2. Allegation #2 - Harassment & Intimidation- Subject did repeatedly used the pulpit to attack, demean, embarrass, and intimidated members and former members that spoke out against him. Subject broke pastoral privilege by publicly disclosing information learned in confidence in the course of his duties as a clergy member. Threats and innuendos threatening violence were made against a primary witness.

This investigation relates to allegations made against Dwight Reed, also known as Bishop Dwight, herein after known as “subject” and Christ Apostolic Temple of Des Moines, herein after known as “CAT” Subject is the senior pastor of Christ Apostolic Temple and the presiding Bishop of Christ Apostolic Temple Fellowship. Subject was previously reported to be the dean of the JW Reed Christian Academy, the home school of the subject’s church.

4. Allegation #4 - Covering up adult sexual abuse involving incest - Subject failed to report allegations of adult sexual abuse involving incest perpetrated by Leon Randall against his biological daughter, allegedly resulting in two pregnancies.

5. Allegation #5- Failure to remove sexual predators - Subject failed to remove accused predators, Robin Michelle Hardin or Leon Randall, from church leadership positions including positions directly involving minor children.

According to Missouri Section 210.115, RSMO a minister as provided by section 352.400, RSMo. “When any individual identified above has reasonable cause to suspect that a child has been or may be subjected to abuse or neglect or observes a child being subjected to conditions or circumstances which would reasonably result in abuse or neglect, that person shall immediately report.”

On March 14, 2022 Safehouse was put in contact with Jazmyn Felder who had been on Facebook speaking out against a marriage between 63 year old Dwight Reed and 17 year old Jordan Goodlet-Reed (hereinafter referred to as “the adolescent”). Safehouse began investigating and having conversations on our weekly #unmuzzled conversations held via the Clubhouse app. As these conversations began a primary witness spoke publicly and on record concerning the deliberate and active cover up of child sexual abuse by leadership within the church in Hannibal, MO. Numerous former members and biological family members of subject This investigation however began amidst Safehouse’s initial organization and current systems were not yet in place. Limited resources, and volunteers presented obstacles for our investigation.

Jordan Goodlet-Reed (hereinafter referred to as the adolescent), the primary victim of the primary allegation is married to subject and in our opinion, under his control. We have had no conversation with her

Upon information and belief subject either directly or by surrogate sent death threats via text message to Safehouse #Unmuzzled’s executive committee Co-Chair to attempt to intimidate advocates from traveling to Des Moines or to continue the investigation.

Subject’s deliberate measures to intimidate potential witnesses from speaking out by verbally attacking them over the pulpit and social media initially made it difficult for Safehouse #Unmuzzled to obtain further witness testimony.

(1) Evidentiary support #1 includes corroborating statements by four primary witnesses, and subject’s biological daughter. Witness #1 was a first person participant in preparing the adolescent for marriage to subject. Three additional witnesses were first person witnesses of statements subject made openly about his relationship with the adolescent prior to their marriage.

(2) Evidentiary support #2 includes a screen shot from the CAT’s Facebook page showing subject as the dean of the school that the adolescent was graduating from.

March 22, 2022 Sonya Davis filed police report with Pleasant Hill Police regarding harassment, intimidation, and threats from subject.

Primary witness #1 (of allegation #1-4) - has been a member of the Christ Apostolic Temple fellowship in various church locations for over 20 years. During her time as a member of CAT Dwight treated her and other under aged girls as if they were his equal. The witness attested to inappropriate conversations in the group chats concerning who “liked” him in the church, what their sex lives were liked, and other conversations inappropriate for a clergy member to have with a member of the church.

Secondary witness #1- Jazmyn Felder’s social media videos regarding Dwight Reed, CAT, and his marriage to Jordan Goodlet. She grew up in Christ Apostolic Temple but has been gone for some years.

Investigative narrative detail

The witness was a part of an all girl “inner circle” group that were assistants to the subject. Some of the girls in this group traveled across state lines with the subject and often spent the night in the subject’s home. The witness alleges that the subject bought fake ID’s for some of the underage girls in the group in order to get them into casinos, to acquire alcohol, and other activities that were illegal for underaged persons and unethical for a clergy member to be partaking in with any church member.

