 What is Flame Detector? Flame Detectors are the first line of defense in fire detection and extinguishing system. Flame Detector is an electronic device that detects flame or fire in form of UV & IR radiation emitted by it & generates alarm and other outputs.

 Why use Flame Detectors? A Flame Detector is a safety device, which is employed to protect lives & assets. It has been seen that a small flame has turned into a catastrophic industrial fire, costing lives, destroying products & machinery, infrastructure, assets that makes an industry bankrupt. Hence, to avoid or to reduce the risk of fire at greater extent & ensure safety, flame detectors are installed.

 How Flame Detectors Work? Flame Detectors are composed of UV & IR sensors, 10

combination of multiple IR & UV sensors or standalone sensors depending on the flame detector's configuration. Whenever fire breaks out, it emits energy & radiations from burning hydrocarbon-based objects in the form UV & IR emissions. Unique fire radiations are also emitted; this radiation is detected by UV/IR sensor & analyzed for unique radiation pattern of fire. Once it is identified it is verified multiple times within a few seconds to avoid false alarm & verify the existence of true flame. Once confirmed alarm is generated.

 How are Flame Detectors used on ship? Flame Detectors can be used for onshore & offshore application. It can be used on ship where the natural gas & oil are extracted from the sea. Where gasses & oils are flammable & risk of fire is high, it can be mounted throughout between points of extraction process to storage facility. containers is done & also where it is stored to keep storage safe. It is also used in electrical or generator rooms, engine rooms in ship for monitoring and safety purpose.

 How to Clean Flame Detectors? The front glass of the Flame Detector must always be kept clean from any contamination (e.g. dust, fog, oil, ice, etc.) as it can reduce its ability of detection, lowering its overall performance. Hence, the front glass must be regularly cleaned with soft cotton or piece of clean cloth. For stains that are harder to remove, isopropyl alcohol can be used.

 How to test/calibrate Flame Detectors? The Flame Detector does not need calibration but its performance can be tested by the following methods: 1. For non-hazardous area/safe zone, flame detector can be tested with a standard 1 sq. ft. pan filled with a hydrocarbon based fuel (i.e. N-heptane, diesel, kerosene etc.) kept 25m away from detector & lit. When the fire is exposed, the flame detector should detect in less than 10 second. 2. For hazardous area, flame detectors can be tested with a test lamp (FTU-33133-FLP) from a distance of 5 meter. It is a safe testing method without actually generating a fire. The test lamp emits an equivalent radiation of those generated by an actual fire. The flame detector should detect in less than 10 seconds. 3. For general testing expose lighter flame to flame detector (keeping notch on maximum flame) from a distance of 1 to 2 meters.  How is Flame Detector effective for oil and gas industry? The risk of fire breaking out in oil & gas industry is very high as they make use of highly flammable fuel, liquid chemicals & flammable gasses that can catch fire immediately in a fraction of second. The high-risk area can be loading, unloading of fuel & gas, process like refining, purifying gas filling station where a leakage of gas or fuel can catch fire. In such cases flame detectors are the first line of defense which will detect it at lower magnitude & preventive actions can be taken.

 What are the different configurations of flame detector sensors and where are they suitable? UV: Strictly for indoor application. Quick detection ideal for storage facility, offices, clean room, and laboratories. IR: Used where application is compact & close monitoring of static objects is required. Eg. monitoring of machinery in closed area, heavy machinery equipment, inside control panel, powder coating, turbine, automotive & petrochemical application. UV/IR: Suitable for Indoor/Outdoor general purpose application. MSIR: To cover a large area ranged application when detection zone is very large indoor as well as outdoor application like aircraft hangers. MSIR-UV: For application with potential false alarm sources, extreme high-risk area.

COVID-19 Triggers Emphasis on Remote Work, Highlights IT Budget Inefficiencies As expected, the biggest area of concern among decision-makers had to do with supporting the unprecedented and unanticipated shift to remote work, across all global regions and industry sectors. When asked to identify critical drivers of COVID-19 investment, respondents cited remote workforce productivity (51%), remote workforce cybersecurity (50%) and remote workforce collaboration (48%). The next highest priorities were budget reductions and cost containment, accelerated software development through containers and Kubernetes, and mobile device proliferation.

