changing physical and IT security risk landscape. 4 key strategies for integrating your physical and IT security Forward-thinking organizations are beginning to integrate their physical and IT security provision based on 4 key strategies:
digital transformation. This strategy needs to be communicated across the entire security organization from the top down, preparing teams for the transition to integrated physical and cybersecurity, including key milestones and potential disruptions and change management issues. Appointing a CISO or data officer who is responsible for both physical and IT security? The siloed nature of physical and IT security responsibilities increases the risk that attacks in a particular domain will go undetected, or that responses will be too slow to prevent negative impacts from occurring. By appointing a CISO or other c-level executive for joint responsibility, and visibility, of physical and IT security, these potential gaps can be closed, and faster, more effective responses can be mounted in the event of a breach in either domain. Converging physical and IT security monitoring within a single dashboard interface In terms of technology, integrating IT and physical security monitoring into a single dashboard helps to dramatically decrease the risk of a breach, and to mitigate the impacts if a breach should occur. For example, by mapping cyber and physical threats together, a unified dashboard can spot anomalies more quickly, and pinpoint where the threat originated based on an unidentified device in the network, unauthorized access to a device or physical space, or other threat indicators. Deploying innovative technologies that enable truly unified security responses By implementing data analytics platforms, smart video solutions, AI-powered security algorithms and other innovative technologies of this type, organizations can detect security threats across physical and IT domains in near-real time. Additionally, false positives can be minimized, further saving time and resources and speeding up security responses. How Hikvision can help? At Hikvision, we provide smart video technologies and AI-powered security algorithms that help to improve security in the physical domain. Besides this, our technologies are also built on open industry standards, which means they can be integrated with a wide range of security and analytics platforms to help teams identify and respond to both physical and IT security threats in a faster and more unified way.

Top 8 Trends for the Security Industry in 2022 Entering 2022, the world continues to endure the pandemic. But the security industry has, no doubt, continued to shift, adapt, and develop in spite of things. Several trends have even accelerated. Beyond traditional "physical security," a host of frontiers like AI, cloud computing, IoT, and cybersecurity are being rapidly pioneered by entities big and small in our industry. By all appearances, the security industry is in a stage of redefining itself. It is moving from mere security and safety protections to encompass a wider scope of activity that will expand safety while also bringing new levels of intelligence and sustainability to communities, companies and societies. Here, Hikvision would like to share some of our ideas and expectations about the key trends that will likely affect the security industry in 2022 and perhaps even further into the future.
AI will be everywhere Nowadays, Artificial Intelligence is quite common in the security industry. More customers in the industry have recognized the value of AI, and have found new uses for AI applications in various scenarios. Along with ANPR, automated event alerts, and false alarm reduction, AI technologies are being used for wider applications, like personal protective equipment (PPE) detection, fall detection for the elderly, mine surface detection, and much more. Meanwhile, we also have seen more collaboration across the industry, with security manufacturers opening their hardware products to third-party AI applications, and launching open platforms for customers to create and train their own AI algorithms to meet customized needs. 22
AI has been one of the fundamental technologies to reshape the security industry. Benefiting from the optimization of algorithms, as well as the improved computing performance and the decreased cost of chips due to the advancement of semiconductor technology in recent years, AI applications are gradually forming the basic functions and capabilities accepted by all sectors in the industry, and we predict an even stronger tendency to assert that "AI will be everywhere."
A IoT will digitize and pervade industry verticals With more security cameras and other security devices being connected to the network, the security industry is becoming an important part of an IoT world, enriching its visual capabilities. It's apparent that the boundaries of the security industry are blurring, going well beyond the physical security arena. Meanwhile the popularization of AI technology enables the connected devices to become intelligent "things" in the IoT world. The combination of AI and IoT, or as we call it, AIoT, is taking the security industry to a higher plain, automating the workflows and procedures of enterprises and aiding in the digital transformation of various industry verticals such as energy, logistics, manufacturing, retail, education, healthcare, etc. From our perspective, AIoT brings more possibilities to the industry with rapidly expanding applications for security devices and systems. Meanwhile, more perception capabilities like radar, Lidar, temperature measuring, humidity sensing, and gas leak detection are being added to security devices and systems to make them more powerful. February 2022 - www.visionmediahitech.com
These new devices shoulder a multiplicity of tasks that just a few years ago required several different devices, covering both security functions and other intelligent functions for an ever-advancing world.
Converged systems will break down data silos Workers throughout private enterprises and public service sectors alike would jump at the chance to get rid of obstructive "data silos." Data and information scattered and isolated in disparate systems or groups creates barriers to information sharing and collaboration, preventing managers from getting a holistic view of?their operations. Here, the convergence of various information systems has been proven to be an effective approach - hopefully enough to break down those silos. It's clear - the trend in the security industry has been to make efforts to converge systems wherever possible, including video, access control, alarms, fire prevention, and emergency management, to name a few. Further, more non-security systems, like human resources, finance, inventory, and logistics systems are also converging onto unified management platforms to increase collaboration and to support management in better decision-making based on more comprehensive data and analytics.
Cloud-based solutions and services will be essential Like AI, the cloud is not a new trend in our industry, but it is an expanding one. From small business markets to enterprise levels, we can see the momentum push more and more businesses to leverage cloud-based security solutions and services. And as we are witnessing even now, the pandemic has accelerated the movement to cloud-based operations for people and businesses around the world. All businesses want platforms or services that offer simplicity, with as few assets to manage as possible, and a setup that's as simple as possible. This is precisely where the cloud delivers. With a cloud-hosting infrastructure, there is no need for a local server or software. Users can conveniently check the status of their assets and businesses in real time, receive security events and alarms quickly, and accomplish emergency responses simply using a mobile app. For security business operators, the cloud enables them to remotely help their clients, configure devices, fix bugs, maintain and upgrade security systems, and provide better value-added services. February 2022 - www.safesecuremagazine.com
Ashish P. Dhakan, MD & CEO, Prama Hikvision India Pvt. Ltd. Crystal
clear security imaging will be standard in any weather, under any conditions, any time of day or night It is always vital for video security cameras, as a core function to maintain image clarity and capture details 24 hours a day, in any weather and under any condition. Cameras with low light imaging technology that renders high-definition and full-color images at night and in nearly completely dark environments have been very welcome in the market. We are taking note of the impressive technology applied to more camera models, including 4K, Varifocal and PTZ cameras. Moreover, for clearer video security imaging in poor visibility - especially in severe weather - high-performance imaging sensors, ISP technology, and AI algorithms are being 23
employed, enabling cameras to maintain clarity and details of the view.
companies in every industry must reinforce their network security architecture and strengthen their online protections.
Speaking of imaging technology, the trend toward incorporating multiple lenses in new cameras cannot be ignored. Single-lens cameras are limited in their ability to get more details at greater distances and get the whole picture in large-scale places. They do only one or the other. But by employing two or more imaging lenses in one camera, multi-lens cameras can simultaneously deliver both panoramas and detailed, zoomed-in views of the same large site. Applications including airports, harbors, transit stations, parking lots, stadiums and squares will see these multi-lens cameras as a boon on every level.
So how do we address growing cybersecurity concerns? Though the concept actually developed in 2010, the term "Zero Trust" has become a hot word just in recent years. A strategic initiative that developed to prevent data breaches by eliminating the concept of trust from an organization's network architecture, Zero Trust is rooted in a philosophy of "never trust, always verify." The concept has been roundly accepted within the IT industry and it is now also slowly but steadily moving into the physical security realm, as it gradually becomes an important part of the IoT world.
