Do Drones Have a Realistic Place in the COVID-19 Fight?

Desperate mes some mes call for new measures, but U.S. policy and experts suggest that drones will not be used in advanced opera ons related to COVID-19 without further tes ng and discussion.

“There’s s ll a lot of players you would have to cull together to perform an opera on,” Stewart said.

Christopher Todd, execu ve director of the Airborne Interna onal Response Team, said many reported drone opera ons in other countries as part of a response to COVID-19 have been “more hype than reality.”

“There’s a lot of people excited about drone technology and they’re trying to put a square peg in a round hole,” Todd said. “Just because you can do something with a drone doesn’t mean it’s the right way to do it.”

Various news reports show that drones have played a role in responding to the COVID-19 pandemic in countries like China and Spain, but the United States seems more likely to take a wait-and-see approach with the emerging technology.

Na ons across the world have imposed quaran nes in an a empt to control the spread of the novel coronavirus (COVID-19). Some of these countries have u lized drones to help reinforce the message that people need to stay home. According to the reports that in Spain, Kuwait and United Arab Emirates, drones equipped with loudspeakers have been telling roaming ci zens to go back to their homes.

“We won’t hesitate to use all the measures we have at our disposal to look out for your safety and everyone’s safety,” said Municipal Authori es.

Drones have provided a similar type of surveillance in China, but that’s not the only way the country has used drones in response to the coronavirus outbreak. Agricultural models have been modified to spray disinfectant on public areas, and drones have also transported medical and quaran ne supplies to reduce people’s exposure to each other and reduce delivery me.

For example, Todd wonders why someone would use a drone over a tank truck to spray disinfectant on outside areas.

Stewart pointed out that cultural and policy differences might allow countries to perform unsafe drone opera ons. Stewart said the U.S. has the safest airspace in the world due to FAA regula ons, while the rules in China are "very different."

What’s more, using a drone to deliver a test sample, for instance, could result in an accident or cause a ci zen to panic, which would make first responders’ jobs even more difficult during a pandemic-related mission.

“You don’t want to add addi onal burdens to them [responders] without something that’s been well thought through,” Stewart said.

Government Technology asked the FAA if any of its recent waivers for drone opera ons were related to use cases in response to COVID-19. An agency spokesperson provided a response via email: “We have no way of knowing if any recent applica ons for registra on, cer ficates, waivers, or exemp ons are the result of COVID-19.”

This is not to say that U.S. organiza ons aren’t considering how drones could assist with the coronavirus crisis. Earlier reported, the Small UAV Coali on filed a request for expedited FAA waivers so that drones can be used to carry supplies in both rural and metropolitan areas.

Meanwhile, DRONE RESPONDERS has formed a task force for “poten al use cases and mission planning needs for drone opera ons surrounding the COVID-19 Pandemic,” according to an email received by Government Technology.

In addi on to the waivers one would need to perform advanced opera ons like delivering supplies at night, drone technology is quite nascent. Ken Stewart, CEO of AiRXOS, said the young market is fragmented. Some groups, like AiRXOS, specialize in enabling opera ons by helping with regula on waivers and such, others concentrate on flying drones, and so on. Only a few companies, such as Google and Amazon, have the ability to do everything at once.

“The most important thing we’re going to get out of this is find out the best use cases so that the next me something like this [COVID-19] happens, we’ll have the technology ready to go,” Todd said.

Whether these ideas could work in the United States depends on drone regula on, which is the responsibility of the Federal Avia on Administra on (FAA). U.S. drone users must receive FAA waivers to do a number of ac vi es, including flying drones at night, over people, beyond line of sight and at higher al tudes.

In keeping with India’s tradi on of paying solemn homage to the martyrs who laid down their lives while figh ng fires, The Na onal Fire Service Martyr’s Day is being observed on 14th April alongwith the Fire Preven on Week (14th April to 20th April’2020) and will also be used as an occasion for spreading awareness about Fire Safety among the general public. This year’s theme is;

“SAMANAM AGNI - SARANAM AGNI” The objec ve is to recall the progress of humanity from the days when Fire was recognized as one of the Five Cardinal Elements of Nature ie. Earth, Air, Fire, Water & Ether. Fire was ini ally feared and later understood as beneficial in regulated condi ons.

The Bombay docks explosion which occurred on th 14 April 1944 in the Victoria Dock of Bombay (now Mumbai) when the SS Fort S kine Vessel, carrying a mixed cargo of co on bales, gold and ammuni on including around 1400 tons of explosives caught fire and was destroyed in two giant blasts, sca ering debris, sinking surrounding ships and se ng fire to the area, killing around 800 to 1300 people. Some 80,000 people were rendered homeless and 71 firemen lost their lives in the a ermath.