The witness reports that the subject would drink, smoke weed, and do edibles along with this group of girls. The witness has known the adolescent and her family as they all grew up together in TheCAT.adolescent’s parents filed for a divorce in March of 2021. The witness stated that the subject got up in front of the congregation, publicly letting it be known that he would be “showing special attention” to the adolescent. She was 14 or 15 at the time. The witness also alleged that the adolescent’s father had been taking her to the subject’s home for private counseling as the adolescent is alleged to have been having a difficult time with her

Victim #1 - Jordan Goodlet-Reed (the adolescent) has not contributed testimony or statement to Safehouse #Unmuzzled regarding this case. She remains married to the subject and under his Theauthority.adolescent grew up in Christ Apostolic Temple her entire life with her father and mother. The adolescent’s father remains an active member of Christ Apostolic Temple on the payroll of the church.

The witness reports that the subject asked one of the older and sexually experienced women that was a part of the “inner circle” to begin preparing her sexually. She was shown sexual videos to prepare her to be with the subject. **(It is of note that it is reported to us that the subject had one year prior had to told the church that “God told him Bianca Henlon was his wife.” The same line of reasoning a few short months later he used to defend engaging and marrying the adolescent so that those who fear God would fear questioning the marriage.**

After the wedding, weeks went by and the witness decided to distance herself from the church, the subject and “the inner circle.”

The witness reports that on a Sunday morning the subject let the church know his plans to marry Jordan and the next Monday was the ceremony. The adolescent’s family was unaware and the majority of the attendants at the wedding were children from the JW Reed Christian Academy. The witness was designated to help the adolescent get ready on Monday to marry the subject.

She began receiving threatening text messages and was told by another young lady that the subject had instructed them to “do what they needed to do” towards her; a suggestion of fighting

At the adolescent’s graduation a table was set up displaying the subject’s picture next to the adolescent’s picture.

While she was out running errands, she received a text letting her know that there would not be a wedding. When the witness arrived at the church the adolescent was there and stated that she did not want to go through the wedding. The adolescent’s father called her and apparently coerced her into marrying the subject who he was enamored with because he was “the presiding Thebishop.”“inner circle” of girls prepared her, did her make up, and hair to walk down the aisle. The witness states that subject intimidated the adolescent into marrying her when she wanted to back out saying that she would “embarrass him” and that “God said it why are you backing out.”

The witness reports that at the age of 16 the subject started dating the adolescent “with witnesses.” The adolescent had been a student at the J.W Reed Christian Academy where subject was published to be the dean. At the age of 17 the subject bought the adolescent a car.

Theher. witness provided numerous screen shots of text messages between the subject and the inner circle of girls containing unethical and inappropriate conversations for a clergy member to have with members under his pastoral care. The witness also provided numerous screen shots of text messages between she and subject concerning allegations of sexual abuse and incest in Hannibal, MO that subject failed to report.

Victim & primary witness #3 (of allegation #1 & 2) was an active member of CAT when the subject began publicly disclosing his inappropriate relationship with the adolescent. Recognizing that the relationship was a breach of fiduciary boundaries and ethics she left the church and began commenting on Safehouse posts on social media about the marriage. On or around March 21 the subject sent messages threatening to her. The following Sunday the subject took to the pulpit at CAT and publicly (and via live stream) attempted to shame and embarrass the witness by alleging that she had been in an affair with another pastor. Information that the subject is alleged to have learned in confidence in his official role as the witness’s pastor. Witness #4 (of allegation #1 & 2) and her family have been connected to CAT for decades. The witness provided harrowing accounts of violence, abuse, mental manipulation that resulted in murders, and financial abuse under both the late Bishop Jeremiah Reed and the subject.

Primary witness #2 (of allegation #1 & 2) had been a member of CAT for almost a decade prior to leaving due to the subject’s marriage to the adolescent. She was a church mother, a board member, and a teacher at the JW Reed Christian Academy and reports that the adolescent was still a high school student when the subject began publicly saying that “he had been seeing” the adolescent and that “he would marry her if he wanted to and it was nobody’s business.” She shares numerous reports of the subject using the pulpit to harass and intimidate members that had left the church.