Biometric access control will bring higher security and efficiency
Green manufacturing and low-carbon initiatives will take big strides
In the past decades, authorized access control has moved a long way away from the keys, pin codes and ID cards. We now find ourselves stepping into the era of biometrics. The access control market is rapidly becoming occupied by biometric authentications, from fingerprint and palmprint recognition to facial and iris recognition.
The consensus is in: low-carbon initiatives are valued by societies around the world. In the security market, we have seen products featuring lowpower-consumption becomes the preferred options for customers, and demands for solar-powered cameras are increasing.
Biometric access controls bring inherent advantages, like higher security and efficiency with reduced counterfeiting. They verify within seconds or fractions of seconds - and prevent unnecessary physical contact. Iris, palmprint, and facial recognition offer touchless access control, a hygienic practice more and more favored as a result of the pandemic.
The Zero Trust approach will take the cybersecurity spotlight With more security devices connecting over the Internet than anyone ever imagined, cybersecurity has become an immense challenge in the industry. Stricter data security and privacy protection regulations have recently been introduced in the world's key markets, like the EU's GDPR and the Data Security Law in China, placing higher demands on cybersecurity. And in 2021, several landmark ransomware attacks on a variety of enterprises convinced us in no uncertain terms that 24
Meanwhile, local laws, regulations and policies that restrict carbon emission standards for manufacturing enterprises are pushing industries toward adopting more environmentally-conscious practices in their daily operations and production, which includes using more environment-friendly materials and adopting multiple energy-efficient designs in product manufacturing processes. We are delighted to see that more security industry manufacturers are exploring "green" manufacturing, and are committed to lowering their carbon output. Though it will take time, the movement has begun. We expect to see significant strides in this area in 2022.

Safeguarding your Video Surveillance System from Cyber Attacks Tips for Evaluating the Cybersecurity of your video solution Recent, high-profile attacks against video surveillance systems have underscored the importance of choosing cyber secure video technology. The fallout from a hack can be devastating, exposing highly sensitive data on the Internet, reducing customer confidence, and raising the risk of litigation and financial liabilities. It’s imperative that businesses choose products they can trust and manufacturers with a solid reputation for investing in cybersecurity and data protection measures. Sometimes this involves digging deeper beyond the headlines and into a company’s background, R&D, and product manufacturing processes. Here are some important things to consider when evaluating a video surveillance solution from a cybersecurity perspective: What’s Encrypted and What’s not? While many video surveillance systems offer encryption in transit, which prevents third-parties from accessing data while it’s in transmission by keeping it encrypted until it reaches its endpoint, complete end-to-end encryption is the highest level of protection for your data. Data represents not just video and audio, but also includes metadata such as GPS data, alarm panel data, analytics data, POS data, or ATM transaction data. Complete end-to-end encryption goes beyond just encryption in transit and includes encryption at rest so that every aspect of your data is protected. Encryption at rest is the process of encrypting data that is stored on physical media. With complete end-to-end encryption, data is encrypted both as it travels from camera to recorder and from recorder to client software, as well as on stored physical media. Higher levels of encryption can sometimes impact CPU performance, so talk to your video provider about striking the right balance for your needs. Operating System (OS) Security There is much debate about the security of Linux versus Windows Operating Systems (OS) in network video recorders (NVRs). While any system can ultimately be exploited, I would argue that an appliance with an embedded Linux-based OS is more secure when it has been customized for the sole purpose of recording video. The Linux-based OS in March Networks recorders, for example, is hardened, removing unnecessary services, so that there are fewer opportunities for cyberattacks. February 2022 - www.safesecuremagazine.com
Further, when a Linux-based OS system is customized, it is not dependent on a third-party for security updates and there is no risk of autoapplied system updates that could have a negative impact on the system. It also has tighter control over what an application has access to, making it more difficult for malicious software to gain access to the system. And for an additional layer of security, Linux has a large developer pool for its open source OS code, making it more likely that any security loopholes will be caught quickly. Who has Access to the System? The high-profile breach that took place earlier this month allegedly involved the use of a “Super-Admin” account, where one person had unlimited access to all cameras on the cloudbased system. Obviously, this type of unrestricted access is a security threat so talk to your video provider about their policies on user rights and access. (As an aside, March Networks does not have a ‘Super User’ or ‘Super Admin’ mode that could access all of our customer’s systems.) Whether in the cloud or on-premises, a good video provider should offer tight controls over user rights and management, allowing administrators to make very specific profiles that give or restrict access for individuals using the system. This ensures that more junior or entry-level employees see only what they need to do their job; it also allows system administrators to audit user access and see who accessed what and when. Password Protection Password security sounds simple, but it’s amazing how many breaches take place due to lost or stolen passwords. A good video surveillance provider will not use fixed or hard-coded passwords on its devices, and will also encourage frequent password changes and the creation of complex passwords. Scanning for Ongoing Threats Since cyber threats are constantly evolving, it is important to consider what other features can be built into your video surveillance solution to notify you in the event of a potential attack. Some systems have security alerts and alarms built in, so you’ll get an alert if there’s any unusual attempts to access the recorder, such as repeated login failures or a potential distributed denial-ofservice (DDoS) attack. Choosing a video surveillance provider that constantly monitors for vulnerabilities and communicates all necessary information is also imperative so that issues can be fixed before an attack occurs. 25
Codes Apply for Electromagnetic Locks
by Arindam Bhadra
An Electromagnetic Lock (EM Lock) is essentially an electromagnet in a housing mounted on the door frame, and a steel armature mounted on the door wing. When the magnet is energized, it bonds to the armature and locks the door. To allow access or egress, a switch must be provided to de-energize the electromagnet. It can be difficult to determine which set of code requirements to follow. However, code compliance is crucial when this product is used in an access or egress-control system. Unlike most locks, electromagnetic locks typically require external release devices such as motion sensors or requestto-exit switches to allow building occupants to exit. In addition, secondary means of releasing the mag-lock are often mandated by the codes, and the requirements vary depending on the type of locking system used. The 2009 edition added a second set of requirements that could be used, called Electromagnetically Locked Egress Doors. Either of these two sets of requirements can now be used, depending on the application. The basic difference between these two sections is that the original section, Access-Controlled Egress Doors, required a sensor and push button as release devices, while the new section, Electromagnetically Locked Egress Doors, allows a door-mounted release device instead. This could be panic hardware or a latch-set with a request-to-exit (RX) switch, or a bar with an electronic touch sensor.
Electromagnetic Lock
A building could have several AHJs (Authorities Having Jurisdiction), and more than one code may be enforced for a particular project. The most commonly used model codes in the U.S. are the International Building Code (IBC), the International Fire Code (IFC), and NFPA 101 - The Life Safety Code, but state and local codes sometimes include modifications that affect the use of electrified hardware. It's usually best to follow the most stringent set of requirements that have been adopted in the project's jurisdiction.
