The General and World President of Women’s Ministries Dear Cadets, Commissioner Bronwyn and I count it as a joy and a privilege to greet you on this, the day of your ordination and commissioning as officers of The Salvation Army.

Congratulations to each of you!

Today is a special day indeed. A day of sacred celebration. A day of thanksgiving as well as expectation. A joyfully holy day.

Your session name is deeply meaningful, “Keepers of the Covenant.” The name itself is a promise – a vow to hold to the truths and tenets of your officer covenant.

The word “covenant” itself is a profound statement. More than a contract; more than an agreement, a covenant is a sacred bond – a solemn vow. A covenant is not just about obligations and commitments; it is relational and personal.

Our Officer Covenant, declares, “Called by God to proclaim the gospel of our Lord and Saviour Jesus Christ as an officer of The Salvation Army, I bind myself to Him in this solemn covenant: To love and serve him supremely all my days, to live to win souls and make their salvation the first purpose of my life, to care for the poor, feed the hungry, clothe the naked, love the unloved, and befriend those who have no friends, to maintain the doctrines and principles of The Salvation Army, and, by God’s grace, to prove myself a worthy officer.

This is our calling. This is our covenant. May we all keep it daily as we seek to serve Him supremely all our days.

May God be with you as you begin your ministry as officers of The Salvation Army.

Territorial Commander and Territorial President of Women’s Ministries/Territorial Leader for Officer Development Dear Keepers of the Covenant, You are standing at a sacred threshold of being ordained and commissioned as Keepers of the Covenant. Your journey has led you to this moment by divine design—called, anointed, and appointed not by human hands, but by the very heart of God. As 1 Peter 2:9-10 (MSG) reminds us, “But you are the ones chosen by God, chosen for the high calling of priestly work, chosen to be a holy people, God’s instruments to do His work and speak out for Him, to tell others of the nightand-day difference He made for you—from nothing to something, from rejected to accepted.” This is your identity, and your charge.

The Mission before you echoes the very words of Jesus in Luke 4:18: “The Spirit of the Lord is upon me, for He has anointed me to bring Good News to the poor” (NIV).

In every place you serve, may you be bold in proclaiming hope, resolute in extending grace, and persistent in reflecting the goodness of Christ to a world longing for light.

Keepers of the Covenant, you are entrusted with God’s purposes and the privilege to champion His truth. Step forward with courage, defending the faith and uplifting those entrusted to your care. Lean into His strength, knowing that your obedience will yield fruit that endures for eternity. Remember, “He who calls you is faithful; He will surely do it” 1 Thessalonians 5:24 (ESV).

We thank God for your faithfulness and celebrate your willingness to embrace this calling. May His abiding presence and abundant blessing rest upon you, empowering you to walk boldly through every open door. The journey ahead is great, but so is the One who leads you. May you be inspired, uplifted, encouraged, and continually challenged to deepen your commitment as Keepers of the Covenant.

With grateful hearts, we walk beside you, confident that God will fulfill His plans through your surrendered lives.

Special Guests GENERAL LYNDON BUCKINGHAM AND COMMISSIONER BRONWYN BUCKINGHAM

The General and World President of Women’s Ministries General Lyndon Buckingham and Commissioner Buckingham were ordained and commissioned in 1990 as officers of the New Zealand, Fiji, Tonga and Samoa Territory. As well as appointments at home, they have also served in various Salvation Army territories, and assumed their current responsibilities as General and World President of Women’s Ministries at International Headquarters on 3 August 2023.

In each of their appointments, the Buckinghams have displayed a desire to see the great news of the gospel shared.

Bronwyn is inspired by the belief that God has a new truth to reveal to her daily and compelled by the promise in Philippians 1:6 (NIV) that he is continuing to fulfill his good work within her. She desires to be the woman God is calling her to be and is passionate to be part of an Army where the next generation will choose to embrace their leadership calling.

Lyndon is passionate about finding ways for The Salvation Army to be more effective in fulfilling its mission. He is determined to be faithful to the covenants he has made and is motivated by verses from Paul’s letter to the Colossians: ‘Whatever you do, work at it with all your heart, as working for the Lord, not for men’ Colossians 3:23 (NIV).

The Buckinghams are blessed to be parents and grandparents. They are continually encouraged and challenged by the desire of their adult children to serve God in their generation.

Special Guests COMMISSIONERS MERLE AND DAWN HEATWOLE

National Commander and National Secretary for Program Commissioners Merle and Dawn Heatwole are the national leaders of The Salvation Army in the United States of America with Merle serving as the National Commander and Dawn serving as the National Secretary for Program. They assumed these appointments on March 1, 2025.

Immediately preceding this appointment Merle served as Territorial Commander and Dawn as Territorial President of Women’s Ministries in the Latin America North Territory.

Merle and Dawn are both children of Salvation Army officers, Lt. Colonels Merle L. and Vivian Heatwole and Colonels Thomas C. and Mary Lewis. The Heatwoles met when their parents were both stationed at the Wisconsin and Upper Michigan Divisional Headquarters. They were married in 1981, entered the College for Officer Training the next year and were commissioned in 1984 as a part of the Servants of God session.

The Heatwoles served in appointments as corps officers, divisional officers, and territorial officers in addition to appointments at National Headquarters in the USA and International Headquarters in London, England.

The Heatwoles have three adult children Michael, Michele and Melissa who live in the United States. Michael and his wife, Linnea, live in Carpentersville, Illinois, with the Heatwoles’ granddaughters, Elin and Audrey. Michele and her husband, Dan Penning, live in St. Petersburg, Florida, with the Heatwoles’ grandson, Carter.

