ANALYSIS: I’ve now got results in from all five of the surveys I run each month giving insight into consumer spending plans, how businesses are seeing the world, and aspects of the housing market as observed by mortgage brokers, real estate agents, and property investors.
From these surveys, or at least four of them, we can derive an answer to the question about whether any other groups are yet following first home buyers heavily into the housing market. Just over a year ago young buyers stepped forward to take advantage of reduced prices, low competition from other buyers, a doubling of properties on the market from mid-2021, bigger saved up deposits, and good job security.
I can see from my surveys of real estate agents with NZHL that a year ago a net 55% were saying they were seeing fewer investors. Now, a net 24% say they are seeing more investors. Okay, so does that mean hefty extra price pressures? No.
A year back as many agents said they were seeing more investors looking to sell as to buy. Now a net 14% say they are seeing more investors wanting to sell. So yes, investors are in the market and looking, but they are also catching up on selling, with some pressured to do so by the need to shore up their business.

This is where the change in the bright-line test from 10 years back to two years may have an immediate impact. Some investors want or need to realise the value in their housing asset to make things easier for their business. But they are reluctant to sell and pay capital gains tax. When the shift back to two years occurs many may look to sell – though how many is impossible to know.
Back to my surveys. The one of investors which I run with Crockers Property Management shows that this month a net 22% of landlords are finding it easy to get good tenants. A year ago only a net 3% said this. This is one impact from the 2.9% NZ population surge this past year. More people are looking for somewhere to live and landlords can pick and choose in some locations.
As yet this growing pressure in the rental market is not pushing rents higher at a hastening pace. The average rent rise which landlords will seek when they make a change is still the same as it was a year ago at just over 5.6%.
The rule of thumb in New Zealand is that you can only price to what the market will bear and property owners don’t always seek to get as much as humanly possible. This perhaps helps explain why there is no new rush of investor buying to outweigh selling now. Costs are soaring for things like rates, insurance, and maintenance, but returns are not necessarily keeping up with those cost rises and landlords for now are reluctant to try and gain compensation.
That is why the return of 80% interest expense deductibility from April 1 this year and 100% a year later is important. Cash flow positions for investors will improve and the exit from their investment which many may have been planning could be delayed or abandoned altogether. Having the rental pool shrink when population is booming is not a recipe for social stability and as we have seen central government does not have the capacity to meet social housing needs as they developed these past few years let alone coming years as house construction for a while shrinks.

As of now, the New Zealand real estate market is enjoying a renewal in positive sentiment, with an attitude shift courtesy of policy change by the newly appointed coalition government.
One notable change is the reduction of the Bright-line Test to two years, effective 1 July 2024. The Bright-line Test is a rule that taxes capital gained on residential property bought and sold within a certain period, and reducing it could incentivise property investment.
Additionally, there’s a gradual reinstatement of full mortgage interest deductibility, which may further encourage investment in the real estate market.
Starting from April 2026, investors can once again deduct mortgage interest costs from their rental income. At that point, the government will have fully reinstated interest deductibility. This is good news for property investors, as most will pay less tax when compared to the current policy.
These policy changes may attract more investment demand into the market and could potentially benefit existing investors by relieving them from capital gains tax sooner than expected.
First-home buyers are still expected to find opportunities, especially with the accessibility of KiwiSaver for deposits and low-deposit lending speed limits at banks, which can aid in purchasing their first homes.
Overall, the market seems to be gearing towards a more favourable environment in 2024 for both investors and first-home buyers, with potential impacts on demand and property prices.

In January, Ray White New Zealand exceeded expectations in listings, introducing 1,629 new properties to the market, marking a substantial 17.02 per cent increase compared to the same period last year.
This surge in listings was complemented by 780 sales for the month, representing a significant 30.87 per cent rise from the previous year.
Analysts gauge housing demand by assessing online property views and enquiries. Throughout January, there were 4.594 million views on Ray White’s websites, resulting in 43,452 enquiries, indicating a 20.08 per cent increase in views compared to last year. Enquiry levels remained consistent year-on-year.
Pre-approval rates serve as a vital indicator of market confidence, allowing purchasers additional opportunities, such as participation in auction proceedings - the most transparent sales method.
Our friends at Loan Market reported close to double the number of pre-approvals nationwide for the month of January compared to the previous year, and there was a notable increase in activity at auctions, showcasing superior performance in terms of days on the market and achieved results for sellers compared to other sales methods.

Dylan2024 has started off with a hive of activity due to interest rates now signaled to have reached their peak and the new coalition starting to take action on their campaign promises. Swap Rates have been noticeably volatile with a huge dip over the Dec 23-Jan 24 although the banks have held pricing due to RBNZ instruction to not flood the market with 'cheap' rates and hamper their efforts to reduce inflation.
That being said, these have returned to pre-December 2023 levels so further cuts in the immediate future are hard to predict. One thing to note is most banks are trying to incentivise longer term fixed rates (>3 years) which may signal how quickly they're forecasting for rate reductions (<2 years). Banks are still keen to lend with greater flexibility to negotiate rates and cash retentions upon fixed rate expiry.

Makes Six cups
The perfect drink for a warm summer's evening – zesty, spicy and delicious and best served chilled.
2 oranges
2 bottles good-quality dry white wine
½ cup each Cointreau and brandy
½ cup caster sugar
40 whole roasted coffee beans
2 whole star anise
2 cinnamon sticks

Use a vegetable peeler to peel long strips of zest from both oranges, taking care not to include any of the white pith.
Place all of the ingredients in a large saucepan and gently heat to dissolve the sugar. You should still be able to put your finger in without it burning.
Tip into a large sterilised jar/s with a neck wide enough to get the star anise through. Add some coffee beans, a star anise and a cinnamon stick to each jar.
Cool then seal and leave for 1 week before drinking, if possible, but it’s still delicious if only made 2 days before.
TO SERVE: Pour the chilled wine into glasses adding a piece of orange zest and serve as is, or top up with champagne or sparkling mineral water. Store in the refrigerator once opened.