26
Code Comparisons - Occupancy Classifications I-Codes. The 2018 edition also allows delayedegress locks on classroom doors in educational occupancies if the calculated occupant load served by the door is fewer than 50 people. This gives schools an option if they're looking for a way to prevent elopement of young children or students who have special needs. NFPA. The NFPA codes are less restrictive and allow delayed-egress locks in areas of low and ordinary hazard contents. For example, delayedegress locks aren't permitted on the main entrance or exit doors that serve assembly occupancies, and they also are prohibited on airport jetway doors. Lodging or rooming houses can have only one door that has a delayed-egress lock per escape path, and residential board and care facilities are permitted to have delayed-egress locks only on exterior doors. Code Comparisons - Required Fire Protection System I-Codes & NFPA. Both sets of model codes require buildings that have delayed-egress locks to be equipped throughout with an automatic sprinkler system or approved automatic smoke or heat-detection system. Code Comparisons - Activation Time I-Codes & NFPA. Both sets of model codes require the delayed-egress timer to begin when a force of 15 pounds is applied for no more than 3 seconds. Prior to the 2015 edition of the IBC, the timer was required to begin after someone attempted to exit for 1 second. The activation time required to initiate the 15 second (or 30 second) timer is permitted to be less than 3 seconds, but it can't be more than 3 seconds.
February 2022 - www.visionmediahitech.com
Code Comparisons - Automatic Release Delay I-Codes & NFPA. When the timer is activated, the model codes require the delayed-egress lock to release in the direction of egress after 15 seconds; the AHJ might approve a time delay of 30 seconds. After that period, the door will be unlocked in the direction of egress, and another attempt to exit will allow the door to be opened. Code Comparisons - Rearming After Activation I-Codes & NFPA. When the timer of a delayedegress lock is activated and the lock allows egress after 15 (or 30) seconds, the model codes require the lock to be rearmed manually. Code Comparisons - Audible Alarm I-Codes & NFPA. Both sets of model codes require an audible alarm to sound when a delayed-egress lock is activated, but the codes don't mandate a specific type of alarm. Code Comparisons - Signage Requirements I-Codes. Signage must state "PUSH [PULL] UNTIL ALARM SOUNDS. DOOR CAN BE OPENED IN 15 [30] SECONDS." These signs are required for doors equipped with delayed-egress locks and must be mounted above and within 12 inches of the door exit hardware. NFPA. The required text for the signage is the same as that required by the I-Codes: "PUSH [PULL] UNTIL ALARM SOUNDS. DOOR CAN BE OPENED IN 15 [30] SECONDS." The NFPA codes require signage for delayed-egress locks to be readily visible, with letters not less than 1 inch high, a stroke width of one-eighths of an inch and a contrasting background, durable and located on the egress side of the door adjacent to the release device. Code Comparisons - Action Upon Alarm Activation I-Codes. When the fire alarm or sprinkler system is activated, delayed-egress locks must allow immediate egress automatically. This ensures that building occupants can exit quickly during a fire. NFPA. These doors must unlock with no delay in the direction of egress upon the activation of a sprinkler system, not more than one heat detector or not more than two smoke detectors. Code Comparisons - Remote Release I-Codes. To allow immediate egress when necessary, the I-Codes require delayed-egress locks
February 2022 - www.safesecuremagazine.com
to be capable of being deactivated by a switch at the fire command center or other approved locations. NFPA. Remote release isn't mandated by the section of the Life Safety Code that addresses delayed-egress locks. Code Comparisons - Action Upon Power Failure I-Codes & NFPA. When power fails, both sets of codes require delayed-egress locks to unlock immediately in the direction of egress. However, based on the requirements of NFPA 72 - National Fire Alarm & Signaling Code, I don't recommend using independent battery backup in the power supply of the delayed-egress lock. If the fire-alarm system and delayed-egress locks are powered by two different standby power systems, the hardware might not interface properly with the fire alarm after the loss of main building power. Using the same standby power source for the fire-alarm system and delayedegress locks is preferred. Code Comparisons - Emergency Lighting I-Codes & NFPA. Emergency lighting is required by both sets of model codes, on the egress side of the door on which a delayed-egress lock has been installed. It's important to check for the presence of emergency lighting before you install delayed-egress hardware. Code Comparisons - Quantity of Locks per Egress Path I-Codes. Building occupant could encounter only one delayed-egress lock before going through an exit. In Group I-institutional occupancies, such as hospitals, nursing homes and day care facilities, the I-Codes allow two doors that have delayed-egress locks per egress path, with a maximum combined delay of 30 seconds. In Group I-1, Condition 1 and Group I-4, the exception permitting two doors that have delayed-egress locks mandates that the building is equipped with a sprinkler system throughout. NFPA. For most occupancy classifications, the NFPA codes don't restrict the number of delayed-egress locks per egress path. Only in lodging or rooming houses does the Life Safety Code limit delayed-egress locks to one device per escape path. If you are a system integrator or access automation installer or even a distributor, it is important to know how to select the best code application for access system on behalf of the customer. Biometric Technologies that Improve Manufacturing Safety Biometrics represents some of the most exciting technology innovations in the current landscape. Through intelligent tools that can recognize the unique characteristics of an individual human being, we can accomplish a host of tasks. The chances are that you're already using biometrics today, from the camera on your phone that checks your facial structure to unlocking your phone through a simple fingerprint scan. The potential of biometrics is growing fast. Biometric Solutions have the power to change the way we live and work on a massive scale. The right tools are an excellent opportunity to improve security and enhance identification processes. However, biometrics also has the potential to play an essential part in supporting everything from employee productivity to workplace safety. Biometric Technologies are particularly valuable in the manufacturing sector. Here are just some of the ways biometric tech is improving manufacturing safety.
Restricting access and identification Perhaps the best-known use case of biometric technology lies in its ability to safely identify an individual by using features that are extremely difficult to copy. 28
BIOMETRIC TECHNOLOGY
New level of data protection
Time saving
Increased security
Rather than relying on a password or code that another person may be able to access through unscrupulous means, biometric identification concentrates on a person's unique physiological characteristics.
Some most common biometric methods include: 1. Palm scan 2. Fingerprint scan 3. Iris scan 4. Face recognition 5. Voice recognition We all have unique voice patterns, fingerprints, and facial structures that set us apart from other people. Such features cannot be easily replicated or stolen, as opposed to keys, cards, or PIN numbers and passwords. In the manufacturing environment, these biometric scans can keep a dangerous environment secure and prevent unauthorized access to crucial tools and services. If there's a risky area somewhere in your manufacturing plant, your biometric scanners will ensure that only the people trained and ready to handle the risks can enter it. This significantly reduces the possibility of work-related injuries, but also ensures optimal operations efficiency as well as minimizes the chances of an unqualified employee tampering with specialized and expensive assets. Facial recognition technology or fingerprint scanners make controlling access easy and also add a layer of transparency and security. Managers can easily restrict or grant access depending on scheduling needs or operational requirements. February 2022 - www.visionmediahitech.com
On top of that, the access data enables managers to trace back any issues and see what employees may have been involved.
Using voice commands Voice commands are an area of biometrics commonly overlooked in a lot of industries. However, they can be extremely useful. You've probably already used your voice to interact with smart speakers around your home or ask questions of the search tool on your smart phone. Voice biometrics in the manufacturing landscape takes this functionality to the next level.
much heat in one space or if people fail to adhere to social distancing guidelines. Sensory patches connected to the biometric network with the IoT (the Internet of Things) may allow employers to capture more in-depth information about how team members feel. Even further, this technology can be used to design specific kinds of clothing that detects potentially dangerous heat or cold levels and then act to improve the conditions or alert supervisors.
Initially, the biometric technology will scan a person's voice patterns to identify who is talking.
You could also use sensors to scan for symptoms like exhaustion or dehydration, which reduce employee productivity and put your team members at risk of additional accidents.
This makes it easier for the technology to determine what kind of permissions that person has, from their ability to purchase certain products to the files they can access.
For instance, wearable patches could detect stress levels increasing in a certain group of workers, indicating that they need to take a break before working on more challenging projects.