Melissa and her husband, Kenyon Sivels, are the corps officers in Champaign/ Urbana, Illinois, with the Heatwoles’ granddaughters, Trinity and Eden.

Dear Keepers of the Covenant, On behalf of the officers and staff of the College for Officers Training, I want to share my congratulations with each of you upon your ordination and commissioning as Salvation Army Officers.

It has been both a joy and a privilege for my wife and I to have journeyed with each of you, and your families, during the course of your training experience. We have seen you worship, study, and serve in faithful response to the call of Christ upon your lives. Well done, my friends!

As you now prepare to embrace your first appointments as Salvation Army Officers, please know of our continued prayers for you, your family, and the communities that you will be serving. We pray that you will continue to be focused on the mission of Christ and His purposes for The Salvation Army. We pray for an anointing of the Holy Spirit upon your preaching, teaching, and daily practical ministry.

1. The Signing of the Officer Covenant The Officer Covenant is signed by a person to be commissioned and ordained.

The Covenant is made between that person and God. It is the means whereby a person binds himself or herself to God in the making of solemn vows.

The Bible has many examples of believers entering into sacred covenants with God, who accept their covenants as a serious undertaking. Each person signing the Officer Covenant does so of their own free will, in the clear understanding that the commitment is intended to be lifelong.

I BIND MYSELF TO HIM IN THIS SOLEMN COVENANT

To Love and serve Him supremely all my days, To Live to win souls and make their salvation the first purpose of my life, To Care for the poor, feed the hungry, clothe the naked, love the unloved, and befriend those who have no friends,

To Maintain the doctrines and principles of The Salvation Army, and,

by God’s grace to prove myself a worthy officer.

3. The Appointing

The Ordination and Commissioning allows the wider membership of the Body of Christ to gather in order to warmly affirm and encourage those about to become officers, and in order to witness publicly the moments of ordination and commissioning.

The Appointing is when specific responsibilities are placed upon the newly ordained and commissioned officer. The officer is granted the authority both to serve and to lead within the ranks of The Salvation Army.

This is the outward authentication of an inward summons from God, and the imparting to the officer of the obligation to be a servant of all for the sake of Christ.

The cadets are helped by the prayers and intercession of the faithful. The cadets declare before many witnesses that they will be loyal to Christ, will hold to the Doctrines of the Army, will be available to the marginalized, and will be obedient to the principles and purposes for which God raised up The Salvation Army.

Faith and Promise AffiRMAtion of

The Cadets (standing) will say: In the name of God the Father, the Son, and the Holy Spirit, and in the presence of the officers, soldiers, and friends of The Salvation Army here assembled, we declare that: 1. We believe that the Scriptures of the Old and New Testaments were given by inspiration of God, and that they only constitute the Divine rule of Christian faith and practice.

2. We believe that there is only one God, who is infinitely perfect, the Creator, Preserver, and Governor of all things, and who is the only proper object of religious worship.

3. We believe that there are three persons in the Godhead—the Father, the Son, and the Holy Ghost, undivided in essence and co–equal in power and glory.

4. We believe that in the person of Jesus Christ the Divine and human natures are united, so that He is truly and properly God and truly and properly man.

5. We believe that our first parents were created in a state of innocency, but by their disobedience they lost their purity and happiness, and that in consequence of their fall all men have become

sinners, totally depraved, and as such are justly exposed to the wrath of God. 6. We believe that the Lord Jesus Christ has by His suffering and death made an atonement for the whole world so that whosoever will may be saved.

7. We believe that repentance towards God, faith in our Lord Jesus Christ, and regeneration by the Holy Spirit, are necessary to salvation.

8. We believe that we are justified by grace through faith in our Lord Jesus Christ and that he that believeth hath the witness in himself.

9. We believe that continuance in a state of salvation depends upon continued obedient faith in Christ.

10. We believe that it is the privilege of all believers to be wholly sanctified, and that their whole spirit and soul and body may be preserved blameless unto the coming of our Lord Jesus Christ.

11. We believe in the immortality of the soul; in the resurrection of the body; in the general judgment at the end of the world; in the eternal happiness of the righteous; and in the endless punishment of the wicked.

Anthony Evans Sp ecial Gue st

Anthony Evans’ deep faith has been the foundation of everything he has set out to accomplish in his life and ministry. Growing up the son of influential pastor, Dr. Tony Evans, among siblings Chrystal Evans Hurst, Priscilla Shirer and Jonathan Evans, all whom which have become impactful speakers, authors, and spiritual leaders themselves, Anthony’s path is unique and all his own. From Billboard charting artist, worship leader, producer, author, and actor, everything Anthony does comes from a heart of faith and his desire for that faith to make an impact inside and out of the four walls of the Church.

As an accomplished vocalist, Anthony has produced 11 solo projects, two of which have hit the #1 spot on Billboard’s Gospel Album chart. His newest release, “Revive,” is infused with Anthony’s refreshing re-commitment to God after a devastating, extended period of loss, unanswered questions and heartache. Sustaining him through dark times, Anthony has learned to be grateful for the opportunities God has provided him to share his talents in unconventional ways not normally afforded to a Christian artist.

Opportunities like performing and starring in Disney’s Hollywood Bowl Production of “Beauty and the Beast,” appearing as an artist on, and later becoming a talent producer for NBC’s hit show, “The Voice,” and producing and arranging music for major Hollywood networks and production houses.

In addition to his music, ministry and global travel as a worship leader, Anthony has authored /co-authored three books, Unexpected Places, Divine Disruption, and When Faith Meets Therapy.

In everything, Anthony’s desire is to share his life and authentic faith with transparency and honesty, “...being confident of this, that he who began a good work in you will carry it on to completion until the day of Christ Jesus.”