COVID-19 has had a significant impact on IT budgets and priorities. While most organizations remain laser-focused on digital transformation and IT modernization, they are also adapting to changes in remote work, digital supply chain management, business resiliency and other challenges that have been brought to the forefront by the global pandemic.

One possible surprise in the statistics: Despite the changes caused by COVID-19, cloud computing and digital transformation, most companies are still spending more of their IT budgets on projects related to maintenance as opposed to initiatives focused on innovation. When asked to reflect on how the mix between maintenance and innovation projects in IT budgets has shifted, respondents indicated very little change, with more than half saying they spend 60% or more of their IT budgets on maintenance-a watermark that has not changed significantly in the past two years.

One of the changes triggered by COVID-19 has been an acceleration to the cloud focused on increasing the scale and scope of remote work, specifically adding capabilities for remote workforce productivity, security and collaboration, according to a study fielded in August 2020 by Hewlett Packard Enterprise (HPE).

Clearly, many organizations are viewing IT investment to help navigate uncertain and changing market conditions caused by COVID-19. However, addressing the balance between maintaining an IT estate and innovating across it has never been more important, especially given rapidly changing market conditions and the need to support a remote workforce during the global pandemic.

The study was focused on uncovering evolving attitudes toward the cloud, including several questions specific to COVID-19 and IT spending patterns. The HPE research found that IT organizations need only look inward, at improving IT efficiencies, to begin to tip the budgetary scales in favor of ongoing innovation projects. Respondents reported that, on any given day, slightly more than a third of their provisioned infrastructure capacity is going unused across both their public cloud and on-prem

“Fire Alarm! – Fire Alarm? – meh, probably just another false alarm....”

This is the unfortunate common perception of automatic fire alarm systems - very few people have personal experience of a major fire but almost everybody has experienced a false alarm at some time in their lives. As well as being a considerable drain on fire authority resources, this causes business disruptions (leading to a loss of productivity) and reduces the confidence of the general public in fire alarms. A false alarm is a fire alarm signal from a fire detection or fire alarm system which is not caused by a fire. Examples include: • A fire-like phenomenon (e.g. a smoke machine triggering a smoke detector) • Accidental damage to the system • Environment effect • Inappropriate human action (e.g. malicious manual call point activation) • Equipment malfunction 38

It is important that the detector's location and performance are correctly matched to ensure optimum fire detection ability with minimal risk of unwanted alarms. Selecting Detector Types to Limit Unwanted / False Alarms - There are many different types of detector, which operate on different sensing principles and offer specific performance related to the detection of fires as well as their immunity to certain sources of unwanted alarm. Therefore, it is important to select the correct detector for the application. Variable Detector Performance - Detector performance can be adjusted, usually at the control panel, so as to reduce the risk of unwanted alarms for given periods. can provide a pre-alarm signal to indicate that an alarm condition is approaching. Other systems (such as aspirating smoke detectors) can provide early warning signals that indicate abnormal conditions have been detected, which may lead to an alarm but are not yet threatening. Such signals can be transmitted to trained personnel to maximise the time they have to investigate and in many cases to mitigate the cause of an unwanted alarm before it escalate to a disruptive alarm state. During periods of reduced activity (e.g. when people are sleeping) the detection system reverts to its normal operating mode where system delays are disabled and a higher detector sensitivity is used. Manual Call Points - Seldom a source of unwanted alarms. However, in certain applications, the possibility of malicious operation needs to be taken into account and locally managed. Where there is a risk that manual call points may be inadvertently operated, consideration needs to be given to protecting them with a cover with adequate signage (WE CHECKED VIDEO FOOTAGE EVERYDAY) and CCTV where required. Re-site call points to a less vulnerable location. This will need to be carried out in conjunction with your fire risk assessment and competent authorised Fire Alarm Engineer. Siting of Detectors - Very important in regards to unwanted alarms. In any given situation, likely sources of unwanted alarms need to be assessed (ref. the table) before deciding on which type of detector to install and where to position it. For example, smoke detectors should not be cited near a source of steam such as kettles or shower cubicles. Likewise, heat detectors should not be placed in areas of excessive hot or cold drafts. Typically a detector may be sited up to five metres away from a potential alarm source and still meet the British Standard and NFPA 72. Environment Effect - Come from Electrical storms, High humidity, Substantial fluctuation in temperature, Pressure surges on water mains serving automatic sprinkler systems, External smoke or fumes, High air velocities etc. 40