Once the speaker is identified, artificial intelligence tools make it quick and easy for them to access information or issue commands hands-free. This is a significant upgrade to having to drop everything to use a keyboard and a mouse.
For those who feel uncomfortable wearing patches, smart watches and other similar wearables can be just as effective at gathering biometric data.
You can keep your hands free to operate a machine, while asking a device with natural language understanding software built-in to give you health readings or other valuable information. Nowadays, with the advancements in language processing technologies, voice recognition systems are able to pick up more nuances than before, such as an accent or more complex orders that follow the human thought process more naturally.
Implementing sensory patches to improve wellbeing Employee wellness and wellbeing is a crucial consideration when it comes to keeping manufacturing plants safe. In any environment today, biometrics can be a valuable way to detect a team's overall health. Intelligent tools with computer vision will scan the employees in a room to determine whether there's too February 2022 - www.safesecuremagazine.com
Even simple smart watches or fitness bracelets are able to pick up a rising blood pressure or increased heart rate, indicating that the employee is exposed to some sort of stressor. Keeping an eye on these metrics and removing the employee from their post if necessary could, potentially, prevent many work-related accidents.
Reducing the risk of contamination However, the same technology can also work alongside other tools to reduce contamination. A biometric system can determine who should be allowed to work with certain substances, based on their skill set and standing in the company. In a manufacturing environment, employees often work with a wide variety of substances and materials - some safer than others. For instance, a biometric sensor combined with AI computer vision can detect whether a person has recently worked with a volatile material before they 29
enter a shared space, like a break room or a manufacturing floor. When scanning the employee to allow access to the next space, the system could offer a reminder to decontaminate before progressing. Biometric technology will also work alongside AI tools to detect when there are too many people working in the same confined space with volatile substances. This is particularly valuable when working with materials that are sensitive to heat and moisture.
Protecting data from corruption Keeping employees safe in the modern world entails more than just safeguarding their physical health. Today's companies need to consider the virtual and digital threats that team members face, too. In a world where more people are active online than ever before, the number of cybercrime attacks is growing. Biometrics can help keep sensitive data safe. With a biometric strategy, you can ensure that you only provide access to personal datasets to the people who should be able to see them. You can also track changes made to the records you hold to reduce the risk of data corruption or other common issues. It's often much easier to protect information with fingerprint scanners and facial markers than it is to rely on passwords and usernames alone. Additionally, using biometrics makes it easier for your team members to access the tools they need securely, without having to remember dozens of complicated passwords. As more software and firmware makes way into
30
manufacturing, a fingerprint scanner or sensor is a potentially much easier way for team members to ensure that they have the tools they need in any environment, without usernames and passwords. Some large companies like Coca-Cola have been using these technologies for several years now to secure their manufacturing units. This benefits the end-consumer, too; by controlling who has access to canning sites, food and beverage companies can ensure that the goods are not contaminated during the production and packaging process.
Upgrading the manufacturing industry Around the world, the manufacturing industry is rapidly moving through a state of digital transformation. New technologies like smart devices, sensors, and the Internet of Things, coupled with biometrics, deliver valuable changes to the manufacturing landscape. Companies can use these tools to identify changes in an employee's location or condition quickly. They can access beacons to send alerts when an employee comes close to a gas leak or dangerous materials. Modern manufacturing plants are already beginning to equip their employees with this technology, investing in Industry 4.0 solutions to empower and protect their teams. Biometrics is just one of the incredible new solutions that can work alongside things like AI, Robotics, and Machine learning to make employees more effective in the workplace.

The Advantages of
When Do You Need This Type of Communicator?
Cellular Fire Alarm
Cellular fire alarm communicators are necessary for commercial buildings to have in place in the case of a fire. The original landline communication system works if the power is on, but if not, this system won't do the job it should do. With a cellular fire alarm communicator, the central monitoring station will receive notification, whether the power is on or not.
Communicators If you own and operate a commercial business, it's vital to have a fire alarm communication system in place. This system protects your building and the people in it during a fire or other emergency. There are two main choices for fire alarm communicators: Cellular fire alarm communicators and Landline fire alarm communicators. Overall, cellular fire alarm communicators are often said to be more advantageous. Here's more information on the cellular alarm communication system and some advantages to cellular fire alarm communicators:
What Is a Cellular Fire Alarm Communicator? The Cellular fire alarm communicator alerts the central monitoring station in the case of a fire. If you use a cellular fire alarm communicator instead of a landline fire alarm communicator, the system is connected through cell towers rather than phone lines. This ensures the notification gets through even if the power is out and your landlines are down. 34
Advantages of Cellular Fire Alarm Communicators With a cellular fire alarm communicator in place, you'll have the following advantages: • Provides continual protection • Is more reliable than a landline fire alarm communication system • Provides more coverage than a landline system • Easy to install • More cost-efficient to operate • Alerts are faster With all these advantages, it's easy to see why businesses use cellular alarm systems instead of landline options. Sampling Pipe Network
Gas Detector
Sampling Point
Aspirating Smoke Detector
An Aspirating smoke detector is a central detection unit with sampling chambers. These chambers correspond with a network of pipes that draw in the air throughout a building at selected points. This can be air drawn in from multiple points across a single space or across a whole building. The air is constantly being tested in the detection unit, where laser technology is used to measure light scattering particles. This allows the system to detect whether smoke particles are present in the air, with different levels of sensitivity programmed to suit the environment. If smoke is detected, the alarm is raised as the system can be integrated with fire control panels.
systems, with the detection unit situated outside of the cold environment. Pipework will run through the temperaturecontrolled areas, drawing in and warming the air before it reaches the detection unit. This is a great alternative to passive detection, which is often not suitable for such extreme environments.
The Benefits of Aspirating Fire and Smoke Detection Systems By now, the benefits of aspirating smoke detection systems are probably apparent, but to help identify exactly why they’re so useful for so many businesses, here are the main benefits: • Early Detection This system can detect smoke even before it becomes visible to the naked eye.
Where should an Aspirating Fire and Smoke Detection System be Used?
• Adaptable to Different Environments This system can be installed to run pipes wherever they are required, whether that’s on the ceiling or inside server racks.
Because of the rapid detection involved, aspirating systems are ideal for a number of applications, from large industrial warehouses holding important stock and machinery to server rooms and data centers where downtime or loss of information could be catastrophic for a business.
• Active Fire Detection Aspirating smoke detectors are part of active fire detection, since they draw in air, as opposed to traditional smoke detectors – classed as passive – which require smoke to reach them.
The system can also be useful for spaces with large ceilings such as stadiums, hangars, warehouses and atria. This is because it may take a long time for large amounts of smoke to naturally reach a normal smoke detector, whereas an aspirating system is more sensitive and actively draws in air at various points along the pipe network. Cold storage spaces can also benefit from aspirating 36
How does an Aspirating Fire and Smoke Detection System Work?
• Integrated System Aspirating smoke detectors can be integrated with fire suppression systems to provide an immediate response in an emergency. • Discreet Design The network of pipes that draw in the air can be tailored to a building and discreetly positioned if aesthetics are important within a building. Most Common (And Easily Avoidable)
Fire Code Violations According to the National Fire Protection Association (NFPA), loss of life due to fires has been on a relatively steady decline. In the past 40 years, the number of civilian fire deaths has dropped almost 60% - from more than 6,500 each year to around 3,700. Yet fires remain a significant and direct threat to public safety. According to the most recent NFPA data, the number of fire deaths each year now appears to be on the rise. In 2019, a person was injured in a fire every 32 minutes, on average, Every two hours, on average, fires claimed another life.