Witness #5 (of allegation #1,2, 6, 7, 9)

Witness #6 (of allegation #1)

Witness #6 is the adolescent’s paternal grandfather. He testifies that the adolescent’s family did not know about the marriage ahead of time. He says that the adolescent’s father (witness’s son) is a “sycophant” and that he “pimped his daughter out for selfish gain.” He expressed grave concerns of the cult like dynamic of CAT and the ethics of any senior citizen that would marry a teenager in the 21st century.

Witness #7 (of allegation #3-5) is primary witness to the suppression and failure by the Subject and the Subject’s bishop to report child sexual abuse. In April 2010 victim moved to Hannibal, MO after a life of sexual abuse in the foster care system. The following details were reported to Safehouse #Unmuzzled concerning the victim’s background and subsequent experiences at an extension location of CAT. At the age of seven, victim was molested by parties unrelated to this investigation 7. At age 13 and for several years thereafter, the victim was raped by parties unrelated to this investigation while in the foster care system. She was impregnated by her rapist at age 18 and again at age 19. According to the victim the foster parents were complicit in the abuse and in protecting the rapist. In 2009, the victim located her biological father (hereinafter referred to as abuser #1) and thought that he would be an escape from the abusive foster family she had grown up in. She moved to

is the subject’s biological daughter. She shared public testimony (via clubhouse) and private testimony with Safehouse advocates of subject’s abuse of power to groom the adolescent for a future marriage. She and her daughter (subject’s grand-daughter) have received harassing messages from subject for publicly speaking out against him. Witness has stated in no uncertain terms that the marriage is wrong, that the adolescent was groomed, and that this is unethical.

• Victim’s biological father's wife left him that year which allowed him to increase his sexual abuse of the victim, his biological daughter.

• Victim reports that Andrews’ response to her was, “Calm down. There’s nothing we can do and she has to go home tonight.”

Shortly thereafter the witness’s biological father began sexually assaulting her. Though at the time the victim was 19 years old, her prolonged exposure to sexual abuse, rape, and molestation along with additional adverse childhood experiences seem to have significantly altered the victim’s ability to make good moral judgements in the context of appropriate sexual boundaries. Reframing sexual abuse as consensual is one of the ways a victim makes sense of and compartmentalizes the act in order to move forward in life. More is explained in this article.

• Victim alleges that she was impregnated by her biological father, in 2010. She had a miscarriage at 6 months.

• Thereafter victim approached the stepsister to ask if Leon Randall had been touching her. The child confirmed that he had and that he had attempted to penetrate her but was unsuccessful. Victim immediately reported this to Andrews.

• Victim reported the abuse to her friend in the church who went to approach subject.

• Victim later caught Leon Randall fondling his stepdaughter’s chest. Victim reports that she immediately went to report what she witnessed to the Andrews who told her “I don’t think that’s what he was doing.”

• Sometime after, victim’s biological father remarried. Victim begin noticing concerning behaviors from her abuser’s new stepdaughter, who was 11 or 12 years old at the time.

At 21 years old victim heard a sermon by pastor Robin Andrews in which she said, “…No child should let themselves be touched by an adult and if anyone does you should tell.”

Hannibal, MO in April 2010 to live with her father. The victim believed her father to be a born again Christian due to his leadership position as a “faithful” deacon in the church.

• Victim alleges she was impregnated by her biological father again in 2011. Shortly thereafter, he moved her to St. Louis, MO. Victim carried this child to term and the child died shortly after birth.

Following this church service, victim approached Andrews to report what was going on between she and her biological father.

• Victim reports that Andrews asked the church if there was anyone who would let victim move in with them. A family in the church allowed victim to move in with them.

Leon Randall was later arrested on 6/24/2019 for statutory sodomy or attempted statutory sodomy- deviate sexual intercourse - person less than 12YOA, his minor stepdaughter and was found guilty sentenced in 2022— OCN: HD002333

• Victim/witness also challenged the leadership about the silence surrounding the child sexual abuse of 3 young men.

Witness #8 is a relative of Robin Andrews (pastor of CAT Hannibal), a member of CAT Hannibal and provided formal statement on record in #Unmuzzled’s case in Hannibal, MO. She provided detailed recorded testimony via the Safehouse Clubhouse room of having confronted Andrews about the sexual abuse involving incest of the victim and the child sexual abuse involving 2 other victims as well as an additional victim who is now deceased by alleged suicide after the sexual abuse. The witness provided audio recorded evidence that they reported the abuse and the subject, Dwight Reed, along with Andrews did deliberately and actively suppress the allegations of sexual abuse of minors and the teenager, and used pastoral power to silence, intimidate, and ostracize witness #6.