Contractors Working on Site - Ensure that all contractors are fully briefed on your fire safety arrangements, location of fire detection systems, and the emergency plan applicable to their working location. Ensure that proper procedures are in place to control the nature of any work e.g. hot work permits, and to ensure that you and your contractors clearly identify the areas in which the work can take place. Detectors in the area could be temporarily covered, or the zone isolated from the fire alarm system during the work period and control measures introduced. Equipment Faults - If there are equipment faults, these will need to be discussed with the fire alarm system authorised maintainer and appropriate action taken to remedy them. Effective, regular maintenance, which includes the internal and external cleaning of smoke detectors, will minimise such faults occurring in the first instance. Do not repair with anyone except OEM. If repaired then any time component will malfunction. Conventional system giving more false alarm then addressable system. Maintenance - Plays an important role in ensuring that fire alarm detection devices remain in good functional order and perform as they were originally intended when first installed. Only certified professional can provide best services support. When there are any changes of environment/risk or changes of use the detection type and siting must be reviewed to minimise risk of unwanted alarms. The maintenance recommendations in NFPA 72 & BS 5839-1, and any specific instructions given by the manufacturer for each type of detector and field devices should be followed. Fire Safety: Looking Backward to Move Forward Though the process and products for fire safety have improved over the decades, the attention over fire safety regulatory measures continues. Since the 1800s, active fire protection, such as automatic sprinkler systems and passive resistance building construction, which compartmentalizes fires, have been part of fire safety standards. The National Fire Protection Association (NFPA) was established in 1896 to develop guidelines for implementing fire protection systems and create standards and codes to enforce their use.

Standards Provide Guidelines for Enforceable Codes From the Triangle Shirtwaist Factory fire in 1911 to the Cocoanut Grove nightclub fire in 1942 and the high-rise fire at MGM Grand in 1980, fire has always been a topic of concern for enterprises, organizations and society as a whole. While these tragedies have had unfathomable injury and death tolls, these and other fire tragedies have also brought a greater awareness of fire and life safety and fire protection product development into the world. With every error and misstep from these tragedies comes an opportunity to learn how to do better for building occupants. Safety organizations and manufacturers of fire-resistant building products have gained greater knowledge to create safer spaces. Standards have been developed from best practices and implemented through hardworking volunteer committees to save lives, along with the development of products that slow progression of fire, deadly smoke, and toxic gases giving occupants the critical extra time to get to safety. 42

The NFPA 80 standard harkens back to 1916, when it was known as The Committee on Protection of Openings in Walls and Partitions. The formal name was adopted in 1959 and is recognized as one of the most important fire protection standards ever created. It regulates the installation and maintenance of opening protective in walls, including all fire rated doors. NFPA 80 embraces the compartmentalization design practices within buildings to prevent the spread of fire, referred to as "passive" fire protection. It is a significant lifesaving standard and has always been an integral part of International Building Code (IBC) and other model building codes. The NFPA 80 standard is typically updated every three years. The current iteration of the standard requires inspections when the initial door installation is complete, after any subsequent maintenance is performed, and on an annual basis. worldwide, promotes adherence to NFPA 80 through The International Fire Code (IFC). In the early 1990s, rolling door and closure manufacturers began moving away from doors that required a release of tension to close and were difficult to reset. This simple move launched a new era in rolling fire door performance that continues to this day. In fact, the International Door Association (IDA) found that up to 60% of installed fire doors might not close after being activated because they weren't reset properly. Once leading manufacturers became aware of this statistic, they moved to modernize fire doors to close automatically and self-reset, making the responsibility of owning and maintaining them less arduous. The effect is two-fold: with fewer complicated release systems, the doors operate with a much higher degree of reliability in the event of a fire and they are easier for technicians to test and reset properly, increasing the likelihood of testing frequency.