Jurisdiction (AHJ), which can include the local fire marshal, building inspector, or other code official. These inspections provide the backbone of fire prevention in your community and help to ensure public safety in your building and others. The purpose is to identify problems with your fire protection systems so they can be remedied before a fire occurs. This post will identify some of the most common fire code violations found during inspections so that you can be proactive in caring for your fire protection system and preparing for your next inspection.
These numbers underscore the need for vigilance when it comes to ensuring your fire protection systems are in compliance with all applicable fire codes at all times. Building owners are subject to a variety of local fire codes. These codes are enforced through inspections by the Authority Having
Categories of Code Violations
38
Most state and local fire codes are based on one or both of two model fire codes - the International Fire Code (IFC) and NFPA 1: Fire Code. Each of these codes which have many different rules pertaining to February 2022 - www.visionmediahitech.com
different components of your fire protection system. For the purposes of this article, we have grouped the most common code violations we have found into four different categories based on those used in the most recent Fire and Life Safety Benchmark Report, which is based on data from more than six million inspection reports for more than 900,000 buildings and over 300 million devices inspected. In addition to providing data about fire inspection processes, this report also sheds light on device failure rates across these categories, which provides some additional context for some of the common issues identified: • Fire signaling and detection devices, including control equipment, auxiliary functions, initiating devices, monitoring equipment, and notification appliances - 2.23% failure rate. • Fire suppression systems and devices, including clean agent, gas detection, and kitchen hood systems - 2.76% failure rate. • Fire sprinkler systems and other water-based fire protection systems - 5.45% failure rate. • Life safety devices, including portable fire extinguishers, lighting, personal protective and safety equipment - 7.07% failure rate.
Common Problems with Fire Signaling and Detection Devices MISSING OR DAMAGED SMOKE DETECTORS Because they are usually installed on the ceiling, smoke detectors are an easy thing to neglect. Out of sight, out of mind - until they start chirping. This happens with many types of battery-operated smoke detectors and can become very annoying. As a result, it is not uncommon for the batteries to be missing from smoke detectors. Often they are expired. This kind of violation is an easy one to remedy by just establishing a schedule for checking the batteries in all of your smoke detectors and keeping fresh batteries on hand. MISSED FIRE ALARM INSPECTIONS Skipping fire alarm inspections is a serious and alltoo-common violation. The NFPA 72 National Fire Alarm and Signaling Code requires annual inspections and servicing of all fire alarm systems. Ignoring these requirements could put you at risk of fire code violations and put everyone in your building at risk should a fire break out. Don't take that chance. If it's been more than a year since you have had your fire alarm system tested, call a licensed technician today and get one scheduled. February 2022 - www.safesecuremagazine.com
Common Problems with Fire Suppression Systems and Devices FAILURE OF COMMERCIAL KITCHENS TO TEST THEIR HOOD SUPPRESSION SYSTEMS Given the likelihood of fire in commercial cooking operations, it is no surprise that there are many firesafety codes that the owners of these operations must meet. One of the most common fire suppressionrelated violations occurs in commercial cooking operations that fail to perform the required routine inspections and maintenance and/or the hydrostatic testing of their hood systems. Both types of requirements are important to ensure the hood is functioning properly to remove airborne grease and fumes and to prevent an excessive buildup of grease within the hood filters and ducts.
Common Issues with Water based Fire Protection Systems LOADED SPRINKLERS Sprinklers that are painted or otherwise "loaded" with excessive dust or dirt or other materials such as drywall compound, caulk, or adhesives may not function properly when you need them. When sprinklers are loaded with any of these substances, their activation in the event of a fire may be prevented or delayed. These issues are easy to remedy. There are devices available to provide safe, touch-free ways to clean your sprinklers (the touchfree part is vital because sprinklers are fragile). If your sprinklers are painted or cannot otherwise be cleaned, replace them. MISSING SPRINKLER WRENCHES Sprinklers must be replaced whenever they have been activated or are found to be loaded or damaged. Failure to promptly replace sprinklers can be costly because sprinkler systems that are not fully in service can trigger costly fire watch requirements. To facilitate the prompt replacement of sprinklers, NFPA 25 Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems requires sprinklered buildings to have a cabinet stocked with spare sprinklers and the appropriate fire sprinkler wrench for each type of sprinkler they use. However, it is not uncommon for an inspector to open the sprinkler cabinet and find one or more 39
of the necessary wrenches missing. The best way to avoid this type of compliance issue is to inventory your cabinet today and ensure everyone responsible for replacing sprinklers takes care to return the wrenches to the cabinet when finished. And while they are at it, have them inventory the sprinklers so any used as replacements can be replenished. ITEMS HANGING FROM FIRE SPRINKLERS AND PIPING Most jurisdictions prohibit hanging or supporting anything, even the most lightweight items, on exposed sprinkler piping. It is a big problem because it can cause damage to the sprinkler, electrical shorts, or cause the system to vibrate, which can inadvertently activate the sprinkler. INSUFFICIENT FIRE SPRINKLER CLEARANCE While your sprinklers may be installed with the required clearance, that clearance can quickly be reduced, creating a compliance issue in storage rooms and high-piled storage areas where people have stacked materials too high. Providing the required clearance for sprinklers is essential to ensure the necessary spray pattern. NFPA 25 requires an 18-inch clearance for most sprinklers. While there are some exceptions to this, if in doubt, assume that the requirement applies to your situation. Then go and take a look at your storage areas to make sure the sprinklers are not blocked.
gauges can be found on fire pumps, backflow preventers, pressure-reducing valves, and all types of sprinkler systems. To facilitate the proactive replacement of outdated gauges, make a list of all the gauges in your fire protection system and inspect them regularly. A visual inspection of all the gauges will quickly reveal those that need to be replaced before the inspector finds them. NEGLECTED CHURN TESTING FOR FIRE PUMPS Regular churn testing is required for all fire pumps. However, this testing is often overlooked. Building owners that neglect this testing are risking expensive repairs resulting from the potentially significant damage that churn can cause in their fire protection system's valves and piping. You can learn more about the inspection and testing requirements for fire pumps here. While your personnel can do some types of inspection and testing, others must be performed by a qualified fire safety technician. USING FIRE PUMP AND RISER ROOMS FOR STORAGE Nothing should ever be stored in fire pump and riser rooms. Inspectors often find these spaces cluttered with storage of things like file cabinets, shelving, cleaning supplies, and other items not related to fire protection. Using fire pump and riser rooms for storage is prohibited because doing so can slow down access to pump valves and risers in an emergency. If you're storing anything in your fire pump or riser room, find somewhere else for it to go.
IMPROPER SPRINKLER SYSTEM DESIGN The type of sprinkler system required for your building depends on its occupancy and commodity classification. One of the most common sprinkler system-related issues happens when a building changes ownership and/or the use of the building changes. When this happens, the sprinkler system designed for the previous use may no longer meet the new use requirements. If you have or are considering purchasing a building for new or expanded operations, it is important to check with the local AHJ to ensure that the sprinkler system meets any new requirements for the space.
PROBLEMS WITH FIRE DEPARTMENT CONNECTIONS Fire Department Connections (FDC) are a critical component of many water-based fire suppression systems because they allow firefighters to feed pressurized water into the system to put out a fire. Lives can be lost if FDCs are blocked by vehicles, tractor-trailers, trash bins, or other items or if bushes obscure them. FDCs need to be obvious and accessible at all times. If yours are not, make it a priority to clear the way to provide the required access.