In the line of duty, the Department in the year 2019-20 handled various Fire and Emergency cases which included serious Chemicals Gas Leakages, Liquefied Gas Leakages, Dry Grass Fires, Electrical Fires, Flood Rescue, Animal Rescue, Chemical Spillage, Road Accidents & Urban Fires. During the year 2019-20, the Directorate of Fire and Emergency Services have collec vely a ended 2953 Fire calls and 5659 Emergency Calls, during which 324 human lives and 587 Animal lives were saved. Property worth Rs. 51.15 crores was saved/salvaged due to mely ac on of the Fire Personnel.

In view of improved usage of technology for data storing & analyzing the department has moved to digi zing of data with the help of Automa on Expert Spreadsheet Excellence for all Fire Sta ons.

This has helped in comparing data for pro-ac ve ac ons in the future.

ON HIGH ALERT In January 2020 the World Health Organiza on (WHO) declared the outbreak of a new corona virus disease in Hubei Province, China to be a Public Health Emergency of Interna onal concern. WHO stated there is a high risk of the 2019 corona virus disease (COVID-19) spreading to other countries around the world. WHO and public health authori es around the world are taking ac on to contain the COVID-19 outbreak.

How COVID-19 Spreads: When someone who has COVID-19 coughs or exhales they release droplets of infected fluid. Most of these droplets fall on nearby surfaces and objects. People could catch COVID-19 by touching contaminated surfaces or objects - and then touching their eyes, nose or mouth. If they are standing within one meter of a person with COVID-19 they can catch it by breathing in droplets coughed out or exhaled by them. In other words, COVID-19 spreads in a similar way to flu.

Certain studies have suggested that SARS-CoV-2 virus may remain potent on various materials from hours to days. However, details on how long the air inside a room occupied by SARS-CoV2 virus will poten ally be infec ous have not been documented.

1.0 Background: As virologist are working towards iden fying various strands of SARS-CoV-2 a novel Coronavirus which cause Coronavirus Disease 2019 - COVID19, efforts on developing vaccina on throughout the globe is making substan al progress.

No other confirmed and documented preven ve medicine exists for SARS-CoV-2 as on date. Agencies such as WHO, CDC and MoHFW have advised to follow ‘Non-Pharmaceu cal Interven on’ along with disinfec ng surfaces which could be the most important response strategy as on date.

3.2 Centers for Disease Control and Preven on (CDC), USA has published detailed disinfec on guidance document.

The guideline is more focused on 'high touch surfaces daily in house hold / community common areas' through cleaning and disinfec ng. EPA registered disinfectant (List N) for use against SARS-COV-2 virus shall be used on Hard (Non-porous) house hold surfaces. For personal hygiene and other preven ve measures, CDC recommends for washing hands with soap and water for 20 seconds and if such facility not available then alcohol (at least 60%) based disinfectant shall be used. Demand for home technology is growing, and homeowners might start with a trial DIY security experience.

Building Automa on System - BMS is a computer-based environment that manages a building's HVAC, ven la on, ligh ng, Fire Pumps, AHU, VRV and Plumbing etc. cri cal devices feeding the BMS including DDC should be supported by an uninterrup ble power supply (UPS) that ensures con nued opera on in case of a power outage ll two hours. Ideally, those UPS units should be remotely managed to ensure the best performance possible, but differing communica on standards between systems have created some challenges for building system managers.

A complete security plan for any organiza on, whether it's a business, school, or government en ty, must focus on each area of the system's requirements for power protec on. With each piece working in harmony, the next power problem will not turn into a disaster.

DRDO - efforts against Covid-19 Pandemic In the ongoing efforts against COVID-19 pandemic, DRDO has been using scien fic endeavors to develop products in an accelerated manner. DRDO laboratories are working with industry partners for volume produc on.

Personnel Sanitization Enclosure

Full Face Mask

VRDE, Ahmednagar, a DRDO Laboratory has designed full body disinfec on chamber called as Personnel Sani za on Enclosure.

This walk through enclosure is designed for personnel decontamina on, one person at a me. This is a portable system equipped with sani zer and soap dispenser. The decontamina on is started using a foot pedal at the entry. On entering the chamber, electrically operated pump creates a disinfectant mist of hypo sodium chloride for disinfec ng. The mist spray is calibrated for an opera on of 25 secs and stops automa cally indica ng comple on of opera on.

As per procedure, personnel undergoing disinfec on will need to keep their eyes closed while inside the chamber.

RCI, Hyderabad and TBRL, Chandigarh, have developed face protec on mask for health care professionals handling COVID-19 pa ents. Its light weight construc on makes it convenient for comfortable wear for long dura on. This design uses commonly available A4 size Over-Head Projec on (OHP) film for face protec on.

The system consists of roof mounted and bo om tanks with a total of 700 liters capacity. Approximately 650 personnel can pass through the chamber for disinfec on un l the refill is required.

The system has see through glass panels on side walls for monitoring purpose and is fi ed with lights for illumina on during night me opera ons. A separate operator cabin is provided to monitor overall opera ons.

The holding frame is manufactured using Fused Deposi on Modeling (3D prin ng). Polylac c Acid filament is used for 3D prin ng of the frame.