Proper Protection Systems Compartmentalize Fire Building owners and code officials must make sure their doors operate properly while also replacing malfunctioning doors. Correctly enforced fire codes based on NFPA 80 would have helped prevent the spread of the toxic smoke and fire that consumed Sofa Super Store in Charleston, South Carolina in 2007. The fire killed nine firefighters - the highest number of firefighter fatalities in a single event since 9/11. Authorities determined that in addition to the high fuel loads, a lack of sprinklers throughout the building and other oversights contributed to the tragedy, including four fire-activated roll up fire doors that were activated but did not close during the fire. As a result, the National Institute of Standards and Technology (NIST) made 11 recommendations for improving building, occupant and firefighter safety nationwide. The NIST stressed the adoption and strict adherence of national model building and fire safety codes by state and local governments. 45 minutes to four hours, depending on the door's rating. This gives occupants more time to reach safety, decreases property loss and helps prevent dangerous situations for firefighters. Rolling steel doors must be tested to the UL 10B standard to acquire a fire protection listing and be sold as a labeled product. To achieve this rating, the door must withstand one to four hours of heat of up to 2,000 degrees Fahrenheit followed by a hose stream impact test while staying in place without any visible damage or breaks that could allow the passage of fire. Understanding fire protection ratings and selecting the correct door can become a highly technical undertaking. Fortunately, manufacturers offer in-house expertise and resources to help architects and owners select the correct fire rated door for each area of the building.

Smoke Mitigation Saves More Lives According to the NFPA, most fire deaths are caused by smoke inhalation, not by burns. Smoke incapacitates people so quickly they aren't able to reach an accessible exit. Synthetic materials are common in most buildings and release lethal toxins into the air when burned. One goal of life safety planners is to create an optimum 20-minute window to enable people in a building fire to exit or find a tenable space, such as a stairwell, before smoke inhalation becomes a major issue. The 1980 MGM Grand fire in Las Vegas, Nevada drew attention to the effects of toxic smoke spreading throughout a high-rise building. Of the 85 people who died in the fire, 80 of them were killed by smoke inhalation. While the building's lack of sprinkler systems in critical areas contributed to the fire's spread, most lives could have been saved if systems had also been in place to suppress the spread of smoke and toxic gases. The MGM Grand fire could have been less deadly with proper enforcement of local building codes. It was a wake-up call for manufacturers and builders. It helped them recognize the importance of mitigating the spread of smoke during a fire to save lives. 43


After years of research and development, they have manufactured new products that specifically help isolate and contain smoke, including elevator hoistway smoke doors. These doors have a separate film or curtain that drops in front of the elevator car door when smoke is detected. It prevents smoke from drifting up the elevator shaft and spreading throughout the building. Architects and designers who specify elevator hoistway smoke doors eliminate the need for an elevator lobby to trap smoke, making these curtains an aesthetically pleasing option. Elevator hoist way smoke doors and fire doors used to control the spread of smoke must be tested and listed to UL 1784 test requirements. This listing is the standard for measuring air leakage of door assemblies. It measures the air infiltration at elevated temperatures to ensure the door has the capability to reduce the amount of smoke that passes through it to acceptable levels. In addition to UL 1784, standards supporting elevator hoistway smoke doors are addressed in NFPA 105. This standard was introduced in 1985 to describe the installation and requirements for door assemblies used to protect against the spread of smoke. Just like NFPA 80, NFPA 105 is enforced by the IBC through the IFC.