OUTDATED PRESSURE GAUGES Pressure Gauges are a critical component in fire sprinklers and standpipe systems. Because they have many wear parts, the NFPA requires that they be tested and calibrated or replaced every five years. Checking your gauges is easy because the date is usually stamped on the face of the device. Pressure
Another common compliance issue with FDCs is that owners can forget to have them tested. NFPA 25 requires hydrostatic testing of FDCs every five years to ensure the piping that connects it to the standpipe system and/or the piping in the fire suppression system can withstand the pressure applied by the fire engine.

MISSING COVERS ON TAMPER AND/OR WATERFLOW SWITCHES Waterflow and tamper switch covers are often found missing during inspections. These covers are needed to protect the electrical and mechanical components within the device. This seems like a minor thing, but missing or damaged covers are easy to replace and can help you avoid potentially costly repairs down the road.
Common Life Safety Violations BLOCKED FIRE ALARM PULLS AND FIRE EXTINGUISHERS Inspectors commonly find one or more fire alarm pull stations in a building blocked by items such as plants, furniture, and displays. Likewise, it is not uncommon for access to fire extinguishers to be obstructed by such things. Both of these issues can put people at risk. Walk around your building today to make sure they are all visible and easily accessible. OBSTRUCTED PASSAGEWAYS AND EXITS This is another common violation that can have deadly impacts in the event of a fire. Inspect your means of egress and all exit doors routinely to ensure that they remain unobstructed at all times. MISSING EMERGENCY LIGHTING Lack of emergency lighting in the event of a power outage is a serious violation for obvious reasons people need to be able to find their way out of a burning building as quickly as possible. The most common issue here is where the system is missing the required battery backup, which ensures emergency lights' illumination if the power goes off. OPEN FIRE DOORS While fire doors are meant to be opened in the event of a fire, they are otherwise intended to stay closed. Inspectors commonly find fire doors propped open, which can undermine the protection they provide. NFPA 80 Standard for Fire Doors and Other Opening Protectives does allow propping doors open, but only with an approved device. If you are propping any of the fire doors in your building open, make sure you're using an approved device to do so. EXPIRED FIRE EXTINGUISHERS NFPA 10 Standard for Portable Fire Extinguishers requires that all portable fire extinguishers be inspected and tested on a regular basis. The most 42
common violation found with fire extinguishers is that they are overdue for testing and recharge, which is indicated by an expired fire extinguisher inspection tag. You can remedy this by assigning one or more personnel the task of performing the monthly inspections required for fire extinguishers. With regard to their testing, this requires the skills of a professional. USING EXTENSION CORDS IN PLACE OF PERMANENT WIRING This is a very common issue found during inspections. Extension cords are intended for temporary use only. Connecting multiple extension cords or using them for permanent fixtures, or passing them through holes in the walls can create a significant fire hazard and one that could cost you a hefty fine if discovered by an inspector. Better to save yourself a citation and hire an electrician to properly provide the power you need. IMPROPER OR MISSING SIGNAGE Missing or inadequate signage on your fire protection system may seem like a relatively minor issue. However, it can become a real problem real fast in the event of a fire. Proper signage is needed to identify critical components and provide the information necessary for technicians to perform required testing and maintenance on your system. While having the proper signage on a control valve, for example, doesn't directly affect the performance of the system, it does provide an important reminder to maintenance technicians to close the valve after testing. If they don't, the system will not work when you need it. You also cannot expect firefighters to know all the details of your system. Proper signage helps firefighters quickly get to the right place and provide the information they need. Every second counts in a fire, and if firefighters cannot find the right FDC, for example, lives could be lost.
Poor Record Keeping While not included in our four categories of common violations, poor record keeping remains a common problem for many building owners and managers. Maintaining good records is not only required; doing so helps to ensure you're not missing any inspections, testing, or maintenance needed to ensure your system provides the protection for which it was designed. Playing with Fire: Safety takes a back seat as rules remain on paper in Bengaluru A series of fire accidents in less than a week snuffing out human lives and damaging properties in various parts of the state brought to the fore inadequate safety measures. There’s a lack of firefighting equipment and laxity in emergency preparedness, especially in narrow lanes and high-rise buildings that have mushroomed in recent years. Initial findings of recent accidents in Bengaluru suggest that storing inflammable materials, blocking exit passages, overhanging electrical wires, non-installation of fire equipment, congested staircases, narrow entry roads and absence of trained personnel to tackle emergencies have either triggered the blaze or worsened the situation. Because of its peculiar nature, fire in residential apartments which lack adequate in-built fire protection systems, becomes more complex and salvaging operations turn out to be more difficult. Case in point: Recent accident in southeast Bengaluru, where a mother and daughter got stuck in their grilled balconies in an apartment and were charred to death.
NO MODERNISATION, NOT ENOUGH FUNDS FOR INFRA According to home ministry officials, there is a huge deficiency in firefighting infrastructure, especially in smaller towns. Successive governments have set aside too little funds in its budget to modernise the state's fire services and supplements. As a result, there has been no effort towards modernisation. As per the norms fixed by the Standing Fire Advisory Council (SFAC) in high-hazard areas, a response time of a maximum of three minutes should be aimed at, but it never happens. When the apartment in southeast Bengaluru caught fire, officials took about 45 minutes to reach the spot, sources pointed out. Suresh Hari, Chairman, Confederation of Real Estate Developers Association of India (CREDAI), Bengaluru, however, claimed builders have been placing a lot of focus on fire-safety regulations and norms, especially in highrise constructions. Monnanda Appaiah, Managing Director, Wienerberger and Prashanth Reddy, managing director, Fundermax, said material used for cladding in commercial buildings should not be selected in isolation and due care should be given to design the complete system as fire-resistant.
“
I have instructed the fire department and civic bodies to conduct frequent audits and ensure the fire-safety measures are adhered to all major buildings.

“It is not as if the laws are not in place, but enforcing and complying with regulations and guidelines are exceptions rather than rules. The fire department also lacks modern technology and manpower to deal with the situation,” said A Ravindra, former chief secretary and urban expert. Highrises with no NOCs Fire Safety Audit (FSA) is found to be an effective tool to assess firesafety standards of a building. Although there are many rules and regulations, codes and standards related to fire safety, these are seldom followed by both building owners and the fire department. According to state home department officials, only 30 per cent of the buildings of nearly 2 lakh highrises (ground flour) in the state have obtained No Objection Certificates (NOCs), which is a must. As per norms of the National Building Code2005, highrises should have fire extinguishers, hose reel, dry/wet riser, automatic sprinkler

system, manually operated electric fire alarm systems, automatic detection and alarm system, underground static water storage tank, terrace tank, and so on, but neither the developers, nor the authorities or even the occupants are really concerned about the safety issue. Though many high-rise buildings and apartments have installed fire fighting equipment, lack of maintenance has made many of them dysfunctional. Hardly any person has the knowledge of using them. Fire service department officials should visit (audit) above mentioned installations periodically and take appropriate action against erring establishments, but they take action only after a major tragedy strikes, many point out. BN Ravi Kumar, a social activist, said: “Fire safety has never been a priority for the state governments largely due to lack of resources. Fire services are ill-equipped in providing adequate safety cover to the population.”