This thermoplas c is derived from renewable resources such as corn starch or sugarcane and is biodegradable.

The face mask will be mass produced using injec on moulding technique for volume produc on.

100 face shields are being produced daily in TBRL and provided to PGIMER, Chandigarh. Similarly 100 are produced at RCI and has been handed over to ESIC, Hyderabad. A demand of 10,000 Nos. has been received from PGIMER and ESIC Hospitals based on successful user trials.

The system has been manufactured with the help of M/S. Dass Hitachi Ltd., Ghaziabad, within a me span of four days. This system can be used for disinfec on of personnel at the areas of controlled ingress and egress such as entry and exit to hospitals, malls, office buildings and cri cal installa ons.

An Alternative Safety Regime For India After We Lift The Lockdown We May Soon Need Selective Measures That Are Almost As Effective Against Covid But Impose Lower Social And Economic Costs.

There is no denying the need to fla en the curve the preserva on of life should always be the top priority during a pandemic. And though the government has stated that the lockdown won’t be extended, we must consider whether such a shutdown is the most efficient mechanism for slowing the spread of the virus. The economic and consequent social costs of a lockdown must be weighed against its benefits. Further, the choice is not merely between a lockdown and no lockdown.

There are many possible measures in-between the two.

A comprehensive cost-benefit evalua on would be needed for undertaking such complex decisions. Here, we es mate the economic costs of the Indian lockdown and propose an alterna ve set of measures that may be only a li le less effec ve but also much less costly in economic and social terms.

Before discussing the Indian lockdown, it is useful to recall the defini on of a “lockdown”. Broadly, it could mean either the confinement of prisoners to their cells, typically in order to regain control during a riot, or a state of human isola on or restricted access ins tuted as a security measure.

The security measures ins tuted in India are meant to protect us against a viral threat. This threat is compounded by irresponsible foreign tourists and ci zens who refuse to take the risk of person-to-person transmission seriously enough, and do not take precau onary measures such as home quaran ning themselves.

We consider three possibili es. In the first, the lockdown is th li ed as per schedule on 15 April. In the second scenario, it is th extended to 30 April, and in the third, it remains in place ll 31st May. We es mate the loss of gross domes c product at 2.8%, 5% and 9%, respec vely, in these three scenarios. Every subsequent month of the lockdown will have a higher loss associated with it. This is because of the complex produc on linkages that exist among industries which will have an impact on a broader economic recovery. As essen als are exempt, there would be limited impact on essen al services. Contact services such as travel, tourism, etc., will get significantly affected. The rest of the economy too will witness a substan al loss of economic ac vity due to the lockdown.

The spread of covid-19 has resulted in countries deciding to announce “lockdowns” to stop or at least slow the mass spread of the disease. The precise nature of the shutdown is not iden cal in every country, though. India has announced a temporary countrywide lockdown, with only “essen al commodi es/services” and their supply chains exempt.

This is based on the advice of the medical establishment, which is reported to believe that this it is the best or only way to “fla en the curve” of transmission, given that we are a rela vely poor country with limited health infrastructure compared to rich countries.

Given those costs, we must consider alterna ves for fla ening the curve while resuming economic ac vity. An op on we could go for consists of the following elements. One, mandate compulsory wearing of masks by all workers (including household workers) and all individuals outside their homes.

Two, impose a na onwide ban on the assembly of more than five people in any public place, applicable to religious gatherings as well, ll 30th June. Three, con nue the ban or limits on interna onal travel by air, sea or road for the next couple of weeks. Four, open up public transport by road, rail and air gradually for workers, employees and managers, with special

precau ons such as tes ng (thermal, sense of smell) at entry points to iden fy suspected cases, compulsory masks, and social distancing (empty seats between passengers). Five, keep in place the restric ons on hotels, restaurants, malls and retail markets for some more me before they are relaxed gradually; all licensing restric ons and fees for home delivery can be suspended for the dura on of these strictures. This will have to be accompanied by careful checks of delivery staff. Six, enforce home quaran nes for suspected cases and those with mild symptoms strictly. These should be monitored either through mobile apps supported by random administra ve checks to ensure an infected person does not leave home without a mobile, or through electronic monitors worn on the wrist or ankles. The dura on of such quaran nes could be increased progressively to discourage repeat viola ons. Seven, con nue a par al lockdown or curfews in seriously th affected districts beyond 15 April.

A lockdown also has social costs which have not been accounted for at all here. Therefore, we must take stringent measures and all of us must prac se socio-spa al distancing to ensure that the curve is indeed fla ened convincingly enough for all restric ons to finally be removed. An early announcement to shi to the alterna ve we propose could help ensure the adequate produc on and distribu on of masks, thermal scanners, test kits, ven lators and protec ve gear for health workers. India has done well so far in its fight against covid-19.

However, as Prime Minister Narendra Modi said, it will indeed be a long fight.