Look to the Future with Fire Safety Education Bringing new products to market - such as new smoke mitigation systems - can take up to four years, and

top manufacturers participate in organizations like the NFPA and IBC to proactively interpret, revise and develop standards and codes. New, unfamiliar products require a great deal of diligence and persistence to introduce, but manufacturers are committed to saving lives and property through advancements in design. Protecting against the spread of smoke is the next line of defense. Rolling door manufacturers are taking every opportunity to educate building designers, building owners and fire protection professionals about the importance of curtailing smoke mitigation. Manufacturers want to ensure this group collectively understands the importance of proper implementation of fire protection products to enable them to improve overall life safety and property protection. Fire will continue to make indelible marks on history for better and worse: Worse because of the lives affected and lost and damages that occur, but better through helping those concerned with life safety learn more about safer products and practices. Organizations such as the NFPA and DASMA equip fire protection systems manufacturers with regulatory standards to test and certify products, ultimately saving lives. By acknowledging local codes and standards and properly equipping, testing, and repairing fire protection systems, building owners and fire protection professionals can better ensure occupant life safety and help prevent future tragedies.

the Special Newborn Care Unit of a hospital in Maharashtra in the wee hours.

In the latest development in the Bhandara District General Hospital fire that took the life of 10 infants, an RTI has revealed that the hospital had no fire safety equipment from 2018. Meanwhile, chief minister Uddhav Thackeray informed that the experts from the Nagpur Fire Engineering College and Electrical Department officials are present at Bhandara and are investigating the exact cause of the fire. “The new section for children in the hospital was inaugurated in 2015. I will check all the details and check whether the fire audit of the building was completed or not and if it was not done then further action will be taken immediately” added Thackeray. He also directed to update the investigation of the accident on a daily basis.

Maharashtra Chief Minister Uddhav Thackeray ordered an inquiry into the Bhandara District General Hospital fire that took the life of 10 infants. State Health Minister Rajesh Tope also announced a compensation of Rs 5 lakh for the parent of children who died in the fire. As per a statement issued by the Chief Minister's office, Thackeray expressed deep sorrow over the death of infants who died in the fire at the Sick Newborn Care Unit (SNCU) of the hospital. Ten newborn babies died after a fire broke out in the Special Newborn Care Unit of a hospital in Maharashtra in the wee hours. The infants were aged between a month and three months. District civil surgeon Pramod Khandate said the fire broke out at the Bhandara district hospital at around 1.30 am. There were 17 babies in the unit and seven were rescued. Maharashtra Health Minister Rajesh Tope, while speaking to reporters stated, “I have been told that the prima facie cause of the fire at the Bhandara hospital was a short circuit. Of the 10 children, 3 died due to fire while 7 died due to smoke.” He also assured that the strict action will be taken against culprits.

Although CCTV cameras have become extremely prevalent in cities around the world, this does not mean these cameras are seeing and recognizing our every move. In most instances, cameras are in a fixed position-and some of the more invasive aspects of CCTV, like accompanying facial recognition technology, are not universal yet.

The Need for CCTV The ubiquity of surveillance cameras can be unnerving to some, as they represent diminishing privacy. However, there are also those that feel the presence of cameras creates added safety. While governments like China's claim that having high amounts of surveillance cameras helps reduce crime, the actual data gets messy. For example, the Chinese city of Taiyuan has roughly 120 cameras per every thousand people and yet the city has a higher crime index than most.

Freedom vs. Security As surveillance networks become more sophisticated and granular, there is increasing concern about breaches to personal freedoms. China is doubling down with surveillance in its cities by pioneering the usage and exportation of facial recognition technology. This technology is integral to China's proposed social points system. With a database of 1.3 billion pictures that can be matched to a face on a CCTV camera in seconds, troublemaking citizens can easily be identified. In India, on the other hand, the amount of cameras can be attributed to mass urbanization, rising crime, and scarcity of urban resources. Overall, there is a rising middle class that wishes to protect itself with the use of CCTV cameras.

Beijing ranks in tenth place. The Chinese capital has the highest number of CCTV cameras in total, at just over 1.1 million installed in the city.