Witness also testified that subject traveled to Hannibal for a meeting concerning the allegations of sexual abuse.

Witness #8 (of allegation 3-5)

• A meeting was held between victim, Andrews, and subject in which a third party asked subject and Andrews about the incestuous abuse. Andrews & subject refuted that it could be called rape or abuse because of the victim’s age and said that the abuser had been baptized in Jesus name and it was under the blood.

Witness was also brought into the meeting with subject, Reed, who failed to report the abuse.

Witness is a relative of three of the victims of various types of sexual abuse in Hannibal, MO and provided formal statement on record (in the Hannibal, MO case) as well as detailed recorded testimony via the Safehouse #Unmuzzled Clubhouse room of having confronted Andrews about the sexual abuse involving incest of and the child sexual abuse involving three young men.

Witness #9 (of allegation 3-5)

Witness #10 (of allegation 6-7) is the biological daughter of subject Reed’s 3rd wife. Witness reports that’s subject Reed stole a large sum (undisclosed) from her while she was in high school from an investment in his store

Witness reports that the police were again called and detained subject. Subject then divorced witness’s mother without signature. Witness reports that she and & Witness's mother left the state due to threats of being killed from subject.

Witness is the third ex-wife of subject Reed. Witness confirm’s and attests to witness #9’s testimony. She confirms the physical abuse was a result of her confronting subject about his affair with the young lady from the church. She reports that she was mentally and physically abused in her marriage to subject.

Witness #11 (of allegation 6-7)

19 though that allegation is unrelated to Safehouse’s investigation of subject’s abuse of spiritual authority and power. She reports that her mother began displaying signs of mental abuse. Her mother said to her “I just feel trapped,” referencing her marriage to the subject. Witness began noticing that her mother was wearing the same clothes every day. Witness began noticing inappropriate interaction between subject and another female member of the church in Shreveport that subject was the pastor of.

Witness reports being at subject and mother’s home one day when her mother began screaming for help. Witness reports witnessing subject squeezing her mother’s face to the point broken skin, nail prints, and bruises. Witness confront the subject demanding he get his hands off of her mother. Witness called the police however her mother asked her not to give the police details of subject’s identity out of fear. A police report was filed however witness and witnesses mother did not provide a name to the police in an attempt to protect subject’s identity and the reputation of the Subjectchurch.and witness’s mother later built a house. Shortly after building the house witness reports that subject had abandoned the house and the marriage. Witness’s mother told her that subject had been in an “affair" with a young female member of the church. Witness knew where the female member lived and went to the apartment complex. Witness later followed the female to another residence where subject had been living. Witness’s mother and two other church members show up to the residence and confront subject. Witness reports that subject began to threaten to kill her for confronting him. Witness reports that they left and subject began attempting to run them off of the road and attempting to cause an accident.

Witness states that of 3 surviving children of her great-grandparents that the subject is the sole owner of all of the assets of the family. She states that all of CAT properties are now owned by subject in his name. She states that the late Jeremiah Reed (her great-grandfather) had removed subject from his will and banned him from the church.

Witness #12 (of allegation 8) reports that she was a child member of subject’s church in Shreveport, LA. Witness reports that from ages 12-16 subject forced her to take pregnancy tests, asked her inappropriate sexual questions, and touched her sexually and in inappropriate areas.

Witness provided documents from Polk County land records. She states that the land records show that subject becomes POA for the late Willa Mae Reed.

Witness #13 (of allegation #9) is an officer of the court and biological relative of the subject. In a YouTube interview she shares that the subject’s family knew little to nothing about subject’s marriage to the adolescent prior to the marriage was posted online. Witness says that in her opinion the subject groomed the adolescent. Witness says that those that are around the subject are “cult minded” and so their family was unable to speak with subject to attempt to talk sense into him. Witness says she wants to see subject held accountable for “predatorizing young women” and that “there are unethical and illegal financial things going on in the church.”