Extra Comfort:
Stay Safe when using Heating Pads and Electric Blankets The fall season brings cooler temperatures to many parts of the country. If you're not ready to turn on your home's heating system just yet, heating pads and electric blankets are good alternatives - if used cautiously. According to the Electrical Safety Foundation International, heating pads and electric blankets are the cause of about 500 fires each year. To stay safe when using these items, the ESFI offers a list of practices to avoid. DON'T: • Use a heating pad and an electric blanket at the same time. • Use an electric blanket or heating pad that has a cracked, frayed or charred cord. • Put anything on top of a heating pad or an electric blanket, including other blankets or pets, as this can cause the devices to overheat. • Fold an electric blanket that's in use, as this can cause the blanket to overheat and start a fire. • Leave a heating pad or electric blanket turned on when you're out of the room or sleeping.
Redesigning Work for Health: New Toolkit offers Alternatives to Wellness Programs • Offer training and employer support to enhance social relations at work. Employers can save money by using the toolkit, the researchers contend. For instance, a wellness program costs about $700 an employee. By contrast, an extensive redesign initiative reviewed by the researchers was roughly half that cost. Rather than provide worker wellness programs aimed at changing individual behaviors, employers should focus on reshaping work conditions that are the root cause of stress-related health problems. The framework relies on three strategies to reshape conditions on the job: • Increase worker control over schedules and give workers a greater voice over conditions. • Moderate Job demands. 54
On the toolkit website are examples and case studies of how the strategies have been implemented and tested in a variety of work settings. Workplace changes during the COVID-19 pandemic have shown employers that providing workers with more flexibility in where, when and how they work can be beneficial to employees and their organizations. The return to more familiar workplace practices and settings offers a key moment for employers to consider how they can reshape the work environment to better promote worker well-being, engagement and retention. READY TO WEAR: Wearable Technology Could Boost Workplace Safety, But Concerns Remain Wearable technology entails attaching mobile electronics to the body for a broad spectrum of purposes. It covers all types of devices, from the small fitness device on your wrist to a full-body exoskeleton. In the safety world, “wearables” can include “smart” personal protective equipment, glasses with headsup displays and hard hats with sensors. What most of these devices have in common is they give safety professionals and other employees a set of watchful eyes to help ensure the health and well-being of the workforce, particularly lone workers. “The greatest benefit of this technology is that, as a worker, you're not alone in terms of your safety,” said John Snawder, co-director of the NIOSH Center for Direct Reading and Sensor Technologies and acting chief of the agency's Biomonitoring and Health Assessment Branch.
‘A Big Benefit’ One use for wearables, Snawder said, is taking a device that's already in use, such as a personal gas monitor, and giving it the ability to send data to another interested party. “They've always had the workers wearing them for personal safety,” Snawder said, “but now that they can be associated with a wearable, or networked, or with the internet of things, a guy in an office can look at his desk and see what the monitor is measuring.” Another potential use is proximity detection inside mines or at construction sites. A technology-focused defense, security and infrastructure firm, began using radio-frequency identification, or RFID, at some of its jobsites to study interactions between workers and machines.
To some workers, however, these watchful eyes may be perceived as prying eyes. That's why experts say it's important to lay down the groundwork and gain the trust of employees before turning to these newwave devices.
Parsons' RFID is a fob that attaches to a vest or the inside of a hard hat, said Anthony Miller, the company's senior vice president of safety, health, environment and sustainability. With that technology, the organization initiated a program to measure how often workers got within a certain number of feet to equipment.
“If people see that this information is monitoring their productivity, absolutely, they are not happy about that,” said SangHyun Lee, an associate professor in the department of civil and environmental engineering at the University of Michigan. “If it's used for safety and health, they are more open.”
After getting a baseline reading for these exposures, “we started managing to that baseline,” Miller said. The desire to manage those interactions stemmed from a “pretty significant” near miss involving two pieces of equipment, which “put us in the position where we knew we needed to do something.”
56

February 2022 - www.safesecuremagazine.com
57
“The typical activity hazard analysis, the job safety briefings that we do every day, all of that is fantastic,” Miller added, “but we weren't managing our exposure the way that we really wanted to.” Getting the full picture of potentially serious injury and fatality events on a worksite and, ultimately, changing behaviors are among the benefits of the technology, Miller noted. He also said that on one particular jobsite with workers using wearables, the organization experienced a decrease in “events”: unwanted human-to-machine and machine-tomachine interactions. “A lot of times you don't know your exposure until you have an event,” Miller said. “You usually didn't know until you had an interaction or a near miss. Now, we can see those and see if they are SIF events. We can talk to employees and see what's driving them to get that close. So, it's the behavior change that's a big benefit for us.”
Other Measurements Lee has participated in a number of studies on wearable technology. One of his latest used electroencephalogram devices to monitor workers' stress levels at construction sites. When data from the EEG devices was fed through two deep learning neural networks (a set of algorithms designed to mimic human thought), the researchers could discern which workers were stressed with an 86.6 percent accuracy, or “at least 6 percent” better than other stress recognition methods. In another study, Lee and U-M doctoral student Houtan Jebelli found that using wristband-type biosensors to measure stress, physical demands and risk perception among construction workers was feasible.
Another area in which wearables can aid worker safety is ergonomics. Authors of a study published in September in the International Journal of Environmental Research and Public Health said that, in recent years, “the most innovative wearable technologies and electronic smart devices, without interfering with the work activities performed by workers, have been introduced to improve the biomechanical risk assessment adapting it to all the work conditions and overcoming the limits of the current standardized methods.” Likewise, during a panel discussion at the Human Factors and Ergonomics Society's annual meeting, Ming-Lun Lu from NIOSH's Division of Applied Research and Technology said the use of wearable technology “presents a great potential for researchers to address the limitations of current risk assessment tools for musculoskeletal disorders associated with manual work.” Those current risk assessment tools include ergonomic checklists and video or photo risk analyses, Lu added.
Confronting Concerns With the varied measurements that involve personal data comes one obvious concern: worker privacy. NIOSH published a proposed ethical framework for wearable sensors. Among its many considerations, the agency says “the monitoring program's policy, procedures and objectives are disclosed in clear and understandable terms,” and that employees fully understand them. NIOSH also suggests employers be transparent in how data is used and allow for employees to opt out of a program. “Consent is essential to autonomy,” the agency states. Getting workers involved in the process early can pave the way for better acceptance, Snawder said.
Snawder said devices that measure fatigue can focus on aspects such as how often workers' heads move up and down or their eyes close, and for how long, and even how straight they walk.
“I think the more you can communicate and let them know the reasons and the intentions - all of those things really help get the worker involved and get more acceptance of the change,” he said.
“Your stride changes when you're tired,” Snawder said. “You get more postural sway when you become fatigued.”
To alleviate some of the concerns, Lee suggests setting up the program so that the information is used only by the worker for self-assessment, by a

59
crew of workers that has to look out for one another, or for detecting trends (e.g. which days or what time of the year workers are most stressed). Distraction is another potential issue. Snawder and Mark Schall, assistant professor of industrial and systems engineering at Auburn University, both recommend the use of engineering controls. For example, employees would not receive alerts when they're within certain areas on a factory floor or while driving, but the wearable would continue to gather data. A wearable device that vibrates might prove especially distracting for workers, but Lee described one scenario in which a buzzing, or haptic, alert could help - warning employees in noisy workplaces such as construction sites. Another area of concern for organizations is the cost of wearable technologies and their return on investment. In addition, employers likely will need to devote resources to translating the data gathered (through computer programs or additional manpower) because, as Miller pointed out, most safety professionals aren't well-versed in analytics. Parsons had to transfer personnel from another part of the company to set up that analytical process and get data that was “clear and concise,” Miller said. “We had to involve other aspects of the organization that we didn't plan on involving, but it was a good thing.” Lee highlighted one potential cost savings: lower insurance premiums. Miller said the return on investment on Parsons' use of RFIDs has been “tenfold,” because it has gained helpful information to provide to other worksites throughout the organization.