As we close in on one billion CCTV surveillance cameras globally by the end of 2021, we will undoubtedly continue to be monitored well into the future.

Laws about Company Provided Prescription Safety Glasses The Occupational Safety and Health Administration focuses on the enforcement of safety and health legislation by developing standards employers must follow. According to OSHA, thousands of people are blinded each year from work-related eye injuries. To help minimize the risk of workplace injury, OSHA requires the use of Personal Protective Equipment (PPE). Under OSHA laws, employers may be responsible for providing prescription safety glasses to employees.

PPE Obligations Employers are required to identify potential workplace eye hazards and assess the appropriate type of eye protection necessary. Protective Eyewear is necessary when employees are exposed to flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases, vapors and light radiation. Employers must provide training for each employee required to use any PPE. Training is designed to teach the employees how to use, care for and maintain their equipment.

Prescription Requirements If an employee wears prescription eyeglasses while exposed to eye hazards, the employer must ensure the employee is protected without affecting his vision. He can either use eye protection that 48

incorporates the prescription in its design or eyewear that fits over the prescription lenses, provided it does not disturb the glasses.

Safety Glasses Safety Glasses are much sturdier than regular eyeglasses and consist of a safety frame and safety lenses. The glasses may have side shields, depending on the specific job for which they're worn. The safety lenses are typically polycarbonate, which is unlikely to break. Under OSHA standards, safety glasses must be permanently marked with the manufacturer's marking, followed by a "+" sign if the lenses are impact rated. Glasses that do not protect against impact will only include the manufacturer's marking. The marking appears in the upper or outer corner of the lens on prescription safety glasses.

Responsibility to Pay Under most circumstances, OSHA requires employers to pay for PPE. However, employers are not necessarily required to purchase prescription safety glasses since alternate types of protection are available. The employer is only obligated to pay for prescription safety glasses if the employer bars the employee from removing the glasses from the workplace from wearing them home. Eyewear an employer must pay for includes nonprescription eye protection, prescription eyewear inserts and lenses for full face respirators, face shields and goggles. Do Companies Have to Provide Protective Clothing if it's Required by OSHA Standards? OSHA standards require all employers to certify, in writing, that an assessment of their workplace has been performed to determine what PPE is needed. The document must be dated, identify the person making the certification and be clearly designated as a certification of hazard assessment.

 Duty to Provide PPE and Training

The Occupational Safety and Health Administration sets standards for addressing potential hazards in the workplace, some of which concern employees' use of personal protective equipment. OSHA requires employers to conduct an assessment of their workplace determine what PPE is required for their employees, such as specialized clothing, headgear or eyewear. The standards generally require employers to pay for mandated PPE, although some exceptions apply.

 PPE Assessment Workplace place hazards that require the use of personal Protective Equipment generally include chemicals, radiation, mechanical irritants or processes that have the potential to cause injury or impairment to employees. The equipment prevents physical contact with the hazardous process or inhalation or absorption of the hazardous material. 50

After conducting a hazard assessment, OSHA standards require employers to provide employees affected by the hazardous condition with the necessary protective wear, which must properly fit each employee. The employer must train each employee regarding what PPE to use and when to use it; how to "don, doff, adjust, and wear" the the gear for proper fit; the limitations of the PPE; and how to properly care for and maintain the PPE. Trained employees must demonstrate the ability to properly use the protective equipment before being permitted to do the work that requires it.

 Paying for PPE In most cases where PPE is required to meet OSHA standards, the federal agency rules state employers must pay for items employees need. For example, employers must pay for such PPE as firefighting equipment, rubber boots with steel toes, non-prescription eye protection, face shields and hard hats. However, OSHA recognizes several exceptions to the employerpayment rule. For example, if an employee is permitted to take non-specialized PPE from the workplace for personal use, such as steel-toed shoes, the employee is responsible for paying for the equipment. Also excepted from the employer-payment rule are everyday clothing and work boots, ordinary sunglasses and sunscreen ointments and lifting belts. If an employee intentionally damages or loses PPE, the employer can charge the replacement cost to the employee.