As POA, subject signed on behalf of Willa Mae Reed to sell all properties to CAT for $1.00. Willa Mae Reed dies in June of 2019 and witness states that one month later CAT (a non profit organization) transfers all of its assets and properties to subject (President of the Board) for $1.00. This appears to be a case of illegally inuring a board member. Witness states that because subject as POA transferred the personal assets of Willa Mae Reed to CAT prior to her death, it appeared that she died with no assets so that there could be no distribution of assets amongst the heirs equally. Witness states that all of these documents are signed by church members under the influence and control of the subject.

21 VI. Subject’s response

Due to the nature of the allegations, the subject’s history of active intimidation and threats, and the supporting evidentiary support, Safehouse #Unmuzzled did not make any attempt to initiate contact with subject. For several weeks subject used his pulpit live via social media to attack witnesses and to attack Safehouse #Unmuzzled’s executive director. Subject made several false statements on video concerning Bishop Demetrius J. Sinegal, Safehouse, and other details in order to manufacture confusion in an attempt to maintain his grip on the minds of the members that remained in CAT.

The frivolous lawsuit includes several false accusations, accuses Bishop Sinegal of statements that other people made on the clubhouse social media app, and alleges “severe emotional distress” on subject.

Executive Director, Bishop Sinegal was served with a lawsuit via social media inbox and email on 8/22/2022. The lawsuit shows subject, the adolescent, and CAT as complainants and names Bishop Sinegal, Safehouse, The Kingdom Church. The Kingdom Church is an unrelated, uninterested, and uninvolved party.

• Religious community leaders in subject’s community are requested to endorse Safehouse #Unmuzzled’s report, findings, and recommendations and to withdraw fellowship from subject in accordance with Matthew 18:15-18 and 1 Corinthians 5:11.

If subject has been consecrated as a Bishop (no record of his episcopal consecration could be found; possible that subject appointed himself), he should be defrocked. 1 Timothy 3:2 says “The Bishop must be the husband of one wife.” There are only a few biblical causes for divorce and even fewer for remarriage. According to reports from his ex-wives, subject divorced each of them without biblical cause. According to Matthew 5:32 subject is in adultery. According to 1 Corinthians 5:11 the church should have no fellowship with subject until he repents.

• The adolescent should be granted access to mental health support services.

• For all relevant communities and institutions to implement the following for all pastors, youth leaders, ministerial staff, and volunteers:

• Subject should be immediately removed from pastoral leadership for deliberately covering up child sexual abuse, which biblically makes subject an accomplice in the abuse (1 Samuel 2:27-4:22).

• Community should rally for protest to encourage local prosecutor to charge subject.

• A code of conduct, sexual harassment policy, and community bill of rights

22 VII. Recommendations and conclusions

• Community should rally for protest to encourage the Attorney General’s office to open an investigation into Christ Apostolic Temple and allegations of a network in which child marriages are forced, sexual abuse is covered, and physical harm (including allegations of murder) has been perpetrated at the behest of the leadership of this network going back decades.

• Subject should be charged under Iowa code 709.15 for breach of fiduciary boundaries. It is reported by numerous CAT members that subject presented himself as the adolescent’s counselor. In addition, subject was published as the JW Christian Academy’s dean; the school that the adolescent was a teenager in.

Based on testimony and report provided to us, #Safehouse Unmuzzled recommends the following for relevant religious communities & law enforcement agencies:

• Any social services organizations, sponsors, or partners of subject’s church, outreach, or youth ministries should inactivate partnerships and sponsorships. These sponsorships serve to strengthen subject’s influence in the community.

Subject should be charged in Missouri under Section 210.135 RSMo as a mandated reporter who failed to report the sexual abuse of minor children.

23 • An abuse reporting system and investigative process • A current list of social services made available to members within your community • Funding for persons who experience abuse within your system and/or organization • Mandatory annual training on ministerial ethics, adult clergy abuse, child sexual abuse prevention, and mandatory reporting. • Mandatory training on trauma informed care for churches and all persons serving in leadership roles within the church. • If you or someone you know has been a victim of predatory clergy sexual misconduct or of gross clergy abuse (i.e.: suppression of reports of sexual abuse, etc) by subject, or another religious community leader please contact Safehouse #Unmuzzled via help@safehouseunmuzzled.com