60
“We've shared best practices gained from this jobsite with jobs in the Middle East,” he said. “Having those conversations is fantastic, and it's something we didn't really anticipate.”
Change is Coming Cost and concerns about privacy are among the reasons some safety professionals are at least somewhat hesitant about using wearable technology, according to a survey. However, more than half of the respondents (509 of 952) said they're in favor of using wearables to “track relevant metrics for several common OSH risk factors.” Another 27.3 percent (260 of 952) said they have at least some interest. That acceptance likely will grow as “people eventually get used to it and it's just part of their normal day,” Snawder said. According to a survey half of manufacturers plan to adopt wearable technology by 2022, and 55 percent of current users say they will expand their use. The overall wearable technology market, both at and away from work, is expected to reach $60 billion by that same year, according to ABI Research. “I think the benefits are workers are more aware of their environment and the environment is more responsive to the worker,” Snawder said. “Some of these biometric things where the workers are just healthier, better rested, not fatigued, not overheated and things like that, I think, again, it's productive. It's healthy to the worker. It's a better quality of life, but it's also good for business.”

• January 1 , 2022: At least 12 people died and over a dozen were injured in a stampede at the famous Mata Vaishno Devi shrine in Jammu and Kashmir triggered by a heavy rush of devotees. About Incidence The incident occurred On 1st January 2022, between 2.30 AM and 2.45 AM on Saturday near a relatively narrow passage at gate number 3 outside the sanctum sanctorum of the hilltop shrine where devotees usually arrive round the clock after trekking from the Katra base camp, a distance of nearly 13 km. 12 people were killed and 16 others injured during a stampede near to Gate No. 3 at the Vaishno Devi Temple in Katra, Jammu and Kashmir, northern India.
Hundreds of people were packed inside a corridor of the Vaishno Devi Temple to offer prayers shortly after midnight to start the first day of the new year 2022. Outside the temple, the roads leading to it were packed with people, with an eyewitness claiming there was hardly room to walk. Around 2:30 am many recall hearing a large commotion before the stampede. An eyewitness claimed to have fallen with about two dozen people after watching a large crowd leave the temple and those behind them surged forward, and felt that he was going to die as people continue to move over those who had died. Another recounted that they had fallen due to people pushing them near a pathway at the shrine, with another eyewitness claiming that the crowd suddenly turned aggressive and created a stampede. 63
“Nothing but mismanagement was the cause for this tragic accident. Authority were aware about the possible rush but allowed the people in unhindered,” and were not concerned to managed pilgrimage better.
The government has launched an investigation into the stampede. A three-member inquiry panel, headed by Principal Secretary was created and tasked with completing a report within a week from the stampede. An announcement was issued to the public, inviting any information or documentation about the stampede be brought forward for investigators via email, phone or Whatsapp message or by appearing before the Enquiry Committee. The Lieutenant Governor of Jammu and nd Kashmir, announced on 2 January that all next of kin of those who died in the stampede would receive an additional `5 lakh (US$6,600) ex-gratia for a total compensation of `15 lakh (US$20,000). Reasons for Stampede
Future measures to avoid such incident In the past few years, a trend has started with a large number of young people preferring to come for the Yatra on the first day of the year. “Traditionally, devotees used to come on festival days like Navratras, Dussehra and Deepavali. But this is a new trend, As per the expert Innovative measures and solutions are required to deal with the trend of youngsters visiting the Vaishno Devi shrine on New Year. Some suggestions are online 'darshan', LED screens for 'Aarti' (prayers) and other similar measures already in practice at the Tirupati Balaji temple could be replicated here for better management.“When there is heavy rush and people are eager to visit and take part in the prayers on the same day of the New Year, such measures could be very useful,” sustained campaign and counselling for pilgrims. Administration faces problems when there is much enthusiasm among devotees, and there is also a border line for the restrictions. Crowd Control Lesson for crowd control is very important and useful. Venue managers and staff all have a duty to their attendees to provide a level of crowd management and safe, fun experiences at events. This is first and foremost vital for guest and staff safety, as well as minimizing complaints that may lead to a poor event review. As part of the planning process, be sure to exercise these three best practices for crowd management. Some very important Tips. 1 - Have plenty of ushers and security on-hand When large gatherings are expected good number of staff need to be present. This will mainly consist of event staff but also event security personnel provided by the venue or hired from a third-party service. There should also be an easy way to locate a guest service desk or station where guests can go for questions instead of having to flag down a busy staff member.
Inspite of all all necessary arrangements were made in view of the expected rush, of devotees at the Vaishno Devi shrine at the beginning of the New Year triggered the stampede that resulted in the death of 12 people,
64
2 - Your venue staff should also include ushers who are responsible for customer-related services, such as escorting devotees to their rows, maintaining order in the check-in line, or showing devotees where to go. Speaking of check-in lines, this is one area that can quickly become chaotic. Stragglers may cut in line or gather to the side and block the entrance. Instead, designate the check-in lines or entrances with February 2022 - www.visionmediahitech.com
stanchions and have ushers guide people to the correct line if there are multiple rows/sign-in areas. Clearly mark specific areas,. As for security, these are the people designated to keep the peace. Ushers shouldn't confront unruly attendees; they should leave that to the security. When it comes to a possible safety issue involving guests, ushers should get security involved as soon as possible. These are the pros who know how to manage crowds at events the best. Security should also be responsible for checking bags for weapons and other banned substances at entry. 3 - Prep the venue with lots of signage Attendees are going to be navigating around a crowded (possibly dark) venue that they have likely never stepped foot into. Ensure guests know their way around by using plenty of signs to point people in the right direction. This can include signs for: • • • • • •
Directions to the nearest restroom. Where the line begins for the registration. Designated rest areas. Locations to exhibits or workshops. Restricted or staff-only areas . Signs should be simple with print that's large enough to read from afar. • Having signs prominently displayed helps to keep the venue space orderly and ensures attendees find their way around the event.
4 - Have an emergency plan just in case You always have to plan for the worst-case scenario. So many things can go wrong that will require an orderly evacuation or in the event of a security breach. This could include the breakout of a fire, sudden weather changes, a brawl in the crowd, acts of terrorism, or attendees bringing in weapons. Any of these scenarios may require attendees to exit the venue until law enforcement or firefighters arrive. Venue managers should know the venue layout and where all the exits are. Staff should also be the last people to exit. It's their job to maintain order and ensure attendees leave safely. It's all too easy to assume that nothing can ever go wrong. However, it's imperative your staff is mentally prepared to handle the unexpected. There have been numerous reports over the years of melee and pandemonium taking place at an event. Have an emergency plan just in case, for both indoor and outdoor events. Your safety plan should also include a plan even if the event takes place outdoors. In 2015, 15 people died at an outdoor concert held at a water park in Taiwan after an February 2022 - www.safesecuremagazine.com
explosion occurred. These scenarios are extremely rare occurrences, but they can (and do) happen. As the venue manager, it's managers responsibility to be ready for immediate assistance, crowd management, and maintaining calm and order. With a large event turnout comes a large amount of responsibility. It's the venue manager's duty to ensure a fun, memorable, and, most importantly, a safe event with proper crowd control methods.
